Greater Chicago Food Depository’s more searchable online database critical as food costs rise, resulting in greater demand for assistance By MICHAEL ROMAIN Editor
The Thierer Family Foundation, an organization that helps nonprofits become more impactful through technology, announced on Oct. 25 that the Vivery platform is now available to all U.S. food banks and pantries. The Greater Chicago Food Depository has been utilizing the platform for roughly a year and is reporting significant progress, Crain’s Chicago Business reported. The report comes during a holiday season marked by rising food costs and economic uncertainty, prompting skyrocketing demand for local pantries. The Vivery online platform is designed “to help people in their communities easily find and access the right food, social programs, and services nearby in the ongoing battle against food insecurity,” Thierer officials stated in a press release. Thierer developed Vivery in partnership with the Food Depository in 2020. In Westchester, volunteering flourishes as staffing flounders Village board confronts challenges as residents fill two new commissions created this year By MICHAEL ROMAIN Editor
Westchester has no permanent village manager, no finance director, no accountant, no public works director
and no one to do communications. On the bright side, though, there are more residents volunteering for formal commissions. The staffing situation has become so dire for at least one village trustee that she sounded the alarm during a recent board meeting. “I feel like our village has been put on hold almost, since we have not had these positions filled,” said Trustee Tracy Markey during a Committee of the Whole meeting on Oct. 25. Since former village manager
Paul Nosek abruptly resigned in May, the village has leaned on Greg Hribal, the village’s IT manager, to serve as acting manager. Stefan Hanus has been handling the village’s finances on an interim basis. In the meantime, the village has had to outsource payroll and keeping track of the books has slowed, among other challenges officials pointed out. running to be CNN Hero of the Year. The 10 heroes were unveiled by “CNN This Morning” host Anderson Cooper on Nov. 3. Maywood resident Debra Vines, the founder of The Answer Inc., a nonprofit dedicated to helping people with autism, is the only person on the list from the Chicago area and one of two Illinois residents to make the shortlist. Now through Dec. 6, people can vote on who among the Top 10 “inspires them the most” and who they’d like to see become CNN Hero of the Year. Northica Stone, Eugene Moore To Get Streets Renamed After Them In Maywood Two noteworthy Maywood community leaders will get street designations in their honor. During a meeting on Nov. 1, the Maywood village board voted unanimously to rename two streets in Maywood after Eugene “Gene” Moore and Northica Stone. Stone, who died in 2018 at 85, was the executive director of Operation Uplift Inc., a social services nonprofit in Maywood. In 1995, she founded the West Town Museum of Cultural History, “a public museum recognized by the Illinois Association of Museums and the first lack cultural repository of its kind in Maywood and Proviso Township,” according to the resolution designating the honorary street

Stone was nominated by officials at Operation Uplift and the West Town. Moore, who died in 2016 at 74, was the first Black elected to the 7th legislative district of the Illinois General Assembly. He held office from 1993 to 1999, when he was appointed Cook County Recorder of Deeds to complete the unfinished term of the now-Secretary of State Jesse White. Moore served as county recorder until 2012. According to the resolution, Moore helped launch the careers of many prominent Proviso Township political figures, including former 7th District State Rep. Wanda Sharp, Illinois Senate Majority Leader Kimberly A. Lightford and Illinois House Speaker Emanuel “Chris” Welch. Moore’s was also nominated for the honor by Operation Uplift and its West Town m museum, which requested that the block where the original Moore family home is located at 1423 S. 11th Ave. be renamed Eugene “Gene” Moore Lane.
Northern Tool + Equipment Opens Melrose Park Store Food Depository’s interactive map for finding free groceries or a hot meal at a food pantry, soup kitchen, shelter or mobile distribution in Chicago and Cook County. Food Depository officials said that since replacing their old tool with Vivery more than a year ago, they’ve seen an increase in engagement. The platform features an improved food finder map, better search filters, a Spanish language search and improved analytics, they said. “By centering on the end user experience and having an intentional focus on analytics, we can be more responsive to the needs of our community,” said Andy Seikel, the head of Technology and Transformation for the Food Depository. “After seeing the improvements firsthand, Vivery is that rare combination of using tech for good that is well-positioned to help food banks and pantries really move the needle to end hunger nationwide,” he said. According to the Food Depository’s
Northern Tool + Equipment opened its third store in Illinois and the second in the Chicago area at 930 Winston Plaza in Melrose Park on Nov. 3. The village of Melrose Park posted news of the opening to its Facebook page. The Minnesota-based retailer has nearly 130 stores in 22 states. A July article in Hardware and Building Supply Dealer, an industry publication, notes that Northern Tool “sees an opportunity to more than double its store count over the next 10 years.” “Northern Tool sees tremendous value in growing our retail footprint and is excited to add new stores in many new communities over the next decade,” CEO Suresh Krishna said. “While other companies have pulled back from opening new stores, we have doubled down by demonstrating that we are a big believer in brick-and-mortar, with plans to have over 300 stores by the next decade,” he added. The company has its own private label brand of tools and equipment called Northstar. The company manufactures its own products in Minnesota. Those products include “pressure washers, generators, log splitters, air compressors, and much more,” Hardware and Building reported. Northern Tool is currently has openings for stockers, sales representatives and

The Food Depository’s network of more than 700 food pantries, shelters and soup pantries served an average of roughly 350,000 people a month, the report showed. The Westchester Food Pantry alone served about 10,000 people between January and September this year — a 74% increase over the same period in 2021, Westchester Food Pantry officials reported on their website. “Our clients were provided with 110 tons of food, which equates to 190,000 meals at a retail value of $1.3 million,” they said. “Each client receives nearly $400 worth of groceries, every time they come to the Pantry.” Gaynor Hall, a spokesperson for the Food Depository, told WGN that there “is definitely an increased need” for free
cashers, among other positions, at its Melrose Park location. Northern Tool is the second major tool and hardware store to open in the Proviso Township area in the past year. Harbor Freight Tools opened a new 15,000-squarefoot store inside of Broadview Village Square in Broadview in the spring.
Dunkin Donuts To Replace Closed Captain B’s In Bellwood A Dunkin Donuts franchisee is working to build a two-unit commercial building on the site of a vacant lot and a former seafood restaurant in Bellwood. food, particularly as inflation remains stubbornly high. USA Today reported on Nov. 1 that “September’s consumer price index showed a 21% annual increase in all foods,” including a nearly 19% increase in the price of canned fruits, a 17% increase for uncooked poultry, including turkey, and a 32% increase for butter and margarine. “What we’re hearing from our partners is that inflation and rising food prices are having a negative impact on the people we serve right now,” she said. “That means people and families are struggling to get food on the table.” Hall said the Food Depository is spending “twice as much as what we paid two years ago,” adding that they’re “adapting their strategies” as much as they can. North Ave. in Villa Park. The restaurant was in Bellwood for 25 years. Bellwood Mayor Andre Harvey said the village’s Plan Commission voted unanimously at a meeting on Oct. 25 in favor of recommending that the village board approve a range of zoning changes necessary to build the new facility. Harvey said the Dunkin will occupy one storefront. The second storefront unit hasn’t been leased yet, he said. The Dunkin franchisee was not available for comment last week.
Harvey said he hopes construction on the project can start “sooner rather than later.” The village board still has to approve the zoning changes, which could happen in the coming weeks.
Slice Factory Opens New Location In Maywood The Slice Factory pizza franchise has opened its newest location at 211 Roosevelt Rd. in Maywood. The new store is located in an old White Castle. This is the 15th Slice Factory to open in the Chicago area and the third in Proviso Township. There are also Slice Factory restaurants in Bellwood and Melrose Park. In addition to pizza, the restaurant serves cheese fries, mozzarella sticks, salads and chicken wings, among other fast food fare.

But Hribal and others said recruiting quality candidates to work in municipal government nowadays is much easier said than done, adding that the pay for accountants in the private sector can be more than twice as much as public sector positions. The accountant position has been posted on the Illinois Government Finance Officers Association’s website since Aug. 26 and remains open. Tribal said on Oct. 25 that the village had one interview with a candidate scheduled for the day after the Committee of the Whole meeting.
“Trying to find someone who has been in government and finance and accounting is a plus but a very difficult find,” Hribal said. Acting Village President Nick Steker said Westchester’s situation is also unique in that the village is currently going through a forensic audit that’s being conducted by an outside firm. Village officials have not discussed the reason for the audit, but it comes on the heels of Nosek’s inexplicable resignation, which happened roughly a month after he had been placed on administrative leave for reasons the board has not publicly disclosed. The board also severed ties with individuals and firms hired based on Nosek’s recommendation that were supposed to build out the village’s future municipal facilities on Enterprise Drive and develop the corner of Roosevelt and Mannheim roads. So far, both projects have been severely delayed. “With a lot of these unknowns, there’s

Officials are asking customers to avoid using those blue drop boxes on Sundays and federal holidays. They say criminals are targeting dropoff boxes, and monitoring pick-up times. USPS advises customers to sign up for informed delivery — which they can use to verify and track mail. Officials are also advising customers to never drop off mail in mailboxes overnight.

But if paid staffers are hard to come by, there hasn’t been a shortage of residents willing to volunteer their time to fill out commissions. This year alone, the village created the Green Residents of Westchester (GROW) Ecological Commission and revived the Citizens Advisory Board. Both entities have seven members. GROW, which was created in January, is designed to advise village officials and educate community members about environmental programs and practices. The commission, which meets monthly and has a village board liaison, is currently working on drafting a local climate action plan for Westchester. Steker announced in the village’s September newsletter his plans for resurrecting the Citizens Advisory Board, an entity created in 2015 but that dissolved
due to “members relocating or other [having] commitments.” “The ‘CAB’ role is to ‘serve the citizens of the village by acting as an advisory body to the corporate authorities in the village, in order to address resident concerns, encourage volunteerism, promote centralized commerce, advocate for education excellence and advocate for seniors and those in need.’” Steker added that the board would also help with a range of initiatives and events, such as Westchester Fest, the upcoming Tour de Proviso that will be held in Westchester next year and on various Christmas projects. The village has already identified people who want to sit on the seven-member board. On Oct. 25, Steker said they could be appointed at the village’s next board meeting on Nov. 8.

New online tool contains health data for suburbs
Cook County also giving out $14 million in behavioral health grants By MICHAEL ROMAIN Editor
Last month, Cook County health officials announced that they’d launched a new, publicly available data portal called the Cook County Health Atlas. “The Health Atlas is a searchable database that residents, community organizations, policymakers, researchers and public health stakeholders can use to access, analyze, and download neighborhood-level health data from over 120 suburban Cook County municipalities,” officials with the Cook County Department of Public Health explained in an Oct. 12 statement. “In the Health Atlas, users can look at more than 100 indicators of health, and see them visualized in maps, charts, graphs and tables of health-related data that matter to them,” they added. The public data spans six categories, including health outcomes, health behaviors, healthcare, demographics, socioeconomic status, and physical environment, officials said. For instance, there’s information on everything from the rate of communicable diseases such as chlamydia, gonorrhea and Covid-19 to the percent of senior citizens who have lost all of their teeth to asthma morbidity rates. The Cook County public health department developed the Health Atlas in collaboration with the University of Illinois at Chicago School of Public Health (UIC SPH) and Metopio, a data, analytics and visualization platform. “Just like a doctor uses a patient’s vital signs to understand their health and recommend treatments, we are using local data to inform where we need to direct health services, funding, education and other resources to improve the health of our communities,” said Cook County Health CEO Israel Rocha. Over $14 million in grants available for behavioral health On Oct. 26, Cook County officials announced that they’ll be awarding $14 million in grant funding across four years to expand mental health and substance use prevention, treatment and support in the suburbs. Grants will range from $250,000 to over $1 million each, and are part of the Building Healthy Communities Behavioral Health Initiative, funded under the American Rescue Plan Act (ARPA), officials said. “Today’s announcement demonstrates our commitment to the well-being of all Cook County residents,” said Cook County Board President Toni Preckwinkle in a statement. “This investment in behavioral health as part of our Building Health Communities Initiative ensures that we’re taking a holistic approach to healthcare that prioritizes mental health, as well as physical health.” According to data in the Cook County Health Atlas, the percent of residents over 18 who report 14 or more days during the past 30 days during which their mental health was not good ranged from around 11% in Westchester, 13% in Berkeley, 14% each in Hillside and Broadview to around 15% each in Bellwood, Maywood and Northlake, to roughly 16% each in Stone Park and Melrose Park. In May, Chokchai “Chuck” Suwannasri, the restaurant’s longtime cashier who many workers and customers described as the heart and soul of Al’s, died from cancer. “This place will never be the same,” said Cedric Grantham, 63, who has been working at Al’s since it opened nearly five decades ago. “I’m a veteran of this place,” Grantham joked. Two months later, Al’s was featured in a July 21 article published in the New York Times. A print version of the article is taped to the restaurant’s walls. “Even in the Midwestern summer heat, Al’s dogs hit the spot,” Eric Kim, the Times’ cooking writer noted. “Chicago is indisputably a hot-dog town, and there may be no better time than summer to feel that sunshine in your hands.”

Maywood board approves temporary moratorium
Board also approves business fee hikes, creates new tobacco commission and approves zoning change for indoor recreation business By MICHAEL ROMAIN Editor
During a public hearing on Nov. 1, the Maywood village board approved a series of measures designed to strengthen the village’s ability to regulate certain businesses in town. The board voted 5-1 in favor of recommending the approval of an ordinance establishing a 180-day moratorium on the issuance of any licenses for the operation of new barbershops, hair salons, nail shops, special event spaces, tobacco shops and fast food restaurants in the village. The board had tried to implement a similar moratorium earlier this year but that measure failed for lack of votes.
Village officials have argued that putting the brakes on issuing new licenses for the above establishments will allow them time to create a local regulatory framework governing how many of the businesses can operate in town and where they can locate, among other issues. Angela Smith, the village’s community development director, said she and her team, along with the village’s plan and zoning commission, will conduct reviews and analysis over the coming months and are “definitely shooting to be under that 180 days.” Maywood Trustee Isiah Brandon, who voted against the proposed moratorium in March, also voted against the most recent proposal. Trustee Aaron Peppers, who voted no last time, voted in favor of recommending the most recent proposed moratorium ordinance. Trustee Miguel Jones, who also voted against the first proposal, was not at the Nov. 1 public hearing. Mayor Nathaniel George Booker said the village has been inundated by tobacco shops and event popup shops that have opened with little to no regulatory oversight or feedback from village officials. The mayor said three event popup shops have opened along 5th Avenue within the
past 12 months that “opened as private event spaces under the ordinance of a banquet hall that certainly weren’t banquet halls. “The question becomes do we want to become a village that has 10 storefronts with private popup shops? The village board also voted unanimously to create a Joint Commission for Tobacco and Cannabis Regulations and Licensing. Village officials have explained that the commission would regulate businesses seeking licenses to operate cigar, hookah and cannabis shops in much the same way that the liquor commission regulates the issuance of liquor licenses. In addition, the board unanimously decided to increase certain business license and registration fees for 2023. Acting Village Manager Jim Krischke explained in an Oct. 24 memo that he recommended that all business license and registration fees with a value of less than $100 be increased to no more than $100. Krischke said the fees have not been increased in 18 years and that, “after conducting an analysis of certain fees charged by [Maywood] in comparison to neighboring municipalities, in many cases,” Maywood fees are much less.

Board approves zoning change for small business During the Nov. 1 meeting, the village board also paved the way for a small business to relocate to another facility in town. The board approved a series of zoning changes required to allow businesswoman Tori Garron to operate Your Game Room, an indoor recreation facility at 1115 Madison St. in Maywood. The business had previously been located at 1007 S. 17th Ave. but shortly after opening began to have problems with the building. Garron, who has also owned and operated a small candy store and hair salon for children at 1007 S. 17th Ave. since 2017, plans to relocate the candy store to the 1115 Madison St. location, as well. Your Game Room has a range of gaming systems on hand for kids, including Xbox and Playstation systems. There are also board games available. The facility is strictly for young people 18 and under and no smoking or alcohol is tolerated, according to the findings of fact submitted to the village’s plan and zoning commission.

During a meeting on Nov. 1, the Maywood village board approved a measure that directs staff to draft a redevelopment agreement between the village and the owners of Exclusive Lounge Inc.
Married couple Darian Wilbert and Tiffany Sykes Wilbert, Exclusive’s owners, want to build Exclusive Bar & Grill on several parcels of land on the 400 block of South 5th Avenue. One of those parcels is where the long-vacant Jefferson professional building sits. In addition to serving food and spirits, Exclusive Bar & Grill would also include a hookah space, outdoor and rooftop seating and the capacity for hosting live music, according to information in a Nov. 1 memo drafted by Angela Smith, the village’s director of Community Development, and Michael Kitch, the business attraction and retention coordinator. The owners, who live in Broadview, are interested in purchasing two village-owned
lots at 402 S. 5th Ave. and 408 S. 5th Ave., which would provide parking and outdoor seating, the memo explains. According to the business summary that the Wilberts submitted to village officials, Exclusive “will represent a trendy, relaxing environment for millennials to gather,” with “an upscale bar menu” featuring a range of dishes — from kabobs to gourmet tacos — by an executive chef who lives in Bellwood. If all goes according to their plans, the Wilberts would open the first hookah bar in Maywood and the only one in the Proviso Township area. The owners stated that there are no hookah bars within five miles of Maywood, with the closest being in Berwyn.
The owners said the estimated total project development cost for the concept is $675,000. The owners said the business plans to operate seven days a week, 10 a.m. to 2 a.m., and anticipates creating between 10 and 20 new jobs. The owners would seek a Class 7(a) property tax incentive and a Tax Increment Financing (TIF) business improvement grant. Smith said that staffers will draft a redevelopment agreement, complete a final sale package for the village-owned lots, among other measures, and return to the board for a final presentation in the coming weeks and months.
