POMONA CONSOLIDATION AND MOORE MIDDLE SCHOOL CLOSURE (Jeffco Public Schools) What is the Thriving Schools Initiative? • Regional Opportunities for Thriving Schools is Jeffco Public Schools’ (Jeffco) response to the Board of Education’s request for a comprehensive plan to ensure thriving schools and extraordinary student experiences.

• Jeffco Public Schools has the capacity to serve 88,000 students in its traditional district-managed schools and currently only serves 66,500 students. Jeffco’s excess capacity impacts every part of the district as it stretches resources to sustain all its schools. Jeffco must use resources efficiently to solve many challenges created by changing demographics.

FUNDING AVENUES 3H: PARAMEDICS AND PAVEMENT Westminster voters asked for faster emergency response and better neighborhood streets — and we are delivering. By dedicating these funds exactly as promised and reporting on them transparently, we are honoring our commitment to open, responsive government. Residents in Appleblossom can now see and feel the benefits of the Paramedic and Pavement sales tax.”

– Mayor Claire Carmelia

City of Westminster voters approved the 3H: Paramedics and Pavement Ballot Measure, which included a 0.4 percent sales tax that went into effect in 2026. The passage of the 3H: Paramedics and Pavement Ballot Measure ensures the City can continue providing high-quality emergency services and maintain safe, reliable streets for decades to come. 3H 2025: Paramedics and Pavement Fund will track the City’s work to hire 45.5 new firefighters, emergency medical, and support personnel as well as the construction of a new fire station in central Westminster and rebuild of Station 3. 3H: Paramedics and Pavement funds can be used to secure the property now. Should the City choose to use the land for non-fire-related purposes, it will require a repayment process from another City funding source into the 3H Fund. Examples of other City funding sources include General Fund, Parks Open Space and Trails Fund (POST), Transportation Fund, etc.

PROPERTY CONCERNS Asbestos-Containing Building Materials

Located throughout the building and in the outdoor tennis courts. The City will obtain an updated Asbestos Inspection Report from a certified environmental consultant. There may be additional areas discovered with further testing.

Mercury

Located in the gym floor. Gyms built between the 1960s and 1980s sometimes have mercury compounds that were used to speed up curing of polyurethane-based flooring.

Potentially Other Hazardous Materials

The City will obtain an updated Hazardous Materials Survey from a certified environmental consultant. With additional testing, it is common for buildings of this age to have other hazardous building materials that require remediation.

SECURING THE LAND FOR OUR COMMUNITY Why the City is Interested • By pursuing the acquisition now, the City will ensure the community — not private interests — will determine its future.

• The City is intentionally beginning with community engagement and inviting residents to share their ideas and priorities. • Community feedback will help shape what uses best meet Westminster’s current and future needs.

PROPERTY IDEAS HOW MUCH SPACE MIGHT THESE TWO FACILITIES NEED?

APPROXIMATELY

8 ACRES

A future fire station and fire administration building on a portion of the parcel is one strong option that is being evaluated during the engagement process. Westminster voters approved Ballot Measure 3H: Paramedics and Pavement in 2025 to strengthen emergency services and improve neighborhood infrastructure, and the measure provides funding for fire service investments, including construction of fire facilities. If it is determined that a fire station is a suitable public use, existing voter-approved 3H funding could be used for land acquisition and construction of future fire department facilities.

WHAT IS LIVING NEAR A FIRE STATION LIKE? Fire Stations as Neighbors Provide a sense of safety and reassurance Fast response times to your home Provide a clean and wellmaintained space in the neighborhood Integrate into the neighborhood Provides a location for community connection

When the Fire Department Gets a Call:

Unlike the movies, fire stations don’t use bells that ring around the campus for a call. Firefighters and paramedics are alerted by lights and speakers inside the station that are low volume. There are no audible external alerts. The Westminster Fire Department minimizes the use of a truck’s sirens, limiting the use to main roads and when necessary for the safety of the public and responders. A specialized emergency services traffic signal may be installed on 88th Avenue, stopping traffic to allow fire department apparatus to exit the station and access 88th Avenue, further reducing the need for sirens.
