The next day, he was arrested for the same offense in LaSalle County. Less than a month later, state police cited him for DUI in Cook County. Horse racing and friendship bonding

his is the peak of the thoroughbred racing season, with Justify trying to complete the Triple Crown with a win at Belmont. This elite horse was purchased for $500,000. No wonder horse racing is called the “Sport of Kings.” Racing also has room for common folk, like Dan Richards, Steve Richards and Joe Rice. This trio bonded while growing up in Forest Park. They fulfilled a decades-long dream by forming Triple R Racing LLC and investing in a horse named Hot Dad. On May 11, Hot Dad cruised to victory at Arlington Park Racetrack. He won $18,000 but this paled in comparison to his previous win. In just his second race, Hot Dad took home $50,000. These winnings offset the expense of feeding, training and transporting the thoroughbred. They even pay for his massages. As Joe noted, horses are treated like royalty between races. Joe, my son, has a love of horses that dates back to when he was Dan’s acrossthe-street neighbor on Thomas Avenue. In those days, the Rice and Richards families were joined at the hip. Dan then pursued an unlikely path to become a top handicap-

per and a professor at Arlington University. When Dan graduated from the Illinois Center for Broadcasting, he didn’t know anything about horse racing. But his degree landed him a job at the OTB in Oakbrook Terrace. He later became a radio broadcaster for races all over Illinois. In 2013, he became a handicapper at Arlington Park. He was suddenly meeting owners and rubbing shoulders with titans of the racing world. This led to him meeting two high-rollers from Lexington, Kentucky — Jimmy and Kevin. They invited Dan to Keeneland for a race. As an added perk, they threw in sideline tickets to a University of Kentucky football game. Dan and his brother, Paul, made the six-hour drive to horse country, while Jimmy and Kevin prefer to travel by private jet. Dan told them the next time they bought a horse, he wanted a piece. They purchased a 2-year-old for $30,000. They named him Hot Dad in honor of the very dapper Jimmy. Dan asked friends if they wanted to invest in Hot Dad, and Joe was the first to say yes. Dan also asked his cousin Steve. The owners spared no expense, hiring one of the top trainers in

the U.S. Hot Dad was a heavy favorite entering his first race but somehow came in last. He was more successful in his next race, taking home the $50,000 purse. The owners cashed in twice, winning their bets plus a share of the winnings. Then Hot Dad came down with an injury. It didn’t require surgery but a year’s rest. As Dan said, the health of the horse comes first. Now as a 4 year-old, Hot Dad has returned to the winner’s circle. He was joined there by Dan, Joe and Steve’s whole family. Afterwards, they hung out with their winning jockey, Sophie Doyle of Great Britain. Speaking of fast females, they purchased their second horse, a filly named BoomChicaBoom, who is the half-sister of California Chrome, who won the Derby and Preakness in 2014. Every owner dreams that their horse will one day compete for the Triple Crown. But this story isn’t only about horse racing. It’s about the lifelong friendships that form in Forest Park and the fierce loyalty these friends still have for each other. If any more friends want to come on board Triple R Racing, they are welcome. Deficits still cloud FP’s foreseeable future Budget workshop examines ways to reduce deficit spending By BOB SKOLNIK Contributing Reporter

While final figures are not in yet, Finance Director Letitia Olmsted said last week she expects the final numbers to show a deficit of approximately $1.6 million in the village’s general fund. Fiscal year 2019, which began May 1, is also likely to end in a deficit. “It’s probably over a million again,” said Village Administrator Tim Gillian in an interview with the Review on Monday. Gillian and Olmsted said the deficit will likely decrease from this year because of increased sales tax revenue the village receives from the new HOBO store and the recently opened Living Fresh Market store. “My anticipation is that at the end of fiscal ’19, it will again be more expenses than revenues,” Gillian said. “The outlier in all that is what things like the HOBO store and the new food store are going to do in terms of revenue. But I don’t think they will be enough to fully balance the budget.” Olmsted said the village only has reserves of about $500,000, so it is not clear how the village would fund a deficit of more than that. The village council met last week with Gillian and department heads in a budget workshop to figure out how to control costs. The council will soon vote to increase water rates, but that will just pass on the increases the village has received from the city of Chicago. Water rates in Forest Park have not in-

creased since 2015. Last year Chicago increased the price of the water it sells to suburban communities such as Forest Park by 1.83 percent, and next month Chicago is imposing a 1.54 percent increase. Forest Park residents can expect to see an increase in their water rates of more than 3 percent. The water fund currently has reserves of about $400,000, Olmsted said, but the village is looking to do major sewer infrastructure improvements in the not-too-distant future. Before that can be done, the village will need to conduct a study of its sewer system. One piece of good news is that the village’s contribution to the Illinois Municipal Retirement Fund (IMRF) is expected to decrease by about $100,000 in 2019 because of good investment returns generated last year. But the village will lose some revenue because it will no longer sell water to Brookfield and North Riverside because those towns will be getting all their water directly from Chicago. In January the village council approved a number of fee increases to try to cut into the deficit. They raised the garbage collection fees by 3 percent annually for each of the next three years. The council also raised parking fees and fines. At the budget workshop Mayor Anthony Calderone suggested looking into buying cars rather than SUVs for the fire department but the general consensus was that Ford Escapes better fit the needs of the fire department’s fire prevention unit because of their greater space. Calderone also suggested that the village council might have to issue a mandate to limit overtime to control costs. “We have never given a mandate to trim overtime, but

maybe we need to,” Calderone said. “Until you force the issue, you never know.” But the fire department is short-staffed right now which makes limiting overtime difficult. Given its budget situation Calderone said that the village might need to look at “out-ofthe-box solutions” to control costs. Commissioner Tom Mannix threw out a few ideas, suggesting that the village look at whether it could save money TIM GILLIAN by getting a debt consolidation Village Administrator loan from Forest Park Park. He also said the village could save money on utilities by having village hall open only four days a week and having village hall employees work four 10-hour days a week. Gillian said the village has already cut costs everywhere. “We’re just going to continue to do our best to cut expenses and recognize any revenues we can find,” he said. Other than a water rate increase no other fee increases or new taxes are on the table right now, he noted. The council must pass an appropriation ordinance and submit it to Cook County by the end of July. It is not required to pass a formal budget. “The village is not required to, nor do we, pass or adopt a specific, line-item budget,” Gillian said. “We’re required by law to pass the appropriation ordinance and that’s what we do. The budget is really an internal working document that myself, the finance director, the elected officials and all our department heads use to keep track of our annual and dayto-day expenses.”

Business booming at Empowering Gardens Sales are up 35 percent from this time last year

Business is blooming at Empowering Gardens Inc., much like the more than 100 varieties of flowers offered at 7730 Madison St. So far in 2018, sales are up 35 percent from where they were this time last year, said Richard Biggins, co-director of Empowering Gardens, a nonprofit garden center that aims to provide individuals with disabilities meaningful, long-term employment. In 2017, business was up 50 percent compared to the year before. He estimated that right now they have $25,000 worth of flowers on display, and that many customers tell him, “I’ll be back because I love the stuff but, more important, we can come here and spend our money for a good cause.” Aside from the two directors, all of Empowering Gardens employees are people with disabilities of one kind or another. Adam Barron, who has been diagnosed with Aspergers Syndrome, lived at the YMCA for seven years and was unemployed during that time. Since he found steady employment at Empowering Gardens—working about 25 hours a week for almost three years—his credit rating has improved and

The way we do it is to have a big selection, and high quality with competitive prices.” Empowering Gardens’ long- term plan is to buy the land they are now renting for an estimated cost of about $300,000, Biggins said. Owning the property is important, he explained, because then the nonprofit will be eligible for grants to help pay for a year-round greenhouse, which Biggins estimated will cost approximately $200,000. That will help Empowering Gardens from being homeless during the winter months, and relying on generous property owners to let them operate in their vacant spaces. After a few years, Biggins said that an all-weather greenhouse could help Empowering Gardens become profitable and self-sustaining. He dreams of supplying local restaurants with organically grown spices and vegetables.

Although its name might mean “new beginning” in Aztec dialect, Axcan Mexican Grill is looking at the end, and is listed as immediately available for sale or lease. “It’s not that the restaurant is not doing so good, it just seems like Forest Park in general is not doing so good,” said Brandon Johnson, manager, noting that several restaurants on Madison Street have closed in the last year. Johnson said he believes owner Sylvia Xim’enez is selling because she’s buying other restaurants and focusing on other ventures. Xim’enez also founded Il Sogno Ristorante, an Italian eatery, in Wheaton and the Aztec-inspired Mexican restaurant, Aguamiel Restaurante, in Clarendon Hills, according to Axcan’s website. Her restaurants have been featured in several TV segments, including on the “Hungry Hound” show on ABC 7. Once a new owner takes over, Johnson said he believes the space will continue to house a Mexican restaurant. “Yes, the restaurant is on the market. Yes, we are talking with several interested parties,” said David King, owner of the Oak Park-based David King & Associates, who is

acting as a realtor for the commercial property. “Axcan will remain open for the foreseeable future; stay tuned.” Axcan, 7404 W. Madison St., is described as a “fully equipped restaurant” of more than 4,300 square feet and with 100 seats indoors, at the bar and under a covered patio, according to CityFeet.com, a real estate listing site. The terms of the lease are “negotiable,” and the post specifies that the restaurant was totally renovated in 2011. The Mexican restaurant opened in December 2014, and brought Executive Chef Enrique “Kike” Gomez to Forest Park after a career spent working as a “teaching chef for Mr. Rick Bayless” at Frontera Grill in Chicago, which was awarded a Michelin Bib Gourmand in 2018, according to the website. Gomez also worked at Aguamiel for at least two years. “‘Kike’ believes no flavor can be truly represented unless it is made as our ancestors created them: fresh, from scratch, with passion and the love it is created for those who share it with,” the Axcan’s website states. Axcan replaced Italian restaurant Fiorenza Ristorante, which closed in June 2013 after an eviction dispute.

Village negotiates contracts with auto mechanic, firefighters unions Officials are still negotiating with unions representing office staff and police By ROBERT J. LIFKA Contributing Reporter

Two down, two to go. The Forest Park Village Council has agreed to contracts with two of the unions representing village employees, and officials have set their sights on negotiating with two others. The village council voted unanimously on May 14 to approve contracts with Automobile Mechanics Local 701, representing the village’s one mechanic, and Forest Park Firefighters Local 2753, representing the firefighters. The auto mechanics union contract runs for three years and the firefighters union contract extends four years. Village Administrator Tim Gillian said village officials anticipate negotiating with Fraternal Order of Police Lodge 211, which represents the police officers, and American Federation of State, County and Municipal Employees Local 3026, which represents office staff. Contracts with both unions expired on April 30 but police officers and office staff are working under terms of the expired contracts while negotiations continue, as has been done in the past. Gillian said

dates have been set to negotiate with the office staff ’s union and he hopes to set dates with police officers union “soon.” The village’s contract with Teamsters Local 705, which represents public works employees, does not expire until April 30, 2020. Under terms of the contract with the auto mechanics union, Forest Park’s one mechanic, George Prescott, will receive salary increases of 1 percent the first year, retroactive to May 1; 2 percent the second year; and 2.5 percent the third year. Gillian said a slight increase in his union insurance benefits, of which the village pays 100 percent, is the only other change from the previous contract. Gillian noted that Prescott, who is paid hourly and has worked for the village for 10 years, works on every vehicle in the village’s fleet except the fire department’s equipment, which he estimated is about 80 vehicles. Prescott earns $32.04 per hour. The firefighters will receive salary increases of 1 percent the first year, retroactive to May 1; 2 percent the second year; and 2.5 percent in each of the final two years. Gillian said no major changes were made from the previous contract although he

said some language was “cleaned up.” The starting salary for a new firefighter is now $56,669 and the highest salary attainable is $87,295 after five years. The contract with the firefighters union extends a year longer than the three-year contract it succeeds but the auto mechanics union contract is a year shorter. Both contracts were reached in shorter negotiations than last time. It took four months for the firefighters union and the village to reach agreement in September 2016 and almost two years for the auto mechanics union and the village to reach agreement in March 2016. Mayor Anthony Calderone said these negotiations were “definitely more expeditious,” but added, “It takes both sides to have a willingness to negotiate promptly and the village is always willing to negotiate.” As to the longer contract with the firefighters union, he said, “They requested a four-year contract and we had no objections.” Office staff worked nine months without a contract before reaching an agreement in February 2016 and police officers worked two years without a contract before reaching an agreement in May 2017.

Village increases ambulance fees Insurance companies to swallow extra costs

It will cost more to be transported to a hospital in a village of Forest Park ambulance, but insurance companies will pay the extra fees. The village council voted 5-0 on May 14 to increase ambulance fees for the first time since 2009, with the increased fees taking effect immediately. Village Finance Director Letitia Olmstead estimated fee increase would generate an additional $53,600 per year, helping to fill a deficit of about $1 million in the village budget. The charge for each basic life support ambulance transport will increase from $400 to $700; for advanced life support from $1,000 to $1,200; and for advanced life support 2 from $1,200 to $1,400. Basic life support is characterized as interventions that can include oxygen, spinal immobilization, bandaging and more. Advanced level support requires at least one intervention by a paramedic, like cardiac monitoring, IV and medication. Advanced life support 2 includes the administration of at least three separate doses of one more medications by IV push, or manu-

al defibrillation, central venous line, chest decompression and more. Remaining unchanged are advanced life support and advanced life support 2 charges for Medicare and Medicaid patients and charges for mileage, oxygen and cardiac monitoring. In making her recommendation for changes to the village council, Olmsted termed the basic life support rate as “extremely low.” Tim Gillian, village administrator, said increasing ambulance fees was discussed during a budget workshop in November. “We wanted to see where we were in comparison to other communities,” he explained, noting that the revised fee schedule put the village “right in line.” Forest Park contracts with the Schiller Park-based Paramedic Services of Illinois to provide paramedic services. Village ambulances responded to 1,779 calls in 2017 with 1,660 of those calls requiring transportation.

Mayor Anthony Calderone assured Commissioner Tom Mannix that a patient’s insurance company will pay the increases, terming the fees to be “normal and customary.” In her written recommendation to the village council, Olmstead explained further. “These recommended rate changes will not adversely affect any patient that would be at a loss because of a higher rate,” she said. “Payment received from Medicare and Medicaid is always considered payment in full. Additionally, payment made on behalf of residents (commercial or otherwise) is always considered payment in full as residents are not balanced billed. “For non-residents, Paramedic Services follows the scheduling and pricing recommendations of commercial insurance companies. Any charges deemed excessive or not within their fee scheduling are written off. The only portion that non-residents are balanced billed is a co-pay or deductible that the insurance company as recommended.”

Forest Park police stood way up for the Illinois Special Olympics at their annual “Cop on a Rooftop” fundraiser on May 18, raising nearly $3,200 for the special needs advocacy organization by standing on the roof of, and selling merch at Dunkin’ Donuts, 7200 Circle Ave. Police sold T-shirts, hats, lapel pins and coffee mugs to hungry passersby, who received a free donut for any donation made. All donations should also be tax deductible. This is the fourth year Forest Park police have participated in this particular fundraiser; they joined nearly 300 departments across the state that stood on top of the fast-food pastry establishment.

Memorial Day was established in 1868 with the aim of remembering the 600,000 soldiers who died during the Civil War. The “Decoration Days” that followed have likewise tended to focus on remembering service men who have passed. But Village Commissioner Joe Byrnes said he’d rather focus on the positive memories and relationships he formed during his two tours in Vietnam. “I think of all the fun we had,” he said. On his first tour in Vietnam, which began on Christmas Day 1966, Byrnes was stationed just 65 miles from the socalled Demilitarized Zone, in a unit charged with gathering intelligence about the Viet Cong and North Vietnamese regular army. Although they were not in a combat platoon, they were in danger every day. Byrnes remembers losing comrades of his unit in a rocket attack. But there was something about living in a dangerous situation that bonded the group like family, Byrnes said. Fiftytwo years later he remembers the names of every guy in his unit. He said these guys came from all over—Chicago, Hawaii, Guam and more. They were black, white and Hispanic, but they bonded together in a way that “when somebody got hurt, we all got hurt.” He remembers when one unit member found out his mother died back home. “He was black, but we didn’t see his color. He was part of our family,” Byrnes said. U.S. occupation of Vietnam occurred as the Civil Rights Movement unfolded back home. Byrnes attended language school to learn conversational Vietnamese, because his unit’s approach to gathering intelligence was to form trusting relationships with locals. U.S. army members would go to the villages, hang out and joke with the Vietnamese, Byrnes said, adding that they’d sometimes bring villagers gifts like high-protein rice seeds from America or tomatoes. The group’s relationship building was effective. One

night, the Viet Cong shot a rocket at the village, on the suspicion that the Vietnamese were getting too friendly with the Americans. Locals died in the ensuing fire, but Americans were killed too. When Byrnes and his unit visited the village a few days later, they discovered that residents felt so bad about the casualties of their American friends that they had built a shrine for them. As a whole, Byrnes believes his time in Vietnam made him a better person. It made him understand life and death. His memories center on the relationships he formed with the Vietnamese, as well as with the guys in his unit. “Like learning how to eat Spam,” he said with a laugh. “Luis Lopez would cook canned Spam with spices he got from home and it would taste like steak. Or, in my weekly care package I would get from home, there would sometimes be six dozen cookies. As soon as I got out of the mail room there would be guys following me, and all the cookies would be gone by the end of the night.” He added: “When guys got bad news from home, we all had bad news from home. We were there to hold and comfort

They’re better financed than we are,” said Jordan Kuehn, president of Let Forest Park Vote on Video Gaming, a political action committee that brought the video gaming case to the Forest Park Electoral Board, Cook County Circuit Court and the appellate court. On March 16, the appellate court overturned a circuit court ruling that upheld the local electoral board’s decision to nullify referendum petitions, putting the binding referendum on the November ballot. “They’re exhausting every avenue they can which, to me, says they’re scared of the vote,” Kuehn said. “If they weren’t scared of the vote, they wouldn’t be spending all this money in court.” Watts’ appeal disputes the finding of the appellate court, and said the decision to put the referendum on the November ballot “violates the integrity of the election process,” is

I saw what happens to people who sit around and have time to think. “Some of the things you think about are not good. When I dwell on things, I find myself trying to reinvent the past. For example, some bad things happened when I was a sergeant in charge of a squad. I would start asking myself if I could have done something differently.” He turned to work and laughter as medicine for his war wounds. “If you can laugh at yourself and have people laugh with you—not at you—you’ll be better off in life,” he said.

Six of the petition sheets featured an incorrect referendum date of Nov. 8, 2016, and contained less than 100 of the nearly 3,000 valid signatures on the petitions. The rest of the more than 275 petition pages stated that voters will decide on the question “at the next regular election occurring not less than 92 days after the filing of this petition.” The differing headings violate Illinois general election code 28-3, which states “the heading of each sheet shall be the same.” The appeal argues that law requires mandatory compliance with that law. “Simply ignoring the mandatory requirements of [the law], to obviate an admittedly harsh result, is not allowed under the law,” the appeal states.

The appeal then quotes a member from the Forest Park Electoral Board, Thomas Mannix, who said at a Jan. 23 hearing, “This is a pretty cut-and-dried issue. It’s ‘shall be the same.’ They’re not the same. And asks us as an electoral board to say we’re going to ignore that, I don’t think it’s appropriate from a legal perspective.” The appeal also said that the appellate court’s decision to overturn the Forest Park Electoral Board’s finding did not meet a legal standard demanding acceptance of the lower court’s findings of fact unless the appellate court is firmly convinced that a mistake was made. “Courts should give deference to the electoral board’s interpretation of the provision of the election code,” the appeal reads. Kuehn said he was somewhat surprised that Watts took the case to the Supreme Court, but said he felt the issue of “strict” versus “substantial” compliance with Illinois election law was good to debate “so someone else doesn’t have to go through this rigmarole and all that. Entler plans to stay on park board Eric Entler, who is halfway through a six-year stint as vice president of the park board of the Park District of Forest Park, said he has no plans to step down from the position. He named the building of the Roos Recreation Center, which will open on May 26, and the opening of the 16Inch Softball Hall of Fame, as two accomplishments he’s completed during his tenure. “What I really like is it gave me an opportunity to give back to the community that gave me a lot growing up. I’ve been active in the park district ever since I was 4, so 42 years,” he said. “I met my wife there, we both worked at the park district, so it held a special place in my heart. When I was looking for volunteer opportunities, because I am an elected volunteer, I don’t get paid for this, I wanted to do something I really enjoy.” Entler is also vice chairman of the Illinois Association of Park Districts, a nonprofit service, research and education organization. In 2013, the group awarded him the “Rising Star Award,” which recognizes elected park district board members serving their first term in office who have demonstrated excellence. Entler called his time on the park board successful. “It’s a special place, the park is the center of town, and usually it’s a place of fun,” Entler said. He said members of the park board know he’s been arrested, and that no one has told him he should step down from his post. President John Doss said the board does not condone this type of behavior and is praying for him and his family. “It’s up to the electorate the next time around if he decides to run again,” said Eric Connor, a supporter. “I don’t think there’s any particular mechanism for removing a board member. They can’t do it by vote. So I think that if he chooses to stay on the board, and is a valued voice on the park board, I think that will go a long way if he chooses to run for re-election.” Entler was first elected to the park board in 2009, unseating Howard “Bud” Boy who served on the board for 28 years, and Michael Espinosa, who served on the board for almost eight years.

She’s seen how negatively people react to newspaper articles, posting mean comments online, and expects that she’ll get strange looks and a cold shoulder when she’s shopping around town. “Telling people that I have cancer is a whole hell of a lot easier than telling people he has bipolar disorder,” Rachell Entler said, adding: “I would hope that people would see this as a story of, ‘Wow, I know somebody else that’s like that,’ ‘Wow, I can relate to that,’ or ‘Wow, I’ve had feelings of that before.’” Connor said believes Forest Parkers will react in two ways. “Anybody that knows Eric knows he’s a valued member of the community and is going to say, ‘You’re dealing with a very serious problem and we congratulate you,’” he said. “And then there’s going to be the people calling for a head, a head on a spike.” Entler, meanwhile, worries about his job prospects, although he’s thankful he sought treatment. “Seek help and do not be afraid of it,” he said. “There is more to this than just a series of really bad decisions.” If you suffer from anxiety or a substance abuse disorder call the National Suicide Prevention Hotline 1-800-273-TALK (8255). Suppressing a vote

T

he seemingly endless effort to prevent Forest Park residents from casting a binding up or down vote on video gaming continues with our reporting last week that the owners of O’Sullivan’s Public House have turned to the Illinois Supreme Court for relief from an Illinois Court of Appeals ruling in April. Whether the high court will even take up the case remains to be seen. If it does, the argument made by James Watts of O’Sullivan’s seemingly will hinge on definitions of “strict” vs. “substantial” compliance with election law. That goes back to the initial debate before the local electoral board over an alleged mismatch of dates on six of the nearly 300 pages of petition signatures gathered by residents seeking a binding vote. The local electoral board, consisting of three Forest Park officials, made the dubious decision to toss out all the signatures. It was the appeals court that overturned that decision and rightly impugned the impartiality of the local board. That’s a point we made in our reporting as Commissioner Tom Mannix, a member of the electoral board, is in a business partnership with a local bar owner. We agree, though, with the assessment of Jordon Kuehn, president of the grassroots Let Forest Park Vote on Video Gaming, that this legal action is based on the queasiness the bar owners feel about their chances of winning a binding referendum in November. Residents are more likely to defeat video gaming based on the concerted efforts of bar owners to suppress a vote than on whether the gaming machines are good or bad for the village, so they’ll have only themselves to blame.

The future of Eric Entler as an elected member of the park district board is also up in the air. This week the Review reports on Entler’s guilty pleas on two DUI charges from last fall and a pending DUI charge from later last fall. In June Entler will serve 10 days in a county jail in northwest Illinois, where two of the incidents took place. Last week Entler, along with his wife, Rachell Entler, a village commissioner, sat for a difficult and plain-spoken interview with the Review. In that hour-long conversation, Eric Entler talked about his actions, his responsibility for those actions and his accepting of the immediate consequences — fines, jail time, loss of driving privileges — and the wider impact of putting his place in the community at risk. They also talked about their shared decision after the first two DUIs that Eric Entler needed to seek diagnosis and treatment for his condition. The outcome is that he has now been diagnosed with bipolar disorder and with alcoholism. He is on medication for the mental health condition, continues outpatient therapy, and has joined a 12-step program. The Entler name goes deep in Forest Park. It is no excuse for his actions or the peril he put others in by repeatedly driving drunk. The consequences are deservedly steep. But it is a courageous choice by this family to be public about the mental health issues he faces today and will throughout his life. More important for this village is its willingness to understand the mental health challenges at play here, the rippling impact it has on families, the fragility of recovery, and the courage it takes to be public in a small town. The Entler family has put itself forward. Now it is Forest Park’s turn.

James L. Alcorn Jr., 90, a longtime resident of Forest Park, died on April 22, 2018 at his home. He served as an usher at Forest Park’s First United Church of Christ and was a member for many years. He also did whatever he could to keep the Church and its equipment in good repair. Jim was a dedicated square dancer and traveled all over Chicagoland to attend dances. He started taking lessons in 1975 at BnB Batavia and later became a charter member of Square Spares & Pairs Square Dance Club in Park Ridge. James Alcorn, Jr. was the son of the late James, Sr. who was born in County Donegal, Ireland and farmed in Crystal, Iowa before coming to Chicago where he met and married Jim’s mother, the late Lillian Ziegler of Forest Park. He was also the brother of the late Ruth and Lillian Alcorn; and a cousin and friend of many. A Memorial Service will be at 10:00 a.m. on Saturday, June 2 at Forest Park’s First United Church of Christ, 1000 Elgin Ave. with a Private Interment. Sr.; mother of Denise Stewart, Jamie Jenkins, Cindy (Steve) Malatia and John Jr. (Colleen) Stewart; grandmother of 13; great-grandmother of two; and the sister of Janice (Lee) Monahan and the late Harry Nichols. Woman assaults police, after accident and arrest Police responded to an accident about 10:55 p.m. at the intersection of Lathrop and Hawthorne on May 14. A 74-year-old driver told police that Rachel Becerra, the driver of the other car, blew a stop sign at Hawthorne and struck his vehicle while turning left on Lathrop. After the accident occurred, Becerra, of Oak Park, got out of the car and immediately started shoving and yelling at the man about “the injury card” and accusing him of trying to get money from her. Police smelled alcohol on Becerra’s breath and person. Becerra, who is Hispanic, yelled at responding officers, who were white and black, that they were “white honkey [expletives],” “doing what my master telling me to do,” and more. She said they were only after her because she has “brown skin.” Becerra was arrested for refusing to perform field sobriety tests. She resisted and kicked an officer three times in the chest. When she got to the police station, she kicked an officer in the groin. Becerra received a single felony charge for aggravated battery to a police officer, and was processed on misdemeanor charges of aggravated battery to a police officer, battery to a police officer, two counts of resisting arrest, driving under the influence of alcohol and two traffic violations.

Juvenile arrested for carjacking Chicago police recently arrested a 17-yearold for committing an aggravated vehicular hijacking at Blueberry Hill Tavern on May 6, according to a police report. That night, a woman parked her Ford about 12:25 a.m. at 427 Desplaines Ave., when a man came up to her, held a knife to her throat and said, “Get out of the car, I need the car.” He entered the vehicle and fled toward Madison Street. The stolen car contained the victim’s cellphone and wallet, which held Chase, US Bank and Wintrust debit cards, $200 cash, a $20 gift card and a medical card. On May 8, Chicago police stopped the stolen vehicle, and a passenger had the victim’s property. On May 15, Forest Park detectives arrested him, transported him to the Forest Park Police Department, where he admitted to the crime. His name is being withheld because he is a juvenile. He was charged with aggravated vehicular hijacking, armed robbery, aggravated battery and unlawful use of a weapon. He was transported to a juvenile detention facility.

Six vehicles burglarized ■■At some point between 8 p.m. on May 13 and 6:45 a.m. on May 14, someone broke into a Toyota parked on the 400 block of Ferdinand and stole a laptop and loose change inside.

■■Between 10 p.m. on May 13 and 6:30 a.m. on May 14, someone broke into a Chevrolet parked on the 400 block of Ferdinand, according to a separate police report. The victim said she noticed her passenger side door was unlocked when she arrived. ■■Between 6:30 p.m. on May 13 and 6 a.m. on May 14, someone broke into a Jeep parked on the 7400 block of Jackson and stole a laptop valued at nearly $460 and a black backpack. The victim believes her car doors were unlocked. ■■Sometime between 8 p.m. on May 12 and 4 a.m. on May 14, an Acura parked on the 1000 block of Marengo was entered and roughly $20 in cash was stolen from the center console. ■■At some point between 10 p.m. on May 13 and 6 p.m. on May 14, an intruder entered a garage located at the 900 block of Circle and rummaged through two vehicles parked inside. The victim told police her garage and car doors were unlocked. ■■A neighbor’s security camera caught three men breaking into a woman’s vehicle and neighbor’s cars about 3 a.m. on the 500 block of Beloit on May 14.

Burglar rides off with bike A man’s bike, valued at $275, was stolen about 1:42 p.m. on May 17 from his garage on the 500 block of Marengo.

Woman robbed at Green Line station A woman exited the Green Line el at the Harlem/Lake stop about 9:30 p.m. on May 12 when a man ripped the backpack off her back and took the cellphone from her hands. The backpack held an iPad and iPhone 7, totaling $2,000.

Victim shoved against garage, purse stolen A man came up behind a woman and pushed her against her garage, demanding her purse about 1:30 p.m. on the 200 block of Elgin on May 19. He said, “Don’t turn around or I’ll shoot you.” The man then pulled the purse from her shoulder and fled. The purse contained $700 cash, a state ID and a Visa debit card. These items were obtained from police reports filed by the Forest Park Police Department, May 13-20, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.
