Pitch perfect sendoff for D96 music teacher
Stage named in Gill’s honor and christened with song commissioned for het By BOB SKOLNIK
Contributing Reporter
A
s an avid bicycle rider Patricia “Patty” Gill has done a lot of long rides. Thirty years ago, she rode a bike across the country from Seattle to Bar Harbor, Maine. But her longest ride will come to an end in less than two months, when she retires after 29 years as a music teacher in Riverside Elementary School District 96. Last week District 96 honored Gill by naming the stage in the Hauser Ju-
nior High auditorium after her, christening it the “Patricia Gill Stage” at the April 17 spring orchestra concert. The district’s music teachers also raised $4,500, all through donations, to commission piece of music from composer Brian Balmages to honor Gill. At last week’s concert the Hauser orchestra, helped out by about 25 alumni, played the new piece “A Riverside Celebration,” for the first time in public. The idea for naming the stage after Gill came from Hauser Band Director See GILL on page 10

New fire chief named in Brookfield Duffek takes reins as Lenzi steps down after more than 12 years
By BOB UPHUES Editor
Mark Duffek, veteran of more than three decades with the Brookfield Fire Depart-
ment, took the reins as chief being sworn in by Village Clerk Brigid Weber during a sometimes emotional ceremony at the April 23 meeting of the village board. Duffek, 57, replaces Chief Patrick Lenzi,
who has served in that role since October 2005 and announced his intention to retire last month. Like the outgoing chief, Duffek is a lifelong Brookfield resident. “I still love this job, and I felt I can do it in a
different capacity, if I was fortunate enough to be chosen,” Duffek told the Landmark in an interview prior to being sworn in. “I can See FIRE CHIEF on page 6

Carson’s will shut its doors as company liquidates
IN THIS ISSUE
Departure will create 180,000-square-foot vacancy at North Riverside Mall By BOB UPHUES Editor
Carson Pirie Scott has begun shutting down its North Riverside operation after its parent company announced last week that a pair of liquidation firms had submitted the top bid for its assets, which will be sold to pay off creditors. Going-out-of-business sales began April 20 at Carson Pirie Scott, and the store is expected to close for good within 10 to 12 weeks. The Bon Ton Stores, which operates more than 250 stores under various brand names in the U.S., held an auction of its assets on April 16. According to a news release issued by the company late on April 17, the two top bids came from companies seeking to buy Bon Ton’s assets and liquidate them. “While we are disappointed by this outcome and tried very hard to identify bidders interested in operating the business as a going concern, we are committed to working constructively with the winning bidder to ensure an orderly wind-down of operations that minimizes the impact of this development on our associates, customers, vendors and the communities we serve.” North Riverside Finance Director Sue Scarpiniti said Carson’s at the mall is one of the top 10 retail sales tax producers in the village. However, she said, strong sales tax revenues coming from other businesses in North Riverside will help offset the loss that officials will need to build into their budget for the village’s 2018-19 fiscal year, which begins May 1. “The loss of sales tax from Carson’s will not be a dollar-for-dollar impact to the village’s revenue base, as better-than-anticipated sales figures are being reported by several of our newer businesses and the opening of new businesses expected in 201819 will help offset against this loss,” Scarpiniti said in an email. “I expect there to be lengthy discussions on how best to address the loss in revenue in the upcoming months and the overall impact to the village’s budget as more information becomes available.” The Bon Ton Stores traces its roots back to the 1850s and operates stores under various nameplates, including Carson Pirie Scott, Bon Ton, Bergner’s, Boston Store, ElderBeerman, Herberger’s and Younker’s.

Carson Pirie Scott at North Riverside Park Mall According to a news release last week, the winning auction bid came from a pair of liquidations firms, Great American Group LLC and Tiger Capital Group LLC. According to a filing in U.S. Bankruptcy Court, the purchase price is about $575 million. Another court filing identified the backup bid as coming from two other liquidation companies, Hilco Merchant Resources LLC and Gordon Brothers Retail Partners. A week earlier, Bon Ton Stores announced it had a signed letter of intent from two real estate firms and a hedge fund stating the partnership was bidding to purchase “substantially all” of the company’s assets and keep the company going. However, that group did not participate in the auction, according to Reuters. That bid was dealt a blow when a bankruptcy court judge denied a request to allow Bon
Ton Stores to pay a $500,000 “work fee” to Washington Prime Group and Namdar Realty Group, which own shopping malls where Bon Ton chain stores are located, and their hedge-fund partner, DW Partners. The work fee, to help pay for the partnership’s due diligence in making a bid, was described as a requirement for its participation in the auction. Carson Pirie Scott occupies 180,000 square feet of retail space at the North Riverside Park Mall and was one of the three department stores that were the original anchor retailers when the mall opened in the mid-1970s. The Bon Ton Stores filed for Chapter 11 bankruptcy protection in U.S. Bankruptcy Court in the District of Delaware in February. The company is headquartered jointly in Milwaukee and York, Pennsylvania.

The Burlington Northern-Santa Fe Railroad halted all train traffic for about 20 minutes on April 22 while police rescued a 75-year-old Berwyn man who got himself and his bicycle stuck on the railroad bridge over First Avenue. Riverside police received a 911 call at about 12:50 p.m. from the man, who said he was on the railroad embankment immediately adjacent to Parkview Road. Police arrived at the scene and found the man standing at the top of the train trestle, with his bike a short distance away, lodged between the rails. The man reportedly told police he thought he could ride his bike across the bridge, even though it is not intended for any type of nontrain traffic. The man said he decided to call police after deciding he might fall and injure himself if he tried to descend the embankment on his own. Police were able to assist the man down and retrieved his bike. A BNSF police officer who arrived at the scene gave the man a verbal warning for trespassing on the railroad right of way.
Prom picture problems Riverside police ticketed vehicles belonging to 10 high school students who were part of a throng of that descended on Blythe Park School on the afternoon of April 20 to snap some pre-prom photos. Police received multiple complaints from residents of the areas about vehicles illegally parked near the school, which is a popular setting for couples to take pictures. Officers reported having trouble reaching the school in their cars due to gridlocked traffic on Eastgrove Road. One officer able to get through to the rea made two announcements on the loudspeaker of his squad car that illegally parked cars would be ticketed. After waiting several minutes and seeing only a few cars moving, police began writing $50 citations. Some vehicles, said police, were blocking residential driveways. “You could not fit an ambulance or a fire truck or any vehicle down those roads,” said Police Chief Thomas Weitzel. “Residents were parking two to three blocks away. They had to walk to their homes.”
Text message scam A 40-year-old Brookfield woman who is an immigrant from South America called police on April 18 to report that she was the victim of fraud. The victim told police she received a text message on a cellphone app called WhatsApp, which she uses to communicate with relatives in her native country. The message requested $350 for bail for her brother to be sent via Western Union to a location in Bolivia.
She later learned her brother was not in trouble and had not requested money, but that he was locked out of WhatsApp on his cellphone. It was later learned that the money wired to Bolivia had been collected by someone claiming to be the victim’s brother.
Florida fugitive arrested A 35-year-old man wanted on two out-ofstate felony warrants related to domestic violence incidents will be extradited to Pinellas County, Florida, after his arrest on April 18 in Riverside. Police pulled over Brian D. Peak’s red Honda Civic at about 8:15 a.m. after the vehicle allegedly blew through a stop sign at Longcommon Road and East Burlington Street, causing other motorists to slam on their brakes to avoid a crash. Peak didn’t have a driver’s license on him at the time, and a computer name check revealed that his Florida driver’s license had been suspended and that he had two active no-bond warrants out for his arrest. According to police, Peak said he had been living in North Riverside since mid-2017 after moving from St. Petersburg, Florida, an area he was trying to avoid due to the outstanding warrants there. Peak reportedly spent eight years in Florida prison for kidnapping and has an extensive criminal record that includes arrests for fraud, battery, burglary, robbery and weapons and drug offenses.
Bike stolen A resident of the 4100 block of Deyo Avenue, Brookfield, called police on the afternoon of April 20 to report that someone had stolen his son’s bicycle, which was left leaning against the house, unlocked. The bike was described as a Haro BMXstyle bike with a black frame, blue spoked wheels and blue handle bar grips. The loss was estimated at about $300.
Vehicle vandalized A resident of the 4000 block of Sunnyside Avenue, Brookfield, called police on April 21 to report that someone had spray-painted “Gayoo” on his vehicle, which was parked in the alley overnight on April 20-21. These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, April 16-22, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Ames School in Riverside
D96 architect to design concepts for Ames addition Preliminary versions to be made public in June By BOB SKOLNIK Contributing Reporter
Nearly 16 months after formally taking ownership of the house next to Ames School, the Riverside Elementary School District 96 Board of Education has taken a concrete step toward determining what to build on the land. At its April 18 meeting, the school board unanimously approved a memo of understanding with DLA Architects, calling for the firm to create three conceptual drawings of a new building at 92 Repton Road in Riverside. The drawings will cost the district no more than $25,000. Drawings of three possibilities, along with cost estimates, are to be presented to the school board at its Aug. 1 meeting. A preliminary set of design drawings will be presented at a meeting in June after board member Joel Marhoul called for more public input. The school district purchased the vacant house at 92 Repton Road in a foreclosure auction in late 2016 for $339,100. The house has sat empty for the last two years. It is slated to be demolished this summer and a new building likely will be built there in the summer of 2019 or the summer of 2020. Before starting the process of deciding what to build there, the district had its architect conduct a comprehensive general facilities review of the facility needs in the district. Now the planning for what to build next to Ames School will begin in earnest. Over the next month or so the architect will conduct focus groups with teachers, students, and staff and will meet with district’s Facilities Advisory Committee for four half-day “visioning sessions.” The Facilities Advisory Committee consists of top district administrators, school board
members Lynda Murphy and Rich Regan, and one teacher at each grade level. Additional classroom space at Ames School is almost certain to be one use for the property. Other possibilities include a new home for the district’s administrative offices or for the district’s Early Childhood Education Center. Increasing playground space at Ames School is another idea that has been talked about. It is not clear whether the district will decide to add on to Ames School or build a separate building. At last week’s board meeting, Marhoul pushed for members of the general public to have a chance to participate in the planning and the visioning sessions before the Aug. 1 unveiling of three conceptual drawings. “The community and the board should have an opportunity to see these plans,” Marhoul said. “It is appropriate for the board and public to have input.” Some other board members were skeptical of Marhoul’s desire to add members of the public to the visioning sessions and said that the public would have ample opportunity to weigh in after the three concepts are presented. But board President Jeff Miller worked out a compromise in which the architect would present a preliminary version of the conceptual drawings to the board and public by the end of June for feedback. “Everybody is very committed to community engagement around here,” said Superintendent Martha Ryan-Toye. “Visioning is very different from community input.” District officials say that they do not know whether a final plan can be developed and agreed upon in time to bid out the work for the summer of 2019. “Nobody is promising construction in 2019,” Regan said.

Developer eyeing downtown Brookfield site Could be largest residential project in more than a decade
By BOB UPHUES Editor
A suburban development company is eyeing a large, pie-shaped parcel of land in downtown Brookfield for what one official said would be the biggest residential development in more than a decade. Nicholas Greifer, the village’s community and economic development director, revealed the concept in very general terms in a staff report made public earlier this month. In the report, Greifer called the proposed concept “the biggest residential project since 2005 and possibly the biggest ever in terms of dwelling units.” The property in question is a long, narrow triangular parcel of land bounded by Fairview Avenue, Brookfield Avenue and Sunnyside Avenue. The roughly 22,000-square-foot
parcel is divided into two lots. The larger of the two lots includes a vacant former dentist’s office, which has been listed for sale for $179,000. That property is currently under contract to KrohVan Real Estate Solutions, the firm’s owner, Christopher Krohe confirmed to the Landmark last week. The other property is home to a small warehouse owned by the Chicago Zoological Society, which uses the building for storage. Krohe declined to get into specifics about how he would like to develop the property, but he confirmed that he has had soil testing done to determine the extent of any environmental cleanup that might be needed at the site. The dentist office property was once home to a gas station, and there are fuel tanks located below ground. If something moves ahead at the site, it would be the second Brookfield project for
Krohe’s company. The Western Springsbased company purchased the vacant former Helping Hand Resale Store at 3726 Grand Blvd. in 2016, built out the space and has leased it to Alphabet Learning Center. “I think that [downtown] area has some potential to grow even more,” Krohe said. While he wishes the village would have created a TIF district for the downtown area, as it has at Eight Corners and along Ogden Avenue, Krohe said the village’s rezoning of the train station areas in 2017 was attractive for developers. “That definitely has made it easier as far as getting projects off the ground,” Krohe said. “In the end, a development like this will benefit myself as the developer, the village and the community all around.” Until the 2017 construction of a nine-unit apartment building just across the street from the triangular property, there hasn’t
FIRE CHIEF 5-year plan from page 1 still give the village some knowledge I’ve garnered over the 32 years I’ve worked for them. It’s a return on their investment.” Duffek said he had been planning to retire as a firefighter in November 2018, but that he changed his mind when Lenzi announced he was leaving to pursue other opportunities. Until then, Duffek said, he’d never thought to throw his hat into the ring to be fire chief. “I never had that in my sights,” Duffek said. “I was very happy, and I was content to be a firefighter and then a lieutenant. Being chief was never really my goal.” But as he approached his 58th birthday, Duffek also said becoming chief was a way for him to keep working in the job he loved. “I’ll be 58 in September, and firefighting takes its toll,” Duffek said. “It’s a physically demanding job.” During the interview process, which was handled by Lenzi, Human Resources Director Michelle Robbins and management consultant Jay Dalicandro, Duffek said he would commit five years to the chief ’s position if he was chosen. “That’s my intention, if the good lord is willing,” Duffek said. Duffek grew up in Brookfield with a keen awareness of public service. His father, Joseph, was a village trustee who was appointed to the post and then won election to two terms. His mom, Marie, still takes an interest in local politics and can frequently be seen in the audience at village board meetings. “She’s everywhere,” Duffek said. Duffek began his firefighting career in

MOVING UP: Mark Duffek, who was sworn into his new role on Monday night, will take over as Brookfield’s new fire chief on April 28, the day after Patrick Lenzi officially retires. Duffek started as a paid-on-call firefighter in 1981. Brookfield as a paid-on-call firefighter in 1981, and on his first day he helped battle a major fire at 9501 Ogden Ave., leaving him thinking, “What in the hell did I get myself into?” He was hired on as a full-time firefighter in the Pleasantview Fire Protection District in January 1986, but left there to join Brookfield nine months later. “My heart was always in Brookfield,” Duffek said. Duffek served as the coordinator of the Brookfield Fire department’s HAZMAT team, was the department’s EMS coordinator and served for many years as union president. “I know he’s going to take this department and move it forward,” Lenzi said dur-
ing his parting words at the April 23 board meeting.
Leaving Brookfield, but not firefighting While Duffek ascends into the chief ’s office in Brookfield, his predecessor says he is getting back into front line duty as a firefighter and paramedic. Lenzi, 54, began working on a contract basis for Windy City EMS, a paramedic service hired to work events at Chicago White Sox games and at the United Center in Chicago. And on May 1, Lenzi will begin working as a part-time firefighter in the village of Westmont. “I still feel young at heart, and I want to get back into being a paramedic and firefighter
been any significant residential redevelopment of Brookfield’s downtown in well over a decade. In 2006, a developer built 18 townhomes and four single-family homes at the former site of Buresh’s Lobster House on 31st Street, and a 16-unit townhome project followed a few years later at Shields and Eberly avenues on the village’s south end. The most recent residential development near downtown was the 18-unit Forest Creek condo development in the 3600 block of Forest Avenue. The development was approved in 2006, but it went into foreclosure and wasn’t completed and occupied until 2010. Earlier this year, the village approved rezoning a parcel of land on Burlington Avenue in downtown Brookfield to pave the way for a four-story, mixed-use commercial/residential development that has yet to break ground. at a hands-on level,” Lenzi said. “I feel like a have a few good years left in me.” Lenzi was hired as a Brookfield firefighter in 1984 and was named chief in 2005 after the retirement of Fire Chief Charles LaGreco, who had served in that capacity for 11 years. During his time as a firefighter, Lenzi earned recognition by being named one of a select few firefighter/paramedics chosen to be part of the DuPage County Felony Assistance SWAT Team. In 1996, he was awarded a Medal of Valor along with two other firefighters for rescuing a woman and child As chief, Lenzi said his biggest accomplishment was working with the village’s community and economic development department to rewrite the village code to require new residential and commercial construction to include fire sprinklers. Lenzi for six years served as an officer, including president, of MABAS Division 10, a mutual aid task force involving more than a dozen suburban fire department to handle specialized incidents like hazardous materials spills and events that require large-scale responses. He served as the division’s training liaison chief and also served as part of the divisions Rapid Intervention Team, which can be called in to help rescue trapped firefighters. Lenzi’s beefed up Brookfield fire training, developing a program to gain access to buildings slated for demolition to do live fire training. After a series of floods, Lenzi also backed the creation of a Brookfield Fire Department water rescue team. During his time as chief, the department also acquired three ambulances, two fire trucks, a rescue boat and a pair of utility vehicles. He also backed increased fire safety education programs in local elementary schools. “I’m looking forward to the next phase of my life,” Lenzi said.

Brookfield Library zeroes in on expansion plan Preferred design would seek closure of Lincoln Avenue By BOB UPHUES Editor
Architects chosen by the Brookfield Public Library board to design a substantial addition to the existing building will reach out to village officials and take the municipal temperature regarding a plan library trustees would like to pursue. At a special meeting on April 18, a clear majority of library trustees voiced support for one of six plans presented by Tiffany Nash and Dan Pohrte, principals at Product Architecture and Design, the firm chosen in February to lead the design effort. The preferred design calls for the construction of a 9,600-square-foot, two-floor addition that would expand the library to the north and require the closure of Lincoln Avenue. A substantial area of green space would surround the addition to the north and west sides, with a parking lot built on land purchased by the library board in 2012 at 3541 Park Ave., across Lincoln Avenue from the existing library. The estimated cost of such a plan is about $8.1 million. Architects presented plans that ranged in cost from $6 million (4,600 square feet) to roughly $8.4 million (11,400 square feet). Both library trustees and staff agreed, for the most part, that the 9,600-square-foot plan provided the most space and best value for the money. Three of the plans, including the least expensive and two most expensive designs, would not require closure of Lincoln Avenue. The design scheme presented by the ar-
chitects showed an addition that extends the main floor and creates a lower-level space large enough to accommodate multiple study rooms and a meeting room capable of holding 100 people and also capable of being divided in two. The lower level, according to the design presented on April 18, also would house rooms for the creation of hands-on projects, like 3-D printing and a café/vending area. While they preferred the design of the 9,600-square-foot option, library trustees directed architects to provide them with cost estimates for similar designs that would result in an addition with two floors above ground, one with an unfinished lower level and one without a basement at all. JoAnn Day, president of a new foundation created to mount a capital campaign to help pay for the addition and renovation of the library, said building an addition without a lower level would be a mistake. If the library decides it needs to expand further in the future, skipping the basement now could be a costly proposition. Any one-story addition would be built to support a second story in the future, the architects said. “You don’t want to get rid of a basement to take away your future,” Day said. “To sell it, you’ve got to be able to say we can expand.” The cost to build an unfinished basement and two floors above it may turn out to be cost prohibitive. Pohrte estimated that such a solution might be pushing the $10 million range. The library board has saved about $5.2 million to date in a special fund. The library board has hired a financial advisor to help de-
COURTESY OF BROOKFIELD PUBLIC LIBRARY
GRAND PLAN: Brookfield Library trustees are planning to move ahead with an expansion plan that would require closure of Lincoln Avenue and would add 9,600 square feet of space. Designs and cost estimates for all of the options considered by the board can be found with this story online at www.RBLandmark.com. termine how to finance the rest of the cost. While no decisions on how that may play out have been decided yet, financing won’t involve another referendum, said Library Director Kimberly Coughran. Any money raised through a capital campaign by the foundation would supplement the funds available for the construction. Whatever the final solution, the new addition will allow for adult and children’s areas of the library to be separated from one another on the main floor. The existing library’s main floor would also be completely renovated.
“It’s the number one complaint we get,” said Coughran, referring to the noise and interruptions that result from the close proximity of children and adults in the existing 13,500-square-foot library. “The goal is to fit all of the features that are necessary for the community while having the space to create [areas] that allow adults and teens to study quietly and allows children to be children,” Coughran said. Library officials and their architects are scheduled to meet with village officials regarding the preferred plan on April 30, Coughran said.
Brookfield posts job opening for new recreation director Department has had no senior manager since 2003

For the first time in more than two decades the village of Brookfield is seeking to hire a full-time recreation director, signaling an intention to beef up resources and programs for a department that has been without a department head-level leader since the late Cathy Colgrass Edwards was forced out in 2003. The village of Brookfield posted the job late last week, asking candidates to submit applications by May 11. According to the job description posted on the village’s website, the recreation director will “serve as part of the
senior management of the village and report directly to the village manager.” “The village board has felt for a long time that a director is needed,” said Village President Kit Ketchmark. Brookfield’s Department of Parks and Recreation has been a two-woman show, squeezed into 1.5 full-time positions, for a number of years. Mary Pezdek, who retired in March had served as program coordinator since 2003. Arlene Rovner, who is a part-time staffer, handles most of the special event planning for the department. However, neither had director-level status, which put the department at a disadvantage when it came to strategic planning and bud-
geting. While the village has spent substantial sums of money for improvements to Ehlert and Kiwanis parks in the past decade or so, decisions on improvements flowed from the village manager’s office on down. Recreation staff and the Playgrounds and Recreation Commission played a small role. In 2013, the latter issue boiled over publicly, with the then-chairman airing complaints about the marginalization of the commission’s role at a village board meeting. The chain of command for recreation department staff also pinballed through the years. There were times when they reported to the village manager, and another time when
they reported to the public works director. “How do you budget if you don’t have a director?” Ketchmark said. “It affects so many elements going down the road. A new director will bring new ideas, energy and a new focus on recreation in Brookfield.” Just before he resigned as village manager and in light of Pezdek’s retirement, Keith Sbiral directed Rovner to report to the head of the Community and Economic Development Department. After Sbiral’s departure, the decision was made to have Rovner report to interim management consultant Jay Dalicandro, who will See REC DIRECTOR on page 8

be on board until a new village manager is hired. “In light of the changes Keith put forward, Jay is helping bring definition to the role in the short term,” Ketchmark said. Brookfield Trustee Nicole Gilhooley, who is the village board’s liaison to the Brookfield Playgrounds and Recreation Commission, echoed Ketchmark’s belief that the recreation department needs an advocate at the senior management level. The department is isolated in its village hall basement location and needs heightened visibility. “That department needs more exposure to the rest of the staff and needs an advocate at the director level,” Gilhooley said. The village is looking for someone who has a college degree or major coursework in recreation or recreation administration “with considerable supervisory experience in a public recreation program.” The starting salary for the new director is estimated at between $60,000 and $70,000, depending on qualifications. In terms of future staffing in the recreation department, Ketchmark said there’s no plan to hire additional staff at this time. Once a new director and village manager are in place, there might be additional conversation regarding staffing and departmental structure. “I would leave that to the new manager to see how staffing would go in that department,” Ketchmark said. The last time the village hired someone as recreation director was in 1996, when Colgrass Edwards was elevated to the post a year after being hired as a staff member. She was forced out as director in April 2003, and the village has gone without a recreation director ever since.

Another retailer bites the dust
nd another one bites the dust. Add Carson’s to the list of stores closing in our area, on the heels of Toys R Us. With a history going back 164 years, Carson’s takes its place with many of the well-known longtime retailers succumbing to the new way of shopping. Times and consumers have changed, for the better I’m not sure. Taking a step back and looking at that part of North Riverside -- the tract of land bounded by 26th Street, Harlem Avenue and Cermak Road and Northgate Avenue – it’s been an amazing transformation. Remember when it was the site of a “bad boys school,” a TB Hospital and Concordia Teacher’s College? They all occupied the land that is now home to North riverside Park Mall. Riverside had the opportunity to purchase the property but opted not to, leaving it open to the village of North Riverside, which in the mid-1970s approved construction of the North Riverside Park Mall. It was exciting for the area providing not only a place to shop locally but providing tax dollars to the village and Riverside’s schools. It still provided revenue and job opportunities. Edward Don, built around the same time at the corner of 26th and Harlem, had many jobs available.
Businesses have come and gone over the years. Remember E.J. Korvette’s? Madigan’s? Montgomery Ward? Sears has downsized, and within the mall itself many of the smaller businesses have come and gone. Frank’s Nursery and Craft was handy, but it’s gone. Edward Don left and was replaced by Costco. Dominick’s came and went, and now it’s replacement, Tony’s, will go to Berwyn later this year, leaving another big empty store. I liked Carson’s and its history, and I liked shopping there, particularly their housewares and cosmetic departments, good purses, too. So I will readjust my shopping and do more at Kohl’s and Penney’s. I hope they hang in there. What is next for the piece of land that has been subject to so many changes of the past 50 years? We will have to wait and see and hope for the best, particularly for those who now must seek employment somewhere else. Shopping online has some advantages, like not worrying about finding a parking spot close to the store, but there is still something fun about the in-store experience, actually seeing items and getting a close look at them. Carson’s sent out notices telling shoppers to cut up their credit cards, but I think I’ll keep it and put it with my old Field’s card. I’m sentimental.

Now hear this: Brookfield fixes council room sound system New microphones, speakers make meetings audible to all
By BOB UPHUES Editor
Anyone who regularly attends meetings held in the council chamber of the Brookfield Village Hall knows there are two great truths: Very few people show up and, even if they did, no one can hear what the heck is being said anyway. But all that changed April 23 when the Brookfield Village Board flipped the switch on a new sound system, complete with new microphones, mixer, wiring, speakers and even a sensor that raises and lowers the speaker volume when the room’s very loud air handler kicks on and off. In March, then Village Manager Keith Sbiral signed off on sound system upgrades first proposed back in 2015 by Allen Goodcase, a Brookfield resident and owner of the electronics firm Future Systems. Goodcase, one of the more regular visitors to village board meetings, knew the troubles with the sound system all too well. “This is almost a personal thing with me, be-

A musical life from page 1 James Colombo and the other District 96 music teachers as a way to her work building the orchestra and her role in developing the music department in District 96. “We thought that would be a nice way to show our appreciation,” Colombo said. Gill didn’t know about the stage being named for her until District 96 school board President Jeff Miller announced it during the concert. “That was a surprise,” Gill said of having the stage named after her. Gill essentially started the orchestra program at L.J. Hauser Junior High School 20 years ago when she was named the school’s first orchestra director. Hauser is the only feeder school for Riverside-Brookfield High School that has a strings program for violin, viola, cello and bass. “She basically took it from nothing to a really solid and thriving program,” said Riverside resident Darcy Lewis, whose two sons had Gill as a teacher and is herself a viola and violin teacher. During her time at District 96, Gill herself performed on that stage many times. She gave an annual piano recital for her first 10 years, which then evolved into a faculty recital. Gill, an accomplished piano player, also accompanied the Hauser choir and played during many Hauser plays. She also managed the auditorium. A Lyons native, Gill started playing piano at home as a child and began outside lessons at 9
cause this is my town,” said Goodcase, whose company in recent years has also installed new sound systems in the Riverside-Brookfield High School gymnasium and RBHS auditorium. “To have to sit there and hear it all wrong was excruciating,” Goodcase said. “I’ve been wanting to do this for a long, long time and I’m really glad it’s come to fruition.” The problem isn’t always apparent to anyone sitting at the dais at the front of the room. Trustees and commission members seated in a semicircle can hear each other and often remark that if visitors talk, those voices can be a distraction. “The slightest whisper echoes so much that it’s loud, actually,” said Village President Kit Ketchmark. Over the course of the past month, Goodcase personally installed all of the equipment for the project, which cost the village about $12,000 to complete. Goodcase removed 10 mismatched and obsolete speakers dating from as far back as 1991 from the ceiling and replaced them with 20

Her parents like to dance and enjoyed big band music and show tunes. They watched the “Lawrence Welk Show.” “I cannot say I came from a musical family, but we had a lot music in the house when I think back on it,” Gill said. “There were always records playing, so there was a lot of music in the house.” As an eighth-grader, Gill was invited to play piano with the orchestra at Costello School by her music teacher, Jane Rubin, who had a big influence on her. “I knew since eighth grade that I wanted to be a music teacher,” Gill said. “I had an orchestra teacher that I really liked and I wanted to be like her.” As freshman at Morton West High School in Berwyn, Gill began playing the cello. After graduating from Indiana University with a degree in music education, she taught general music for two years in Houston. Then she earned a master’s degree in music education at the University of Oklahoma. She took violin lessons for seven years. Armed with her master’s degree, she moved back and worked for two years as a music teacher at Morton East and West but then was let go because of cutbacks. “I was very heartbroken,” Gill said. new speakers that were embedded into new ceiling tiles. He rewired the system entirely, and installed new thin, goose-neck microphones at the board dais and at the podium where members of the public provide comment. The microphones are tall enough to allow board members to open laptop computers in front of them and there’s a red light next to the on-off switch at the base of each microphone to let trustees know whether their microphones are live or not. There’s also a wireless microphone available for anyone needing to make a presentation at a meeting or for use during special events where a traditional meeting setup isn’t used. A dedicated WiFi network allows for the sound system to be adjusted using an iPad. In addition, there is now an ADA-compliant assisted listening system including special headphones for anyone particularly hard of hearing. The new sound system also will improve the quality of audio recordings made at village board and other meetings. The present system
overloads sound and microphones catch a lot of background noise, making those recordings a difficult listen. “We don’t know how many people came to a meeting and weren’t able to hear and then never came back,” Goodcase said. “Now people may be more apt to participate. It’s a lot better when more people come to board meetings.” Goodcase said he is presently researching options for reclaiming use of four flat-panel video screens installed in the board room about a decade ago. At one time, village staff used the screen for video and PowerPoint presentations, but in recent years devices being used by staff haven’t been compatible. “That room just does not offer a lot of economical options [in terms of installing video screens],” Goodcase said. “But I think I can do it economically so they can get some life out of [the video panels]. “I’m going to give them a ballpark figure and they can tell me if they want to proceed.” Ketchmark said he was glad the sound system upgrade had finally come to fruition. “Some things take way too long,” he said.
time when many schools were cutting back because of the declining enrollment. She decided that she might need to find another career. So, while working odd jobs, such as playing the piano for a ballet company, giving private lessons and waitressing at the now-closed Enzo’s restaurant in Brookfield, she earned a two-year degree in data processing from Morton College. She also worked at an Oak Park bike shop where she met a bicycle mechanic named Rick Gill, who became her husband a couple of years later. She applied for both teaching and data processing jobs, not knowing what direction her career would take. “I sent out resumes to both places and I thought whatever comes through is what’s meant to happen,” Gill said. District 96 offered her a job for the 198990 school year as a general music teacher, which she happily accepted. Gill initially was hired to work at Ames, Hollywood and Blythe Park schools. After nine years, Gill was transferred to Hauser to become the district’s first teacher primarily assigned to teach string instruments. Teaching junior high age kids is always challenging. “I just that think that gamut of abilities and emotions and growth is so varied in junior high,” Gill said. Former students say that Gill pushed them to do their best and made them better musicians. “She always worked really hard for us during class, and made sure we knew more about music, not just our instrument, but theory, which really helps us moving forward as musicians, not just as instrument
players,” said former Hauser student Elizabeth Murphy, now a junior at RiversideBrookfield High School who plays the violin. Gill served as the president of the District 96 teachers union for seven years. She said that she saw the value of unions firsthand as a child, when her father got a union truck driving job and doubled his income. “I just really believe in the philosophy that unions build the middle class,” Gill said. “I think my family is a testament to that.” It was not easy at times leading the union, especially during turbulent times. Gill, a quiet person by nature, said that being union president was a tough job then. “I did the best I could,” Gill said. “You work as hard as you can and you just don’t always get the result you want.” Gill said that District 96 has been a great place to work. “I really felt that I have had wonderful students,” Gill said. “Parents are supportive, administration has been very supportive and I’ve head great music colleagues.” In retirement Gill, 57, hopes to play the piano more, both at home and in public. She looks forward to having more time to attend cultural events. Gill and her husband have signed up for afternoon subscriptions to the Chicago Symphony Orchestra and the Lyric Opera. In June Gill and her husband will go a bicycle trip in central Illinois. They also will probably plan a trip for September to ease the pangs of retirement. When September rolls around it will be strange for Gill not to be at a school. “I’ve been in school since I was 5,” Gill said. “I never had a year when I’ve not been in school in some capacity, either as a teacher or student.”
Opinion C
halk one up for the Methodist Church. On Monday night, members of the Brookfield Village Board voted unanimously and without a ton of conversation to overturn the Planning and Zoning Commission’s recommendation against allowing a special-use permit for religious assembly at the Compassion Factory art gallery at 9210 Broadway Ave. Trustees, at least the two who spoke, made a point of emphasizing the strong community support for allowing Compassion United Methodist Church – which owns and operates the art gallery – to use the space for two hours a week for church services. The village board received dozens of letters, emails and sworn public testimony in support of the small congregation. In comparison, there was relatively little opposition to allowing religious assembly. Most of that opposition revolved around what precedent would be set by granting religious assembly and whether, once granted, the village could really limit the property’s use for religious purposes. And while village trustees didn’t openly state that such a precedent was troublesome, their decision immediately after approving the special use, certainly indicates that village officials aren’t quite sure what the impact was likely to be. The board’s imposition of a six-month moratorium on special-use permits as well as zoning map and text amendments in the Eight Corners district and other commercial areas, especially near its three train stations, suggests they may have set a precedent and want to avoid the consequences in the future. The moratorium was a new idea and not previously discussed in public. Typically before taking action on such matters, the subject would have first been discussed at a committee of the whole meeting. Urgency to limit future impact to the village’s plan for a mixed-use commercial/ residential district at Eight Corners seems clear. The board surely had in mind that three of the Eight Corners that surround the circle are owned by Linda Sokol Francis, whose son is the pastor of Compassion United Methodist Church. Francis has made no secret – she has purchased several properties at a cost of more than $1 million over the years in the district – that her dream is to build a church/community center at Eight Corners, with nearby properties she owns housing businesses that support the church’s mission. In six months, don’t be surprised to see religious uses prohibited within the Eight Corners business district and Station Area districts. How that will square with the village’s own action Monday to allow such a use to the Compassion Factory isn’t clear. One thing seems certain, the influence of Linda Sokol Francis and Compassion United Methodist Church is going to remain important in the future development of Eight Corners. Finding a way to somehow walk the tightrope between two potentially conflicting visions for the district will be the trick for the village as it attempts to make the vision of its comprehensive plan a reality.

Miller Meadow: Unnoticed but for looking
T
he trail is muck. And the air is damp, the snow gone for good after so many punishing relapses. We are finally out of the cold and into the mists of late-April, the trail wet and muddy underfoot in Miller Meadow. Nothing blooms but birds are now gathering and a song sparrow heralds busy woods from a perch about 20 feet up just off the north lot. Ahead, a field full of Northern Flickers and Eastern Meadowlarks. Trees and reeds just lousy with the reprimands of Red-wing Blackbirds. Working south into the preserve along a broken path paralleling the Des Plaines, the trail arcs west toward Loyola. It ends at Grove No. 5 and the grove’s orange-brown gazebo. Beyond the gazebo is a partially flooded field. A veteran classmate in Triton’s spring birdwatching class introduces us to a new portmanteau: Fluddle. As in, flood puddle. She says you can often see Teal in this particular fluddle. And there they are: Blue-winged Teal with bright white half-moons on their marsh duck faces. Male and female pairs are nestled into the sodden grass, not swimming and not standing but rather kind of bedded down low. Compared to mallards they are slight, effete. Working the fluddle edge nearby are some bobbing
shorebirds. What are they? We spend 10 minutes consulting field guides and field marks and decide they are two different species of Yellowlegs -- Greater and Lesser. They stilt around, dabbing at the water. No one would notice them but for looking, which is the story of Miller Meadow. What a place. From First Avenue, it presents as a picnic spot with a dog park. True, but very much more. Head east into the preserve and it’s a wild in miniature -- hillock, shallow ravine, interior stream and wetlands. Further in toward the Des Plaines, the meadow’s contour dips and, standing just off the bike path, the surrounding urban world recedes. No hospitals or high school. No Chevy dealership. It’s just riverine woods and reeds and smoke gray sky. Yes, you can still hear dump trucks. But we flush a half-dozen Snipe and they take flight with wings that beat in sharp triangularity, all thrown elbows. They stay low and then bank and then dive. We follow them with our binoculars -- bulbous, needlebeaked -- and they drop quickly from the sky, disappearing into grassland cover. What a show, five minutes from home.

Climate change resolution should be on ballot “Shall our Representatives and Senators in the U.S. Congress sponsor and/or support measures that will: Acknowledge the serious threat posed by climate change and reduce greenhouse gas emissions in a clear, transparent, and effective way?” As an independent voter, I had hoped to see this resolution on my ballot in November. It is very disappointing that it was voted down at the Riverside Township meeting on April 10. In my 42 years of living in Riverside, I have never felt more disappointed about being a Riverside citizen. I am very pleased that the voters in Berwyn, Proviso, and Orland Townships overwhelmingly approved a similar measure in 2016, and that Lyons and York Townships have voted to put it on their ballots this year. Riverside should be impressed that they wish to protect our children and grandchildren, even though we didn’t have the sense to pass this.

Hauser Food Drive makes a difference As Hauser Junior High School is in the midst of our 48th Annual Canned Food Drive, I invite you all to help Hauser fight hunger. For 47 years, Hauser has been the largest contributor to the Salvation Army’s food pantry in the Englewood neighborhood of Chicago. In recent years, we decided to bring some of the giving closer to home and now our students bring over 150 pounds of food each month to the Riverside Township food pantry. What an extraordinary lesson this is for our students – an opportunity to see firsthand that hunger is an issue in our community. As is our tradition, we will be collecting cans, non-perishable food, and monetary donations See LETTERS on page 13

Religious assembly granted for Brookfield art gallery Village board puts 6-month hold on further special-use requests
By BOB UPHUES Editor
The Compassion Factory, an art gallery created by a local Methodist pastor and owned by the United Methodist Church, will be able to host a two-hour religious service each Sunday after the Brookfield Village Board voted unanimously to grant a pair of special use permits at its meeting on April 23. In voting to allow religious assembly for the small congregation at the art gallery, the village board’s decision ran counter to a recommendation for denial by the Brookfield Planning and Zoning Commission. The village board also approved a special use permit for shared parking for members of the congregation on land across the street. Perhaps fearing a legal battle if they rejected Compassion Factory’s request for the special use for religious assembly, trustees said they felt the weekly two-hour time limit would not pose a problem for the business district. Prior to the board’s vote, trustees Ryan Evans and Michael Garvey remarked that
allowing religious assembly for the Rev. Karl Sokol’s small Methodist congregation received strong support from residents, including many of whom were not members of the church. “This ordinance with the confined hours, with the limitations placed on it, I think it’s appropriate for the village of Brookfield and I look forward to seeing how it goes in the future,” Evans said. Garvey, however, hinted that potential litigation may have also weighed on trustees’ minds. “We’ve had the advice of legal counsel and reading up on the federal laws and the applicable laws, that maybe seemed to indicate this is something that needs to be granted,” said Garvey, adding he wanted to be a “responsible steward of village funds.” “We’re not authorizing a church on this property,” Garvey said. “We’re authorizing religious assembly on this property for very active residents of Brookfield and beyond.” At the same time, however, the village board also voted on April 23 to place a six-month moratorium on any special use applications, zoning map amendments or
zoning code text amendments within the Eight Corners and Station Area Districts to temporarily head off any other requests like Compassion Factory’s. During that moratorium, the village will conduct a study that may result in amendments to the zoning code regarding allowed uses at Eight Corners and other commercial districts. “This is a key sector of the village for us,” said Garvey, referring to Eight Corners. “We invested money and created a TIF district in this area, because we believe this village board shared a vision of what we wanted that district to be going forward.” The new Brookfield Comprehensive Plan imagines Eight Corners as a pedestrianoriented mixed-use commercial residential area. The village recently entered into a preliminary redevelopment agreement with a Western Springs-based development company to explore concepts for redeveloping the vacant Brookfield Bowl property at 3415 Maple Ave. Compassion Factory opened at 9210 Broadway Ave. in January after the Rev. Karl Sokol undertook a two-year total renovation of building, which was formerly a

dry cleaning business. Sokol is pastor of Compassion United Methodist Church, which bought the property in early 2016. The congregation was created after Brookfield United Methodist Church folded in 2011. Sokol’s mother, Linda Sokol Francis, had formerly attempted to get a new church/ community center built on land she purchased between 2009 and 2010 in the 3400 block of Grand Boulevard, which forms one of the Eight Corners that frame the veterans Memorial Circle. However, the village of Brookfield rejected the notion of a church at Eight Corners. Since that time, Francis has purchased additional property in the Eight Corners district for the expressed purpose of furthering the Methodist church’s mission, by creating businesses that can provide jobs. She has never given up her hope of building a church on the land in the 3400 block of Grand Boulevard. Critics of allowing Compassion Factory a special-use permit for religious assembly argued doing so would set a precedent that would pave the way for a church at Eight Corners.

Leader and Steensma shut down Huskies in early season showdown By MARTY FARMER
E
Sports Editor
ntering this season, the Lyons Township and Oak Park and River Forest High School baseball teams were regarded as the top two teams in the West Suburban Conference Silver Division. Aside from winning traditions, the commonality shared between the Lions (8-3) and Huskies (8-2) this spring is stellar pitching. Power arms were on display Saturday as visiting LTHS pulled off a 4-0, 3-1 doubleheader sweep. LTHS gave the ball to ace Grant Leader (1.25 ERA) and Eric Steensma (0.72 ERA), while OPRF countered with top starters Brendan Barrette and Griffin Holderfield (both have a 1.80 earned run average) during Saturday’s early season showdown. In the opener, Leader threw 6.2 scoreless innings of twohit baseball. Employing a variety of pitches (fastball, breaking ball, changeup), the Illinois-bound Leader struck out 14. “Leader had one of the finer pitching performances I’ve seen,” OPRF assistant coach Matt Maloney said. “We couldn’t get anything off him. He was picking us apart the plate. He can throw any pitch in any count.” With runs at a premium, the Huskies hurt their cause in the third inning with a couple of defensive miscues. The Lions took advantage, scoring three runs. LTHS added a run in the fourth on Bryce Moskiewicz’s single, which scored Michael Martino. After Barrette was pulled midway through the game, OPRF reliever Henry Darrow was effective over 3.2 innings. He allowed no runs, three hits, walked one and fanned six to keep the Huskies, theoretically, within striking distance. However, Leader limited the Huskies to three hits and no scoring opportunities. “His first couple of outings, Grant wasn’t necessarily struggling, but he didn’t quite seem like himself,” LTHS coach Kevin Diete. “The last few outings he has had a different mindset and taken control.” The second game offered more of the same from both sides. With Holderfield (Creighton recruit) and Steensma engaged in a pitchers’ duel, OPRF held a 1-0 lead in the top of the seventh. Danny Machaj started off a LTHS rally with a single. Will

Stenner tied the game on a single to score Machaj. With Stenner and Martino on base, the Lions’ Matt Piento laced a single to left field scoring both for a 3-1 lead. Steensma went the distance to earn the win. He allowed one unearned run, two hits, two walks and struck out five. “We preach to our guys about the importance of timely hitting,” Diete said about the game-two win. “We were able to do that in the last inning. While OPRF was disappointed with being swept, Huskies’ head coach Joe Parenti put the loss in perspective. “It was just one of those days,” Parenti said. “I don’t think we played our best baseball and if you asked LT they probably would say the same thing about themselves. There have been other Oak Park vs. LT games with more scoring, but these were intense, competitive games with very good pitching.”
Offensively, Jack Ferraro leads LTHS with a .486 average, 10 RBIs and four doubles. Machaj is hitting .324 with 10 runs scored. Moskiewicz is hitting .294. The OPRF infield is hitting well with sophomore second baseman Dylan Whitney leading the club in average at .485. First baseman Holderfield (.450) senior shortstop Brian May (.444) and third baseman Jake Adams (.400) have contributed as well. Andrew Neilson, Mason Hsieh-Bailey and Diamond lengthen the lineup with their ofKEVIN DIETE fensive ability. LTHS baseball coach Like the other high school baseball teams in the area, the Lions and Huskies have dealt with multiple cancellations due to inclement weather. “It’s been a tough mental drain,” Diete said. “Obviously, we want to keep our players sharp, bad habits can develop during practice. We’ve been keeping our practices short and sweet and just tune up the things that we need to.”
“We know how fortunate we are to have Grant.”

Public Notice is hereby given that a public hearing will be held by the Zoning Board of Appeals of the Village of River Forest, County of Cook, State of Illinois, on Thursday, May 10, 2018 at 7:30 p.m. at the Community Room of the Municipal Complex, 400 Park Avenue, River Forest, Illinois on the following matter: The Zoning Board of Appeals will consider a zoning variation application submitted by Maureen Huston, owner of the property at 631 Edgewood Place, who is proposing to construct a detached garage. The applicant is requesting variations to Section 10-9-7 of the Zoning Code for the purpose of constructing a detached garage in the side yard adjacent to the house. The proposed garage will not conform to the requirements for side yard setback to the building wall and the combined side yard setback. The Zoning Code requires a side yard setback equal to 10% of the lot width or 5 feet, whichever is greater. The lot frontage is 95.79 feet wide, requiring a minimum side yard setback of 9.58 feet. The applicant proposes to construct the garage so that the corner of the garage nearest to the southwesterly property line will have a setback of 5 feet. The Zoning Code requires a minimum combined side yard setback equal to 25% of the lot width or 10 feet, whichever is greater. Based on the lot frontage of 95.79 feet, the combined side yard setback is required to be about 23.95 feet. With an existing setback of 14.02
feet from the existing house to the northeasterly side property line plus the proposed 5 foot setback for the garage, the proposed combined side yard setback is only 19.02 feet. The legal description of the property at 631 Edgewood Place is as follows: LOT 2 (EXCEPT THAT PART CONVEYED BY GEORGE L. THATCHER AND OTHERS TO ANNIE C.
