Living Fresh Market to get $450K from Forest Park New grocery store in the mall now slated to open in June

The Forest Park Village Council, Monday, unanimously voted to provide GCC Company LLC up to $450,000 to facili-
tate the leasing, remodeling and operation of Living Fresh Market in the Forest Park Plaza shopping center. Officials of Living Fresh Market say the new store will create 60 jobs when it opens at the 70,211-square-foot former Ultra Foods site at 7520 W. Roosevelt Road. Construction
started in January. Although officials had initially hoped the store would open in April, the target date is now June 1, Mayor Anthony Calderone said Monday. See LIVING FRESH on page 16

o a teenager, The Loop and the ACME grain elevators were two “Towers of Rock” that we were sure would never crumble. Solidly sculpted rock, they thrust local teenage boys into Review headlines back in 1980. Mark and I hung a queen-size bedsheet, which read “The Loop FM 98,” from those grain towers early that year. Why? “Cuz we were bored!” Mark would say. That’s why we did everything back then. Also because The Loop (WLUP-FM, recently transformed into Christian rock), which was still fairly new at that time, transmitted “cool.” Clad in black Loop T-shirts, the uniform of Steve Dahl’s Insane Coho Lip Army, 20 or so of us cavorted daily through the abandoned towers and adjoining warehouses, transforming it into our personal Teenage Wasteland. From Disco Demolition to Loop’s dissolution
M
arch 9, 2018 marked a milestone in Chicago radio history: the final broadcast of hard rocker WLUP 97.9 FM. Many Forest Parkers were Loop fans in the late ’70s and early ’80s. They wore black T-shirts and chanted, “Disco sucks!” I was still devoted to disco and had the polyester shirts to prove it, but I could not escape the Loop craze. On July 12, 1979, I was working at Forest Park National Bank. My co-worker, Mark Connelly, told me about “Disco Demolition” being held at Comiskey Park that evening. To a Sox fan, it was irresistible. Free admission with a disco record to a double-header against Detroit! This meant sacrificing one of my Donna Summer albums but I was going. When we got there, I was shocked to see 50,000 Loop fans, wearing black T-shirts, cramming into Comiskey. They didn’t look like baseball fans. We found seats and watched the crowd going increasingly crazy. Disco records were flying onto the field like Frisbees. The Detroit fielders put on batting helmets, as debris rained down. I feared a riot. After Detroit won the first game 4-1, I told Mark I was leaving. He suggested I might get killed going home, but it
seemed safer than staying. So I wasn’t there for the big explosion and fans storming the field. Afterwards, critics accused the crowd of bigotry. They claimed disco was associated with African-Americans and gays and The Loop gave disaffected white teens a chance to unleash their anger against it. One critic likened it to a Nazi book burning. Their views made sense to me at the time but I’ve since learned that disco died a natural but horrible death in the early ’80s, a victim of overexposure. As disco declined, The Loop peaked in popularity. It wasn’t just hard rock that attracted listeners. The station had colorful personalities: Jonathan Brandmeier, Kevin Matthews, and DD organizer, Steve Dahl. I didn’t embrace the music, or the wacky DJs. But there was no way to escape Loop commercials and posters. Matt Cormack, who now lives and works in Forest Park, couldn’t resist the lure of one of these posters. In August 1984, he and his friends came upon a CTA bus bearing a poster of Lorelei, The Loop’s original “rock girl.” Lorelei was first in a line of scantilyclad spokeswomen. Matt slipped the cardboard poster out of its metal frame. It was 10 feet long and 3

feet wide, so he had quite a time carrying it home on the CTA. It was even trickier for Matt to load it into his ’74 Nova to drive it to Western Illinois University. The poster decorated his dorm room for the next three years, surviving countless alcohol spills. When Matt graduated, his buddy offered 50 bucks for it and Lorelei still hangs on his wall in New Hampshire. Lorelei faded from the scene and hard rock declined in popularity but The Loop stubbornly clung to the format. It became a dinosaur, playing T-Rex songs in a swamp of hip-hop, rap and techno. Led Zeppelin, The Who, Pink Floyd: The Loop played a brand of rock that wasn’t being produced anymore. Still, I was glued to 97.9 during the final broadcast. The station was shifting to Christian rock the next day. Dahl spoke of The Loop’s huge impact on rock-and-roll history. He said the station’s final song should be AC/DC’s “Highway to Hell.” Instead, he ended the broadcast by telling his wife, Janet, he loved her. Forest Park retiree hits $4.25 million Lotto jackpot Winner says he’ll use money to travel and remodel his residence By BOB UPHUES Senior Editor
A retiree from Forest Park was the person who bought a Lotto ticket that came up a $4.25 million winner back in January at a local convenience store. The Illinois Lottery identified the lucky man as Charles Vincent, a retiree, bought the Lotto Quick Pick ticket that matched all six numbers – 11, 19, 26, 28, 48 and 49 -- at 7-Eleven, 7749 Roosevelt Road on Jan. 22. “Money should be a joy!” said Vincent, who plans on using his winnings to remodel his home and take a river cruise in Europe, in a press release from the Illinois Lottery. Vincent, who the Illinois Lottery said was a longtime Lotto player, told a reporter who contacted him at his Forest Park residence that he was not available for comment. The owner of 7-Eleven, Tapan Shah, was awarded $42,500, or 1 percent of the value of the winning ticket. In January, Shah told the Forest Park Review that his store was a lucky location, with at least four winning tickets purchased there in the past. Shah said he plans to use the money to pay his son’s college tuition. When asked why his store was so lucky, Shah said, “We sell so many tickets here; more people play here.”

Resources dwindling, Women’s Exchange launches fundraiser GoFundMe campaign looks to raise $10,000 By JOHN RICE

t’s very fitting that the Oak Park Women’s Exchange (OPWE) is launching their fundraising campaign during March, Women’s History Month. The women’s exchange movement has been part of American history for almost 200 years. The OPWE, which is holding its Spring Market on May 5 at the Howard Mohr Community Center, 7640 Jackson Blvd. in Forest Park, has its own storied 44-year history. But that history is at risk. The OPWE in early February started a GoFundMe drive to save the exchange. “The Power of 5 Bucks” campaign (www.gofundme.com/saveopwe) asks supporters to donate the price of a cup of coffee to keep the doors of the nonprofit open. “Our goal is to raise $10,000 to meet operational expenses for the next two years,” said board member Deanne Alexander. Through March 26, the online fundraising campaign had collected a little more than $1,000. The funds are needed to pay rent, utilities and insurance at their Artisans & Crafters Unique Boutique storefront at 839 S. Oak Park Ave. in Oak Park. It’s no surprise that the OPWE is struggling financially. It is one of the last women’s exchanges surviving in the U.S. The women’s exchange movement started in Philadelphia in 1832. Its mission was to help women gain financial security by giving them the opportunity to sell their needlework and other handcrafted products in a retail setting. It allowed women to work from home, while caring for their families. They could avoid the danger and monotony of factory work. They also did charitable work. One of their first causes was to make blankets for soldiers and the poor. The OPWE continues this tradition, partnering with Project Linus to provide quilts and blankets for veterans and children in need. “We have distributed 14,000 blankets to hospitals, Hephzibah and hurricane victims,” Alexander said. Members knit and sew these security blankets at monthly “Make a Blanket Days.” The OPWE also carries on the tradition of empowering women financially. However, due to market forces, the exchange is caught in a downward spiral. The OPWE used have 200 members and could allow artists to keep 80 percent of their sales. Membership has dwindled to 37. To meet expenses, the OPWE can only offer the retailers 50 to 60 percent of their sales. This has been a deal-breaker for many of them. “Our membership declined,” Alexander noted, “But our operational expenses haven’t.”

Items featured in the upcoming OPWE fundraiser. There has also been a decline in sales that has hit all brick and mortar retailers. While consumers increasingly shop on-line, they will not find the one-of-a-kind handcrafted items the OPWE carries. These products include pottery, jewelry, stained glass, children’s clothes, women’s clothing, quilts, toys, soaps and candles. The candles are made by Alexander’s daughter, Mary Alexander, who produces a line that bears the scent and name of local communities, like Oak Park, River Forest and Forest Park. The soaps have been manufactured by Alexander out of her home for 20 years. Her beer soap would be a good fit for Forest Parkers. Jsabelle Herdeg, a longtime former Forest Parker -- her husband, Peter Herdeg, started Oktoberfest in Forest Park and both sing with the Harlem Mannerchor. Peter is also the organizer of German Fest -- has
been knitting doll clothes for the OPWE since 2002. A native of Switzerland, Herdeg’s specialty is creating ornate European costumes. Her traditional German outfits are especially popular. Like the other members, Herdeg works at the shop for eight hours each week. The OPWE is hoping to attract more members like Herdeg, who produce high-quality products. “New members bring in new customers,” Alexander said. “New art forms bring in new clientele.” Alexander sees some hopeful signs for the OPWE’s future. “We’re having a rebirth with young people, who appreciate handmade, one-of-akind products,” she said. “Our customers come from all over.”
Another mission of the OPWE is to teach craft making. The exchange holds quarterly community functions to show residents how to do crafts. Herdeg will be working with kids and selling her wares at the OPWE’s Spring Market, on May 5.
Five bars denied gambling licenses by state board State gaming board cites incomplete information on campaign donations By NONA TEPPER Staff Reporter
Five local bars were recently denied video gambling licenses because of an Elmhurst couple’s failure to disclose more than $4,500 in political contributions they made over the last five years, according to information obtained from the Illinois Gaming Board through a Freedom of Information Request. The Illinois Gaming Board denied licenses in November 2017 to Circle Inn, 7300 Circle Ave.; Carole’s Next Best Thing, 7307 Roosevelt Road; Pioneer Tap, 7443 Randolph St.; Angelo O’Leary’s, 7522 Madison St.; and Shortshop Lounge, 7425 Madison St. Martin and Lynn Sorice, of Elmhurst, own those establishments. They did not respond to interview requests. In December 2016 and February 2017, the couple applied for video gambling licenses for the five bars and restaurants, inform-
ing the board that they donated $1,300 to Forest Park Mayor Anthony Calderone and then-mayoral hopeful Chris Harris in 2015. Other than those two contributions, they claimed that “the applicant nor its shareholder and/or offices have not made any political contributions, nor any loans, donations or other payments, to any candidate or office holder, directly or indirectly within the past five years,” according to denial notices sent to the Forest Park Review by the Illinois Gaming Board. A background investigation by the Illinois Gaming Board revealed that, over the past four years, the Sorices donated $2,300 to the Citizens for Chris Harris political action committee, $1,300 to Forest Park PAC, and paid $500 to Proviso Together, a political action committee that backed four winning candidates in the April 2017 Proviso District 209 school board election. The denial notice stated that in February 2003, the Sorices contributed $200 to Citi-
zens for Anthony Calderone, and in March 2005 donated $200 to the 23rd Ward Regular Democratic Organization. Martin Sorice also disclosed that he is on a payment plan for $15,000 in federal taxes owed. The bars may reapply for video gambling licenses in November 2018. The five establishments are the only ones in Forest Park where the Illinois Gaming Board has denied a license application. “It is the board’s position that granting a license to any applicant who failed to provide complete and accurate information as part of the application process would not best serve the interests of the citizens of Illinois, nor protect the integrity of the video gaming industry,” the denial notice states. Fire extensively damages Andrea’s Restaurant Could be months before Roosevelt Road eatery reopens By BOB UPHUES Senior Editor
Andrea’s Restaurant, a dining staple for more than 30 years at 7427 Roosevelt Road, likely will be closed for months after a fire gutted the kitchen and roared through a portion of the roof of the building on March 25. Firefighters were called to the scene at about 9:35 p.m., and when they arrived, flames were already shooting through the roof of the one-story structure, said Fire Chief Bob McDermott. Working from a pair of ladder trucks that positioned them above the roof, firefighters were able to knock down the fire externally before a crew went inside with a hose to extinguish hot spots. “I’d say it was under control in a half hour,” McDermott said. The day after the blaze, investigators were working to pinpoint the origin of the fire, though it clearly started and was contained in the kitchen. According to McDermott, there was nothing to indicate the origin of the fire was suspicious. While flames did not penetrate into the dining room, said McDermott, that area of the restaurant did sustain serious smoke and water damage. The damage to the kitch-
en was described as extensive. “The whole place is going to have to be stripped to the bones and built out,” said Steve Glinke, the village of Forest Park’s director of public health and safety. “The kitchen I’d classify as a complete loss.” Depending on how long it takes for fire officials and the insurance company to complete their investigations into the fire, it could be months before the owners of the restaurant are able to submit building plans for review by the village. “The wild card is always the insurance company,” Glinke said. “Between six months and a year [before the restaurant reopens] is not an outrageous guess.” According to the restaurant’s website, Andrea’s has been serving diners from Forest Park and neighboring communities 365 days a year since 1981. The building at 7427 Roosevelt Road has been a local eating and drinking spot since the days when what is now the Forest Park Plaza was a torpedo factory. At one time called the Torpedo Tap, the building subsequently was named the Armory Lounge, which served as an unofficial headquarters in the 1950s and 1960s for Chicago Outfit boss Sam Giancana, who lived in neighboring Oak Park.

Johnson upsets Boykin in 1st District race
The Chicago teacher ran to the left of the incumbent By MICHAEL ROMAIN Staff Reporter
Brandon Johnson, the Chicago Public Schools teacher and Chicago Teachers Union organizer, entered the Democratic Primary race to replace incumbent 1st District Cook County Commissioner Richard Boykin as a serious underdog. By Monday, however, Boykin — a first-term elected official who seemed to have the visibility and political prowess of a veteran, and the backing of suburban mayors, high-profile leaders like businessman Willie Wilson, and Congressman Danny K. Davis — had conceded. By the time the polls closed on March 20, Johnson was up on Boykin by fewer than 400 votes, with no more than a dozen precincts still to be reported. Those outstanding votes left Boykin with an opening to stave off a concession call until provisional ballots had been counted. Since last Tuesday’s election, however, Johnson’s lead had gradually opened up to 436, with all precincts in the city and suburbs reported, according to online election data from the Cook County Clerk’s office and the Chicago Board of Elections. During a March 26 phone interview, Boykin said that he made the call Monday afternoon. “I thought it was time to go on and put closure to this and I also pledged to work with him in a smooth transition,” Boykin said. “I wished him well and told him I’m here if you need me. I plan to finish out my term and I hope we work together. I thought he was gracious in victory.” The results of the primary election shocked many of

Boykin’s supporters, who were confident that the first-term commissioner — a clear contrast to his predecessor, retired commissioner Earlean Collins — would win reelection comfortably. Early in his tenure, Boykin was outspoken about the Chicago area’s crime and seemingly ubiquitous in local media outlets as he pushed for various solutions, including a 7-point plan to end gun violence. Most of the particulars of that plan were overshadowed by Boykin’s proposal to charge shooters as domestic terrorists, an idea that generated some pushback among community leaders. The commissioner’s voluble criticism of an unpopular penny per ounce sweetened beverage tax pushed by Cook County Board President Toni Preckwinkle channeled a majority of retailers and consumers in the county that lined up against the measure. The issue tarnished Preckwinkle’s image and seemed to have buoyed Boykin’s popularity enough that he flirted with challenging the powerful political figure for her board presidency before ultimately deciding to run for reelection

Forest Park voters followed the statewide outcome in its support for gubernatorial candidate J.B. Pritzker, who defeated opponents Dan Biss and Chris Kennedy in last week’s gubernatorial primary. But the outcome would have gone differently had the only voters been in either Oak Park or River Forest. Forest Park Democrats sent 38 percent of their votes to Pritzker. Kennedy, who came in second to Pritzker, barely edged out Biss by just 14 votes. Oak Park Democrats favored Biss, with just under 42% of those who cast their ballots choosing the Evanston-based state senator. Pritzker came in second in Oak Park, capturing just under 30 percent of the vote and Kennedy finished third with 26 percent.

to his own seat. The beverage tax was repealed last year, with Boykin legitimately laying claim to a not insignificant share of credit for the rollback. Boykin was also outspoken about his ability to bring money back to his district in the form of grants for roadwork and nonprofit support, among other uses. Boykin often reminded constituents that the millions in revenue he discovered while in the commissioner’s seat was in stark contrast to the relative dearth of revenue that came from Collins. But the commissioner’s record, along with his high visibility in the 1st District (regularly hosting job fairs, award dinners and choir concerts, among many other functions), was not enough to inoculate him against campaign criticisms made by Johnson, who was able to mobilize Boykin’s achievements into apparent liabilities. Johnson, who garnered the support of national progressive political organizations like Sen. Bernie Sanders’ Revolution Illinois and MoveOn.org, described Boykin’s recommendation to charge shooters as terrorists as shortsighted and draconian. Johnson also seized on Boykin’s support of a $5.2 billion budget that included over 300 layoffs and the elimination of over 1,000 vacant positions in order to make up for the $200 million in projected revenue lost from the repeal of the sweetened beverage tax. During an interview with Austin Weekly News in November, Johnson offered a caustic description of Boykin’s first term in the commissioner’s seat, alleging the commissioner, an attorney and lobbyist by trade, had aligned himself with the Republican Party. “Unfortunately, what you’re hearing from Richard is about cuts, closures, consolidations and efficiencies,” Johnson said. “He’s going after working-class people. Those are the talking points of the Republican Party.” Johnson said that instead of supporting cuts, he would eye more progressive revenue options, such as a county head tax on corporations. The challenger was able to leverage nearly $500,000 in donations, mostly from unions like the Chicago Teachers Union PAC, the Illinois Federation of Teachers COPE and United Working Families, to get his message out. Around $224,000 of the roughly $400,000 that Boykin raised came from the candidate himself, with most of the rest coming from organizations that stood to benefit from the repeal of the sweetened beverage tax, such as the Illinois Beverage Association PAC and the American Beverage Association, The candidates’ respective funding sources were consistent with their characterizations of each other. Boykin painted Johnson as a puppet of the unions and of Preckwinkle, who endorsed him late in the election; while Johnson painted Boykin as a closeted conservative who was out of touch with many of the needs and concerns of his working-class constituents. When asked on March 21 whether he was surprised at last Tuesday’s results, Boykin instead talked about Johnson’s campaign, which he called “very negative and deceptive.” Boykin referenced “$500,000 in negative advertising calling me a Republican” and hundreds of fake campaign signs that described him as a Republican that appeared across the 1st District the weekend before the election. Moses leads Pirates to promised land The Proviso East Pirates hosted the Midwest Classic on Saturday, which produced stunning results. The Pirates finished first overall in the 16-team field. Forest Parker Moses Ikechukwu Biosah, senior, led the 55-meter dash with a 6.55 time, the 200-meter dash at 23.32, and the 400-meter dash with 51.55. Deonte Bryant, took third in the 55-meter dash with a time of 6.76, and third in the 200-meter dash with 23.60. Pirates also dominated the 600-meter run, led by Jamonte Flowers at 1:25:51. The Proviso East 4 x 400-meter relay, featuring Jamonte Flowers, Donte Love, Jaramia Sowell and Troy Blaylock, finished a full 4½ seconds ahead of Rockford East with a blazing time of 3:36:57. Deonte Bryant nailed a 21-05.00 long jump, earning a second place finish. With two freshmen in their foursome, the Pirates’ Camilo Medina, Donovan Davis, Erick Lozano and Jaden Smith placed second in the varsity 4 x 800-meter relay with a time of 8:40.02. The freshman/sophomore squad were on fire, too, leading the 4 x 200-meter relay of Corey Mason, Isaiah Tyler, Devon Lee and Junaid Oladipo with a time 1:36.54 and the 4 x 800-meter relay included second-place finishers Corey Mason, Willie Rouse, Robert Hunter and Devon Lee.

Davis sails to primary win
The congressman garnered nearly 76 percent of the vote against Clark By MICHAEL ROMAIN Staff Reporter
Congressman Danny K. Davis (7th) easily prevailed over challenger Anthony Clark in the March 20 Democratic primary election. As of March 25, Davis was up 76 percent to 26 percent, with 98 percent of precincts in the city and suburbs reporting. Clark, however, fared much better in the suburbs, garnering around 40 percent of the vote, according to the Cook County Clerk’s Office. Davis won roughly 80 percent of the vote in the city. On the West Side, in the 24th, 28th, 29th and 37th Wards, Davis garnered 89 percent, 84 percent, 83 percent and 87 percent, respectively. At his election night headquarters at Avenue Ale House in Oak Park, Clark — an Oak Park resident, founder of the nonprofit Suburban Unity Alliance and an Oak Park and River Forest High School teacher — said that the night was just a prelude for what’s to come. “No question about it,” Clark said, when asked if he plans on running for Congress in the next election. “You don’t run once,” Clark said. “You run, build a foundation, see where you are, learn from your mistakes and triumphs and move forward. I truly believe that in next election cycle we’re going to obtain what we want.”
The first-time political candidate had framed himself as a new, progressive alternative after being recruited and vetted by left-leaning political organizations Brand New Congress and Justice Democrats last May. Clark attributed his loss to a low turnout among younger voters and to Davis’ greater name recognition. Nonetheless, he said, the campaign was a win-win for what he called a political movement. “Elections come and go but movements remain, so no matter what, this was a victory for us,” Clark said. “The incumbents are shaken up now.” At the Carleton of Oak Park, where supporters of Cook County Commissioner Richard Boykin gathered anxiously during the night, Davis appeared nonplussed, as if returning home from a typical day’s work. “I never had any doubt about what the results would be in terms of my race,” Davis said. “It had to do with name recognition. It had to do with the billions of dollars I brought back to Chicago. It had to do with the bills I passed. It had to do with the integration of myself into the life of the community.” With the primary election over, Davis is now poised to face Craig Cameron, a Chicago construction manager who beat River Forest physician Jeffrey Leef in the Republican Primary, 57 percent to 43 percent. Around 6,300 voters cast ballots in the 7th District
Republican Primary, compared to more than 105,000 ballots that were cast in the Democratic Primary. The general election is on Nov. 6.

Masked gunman robs Harlem Ave. 7-Eleven A man armed with a handgun robbed a Forest Park convenience store during the early morning hours of March 24, making off with an undisclosed amount of cash from the register. No one was hurt during the robbery, which took place at 7-Eleven, 205 Harlem Ave., about 2:30 a.m., police said. According to the store clerk, whose account of the robbery was corroborated by store surveillance video, a man wearing a black puffy jacket, with a mask obscuring his face and gloves, entered the store when no other customers were inside. He drew a gun from his jacket and immediately went up to the counter, telling the clerk, “Give me your money.” The clerk opened the register drawer and handed cash to the man, who fled the store in the direction of Randolph Street.
Residential burglary A resident of the 1000 block of Hannah Avenue called police on March 20 to report that someone had burglarized her home between the hours of 7 a.m. and 5 p.m. According to police, the offender gained entry by propping open a window with a “lawn instrument.” The home’s entry doors remained locked.
Bedrooms on the first and second floor had been ransacked, and the victim said watches, jewelry and about $1,000 in cash were missing from a bedroom dresser drawer. The offender reportedly did not enter the garage or the vehicle inside of it.
Window washer bandit Forest Park police last week charged a 62-year-old Chicago man with the theft of more than 60 plastic jugs of windshield wiper fluid from 7-Eleven, 7749 Roosevelt Road on March 18 and 19. The manager of the store contacted police on March 19 to tell them surveillance camera video showed that a man drove up to the store about 2:40 a.m. on March 18. The offender placed 24 bottles of fluid into his vehicle before going into the store to make a small purchase. The same person returned to the store on March 19 about 10 p.m. and loaded up his car with 38 bottles of fluid before driving off without paying. On March 20 at 10 a.m., a police officer parked in the 7-Eleven lot reported observing the suspected thief pull into a parking spot near the front of the store. According to police, several boxes containing gallon jugs of washer fluid were inside the vehicle.

Vehicle break-ins ■■A 38-year-old Forest Park man contacted police on March 24 to report that his garage, whose location was not identified by police, had been broken into overnight. The offender gained entry via an unlocked service door. Once inside he used a block of concrete to smash out the window of a vehicle parked inside. Work documents, including checks, appeared to be missing from the vehicle. ■■Police responded to the 600 block of Marengo Avenue on March 22 after a resident called to report that someone had entered his vehicle overnight. According to police, the contents of the glove box had been thrown about the inside of the vehicle, but nothing appeared to be missing.
Business hit with BBs Police responded to Randolph Street Barber Shop at 201 Marengo Ave. on the morning of March 24 after someone shot BBs at the plate glass windows of the business several times during the overnight hours.

Weapons, drug offenses Keandre J. Campbell, 25, of Maywood, faces weapons and drug-related charges and was also charged with violating an order of protection after police were called to 7-Eleven, 205 Harlem Ave. on March 23 about 6:20 p.m. to investigate a domestic disturbance. According to police, Campbell was armed with a loaded .38-caliber revolver and was in possession of 26 small bags containing heroin and more than $350 in cash when he was detained. A woman inside a vehicle with Campbell at the time told police she had an order of protection against Campbell and that he had taken the car keys from her during the verbal altercation that prompted calls to police. Campbell is being held at Cook County Jail, with his bond set at $150,000. He had a preliminary hearing at the Maybrook courthouse on March 27, after the Forest Park Review’s press time. These items were obtained from police reports filed by the Forest Park Police Department, March 19-25, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

TOWERS OF ROCK
SEEMS LIKE YESTERDAY: Rich Dalton and fellow Loop devotees made the front page on Feb. 20, 1980.

No organized activities or Soccer Moms back then, just good old-fashioned, street-wandering mischief. We climbed 110-foot ladders, pounded on pallets till rats fled, and bonked ’em in the head or popped ’em with pellet guns. We tossed turkeys off 120-foot towers and laughed as they bounced off power lines then splattered the ground. We built narrow 2-by-4-foot catwalks over 5-foot-deep basement water from blizzard snow melt and rain, filled with 30-year-old rotting grain and laughed as agents of local government fell into the putrid stew of stench while in hot pursuit of us. We slid down 3-story steel elevator cables into the basement dungeon labyrinths and swung from overhead pipes to avoid cracking thin ice beneath our feet. And we laughed as new members of our “army” also fell through into the foul moat. Somehow no one in My Generation got hurt, though an older kid reportedly landed in a grain-padded chute and permanently injured his shoulder. Story was one life might have been lost, but no one knew who. I guess some got high there and some got drunk there, though it was still a bit early for all that. However, it wasn’t too soon to take refuge there when things got too hot at home. Our rooftop camping provided majestic, mountain-like hometown vistas. It also afforded bird’s eye views of those below while we sat silently sequestered, waiting out their departure. Inevitably, The Cop would never climb the ladder. A war veteran’s time was never wasted on tomfoolery. Despite what the Review quoted at the time, at shift change, The Cop would leave. Had he come up the ladder, there was nowhere to hide on a flat 120-foot rooftop. Which reaffirmed the Loop Rock credo to never to trust Institution. “Won’t Get Fooled Again,” the Coho kids screamed. We’d escape, only to encounter the worse wrath of being late for dinner and getting caught in a lie by The Old Man who inevitably knew The Cop anyway, and coached and drank with him, back when town employees had to live within the town limits. “Cop-proofing” began when two brothers “borrowed” lumber from their father’s addition to the family home and hauled it across the tracks for two years, sealing off openings. Since Vandalism was a far worse charge than Trespassing, and every Coho-lipped kid worth his Vietnam Surplus Army field jacket knew that and if caught graffiti-ing, his Old Man would tag his hide more colors than a graffitiscarred CTA train car. But the Loop Banner kept blowing onto the roof and the initial rooftop duct tape and rock surgery failed, so the second time we hauled it down the ladder, clear across town, back into Mark’s basement and built a frame of 1x1s, dissasembled it, and hauled it back across town to reassemble it on the Tower roof. After the re-slinging, the bottom was battened by ropes through smashed glass block which gashed a hand several stitches deep. One-handing down the 100-foot ladder while dripping blood to the puddle directly below leads a person to the wonder: Are rats like sharks? No. Christmas break allowed for easy glove concealment while long sweatshirt sleeves covered the dinner table. The unstitched scar remains, yet somehow, I got away with it. And that was the exact allure of the Loop to a teenage boy: Disco Demolition got away with it ... The Loop’s “Bomb Iran” campaign was about not taking it. Even Steve Dahl’s silly anti-authority parody songs spoke to teenage angst.

And there was only one girl who woulda been allowed in the Towers — Lorelei the Loop Rock Girl. ’Nuff said. Google her. Rock music was summing it all up in a brand new song released just before Christmas: We don’t need no education, We don’t need no thought control. Rock has never been more succinct. Yet The Loop was never played in the Towers. Noise advertised. Like graffiti. And the best revolutions start silently. In the age of transistor, there was no selfie of the boys in the Towers. Facebook was painting our initials on the banner’s lower left. And somehow we got away with even that. But the wake-up revelation came the day Mark engaged a rusty power control arm on machinery submerged in basement water as we catwalked above. The shockingly still-live electrical hum put a face on mortality for a couple teenagers when a now-limp rat bobbed to the surface. Life moved on and so did we, into cars. By 1982 the towers were demolished. The final fight came not from preservationists, but the Walls of Rock themselves which proved, like us, to be too thick to be broken by a wrecking ball and too obstinate to be dynamited. Several blasts, so strong they shook Proviso East miles away, merely tilted the Towers of Rock in a slight LeaningTower-of-Pisa sorta way. That failure, blew up the demolition budget like a stack
of disco records in Comiskey Park. The Loop Army kids laughed. For years, They had called it a “treacherous” crumbling death trap that was going to kill us. And then it proved too solid to knock down. Kinda like The Loop. Which can now still be streamed. But it ain’t the same. It’s like doin’ the cruise past the Community Center westbound on the Jackson bend and looking up and seeing what’s not there anymore. The towers are gone. Gone like a 41-year car radio preset, which now serves up the Rock of Salvation rather than the Rock of Your Youth. The Rock Station and Rock Towers may be gone, but it’s all still in us. After all, “It’s the singer not the song that makes the music move along.” The Review called us “machos” because we played in those Towers. They said we must have had rocks in our head. They were close; it was in our heart. Still is. Long Live Rock! (For Ronbo, Jahopinaas, Joey D, Magic Bus, Drew, Dewey, Artis, JP, Dowds, Boone, Pollock, Pugsly, Devious Crud, Tan Man, The Dork, Fonzie, Little BigHead, Flinch Blutosky, and all other forgotten Coho reprobates of ’79-’82). Rich Dalton was a frequent contributor to the Review back in the 1990s. This is his return engagement.

Quite an election
t was a notable Democratic primary last week. And Forest Park, the West Side and the long stretch of the 7th Congressional District played active parts. Here’s our take on three key, local races: Boykin-Johnson for the county board: Monday afternoon, 1st District Commissioner Richard Boykin finally conceded. That’s six days after a startlingly tight race left the first-term county commissioner 400+ votes behind Brandon Johnson, his union- and Democratic organization-backed opponent. Four years back we endorsed Blake Sercye, a young Toni Preckwinkle-backed contender in a wide open primary. Boykin, though, took that race and, in our opinion, carried our long irrelevant chunk of Cook County back to the table by winning county resources, being a factor in moving the county forward on health care and criminal justice. Now succeeding the near worthless Earlean Collins was bound to make a newcomer shine, but Boykin, for all his smooth ways, had a substance that made our district relevant for the first time in decades. Johnson is a bright and capable young man who rose with the backing of County Board President Toni Preckwinkle and state Sen. Don Harmon, two people we often admire. But in taking this seat back from an independent like Boykin, Johnson will have to prove over time that the 1st District has not been subsumed back into an improved but still suspect Democratic Party apparatus. Davis-Clark in the 7th: There have been a lot of deserved huzzahs for Anthony Clark, the near west suburban activist and public school teacher who took on the long-seated Danny Davis as our representative in Congress. When you look at the vote totals in the suburban half of the 7th District, you begin to understand the impact that this political newcomer had in his first time up for election. He won 40 percent of the Democratic vote in the suburbs. Six years ago, another Oak Parker, Jacques Conway ran against Davis and claimed just 21 percent of the suburban vote. More remarkable, and this speaks to the nationwide tide of enthusiasm among progressive Democrats, is the raw total vote in the suburbs. Some 34,390 people voted in this primary in the district’s suburbs. That is nearly double the number of Democrats who took a ballot in 2012. Kaegi buries Berrios: Not a surprise that Fritz Kaegi, an Oak Parker and political newcomer, dropped the hammer on Joe Berrios, the longtime Cook County Assessor and Cook County Democratic Party leader. Don’t doubt the power of substantive, sustained reporting, mainly by the Tribune, in taking the lid off the corrupt practices of the arcane Cook County property assessment system. This system is perverted to favor the wealthy and crush the poor. It is bought and sold by lawyers and political insiders, including Speaker Mike Madigan. Here’s the thing: The better, fairer job that Fritz Kaegi does in upending and rebuilding the property tax assessment system in this county, the more financial pain he will cause the well-off who voted him in — and that includes a lot of local good-government types. This is not a job for a career pol. This is a job for a clearheaded reformer determined to end this corruption and be content with the judgment of voters four years from now.

Guests or family: When diversity is inclusive
n your home, do you treat guests differently than you treat family members? Now, apply that same thought process to how you might define the difference between diversity and inclusion. Diversity is defined by the dictionary as “variety, a range of different things,” while inclusion is defined as “the action or state of including or of being included within a group or structure.” Stand back and look at those stark differences in definition. Think of all the people who pass through our daily lives. Do we view them as “variety” or see them being included into our own family? How much more rich and rewarding would our collective lives be if we thought of each other in a family mindset instead of a “range of different things” mindset. I know I can do better. As a member of the Forest Park Diversity Commission, I am thrilled to tell you about an upcoming educational event that will examine these differences and shrink the divide between diversity and inclusion. Our guest speaker, Dr. Sheila Radford-Hill, chief diversity officer at River Forest’s Dominican University, will take the audience through an experience of examining “Guests or Family,” through a short lecture, some workshop-style exercises, and a question-and-answer session with the audience. “The title of ‘Guests or Family’,” says Dr. RadfordHill, “comes from an article titled “When You are Guests in Someone Else’s House.” This article originally referred to how minority groups of students feel in dominant group spaces within colleges and universities. Dr. Radford-Hill continues, “I am using this trope to open a conversation about who are our neighbors and how do we move from being guests to becoming family. For me, guests involve recognition, empathy, apprecia-
tion and connection. Family connotes hospitality, accommodation, welcoming and helping — spaces where you are loved and accepted for who you are.” Radford-Hill further clarifies the topic by noting, “We live in the same community, but we are not intentional about promoting ongoing engagement, especially with those who are different. Living together in community means that diversity requires ongoing and intentional engagement with those who are different.” Certain to be a powerful evening for all, I am excited about the Diversity Commission’s first educational event. All are welcome and encouraged to attend. Join us for this free event on April 11 from 7 to 8 p.m. at the Howard Mohr Community Center, located at 7640 Jackson Blvd in Forest Park. Big ‘thank you’ for the Spring Fling The South Forest Park PTO hosted the annual Spring Fling Carnival at Field Stevenson last Friday night. LIVING FRESH Coming in June from page 1 Ultra Foods closed in June 2017 after parent company Strack and Van Til went bankrupt. The mall is owned by Forest Park Plaza LLC, a for-profit entity of Living Word Christian Center. The agreement calls for the village to annually reimburse GCC Company $5,000 for every $1 million in gross sales over seven years with the total not to exceed $450,000. The agreement terminates when the dollar threshold is met or after seven years. The amount to be paid will be based on gross sales for each calendar year as submitted by GCC Company 30 days after the end of each calendar year. Village Administrator Tim Gillian said the village has entered into similar redevelopment agreements in the past with Bed, Bath & Beyond, Currie Motors Chevrolet, Hawk Chrysler Dodge Jeep, and Grand Appliance. The difference between those agreements and the one with GCC Company, he noted, is the fund from which the reimbursement will be paid. Unlike previous redevelopment agreements, the GCC Company reimbursement will not come from sales tax revenue but from tax increment financing (TIF) funds. Because the Living Fresh Market site lies within the boundaries of the Roosevelt and Hannah Avenue TIF District,

NEW TENANT: Ultra Foods (above) vacated the large commercial space at 7520 Roosevelt Road in the Forest Park Plaza in June 2017, but Living Fresh Market will be opening there later this year. On March 26, the Forest Park Village Council approved a sales tax reimbursement incentive to help seal the deal. Gillian said upgrades done to the store are TIF eligible. He also said no other incentives are being contemplated at this time. Comments by officials at Monday’s meeting were generally positive, with Commissioner Dan Novak saying he was “looking forward” to the opening and Calderone noting the opening will be “filling a huge void.” Although he said he was pleased with the impending store opening, Commissioner Tom Mannix suggested adding a clause to the redevelopment agreement that would en-
courage GCC Company to hire as many Forest Park residents as possible. “I’d love for all 60 jobs to come from our community,” he said. We wish them the very best and look forward to a mutual and positive experience in Forest Park.” In addition to groceries, Living Fresh Market will offer a bakery, butcher, soup and salad bar, and hot foods section, where workers prepare fresh sandwiches. The grocery store will also offer an international aisle with Hispanic, Italian, German and Chinese items. Village officials are unsure of how much sales tax revenue Living Fresh Market will generate for the village. In 2016, Ultra generated $130,000 in sales tax revenue for Forest Park. Following creation of a TIF district, the equalized assessed valuation (EAV) of the property is frozen for taxing bodies whose boundaries include the district. Any property tax revenue generated by the increased EAV goes into the TIF fund to be spent on improvements in the district, generally infrastructure. TIF is a tool that Illinois lawmakers gave local governments in 1977 to help them restore their most run-down areas or jumpstart economically sluggish parts of town. With this tool, financially strapped local governments can make the improvements they need, such as new roads or new sewers, and provide incentives to attract businesses or help existing businesses expand, without tapping into general funds or raising taxes.
