t their meeting on Aug. 9, the Forest Park School District 91 Board of Education unanimously approved the district’s strategic plan for the 2018-19 school year, which outlines teaching strategies, test scores and social-emotional goals the district aims to achieve by May 2019 and beyond. “A lot of it this year is continuing what we started last year, so we can really see it through,” Superintendent Louis Cavallo said at the board meeting. “The goals that we set this time are a bit of a stretch. We didn’t want to just [increase] 1 percentage point; we wanted to make it significant. We didn’t make it too easy, but we did indeed make it goals that we believe we can accomplish.” In the plan, D91 teachers, administrators and staff outlined short-term and long-term academic goals around state and school tests in math and English language arts (ELA). For the state Partnership for Assessment of Readiness for College and Careers (PARCC) exam, D91 aims to increase student scores in the ELA and math sections by 10 percent by 2020, so the district meets and, in some cases, exceeds the state average. In 2017, 33 percent of D91 students met or exceeded state standards in ELA in PARCC, compared to

Pepperfest: A cornucopia of conversation

orest Parkers are always looking for an excuse to party. Pepperfest is one of those excuses. It’s a unique event, started in 2008 by Chris Everett’s husband, Mike Frantonius. Mike had planted way too many peppers that spring. He suggested they invite neighbors over to hang out, consume cocktails and take home peppers. Chris reported that many brain cells died that night but not a single pepper lost its life. They decided to make it an annual event and Pepperfest grew into a huge happening. Three years ago, it coincided with what became Garage Galleries. Chris had live music in their backyard and she sang to a sea of people. She saw that Pepperfest had outgrown basements and yards. It was time to take it to the next level Pepperfest made the quantum leap to become an alley party between Monroe and Adams. There was a large tent set up in the middle of the alley for live music. There was a food garage, beverage garage and dessert garage. Between the garages, there was a full bar manned by Sam Gamboney. Mike acted as my tour guide, explaining the history behind the houses, coach houses and garages. I had long heard that garages were converted into homes for

workers at the Amertorp torpedo plant. Now I was looking at two of them. Mike also showed me the quirky decorations in their yard. A porcelain bedpan bore some inspirational words, “Aim higher! You hit what you aim for.” There was also a pink elephant, “Why wait to hallucinate???” I felt like I was hallucinating when I encountered neighbors I hadn’t seen in decades. I also saw gradeschool classmates and other familiar faces. Being a roving reporter, I sat down with strangers to learn their connection to Pepperfest. I was surprised that so many came from outside Forest Park. I suspected they were crashers until I learned they were part of Chris’ far-flung network of friends. I also spoke with neighbors who live in this quiet enclave, a section of dead-end streets bounded by railroad tracks. They were buzzing about a train coming through for the first time in years. They hoped it wouldn’t become a regular thing. One woman I interviewed had relocated from Park Forest. Can you imagine moving from a planned community to a completely unplanned community? I talked with some women who thought one guest looked like Brad Pitt and that I looked more like Mr. Rogers. I was living the Pepperfest dream: good conversations with good people.

Meanwhile, Mick Archer played and sang at the keyboard. Chris, who had been a professional singer for years, crooned “Moondance.” It was the perfect song, with a full moon shining down. She also sang “A Natural Woman” in tribute to Carole King but it had echoes of Aretha. Chris said it was first Submitted photo time she got to really enjoy Pepperfest. She was able to sit down with a full plate of food and have uninterrupted conversations. At one point, there were 75 people sitting down to eat, while kids frolicked in the freedom of the blocked-off alley. Though it was family-friendly, the Pepperfest Most Drunk Award was on display, listing the winners over the years. Their names are emblazoned on a mangled folding chair that was designed to support one drunk person but not two. No harm came to a pepper, though, as no one took any home. One party-goer actually gave a bag of peppers to Chris. I guess she didn’t know the First Rule of Pepperfest: No peppers. ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Proviso East wins first football game in at least three years

Going into their Friday night showdown with host Round Lake, the Proviso East football team had not won a game since the 2014 season. The night ended with the Pirates snapping their losing streak by beating the Round Lake Panthers 20-7. According to a report in the Daily Herald, East had lost 35 straight games before their victory on Aug. 24, which increased Round Lake’s losing streak to eight games. Round Lake coach Cristo Garza told the Daily Herald that the members of East’s football team “played their butts off. Hats off to Proviso. They’d been looking for that win, and good for them to get it.” Proviso East scored the game’s first touchdown. The victory was particularly compelling considering it came under new coach Oliver Speller, who was hired earlier this year to replace former coach Dewan White, Sr. Proviso East hosts Glenbard West on Aug. 31. Kickoff is 6 p.m.

Pressure’s on for D209 to specify cost of facilities plan FOP head says interest rates, construction costs will only rise

During a regular meeting on Aug. 14, the Proviso Township High Schools District 209 school board — along with members of the district’s Financial Oversight Panel (FOP), an architect from Perkins and Will, and D209 administrators — openly broached for the first time what it would take to pay for the facilities master plan the district has been working on for more than a year. It could cost anywhere from $50 million to $100 million, according to a very rough guesstimate thrown out by Supt. Jesse Rodriguez during the regular board meeting, which was held immediately after a special joint meeting between the school board and the FOP. Rodriguez cautioned that any conversation about the cost of improving and modernizing the district’s three campuses would “be brutal,” but necessary. “I must warn you that these will be courageous conversations we’ll need to have,” he said, “because the needs are very high. We’re talking above $50 million.” The Aug. 14 meeting served as something of a test case on just how tense and downright confusing those conversations might get. A grant from the Metropolitan Water Reclamation District will help Forest Park construct a green alley in the ElginMarengo alley between Lexington and Harvard streets. At the Aug. 27 Forest Park Village Council meeting, elected officials unanimously approved an intergovernmental agreement with the water reclamation district, which will pay up to $123,830 of the estimated $275,000 cost of creating the green alley. When the alley is replaced, the center 6 feet will consist of permeable pavers to help stop storm water runoff; the rest will be concrete. In addition, the alley will have perforated catch basins to maximize storm water infiltration into the ground. Together the green infrastructure installations will provide a total design retention capacity of 28,841 gallons of storm water per rain event. Village Administrator Tim Gillian said the alley is on the list of alleys being considered for replacement through the village’s

five-year infrastructure plan and “soil conditions are good for this type of alley.” He said village officials applied for the grant in 2017, and they were informed by water reclamation district officials in July that they received the grant. “It took some time to go through their process,” he explained. “But we’ve got it now.” Gillian said the project will be undertaken in 2019 with the bidding process taking place in the winter months and the actual work done in late spring or early summer. The green alley will be the third in the village, joining the 500 block alley between Thomas and Beloit avenues and the 100 block alley between Harlem and Elgin avenues. Gillian said both were done “a long time ago,” also with partial funding from the water reclamation district. He indicated the cost of a green alley, $100,000 higher than the cost of a standard concrete alley, is preventing the village from doing more. “We would do more if we could get financial assistance from somebody,” Gillian explained. “We just cannot justify the cost to do it by ourselves.” Under the intergovernmental agree-

ment, Forest Park officials will provide and maintain signage describing the project as a joint effort between the village and the water reclamation district “to promote the use of green infrastructure as an effective means of storm water management.” The Forest Park project is among projects in parks, forest preserves, municipalities, a university and a nature center throughout Cook County to benefit from water reclamation district funding of green infrastructure enhancements to better manage storm water.

Proviso East alumna owes her teaching career to one teacher Lizzeth Fausto uses her skills to teach her children and others about the immigrant experience By SIOBHAN NEELA-STOCK Contributing Reporter

Illinois was an unlikely place for Lizzeth Fausto to end up. Born in Orizaba, Mexico she moved with her family to Forest Park when she was five years old. At first, they stayed with an aunt, who lived across the street from Field-Stevenson Elementary School. After saving enough money, Fausto, along with her mother and father and older sister, rented an apartment in the same building as their aunt. Soon after moving to Forest Park, Fausto’s parents divorced. The sisters stayed with their mother. Today, Fausto’s older sister lives, like their aunt once did, across from Field-Stevenson. Fausto now works in the education system. One of the first people who believed in Fausto’s dream of becoming a teacher was Glenn Lid, her Honors Chemistry teacher at Proviso East High School. He encouraged Fausto to apply for the Golden Apple Scholarship, which provides tuition and academic support to high-performing students who are planning on becoming high school teachers in high-need schools. When the news that migrant children were being separated from their families was revealed this spring, Fausto took this as a learning opportunity for her children. She and her children attended a march against the separation of migrant families. “I thought about it really hard because I didn’t want to expose my kids to something that could have turned into an ugly situation,” she said. Although, Fausto is a U.S. citizen she hasn’t forgotten her roots. She doesn’t want her children to forget either. Her son and daughter have both visited Mexico and have seen the house where Fausto grew up. She has taught her children to be proud they are American but to also represent their Mexican heritage. But there is still a gap in understanding for her children when it comes to family separations. “How come that kid can’t have what I have? Just over a stupid paper, my son will say,” Fausto said.

Locals celebrate Eid al-Adha Imad Tarhoni celebrated Eid with lamb, family and friends By TOM HOLMES Contributing Reporter

August 22 marked the Muslim holy day called Eid al-Adha. Forest Park resident Imad Tarhoni and his family kept the day along with over three million Muslims living in the U.S. by sacrificing a lamb and remembering the story of the prophet Ibrahim, his wife Hajar and their son Isma’il. Like Christians who remember the birth of Jesus on Christmas and Jews who recall the miraculous freeing of the Hebrew slaves from bondage in Egypt at Passover, Eid is a special occasion in which Muslims remember part of their sacred story, how Allah tested the faith of Ibrahim when he asked him to sacrifice his son Isma’el. Tarhoni said the story begins with giving birth to Ibrahim’s first born son Isma’el and then continues with Allah commanding Ibrahim to take Hajar and her newborn son into the Arabian desert and leave them there—at the place where the present holy city of Mecca now is located. Allah miraculously takes care of Hajar and her child, while Ibrahim travels back and forth between Mecca and Palestine where his other wife Sarah and her son Isaac are living. Then when Isma’il is a young man, Allah commands Ibrahim to sacrifice his first-born son as a kind of test of the prophet’s faith and total commitment to God. Tarhoni said Ibrahim agrees to sacrifice Isma’il, and that Isma’il also agrees and says the family should obey Allah. The two prepare for the sacrifice but, at the last minute, Allah intervenes. paraphrased the Quran’s Arabic as he told the story behind Eid al-Adha. “We will provide an animal from the sky,” said Allah, ac-

cording to Tarhoni’s translation of the Quran’s Arabic. It was a test of faith and commitment, said Tarhoni, for both father and son. Islam, it should be noted, means “submission,” submission and obedience to God’s will, so this story remembered on Eid al-Adha gets to the heart of what it means to be a Muslim. Like rituals in other religions, Eid al-Adha is an opportunity for Muslims to not just remember the story in their heads but to somehow live in the story thousands of years after it first took place. Tarhoni said that his family celebrated Eid al-Adha by visiting a farm near Elgin about two weeks ago and buying a lamb, which they brought home and treated well until last week when it was slaughtered. “Our kids know what is going on,” Tarhoni said. When the time for the sacrifice came, the children were taken away, and Tarhoni took the lamb out to the backyard and slaughtered it in the traditional way, which is virtually painless. “We treat the animal very well,” he said. “For example we don’t permit other animals to watch the slaughtering because it would scare them.” After the lamb was killed and dressed, the children were brought back along with members of his extended family and the grilling of the meat began along with the preparation of other parts of the meal. Eid al-Adha takes place in the last month of the lunar year, a month when literally millions of Muslims are making the hajj or pilgrimage to Mecca, which is one of the five pillars of Islam required of every Muslim who is financially and physically able to do it. When asked what he wanted readers to know, Tarhoni replied that Eid al-Adha is about the testing of Ibrahim and Isma’il and their submission to God, and also about Allah providing an animal for the sacrifice. It’s also about family. It often becomes the occasion for a family reunion. And finally, in response to vegetarians and people to whom sacrificing animals seems inhumane, he said, “we eat one-third of the meat, give another third to neighbors and friends, and give one-third to the poor.”

The addition of two new probationary officers at the Aug. 27 Forest Park Village Council meeting brought the Police Department to full strength at 38 officers but two retirements, one already announced and the other anticipated, will leave the department short-handed by the end of the year. Mayor Anthony Calderone administered the oath of office to Benito Marti and Arleta Kochan, replacing one officer who retired in May and another who resigned in June. But Officer Harold Grimes already announced he will retire in October and Police Chief Tom Aftanas said he expects another member of the department to retire by the end of the year. The village council last month granted the request by Aftanas that the Fire and Police Commission be authorized to hire three new officers, but the department’s eligibility list has been exhausted, requiring the village to create a new eligibility list.

The first step in that process will be administering a written exam on Saturday, Sept. 15. Aftanas said he hopes to add two more officers in time to attend the next session of the academy, which starts in January. Aftanas said Marti and Kochan will start training at the Chicago Police Academy next month. After 3½ half months of training, they will undergo three months of field training in Forest Park. The addition of three probationary officers last December brought the department to full strength for the first time since 2015. Marti, 28, of Norridge, has attended Harper College in Palatine and Triton College in River Grove. He has 77 credit hours mainly taking business courses. He has served as an auxiliary officer for the Norridge Police Department since January 2017. Kochan, 25, of Chicago received a bachelor’s degree in justice studies with a minor in criminology from Northeastern Illinois University in Chicago. She has no prior police experience but is bilingual, speaking fluent Polish.

As has happened during previous swearing-in ceremonies, the audience included members of the Forest Park Police Department and members of the new officers’ families. Marti also was supported by two representatives of the Norridge Police Department, including Chief David Disselhorst, who told Calderone, “You’re getting a good one.” Grimes began his Forest Park career as a 911 dispatcher in October 1989 and joined the police force in May 1996. He served as a bicycle officer and as an evidence technician, assigned to the West Suburban Major Crimes Task Force. The process for bringing on new officers is extensive and can take more than a year to complete. Forest Park’s department, like other municipal forces, adheres to state law. Illinois requires departments to maintain an eligibility list of potential hires, even when no job openings exist. Typically, a department will contract with a private company to help compile the list. Forest Park, for instance, has used Chicago-

based Stanard and Associates in past years. The hiring process includes mental aptitude, physical fitness, and psychological examinations; polygraph tests; and drug and medical screenings. The Fire and Police Commission, a threemember, mayor-appointed board that oversees the hiring process, also conduct interviews. In Forest Park, candidates with college degrees, prior law enforcement or military experience score additional points. Preference cannot be given to individuals from any particular racial, ethnic, religious, gender or sexual orientation group. Although the Illinois Law Enforcement Training and Standards Board, a state agency established in the 1960s, mandates a minimum level of requirements — such as no felony convictions for sworn police officers — individual communities can establish their own additional qualifications, too. Forest Park, for instance, requires 60 credit hours from an accredited college or university and the successful completion of a background check.

Columbia College professor from page 1 clan name, Madiba, a sign of both respect and affection used in the Nobel Prize winner’s presence only by those who were close to him. He worked side-by-side as a young man with Dr. Martin Luther King Jr., and he knows Barack Obama personally. The goal of his life’s journey, as well as the force that drove him, was literally to change the world. “The vision of those liberation movements [in Africa] that I supported,” he said in a 2009 interview with Columbia College Chicago, “was about creating just, equitable, participatory societies … and creating a world in which race would no longer be the dominant force that it is even today. It was about building a new human being.” That lofty vision grew out of experiences in the first two decades of the activist-educator’s life. Rozell William Nesbitt — he hates the name Rozell and always goes by Prexy — was born in Cook County Hospital in 1944 and grew up mainly in Chicago’s Albany Park neighborhood. His mother, Sadie Crain Nesbitt, was a teacher. “It wasn’t accidental,” he recalled, “that she took me to hear The Weavers [Pete Seeger’s group] and watch Katherine Dunham dance.” Sadie was a close friend of Mahalia Jackson, whom some critics refer to as “the queen of Gospel.” “When I first learned to drive,” Prexy said, “I remember taking recipes back and forth between my mother and Mahalia.” “I remember going through a phase of hating white people when I was 17 or 18,” he added. “My mother came to me one night and said, ‘If you want to have your own house, you can do whatever you want, but as long as you’re under my roof, you can’t have those attitudes.’” Prexy and his parents had experienced their share of discrimination from white people, but those negative interactions were balanced not only his parents’ perspective on race but also attending to a Jewish nursery school and a summer spent in Sweden

VISIONARY: Growing up, Prexy’s mother suggested he volunteer with Martin Luther King Jr. on a whim. The work changed his life. living with the Holmgren family between his junior and senior years in high school. “My parents were big advocates of international exposure,” he explained. “Many of the Holmgrens and their friends have been here to see my family, and many of my family have been there to meet them. We’re like one family.” Prexy’s father was a union organizer and was very politically aware. “My father and mother were both oriented toward learning out of life,” he recalled. “There was book learnin’ and there was life learnin’ and you had to have a lot of both.” Prexy remembers fondly the 11-unit apartment building at 1514 S. Albany owned by his father and four of his father’s brothers. “It was an institution,” he said. “It wasn’t just a home. It was an institution.” He recalls meals the whole building would share together, one dish in one apartment, the dessert in another, and so forth. It was there that he and his cousins heard stories like the one about a man on his mother’s side of the family whom they called “the gun-toting pastor.” “Pastors were special targets of the Ku Klux Klan,” he explained, “because they were the learned ones. Columbia College Chicago professor I got the gun in the pulpit and sometimes I don’t. I ain’t worried about the people. It’s the bishops that I worry about.’ He was antihierarchy. He was a people’s kind of pastor. That’s the kind of tradition and values that I was raised with in my family.” Book learning also mattered. In the 1950s, Prexy’s parents pulled him out of public

school and enrolled him in Francis Parker, a progressive school whose tuition was $2,000 per year, a lot of money then. On a trip he and his father took to visit Yale University and Oberlin College, they stopped to check out Antioch College in Yellow Springs, Ohio. “Black people called the town the oasis of the desert,” said Prexy, “because in the racism and bigotry down there in Southern Ohio, Yellow Springs was open.” He studied political science with a minor in 19th-century Russian literature at Antioch but what impacted Prexy even more was the year he spent at New University in Dar es Salaam, Tanzania (1965-66). “It was mind-boggling,” he recalled. “It opened me up to an entirely different world.” Early on he met a group of students from South Africa, refugees from the Apartheid regime there. They invited him to listen to a recording of a speech given by a guy named Nelson Mandela. Mandela and nine other opponents were on trial for their lives. The charge was sabotage and the future Nobel Prize winner was found guilty. During the trial, when Mandela was given a chance to speak, he put into words a vision that would guide and energize Prexy for the rest of his life. Mandela said, “During my lifetime I have dedicated myself to this struggle of the African people. I have fought against white domination, and I have fought against black domination. I have cherished the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunities. It is an ideal which I hope to live for and to achieve. But if need be, it is an ideal for which I am prepared to die.” When Prexy returned to his home in Chicago in 1966, Dr. King was leading open housing marches in the city and using the Nesbitt family’s church building, Warren Avenue Church, as his base of operations. With four months to go before returning to Antioch College, Prexy’s mother suggested he “go and do some things with Dr. King.” “I worked with the Southern Christian Leadership Conference staff the whole summer and got very close to Dr. King,” he said. “Some of them became lifelong friends.” Read Part II of this story next week, and learn how those seeds blossomed into a life of activism and teaching for the Forest Parker.

Man overdoses, crashes car into house A man crashed his car into a home at 830 Lathrop about 10:13 a.m. on Aug. 21. Police arrived at the home and found the Nissan still running and rammed into the corner of the house, with the driver slumped in his seat, unconscious. The left wheel of the Nissan was still spinning. Police saw vomit on the driver’s door, inside the car and on the man’s pants. Police shook the man awake. Officers asked him multiple times to turn the car off, put it in park and relinquish the keys. The man turned the car off, although he left his keys in the ignition. Officers took the keys, ensuring he couldn’t leave, and the man got out of the car. “What house?” he mumbled. In the front seat, police found a rolled up dollar bill and white powder residue, suspected of being heroin. Officers then searched the man and found three bags all containing suspected heroin in his front pocket. Paramedics transported him to Loyola Hospital. He was charged with possession of a controlled substance, driving under the influence, and failure to reduce speed to avoid an accident.

Armed robbery at MetroPCS A man with a gun entered MetroPCS, 7225 Roosevelt Road, about 6:36 p.m. on Aug. 20, demanding all the cash from the register. The employee complied, opening the register and handing him the entire drawer. “No, just give me the money,” the man said. She then took all the money out of the drawer, and the man stuffed the cash in his pockets. He ordered the woman to lie on the floor, and fled the store.

Police recover stolen car Forest Park police recovered a stolen Buick from Chicago about 3:33 p.m. on Aug. 24. As it merged eastbound onto I-290, officers checked their database and found the car was stolen. They followed the car as it exited onto Austin Boulevard. The Buick turned north onto Harrison Street and stopped at a red light. Officers boxed the car in and charged the three passengers with criminal trespass to a vehicle.

Man demands car, driver A woman walked to her Volvo, parked in an enclosed garage on the 500 block of Marengo, about 6:50 a.m. on Aug. 26. She opened the garage and got in her car. A man then opened the driver’s side door and grabbed her arm, saying “I’m gonna need this” and “Where’s the key? Give me the key.” The woman gave him the key, but the man then demanded her iPhone and said, “And I’m gonna need you too.” He pushed her toward the passenger seat. She grabbed her purse, exited the car and ran home.

Officers contacted Volvo and found the car parked in an empty lot in Chicago. The car was towed back to the police department.

Three cars broken into ■■Between 6 p.m. on Aug. 19 and 7:12 a.m. on Aug. 20, someone stole a wallet from a Toyota parked on the 100 block of Elgin. The wallet contained her driver’s license, two debit cards, two credit cards and some personal information. The victim said her door was unlocked. ■■Sometime between 6 and 10 p.m. on Aug. 21, someone stole a computer valued at $900 from a Chevrolet parked on the 7200 block of Fillmore. The victim said the doors were unlocked. ■■Between 5:30 p.m. on Aug. 19 and 6:30 a.m. on Aug. 20, someone broke into a Nissan parked on the 400 block of Circle. The burglar stole two custom bowling balls, two pairs of bowling shoes and one bowling ball bag, together totaling $300. The victim said her car door was unlocked.

Arrested for indecency at Harlem station A man was arrested for public indecency at the Harlem Blue Line stop on Aug. 21. A CTA employee told police she was talking to a customer when she started hearing “strange noises and moaning” near the ticket booth. When she went to investigate the noise, she saw a man fondling himself. She called police and the man fled the station. He was arrested the next night for soliciting. The man has been arrested for public indecency twice before.

Woman uses false identity to buy car A woman fraudulently purchased a car from Hawk Chrysler Dodge Jeep dealership, 7911 Roosevelt Road, on Aug. 11. She told employees she had already completed an online application to buy a Dodge Charger and showed them a Georgia state ID with her photo and Social Security number. A background check revealed no issues, and the woman bought the car for $52,000. On Aug. 15, Hawk Chrysler Dodge Jeep dealership received a call from her insurance company about her fraudulent payment for the car. Employees contacted the sheriff ’s office in Georgia and reported her for identity theft. The Dodge has been entered as stolen. These items were obtained from police reports filed by the Forest Park Police Department, Aug. 20-26, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

D91 STRATEGIC PLAN from page 1 a state average of 37 percent. Sixteen percent of D91 learners met or exceeded math standards in PARCC, compared to a state average of 32 percent. As a way to increase PARCC scores, D91 implemented the FastBridge Learning test last year, which provides educators immediate results on how students score on particular subjects. By May 2019, D91 aims to have 60 percent of second- through eighth-grade students score as a “low risk” in math in FastBridge, up from 48 percent the school year before, according to the new strategic plan. The district also aims to cut those who score as a “high risk” in math to 15 percent, from 27 percent in May 2018. For kindergarteners and first-graders, D91 aims to increase the number of lowrisk math learners to 80 percent, from 73 percent in May 2018. In an effort to drive up scores, the math curriculum committee will meet regularly throughout the year to monitor the implementation of the new math curriculum. James Edler, D91’s new director of innovative instruction, will guide peer review and coaching cycles for teachers, and math teachers at Forest Park Middle School will continue holding “external peer observations” of model classrooms. This school year, middle school students will also begin a new curriculum and schedule. Highlights include longer lesson blocks for core subjects and Spanish-language class five days a week for all seventhand eighth-grade students. In addition, 25 percent of eighth-graders will be admitted into Algebra I, an advanced math class. “We wouldn’t expect great gains for the first year while they’re starting to use the curriculum, but we still want to see some gains with those shorter-term goals,” Cavallo said at the meeting. “But many of our goals are longer-term. We want to make sure our eye’s on the ball, that we’re focusing, and all this work that we’re doing is going to yield what we want in year two, year three.” When it comes to reading, D91 aims to have 70 percent of second- through eighthgraders score as a low risk in reading in FastBridge, up from 60 percent the year before. For kindergarteners and first graders, D91 also aims to increase the number of low-risk readers to 70 percent, from 60 percent the year before. As a way to increase reading scores, Edler, a team of reading specialists and staff at each grade level, will determine how well D91’s curriculum is aligned with Common Core ELA standards by May 2019. Staff will also survey all resources used to teach reading and math and identify their “appropriateness for continued use.” Resources for parents to help their children will also be added to the D91 website. “You can’t implement a new curriculum without having the resources to do so, and the professional development, and the

D91 continues web hosting with the Review Members of the Forest Park School District 91 Board of Education voted unanimously to renew a $12,000 annual webhosting agreement with the Forest Park Review at their regular meeting on Aug. 9. This allows D91 to operate a sponsored content space on the Review’s website, where school administrators can post teacher-written content, feature student essays and photos, district sports coverage and more. Superintendent Louis Cavallo said at the meeting: “If you noticed throughout the school year the schools all have media coordinators who post events, activities that the schools are doing. It’s a really good way for the community to see some of the great things we’re doing in our schools.”

During the first semester of the school year, reading specialists will receive professional development to make sure they’re fluent in best practices for teaching the subject. They will then go on to teach classroom teachers best practices. This school year, the school board and administration will also continue to work with the National Equity Project, an education reform organization that surveys staff teaching practices, school curriculum and materials to identify and correct biases. D91 hopes this work will help drive racial and socioeconomic equity in PARCC assessments. In the strategic plan, D91 also aims to increase the number of students who believe that classmates help each other, even if they’re not friends; treat others who are different from them with respect; and feel that staff cares about them. The vast majority of students already agreed to these social and emotional goals outlined, according to data from last year’s strategic plan. An evaluation of last year’s plan also found that while students made strides in math and reading, they failed to reach the plan’s ambitious academic goals. At the school board meeting where 20172018 results were unveiled, Cavallo blamed “overenthusiastic” staff for developing the aspirational goals. He also said that because it was the first year students took the FastBridge test, teachers and principals did not know how students were going to score and did not have previous data to reference. “This year we’re a lot more confident that we’ll be able to meet these goals,” he said at the meeting.

Lofty but attainable goals

or as long as there have been strategic plans there has been the debate between having “goals” and having “stretch goals.” Are goals a target to hit and should therefore be modest and nearly guaranteed? Or are goals meant to be aspirational and always somewhat out of grasp? With the school year just beginning at Forest Park’s District 91 public schools, the administration, teachers and school board seem to be splitting the difference. After falling short last year on a series of highly measurable and overly ambitious goals for math and reading scores, among others, the strategic plan adopted earlier this month by the school board is more realistic — without being a slam dunk. We’re not criticizing a public school system where last year the collective view of teachers and administrators is that major investments in new testing and teaching initiatives were going to pay off big and show up quickly in test scores. We love that optimism and confidence in both themselves and our kids. However, we also know that last year’s really solid improvements across a whole range of measures sort of got swallowed up when all the upside fell short of the high-flying goals. That can be dispiriting. Make no mistake, this year’s goals are not in the piddling 1 or 2 percent range. That sort of improvement will never get this district where it needs to be, particularly as it ties to equity for students of color. But taking aim at 10 percent growth rather than 20 percent in key academic and social indicators is both realistic and bold.

Good time to be a Pirate It’s a good thing to win your first footfoot ball game after 35 consecutive losses. That’s what the Pirates of Proviso East did on Friday night when they knocked back the Round Lake Panthers 20-7. We were more interested, though, in the story we carried this weekend by William Boone and Jaliyah Arnold, student reporters at District 209. They reported on the innovative efforts by a new coaching staff to build team camaraderie by getting their student athletes out of their pads and helmets and into entirely new experiences. The team recently visited the Museum of Contemporary Art in the city and have plans for another museum trip to Ukrainian Village coming up. Still waiting approval, and remarkable in its audaciousness, is a canoe trip down the mighty Des Plaines River from Maywood to Lisle. The often overlooked Des Plaines runs just behind the Pirates home field off First Avenue, making their “Pirates on the River” adventure even more appropriate. New thinking is what has long been missing at the Proviso high schools. Whether it is in approaches to teaching, building connections to families, or getting the football team on water, it is a good time to be Pirate.

And a mile long beach with no sign of civilization. Spent a lot of time staring at Lake Michigan, A kind of meditation. This time the big lake was calm, Peaceful, No turbulence. To tell the truth, I was a little disappointed, I love it when the roar of three foot waves Frightens me a little. Makes me feel small, But somehow part of a beautiful something That’s a lot bigger than I am. Small in a good way, That smallness in the city can’t produce. That said, In the solitude of aloneness I often feel lonely, Sometimes sad. Without the distractions of civilization All I’m left with is the beauty of nature And the very mixed spiritual bag of my Self. The Japanese, I’m told, have a concept called Wabi-sabi. Camping is not a trip to Disney World Where everything is pretend. . .and comfortable. What Norris said about life in the Dakotas Puts into words what I encounter when I’m Alone at Point Beach: “Distractions are at a minimum And you must rely on your own resources, Only to find yourself, Utterly dependent On forces beyond your control.” “The truth of asceticism [or Point Beach solitude]” She wrote, “Is a way of surrendering to reduced circumstances In a way that enhances the whole person. It is a radical way of knowing exactly Who, what and where you are In defiance of those powerful forces in society. . . That aim to make us forget.”

How winning in Las Vegas turned me off on video gaming I am very pleased that we the residents of Forest Park finally have the opportunity to vote on whether or not there should be video gambling in our community. It was a lot of hard work to bring this issue to the ballot but certainly worth the effort. The right to vote on issues that affect our quality of life are precious and always worth fighting for. Now that we have reached this point, I want to share my thoughts about gambling, thoughts that I have had most of my life. For most people in this world, money is hard to get and hold on to. I consider myself one of this crowd. Being a child of 1930s depression era Parents, we were taught to save money and be careful how you spend it so as not to waste it. I admit, as a youth I had a tough time staying on this wagon and often wished I could get back the money I blew partying (especially the morning after.) Then two things happened to me in my early 20s. First, I was driving back from California on a shoestring budget in a very

old Chevy. For the heck of it, I decided to drive through Las Vegas just to see it even though I did not have the money to spend the night there. I had gone into a casino that I think was the MGM Grand, sat at a slot machine, put in a couple of quarters and son of a gun, I won about $40 dollars in quarters. Awesome! I sat at that machine for I don’t know how long, but used up the $40 and started to dig in my own cash when reality set in, I could not afford to continue so I got up and left. Thankfully I did not take the bait. This experience has become more and more profound to me the older I get. The second thing that happened was getting the advice of a Boss I had during a period of successes and failures trying to start my own business. His advice was simple: Money is a tool like any other tool, respect it and make sure you get something of real value to you when you spend it. This concept had guided me through my entire adult life. I totally realize that the “real value”

of what one spends their money on is entirely subjective and that many people gamble sensibly and have a great time doing it. I, for one am glad that my encounter with gambling took place 40 years ago and I had to go to Nevada to do it because today gambling is everywhere and just steps from my front door. The paradigm has changed dramatically. Thinking of my own encounter with gambling I worry about this new world of convenience gambling. These shiny and enticing machines are as easy to access as a cold glass of beer and have been designed to merge the experience and impulses of Wii or Nintendo into a profit center for the gambling industry that, in my opinion, give back nothing but a momentary adrenalin rush. With all that said, I urge all of my fellow Forest Parkers to vote YES to ban video gambling and maintain our “small town charm.”

Less revenue means increased property taxes There are a number of reasons to vote “No” on prohibiting video gaming in Forest Park restaurants and bars, but none more compelling than the bottom line: Prohibiting video gaming would be bad for our local economy and for taxpayers. If Forest Park bans video gaming, that revenue doesn’t disappear, it literally takes a walk over to one of our neighboring municipalities. Less revenue makes it harder for local businesses to grow and create jobs. Less tax revenue means the Village will become even more reliant on increasing property taxes. Video gaming machines may not be the answer to all of our problems, but pulling the machines out of establishments now, after they have been here for two years with no real incidents or problems, puts our local economy and taxpaying residents at an unfair disadvantage. Please join us in voting ‘No’ on prohibiting video gaming in Forest Park.

FP Chamber supports video gaming In October 2016 when video gaming first became legal in Forest Park, it was uncertain how it would impact businesses. From the Chamber’s perspective, the effect on the appearance and character of the business communities was of prime concern. To address those concerns, the Chamber supported limiting the impact on appearance by encouraging the Village to ban all signs promoting video gaming, but did not support or oppose allowing video gaming. Another concern was the possibility of gaming cafes. As enacted, the Village video gaming code includes language regulating this issue, specifically by limiting Class V (video gaming) licenses to existing establishments that have operated with a Class A liquor license for one year or more. Furthermore, the code denies operation of a Class V license for an establishment that is organized or existing for the primary purpose of promoting video gaming. After nearly two years of observation and discussions, we have not seen or heard of any negative impact on area businesses that can be attributed to video gaming. We have seen increased revenue to local establishments, including many that have long been a part of Forest Park. The revenue to the Village from video gaming has helped prevent the potential loss of services to businesses and residents. Based on this business climate, the Chamber is in favor of maintaining video gaming as it has been implemented in Forest Park. We continue to support banning any signage that advertises the presence of video gaming, and we continue to advocate against allowing any gaming cafes. Please note that events and consequences are ongoing, and that we reserve the right to make subsequent changes on our recommendations and policies.
