tudents at Proviso Township High Schools District 209 and Forest Park Middle School are planning to join students across the country during what’s being called the Enough National School Walkout, which will take place at 10 a.m. on March 14 — one month after the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida. Jaleel Anthony, a 17-year-old junior at Proviso West in Hillside who is helping to plan that school’s walkout, said that he expects at least 300 of students to join the demonstration, which is open to the public. Anthony said that he has also been told by students from Proviso Math and Science Academy that they are planning

Police ID homicide victim found in abandoned car Janice Petersen-Peppers-Norsworthy’s remains discovered June 2017

cide victim as Janice Petersen-Peppers-Norsworthy, according to a statement issued by police on Feb. 28. Petersen-Peppers-Norsworthy, of Joliet, whose maiden name was Peppers, was born in 1953. During her life, she was married at least three times and had an unspecified

Hampton’s death was a turning point Part II of a series on the racial tensions at Proviso East during the 1960s as recalled by Doug Deuchler, an Oak Park resident who taught in District 209 and later became a librarian at Proviso West: red Hampton graduated from Proviso East High School in 1966. He was 20 years old when Doug met him, still deeply involved with the school and the Maywood community. Maywood didn’t have a public pool and blacks were not welcome at neighboring pools. So Hampton organized caravans to Cermak Pool in Lyons. From an early age, Hampton made meals for kids in his neighborhood. Later, as chairman of the Illinois Chapter of the Black Panthers, he started a breakfast program. To feed their minds, Hampton compiled a list of reading materials. Doug recalled that Hampton parroted Malcolm X in describing how racist the country was. He was a charismatic speaker who attracted crowds wherever he went. One of his causes was for Proviso to elect a black Homecoming Queen, which reportedly led to disturbances in 1967 that spilled over into 1968 and ’69. Doug and the younger teachers gravitated toward Hampton. Doug treated him to cheeseburgers at the Maytown Restaurant. But the day Hampton was shot, Dec. 4, 1969 in the tactical raid by the Cook County State’s Attorney’s Office, some of his colleagues said he should have been shot earlier. Students

didn’t show up for class that day. When the school refused to hold a memorial for Hampton, Doug saw mobs of students smashing shops as they made their way toward 5th Avenue. Proviso shut down on Dec. 5 for a “Christmas break” that lasted the rest of the year. When Hampton was laid to rest at a nearby church, Doug and three white teachers attended to pay their respects. Upon arrival, they worried that they might not be welcome. A group of Black Panthers came out and encircled them. They escorted them into the church to view the body. One of the Panthers had been a troublemaker in Doug’s class. He was so moved by the actions of these young men, he still sheds tears when he talks about them. Doug recalled that the racial incidents at Proviso were “completely underreported” by the local newspapers. TV stations provided extensive coverage and he suspected some viewers used news reports to justify their racist views. He remembers white parents showing up at school to take their children home. Some never came back. Most of these white students were from Forest Park and Melrose Park. Meanwhile, the black population of Maywood continued to grow. The problems at Proviso “ruined the community in so many ways,” he said. Forest Park and Melrose Park gradually disconnected from the high school and enrollment dropped. Only one force united the school.

“Basketball games could bring everyone together,” Doug said. “Joe Ponsetto and Doc Rivers were like religious figures!” School days, though, were still marred by disturbances. By the late ’80s, Doug was burned out as an English teacher. He transferred to Proviso West to serve as head librarian. That school, too, was experiencing rapid racial change but without the trouble that had plagued Proviso East. “It broke my heart that it couldn’t have gone better.” Proviso East is a “beautiful facility,” he noted, with abundant green space. Though he retired from D209 in 2003, he still cares deeply about Proviso and is, “Uplifted by what I hear from people who work there. The discipline is better and the atmosphere is positive.” The most positive development is the new board and the change in leadership at the top. He recalled that Proviso used to be “political” in its hiring practices and awarding of contracts. He is also heartened by the influx of Hispanic students, bringing diversity to the school. He believes the major renovation of Proviso will further improve the facility. Doug just wishes that racial change had been handled better back in his teaching days. “It’s a self-fulfilling prophecy to write off certain minorities.” Or like a community writing off a high school. ■■John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Crain’s Chicago Business opened the month of March by naming Forest Park a “hot spot” for those who want buy a home. “Joined by Oak Park and River Forest in a triumvirate of suburbs that are handsome, historical and connected to the city by the CTA, Forest Park is the most affordable of them,” the article on ChicagoBusiness.com reads. “The comparably low prices appeal to both young home buyers and rehabbers, which has resulted in a low inventory of homes for sale.” The median sale price for homes in 2017 was $210,250, up more than 10 percent from the year before, Crain’s said, citing stats from Midwest Real Estate Data. Crain’s called Forest Park’s housing market hot because of its relatively affordable homes that don’t stay on the market long, forcing

Gambling foes appeal circuit court ruling If successful, matter will head back to local electoral board By NONA TEPPER Staff Reporter
Let Forest Park Vote on Video Gaming, a group seeking to place a binding referendum question regarding video gambling on an upcoming ballot, is appealing the recent decision of a Cook County judge to uphold a local electoral board’s decision to disqualify its referendum petition. After hearing arguments from pro- and anti- video gaming lawyers, Associate Judge James Carroll on Feb. 21 agreed with the electoral board’s decision to disqualify more than 275 pages of referendum petitions because of dissimilar headings and group’s delay in submitting the petitions. Six of the petition sheets featured an incorrect referendum date of Nov. 8, 2016, and contained less than 100 of the nearly 3,000 valid signatures on the petitions. Let Forest Park Vote began collecting referendum signatures in November 2016, and submitted their petitions to the village more than a year later. “The result may seem harsh,” Carroll said during the Feb. 21 hearing. However, he added, the varying headers and 13-month filing delay “provided basis for voter confusion for when the referendum would be voted on.” After the hearing, Let Forest Park Vote set up an online campaign seeking about $3,500 to bring the case to the Illinois Court of Appeals. Although the political action committee has so far only raised about $2,900, Let Forest Park Vote submitted the appeal on Feb. 27, said Jordan Kuehn, president of the group.
He said the group asked the court for an “expedited schedule,” and estimates the appeal will be heard in the next few weeks. “We have enough at this point to take us to the next step,” Kuehn said. “The appellate court has overturned Judge Carroll once already this year, so I don’t know if this speaks to his competence or not, but it shows they’re not afraid to do it.” Let Forest Park Vote is still accepting donations. Those interested can donate at www.gofundme.com/letFPvote If the appellate court overturns Carroll’s ruling, the matter will end up back at the feet of at the Forest Park Electoral Board, which includes Mayor Anthony Calderone, Commissioner Tom Mannix and Village Clerk Vanessa Moritz. Electoral board members must decide if the number of inactive voters — those who had never changed their status despite bounced mail from the Cook County Clerk’s office — must be counted in the pool of total registered voters in town, which has a population of around 14,000. They also must make a final decision on how many valid signatures the political action committee has collected. Some have called for Mannix to recuse himself, since he owns a business with the bar owner who filed three advisory petitions to block Let Forest Park’s question from appearing on the upcoming March 20 primary ballot. Others believe Calderone should recuse himself, since he works as liquor commissioner over the bar owners who benefit from the practice of video gaming. “Mannix is clearly conflicted in his interests,” said Kuehn. “As far as the mayor being the liquor commissioner, I think that’s just how things are. I can’t necessarily say that
he should recuse himself based on that alone. “I find it odd that on the electoral board, the way we have it set up, it’s the mayor and the clerk, who’s appointed by the mayor. The structure of it is interesting to me, no matter who the clerk is, the mayor appointed.” Let Forest Park Vote seeks to get the question “Shall video gaming be prohibited in the village of Forest Park” on the November ballot. Let Forest Park Vote’s question is binding, which means that if a majority of Forest Parkers were to vote against the practice, video gaming — which is now allowed — will be outlawed in the village. The political action committee originally wanted to get its question on the March 20 primary ballot, but three advisory referendum questions had already been submitted for that ballot in November 2016. Only three questions are allowed on any ballot per state law. “At the very least, people can’t say we didn’t try,” Kuehn said. CONTACT: ntepper@wjinc.com
Police hit with fourth federal suit in 9 months
Man claims cops did illegal cavity search on the street By NONA TEPPER Staff Reporter
A man has filed a federal lawsuit against two local police officers and the village of Forest Park, alleging officers used excessive force during a traffic stop last year. It is the fourth such lawsuit currently pending against the village and police. “My client wants his story to be heard and he wants a jury to get him justice. He wants the officers to answer for their actions,” said Mary Grieb, an attorney at Shiller Preyar Law Offices, a Chicago-based firm that specializes in allegations of police brutality and that is representing plaintiff Giovanni LaGioia in this case. Grieb said she hopes a trial will occur within the next year or two. On Dec. 15, 2017, Forest Park police officer Adam Stasinopoulos pulled over LaGioia, although “officers did not have a reasonable suspicion that plaintiff had committed or was committing a crime,” according to a complaint filed Feb. 16 at the U.S. District Court in Chicago. Grieb said LaGioia is about 40 years old and is not a Forest Park resident. She said
LaGioia was driving his sedan that afternoon and Stasinopoulos pulled him over near the intersection of Harlem Avenue and Adams Street. According to the lawsuit, Detective Daniel Pater then arrived on the scene. LaGioia alleges officers ordered him out of his sedan and forced him against the car. The complaint says Stasinopoulos then roughly searched him, pulling down LaGioia’s pants, touching his genitals and searching his anal cavity without consent. He claims Pater failed to intervene, according to the lawsuit. In the complaint, LaGioia also claims of officers searched his car without consent or probable cause. While police were searching the car, “they broke the dashboard,” Grieb said. Afterwards, the lawsuit states, police “formed an agreement to target plaintiff, falsify reports, and present false evidence.” No charges were filed against LaGioia and police did not issue him a traffic ticket, according to the lawsuit. Forest Park police do not have a report that corresponds to the incident, said Police Chief Thomas Aftanas, who declined to further comment on the suit. “I would disagree that no report was created,” Grieb said. “They created false reports to cover up doing this unlawful search
and stopping him without cause.” The lawsuit states the police’s actions violated LaGioia’s 4th and 14th amendment rights, which prohibit unreasonable searches and seizures and prohibit villages like Forest Park from limiting citizens’ constitutional rights. As the employer of the two officers, the lawsuit states the village of Forest Park is liable for the officers’ actions. LaGioia is seeking reimbursement for attorney’s fees, the costs of filing the suit and monetary damages, according to the suit. Meanwhile, there are three other cases pending in U.S. District Court alleging excessive force by Forest Park police. In February 2018, the family of Marco Gomez alleged that Forest Park police fatally shot Gomez “without cause or provocation” after they caught him in a stolen car the year before. In November 2017, Trumell Lee alleged that he blacked out after being placed in a choke hold by a Forest Park police officer who had already handcuffed him during a 2016 arrest. The village and Lee are negotiating a settlement, according to court documents. Both sides will appear again in court on April 26. In June 2017, a Forest Park man alleged that a Forest Park police officer knocked his teeth out during a 2015 incident.
“This is the fourth excessive force suit against Forest Park police,” Grieb said. “I think it implies that Forest Park may have an issue with training and disciplining and using excessive force.” CONTACT: ntepper@wjinc.com

By the time you read this, Forest Park resident Beti Vere will be back in Puerto Rico, touring remote areas of the island, talking to nonprofits and looking for other ways she can help those affected by Hurricane Maria. It’s Vere’s second visit in the last week. After helping to organize, “Forest Park 4 Puerto Rico,” a Feb. 28 fundraiser that raised at least $8,000 for the devastated island, Vere jetted to Puerto Rico for two days, hoping to tour World Central Kitchen, the nonprofit that will receive the proceeds from the fundraiser. World Central Kitchen is comprised of celebrity chefs who have served more than 3 million meals to victims of Hurricane Maria. Edilia Powers, who works in accounts payable for the village of Forest Park and also helped organize the fundraiser, has said it’s important that funds generated from “Forest Park 4 Puerto Rico” bypass politicians and go directly to help the people. Powers said that U.S. mainland politicians have shown indifference to the island’s plight, and Puerto Rican politicians have been unable to coordinate relief efforts. Pass act to educate and train caregivers I urge Congressman Danny Davis to co-sponsor the Palliative Care and Hospice Education and Training Act. My mother, Jane, died last year after battling Alzheimer’s disease for over five years. During those financially and emotionally draining years, we hired over 20 different caregivers from private agencies to assist us in her care. They all guaranteed us that their caregivers were trained in working with patients suffering from Alzheimer’s dementia. Unfortunately, that was not the case. My mother was a sweet, non-violent person, and uneducated caregivers would become frustrated or
negligent because they did not understand how to care for someone with the disease. Caregiving is a hard job, mentally and physically, and often there is very little communication between the caregivers, family and medical staff. The proper training of our caregivers would have made a more manageable transition for our family and for mother’s end of life care from this horrific disease. Following these experiences, I have joined forces with the Alzheimer’s Association to encourage passage of the Palliative Care and Hospice Education and Training Act or PCHETA (HR 1676). When enacted, this bill would
help establish an adequate, well-trained palliative care workforce through training, education, awareness, and enhanced research. Palliative and hospice care are specific medical approaches that focus on increasing support for patients and their caregivers. I want to thank Congressman Danny Davis for his past support and urge him to cosponsor HR 1676. This bill will help open communication between patients, caregivers, doctors, and staff to ensure that quality care is available for those who are suffering from Alzheimer’s disease.

The application for duty disability by a veteran police sergeant is expected to allow the Forest Park Police Department to move closer to having a full complement of officers on duty. Police Chief Tom Aftanas said Sgt. Eric Bell, who has been unable to work since suffering a “significant” shoulder injury while on duty in October 2016, has filed for duty disability, creating a vacancy Aftanas said he hopes the village council will authorize him to fill. He said he hopes the village council will honor his request to hire the next qualified candidate from the eligibility list when the
council meets March 12. Bell, 48, has been with the department since January 1995. Although hiring three new officers in December brought the department to full strength of 38 sworn officers for the first time since 2015, the department does not have that many officers available for duty. The three new officers are still at the police academy and another officer is serving in the U.S. military overseas. Aftanas has said previously that the level of law enforcement service has not suffered as a result of the understaffing. At least five officers continue to patrol at all times. Overtime hours and shifting staff from dedicated task forces, such as plain-clothes drug enforcement, are used to fill the shortage.

We also worked together on the issue of preexisting conditions during the debate leading up to the passage of the Affordable Care Act,” he said. But the tension of trying to fit in as a person with a disability while working to change the environment can be frustrating, he said. “It’s important to have spaces where we can express that frustration and not be judged as pitying or feeling sorry for ourselves. For example, one guy I follow on Twitter said he was jogging the other day and a guy yelled out of his car window ‘Yo, midget.’ That’s the most derogatory thing you can say, and it’s very important to have a platform on which to say, ‘This still pisses me off,’” he said, later adding: “It gets easier, but it doesn’t get better.”

Drugs, cash found after off-duty cop calls in An off-duty police officer watched a Cadillac weaving erratically near Marengo Avenue and Roosevelt Road about 3:45 p.m. on Feb. 27, then abruptly stopping after being flagged down by a man in a parked Chevrolet, according to a police report. The man exited the Cadillac, handed the Chevrolet driver a box, then returned to his car and exited the area. The off-duty officer called Forest Park police to report suspicious activity. A police officer arrived on the scene and drove slowly past the Chevrolet, smelling cannabis. The officer circled the block and parked behind the Chevrolet. As he got out of his car, three occupants exited the Chevrolet and attempted to walk away. Police ordered them to return to the vehicle and put their hands on the back of the Chevrolet. A pat-down of the men uncovered cocaine and $1,105 in cash. Police then searched the Chevrolet and found a bag of suspected cannabis in the center console and a box containing three orange pills and nine zip-lock bags containing suspected marijuana. Officers also uncovered another locked box. After forcing the box open, police found 20 vapor vials containing suspected PCP. Police transported the offender found with cocaine and cash to the police station. After he exited, another large bag of cocaine was found in the police vehicle. The man was charged with delivery and manufacture of cannabis over 30g, a felony.

Forest Park detectives, along with members of the West Suburban Major Crimes Task Force, have named the victim’s ex-husband, Arthur Petersen, as a “strong suspect” in the homicide — but he died in March 2017. Aftanas said “it must be” the same Petersen who died age 69 at Edward Hines Jr. VA Hospital on March 4, 2017, according to an obituary submitted to the Forest Park Review. Petersen, according to the obituary, was a sergeant in the U.S. Army and served during the Vietnam War and was a combat veteran who was awarded a Purple Heart, Bronze Star, National Defense Service Medal and Vietnam Service Medal. Later in life, he worked as a salesman for a mobile home company, the obituary said. “Family and friends say he was a hero in every sense of the world,” the obituary stated. But Aftanas said Petersen was wellknown by Forest Park police, and that officers responded to Petersen’s residence

FedEx truck catches fire at Walmart Officers arrived about 9:16 a.m. on March 1 at Walmart, 1300 Desplaines Ave., where they saw flames and smoke rising from the engine of a FedEx truck. The driver came out of the store with a fire extinguisher, but police told him to vacate the area. Officers then cleared the rest of the store, and the Forest Park Fire Department extinguished the flames. The FedEx driver said that when he parked the truck at Walmart about 9 a.m., he smelled “something electrical” and thought it was just an issue with the truck’s brakes. A short time later, he saw smoke coming out of the vehicle, and went inside Walmart to get a fire extinguisher. The fire damaged the truck, but caused no damage to Walmart or other nearby vehicles.
Woman scammed as ‘secret shopper’ A Forest Park woman recently fell victim to a “secret shopper” scam. The woman, 48, told police she received an email for a secret shopper job opportunity, filled out an application and was approved for the fake job. According to the police report, she received a cashier’s check in the mail for $2,798.98 from Duncan, Arizona. She deposited the check and, following instructions from her fraudulent employer, used the money to buy $2,300 worth of iTunes
gift cards from Walmart. She then called the fake company and told them the gift card validation numbers. After that, she received another cashier’s check for $3,898.98 with similar instructions. The check was sent from Los Angeles, California. Before she made the purchases, however, the woman learned the first cashier’s check was fraudulent. She did not deposit the second check and talked to US Bank, which credited her account with $2,798.98. She filed a police report on March 1, telling police the fake company keeps texting her, demanding she deposit the check and make additional purchases. Police told her not to respond to the texts.
Pellet gun at St. Patrick’s Parade A Chicago man with a pellet gun rode his bike through traffic in the annual St. Patrick’s Day Parade on March 3. Police spotted the man, 33, on a bike wielding a black nylon case commonly used to carry rifles or shotguns, according to the police report. Police stopped him about 1:51 p.m. at the intersection of Van Buren Street and Grove Avenue. The man agreed to let police search the case and, inside, officers found a pellet rifle, two canisters of pellets and a telescopic rifle sight device. The man told police he had just picked the items up from his brother’s house, and planned to take the CTA home. Police advised him not to take the pellet rifle onto the CTA, and the man agreed to let Forest Park police hold the rifle and items for him until he could pick them up at a later date. These items were obtained from police reports filed by the Forest Park Police Department, Feb.26-March 5, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

The police calls were related to disturbances, criminal defacement of property and welfare checks, Aftanas said. “There were some definite mental health concerns with Arthur,” Aftanas said, declining to elaborate. Aftanas said police last responded to a call involving Petersen in 2015. After that, he said, Petersen moved to a nursing home in nearby Lyons, although he did not know who moved him. Petersen had two children. Petersen-Peppers-Norsworthy was not their mother. His funeral service was organized by his brother, Gregory Brauer, said Frank Nosek, owner of Kuratko-Nosek funeral home, which handled funeral arrangements. Since he was a veteran, Petersen was buried at Abraham Lincoln National Cemetery in Elwood on March 10, 2017. Nosek said he does not believe Petersen’s children or other ex-wife attended the service.

Investigators believe Petersen-PeppersNorsworthy’s homicide occurred around 2006 and that her remains have been kept in a sealed plastic drum in the back seat of the vehicle since then. Police said they “strongly believe” the homicide occurred in Forest Park while the couple was living together in the 300 block of Desplaines Avenue. “It was reported the two were involved in a tumultuous relationship,” the police statement reads. Aftanas said investigators interviewed neighbors who remembered hearing the two arguing. “There’s definitely domestic violence that is suspected,” Aftanas said, although police have no record of Petersen-Peppers-Norsworthy ever filing a complaint against her husband. Family members told Forest Park investigators that Petersen-Peppers-Norsworthy had been missing for more than a decade, although no official police report was ever filed. “I don’t think there was a whole lot of con-

tact with her family at times,” Aftanas said, “It is definitely stranger that Arthur did not report her missing.” Police based the positive identification on a DNA test completed with the assistance of a relative of Petersen-Peppers-Norsworthy. The woman’s remains were found in June 2017 in an abandoned car parked in the 1000 block of Lathrop Avenue, where Petersen had rented a parking space. Residents of the home said the car had been parked in the space since 2015. The resident had planned to clean out the car and have it towed off his property. On June 29, 2017, he broke the car window to gain entry to the vehicle and noticed a sealed garbage can in the rear seat. The man removed the garbage can and discovered human remains inside. “The whole case is unfortunate. You have someone who’s been dead and there’s a lot of questions that we’ll probably never be able to answer,” Aftanas said. “The [medical examiner’s] office was not able to determine a cause of death because of the advanced stages of decomposition. “But based on the fact that her remains were concealed in a closed container inside a vehicle that appeared to have never been used for years, just kind of hidden and had a tarp over it, that’s why they based the conclusion [as] a homicide.” CONTACT: ntepper@wjinc.com

New security cameras, lighting planned for local CTA stops Upgrades are part of recently announced ‘Safe and Secure’ program By NONA TEPPER Staff Reporter
New surveillance cameras will soon be added to Chicago Transit Authority stops in Forest Park, Oak Park and Austin, as part of the CTA’s “Safe and Secure” program, a $33 million effort announced Feb. 27 that aims to increase rider safety by installing and upgrading security cameras, lights and adding video monitoring to stations, CTA spokesman Jon Kaplan confirmed in an email to the Forest Park Review. Of the funds earmarked, $15 million will go toward modernizing lighting and making other repairs at Blue Line, Green Line and other train stations. An additional $13 million will be used for modernizing and upgrading train station cameras, according to the CTA. About 3,800 existing CTA security cameras will be traded out for high-definition models, and 1,000 additional cameras will be added to stations. Another $1 million will go toward installing video monitors at el stops,
which will allow employees to see what’s happening on the platforms. CTA President Dorval Carter said upgrades will begin on the Blue and Red lines, and then advance to other rail lines. “Ensuring every CTA customer and employee is safe on our transit system is a top priority for me,” Carter said in a statement. “The Safe and Secure initiative allows us to build on the success of our past efforts and further improve the commuting experience for our customers.” Local stops that will receive new cameras include the Harlem/Lake, Oak Park, Ridgeland and Austin stops on the Green Line, and the Forest Park, Harlem and Austin stops on the Blue Line. Kaplan said each local stop already has multiple cameras and will receive several more. He declined to comment on how many security cameras are currently at or will be added to each stop, citing “security purposes.” In Forest Park and Oak Park, money for the new cameras will come from various federal grants that have been earmarked for
security improvements, Kaplan said, declining to elaborate further. Inside the city, in the Austin neighborhood, new cameras will be funded through a mix of federal and local funds, as well as from a portion of the city of Chicago’s ride-share fees. Chicago pockets 67 cents on every Uber, Lyft or other ride-sharing trip made in the city. CTA’s security camera network has doubled in size since 2011. The cameras, found at every rail station and on every bus and train, have aided police in the investigation, arrest and charging of more than 1,300 offenders, according to the CTA. Anthony said that signs promoting the walkout were being circulated inside of PMSA, according to students there. In a recent interview, Forest Park Police Chief Thomas Aftanas said that he was told by PMSA students about their plans, but was not informed about plans by middle school students to walkout. He said that he’ll reach out to middle school officials as well. “We’ll have a couple of additional auxiliary officers monitor how many students are out there, but we don’t anticipate any problems,” he said. “These kids are doing this and it’s a good cause. We just want to make sure they’re not going into the street. We’ll do traffic control if it’s even needed.” Joseph Pisano, the principal at FPMS, has been in email communication with parents about the March 14 demonstration. Based on those conversations, it appears that students at the school may, instead of walking out, organize a rally in support of the March 14 demonstrations. Pisano said that school officials do have plans in case students do decide to walkout. Officials with D209 could not be reached for comment by this article’s print deadline. About that fight
A
major fight in Maywood that occurred near Proviso East High School in January has incited a much-needed debate about who, or what, is responsible for securing a school (and the people in it) because it is inconveniently situated on property in unincorporated Cook County, and surrounded by an area that undoubtedly falls within the jurisdiction of Maywood, River Forest, and (if you go far enough down Madison Street) Forest Park police. After our reporting on the Jan. 22 incident, which, as East and District 209 officials are quick to point out, took place off-campus, there are still some unanswered questions and unresolved issues. Just how many Cook County Sheriff ’s deputies, for instance, are on school grounds at any given time? How do different law enforcement agencies, like the Maywood police and the Sheriff ’s Office, communicate with each other in large emergency situations like what happened last month? Does the district have an ongoing, coordinated response plan for ensuring the routine safe passage of students from the school to their homes? Were parents and guardians notified about the incident immediately after it happened? Surely, the district believes a fight involving reportedly dozens of people merited reaching out to community members. We applaud the school’s restorative justice approach to this incident. This newspaper’s memory is long enough to recall when those young black boys would have been expelled with barely a hiccup by school board members. Things have, obviously and thankfully, changed since then — a testament to both the new school board, state Sen. Kimberly Lightford’s Senate Bill 100, and new, more proactive and empathetic administrative teams at East and at D209. But there are some wrinkles to be ironed out here, not least of which is the confusion surrounding the contract, or promissory note of sorts, that the eight students involved had to sign. They agreed not to fight anymore, but the fight, district officials repeatedly emphasize, took place off campus. So what is the agreement pertaining to? Behavior in or out of school? Why, if this whole incident was precipitated by adults and juveniles who don’t attend East, were only three current students arrested and charged? Moreover, what happens if the students break that agreement? Crickets. What kind of positive reinforcements will accompany those contracts? Crickets. Why would the police report describe the contract as “a second chance” that staves off expulsion when district officials said the contract was nothing of the sort? Crickets. We believe this situation reflects a critical need for the variety of local agencies and taxing bodies responsible for Proviso East and the surrounding area to come together to develop a cohesive, comprehensive plan for preventing something like this from happening again in a way that does not punish the students. What’s more, this isn’t about deflecting responsibility for where the fight happened or who caused it in order to avoid bad publicity. People’s lives are more important than good press.
A searching and fearless moral inventory

I’m John and I’m an alcoholic.” The people sitting in the Poplar Park Community Church pews last Sunday who hadn’t read the church newsletter were a little startled to hear the opening line of the guest speaker’s sermon. “For those of you who are not familiar with Alcoholics Anonymous,” John explained, “it’s our tradition to not use our last names in meetings to maintain the anonymity of those come to the program for help.” Pastor Walter Mitty had wanted John to bring a message to his flock for ten years, ever since he had done a fifth step with him. The fourth step, Mitty had learned, was “made a searching and fearless moral inventory of ourselves,” and the fifth step was “admitted to God, to ourselves and to another human being the exact nature of our wrongs.” Mitty had been that “another human being” and had been blown away by John’s brutal honesty. “What a perfect thing to share with my people,” Mitty had thought. “With all that’s going on—the opioid crisis, polarization, fake news, sexual abuse, a coming climate apocalypse. . . .My God, if we ever needed to do a searching and fearless inventory, now was the time. But Pastor Walt was disappointed during the coffee hour after the service when he heard his parishioners talk about what they were giving up for Lent. The most popular “sacrifice” of course was chocolate. Then there was alcohol, Twitter, Facebook and meat on Fridays. After half an hour of listening to the chit chat, he couldn’t contain himself. “But those are all so trivial,” he found himself blurting out. “What was that, Pastor?” said Troy Williams, looking up from the Apple iPhone 6 on which he’d been focused since he walked into church an hour and a half earlier. Mitty just shook his head. “Nothing, Troy. Nothing.” After he was sure Troy was engrossed again in texting or playing a game or who knows what, Pastor Walt turned to members sitting around the table and said, “I was hoping that you all would be more serious about Lent. I mean, giving up chocolate. That’s not a result of a searching and fearless moral inventory.” After maybe 10 seconds of silence at the table, Domi-
nique spoke up. “Pastor, John’s talk was interesting, but I at least couldn’t relate to his talk about being powerless over alcohol and his life becoming unmanageable.” Just then Dominique’s phone vibrated in his pocket. He checked out who was calling and quickly retreated outside the social hall to take the call. “See?” protested Pastor Walt. “We’re enslaved to our stupid phones. If that’s not an addiction, I don’t know what it is. And if not our phones, it’s sugar or gossip or not listening to each other or you fill in the blanks for your own life.” “I hear you,” said Asch after he was sure his pastor was finished, “but I think you are trying too hard to apply John’s experience to the rest of us. None of us are perfect, but neither are any of us sitting around this table addicted to anything. Maybe Doninique could have waited till later to take the call and Troy over there should probably cut down on his phone usage, but isn’t a stretch to say we’re powerless?” “And besides,” added Eric Anderson, “every Sunday what we’re doing when we come here is trying to turn our lives over to a power greater than ourselves, just like John talked about in the sermon.” Mitty got quiet and that ended the discussion, so the talk around the table turned to how nice the weather had been. But the pastor of Poplar Park Community Church couldn’t shake the feeling that his parishioners were missing the fact that something was terribly wrong. Hadn’t they been watching the news? What about the opioid crisis, polarization, fake news, sexual abuse, denial of climate change. . . .it just felt to him like society was falling apart. But then again, maybe Dominique was right. Maybe he was simply too negative. But as he went around checking to make sure all the doors were locked before going home, a thought came to him. Maybe his focus on individuals needing to repent was misplaced. Maybe Eric and Dominique and Troy didn’t need to change their ways this lent as much as our society as a whole needed to do a searching and fearless moral inventory. He decided to ask his neighbor Michael what he thought about that when he would see him the next morning.

OUT ABOUT Local Philanthropy Honored The Oak Park-River Forest Community Foundation (www.oprfcf.org) honored Excellence in Philanthropy Award winners last month in the Grand Ballroom of the Carleton Hotel. These awards honor those who have demonstrated significant philanthropic impact locally. Roberta Raymond received the Outstanding Individual Philanthropist award; The Oak Park Women’s Guild garnered the Outstanding Philanthropic Group award and PING!Mentors won as Outstanding Philanthropic Youth Group. Along with these three awards, River Forest resident, Sally Ahlgren received the President’s Award for impactful community leadership. Each award provides a $1000 grant to the recipient’s nonprofit of choice. Roberta L Raymond’s grant went to Expressions Graphics (expressionsgraphics.wordpress. com/). The Oak Park Women’s Guild’s award provided a grant to Hephzibah Children’s Association (hephzibahhome.org) and to New Moms (newmoms.org) in equal shares. PING!Mentors’ grant is to the Donna D’Oro Anderson PING! Fund for Life-Long Music (https://goo.gl/XuFYzd). Sally Ahlgren’s award of $1000 goes to Thrive (thrivecc.org).
