In April, the D209 school board voted unanimously to add the requirement to the district’s School-Parent Compact, which every student, parent and/or legal guardian is required to sign. During a June 12 regular meeting, however, some board members said they still have concerns about the idea of mandatory meetings. The lingering concerns mentioned by those board members, Theresa Kelly and Della Patterson, prompted a debate about the appropriateness of a required meeting and whether it will accomplish what its supporters — particularly board member Rodney Alexander, who heads the Parent and Community Engagement Committee that produced the new policy — envision. “Can we force parents to come to a required meeting?” asked Kelly, noting that, while she See D209 PARENT MEETING on page 8

I

Surviving a skirmish in our uncivil war

was recently relaxing at a resort with family members when a skirmish broke out in our country’s “uncivil war.” As I read the New York Times, the overhead light began to flicker. I asked what was up with the light and someone suggested it was because I was reading “fake news.” He might have meant it as a joke, but I didn’t take it that way. “At least it’s fair and balanced,” I fired back. This retort didn’t sit well with him. “That was condescending.” By now I was so fired up, I stopped reading and confronted him. Keep in mind this is a man I admire and respect. I knew he was a staunch Trump supporter, but we had never exchanged harsh words before. I told him how hurtful the term “fake news” is to a newspaper man. I often get it thrown in my face when I introduce myself as a reporter. I described how hard we work at the Forest Park Review to be accurate. I also said that discrediting the media is very dangerous for our country. He said he didn’t mean the Review was “fake news” but that other media outlets

made up stories. He singled out CNN as broadcasting “fake news.” I have never watched that network, so I had no comment. Then he talked about the discrimination he felt toward white males and how he experienced this while growing up in a predominantly black community. Now, as a Republican living in a Democratic stronghold, he feels that same alienation when he tells people he voted for Trump. We must all tiptoe around the “T word” lest we turn off family, friends, or worse, clients. I finally understood where he was coming from and why he thought the media distorted the news for political reasons. We ended up talking for an hour, calmly and reasonably. I admitted to having some reservations about Democrats leading up to the 2016 election. I felt that the party emphasized inclusiveness, without offering ideas. For his part, he admitted that the president is an instigator, who doubles down when he’s attacked. By the end, we laughed and agreed that neither one of us knew what we were talking about when it comes

to tariffs. I thought our talk was instructive and showed that we could be poles apart politically and still have a healthy exchange of ideas. I think our country needs this now more than ever. We can’t control presidential policies or pronouncements, but we can control our own behavior. Resorting to rudeness is infecting our whole society. It’s contaminating every aspect of daily life. Studies by organizational scientists show that incivility on the part of our leaders has a major influence on the rank-and-file. It’s now infecting our local politics, which were already divisive. I propose that we hold a forum in Forest Park, where a panel of Trump supporters and Trump critics take part in a calm discussion about our differences. There would be ground rules. No raised voices, interruptions, or insults. I know several Trump supporters in town who are sensible and even-tempered. I trust there are Trump critics who are equally respectful. But at least for today, we can all agree that food, fireworks and rocking out at The Park is a perfect way to celebrate a birthday! ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Lifetime Forest Parker honored for 50 years with Kiwanis Andy Collis has served the village in myriad ways By NONA TEPPER Staff Reporter

He is an ordinary man whose service to the community has been extraordinary. For more than 16 years, Andy Collis bused District 91 students to school. He has served on the village’s zoning board of appeals, as a park district commissioner, village treasurer, on the police and fire commission, as president of Kiwanis, assisting seniors at the Howard Mohr Community Center — the list goes on. Collis’ service to Forest Park is no secret. His lifetime achievements have been recognized in many ways — with an honorary street sign in front of his home on the 800 block of Beloit — and with an Ed O’Shea Award from the Kiwanis Club of Forest Park, which honors those who have given extraordinary service to the village. On June 26, the Kiwanis Club of Forest Park rec-

morning,” joked son Jim Collis. He said they plan to post the plaque in Collis’ new room at Belmont Village in Oak Park, where he recently moved. Collis was born and raised in the village — leaving briefly to serve as an army cook in the Korean War — and then returning to buy his family home on the 800 block of Beloit. “The hours in the rain, Peanut Day, the Christmas thing, he’s helped so many people. I feel honored,” said Jim Collis. During the day, Collis worked as photo engraver and lithographer for companies like National Geographic. But at night, wife Virginia Collis said he’d sneak off to hang out with other members of the Forest Park group. “Boy, I’ll tell you they had good parties,” said Virginia Collis, adding that they will have been married 49 years come late July. “Almost all his friends were active in Kiwanis.” CONTACT: ntepper@wjinc.com

Students make emotional, academic gains, D91 plan says Results fall short of ambitious benchmarks, but ‘more kids on track’ By NONA TEPPER Staff Reporter

Six months after Forest Park District 91 schools released their fiscal year 2018 strategic plan, the results are in, with Forest Park students exceeding all the social and emotional goals and making strides in math and reading, although they did not reach the plan’s ambitious academic goals. “I’m encouraged by what I see here,” said Superintendent Louis Cavallo at a Board of Education meeting on June 12. “We’re moving all these kids in the right direction, even though we didn’t meet the goals that we set for ourselves. We still moved more kids in the right direction.” D91’s fiscal year 2018 strategic plan was unveiled in December 2017, and outlined teaching strategies, test scores and social and emotional goals the district hoped to achieve from fall 2017 to the end of the school year in May 2018. At the June meeting where results were unveiled, Cavallo said teachers and principals came up with the strategies highlighted in the plan, and that they were “overenthusiastic” in developing academic goals. He also said that, because this was the first year students took the FastBridge Learning test, teachers and principals did not know how students were going to score

and did not have previous data to reference. D91 implemented FastBridge this year as a way to provide educators immediate results on how students score on particular subjects and identify material they need to work on, all in an effort to increase scores in the state Partnership for Assessment of Readiness for College and Careers (PARCC) exam. Cavallo said he still believes district scores will increase on PARCC. “We knew that they were pretty ambitious, but they thought they could get there,” Cavallo said of strategic plan’s goals. According to FastBridge results presented at the board meeting, the percent of secondthrough eighth-grade students who tested as a low risk and on the path to college in math jumped to 48 percent from 40 percent of students, just missing the 50 percent goal the district aimed to achieve by the end of the year. The district also aimed to reduce the percentage of second- through eighth-graders who were at a high risk of failing math. Instead, the percent of students identified as a high risk for math increased by two points, to 27 percent. “Overall, we got more kids on track to be successful,” Cavallo said at the meeting, adding that he didn’t know why more kids tested as a high risk for math at the end of the year.

Second- through eighth-graders identified as a low risk and on the path to college in reading rose slightly from fall to spring, up to 60 percent of students from 57 percent. The district missed its May 2018 goal of 70 percent of second- through eighth-graders testing as a low risk in reading, however. Math scores for students in kindergarten through first grade rose from 49 percent to 73 percent, still missing the district’s 85 percent goal. For these younger students, 41 percent tested as a low risk for reading in fall 2017, and 60 percent tested as a low risk in May 2018. D91 still missed its spring goal of having 80 percent of early readers test as a low risk in reading by the end of the school year. “We set really high goals for ourselves, so I’m not disappointed that we didn’t meet them. I’d rather set high goals that we don’t meet, than to set really low goals that we meet,” Cavallo said, adding that he felt skeptical of the academic goals teachers and principals outlined when they presented them, but that he trusted staff. “These weren’t goals that I set for teachers and said, ‘Now you have to do this.’ These were goals that teachers set them for themselves,” he said. While board member Christina Ricordati said students made amazing strides in some subject areas, she said there were moderate

academic goals that were not met. She said that if she were a parent with a student in the district, she would feel concerned. “One of the things that can happen when you set overly ambitious goals is that then you aren’t held as accountable,” Ricordati said at the meeting. “Because it’s like, ‘Well, that was so ambitious.’” Cavallo said academic aims will not only be more measurable, but attainable, in next school year’s strategic plan, which he said he plans to have complete by the start of the school year and will set goals from spring 2018 to spring 2019. He said teachers and principals will have more data to work with when setting goals, and more experience with the FastBridge exams. He pointed to students’ social and emotional growth in the school as a bright spot -- in a survey, the vast majority of students said that classmates help each other, even if they’re not friends; treat others that are different from them with respect; and feel that staff cares about them. “I think in so many other buildings people do not believe that these kids do not have the ability to be successful,” board member Kyra Thomas said at the meeting. “I’m so encouraged that teachers here believe that their kids could be successful like that.” CONTACT: ntepper@wjinc.com

Processing fee added to online village payments The village estimates the change will save about $80,000 annually By ROBERT J. LIFKA Contributing Reporter

Already facing increases in water rates and parking permit fees, Forest Park residents who use Illinois ePay to pay those bills online will have to start paying for the service. In approving a merchant application and agreement with JetPay Payment Services, the new Illinois ePay payment processor, the Village Council on June 25 shifted payment of the processing fee for such transactions from the village to the individual making the payment. The village had been absorbing the processing fee, which they estimate to be 2 to 3 percent per transaction. Village Administrator Tim Gillian said the move is the latest in a series designed to address a budget shortfall estimated to be $1 million for fiscal year 2019, which runs from May 1 to April 30, 2019. Other fee increases village officials have approved since November include parking tickets, garbage pickup and ambulance service. Village officials also are considering instituting a sewer charge. The village had a deficit of $1.6 million in fiscal 2018, which ended April 30. Illinois ePay is the credit card and electronic check processing service offered by the state treasurer’s office to local and state governments, allowing them to provide online payment options. Gillian said Forest Park has used Illinois ePay for “a long time.”

In 2017, the state treasurer’s office made the decision to change to JetPay from Forte, its predecessor, requiring participating governments to enter separate contracts with JetPay and leading to the village council action on June 25. Village Finance Director Leticia Olmsted said the village had the option of shifting the convenience fee to payees under Forte but chose not to, although the possibility was considered during budget discussions in recent years. At the June 25 meeting, Commissioner Tom Mannix stressed that the convenience fee applies only to residents who use Illinois ePay to make payments to the village and not to those who pay by check or with cash by mail or in-person at Village Hall. Olmsted noted residents using a credit card to make such payments already pay a convenience fee. “Convenience fees are just that,” Mayor Anthony Calderone said. “People can still pay their bills by check or with cash to avoid paying the convenience fee if paying by credit card. “It is unfair for the village to subsidize the costs associated with paying by credit and absorbing these fees when those who do not pay by credit do not receive this benefit.” Gillian estimated the move would save the village between $70,000 and $80,000 annually. Olmsted said village residents using Illinois ePay will see a different website offering different features when they next log in to the program, which is expected to change July

According to a press release from the state treasurer’s office, those features include recurring bill pay, e-bill, ereceipts, mobile wallet and “more contemporary payment options.” The state treasurer’s office agreement with JetPay is for an initial term of six years with four one-year renewal options. Approximately 600 governments participate in the ePay program with card processing volumes expected to exceed $600 million annually. JetPay officials said in a press release that they would work through their partnership with the ePay program to expand services and add additional government entities throughout Illinois during the term of the agreement.

Ferrara employees enjoy sweet new family leave policy Ferrara used to offer the federal minimum when it came to its family leave policy. Here’s how one employee changed that By NONA TEPPER Staff Reporter

Sandi Santa Ana didn’t like Ferrara Candy Co.’s family leave policy. So she sweetened the offering. After giving birth to her second son, Santa Ana reflected on where her employer stood in its parental leave policy and wasn’t surprised to learn the more than 100-year-old candy firm offered just the federal minimum, said Santa Ana, director of sales strategy and customer marketing. Under federal policy, new moms receive regular short-term disability pay of 60 percent of their salaries for six to eight weeks. They then have the option to continue to take unpaid Family and Medical Leave (FMLA) for up to 90 days. “New dads, it was basically find the time on your own,” said Mike Goldwasser, Ferrara’s chief human resources officer. New dads are also eligible for unpaid leave under FMLA. Santa Ana talked with coworkers about Ferrara’s family leave policy about what, if anything, they could do to reform the offering. Feeling empowered after the company gifted her and another coworker $1,000 to remake the maternity room at Ferrara’s Oak Brook headquarters, they decided to approach Goldwasser about the policy, and he advised them to do their research. Goldwasser said he felt excited about expanding the candy company’s policy, but wanted to know about Ferrara’s competitors and what they offered. “They pointed to other companies we believe we’re competing with for talent. Looking at what they do, we said, ‘Wow there’s an opportunity for us to improve,’” Goldwasser said. Santa Ana and other coworkers talked to their friends at nine other firms -- The Hershey Company, Kraft Foods, Johnson & Johnson and more -- to figure out how companies structured their family leave policy. They weren’t surprised to find that Ferrara had one of the least generous offers. “The one really cool thing about our company is they always tell you to act like a business owner,” Santa Ana said. “When we think about the way our culture has shifted and the amount of working moms, it’s re-

We never want someone to think they need to have a different career after they have kids.” The two organized the data points they found across the companies to produce a Powerpoint for Goldwasser, outlining where Ferrara currently fell on its support of working families. “We showed him here’s where we currently fall on the spectrum. When we think about all the things, where we want to go in the future, it sounds like we want to move to this end of the spectrum,” she said. Goldwasser put the human resources department on the case and, at the beginning of the January 2017, Ferrara unveiled its updated policy. Now, new parents receive full pay for two weeks after their child’s birth, adoption or foster care placement, which they’re allowed to take off at any point within six months of the child’s arrival. New moms also receive 100 percent of their pay for the period of time they receive disability. They can then choose to take unpaid FMLA leave. Also under the new policy, Ferrara lets new parents -- both mom and dad -- work part-time for their first two weeks back at work, so they can reacclimate to the office, factory, research-

and-design facility and more. Ferrara’s new policy applies to all of its 2,700 U.S. employees, whether they work at the manufacturing plant in Forest Park, research-anddevelopment center in Maywood or at the company headquarters in Oak Brook. Santa Ana also added that Ferrara employees are offered job security during their leave, which wasn’t the case at every company she studied. “I just think it’s more progressive,” she said of Ferrara’s new policy. While the new company leave policy doesn’t rival those of Europe, where she said some parents are guaranteed their first year off, she said it’s infinitely better than the old policy, and that dozens of employees have already taken leave. Goldwasser didn’t have an exact number of employees who have since taken advantage of the new policy, but said the majority have been from the factory side in Forest Park and Bellwood. “Something that can be terrific, a blessing, can also be potentially disruptive financially,” Goldwasser said. “This is one small way we can support our employees, and ensure our environment meets the new baby and new part of the family’s needs.”

Paul Obis, vegetarian, publisher, friend We met Fred Rogers through Paul Obis. More on that. And for a few of our early years here at the Forest Park Review and Wednesday Journal we shared a giant, expensive CompuGraphic typesetting machine with Vegetarian Times. That was the magazine Paul and Clare, his first wife, started in their apartment on Austin Boulevard in Oak Park way back in 1974. Magazine isn’t quite right. Paul described it as a photocopied newsletter that he’d deliver to a small number of subscribers. That changed, though, as Vegetarian Times rather quickly became the voice of vegetarians across America, reflecting in the perfect moment the intersection of health, animal ethics, and, in a notable way, celebrity. Well Paul died a week ago in California. He was a graduate of Proviso East High School and just 66. His wife Janeen called with the not unexpected news. Paul had Lewy body dementia, a not uncommon but certainly very hard illness. Janeen called her husband a provider and a force for humanity. She said he was forward thinking, creative and intellectually energetic. He was, she said, brilliant, eccentric, a sweet gentle soul and a humanitarian. Those are apt words to describe the man I knew so many years ago. A conversation with Paul would go on for a long while and in many unexpected directions. But it was always interesting. Paul and Clare sold the magazine at least a couple of times. After the first sale, they stayed on as publisher and food editor respectively. That kept them across the hall in our longtime offices on Oak Park Avenue. If I remember this right, Paul got the chance to buy back his magazine and he took it. But this time he brought along a minority investor, Fred Rogers, not surprisingly a vegetarian. Mister Rogers was a silent but not uninterested partner and that led to his visit to Oak Park about 1987. Clare came across to tell us that Fred Rogers would be in the building that afternoon and that any of us with small kids who wanted to meet him should gather up after school. We, of course, brought our young son Ben. By 3:30, there were a good number of thrilled parents and amazed adults in the hall. And as the current crop of filmmakers and documentary producers have found, Fred Rogers was as kind and caring as a man can be. For something so unsurprising, he was a revelation. Paul and Clare and Fred sold the magazine yet again, this time for a considerable sum. Paul was out of publishing though I never had a conversation with him when he didn’t have a plan to get back in the game. Paul and Clare had six sons: Nick (Jess), Quentin (Maryam), Paul W., Kevin (Beth), Timothy (Anastasia) and Gregory. Clare Barrett — she took back her family name — died in 2015. Also young at 64. Clare wrote a food column for the Journal for many years, was the winner and possibly only entrant in our vegetarian rib-tasting contest. Charlie Robinson was gracious as our judge. Here’s another story as I remember Paul telling it — and another obit for Paul tells a different version. Clare, always up for fun, was riding a scooter near their Forest Avenue home, wiped out, and really did damage, as in gruesome, to her leg. Their church community turned out big with endless meals, many of them animal-based. Paul said it felt ungracious not to eat the food. So he did and concluded after decades of tofu and veggies “that I really liked meat.” Donations to the National Vegetarian Museum are requested.

Forest preserves roll out dockless bikeshare program Stations slated for Miller Meadow, forest preserve HQ in River Forest By BOB UPHUES Senior Editor

Interested in cycling along the bike paths comprising Cook County Forest Preserve District’s trail network but don’t have a bike or don’t want to lug one along? There an app for that. And a bike, as well. Last week, the Cook County Forest Preserve District rolled out a new dockless bike-sharing pilot program to make it easier for people to enjoy bicycling the more than 300 miles of trails in the system. “Not everyone who comes to the forest preserves owns a bike, so this is a great opportunity for Cook County residents and visitors,” said Cook County Forest Preserve District President Toni Preckwinkle in a press release. “Expanding our bikeshare program is a great way to get more people to enjoy the outdoors and our beautiful trails.” Among the first of the roughly 25 dockless bike stations to go live last week was a location in the parking lot of the Cermak Woods, whose entrance is on Ogden Avenue just east of Gage Avenue in Lyons. In the coming weeks, the rest of the 50 stations – giving access to 500 bikes – will be activated throughout the forest preserve system,

including nearby locations in the parking lot of Miller Meadow, on First Avenue, across the street from Loyola University Medical Center in Maywood, and at the Cook County Forest Preserve District headquarters at 536 N. Harlem Ave. (at Lake Street) in River Forest. Other dockless bike stations will be located along the Salt Creek Trail, starting at the parking lot of the Brookfield Woods, on 31st Street just west of McCormick Avenue; in the parking lot of the 26th Street Woods, between Harrison and Morgan avenues in LaGrange Park; and in the lot at the Brezina Woods Picnic Grove, whose entrance is on LaGrange Road between Cermak Road and Scotdale Road in LaGrange Park. There will also be two dockless stations in Bemis Woods – one in Bemis North and one in Bemis South – in Western Springs west of Wolf Road. The dockless bike rental idea isn’t exactly new to the Cook County Forest Preserve District, but it’s not surprising you hadn’t run into it around here. Back in 2015, the forest preserve district partnered with Bike and Roll Chicago to set up a half-dozen bike share stations in far-flung locations mainly in northern suburbs and Chicago’s far north side. The system supported just 50 bikes and

the bikes were docked at stations. Bike and Roll Chicago, which is still a partner as the system expands, is charged with maintaining the fleet of blue bicycles, which are emblazoned with the words “Bike the Preserves.” And the addition of a new partner – a mobile app called HOPR – the forest preserve district is able to ditch the docks and allow people to download the app onto the smartphones or tablets and use it to unlock and repark bikes at any of the hubs in the system. Users can opt to pay $2.50 for a 30-minute trip (plus 10 cents per each additional minute) or by a $60 seasonal membership for 90 minutes of ride time (plus 10 cents per additional minute) per day through November. The app can be downloaded from the App Store on your smartphone, and information is available at gohopr.com/chicagoland.

Progress Center celebrates 30 years of independence Four people elected to new board

Americans celebrate their independence from Great Britain on July 4. But for people with disabilities, July 26 is an equally important independence day, because on that date in 1990 the Americans with Disabilities Act (ADA) was signed into law. The ADA is a piece of civil rights legislation that prohibits discrimination and guarantees that people with disabilities have the same employment opportunities, shopping experience, and ability to participate in government programs and services as everyone else. At their annual meeting on June 23 at the Park District of Forest Park, some 55 friends and members of the Progress Center for Independent Living (PCIL) celebrated 30 years of advocacy and support of people with disabilities. Larry Biondi, advocacy coordinator at the Progress Center, summarized the group’s history and accomplishments over the last three decades, relying heavily on the notes from the first director, Robin Ann Jones. He noted that his organization was created in 1988, just two years before the passage of the ADA and that, at first, the Progress Center struggled to get funding and get organized. The Progress Center was the first organization to serve people with disabilities across all of suburban Cook County. Biondi acknowledged the important role former Illinois Senate President Phil Rock played in the birth of

the Progress Center, as he helped generate funding for the group. “The Progress center was needed because our service area was and still is huge,” said Biondi. “Just think about this -- 138 municipalities, including Forest Park.” The Progress Center moved its main office to 7521 Madison St. in 1996, and has since expanded from two staff members in 1988 to 15 staff today. More than 130 people have joined the group as members. Its service area is suburban Cook County, where approximately 450,000 people with disabilities are living. The Progress Center aims to advocate, provide independent living skills training, peer support and mentoring and more. Over the past 30 years, the Progress Center has moved more than 250 people out of nursing homes and into the community; helped register people to vote; encouraged businesses, particularly those along Madison Street, to become accessible and assisting them to do so; and more. At the annual meeting, the following members were elected to the Progress Center board: Susan Becker, a former preschool teacher who always advocated for inclusivity; Michael Henson, who taught independent living skills for 28 years; George Aponte, who works as a vocational rehabilitation counselor at the Department for Veteran’s Affairs; and Steve Taylor, who hosts a radio show and worked for three years assisting people who are blind and disabled at the State Library of Louisiana.

Historical Society walk highlights homes, gardens The Historical Society of Forest Park will host its inaugural House and Garden Walk on July 14, showcasing seven homes and gardens around town. “It just puts us on display and really I think that we are a secret on many levels, so why not?” said Chris Everett, president of the historical society. Attendees can admire bird sanctuaries, ponds, English gardens and more during the walk, with master gardeners accompanying their journey to explain the horticultural intricacies experienced. Participants will also receive a guidebook for the seven sites, offer planting tips and, at the end, they get to vote for their favorfavor ite site. Not all homes will be disdis play their interior, out of respect for homeowners who prefer privacy. Everett declined to name the sites of the seven homes — “because I don’t want people driving around, peeking in,” she said — but they are disdis tributed across the north and south sides of town. “Year after year, folks are moving in and upgrading; people are just really doing amazing things to their houses and gardens; it has just been incredible,” Everett said. “This is our first annual House and Garden Walk; we will be doing this every sinsin gle year. I think it’s just great for any village to be proud of itself and put itself on display.”

from page 1 wants to see more parental involvement and increased student achievement, she was concerned about whether or not the new policy met the “free and appropriate education rules.” She also said that, since there are no consequences for parents who don’t attend the mandatory meeting, the district can’t say that the meeting is “required,” and indicated the effectiveness of the required meeting might be undercut by the lack of consequences. Dan Johnson, the district’s director of student and family services, said the required meeting, which was included in Board Policy 8:95, is unrelated to the Individuals with Disabilities Education Act — a law that says students with special education needs, disabilities and similar services should get a “free and appropriate public education” — which Kelly seemed to be referencing. “That’s separate from the parent meeting,” Johnson said, adding that the parent

meeting is part of a more comprehensive School-Parent compact, which outlines the responsibilities of the school, parent and students. The required meeting is the first bullet point under the “Parent Responsibilities” section of the compact. Johnson conceded that there are no consequences for parents who don’t attend the required meetings, but said the district is not approaching the meetings, and the wider School-Parent compact, “from a consequences standpoint.” District 209 Supt. Jesse Rodriguez, echoing Johnson, said the district is approaching the required meeting from a “growth” perspective, not a “deficit” perspective, meaning that the district wants to focus on students’ and parents’ strengths and not their weaknesses. Board member Della Patterson said that, while she voted for the required meeting

back in April, she didn’t “recall the word ‘require’” in the proposed measure. “One of my whole concerns with this compact was the word ‘mandatory,’” Patterson said, adding that the words mandatory and required are virtually the same thing. “You can’t make a parent do anything.” Patterson argued that the concept of requiring parents to attend a meeting might be off-putting for many, resulting in some parents deciding not to attend simply because the district is trying to make them. “We need to search for a better word,” Patterson said. “In this community, when you use the word ‘required,’ you’re going to get pushback because people think you’re making them do something.” Alexander said the required meeting will help cultivate a stronger partnership between the district and parents. Armed men steal car at park district A man, who parked his Honda by the tennis courts at the Park District of Forest Park, 7501 Harrison St., about 5:49 p.m. on June 29, reported that two men wearing bandanas came up to him, one of whom pointed a handgun and ordered him out of the car. The two men got in the Honda and drove east on Harrison.

Asks to borrow phone, then steals it A man out walking his dog about 3:18 p.m. on the 100 block of Marengo on July 1, reported that a man approached him and asked to use his phone. The victim dialed the number for the man and put it on speaker. The man then grabbed the Samsung S6+ and ran east, got into a blue Ford, then fled toward Harlem.

Laptop, cash taken from condo At some point between 12:30 p.m. on June 22 and 2:45 a.m. on June 25, someone broke into a home on the 500 block of Grove Lane and took an HP computer, 10 bottles of wine, $20 cash, and a green and beige golf-themed baseball. The victim told police he believed the offender got in through the rear door of his condo. The reporting officer also noticed the back patio window was left unlocked.

Thieves break into five cars ■■ Sometime between 7 p.m. on June 24 and 8:30 a.m. on June 25, someone broke into a Jeep parked on the 900 block of Lathrop and stole a phone charger valued at $10, an empty gun case valued at $100 and loose change. ■■ Between 11 p.m. on June 25 and 9:15 a.m. on June 26, someone broke into a Dodge Journey parked on the 200 block of Elgin and stole a wallet, which contained $200 cash, a debit card, state ID, and insurance card; a backpack, which contained a pair of headphones and several charging cables; four baseball hats; and his work shirt, which was later found behind a nearby building. ■■ A man pulled his Chevrolet into an alley about 9 a.m. on the 1100 block of Thomas on June 28. He briefly left the car unattended — with the windows down and car running — and returned less than five minutes later and drove to the store. It was there he discovered his wallet was missing. His wallet contained his driver’s license, $15 cash, a Discover credit card, Capital One credit card, US Bank credit card, a Menard’s credit card and a Costco credit card. ■■ Sometime between 11 p.m. on June 27 and 1:30 a.m. on June 28, someone broke into an Infinity parked on the 400 block of Ferdinand and stole a Nintendo gaming system valued at $300 and eight games valued at

$300 total. The victim told police she likely left the doors unlocked. ■■ The papers and a briefcase belonging to a former state’s attorney were found blowing around an alley on the 1100 block of Elgin. Police called the former state’s attorney who said he remembers last seeing the items in his car about 10:30 p.m. on June 29.

Loose change stolen from condo Between 7:30 and 10:25 a.m. on June 26, someone broke into a home on the 1000 block of Troost, stole loose change and poured water all over the front stairs. The victim said her front door frame was damaged.

BB-gun in Living Fresh Market Police responded to a call of men carrying guns about 3:24 p.m. in the parking lot of Planet Fitness, 7530 Roosevelt Road, on June 26. A security guard said told police he saw the two men walk into Living Fresh Market, 7520 Roosevelt. Police spotted the two men and began to handcuff them. One of the men complied and officers found multiple boxes of Krispy Kreme donuts tucked in his pants. On the other man, police found a BB gun in his waistband. He was charged with disorderly conduct.

He also explained that the specifics of the required meetings, such as the date it will be held and how it will be structured, are still being worked out in his committee, which includes local youth organizers, feeder school administrators, clergy, parents and other community members. “We use parent partnership as a cliché in this district and have done it for so long,” Alexander said. “With partnership is accountability, responsibility and shared input.” Board member Claudia Medina said the required meeting, and the overall compact, will help create new cultures at each of the district’s building. “I’m glad we’re [thinking] with a growth mindset instead of a deficit education mindset,” Medina said. Board President Ned Wager, who heads up the board’s Policy Committee, said the new policy “was not put together lightly,” and indicated that labeling the mandatory gathering a “required meeting” might at least underscore how important it is for parents to attend. “If the school said there was a required meeting, I would go to it,” he said.

iPhone stolen from bar top A man told police someone stole his iPhone 6 from his table at R’ Place about 5:28 p.m. on June 29. He said he tried to confront the man at 1527 Harlem, but the man jumped on his bike and pedaled quickly into Berwyn.

Wallet stolen from library A man’s wallet was stolen from the Forest Park Public Library about 3:48 p.m. on June 29. The victim said he arrived at the library around 9:30 a.m., and started working at a computer. He noticed it was missing around 3 p.m. His wallet contained his Pakistan ID, a residence permit, $20 cash, two debit cards and an American Express cash passport. These items were obtained from police reports filed by the Forest Park Police Department, June 25-July 2, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Community raises more than $16K for Proviso students Some 125 attendees ate, drank and raised money for a good cause By MICHAEL ROMAIN Staff Reporter

Community and civic groups 209 Together and Kiwanis Club of Forest Park raised more than $16,000 to benefit students of Proviso East, Proviso West and Proviso Math and Science Academy at their annual scholarship fundraiser on June 28 at the rooftop of Urban Pioneer Group. The night’s haul is the most 209 Together’s raised since starting the scholarship fund three years ago. During the first two years, the group raised around $7,500. This year, they hoped to match that amount. But then they more than doubled it. “I start crying every time I think about it, I’m so happy we were able to do this,” said April Baker, coorganizer. “After a lot of long nights around my dining room table with everybody, it worked out.” Baker said chefs’ generosity toward the middle of the event catapulted the groups earnings, with some of caterers offering to host an exclusive cooking class on the roof of Urban Pioneer Group to those who donated additional funds. Chefs from The Heritage, Amerikas, New Rebozo and more catered the event for free. Some 125 people enjoyed the rooftop vibe courtesy of Linda Cibula, the owner of the building who donated the space.

“I got approached several times by people saying, ‘You don’t know these kids and you came together to do this?’” Baker said. “I’m a realtor, I see people avoiding our area because of Proviso and, to me, it’s just really important to be able to support the kids and make sure they have every opportunity they can.” Baker said it cost less than $1,000 to throw the entire shindig. Because the fundraiser was built primarily on donated time and goods, most of the money raised will go directly toward $1,000 scholarships to each of the nine deserving students from District 209’s campuses. Connie Brown, one of the founders of 209 Together who also helped organize the fundraising effort, said that the event was consistent with the organization’s mission. “Every year, we do internships, volunteer work, anything we can do to improve our schools,” she said, adding that the group always needs volunteers. “Our students are the future of our communities and if we support the education of our youth, they go on to learn amazing things and come back to be the leaders and builders of our town,” she said. The recipients of the scholarships will receive their awards at another event in the coming weeks.

RALLY Children, parents separated from page 1 angry about the U.S. immigration policy and carried a homemade sign that said, “I want my America back.” “I’m an activist,” Worthington said. “I’m wanting to not just care and feel, but have my body say what I think by being there.” Worthington said people can drive change by registering to vote, training as deputy registrars and organizing on Facebook. Worthington herself sat outside the entrance to the Forest Park Aquatic Center during the annual Juneteenth celebration inviting attendees to register to vote. Forest Parkers can also register online at the State Board of Elections website, ova.elections.il.gov. Worthington is also collecting diapers for the 66 migrant children separated from their families in the Chicago area. To donate diapers, and learn more about Western Front Resistance, email westernfrontresist@ gmail.com. “Are we going to be bullied and live in fear or are we going to work with faith, hope and love towards changing things?” Worthington said. Worthington said she started the group after Donald Trump was elected president. She said she didn’t understand the forces that got him into the nation’s highest office, but wanted to protest his conservative agenda any way she could. Even at large protests like the one that assembled in Daley Center on Saturday, Worthington said individual voices can always be heard. “It’s going to make a difference,” she said. To support her optimism, she cited the work of a national movement which refers to itself as “Indivisible,” the mission of which is “to fuel a progress grassroots network of local groups to resist the Trump agenda,” according to its website. “Think about the thousands and thousands of Indivisible groups which have people of a like mind around the country meeting regularly in living rooms and coffee shops meeting saying ‘We have do something.’ That number has an impact,” she said. One such Indivisible group is active in this area. Erika Bachner,

a River Forest resident and the co-leader of Indivisible Oak Park Area, organized a group of more than 25 people to participate in the Families Belong Together rally and was one of the speakers on the platform at Daley Plaza on Saturday. Indivisible Oak Park Area includes residents from Forest Park, Elmwood Park, Berwyn and more. Bachner’s father grew up in Colombia, and her mother emigrated from the violence in El Salvador when she was just 16. Starting with only a tourist visa, Bachner’s mother went through the legal channels to become a U.S. citizen. “It was a really emotional day for me, because I saw hundreds of

people arriving early to be marshals or voter registrars, people who last year might have just showed up and watched, but now are taking the next step to become more active,” Bachner said. “They are showing support for these migrant families who have left everything they own looking for a better future.” Worthington said that when people operate out of love they can change things, but they also must set aside their fears and stand up for what is right. She held up the example of U.S. Immigration and Customs Enforcement (ICE) officials who have the job of physically taking children away from

their parents. She acknowledged there are ICE officials who are doing everything they can to reunite children with their immigrant parents but wonders if there are ICE officials who are obeying orders because they are afraid of losing their jobs and not being able to pay their mortgages. “I want to see individuals who are willing to lose their jobs for doing what is right,” she said. “We all need to be willing to do what is uncomfortable and risk some security by standing up for what is right.” She added: “I believe that if we operate out of love it will change things.”

Respect, cafeteria-style

T

rue to its word, the school board at Proviso Township High Schools last month bounced its cafeteria food vendor after eight long and, basically, insulting years of poor service and lousy food. To replace Aramark Education Services the school board did not even take the low bidder. Instead it chose the third highest of five bidders, Sodexo, a food service and facilities management company based in France. Now we are not expecting our kids to be eating French food by this fall. But we are expecting food without mold, milk without curds and some level of service that shows respect and appreciation for our students. It has been a hard road with Aramark. This has gone well beyond the usual moaning over cafeteria food. A year ago Dr. Patrick Hardy, principal at Proviso East, made a determined appeal for Aramark’s ouster. “I have no confidence in this company,” Hardy told the board. “I want to say that I’m sad that they’re here.” Sodexo, a company whose record is also not without blemish, has committed to serving fresher and more made-fromscratch food in Proviso schools. There are many ways to measure their success, mainly what percentage of students take advantage of the available food programs. We’ll also be watching Hardy’s conclusion as to whether his students, mainly black and brown, are being served with the same standards students take for granted in other public schools. If Proviso schools are to continue to improve, it will come in some notable part from treating students as if they are valued and respected, even in the cafeteria.

‘I want my America back’ On this 4th of July in Forest Park we’re looking for fireworks and apple pie, sure. But as Etta Worthington, local progressive activist, noted on the sign she carried at last weekend’s “Families Belong Together” rally, “We want our America back.” Imperfect but striving, great today and better tomorrow, fueled by hope not fear, connecting people not consciously dividing them, leading the world not retreating from it. There were 10 Forest Parkers, at least, who trekked with Worthington to the Loop last Saturday to join some 50,000 Chicagoans and hundreds of thousands more across this nation, to speak out for immigrants, for American values of inclusion and fairness, optimism and truth. Worthington’s organizing entity is Western Front Resistance which she describes as a “grassroot network of local groups to resist the Trump agenda.” We are in support of that effort and applaud, this Independence Day, the Forest Parkers ready to stand strong.

Pride in our town With a modest end of June start, Forest Park has dipped its toe into the affirming tradition of celebrating LGBTQ pride. This year it was a last-minute Forest Park Family Pride Day, whipped together by the good folks at Creativita. Next year, promises Kate Webster, the commission chair, a genuine Pride Parade in Forest Park. Good fun. Good message. Good welcome.

The myth of equality and Forest Park

P

art of what we celebrate on the Fourth of July -- we hold these truths to be self-evident, that all men are created equal -- is a myth in the sense that many people believe it and espouse it, but it’s simply not true. What is self-evident to me is that all people are not created equal. IQ ranges from 55 to 145. One of my adult friends is 4’2” while another is 6’3’. Some were born with perfect pitch. Some can’t carry a tune in a bucket. Some have been confined to a wheelchair since birth and others run marathons. Try to picture a one-on-one basketball game between me and Lebron James! In fact, Jefferson himself didn’t mean “all human beings” are equal, at least not in practice. He owned hundreds of slaves himself. What’s more, 41 of the signers of the Declaration of Independence were slave owners. The equality of humankind was certainly not self-evident to Alexander Stephens, the Vice-President of the Confederacy, who believed the “great truth that the negro is not equal to the white man; that slavery, subordination to the superior race, is his natural and moral condition.” So, in that sense, the contention that all people are created equal is a myth to be debunked with other fake news like the sun revolving around the earth and Barack Obama being born in Africa. But the statement that “all men are created equal” is a myth in another sense of the word. Merriam-Webster tells us that the word “myth” can be used to mean, “a popular belief or tradition that has grown up. . . embodying the ideals and institutions of a society or segment of society.” In that sense of the word “myth,” we could create a Declaration of Diversity, a myth for our little community by paraphrasing Thomas Jefferson. “We in Forest Park hold these truths to be selfevident, that all human beings—old and young; male and female; rich, poor and middle class; people of faith and nones; gay and straight; extrovert and introvert; conservative and liberal; brown, black and white; folks with disabilities and those without—are created equal and have certain unalienable rights, that among these are life, liberty and the pursuit of happiness.”

Is it an accurate description of how we actually behave? Of course not. I recognize biases in me which are inconsistent with the “everyone is equal” myth, but the point is that this Declaration of Diversity articulates how I want to behave. It’s what I want this village to strive for even if we never get all the way there. It’s one of the myths by which we measure our “greatness.” And if some “out of towner” should ask what we really mean by those noble sounding words, we would find ourselves telling stories to explain why we do like being part of this community. We would talk about African Americans marching in the St. Patrick’s Day parade -- and having a having a pint of Guinness Stout afterward in a bar with an Irish name -- and Irish Americans chatting with neighbors at the Juneteenth celebration. Regarding the “self-evident” wording in the myth, we tend to see what we believe. President Obama, for example, was partly raised by a white grandmother who loved him deeply, and his “implicit bias,” until his experience proved otherwise, was therefore that white folks would treat him well if he did the same to them. If we believe the myth that life is basically a dog eat dog, Darwinian survival of the fittest, it won’t take long to find examples of behavior informed by that outlook in Forest Park. We see what we believe. But friends of mine who believe that all of us are this paradoxical mixture of saint and sinner will find even more examples of that, I contend, in our village. That’s why, as we celebrate Independence Day, it’s so important to carefully examine which myths determine how we see “reality” and guide our decisions regarding how we go about creating community, regarding who is included in the inner circle, who is not and how large that circle will be. That’s why Juneteenth being celebrated a week before the Fourth of July and Famous Liquors allowing Empowering Gardens patrons to use its parking lot are two of the many stories we need to tell each other to clarify with concreteness and specificity what we mean by everyone has been created equal.

Dennis Wolf, 86 Former Forest Park resident Dennis E. Wolf, 86, of Crystal Lake, formerly of Forest Park, died on June 27, 2018 at Bickford Senior Living. Born on Dec. 6, 1931 in Bancroft, Iowa to Eugene and Florence (Miller) Wolf, he was united in marriage on Jan. 28, 1972 to the former Myrna Ramker Riehle, and they spent the next 46 happy years together. His first love was Myrna and his second

love was baseball. An avid Chicago White Sox fan, he enjoyed all sports. He was known as a “snappy” dresser and was employed for 44 years with the Chicago & North Western Railroad until his retirement. A loving husband, step-father, step-grandfather, brother and uncle who will be deeply missed by his family and friends, Dennis Wolfe is survived by his wife, Myrna Wolf; his step-children, Mark Riehle, Mitch (Rosa) Riehle, Margaret (Steve) Riehle-Moeller and Mary

(Dave) Gosztola; his step-son-in-law, Eugene Ramirez; 11 step-grandchildren; his sisters, Jane Steckman and Judy (Tony) Schiltz; and his many nieces and nephews. He was preceded in death by his parents, Eugene and Florence Wolf; his stepdaughter, Marilyn Ramirez; his sister, Cindy Thomas; and his brotherin-law, Frank Steckman. A memorial service will be held at a later date. Arrangements were handled by Nelson Funeral Homes & Crematory.
