Thursday’s meeting, which focused more on trimming expenses rather than increasing revenues, was the second public budget gathering of village leadership in August. The same group met Aug. 17. Those assembled, including Mayor Anthony Calderone and Finance Director Letitia Olmsted, made plans to meet again in three weeks on Sept. 21 to discuss possible new revenue streams. “The department heads looked really hard at each line item,” Gillian said. “It’s still a problem that needs to get resolved, but it’s not as dire as a couple of weeks ago. I see a light at the end of the tunnel.” No official action was taken Aug. 31, only suggestions and possible cuts. Between the Aug. 17 meeting and Aug. 31 meeting, Gillian said department heads like Police Chief Thomas Aftanas had met with Olmsted to find additional reductions, which totaled around $250,000. Those cuts brought down the $1.6 million deficit as discussed at the Aug. 17 meeting. Illinois law requires non-home rule communities, like Forest Park, to pass an appropriations ordinance, which authorizes all municipal spending, by July 31, the end of the first fiscal quarter. The village council passed it on July 24. A village budget — wholly separate from the appropriations ordinance — is used

We have to do this for everyone else who wants to help but couldn’t make the trip.” They gathered support from friends and family by starting a Go Fund Me site and posting videos on social media. “It was very rewarding,” Kyle said of their relief efforts in Texas, “It was uplifting but I haven’t shed enough tears yet. Our timing was perfect. We arrived right when the military arrived.” In Houston, they emptied the Winnebago of all its supplies. “We met some great people. I wasn’t expecting to get help from so many people.” On the drive back to Chicago, they stopped at a friend’s house in Austin, where they enjoyed a much-needed meal and shower. The flood survivors still needed help but Kyle, like many, had to get back to work after Labor Day. Still, Kyle felt satisfied that they had represented Forest Park and the Midwest. “Everyone came with us, whether they did or not.” ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Village Council retracts firing of police officer Salas, though accused of sexual assault, can now collect pension By THOMAS VOGEL Staff Reporter
The Forest Park Village Council, at its Aug. 28 meeting, unanimously approved a resolution that rescinds the firing of a Forest Park police officer, Roberto Salas, and allows the 20-year veteran to collect his pension. The council’s action is the latest twist in a months-long story. As reported by the Forest Park Review, Salas was fired in November 2016, shortly after a 47-year-old Forest Park woman accused him of sexual assault. The Cook County State’s Attorney’s Professional Standards Unit (PSU) decided against charging Salas with sexual assault in early June. The Illinois State Police investigate

officer-involved shootings and also possible misconduct, as in this case. The woman filed a federal civil suit against Salas and the village in December 2016, alleging sexual assault. Parties in that suit, according to documents filed with the U.S. District Court for the Northern District of Illinois, agreed to a settlement on Aug. 21. At the Aug. 28 village council meeting, commissioners also unanimously approved a separate resolution agreeing to the Aug. 21 settlement in that federal case. The details of that settlement are not yet available. The Review filed a Freedom of Information Request, but it was not released as of press time because, according to Village Clerk Vanessa Moritz, all parties had not yet signed the agreement. When reached by phone, Sept. 1, Village Administrator Tim Gillian declined comment. “It is what it is,” Gillian said. The alleged assault, the federal suit claimed, occurred Sept. 2, 2016 in the wom-
an’s home while Salas was on duty and in full police uniform. Forest Park police had previously responded to the woman’s residence for calls of domestic abuse. In late August, according to the suit, the woman got a two-year “protective order” and her husband was allowed to gather his belongings from the couple’s home — under police supervision — on Aug. 30. Salas was one of two officers present that day. Salas, the suit claimed, stayed with the woman as her husband gathered his effects and gave her his business card and “invited her to contact him anytime if she ever needed help with anything, or even if she just needed a cup of coffee.” The woman texted Salas the next day to “get together with him” and Salas said he would stop by. The next day, the suit says, Salas came by her home, was let inside by the woman and then “proceeded to sexually assault” her before leaving after getting a call on his police radio. Salas, in his response to the lawsuit, denied sexually assaulting the woman.

New school-funding law could impact taxes Property taxes could be lowered by referendum By BOB SKOLNIK Contributing Reporter
A referendum to lower property taxes could possibly be one result of the new law to revamp state aid to education in Illinois. A provision in the new law, which was passed last week by the state legislature and quickly signed into law by Governor Bruce Rauner, allows voters in well-funded school districts to petition for a referendum to lower property taxes. It appears that Forest Park School District 91 will be one of the school districts that falls into that well-funded category. The new law establishes a complicated formula, based on a host of factors, that the state will use to determine a baseline of what is considered an adequate level of funding for each school district in Illinois. In districts that are funded at a level that exceeds 110 percent of what the state deems adequate, a petition signed by 10 percent of the registered voters in the district can place a referendum on the ballot of the next election to lower property taxes to a level that would result in a funding level of no less than 110 percent of what the state considers adequate. D91 is currently funded at 154 percent of adequacy and is the 34th best financed district in the state according to an unofficial

Commissioners on July 24 authorized spending $27,976,018 in the general fund, an increase of 4.8 percent over last year. The overall appropriation is $49,242,563, an increase of 4.6 percent over last year. As reported by the Review, Commissioner Dan Novak abstained from the unanimous vote, citing lack of transparency. At the July 24 council meeting, Calderone acknowledged that budget workshops had not been held but said at least one would be scheduled. Following the Aug. 31 meeting, there have now been two, with another one scheduled. Several ideas were tossed around Aug. 31, including changes large and small. Commissioners and Mayor Calderone went line by line through the budget, peppering department heads with questions about everything from overtime wages at the police department to printing fewer

spreadsheet that has been passed around to school officials. However, D91 Supt. Lou Cavallo cautions that the state has not yet determined adequate funding levels for the 2018 fiscal year. “ISBE [Illinois State Board of Education] has informed us that it will be several months before adequacy targets are determined,” Cavallo said in an email. “Much is considered, including poverty level, etc. We are unsure at this point what our adequacy targets will actually be. Our district, like all districts in Illinois, will be funded at the Fiscal Year ’17 level this year as the state board reviews data to determine the adequacy targets and develops the rules associated with this new law.” D91 currently carries no debt and is projected to end the 2018 fiscal year with reserves of nearly $14 million in its Education Fund. Despite its strong financial condition, Cavallo said, a reduction in local property taxes for D91 would have negative conse-

Changes to the police department, community center, the fire department and the department of health and safety were all workshopped. Olmsted said at the meeting she could have updated and concrete numbers on all the suggested changes and cuts to the commissioners by Sept. 8 at the latest. It’s not clear, for instance, if reducing the number of printed calendars would have any effect on total cost, depending on what the printing business charges. “I don’t think we have a [final] number on what was cut today,” Dan Novak said. Some areas were more difficult than others. “I don’t know what else you could cut,” Novak said, referring to the community center. One idea floated by Fire Chief Bob McDermott was reconfiguring the village’s paramedic services to an in-house operation and hiring three new firefighters, who would also be certified paramedics.
quences if it were combined with a cut in state aid. “If we were to have a reduction in general state aid funding and revenue from property taxes, it would be devastating,” Cavallo said. “We would likely need to reduce programming.” However, the new law provides that no school district, however well-funded, will get less state aid than it received in 2017. The provision that allows for a referendum to lower property taxes in well-funded districts was put in the new law at the insistence of Republicans and met with little resistance from Democrats. State Senator Kim Lightford (D-Maywood) was one of eight legislators who hammered out many of the details of the bill in bipartisan negotiations. She said the provision allows voters in well-funded school districts to decide how much money they want to send to schools. “That’s giving them an opportunity to decide if they want to continue their school
The move, which Gillian acknowledged sounds “counterintuitive,” would save the village money for about a decade, in part through grant funding. Commissioner Tom Mannix called it a “good first step” but asked for further clarification and more year-to-year projections. “What I’d like to see is how all those numbers look mapped out,” Mannix said. Mayor Calderone asked about incorporating the responsibilities of the village’s part-time fire inspector into the duties of everyday fire personnel. “We did that in the past and there was no continuity with inspections,” McDermott said. “It was very difficult to manage for businesses. [The inspectors] would be in there, they’d get a call, then they’d have to go back.” Glinke said “historical context” was key to any discussion of cuts. Just a few years ago, for instance, the village eliminated its full-time fire inspector and administrative assistant when it shifted to the part-time arrangement, which Glinke said is a fixed cost of about $50,000 per year. “It’s a bargain any way you slice and dice it,” said Glinke, director of health and public safety said. “It’s money well spent.”
districts at that level or if they prefer to lower their property taxes, and the school [district] would have to make an adjustment,” Lightford said. “Most of those school districts have a high reserve.” Proviso High School District 209 officials do not have to worry about a referendum to lower taxes. According to the spreadsheet, D209 is the 366th best-funded district in the state and is funded at only 71 percent of what the state considers adequate. The main purpose of the new law is to revamp the state funding formula to direct more state aid to less-well-off districts such as D209. Lightford has focused on education issues throughout her nearly 19-year-long career in the state senate and has long pushed to direct more state aid to poorer districts. She said she is proud that that objective has finally been achieved with the new law. “I’m really excited about the substance of what it does,” Lightford said. “It is a proud moment.” The law also provides for $350 million in additional state aid to school. That additional money will be distributed according to the new funding formula. Another provision of the new law allows for tax credits for donations to a scholarship fund for students who attend private schools. That was added to the bill at the insistence of Republicans and was strongly supported by Cardinal Blasé Cupich. Lightford, like most Democrats, had concerns about the tax credit proposal, especially since it was added at the last hour, but was willing to accept it. “If that was what needed to be done to satisfy the Republican Party, then we needed to consider that in order to get the bill done,” Lightford said.

Nick Ardinger makes a fashion statement He and his kilt are all over town By TOM HOLMES Contributing Reporter
Forest Parkers may have seen Nick Ardinger walking around town wearing a kilt. That fashion choice, Ardinger said, is partly because of his Scots-Irish heritage, partly because kilts are comfortable and partly because he was bored at work one day, looked kilts up online, found one on sale and thought wearing one would be fun. “Wearing a kilt,” Ardinger said, “challenges some of your assumptions. People try to figure out which box this goes in: the Scottish box or the punk box or the crossdressing box.” Many Forest Parkers call Ardinger a local “activist.” That reputation isn’t off base. He serves on the village’s Diversity Commission and has been involved in local issues before, including advocating for the recently passed welcoming resolution and canvassing for 209 Together candidates in the April school board election. But he prefers the label “engaged citizen.” “I see an ‘activist’ more as somebody who is trying to draw out people who are not currently engaged and build coalitions,” Ardinger said. “I see myself as more of a participant in those movements. I am a willing volunteer for activists.” His wife, for example, was one of the people who started Forest Park’s community garden on Harlem Avenue in the shadow of the Eisenhower Expressway. “When they started the community garden,” he recalled, “they asked me if I would move some dirt for them in my truck and I answered ‘sure.’ I naturally gravitate to that level of engagement.” Another example was his involvement in 209 Together. He doesn’t see his canvassing for Ned Wagner and Claudia Medina in the context of partisan politics as much as coming together as a community around a shared interest and being a “foot soldier” for the activists. “I see myself as just a citizen,” he said. “I think a lot of the problem is that the notion of citizenship has been degraded to simply voting. The baseline of citizenship isn’t just voting but being aware, learning about what is going on.” Proviso schools, Ardinger said, suffered from lack of attention from community members. That needs to change, he said. Another label, “intellectual,” also describes Ardinger. He has a PhD from the University of Illinois Chicago. His 2012 dissertation wrestled with the question, “How do narratives compete to gain power?” By narratives he means “the stories we tell ourselves about how the world is made up” and how those stories or narratives “shape our ability to understand the world.”
Ardinger points to the narrative of the “hopeless” Proviso high schools in the last several decades. But engaged citizens, particularly the Brown Cow 20 and the Proviso Together movement, changed that narrative. Another example could be the recent spat over Cook County’s new minimum wage ordinance and the split between workers wanting better compensation and business owners wanting to stay afloat in a competitive environment. The two sides, Ardinger said, were tell-
ing separate stories as the village council debated whether to opt out of the county ordinance. “I think the Chamber’s narrative or vision has worked,” he said, “because that’s one of the things that drew my wife and me See ARDINGER on page 8

Man pretends to be owner in rental scam A 45-year-old Chicago man told Forest Park police he responded to a Craigslist ad for an apartment rental on Harlem Avenue. The man met with the renter, a 27-year-old Forest Park man twice, on Aug. 11 and 13, and gave $1,500 as a security deposit and first month’s rent. He was told the apartment would be ready Aug. 27. On Aug. 27 around 12:30 p.m., the new tenant “found out that he was not the real owner.” The real owner gave the victim his money back, according to the police report. The perpetrator has not been found, and the police report notes he was involved in two previous similar incidents in 2016 and 2017.
one had taken loose change, a backpack, a wallet and $10 in cash from her parked and unlocked 2015 Volkswagen Jetta. The incident, which happened sometime between Aug. 27 at 10 p.m. and Aug. 28 around 7 a.m. was on the 1100 block of Harlem Avenue. Total loss is estimated at $315.

Forest Park police officers arrested 23-year-old Daniel Dixon for felony aggravated DUI and aggravated fleeing an officer on Aug. 27 around 6:30 p.m. Officers saw Dixon in a 2017 Nissan driving out of Walmart’s parking lot “at a high rate of speed.” The Nissan also failed to yield to a stop sign and “nearly struck another vehicle” as it drove northbound on Desplaines Avenue. Officers tried to curb the Nissan as it turned onto Roosevelt Road, but the Nissan began to accelerate and “continued at a high rate of speed.” The Nissan was clocked “in excess” of 80 miles per hour in a 25 mile per hour zone and was seen swerving in and out of traffic and reportedly nearly hit a pedestrian at Circle Avenue and Roosevelt Road. The Nissan got on I-290 and eventually crashed into a Honda. Dixon fled on foot and was stopped by Oak Park police near the 300 block of Garfield Street in Oak Park. Officers saw a bottle of vodka, nearly empty on the floor of the Nissan. Dixon’s speech was slurred, according to the report, and he told officers he was celebrating his “birthday all weekend.” His blood alcohol content at the time of arrest was .122, almost twice the legal limit of .08. He reportedly told officers he didn’t realize police were pursuing him until he was on I-290.
A Forest Park woman told police someone broke into her apartment on the 7300 block of Roosevelt Road sometime between Aug. 23 and 28 and took a black-and-white Tommy Hilfiger purse. The woman, who said she was out of town during the break-in, told police she had locked the front and back door before leaving. Police found no signs of forced entry to the front or back doors or the windows.

Motor vehicle theft A 69-year-old Forest Park man told police someone stole his parked 1998 Audi A4 from the 7200 block of Adams Street. The theft happened sometime between Aug. 27 around 2 p.m. and Aug. 28 around 3 p.m.

Harlem Ave. Someone had cut a razor wire fence and then jumped another 5-foot fence to get into the rail yard. “MTS,” “Error,” and “Jaezo” were found painted on the train cars.
Sorry, and sad Forest Park police stopped a 30-year-old Oak Park man outside a bar on the 7600 block of Madison Street on Aug. 27 around 3 a.m. after they saw him run toward a parked car with what looked to be a beer can in his hand. Officers approached the car and saw a spilled beer on the ground next to the car. The man reportedly said, “Sorry.” Officers then did a name check on the man and discovered he had an active Cook County arrest warrant for DUI. The man was taken into custody. These items were obtained from police reports filed by the Forest Park Police Department, Aug. 28-Sept. 1, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Kaylie Ross graduated from Harding University in May and, using her degree in broadcast journalism, got a job in Cape Girardeau, Missouri at Channel 12 station KFUS where she works in the newsroom as a digital content writer. At last, budget scrutiny
I
t took an odd while, but all eyes at village hall now seem focused on finding a combination of ways to cut costs and raise revenues in order to avoid an endof-fiscal-year budget deficit. Meeting last week, the mayor, village council, administrator, finance director and department heads reviewed spending cuts. Many of them are small — reducing the number of calendars the village prints — but others were more substantial, such as overtime in the police department. Beyond these immediate trims, other more foundational ideas were shared, including restructuring the village’s paramedic and fire staff. That’s a big and complex concept but it is the sort of idea that, if it vets out, could avoid perpetual nickel-and-dime choices at budget time. We will make our usual plug that, in this time of what will be neverending budget stress in small communities such as Forest Park, the actual idea that needs to be explored is merging Forest Park’s fire department with River Forest and Oak Park. Until that blue-ribbon committee is formed and charged with a deep exploration of the pros and cons, then we’re not really serious about fixing the abiding challenges of local governments. In three weeks, the same crowd will gather to consider options for increasing revenues via fees and fines. This is an inevitable aspect of closing this budget gap. But as in cost cutting, the options tend to be small and limited. Finally, as we cover three special budget meetings in a month, we just do not understand how Forest Park allowed itself to get four months into a tough fiscal year without convening decision makers to fix its budget. With every day that passes, the need to cut deeper or increase fees more sharply increases as we near the halfway point in the fiscal year.
Complex cop story
Forest Park’s small police department has a history of drama, and not in a good way. Too much aggression toward suspects. Too much testosterone toward everything that moves. We were impressed last November when Police Chief Tom Aftanas, the best chief the village has seen in some while, fired veteran officer Roberto Salas after charges of sexual assault were leveled by a citizen. Since then this case gets complicated. The Illinois State Police investigated and did not recommend charges against the fired Salas. The alleged victim filed a federal civil case against the village government and the officer. That case is now near settlement; in fact, the village council approved its end of the settlement last week. Perhaps as part of those negotiations, the village council last week rescinded the firing of Salas and then immediately accepted his resignation. The outcome? Salas gets a pension for the rest of his life, courtesy of Forest Park taxpayers. We should know more and the Review has filed FOIA requests for additional documents. We accept that such cases are complex. But this chief and this village government need to take every opportunity to send a message of culture change to its police department so these troubling stories come to an end.

Disabilities community shows money power
A
t first glance, drivers on Madison Street during the evening rush hour on Aug. 24 might have thought they were witnessing a protest march. Thirty-six black, brown and white skinned folks all dressed in red shirts were marching from Desplaines Avenue east on Forest Park’s main business strip. A closer look, however, would reveal the words Progress Center for Independent Living (PCIL) were printed on the front of the shirts and that Larry Biondi, PCIL’s advocacy coordinator, was leading the way in his power wheelchair. All in all, people with disabilities spent a total of $1000 at Schauer’s Hardware Store in just one hour at the Thursday afternoon “Shop-In.” The “action,” as PCIL staffers referred to it, was cooked up by a group called the Community Partners Committee which is composed of Progress Center staff members and people from the community like John Conversa from Ferrara Candy Company, Joel Foster, the president of Forest Park’s Chamber of Commerce and myself. As we faced the fact that not many residents of Forest Park know what the Progress Center does or even where it is located, what the group came up with was an action which was positive and affirming instead of confrontational and critical. We decided to call the action a “ShopIn,” with the goals of raising the PCIL’s visibility and
showing that people with disabilities have money to spend and represent a market for businesses. “The action was meant to demonstrate that people with disabilities contribute to this country’s economic growth, and there needs to be a conscious awareness among business owners that people with disabilities have such power,” Biondi said. “The only way to achieve this heightened awareness is that business owners need to see people with disabilities in their stores and restaurants.” Biondi later added the Shop-In could help businesses improve accessibility for disabilities people. “Can a person in a wheelchair maneuver in aisles? Can people who are blind access the merchandise? How can a deaf person communicate with a business staff if they need assistance?” Biondi asked. When Rich Schauer heard what PCIL was planning to do in his store, he was supportive. His hardware store is not completely ADA compliant, but it is wheelchair accessible. And I can say from my personal experience that his staff has always been happy to assist persons with disabilities when, for example, they might not be able to navigate a narrow aisle. “People with disabilities have money to spend,” Horacio Esparza, PCIL’s executive director, who is blind, said. “It’s a win-win situation for businesses and the disability community by making businesses accessible.”
