AARP Smart Driver Course Wednesday, August 17; 8:45 a.m.-4:00 p.m. Jackson County Extension Office, Penn Avenue, Marianna Sue Heh, AARP, will conduct the AARP Smart Driver Course for county residents. Participants are updated about new traffic laws and rules of the road, defensive driving techniques and proven safety strategies. ast month we published an article about the value of electricity. This month, we are keeping with that theme and exploring another way WFEC is keeping our members’ electric rates as low as possible. We mentioned before that our rates are as low as they were back in 2008 and this keeps holding true. WFEC rates for 1,000 kWh also remain lower than the local investor-owned utilities. One of the reasons this remains true for WFEC is because your board of trustees and upper management at the Russell Dunaway, Executive VP & CEO cooperative are very aware of the trust cooperative members have placed in them and make a concerted effort to be responsible with the funds with which they are entrusted. Recent reductions in the workforce has contributed to maintaining lower rates. WFEC saw a reduction in twelve employees by attrition in 2015 and expects at least five more during 2016. Savings generated from this reduction in staff has allowed WFEC to postpone future rate increases. In most cases, the cooperative has chosen not to replace those retiring employees, and instead, split jobs and reallocated responsibilities to existing positions within the cooperative - this has allowed WFEC to also see a reduction in salaries. The cooperative is effectively doing more with fewer employees and expects to continue being able to do so. 56206003 Outsourcing tasks like right-of-way trimming and even some line construction for major projects has also provided the cooperative with opportunities to save on things like insurance and benefits and pass those savings along to its members. Since all of the expenses of the cooperative are paid by its members, not by remote investors, delinquent payments are recovered from those members who do pay. It is for this reason that WFEC takes the collection of unpaid balances seriously. As a cooperative, we try to be sympathetic when a member is experiencing difficulty paying their bill, but that must be tempered by our responsibility to protect other members from uncollected expenses. Doing a better job of collecting outstanding debts and dedicating a position to overseeing this collection has led the cooperative to see a reduction in the amount of write-offs and uncollectible debt, which in the past had to be recovered from those members who do pay their bills in a timely manner. Taking steps like those mentioned above should help the cooperative continue to save and be able to pass those savings along to its members in the future. Rest assured, the cooperative’s board and management staff will do all they can to continue keeping rates as low as possible for WFEC members. Next month we will explore how the co-op’s relationship with PowerSouth has helped reduce wholesale power costs.

cammers, hackers and identity thieves are looking to steal your personal information – and possibly your money. However, there are steps you can take to protect yourself. Use good security practices. Keep your operating system updated in addition to other software. Check that your security software is active and current. At a minimum, your computer should have anti-virus software and a firewall. You can buy stand-alone programs for each element or a security suite that includes both. The security software that was installed on your computer when you bought it generally works for just a short time - unless you pay a subscription fee to keep it in effect. 17667004 Another way you can protect yourself online is to use security software that updates automatically. The “bad guys” are constantly developing new ways to attack your computer, so your security programs must be up-to-date to protect against the latest threats. Most security software can update automatically – you should set yours to do so. If you let your systems get out-of-date, then criminals can sneak their bad programs – called malware – onto your computer and use it to secretly break into other computers, send spam or spy on your online activities. Passwords are the key to protecting yourself from scammers, hackers and identity thieves and it is very important to protect them. Here are a few principles for creating strong passwords and keeping them safe: • The longer the password, the tougher it is to crack. Use at least 10 characters – 12 is ideal. • Mix letters, numbers and special characters. Try to be unpredictable – don’t use your name, birthdate, common words or anything that can be found on social media. • Use different passwords for each account. If a password is stolen from you, or one of the companies with which you do business, it can be used to take over all of your accounts. 57740002 • Don’t share passwords over the phone, in texts or by email. Legitimate companies will not send you messages asking for your password. If you get such a message, it’s probably a scam. auren Kinman of Chipley and Seth Alday of Altha were among nearly 1,700 high school students from 43 states who participated in the National Rural Electric Cooperative Youth Tour held June 1116, 2016, in Washington, D.C. Kinman and Alday were sponsored by West Florida Electric Cooperative (WFEC) and represented Chipley High School (Kinman) and Altha School (Alday). While in Washington, they learned first-hand what it’s like to be involved in politics, how our government operates and about how and why electric co-ops were formed. One highlight of the trip included meeting WFEC Youth Tour representatives Seth Alday (left) and Lauren their elected representatives Kinman (right) had the opportunity to meet Congresswoman Gwen Graham, Congressman Jeff Miller and in the U.S. House and Congressman Ted Yoho during their time in Washington, D.C. Senate. They toured Pictured here with Congresswoman Graham. Arlington National Cemetery, the Capitol, and Mount Vernon. Students also visited various museums, monuments and memorials including the Viet Nam, Jefferson, Lincoln, Roosevelt and more. While in D.C., they also enjoyed the U.S. Marine Corps Band Sunset Parade. 91533001 In 1964, the National Rural Electric Cooperative Association (NRECA) began coordinating activities among state delegations and suggested that co-op representatives from each state arrange to be in Washington, D.C. during Youth Tour week. As word spread, the program grew to what it is today. WFEC has participated in the Youth Tour program since 1979, sending two students to Washington, D.C. each year since. The Youth Tour program is open to all high school juniors whose parents or guardians are members of West Florida Electric Cooperative. Each high school within WFEC’s service area selects a representative for the State Youth Tour in the fall of each year. The selected representatives then go on to compete for the two slots available for the National Youth Tour. This year, a scholarship opportunity was added to the Youth Tour program. One $4,000 scholarship to Chipola College was awarded to a participant from each county served by WFEC. Is Automation the Right Answer? Why WFEC Uses an Automated System During Large-scale Outages

he cooperative has recently received some calls and emails regarding malfunctions with our automated outage reporting system. We are working with the phone company, other vendors and service providers to repair the issues. However, at the time this article was written, the phone company and vendors were still working to determine what the actual problems are and how to fix them. West Florida Electric Cooperative recognizes that technology is not always the alternative to providing “good old-fashioned customer service” as one of our members recently put it. So let us take a moment to explain why we utilize an automated system during large-scale power outages. We will start by explaining how the system works and then address why we feel it is the most efficient way to handle large call loads. 88817004 First, when a member calls into the automated outage reporting system, their phone number is identified by caller ID or they are asked to key the information in to identify their account. Each individual call is then posted to a map of our distribution system which provides predictions of open devices. This automated system answers 12 lines at one time. Since power outages are very unpredictable, having the automated system enables WFEC to be constantly prepared for the worst case scenario. It would not be financially responsible to staff our after-hours service department with 12 people to answer calls that may never come in. And, if staff were answering the phones in person, they would only be able to speak with one person at a time. This would lead to other members getting a busy signal and not being helped efficiently. The co-op’s automated outage reporting system has taken nearly 9,000 outage calls so far this year. This system is also utilized for other applications, such as providing account balances, taking payments and calling line crews in to work. This IVR system has taken well over 50,000 calls this year if you include all of its other functions. Having this type of information readily available to members decreases the office workloads and allows staff to focus on members who need additional clarification or assistance. When functioning properly, automated technology can be a win-win for everyone involved. “I realize that it is, indeed, frustrating to get an automated attendant. But rest assured, there is a live human being in the office, and often several. They are doing everything within their power to get your power restored,” said Penny Bryan, Manager, Member Services. “Having the automated system allows the information line crews need in the field to be gathered while the dispatcher focuses on relaying that information to them. Being focused like this helps our line crews work more safely,” she continued. The automated outage reporting system also helps staff gauge the scale of the

outage and identify the device where the problem is located. Often, it is members who leave valuable messages regarding the actual location of the problem that has caused a device to fail, according to Bryan. This expedites the co-op’s restoration process. Having each individual caller identify their account and post to the map also allows us to ping their meter to verify they are without power and that it has been restored. This is particularly helpful during lightning storms because individual transformer fuses can be blown or transformers may be damaged that will not pick up when the main line device is re-energized. This could result in leaving a single member on a section of line without power. Service center personnel can verify that power has been restored to every member before crews leave the area to work another outage. Without the IVR system and messages from our members, we wouldn’t be able to handle outages efficiently. Besides not being able to verify outages or restoration prior to leaving an area, we also wouldn’t be able to determine where the actual problems are located. This could range from a tree on the line to downed power lines or even accidents. As we mentioned before, the limitations of one person answering the phone would literally keep our crews ‘in the dark’ about what is actually happening in the field. Knowing in advance can help us determine the number of crew members needed and the types of equipment and supplies needed to make repairs. The results of working without this system would be greatly increased outage times for individual members. Weather conditions from year to year and the severity of damage caused have a major impact on the number and length of outages the co-op experiences, but we do everything within our power to have a positive impact on things we can safely control, such as outage response and restoration time. This is evident when looking at the previous 5 year’s data, which we refer to as System Average Interruption Data (SAIDI). According to this data, the total average outage time per member in 2011 was 6.9 hours. In 2015, it was 4.2 hours per member. The years between were also lower than the 2011 average. Since 2011 we have made significant upgrades and improvements to the automated outage system which has helped dispatch crews quicker, identify the cause of an outage in a timelier manner and get our crews to those locations. 52660002 WFEC’s members can help the cooperative continue reducing outage times in several ways. First, they can keep their phone numbers updated. Next, when calling in, if the system doesn’t recognize the phone number, leave a message that includes the name on the account and a phone number where they can be contacted. It is likely that the cooperative may need to call back to verify information. After outages, the co-op uses the information we gather to update member records and improve outcomes for the next outage situation. Finally, if a member knows the cause of the outage, they can leave a message regarding that. As we mentioned at the start of this article, we are working with the phone company and other vendors to solve the problems some members have recently experienced with the automated outage reporting system.
