Moving Forward into a New Year
A
s we start a new year and move forward into 2022, I wanted to take the opportunity to share with you, our members, a brief review of the work and progress West Florida Electric Cooperative (WFEC) has made during 2021. Most of you remember the utter devastation caused by Hurricane Michael and the impact it had on our electric distribution system. The damage was nearly catastrophic to our cooperative and we continue recovering from this Category 5 Ty Peel, Executive VP & CEO storm over 3 years later. Temporary to permanent repair work from the storm continues today. These temporary repairs were made to “get the lights back on” for everyone as quickly and safely was we could possibly do so, however, every single repair has to be converted to a permanent repair. This has taken quite some time as WFEC maintains a distribution system that covers four-counties and over 4,800 miles of power lines. We maintain this system with fewer than 40 lineworkers but I am happy to report that we are making very good progress on these repairs. I would like to thank each of you for your patience and understanding during our recovery process. My staff and I continue to work diligently with FEMA to ensure the cooperative receives every dollar it is entitled in reimbursement for Hurricane Michael. These funds have been released to the State of Florida and we expect to receive the remainder due to WFEC during 2022. Your Board of Trustees continues to monitor and evaluate the hurricane recovery fee closely. It is my sincere hope that we can move forward and have closure on Hurricane Michael in 2022. WFEC continues its aggressive right-of-way management program to help improve system reliability and reduce the number of power outages caused by vegetation. Right-of-way contractors cut and maintained approximately 750 miles of line across all four counties served by the cooperative during 2021. We will continue the trimming cycle throughout 2022. Our four-county service area continues to see growth with new homes and businesses being added to our lines every day. WFEC built approximately 740 new service connections during 2021. I expect to see this trend continue into the near future.

I am proud to say that as a member of West Florida Electric, you have only seen about a one-cent increase in the cost of your electricity per kilowatt hour since 2010 and that WFEC’s rates have remained comparable to other electric utilities in our area. Electricity operates under the law of supply and demand like most consumer goods and services. WFEC has been able to maintain this rate structure and mitigate impacts due to a variety of strategies including managing peak demand periods and a reliance on cheap natural gas to generate the majority of the electricity we purchase from PowerSouth Energy Cooperative. We’ve been through some very difficult and challenging times during the past three years but your cooperative is ready to move into the new year and face any trials that may occur – whether that is a global pandemic or an active storm season. No matter the challenge, please remember that each decision made by the cooperative’s leadership team and the Board of Trustees (who you elect to represent you and be your voice) are considered carefully and with the members’ best interest at heart. What is the Wholesale Power Cost Adjustment?
1001 USES
A basic explanation: The Power Cost Adjustment (PCA) is a line item on each WFEC bill statement which reflects the increases/decreases in the co-op's cost of power purchased wholesale from PowerSouth Energy Cooperative. The fluctuation in the PCA is largely caused by changes in the cost of fuel for generation.

Why is this necessary? In order to generate the electricity you consume, our wholesale power provider, PowerSouth Energy Cooperative, obtains electricity from many sources, including natural gas, hydroelectric power, compressed air energy storage, purchased power agreements, solar and some other renewables. PowerSouth sets its rates each year based on many variables including the cost of fuel and amount and cost of power purchased in the market. They also estimate the amount of power to be sold into the market. If its costs are greater than or less than their base rate, they pass through the difference to WFEC and their other member cooperatives on the wholesale power bill. The co-op, in turn, passes on the difference to you, our members. A portion of the co-op's cost of power is already included in the energy rate (commonly referred to as the base rate). When the cost of power is less than the amount included in the base rate, the PCA is a credit. Recently, the cost of fuel used to generate the power WFEC purchases has exceeded the amount included in the base rate, so the PCA is a charge. Authorized by the Florida Public Service Commission. PCAs have been authorized by the Florida Public Service Commission since the 1973 Arab Oil Embargo to reflect changing fuel and wholesale power prices. Without PCAs, a utility's base rates would constantly change to reflect increases/decreases in the cost of power.

By adding new or more outdoor lighting, you can enjoy longer hours of outside fun at home. Businesses can also add after-dark lighting. Thanks to automatic controls, the lights turn on at dusk. We'll install the pole and lighting and make sure it continues to work properly. To make it even easier, the charge will be included on your monthly electric bill. If the bulbs burn out over time in the units, your cooperative will replace those at no charge. If light fixtures or poles become damaged and need repair, we'll also take care of those. If you already have outdoor lighting, it is important to let us know when your equipment isn't working properly. If there is more than one light at your location, please provide detailed information on its specific location. Please note that if your light is not issued by the co-op, then we cannot repair it. Please do not attach anything to poles. Lights on poles with anything attached pose a safety risk to our linemen and will not be repaired until the items are removed. It is also important to practice safety around outdoor lighting. Never shoot out lights, shoot poles or try to damage them in any way. Ingredients: 1 (14 oz.) package Pepperidge Farm original cornbread stuffing 1 can Healthy Request chicken soup 1 can Healthy Request celery soup 1 1/2 sticks margarine 6 boneless chicken breasts, cooked Directions: Boil chicken until done, save broth the chicken was cooked in. Chop chicken finely. Mix soups and add 2 cans of broth. Melt margarine and mix with stuffing and another can of broth. Spray a 9x13 inch baking dish and place a layer of half the stuffing mixture, then all the chopped chicken. Then add half the soup mixture, and top with remaining stuffing mixture. Pour the rest of the soup mixture over the top of the stuffing. Bake at 325 degrees for 45 minutes.

By adding new or more outdoor lighting, you can enjoy longer hours of outside fun at home. Businesses can also add after-dark lighting. Thanks to automatic controls, the lights turn on at dusk. We'll install the pole and lighting and make sure it continues to work properly. To make it even easier, the charge will be included on your monthly electric bill. If the bulbs burn out over time in the units, your cooperative will replace those at no charge. If light fixtures or poles become damaged and need repair, we'll also take care of those. If you already have outdoor lighting, it is important to let us know when your equipment isn't working properly. If there is more than one light at your location, please provide detailed information on its specific location. Please note that if your light is not issued by the co-op, then we cannot repair it. Please do not attach anything to poles. Lights on poles with anything attached pose a safety risk to our linemen and will not be repaired until the items are removed. It is also important to practice safety around outdoor lighting. Never shoot out lights, shoot poles or try to damage them in any way. What is the Wholesale Power Cost Adjustment?

A basic explanation: The Power Cost Adjustment (PCA) is a line item on each WFEC bill statement which reflects the increases/decreases in the co-op's cost of power purchased wholesale from PowerSouth Energy Cooperative. The fluctuation in the PCA is largely caused by changes in the cost of fuel for generation.

Why is this necessary? In order to generate the electricity you consume, our wholesale power provider, PowerSouth Energy Cooperative, obtains electricity from many sources, including natural gas, hydroelectric power, compressed air energy storage, purchased power agreements, solar and some other renewables. PowerSouth sets its rates each year based on many variables including the cost of fuel and amount and cost of power purchased in the market. They also estimate the amount of power to be sold into the market. If its costs are greater than or less than their base rate, they pass through the difference to WFEC and their other member cooperatives on the wholesale power bill. The co-op, in turn, passes on the difference to you, our members. A portion of the co-op's cost of power is already included in the energy rate (commonly referred to as the base rate). When the cost of power is less than the amount included in the base rate, the PCA is a credit. Recently, the cost of fuel used to generate the power WFEC purchases has exceeded the amount included in the base rate, so the PCA is a charge. Authorized by the Florida Public Service Commission. PCAs have been authorized by the Florida Public Service Commission since the 1973 Arab Oil Embargo to reflect changing fuel and wholesale power prices. Without PCAs, a utility's base rates would constantly change to reflect increases/decreases in the cost of power.

I am proud to say that as a member of West Florida Electric, you have only seen about a one-cent increase in the cost of your electricity per kilowatt hour since 2010 and that WFEC’s rates have remained comparable to other electric utilities in our area. Electricity operates under the law of supply and demand like most consumer goods and services. WFEC has been able to maintain this rate structure and mitigate impacts due to a variety of strategies including managing peak demand periods and a reliance on cheap natural gas to generate the majority of the electricity we purchase from PowerSouth Energy Cooperative. We’ve been through some very difficult and challenging times during the past three years but your cooperative is ready to move into the new year and face any trials that may occur – whether that is a global pandemic or an active storm season. Moving Forward into a New Year
A
s we start a new year and move forward into 2022, I wanted to take the opportunity to share with you, our members, a brief review of the work and progress West Florida Electric Cooperative (WFEC) has made during 2021. Most of you remember the utter devastation caused by Hurricane Michael and the impact it had on our electric distribution system. The damage was nearly catastrophic to our cooperative and we continue recovering from this Category 5 Ty Peel, Executive VP & CEO storm over 3 years later. Temporary to permanent repair work from the storm continues today. These temporary repairs were made to “get the lights back on” for everyone as quickly and safely was we could possibly do so, however, every single repair has to be converted to a permanent repair. This has taken quite some time as WFEC maintains a distribution system that covers four-counties and over 4,800 miles of power lines. We maintain this system with fewer than 40 lineworkers but I am happy to report that we are making very good progress on these repairs. I would like to thank each of you for your patience and understanding during our recovery process. My staff and I continue to work diligently with FEMA to ensure the cooperative receives every dollar it is entitled in reimbursement for Hurricane Michael. These funds have been released to the State of Florida and we expect to receive the remainder due to WFEC during 2022. Your Board of Trustees continues to monitor and evaluate the hurricane recovery fee closely. It is my sincere hope that we can move forward and have closure on Hurricane Michael in 2022. WFEC continues its aggressive right-of-way management program to help improve system reliability and reduce the number of power outages caused by vegetation. Right-of-way contractors cut and maintained approximately 750 miles of line across all four counties served by the cooperative during 2021. We will continue the trimming cycle throughout 2022. Our four-county service area continues to see growth with new homes and businesses being added to our lines every day. WFEC built approximately 740 new service connections during 2021. I expect to see this trend continue into the near future.
