For the past several months, members of four west suburban Roman Catholic parishes have been working together with an archdiocesan facilitator on ways to streamline and reorganize. Essentially, they’re working on how best to reimagine the parishes – St. Barbara in Brookfield, St. Louise de Marillac in LaGrange Park and Divine Infant and Divine Providence in Westchester -- as one or two new congregations, putting the old parochial structure out to pasture. Now all anyone can do is wait. “It’s been difficult,” said Paul Sadowski, a Brookfield resident who was part of the St. Louise “discerning team” working with teams from the other parishes to provide recommendations to the archdiocese. It’s something of a shock to preside over a radical reorganization of a structure that’s so ingrained and beloved, but it’s something every single parish in the Archdiocese of Chicago will confront in the coming years. The local parishes simply happen to be in the vanguard of an archdiocesan initiative called Renew My See CHURCH on page 17

North Riverside projects $300,000-plus budget deficit Officials plan to use operating reserves to fill gap

The village of North Riverside is planning to use roughly $300,000 to $325,000 in its general operating fund reserve to cover a projected deficit in its 2018-19 budget. According to a draft budget discussed by members of the village board for more than five hours at a finance committee meeting on July 5 and again on July 9, officials expect another solid year of sales tax receipts despite the loss of three key retailers – Toys R Us, Carson Pirie Scott and Tony’s Finer Foods – and predict continued growth in tax receipts from the village’s restaurants. But there’s no way to escape the impact the loss of the three major retailers will have on the 2018-19 budget. The draft budget examined by village trustees last week projects the village receiving about $500,000 less in state and local sales tax revenues. Finance Director Sue Scarpiniti predicted the loss of those sales taxes to continue into 2019-20, recovering only in the following year. “In 2020 we anticipate the full loss of the three retailers,” Scarpiniti told trustees. “But as we get closer to the 2020 fiscal year, we’ll have a better idea. By 2021 we expect the majority of those retailers to be replaced.” Meanwhile, officials are poised to pass an increase in water rates to help pay for ongoing improvements to the village’s water main system, and they are also planning a handful of new fees (see accompanying story) they hope will help fill gaps in the budget. By state law, the village must pass an appropriations ordinance, which sets legal spending limits, by the end of July. The 2018-19 fiscal year began on May 1. The village has scheduled a public hearing and vote on the appropriations ordinance for July 23. The unaudited results of the village’s 2017-18 fiscal year indicate that North Riverside had

about $5.56 million in its general operating reserve, giving officials confidence they can weather any deficits in 2018-19 by using that reserve to cover any shortfall. The good news regarding the recently completed fiscal year, said Scarpiniti, is that the village finished at roughly break even after predicting a shortfall of about $400,000 just two months ago. What saved the day, she said, were higher-than-expected sales tax revenues in the final quarter of the 2017-18 fiscal year. The village’s bottom line also benefitted from a large capital expenditure for the new West Central Consolidated Communications (WC3) being moved into 2018-19. Officials are holding out hope that increased sales tax revenues, restaurant receipts, video gambling revenue and stillunknown amusement taxes from the Round 1 gaming complex that will be opening later in the former Sears lower-level at the North Riverside Park Mall may help them close the predicted gap in 2018-19. The village’s places-for-eating tax revenues and receipts from video gambling have doubled since 2015-16. Combined, the two line items last year brought in almost $1.2 million. In 2018-19, the village expects those two line items to bring in more than $1.3 million. Red-light camera violations will continue to be an important source of revenue for North Riverside. While the draft budget projects a slight decrease in revenue from redlight camera tickets, the number has been conservatively budgeted. For the past three years, the village’s revenue from fines has grown every year and has jumped by more than $1 million since 2016. In 2018-18, fines represented 17 percent of the village’s total revenues. While revenue from red-light ticket payments did fall last year, the village more than made up for that decrease by collecting on un-

Fee hikes and new revenue proposed for 2018-19 As the village of North Riverside braces for an operating shortfall during the 2018-19 fiscal year, officials are proposing a handful of ways to increase revenues to pay for village operations and for important capital projects. Residents and businesses can expect to see their water rates increase again. At the July 5 finance committee meeting where the draft budget was discussed, village trustees agreed that they would hike water rates by $2 per 1,000 gallons of water. That means someone paying a minimum water bill would see it increase by about $12 every two months, or about $72 annually. The hike, which is expected to bring the village an additional $400,000, is needed to help pay for a multi-year major water main replacement project along Cermak Road west of First Avenue. Phase II of that work is planned for later this year between 5th and 9th Avenues and is expected to cost $650,000. Instituting the rate hike this year will help ensure the village has enough money to fund Phase III of that project in 2019. The village is also proposing to raise vehicle sticker fees from $35 to $40 annually for residential vehicles, and will charge higher rates for addresses where more than two cars are registered. paid tickets through the Illinois comptroller’s Local Debt Recovery Program, which allows municipalities to collect unpaid fines by garnishing income tax returns. In 2017-18, the village collected $1.3 million in red-light tickets fines and another $1.3 million through the state’s debt recovery program. According to Scarpiniti, the village is still seeking to collect more than $7 million through the state’s program. But, a potential land mine may be waiting

In addition, the village intends on discontinuing the practice of having residents call in overnight visitor parking and instead have homeowners buy overnight parking passes. Daily stickers would be 50 cents, but the village is also proposing a semiannual pass for $75 or a full-year pass for $150. North Riverside will also raise liquor license fees for video gambling parlors. Beer/ wine licenses will increase from $10,000 annually to $12,500, while full licenses will go from $12,000 to $15,000. Meanwhile, the village is also proposing that all commercial properties that have fire alarms formally register those systems with the village on an annual basis for $100. The fee is expected to generate $25,000 in revenue. The village will also begin to pass along to businesses fees for health inspections. Finally, the village hopes to recover $100,000 by instituting a non-EMS response fee, which it would impose on non-residents who need the use of non-EMS fire services – for example, it someone gets in a minor fender bender or their car catches fire. In the past three years, according to Fire Chief Thomas Gaertner, the village has responded to nearly 500 such calls and would have generated about $500,000 during that time. in the form of whatever happens when the village and its union firefighters settle on a new contract. The two sides are slated to resume arbitration later this month. Since firefighters have been working without a contract since April 30, 2014, the impact of an arbitrator’s award – and the immediate, retroactive raises such an award might entail – is unknown. No wage increases for firefighters have been built into the 2018-19 budget.

School officials, teachers negotiating new contracts Two local school districts are negotiating new teacher contracts, as the union deals are expiring this summer. Teachers in Riverside Elementary School District 96 and LyonsBrookfield School District 103 are currently without contracts for the upcoming school year. District and union negotiating teams in District 96 met for about two hours on July 9 in the L.J. Hauser Junior High School library for their first negotiating session since school got out in early June. Negotiations began in February. “We really covered a variety of topics,” said District 96 Superintendent Martha Ryan-Toye after the negotiating session. “Everything

from the working day, working year and economics.” Another negotiating session is scheduled for next week. Ryan-Toye did not directly answer whether the school board is trying to eliminate the automatic step increases that some school districts, including Riverside-Brookfield High School and Brookfield-LaGrange Park District 95, have done away with in recent years. Step increases allow most teachers to get two raises in the same year, one an increase in base pay and then the raise which comes with advancing another “step” on the salary schedule. “We’re looking at a full range of options

with compensation,” Ryan-Toye said. The board’s negotiating team includes school board President Jeff Miller and board finance committee chairman Rich Regan, Ryan-Toye, Hollywood School Principal Kim Hefner and attorney Shelli Anderson. Both Miller and Ryan-Toye described the negotiations as cordial. It would not be unusual for District 96 teachers to start the school year without a contract. Two of the last three contracts were not agreed to until after the school year began. “It’s first time I’ve done this, but from what I gather it’s not uncommon that it runs past the expiration,” Miller said.

In District 103 the last negotiating session was held June 29 and the next negotiating session is scheduled for early August. Negotiations began in District 103 in the spring. District 103 school board President Marge Hubacek said that she hopes that negotiations can be wrapped up fairly quickly after the August session. “We’re well into it and, hopefully, once we meet, it won’t be much longer,” Hubacek said. Hubacek didn’t say much about what kind of contract that she would like to see. “I just want it to be fair for both sides,” Hubacek said. “I really can’t say much more than that right now.” — Bob Skolnik

North Riverside poised to add police K-9 Could be on the street in October, if approved

North Riverside trustees indicated during a discussion of the 2018-19 budget on July 5 that they would approve the creation of a police K-9 unit for the first time in the village’s history. Police Chief Deborah Garcia requested the K-9 unit in her department’s operating budget. For 2018-19 the cost, including the purchase of the dog, supplies and training would be about $31,000. “I really do believe police K-9s are a great tool,” said Garcia, who took over as chief of police last December. “I honestly believe the dog will pay for itself down the road.” If the village board green-lights the K-9 unit, it would take a couple of weeks to procure the dog and then another six to eight weeks of officer/dog training before the unit would be on the street. Garcia estimated mid- to late-October might be a realistic date, if the expenditure is approved. The village board has scheduled a public hearing and vote on the appropriations ordinance for the 2018-19 fiscal year

on July 23. In a memo to the village board arguing for the creation of the K-9 unit, Garcia pointed to roughly 100 incidents – from robberies to burglaries to drug arrests – where having a K-9 unit would have been a benefit. She also said that a K-9 unit may have been brought to any of the roughly 300 traffic stops done by North Riverside officers in 2017 if officers believed items were concealed in vehicles. “During these stops, a K-9 could be used to recover narcotics, weapons and currency that currently remain undetected,” Garcia wrote in her memo. Garcia argued that a K-9 unit can also be used from time to time to help take suspects into custody. “Normally the mere presence of the K-9 with a violent or agitated offender can bring compliance,” Garcia wrote. “This, in turn, can limit the risk of injuries to the officers, offenders and innocent bystanders.” While the K-9 unit would be scheduled to work the afternoon shift, according to the memo, the dog and its handler would be on call 24 hours a day. sible for handling the dog has already been identified, Garcia said. The dog would be a German shepherd. One of the greatest benefits of a K-9 unit, said Garcia is the dog’s ability to quickly conduct searches, which will be its primary use. According to Garcia, “Research shows that a K-9 can search the same amount of space that 10 officers can in a fraction of the time and more effectively.” There were two incidents in North Riverside last year, said Garcia, that highlighted that ability. Both of the calls involved activated burglar alarms at J.C. Penney at the North Riverside Park Mall. In the first incident, North Riverside called in Forest Park’s K-9 unit, which conducted a search and cleared the scene in about 50 minutes, and logged about twoand-a-half hours in total officer time. In the second incident, where a K-9 wasn’t available, police took nearly two hours to complete the search. Officers in that incident logged 8 hours and 23 minutes of total time. “The K-9 was able to perform the search in just 29 percent of the time that it took the officers on their own,” Garcia wrote.

Finally, Garcia said a K-9 unit is a public relations opportunity for the police department. K-9 units often participate in community events, providing demonstrations. “Demonstrations serve as far more than an educational tool,” Garcia wrote. “They also show the community that the police department is doing everything in its power to combat crime.” Of course, there are occasions when K-9 units don’t work out. The village of Forest Park recently retired a K-9 after three years of service after two biting incidents. In 2015, the German shepherd bit a man during a demonstration at an annual grade-school picnic and last summer bit a member of its handler’s family. Forest Park has since replaced that K-9 unit with another dog, a non-aggressive German short-haired pointer that is not trained to apprehend suspects. The police department has a vehicle it intends on converting for the K-9 unit. Earlier this year, Mayor Hubert Hermanek Jr. sent a letter to the Metropolitan Mayors Caucus seeking $10,000 in grant funding to outfit the K-9 vehicle with equipment. That request is still pending.

Riverside couple marks 75th anniversary

love story began more than 75 years ago in Champaign, Illinois, when a young Ted Purvin met his friend’s sister, Mary. Purvin left Champaign and didn’t see Mary for several years, because he was serving in the Navy during World War II. When he did return, he saw Mary again and proclaimed, “She was a beauty.” Friendship bloomed into marriage and on May 18, 1943 the couple were wed at Holy Cross Church in Champaign. The couple moved around to all points of the country for Ted’s jobs, eventually settling in 1953 in Riverside, where they raised four children, Judy, Ted, Pat and Tom. They kept busy with their children and their church, St. Mary’s. Mary Purvin volunteered her time to the parish’s Altar and Rosary Society now known as Council of Catholic Women, and was asked to assume the role of president of the group. It was at the parish they began a long friendship with a young priest, Father Timothy Lyne, who would become Bishop Lyne years after leaving St. Mary’s. The years passed and the family kept busy with each other, school, work and

their church. Ted is retired and now the couple spends part of the year in Florida and part of the year at their condo in Hinsdale. Fast forward to 2018. The love story continues with Mary and Ted celebrating their 75th wedding anniversary this year. They celebrated the actual day in Florida and on June 11, they celebrated in Riverside with Mass at St. Mary’s, where they received a papal blessing. Following the Mass, the party continued at The Chew restaurant, where a little over 50 relatives and friends gathered to toast the couple. One can only wonder what the secret is for the Purvins, but according to their daughter, Judy Scully, and granddaughter, Missy Kotrba, the couple still like to hold hands. According to their daughter, Mary Purvin uses a walker so she has to remind her father not to try to hold her hand while walking, “Wait till she’s sitting Dad.” Next the couple will be looking forward to their birthdays. Mary will turn 95 and Ted will turn 100, another milestone in their lives, which began with the boy in the Navy and the beauty from Champaign. Congratulations Mr. and Mrs. Purvin!

North Riverside cops seek ATM bandit North Riverside police reported that they continue to seek a person responsible for stealing more than $62,000 from a bank with branches in Cicero and North Riverside over a period of months. The latest incident was reported to police on June 28 by a supervisor at West Town Bank, 7860 26th St. According to the police report, the supervisor said that 13 fraudulent withdrawals totaling $1,320 had been made on the evening of Saturday, June 16 from the drive-up ATM. Surveillance video showed the offender – who may be male or female -- was wearing a large hat and large sunglasses in order to help conceal his or her identity. The video also showed that the offender appeared to be the same person who fraudulently withdrew money from the West Town Bank ATM in May. That theft was reported by the bank supervisor on May 30.

Residential burglary ■ A resident of the 2200 block of 4th Avenue, North Riverside, contacted police on June 25 to report that someone had entered the home and stole a purse that had been left inside on a table. The victim said at about 9:45 a.m., she had loaded an item into her car and started driving to another location when she realized she had left her purse at the home. When she got there, the purse was gone. Earlier that morning, she told police she noticed a suspicious man who walked first northbound and then southbound on the block, glancing at the home from which the purse had been stolen. The purse contained car keys, a credit card, gift cards and about $10 in cash. Also, reported missing from the home was a Bose sound bar and two cans of beer. Later in the day, the victim began receiving text messages regarding purchases totaling more than $600 made with her credit card on Chicago’s South Side. Police reported that entry to the home appeared to be made through a rear window, with the offender exiting through a side door. ■ North Riverside police responded to a residence in the 2400 block of Hainsworth Avenue on June 27 at about 9:45 p.m. after a witness called to report seeing a male standing on a lawn chair near the rear window of a home. The person was last seen headed northbound toward Village Commons Park. Police arrived to find a rear window and back door ajar. The victim arrived home a short time later and, while walking

through it, observed that a laptop computer had been moved from the living room and a jewelry box had been rummaged through. However, according to the report, the victim did not believe anything was missing from the home.

resident of the 3100 block of Morton Avenue, Brookfield, called police on July 3 to report that during the overnight hours someone had forced open the side door of his work van and removed several boxes containing power tools valued at about $2,000. Among the tools removed from the vehicle were a Makita circular saw, two Makita cordless drills, two Makita impact drills, a Makita Sawzall, a Dewalt band saw and a Milwaukee right-angle drill. ■ The owner of Able Heating and Cooling, 8814 Ogden Ave. in Brookfield, called police on July 5 to report that someone had attempted to gain entry to three trucks sometime after the close of business on July 3. According to the police report, someone punched out the locks of the three trucks, but apparently failed to gain entry to any of them. The owner reported nothing missing from the vehicles.

Car stolen from zoo lot Police responded to the south parking lot of Brookfield Zoo, 3300 Golf Road in Brookfield, on July 5 after an Elwood woman called to report that her silver Kia Sorrento had been stolen from the lot. The woman said she arrived with her family at the zoo at about 9:20 a.m. and realized the keys to her vehicle were missing when she went back to leave the zoo at about 3:30 p.m. According to police, surveillance cameras caught the vehicle driving out of the parking lot at about 11:50 a.m. The victim said the only suspicious thing she had observed that day was a teenager who appeared to be looking into multiple strollers near the Tropic World exhibit. These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, June 25 and July 8, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

RBHS projects budget deficit in 2018-19 But cash reserves strong enough to absorb the hit

Riverside-Brookfield High School finished the 2017-18 fiscal year, which ended last week, with an operating surplus of nearly $637,000, but is projected to run an operating deficit of 204,383 in the new fiscal year, which began July 1. RBHS is projected to spend $25,559,205 million in the new fiscal year and have revenues of $25,354,822. The tentative budget is on display and is expected to be approved in September. The surplus for the 2018 fiscal year is a bit of fluke. It came about because at least $600,000 in property tax revenue slated for the prior fiscal year came in after July 1, 2017. As a result, that revenue was credited to the 2018 fiscal year. A year ago officials were projecting that

RBHS would run an operating deficit of about $326,000 for the just completed fiscal year. According to a five-year financial projection laid out in January, the district expects to run deficits over the next five years. Officials hope to keep those deficits manageable. In 2026, the district will get some financial relief when the bonds that funded the 2006 expansion and renovation of RBHS are paid off. “The idea is to work over the next five years with little to no operating deficit so that we can still maintain a 33-percent fund balance, but also make sure we spend down some of our fund balance,” said District 208 Superintendent Kevin Skinkis. Skinkis said that he is comfortable with running a deficit in the new fiscal year and coming years, given the district’s level of reserves. “While we would like to see an operating surplus or a balanced budget, I think we are

still operating well within our means,” Skinkis said. The district currently has about $12.7 million in reserve and is projected to end the year with reserves totaling 49 percent of the annual operating budget. The policy of the school board is to maintain reserves of at least 33 percent of annual expenditures. “We’re doing much better than when I took over in 2011,” Skinkis said of the school’s financial condition. “We’ve just been able to manage expenditures. We’ve changed from a self-insured health insurance to a cooperative health insurance. That helped significantly. We’ve had several retirees.” The district also sold $3 million in working cash bonds last year to bolster its cash position and take advantage of low interest rates. The 2018-19 budget calls for an increase of one full-time-equivalent certified staff

position. The district is beefing up its social worker staff, adding a part-time social worker, increasing its social worker staff to three. The district also hired a new full-time social worker to replace longtime RBHS social worker Mari Mortensen, who retired. Increases in the cost of special education and staff raises as set by the teachers’ contract are the two main factors leading to the deficit, said Scott Beranek, the chief financial officer for District 208. Salary increases for teachers and other certified staff average about a 3.33 percent, according to budget documents. Salary costs for administrators are projected to increase by 2.26 percent. Tuition for special education students attending out-of-district schools is projected to increase by about 16 percent. General state aid to RBHS is projected to increase by 5.64 percent, as the state has implemented a new funding formula.

Pace hosts open house on Harlem Ave. Pulse proposal Pace, which operates buses in suburban Chicago, will host an open house this week to get public input and feedback on its proposed Pulse rapid transit proposal for Harlem Avenue from North Avenue to 71st Street. The Central Harlem Avenue Corridor Study open house will be held on July 12 from 6 to 8 p.m. at Morton West High School, 2400 Home Ave. in Berwyn. Pace officials and project team members will be on hand to discuss the findings of its recently completed existing

‘Around in circles’ from page 1 “I don’t like this plan,” said Trustee Jennifer Perry. “I feel like we’re on the verge of squandering a lot of money on a plan that doesn’t really work.” Many board members said that the expansion plan seemed to try to shoehorn too many things into too small a place, leaving the building still cramped. “Plans have been painted with a broad brush, and I think it needs to be refined,” said Trustee Dianne Duner. Board members also were hesitant about putting millions of dollars into a 32-year-old building. “I’m worried we are sinking our future into a building which is wrought with problems,” said Trustee Jeanne McTeague. Trustee Carol Kissane, who was on the library board when the present building was constructed, also was hesitant about adding

conditions survey. Harlem Avenue is one of Pace’s seven nearterm priority Pulse corridors. Pulse is a new rapid-transit bus model, featuring fast and frequent service and buses that have amenities like WiFi and charging ports that allow riders to be productive during their commutes. The Pulse buses would stop at fewer, designated locations along the corridor and run in addition to regular routes along Harlem Avenue. The buses would also be equipped

with technology to lengthen green lights or shorten red lights to keep buses moving along the corridor. The study’s boundaries include the communities of Elmwood Park, Oak Park, River Forest, Forest Park, North Riverside, Riverside, Berwyn, Lyons, Stickney, Forest View, Chicago, Bedford Park, Summit and Bridgeview. It may be years before such a bus line might operate along Harlem Avenue. The first Pulse

line is nearing reality along the Milwaukee Avenue corridor between the Jefferson Park transit center in Chicago and Golf Mill Shopping Center in Niles. on to the current building. “It just breaks my heart that we have to build an addition on an old building,” Kissane said. “That can open a can of worms. I really would like a building we can be proud of.” Library Director Kimberly Coughran and trustees have wanted a new library building for more than a decade, but a 2016 referendum to sell bonds to raise the money to build a new facility was defeated. “It breaks my heart that the referendum didn’t pass,” Kissane said. Since then, library officials have been trying to figure out what to do. In 2012, the library bought the Brookfield United Methodist Church across Lincoln Avenue from the library for $615,000. They tore down the church, leaving a vacant lot covered with grass. That is where they hoped to build a new library. After the referendum failed, library officials considered other options. Earlier this year they were presented a plan to build an addition across Lincoln Ave. Library officials liked that plan, which would have required closing off Lincoln Avenue, but Brookfield Village President Kit Ketchmark

made it clear that the village board would not permit Lincoln Avenue to be closed, which led the present plan. Library board President Linda Kampschroeder was the most supportive of the current plan, saying it would be a vast improvement to the current cramped building. “It will be make a huge difference and the library will function a lot better,” Kampschroeder said. “It will be like night and day as far as what we have right now.” But Kampschroeder, like other board members, was not ready to borrow the $4 million or so it would take to do the expansion right now. Currently, the library has a little more than $5.2 million in reserves. “I do think the way we are right now, we can’t afford this,” Kampschroeder said. “I am not comfortable with borrowing that far out.” Trustees said that they would not be comfortable taking out a long-term loan to help pay for an addition. They said that they would only be comfortable taking out a loan they could pay back in five to seven years. Some board members said they would be more comfortable with a scaled down expansion plan closer to the $6 million amount

trustees had originally intended to spend. “I’m of the opinion that you can do a lot for that amount of money,” said Trustee Adam Burghgraef. Some trustees felt that it was time to spend some of the library’s reserves to improve the library. “It’s time to move,” said Trustee Michelle Svensden. “We haven’t given residents anything new in a long time.” While board members appear to be moving away from the current plan, Coughran, Kampschroeder and the library’s architects still plan on meeting with Jay Dalicandro, the village of Brookfield’s interim management consultant, on July 23 to gauge the village’s reaction to the current plan. However, no action is imminent. One option is to just wait and continue building reserves until the library reserve fund can fund any addition, or perhaps eventually a new building. Library officials also want to see if a new foundation formed to raise can provide significant sums from some big donors. But, nothing seems likely to happen soon. “I feel like we’ve just been going around in circles,” Kissane said.

Library limbo

ack in the mid-1980s, the Brookfield Library Board decided to build a less-than-adequate building to replace the original structure, built in the 1914. Library officials have regretted that decision almost from the get-go. And 30-plus years after the fact, the village is left with a building that can’t accommodate the kind of programming contemporary libraries offer. With the ghost of the 1980s lurking, officials are skittish about making the same mistake again. Rebuffed by voters in their bid to issue bonds to build a new library campus, officials also have failed to convince the village to vacate a portion of Lincoln Avenue to build an addition across the street. The library board is left with a plan they really don’t want, and they really can’t afford to finance that plan right now. In the meantime, they’ve saved $5.2 million over a period of years, and continuing to sit on millions in taxpayer funds indefinitely isn’t an attractive option, either. Most of the library trustees appear ready to press the pause button, for now. Given the unsettled staffing situation at village hall, that’s probably wise. More than ever, the library board and village board and staff need to work collaboratively on a solution.

K-9 coming in

With the adoption of its 2018-19 budget later this month, the North Riverside Village Board is giving the go-ahead to spend about $31,000 to create the police department’s first K-9 unit. Such units are, indeed, valuable for investigations, especially ones involving searches, which is the dogs’ primary function. The dogs can be trained to located people, items belonging to suspects, weapons and drugs. The dogs are able to search large areas in shorter amounts of time than humans can, making them not only handy, but helping to save money in terms of officer-hours. And there’s no doubt, the K-9 units are valuable public relations tools. Who doesn’t like a highly trained dog, especially one that helps fight crime? That said, we’d like to make a pitch here for avoiding use of the new K-9 unit as a revenue generator, which is how we’ve seen K-9s used elsewhere, in addition to the valuable roles they play. Simply put, we’ve seen some departments use the dogs this way: Pull someone over for minor traffic infraction and then detain them long enough to call in a K-9 unit to give the vehicle the once over. K-9 searches of vehicles pulled over for traffic offenses ought not to be routine practice, but undertaken only if there is a very real suspicion that the vehicle is being used in the commission of some sort of crime. We don’t believe the reason North Riverside police would like a K-9 unit is to create a profit center. But we know the kind of pressure that can be put on police to generate revenue when municipal money is tight — like it is now in North Riverside. The K-9 unit may well turn out to be a valuable investigative tool for North Riverside police; we very much hope it is.

Like the outdoors? Pray for drought

T

he trail is inaccessible. We recently hung some Edison lights out back for nights exactly like these, perfect summer evenings that serve as a sweet reward for nasty, lingering winters like the one just passed. We planned to sit behind the house sipping glasses of wine and beer as the sun sunk in the west and the amber of sunset was met by the low glow of these old-fashioned little bulbs, my wife and I and our slumbering baby in his bouncy chair and the very goddamned enjoyable quiet of a suburban back patio. But that is not what we’re doing. Not a bit. We are housebound, trapped. The windows are closed but they should be sealed! Crack a window or door even a little and the sound is deafening: A maddening buzz of tiny wings beating in biting, hideous unison, a Luftwaffe of black flies and mosquitoes and foulest green flies. They come in waves and crash against the panes of our rear windows like a meaty rain, sortie after sortie, splatting in a torrent of spite as though shot from a hell hose. We watch from the front windows in terrified stupefaction as they set upon squirrels and rabbits in a grotesque of ravaging abandon. It’s a horror, and the piteous furry creatures disappear in a cartoon puff, their chalky skeletons hovering for a split-second before clattering to the ground like pick-up sticks. The swarm moves on, a dark, swirling, malevolent cloud and zooms toward a neighbor who parked on the street

and opened her car door. How could she have been so careless? The insects are on her with frightening speed. She falls back into her Grand Marquis, clawing at the door handle, the swarm calling up reinforcements that come streaming over the trees in a torrent of shimmering death and engulf the car. Our neighbor’s terrifying screams are drowned out by the dread droning. Look away! My wife reaches for the phone but who would we call? From the kitchen window, a dog is seen dragging a leash, bounding toward a front door that will never open because the man with the key has vanished. And so too the dog: Poof ! These killing hordes are otherworldly, demonic. My wife consults Revelations, the I Ching, and the personal letters of Heaven’s Gate leader Marshall Applewhite. Good God, what fate awaits? On the settee, an Old Farmer’s Almanac. Of course! We fall upon it, rifling pages. Oh, yes! First frost is around Oct. 21, and the Bears are playing the Pats at Soldier Field that day. Everyone’s invited out back for wine and beer under the lights. We’ll make a fire. Until then, pray for drought.

ESTIMATED TAXES AND WITHHOLDING PART II

P

eople pay taxes on income through withholding on their paycheck or through estimated tax payments. Taxpayers who pay enough tax throughout the year can avoid a large tax bill and penalties when they file their return. Taxpayers should make estimated tax payments if: • The tax withheld from their income does not cover their tax for the year. • They have income without withholdings. Some examples are interest, dividends, alimony, self-employment income, capital gains, prizes or awards. Here are more actions taxpayers can take to avoid a large bill and estimated tax penalties when they file their return. They can: • Have more tax withheld. Taxpayers with a regular paycheck can have more tax withheld from it. To do this, they must fill

out a new Form W-4 and give it to their employer. This is a good option for taxpayers who participate in a sharing economy activity as a side job or parttime business. • Use estimated payments to pay other taxes. Self-employed individuals can make estimated tax payments to pay both income tax and self-employment tax. Self-employment tax includes Social Security and Medicare. • Use Form W-4P. Generally, pension and annuity plans withhold tax from retirees’ payments. Recipients of these payments can adjust their withholding using Form W-4P and give it to their payer.

What is the difference between a monofocal implant and a bifocal implant? In the past, the IOL corrected distance vision only; this is called a monofocal implant. Patients who undergo cataract surgery with a monofocal implant still need reading glasses. Recent advances incorporate a bifocal into the IOL. The bifocal implant allows patients to read without glasses, drive without glasses, and do virtually all of their activities without glasses. What will I experience during cataract surgery with a bifocal implant? Cataract surgery is performed on an outpatient basis using eye drops to numb your eye; no shots are necessary. The operation takes approximately 20 minutes after which you will rest for a short time before going home. Post-operatively, you will be asked to instill eye drops for a few weeks after surgery. You will have 90% of you vision back within one day and your eye will be completely healed within two weeks. How do I find out if bifocal implants are right for me? Former St. Barbara pastor elevated to bishop Rev. Robert Casey one of three appointed by Pope Francis

The Rev. Robert Casey, who served as pastor of St. Barbara Catholic Church in Brookfield from 2009 to 2016, has been elevated by Pope Francis to auxiliary bishop in the Archdiocese of Chicago. Casey, 50, was one of three archdiocesan priests named bishops by the pope, who at the same time accepted the retirements of bishops George J. Rassas and Francis J. Kane. The appointments and retirements were announced by the archdiocese on July 3. In addition to Casey, the pope appointed as auxiliary bishops the Rev. Mark A. Bartosic, who has served as pastor of Assumption BVM in Chicago and has been director of the Kolbe House Jail Ministry since 2016, and the Rev. Ronald A. Hicks, who has served as vicar gen-

After that, it will take some time to implement the changes, but the expectation is that the changes will be implemented in 2019, prior to the beginning of school that fall. “I think there’s a difference between parishes closing and uniting,” Malave said. “Closing is more like a death, but in uniting we’re looking at integrating with the larger Catholic family.”

PUBLIC NOTICE OAK PARK TOWNSHIP PREVAILING WAGE RATE RESOLUTION WHEREAS, the State of Illinois has enacted â&#x20AC;&#x153;An Act regulating wages of laborers, mechanics and other workers employed in any public works by the state, county, city or any public body or any political subdivision or by any one under contract for public works,â&#x20AC;? (the â&#x20AC;&#x153;Actâ&#x20AC;?) approved June 26, 1941, as amended, (Illinois Compiled Statutes, 820 ILCS 130/1 et seq.) and WHEREAS, the Act requires that the Board of Trustees of the Township of Oak Park (the â&#x20AC;&#x153;Townshipâ&#x20AC;?) investigate and ascertain the prevailing rate of wages as defined the Act for laborers, mechanics and other workers in the locality of the Township employed in performing construction of public works, for the Township. NOW THEREFORE, BE IT RESOLVED BY THE SUPERVISOR AND BOARD OF TRUSTEES OF THE TOWNSHIP OF OAK PARK: SECTION 1: To the extent and as required by â&#x20AC;&#x153;An Act regulating wages of laborers, mechanics and other workers employed in any public works by State, county, city or any public body or any political subdivision or by any one under contract for public works,â&#x20AC;? approved June 26, 1941, as amended, the general prevailing rate of wages in this locality for laborers, mechanics and other workers engaged in construction of public works coming under

the jurisdiction of the Township of Oak Park is hereby ascertained to be the same as the prevailing rate of wages for construction work in the Cook County area as determined by reference. As required by said Act, any and all revisions of the prevailing rate of wages by the Department of Labor of the State of Illinois shall supersede the Departmentâ&#x20AC;&#x2122;s June determination and apply to any and all public works construction undertaken by the Township. The definition of any terms appearing in this Resolution which are also used in aforesaid Act shall be the same as in said Act. SECTION 2: Nothing herein contained shall be construed to apply said general prevailing rate of wages as herein ascertained to any work or employment except public works construction of the Township of Oak Park to the extent required by the Act. SECTION 3: The Township Clerk shall publicly post or keep available for inspection by any interested party in the main office of the Township this determination or any revisions of such prevailing rate of wage. A copy of this determination or of the current revised determination of prevailing rate of wages then in effect shall be attached to all contract specifications.

SECTION 4: The Township Clerk shall mail a copy of this determination to any employer, and to any association of employers and to any person or association of employees who have filed their names and addresses, requesting copies of any determination stating the particular rates and the particular class of workers whose wages will be affected by such rates. SECTION 5: The Township Clerk shall promptly file a certified copy of this Resolution with the Department of Labor of the State of Illinois. SECTION 6: The Township Clerk shall cause to be published in a newspaper of general circulation within the area a copy of this Resolution, and such publication shall constitute notice that the determination is effective and that this is the determination of this public body.
