If it is signed by President Joe Biden, the federal climate bill, which as of Aug. 8 was making its way through the U.S. Congress, could have a direct impact on a variety of climate measures in Proviso Township, particularly efforts by several communities to electrify their municipal fleets and promote solar energy usage. The bill, called the “Inflation Reduction Act,” calls for $369 billion in spending on “nearly every segment of the energy sector, including wind, solar, hydrogen, carbon capture, and oil and gas,” according to a summary of the bill by Energy Wire. Maywood mayor says DUI suspension rescinded Mayor Nathaniel George Booker said decision to rescind was due to lack of evidence, trustee says the matter isn’t resolved By MICHAEL ROMAIN Editor

Maywood Mayor Nathaniel George Booker said he’s ready to move on a few

months after his arrest for DUI and obstructing traffic. “At the last court date on July 1, the statutory suspension for a DUI was rescinded and taken back based on a lack of evidence,” Mayor Booker said on Aug. 2. Mayor Booker said he did not take a breathalyzer test on May 13, when Chicago police found him allegedly asleep at the wheel of his mayoral SUV that the village is leasing to own. The vehicle was reportedly blocking traffic. The incident happened at around 1:30 a.m. on the middle outbound lane of the

Kennedy near Halsted Street, police said. The mayor was arrested after officers suspected he was under the influence of alcohol. He was also charged with obstructing drivers on the highway. The two charges are both misdemeanors. Booker said that he has a court date later this summer related to the obstruction of traffic misdemeanor, but that he doesn’t have to be there. “That is something that the attorney is dealing with and I’m not required to attend hat court date,” the mayor said. Madison Street in transition as 2 bars face closure

Lantern Haus bar closed, Tap Room’s liquor license yanked By IGOR STUDENKOV Staff Reporter

Forest Park’s busy Madison Street corridor is undergoing something of a transition, with Lantern Haus closed and the Tap Room having had its liquor license yanked by the mayor. The Lantern Haus bar, 7414 Madison St., closed sometime in July, with 99 Haus Balloons, a party balloon supplier operated by owner Patrick Jacknow’s wife, Aubrey Jacknow, taking over the space. However, other aspects of the story remain a mystery. Patrick Jacknow declined to comment about any aspect of what happened – including whether the bar was closed for good. Mayor Rory Hoskins, who serves as Forest Park’s liquor commissioner, said Jacknow hasn’t surrendered Lantern Haus’ liquor license as of Aug. 1. 99 Haus Balloons launched in 2020, but it previously operated out of the second-story loft space above the bar. In July, all of Lantern Haus’ social media accounts became 99 Haus Balloons accounts. When the Review visited the space on July 29. The sign above the window was the only evidence that Lantern Haus was ever there. The relationship between the bar and Hoskins has occasionally been contentious, with Hoskins suspending Lantern Haus’ liquor license on July 24, 2020 and July 26, 2021, the latter over a fight that occurred outside the bar the night before. Jacknow appealed that decision to the Illinois Liquor Control Commission, which ruled in Lantern Haus’ favor. In the decision published on April 27, it found that Lantern Haus did everything it reasonably could to respond to an unexpected situation, and that “Lantern Haus actions or inactions did not cause this fight.” The decision was mostly a formality by that point, since Hoskins had returned the license on Aug. 24, 2021. On Aug. 23, 2021, Jacknow filed a federal lawsuit alleging that Hoskins treated his bar more harshly than other establishments that were accused of similar types of local ordinance violations. The lawsuit was paused while the state agency considered his appeal. Jacknow told the Review that the federal lawsuit is still ongoing but declined to elaborate. Meanwhile, after three months of de-

Proviso library administrators form new association Library Administrators West formed to encourage collaboration across libraries in the township By MICHAEL ROMAIN Editor

There’s a new association designed to increase collaboration among Proviso Township library administrators. Library Administrators West (LAW) was formed earlier this year by Amy Crump, the executive director of the Bellwood Public Library. She said administrators from libraries in Bellwood, Berkeley, Broadview, Forest Park, Hillside, La Grange Park, Maywood, Melrose Park, Northlake and Westchester are part of the new group. “There are plenty of different groups that do this in the Chicago area, but we didn’t have one for Proviso Township,” Crump said in a recent interview. Crump said the idea to form LAW grew out of a collaboration with a local clergy organization, the Proviso Township Ministerial Alliance Network (PTMAN), which approached her and other library administrators about organizing a campaign to persuade community members to get library

cards. “We had some meetings to talk about how to do this [campaign] and then, from there, I was like, ‘We should probably be meeting regularly just to talk to each other, because we’re all in Proviso Township.’” Crump said she was part of a similar group when she was the administrative librarian at the Homewood Public Library in Homewood. She said LAW’s first meeting was held in May. The group meets quarterly at different libraries in the township. The next meeting will be held at the Forest Park Public Library, 7555 Jackson Blvd., on Aug. 31. “If nothing else, [LAW] gives us a chance to talk about what’s going on at our libraries and share questions with each other about best practices,” Crump said. “It allows us to support each other and network to make sure our libraries are doing the best we can.” Amy Franco, a Forest Park resident and the director of the Hillside Public Library in Hillside, echoed Crump’s sentiment. “There’s a lot of overlap in the communities we serve, so we want to work together to make sure there are no gaps in our services,” she said. “We can compare what’s working at each other’s libraries, so when patrons go from library to library in the township, they’re getting consistent services.” That may be the case now more than ever, with at least two libraries in the township — Bellwood and Berkeley — undergoing major

renovations. Both libraries will be operating at reduced spatial capacity as construction happens. Berkeley’s library was closed for about a week last month and Bellwood’s library will be closed for three weeks this month. Franco said patrons of those libraries are welcome to visit Hillside’s library during those closures and construction activity. Carole Doss, a physical education teacher at Roosevelt Elementary School, 1927 S. 15th Ave. in Broadview, said many of her students only have part of the PE items they need at the beginning of the school year. “Often, we see students who can only get part of their equipment and then at the end

of Christmas, that’s when they can get the rest of what they need,” she said. That may change if parents take advantage of a 10-day reduction in the Illinois sales tax rate that starts Friday and lasts through Aug. 14. Gov. J.B. Pritzker announced the tax reduction at a press conference at Roosevelt on Aug. 4, where Doss shared her experiences teaching PE in Proviso Township. Doss, who said she has 11 grandchildren and has taught generations of students, explained that, with the tax cut measure, “maybe everybody can have Christmas in August, because when a child has the equipment that they need, they will learn.” The 10-day sales tax holiday will take the state’s tax on items like certain school clothes costing less than $125 and school supplies from 6.25% to 1.25%. The tax holiday is part of Pritzker’s family relief plan, one aspect of the fiscal year 2023 operation budget, Capitol News Illi-

nois reported. “Prices have risen for everything from gas to groceries to school supplies and everyone is taking a hit,” said Pritzker during Thursday’s press conference. “This is a big deal,” said Illinois House Speaker Emanuel “Chris” Welch. “Take advantage of it, because this is about investing in our children. We know that when we’re investing in our children, we’re investing in our future.” Illinois Senate Majority Leader Kimberly Lightford echoed Pritzker’s concern about rising prices and said the temporary sales tax cut will help relieve the price burden on struggling families across the state. “Prices on everyday items seem to increase every single day and many families feel the squeeze in this uncertain economic time,” Leader Lightford said. “As a result, countless families find it impossible to meet their children’s back to school needs financially.”

“Inflation is biting deeply into our community, forcing families to make hard decisions with each trip to the grocery store,” said Broadview Mayor Katrina Thompson. Maywood Mayor Nathaniel George Booker said he has relatives who will benefit from the temporary tax relief. “My brother is a single father of two,” Booker said. “He works in the education field and he is very excited about these 10 days. He has a whole laundry list and he is ready to go shopping — tomorrow.” Capitol News Illinois reported that the sales tax reduction would total about $50 million in savings for taxpayers, according to the state officials’ estimation. CLIMATE BILL Local resonance from page 1 “The deal is packed with incentives to boost low-carbon technologies, including delivering tax code reforms sought for years by renewable industries, chief among them a 10-year extension of wind and solar tax credits,” Energy Wire reports. “It would also offer new tax credits for domestic manufacturing of solar panels, wind turbine parts and other key equipment for growth of renewables. Energy storage projects sited separately from renewable generation would also take advantage of a new investment tax credit.” A chunk of the bill includes a variety of federal tax credits designed to encourage consumer spending on low-carbon products and to reduce energy consumption. The bill would extend an existing $7,500 tax credit for purchasing a new electric vehicle (EV) and an existing $4,000 tax credit for buying a used EV. According to the New York Times, the bill would also “invest over $60 billion to support low-income communities and communities of color that are disproportionately burdened by effects of climate change. “This includes grants for zero-emissions technology and vehicles, as well as money to mitigate the negative effects of highways, bus depots and other transportation facilities.” News of the federal climate proposal comes weeks after mayors across Proviso Township and the west suburbs announced the formation of the Cross-Community Climate Collaborative (C4). On June 23, roughly a dozen mayors gathered at Triton College in River Grove to sign a memorandum of understanding signaling their commitment to joining C4. The new initiative — which was spearheaded by Broadview Mayor Katrina Thompson, Oak Park Village President Vicki Scaman and River Forest President Cathy Adduci — puts participating suburbs on the hook for achieving a 100% reduction in greenhouse gas emissions by 2050. As of the end of June, at least 14 west suburbs had joined C4, which is a voluntary association and doesn’t cost suburbs anything to participate. The C4 commitments include participa-

tion in monthly ‘cross-community’ team meetings, the establishment of a sustainability working group or commission, and raising awareness about the C4 initiative, among other responsibilities. Village officials across Proviso Township have signaled that the first steps in their efforts to reduce emissions will be to electrify municipal fleets and to grow solar energy usage. Broadview has been looking at installing EV charging stations in each of its six newly renovated parking lots along Roosevelt

Road. The village is also exploring the feasibility of transitioning its municipal fleet from gas to EV vehicles, Matt Ames, the village’s public works director, said in March. The village of Westchester’s GROW Ecological Commission has also explored acquiring EV vehicles for the village’s municipal fleet. In June, the commission indicated that the Westchester Police Department is vetting the acquisition of an all-electric Ford Mustang Mach-E, which would qualify for federal tax credits. During that June 23 ceremony, ComEd officials announced that the utility is in-

In a joint statement released in May, ComEd and the Caucus said the participating governments will also “receive support on how to remove barriers to adoption, facilitate charging infrastructure, and expand markets for EVs. “Municipalities and counties will earn designation as an EV Ready Community based on actions taken in several categories to influence EV adoption and deployment of EV charging infrastructure – including,” zoning and planning, new construction and permitting, among others.

In addition to the EV Readiness Program, ComEd, whose area operations for Proviso and other west suburbs is based in Maywood, announced in July its plan to “provide $100 million per year in incentives, education and infrastructure support to remove barriers to electrification and deliver significant environmental and air quality improvements for communities.” The plan includes “$15 million annually in incentives that will reduce upfront costs related to purchase and installation of EVs, in-home charging stations, and non-transportation electrification equipment (such as building heating and cooling, lawn equipment, electric stoves, etc.).” Proviso suburbs have also recently made inroads into solar energy adoption. In March, Broadview and Northlake were among 10 Chicago area suburbs that achieved the national SolSmart designation, which is designed to reduce barriers to solar energy use by homeowners and businesses. To earn the designation, the two villages were required to make solar-friendly changes to their permitting and zoning processes. In February, Broadview’s village board voted in favor of a solar energy ordinance that would establish local standards related to installing solar panels in the village. That month, the village also launched the Broadview Renewable Energy Business Coalition, a coalition of businesses and nonprofits that encourages the adoption of renewable energy. The measures are part of the larger Broadview Alliance for Sustainability, which is designed to put the village on “a clear trajectory towards carbon neutrality and net positive energy, water, and waste,” according to the Alliance’s web page, which includes a solar permitting checklist for residents and businesses. If passed, the Inflation Reduction Act could be a boon to those local efforts to get residents and businesses to adopt solar energy. “Tax credits in the bill will cover 30% of the cost of buying a rooftop solar system and home battery storage,” CNN reported. “The average cost of a rooftop solar system is around $20,000, according to the Solar Energy Industries Association. But that upfront cost will result in energy bill savings every year and add value to a home.”

Forest Park council passes on Army Reserve site

The village won’t be buying the facility at 7402 Roosevelt Rd. By IGOR STUDENKOV Staff Reporter

The U.S. Army Reserve is looking to unload the Forest Park U.S. Armed Forces Reserve Center, 7402 Roosevelt Rd., but the village seemingly won’t be buying it. The Army Reserve is looking to dispose of the property through its Real Property Exchange (RPX) program, where a municipality or a private developer receives the property in exchange for covering the cost of improvements on another, still-active military property. In this case, the army asked interested bidders to submit proposals for improving water drainage at its base in north suburban Fort Sheridan. Bidders had to submit proposals by Aug. 1. During its July 25 meeting, the village council was asked to vote on whether Forest Park should submit a proposal. But Commissioners Joe Byrnes and Maria Maxham balked, arguing that the village simply can’t afford to do the Fort Sheridan improvements, let alone mitigate the many environmental hazards the Forest

Park reserve center likely comes with. With Commissioner Ryan Nero absent, the council deadlocked and the motion failed. The reserve center was originally part of a group of U.S. Navy buildings built in the 1940s. Over the next few decades, the Navy relinquished control of more and more buildings, leaving the current Reserve Center in 2007. Other government entities got the first dibs on the property, and U.S. Army snapped it up. But the possibility of

the property going into private hands got then-Mayor Anthony Calderone thinking about what would happen if the Army Reserves ever left the property. A 2012 study commissioned by the village suggested several development options for the site including a car dealership, a mixeduse development and several variations of a commercial plaza and hotel concept. Notably, none of the concepts called for preserving the existing building. The presentation included Monday in the council meeting packet stated the village was planning to rehab the existing reserve center building into a new municipal building that would bring all village services under one roof. It also mentioned potential “commercial and retail opportunities.” But in a follow-up interview, Hoskins insisted this was just one of the possible options for the site, and that it would’ve been up to the council to decide on the final concept. When asked what he would’ve preferred, Hoskins demurred. “My preference really doesn’t matter, because we ended up deciding not to move forward,” he said. Hoskins said Forest Park found out about the base closure only in June. The original deadline for RPX proposals was July 16, but

the village was able to negotiate an extension to Aug. 1, with an understanding that no further extensions would be offered. Hoskins said that, to the best of his knowledge, only one other applicant – a private developer – expressed interest, but he was under the impression that it didn’t follow through. The packet documents don’t specify how much the village was prepared to pay toward Fort Sheridan improvements, and Hoskins declined to share the figures, citing the fact this was something the council discussed during a July 11 closed session. But he said the village believed that the actual costs were 20% of what the Army Reserve estimated. The Hannah/Roosevelt TIF, which had over $3.67 million as of the end of 2021, is currently scheduled to expire in 2025, but Hoskins said he would have lobbied the Illinois General Assembly for an extension, so the village could pay off the costs over an extended period of time. Hoskins also said the village was talking with the Illinois Finance Authority, a state lender, about getting funding, but the discussions didn’t get far enough along to settle on any specifics.

MAYOR’S DUI

Jones said Mayor Booker’s July 19 statement also did not address a range of other, as yet unanswered questions, such as whether or not the mayor was under the influence of alcohol. Jones also requested that the mayor provide a court deposition supporting “his statement of the outcome.” Jones added that the mayor should provide the “circumstances, restrictions and details of his driver’s License,” which would be necessary for the board to know whether or not the mayor is in compliance with the village’s vehicle policy.

In Illinois, drivers arrested on suspicion of driving under the influence can have their driver’s license suspended before the case goes to trial. Drivers can rescind a suspension for several reasons, including if the driver wasn’t properly placed under arrest or if an officer didn’t warn the person about the consequences of refusing a test, among others. The mayor did not go into details, only pointing out that there was a lack of evidence for the DUI charge. Booker announced that the suspension of his license had been rescinded at a village board meeting on July 19, where he urged community members to move on from the incident. At least one Maywood board member, however, wasn’t satisfied with the mayor’s explanation. Trustee Miguel Jones is requesting that the board revisit a demand made at a meet-
