Local vets cope with life after combat

Service dogs, volunteerism and more have helped Forest Park veterans find peace in civilian life By TOM HOLMES Contributing Reporter

On any given night, 39,471 veterans are homeless, according to the U.S. Department of Housing and Urban Development. For a short time, Forest Park resident Corey Perkins was one of them. Perkins served in the Navy during Desert Storm, on a nuclear submarine patrolling the Persian Gulf. After being discharged honorably in 1992, he returned to his home in Oak Park, where his mother had moved his family from the West Side of Chicago when he was in sixth grade. Perkins got job after job, but a series of layoffs led to his losing the Oak Park home. Perkins stayed with friends and family, sleeping on their couches. Other times, he crashed in his car. He didn’t want to feel like a burden to others, but his situation made that feel impossible. Being without a home made him question everything, including his worth as an individual. “I became very withdrawn,” he said. Perkins had never dealt with a state of mind like that before, and reflected on the unwavering faith of his late mother, who raised See HOUSING FORWARD on page 9

You know it’s cabin fever when the house talks

uring our recent polar vortex, I was stuck in my house for so long, I started to hear voices. It begins when I wake up. Bed: “Whoa, where you going, John, it’s only 7 o’clock. C’mon back, I’m still warm.” As I turn back toward the bed, there’s a voice from downstairs. Kitchen: “Yoo hoo, coffee’s on!” I stagger down the stairs. Bathroom: “Better stop in here first.” After I fill my first cup, I hear a voice from the living room. TV: “Turn me on, turn me on, Fox News has another breaking Clinton scandal.” I sip cup after cup, watching a parade of bad news and polarizing political discourse. Bathroom: Clearing throat, “Isn’t it about time we get the show on the road?” I start to fill the bathtub. Kitchen: “It’s me again – you haven’t had your banana yet.” As I drop the peel into the container, the Garbage speaks up, “Better get me out of here, before I smell any worse.” I pull on boots and shuffle out to the alley. Bathtub: Alarmed, “Hey, hey – did you forget about me?” I shut the overflowing water off and hear a muffled voice from

the medicine cabinet. “Psst, I’ve got an antacid, think you might need it, after that burrito last night.” All cleaned up, I climb the stairs to face my toughest chore. Sock Drawer: “Hey, we’re in here. Bet you can’t match us.” Sure enough, it’s like playing Concentration. Each time I think I have two identical ones, I see their subtle differences. After settling for close-enough, I finish getting dressed. Shirt: “I don’t want to complain, but I’m way past retirement age. Are you sure polyester is still in?” It’s finally time to start work. Computer: “Important e-mail – oh sorry about the spam.” I click on the e-mails but the computer interrupts me. “Facebook, get your Facebook! And don’t forget to check Linked-In!” After staring at photos of food on Facebook, I find out 37 people want to connect with me on Linked-In. Computer: “Isn’t it time we get some work done?” Kitchen: “Ice-cold water in the fridge. Got to keep hydrated.” Returning with a bottle, the computer won’t shut up about all the reports and articles I have to write. Ed’s Way: Shouting from half a block

away, “I think you need a break and you haven’t made your daily visit.” After buying more bananas, pork chops and a newspaper, I realize with a sinking feeling that my social life for the day is over. I can practically hear the computer screaming when I get home. But first, Mail: “Bill, bill, bill, flier, coupon – sorry, no check.” At the end of the work day, the familiar voices begin. Kitchen: “Better get in here. These pork chops aren’t going to cook themselves.” Bed: “First a nap – dinner can wait.” You guys are driving me crazy I think, as I take out the pork chops. After real conversation with my wife, the voices start up again. TV: “It’s time to watch ‘Singin’ in the Rain’ again.” Couch: “Sit here, it’s soft.” Fridge: “I have some cold ones inside; they’re not going to drink themselves.” Car: Sternly “Either call me in, or put me away?” Bed: “Why don’t you come up and read your book? I promise it will put you to sleep in five minutes.” Detective Novel: “Hey, I heard that.” ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Park District receives $100K transportation grant CDOT money to expand sidewalk and add bike terminal near Roos Center By NONA TEPPER Staff Reporter

The Park District of Forest Park received a $100,000 grant from the Chicago Department of Transportation last week to expand the surrounding sidewalk and add a bike terminal near the soon-to-open Roos Recreation Center. Park district officials submitted the grant application in August. It is the fifth grant the park district has received for construction of the Roos Rec Center. “Five grants is a lot of hard work, but I think people will think it’s worth it when they see what’s happening with the money,” said Executive Director Larry Piekarz. Set to open on May 26, construction is coming along at Roos, which recently added wall

a rubber mat floor to its multipurpose fitness room, where kickboxing, high-intensity interval training, yoga and other

group classes will eventually be held. Users will also be able to complete individual exercises in the room, which will eventually hold ellipticals, treadmills, free weights and more. Construction to the main gym is still underway. The gym will feature a full-size high school basketball court, two half-size basketball courts and a curtain that can divide the gym in two. Volleyball and pickleball court lines can also be added. A running track will circle the court. The last thing to be added to the Roos Center will be the vinyl floor in its multipurpose room, which people can rent out for company events or birthday parties. Construction is set to be completed by mid-April. “Every week there’s something new and something dif different; it’s very exciting for us,” said Rachell Entler, recreation and marketing supervisor at the park district and a village commissioner.

Fifth-grader wins District 91 Spelling Bee Brandon Arnold-Wallace outspelled some 30 other student competitors

Fifth-grader Brandon Arnold-Wallace had been training for this moment since Dec. 22, 2017, the first day of Forest Park District 91 schools’ winter break. Was he nervous? No. Arnold-Wallace had been memorizing words an average of three hours a night, waiting to compete at D91’s annual Spelling Bee competition on Jan. 17. “Chandeliers,” he spoke into the microphone at Forest Park Middle School, practically jumping from toe to toe in excitement. “C-H-A-N-D-E-L-I-E-R-S,” he spelled. “Chandeliers.” A judge held up a green card, and the crowd cheered. After seven intense rounds competing against a boy two years older than he, Arnold-Wallace had won the district’s spelling bee, skipping offstage to meet his proud mom, aunt and a raucous crowd of about 45. Arnold-Wallace will now compete at McClure Junior High School in Western Springs on Feb. 8 for a chance to outspell the nation’s best at the Scripps National Spelling Bee, an event Arnold-Wallace said he’s dreamed of attending for two years. Second-place finalist and seventh-grader Daniel Contreras will serve as Arnold-Wallace’s alternate at McClure. About 30 students competed in the D91 bee. “I think it’s going to be a breeze, burnt toast with jelly on top, which is a saying for sweet taste of victory,” Arnold-Wallace said of the upcoming competition. Arnold-Wallace said he wasn’t surprised by the win, because he’s already been successful in so many other endeavors. In third and fourth grade, he won spelling contests in his classroom. Arnold-Wallace also said he swims at the highest level at the Forest Park pool. A member of Forest Park Cub Scouts Pack 109, Arnold-Wallace said he also has won three Pinewood Derby championships.

Electoral board tosses referendum petitions Decision to be appealed in circuit court By BOB SKOLNIK Contributing Reporter

Disregarding the advice of the village attorney, the Forest Park Electoral Board voted 3-0 on Jan. 23 to disallow a binding referendum on video gambling to appear on the March primary ballot. The electoral board, consisting of Mayor Anthony Calderone, Commissioner Tom Mannix and Village Clerk Vanessa Moritz, ruled six of petition pages circulated by proponents of the referendum had a different heading than the remaining 200-plus pages, thus invalidating all of them. James Watts, the owner of O’Sullivan’s Public House, a local tavern, filed objections to the referendum petitions. The electoral accepted the argument of Watt’s attorney, noted election lawyer James Nally, that the law requires that the headings of all the petition sheets shall be the same. “This is in my mind a cut-and-dried issue,” Mannix said

before the vote. “‘Shall’ means there is no wiggle room.” Village Attorney Tom Bastian said during the hearing that he thought throwing out only the six petition sheets with the incorrect date of Nov. 8, 2016 date for the referendum would be the appropriate remedy. “I think the appropriate remedy is to strike those six sheets,” said Bastian, “I think there is substantial compliance.” During the hearing, Calderone seemed to agree that throwing out just six of the petition sheets would be the appropriate remedy. “I think it would be best to throw out those six sheets,” Calderone said. The six sheets with the different heading contained less than 100 of the more nearly 3,000 valid signatures on the petitions. But after a short recess and time to consider the matter, Calderone changed his mind. After the vote Calderone said that he changed his mind because he read the law.

“It was very simple,” Calderone said. Proponents of the referendum said that they will appeal the electoral board’s decision to the Cook County Circuit Court. “We expect to prevail at the Circuit Court,” said Jordan Kuehn, the president of Let Forest Park Vote on Video Gaming, the group behind the referendum effort. “These people are just [local] elected officials and the clerk; they don’t do election boards every day, so they’re not well versed in the law. That’s fine. That’s why there’s the appeal process, so we can get a final determination at the circuit court.”

Graves desecrated at Waldheim Jewish Cemetery Gravediggers used heavy equipment to violate graves at Waldheim, a Jewish cemetery. When police arrived at 1400 Desplaines Ave. about 11:18 a.m., Jan. 17, they found exposed caskets. Officers said something similar to a back hoe must have been used to break the frozen ground and excavate the caskets, which were opened. A shroud was removed from one and remains were exposed.

LinkedIn scam A 64-year-old Forest Park man received a private survey link from LinkedIn from someone he believed was an associate, according to a police report filed Jan. 12. The message linked to a company that offered to pay people for testing merchandise. The man completed an online survey, offering up personal information, including his address, and soon received a letter and a fake check for $2,980.25. Believing the check was real, the man followed the letter’s instructions, depositing the check and buying two new iPhone 6s from an Apple store in Oak Brook. Per the letter’s instructions, the man shipped the new iPhones to an undisclosed address in Houston, Texas. After shipping the phones, the man learned the check had bounced. He was unable to get in contact with the company again.

Attempted robbery A Chicago man exited Walmart, 1300 Desplaines Ave., about 6:30 p.m. on Jan. 12 and walked to his car. According to the police report, he got into his vehicle, sat in the driver’s seat, leaving the door ajar. A man with a semiautomatic handgun then pushed his way into the vehicle through the driver’s side and said he was with the police. The gunman pushed the victim out of the car and slid out of the car with him. The offender then fled on foot to Portillo’s. He ran westbound across Desplaines Avenue into the cemetery, according to video footage from Walmart Loss Prevention.

Police recover stolen vehicles ■■Forest Park police recovered a stolen car about 12:02 p.m. in Chicago’s Austin neighborhood on Jan. 13. Officers were dispatched to investigate a suspicious vehicle parked at 154 N. Menard Ave. in Chicago, according to the police report. After running the vehicle’s registration, police realized the car was taken during an aggravated vehicular hijacking, Jan. 10, in Forest Park. The car, which had fresh damage to its front passenger door, was towed to the Forest Park Police Department.

■■Chicago police recovered a second car stolen from Forest Park, and arrested three suspects. Forest Park police contacted the 87-year-old owner that his vehicle was found about 12:15 a.m., Jan. 14. At some point between 2 p.m., Jan. 13 and midnight, Jan. 14, three individuals reportedly stole a car idling at the corner of Lehmer Street and Ferdinand Avenue. The owner’s grandson started the car about 2 p.m. to charge the battery and returned 20 minutes later. He said he might have forgotten the keys inside the vehicle and left the doors unlocked.

Idling car stolen Someone stole a vehicle idling outside Andrea’s Restaurant about 3:34 p.m., Jan. 15, according to the police report. A female employee of the restaurant parked her Toyota Camry and left her keys inside the car, while she stopped in to work at 7427 Roosevelt Road. While she was in Andrea’s, she saw a tall man, possibly in his 20s or 30s, wearing dark clothing, enter the car. The woman ran out and banged on the Camry’s windows, but the offender drove west on Roosevelt Road. The woman said the keys to Andrea’s were on the same keyring as the stolen car keys.

Palermo found not guilty A Forest Park man, arrested in December 2016 in connection with a road-rage incident on Chicago’s West Side, was cleared of all charges by a Cook County Circuit Court jury on Jan. 8. Following a trial at the George N. Leighton Criminal Courthouse in Chicago, a jury found 61-year-old James A. Palermo not guilty of both aggravated discharge of a firearm and aggravated assault. Judge Charles Burns presided over the case. Police had arrested Palermo in Forest Park after Chicago police reported a shooting involving a black pickup truck near Laramie Avenue and Roosevelt Road about 8:50 a.m. on Dec. 4, 2016. Officers stopped Palermo’s Ford Explorer at Roosevelt Road and Circle Avenue later that morning. Palermo was armed with a revolver, but from the start he denied displaying or firing it during a traffic altercation on the West Side. These items were obtained from police reports filed by the Forest Park Police Department, Jan. 15-22, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

David Artus, 76 Respiratory therapist, model train collector David Lee Artus was born the day before Pearl Harbor, Dec. 6, 1941 in Chicago. He lived across from the Museum of Science and Industry and enjoyed playing on the submarine and train when they were still outside. He went to Hyde Park High school and graduated from Bloom High School after his parents moved to Sauk Village. He worked for many years as a respiratory therapist, mostly in St. James Hospital, University of Illinois Hospital and finally for 25 years at Hines VA Hospital from which he retired. He was previously married to Margaret Artus of East Chicago, Indiana. In 1979 he married Louise P. Engert in Valparaiso, Indiana. David had a lifelong love of the military, worked in Civil Air Patrol with high school students, and was a member of the Military Vehicles Collectors Club. The highlight of that was when the club helped film scenes from The Blues Brothers in downtown Chicago. An avid reader, he also loved movies, most especially John Wayne, and even had a John Wayne cowboy hat. Motorcycles, planes, trains and automobiles (and their models) filled his life. He had train sets in all gauges and loved the narrow gauge trains especially. He is survived by his wife Louise; his son, John David (Jenny); his daughters, Michelle Louise Artus and Heather (James) Becker; his grandson, Avery Becker; his cousins, Bill Artus, Katie (Joris) Nefs, and Danny and David Artus; his sister-in-law, Kathy Engert; his nephews, Jeffry (Bec-

ca) and Brian (Elizabeth) Engert and great nephew Jacob Engert; two nieces and one nephew: Mary Ellen Ferrell, John Turner and Beth. Karen Gracyas, 67 Loved to cook and bake, Cubs and Blackhawks fan Karen Christine Gracyas, 67, of Bartlett, formerly of Forest Park, died suddenly on Jan. 18, 2018. Born on Dec. 9, 1950 in Melrose Park, she was a graduate of Proviso East High School, class of 1969. Karen loved to cook and bake, especially with her kids and grandkids. She loved going to the farmers market and cooking meals for the family. She was an avid Chicago Cubs and Blackhawks fan and was even able to fulfill her dream of kissing the Stanley Cup. She loved The Beatles, Cat Stevens, Bruce Springsteen, and Elton John and took the high road while enjoying life to its fullest. “You may say she was a dreamer, but she was not the only one.” She is now reunited with her beloved dog, Sheffie. The Forest Park Village Council voted at Monday’s meeting to end a longstanding salary benefit for top police and fire officials but grandfathered seven current officials. Under the previous parameters, police and fire officials with between 25 and 30 years of service were eligible for 4.5 percent salary increases that were offset by reduced health insurance benefits, which increased their pensions as an incentive to retire. The benefit was similar to one offered to employees of the police and fire departments covered by

union contracts, according to Tim Gillian, village administrator. The village council, Monday, voted to end the practice once all seven reach 30 years of service, or end their service with their respective departments. The seven are Tom Aftanas, police chief; Phil Chiappetta, deputy fire chief; Kenneth Gross, police lieutenant; Mike Keating, deputy police chief; Bob McDermott, fire chief; Steve Wyler, police lieutenant; and Steven Zanoni, police lieutenant. Aftanas, Keating, McDermott and Wyler have already served for 25 years and are currently eligible for the benefit. Chiappetta, Gross and Zanoni will be eligible when they reach the 25th anniversary of their employment.

Government shutdown postpones meeting again Park Service liaison on furlough, Calderone plans to reschedule By ROBERT J. LIFKA Contributing Reporter

Forest Park Mayor Anthony Calderone said at Monday’s village council meeting that he is still waiting to meet with Mike Mencarini of the National Park Service regarding the proposed “Cultural Park” on the Altenheim property. Calderone had said at the Jan. 8 village council meeting that he was hoping to meet with Mencarini before Monday’s meeting. Not only was he unable to schedule the meeting, but Calderone said Monday that he also was not in contact with Mencarini because he and other National Park Service employees were placed on furlough by the federal government shutdown. With the shutdown over, Calderone said he hopes to

meet with Mencarini “in the very near future.” The Park Service in October awarded the village a technical assistance grant from the agency’s Rivers, Trails and Conservation Assistance (RTCA) branch to help officials create a cultural park for year-round use on village-owned property near the Altenheim Retirement Home at Madison and Van Buren streets. The non-monetary grant will assist village officials in identifying possible funding sources and help them develop partnerships. RTCA is dedicated to connecting urban dwellers to natural resources, such as rivers, trails and other conservation projects. The village bought the 11-acre property for $3.6 million in 2001. Over the years, several ideas for

development, including from Fenwick High School and the West Cook YMCA, were eventually scrapped. Calderone said an initial meeting, held in November, was designed to go over the administrative aspects of the grant. The RTCA program is a community partnership program of the Park Service that provides technical assistance to local governments and community groups that are planning communityled outdoor recreation or natural resource conservation projects. Mencarini also said RTCA program could assist the village by facilitating community outreach and engagement with local partners and stakeholders to identify specific opportunities and concerns for developing community green space at the project site.

In conjunction, the village council voted to provide salary increases of 2.25 percent to all non-union village employees, retroactive to May. Gillian said the increases will affect 25 to 30 employees and are “in line” with increases covered by union contracts signed in 2017. “The village of Forest Park has the most dedicated, hardworking folks that I have encountered in my adult life and are worthy of a much greater salary increase than what we can afford,” Mayor Anthony Calderone said. “Considering the worthiness and the great responsibility placed on us with regard to public funds, we are limited to the small increase that we approved tonight. This is a modest increase.” Action Monday followed a closed session that lasted nearly two hours. The village council also discussed the matter in closed session for over 90 minutes in December. Gillian explained that the length of the closed sessions was due to discussion of the benefit for top police and fire officials and not over the salary increases for non-union employees. In a related vote, the village council made two changes to the employee handbook, deleting the longevity section and replacing the anti-harassment/sexual harassment section with a new anti-harassment/anti-discrimination policy. Deleting the longevity section freed the village council to change the salary benefit for top police and fire officials and the anti-harassment policy was changed to meet a state mandate. Gillian explained that Forest Park needed to make the anti-harassment policy changes, even though the village’s employee handbook already addressed the issue, to use language matching the state mandate. Public Act 100-0554 amends the Illinois State Officials and Employees Ethics Act by requiring local governmental entities to adopt, by ordinance or resolution, a policy prohibiting sexual harassment. Although many governmental entities may already have sexual harassment policies in place, the law sets forth new minimum standards for all policies. According to the new amendments, a policy prohibiting sexual harassment shall include, at a minimum, a prohibition on sexual harassment; details on how an individual can report an allegation of sexual harassment, including options for making a confidential report to a supervisor, ethics officer, Inspector General, or the Department of Human Rights; a prohibition on retaliation for reporting sexual harassment allegations, including availability of whistleblower protections under this act; and the consequences of a violation of the prohibition on sexual harassment and the consequences for knowingly making a false report.

Proviso Township High Schools District 209 is collaborating with the Center for Economic Progress (CEP) to provide free tax preparation services to low-income students, families and community members in Proviso Township for four days this year. The services will take place on the center’s 40-foot “Progress on the Go” financial services bus, which will be parked in front of Proviso Math and Science Academy, 8601 W. Perkins knew he needed to be able to help himself and push his life forward. “As long as you keep pushing forward, things will work out,” he said. “My struggle is not over, but I will continue to stay in this fight until it works out.” What enabled Perkins to get off the street and back into his own home was a combination of his own perseverance and help from the Veterans Administration and Housing Forward, a nonprofit based in Maywood. The process began when he visited the Veterans Affairs office at Hines VA Hospital. The VA placed him in a program run by Housing Forward, which not only found him an apartment in Forest Park, but also partners with him to ensure that he remains in his own home. “I have my responsibilities that I have to meet, like having a job, looking for work or going to COREY PERKINS school,” he said. “I have regular Veteran inspections and check in with my social worker on a daily basis.” One of the aspects of Housing Forward’s program that Perkins loves is the close relationship he has formed with his social worker, Cecilia O’Neil. “She has been an angel. She has always checked on me, even at times she didn’t have to,” he said, adding: “We all go through things in life that may be a struggle, but you have to understand that there are people and organizations out there that will help you.” Like Perkins, veterans John Ross and Harold Wilson find support from Forest Park and Maywood’s Vet Centers, creating their own ways of dealing with the ups and downs of life after leaving military service. Although never having actually been homeless, both are still suffering from the trauma they experienced during the Vietnam War. Wilson, who served as a Navy SEAL in the Mekong Delta,

ADJUSTING: Corey Perkins, of Forest Park, is a veteran who overcame homelessness with the help of Housing Forward and the V.A. believes he will always have symptoms of Posttraumatic Stress Disorder, which can include intrusive flashbacks, emotional numbness, difficulty concentrating and more. One way Wilson copes with the struggles related to adjusting back into civilian life is to seek support and fellowship with other Vietnam vets, who weren’t always welcomed home as heroes. “When I came back from Vietnam some people spit on me and called us baby killers. I’ve been coming to the Vet Center for many years,” he said. Ross, who experienced combat as a platoon leader in the Army’s 4th Infantry Division, saw half of his company in one fire fight get killed in two hours. “I was scared out of my mind for the first 30 days,” he recalls. “Then I became spiritually dead. Clinical depression is like feeling nothing while still being functional.” Ross, who said he was “almost homeless” at one time, has

found tremendous support in a service dog named Eli whom he received from an organization called War Dogs Making it Home. Ross said that Eli can actually sense when he is going to have a medical crisis. “When he starts kicking me in the leg and biting my pants, I know it’s time to go to the hospital.” He has also found meaning and support by working with the mentally ill through the National Alliance on Mental Illness, a national organization that raises awareness and provides mental health support. Ross is also a peer support specialist trained by the Depression Bi-Polar Support Alliance, an organization that provides education and support to those with mood disorders. Now “my job is to be extremely open,” Ross said, laughing. “I’m 71-years-old and have been nuts for a long time. I want to enjoy life.”

D209 adds mandatory meeting for parents to new policy Parental involvement measure is more last resort than punitive By MICHAEL ROMAIN Staff Reporter

The Proviso Township High Schools District 209 school board is taking steps to increase parental engagement in the lives of the district’s most vulnerable students with the recent passage of an updated parental involvement policy. The policy now features a range of new incentives designed to intensify the frequency and depth of involvement, which includes a meeting that parents of students with academic, behavioral and/or attendance problems may be required to attend if those incentives have been exhausted. During a Jan. 9 regular meeting, the school board voted unanimously on a final version of the updated policy. Board member Rodney Alexander, who introduced the measures, said the passage of the upgraded policy now paves the way for its implementation, a large part of which will be in the hands of the district’s three building principals and their leadership teams. Last November, Alexander, who heads up the 30-plus-member Parent and Community Engagement Committee, rolled out the idea of the district creating a mandatory parent meeting to improve the academic performance and instructional setting of students in D209. Alexander said at the time that “the hurdle” of implementing the mandatory meeting would be “making it policy.” “Once we get it made policy, we will be meeting to develop a sub-committee to figure out what’s best for the dynamics of the district and how we can be considerate and not do this to be punitive,” Alexander said at the time. “We will be sensitive and considerate about how we do it.” On Jan. 9, Alexander doubled down on that point, pointing out that a policy that includes a mandatory meeting with district administration members isn’t “as punitive sounding as most might take it.” According to the policy, the mandatory meeting won’t kick in unless the administration has exhausted a range of incentives to reward adherence to the School Parent Compact signed by students and their parents/ guardians, which is designed to stimulate parental support and student achievement. The compact, which was already in place, requires parents to “agree to review and acknowledge” their students’ completed assignments, grades, truancy and disciplinary actions, among other requirements, through an electronic performance tracking system. The district, under the previous version of its parental involvement policy, was already required to provide internet access for parents who don’t have it to enable them to adhere to the terms of the compact. The updated policy expands internet access for those parents by making rooms available inside the school buildings provid-

ed “at hours that allow parents/guardians with long work schedules to gain access outside normal school hours.” Alexander’s policy changes allow building principals and their leadership teams the flexibility to put in place a range of incentives — including “the ability to exercise the privilege of attending extracurricular events, such as dances, games, and club activities, and also participation in athletic events” — to encourage further adherence to the compact.

According to the updated policy, students can be removed from participating in extracurricular events for any reason set forth in the student handbook, including but not limited to, failure to maintain strong academic standing, repeated disciplinary infractions and/or attendance concerns.” Once those extracurricular privileges are revoked, a student will not be able to regain them “unless and until the parent, guardian or other person exercising custody of the

student […] attends a meeting with the district administration to discuss the concerns regarding the student.” Alexander said the updated policy gives administration “the ability to be innovative” when it comes to incentivizing students’ academic success and parental engagement. Clear conflict of interest

h, come on. Really? On Monday the Review asked Commissioner and Electoral Board member Tom Mannix about his business partnership with Mark Hosty. Hosty, a former commissioner and current bar owner/manager, is hip deep in the effort to block a binding vote on the future of video gaming in the village. Mannix is on the official village body which gathered Tuesday morning after press time to decide next steps in the battle for access to the March ballot to propose such a referendum. In an email, Mannix acknowledged he and Hosty are in the business of buying and renovating housing for rent or for sale. That’s what the Secretary of State’s office reports on public records for Mite Limited Corporation. Hosty is president of the 5-year-old company. Mannix is secretary. We’d call having Mannix on the three-member electoral board a flagrant conflict of interest. How can he impartially hear a case involving his business partner? His statement to us that there is no conflict “in either fact, law or reality,” is remarkably insulting to residents and to common sense. The endless battle over video gaming in this village no longer is much about bars and gambling. It is really about just how many ways village government’s core leadership is going to repeatedly and aggressively attack the rights of citizens to be heard on this issue. The grinding down of good will and an expectation of fair treatment demeans this village. While the makeup of the electoral board is set by state statute and calls for appointment of the senior elected commissioner, there are three other commissioners on the village council. Any of them would be a far more reasonable choice to sit on this commission alongside Mayor Anthony Calderone and Village Clerk Vanessa Moritz. Mannix should have long ago recused himself from any matter involving Hosty. The mayor and other commissioners should long ago have pressured him to recuse himself. This is clear cut. And the mayor embarrasses himself by allowing this to continue. Stepping back from this issue, from Forest Park specifically, the entire notion of local electoral boards is suspect. How, in any small town, are elected officials supposed to rule on the validity of nominating petition signatures for either their opponents or their allies? How can they decide the validity of referendum requests on issues fully within the scope of their political efforts? In Cook County, election challenges already have been taken out of the hands of local elected officials for park districts, library boards and school districts. Those decisions are routinely handled by boards appointed by the county clerk’s offices. Time to make that change for all municipal electoral disputes as well.

What three views of Berwyn reveal about Forest Park

ark Hosty is a smart guy. I’ve known him for at least twenty years. I voted for him because, in my opinion, he knows as much about village government and doing business in town as anyone else. That’s why when he says something, I pay attention. He was right when he said in an opinion piece a few weeks ago that video gambling has not proven to be a “horrible destroyer of our community fabric. . . The sky has not fallen and revenues are starting to flow into the Village coffers.” He’s also correct that he played the game according to the rules. His point is that he played the game better than those who oppose video gambling. His word to the wise opponents of video gambling seems to be what I heard ex-governor Pat Quinn say a couple weeks ago at a Proviso Township Ministerial Alliance Network meeting, “Early to bed. Early to rise. Fight like hell and organize.” I think a key to understanding where Mark is coming from is his view of our neighbor to the south east, which is that the businesses in Forest Park are in direct competition with those in Berwyn. The competitive edge is often very thin, which implies that if bars in Berwyn have video gambling and the ones in Forest Park don’t, it will mean the loss of patrons and a decline in revenue for businesses in our town which might put some of those business owners out of business. He wrote, “With the constant attacks on the business community, how much outside investment do you think people will make in this town? Not only will we not attract new investment, but it also devalues the investments made by businesses that are already here.” He went on to point out that people who invest don’t like uncertainty. Now you may note that lots of businesses which are not bars and don’t have video gambling are investing in Forest Park. My point is that in his view, the reality is that for businesses it is survival of the fittest. Maintaining a competitive edge with Berwyn is important if you want to stay in business. I also want to point out that most business owners on Madison Street are not residents of Forest Park. They have invested thousands if not hundreds of thousands in their businesses and have taken great risks in starting a business in town. In contrast, the opponents of video gambling tend to be residents of our village who have invested thousands if not hundreds of thousands of dollars in their homes, and they

tend to be ambivalent about Berwyn. For them the bungalow village is neither friend nor foe. Neither do they consider themselves to be anti-business. They love the shops on Madison Street, brag about them to their friends in other towns, and shop in town whenever they can. They tend to shop or dine in Berwyn or Oak Park only when they can’t find what they want here. They may be anti-liquor lobby but they’re not anti-business. What they are is pro-housing value. That’s why so many homeowners worked so hard to get Ned Wagner and Claudia Medina elected to the Proviso High School District 209 school board—because people’s perception of Proviso East affects the investment they’ve made in their homes. That’s why they voted to help pay for the new Roos Rec Center being built—to enhance the quality of life in the community. And that’s why they voted against video gambling—because of their perception, right or wrong, that it would erode the quality of life in this village with small town charm. Now there’s a third group that has a view of Berwyn. When I interviewed Fire Chief Bob McDermott a few months ago, I learned that our fire fighters think of Berwyn in terms of being an ally. The chief told me that the FPFD has a great relationship with the BFD. Whenever the fire fighters in Forest Park need help fighting a blaze, Berwyn sends their people over without hesitation. No contracts signed. No reimbursement for service rendered. And the relationship is reciprocal. It’s based on trust. Somehow there is a relationship based on trust rather than on a sense of competition or legal obligation. Here’s the thing. I’ve been around this town for 35 years and have gotten to know and like many folks from each of the three groups. When you walk a mile or two in their shoes or boots or sneakers, you get to know where they are coming from. You discover that they all have valid concerns as well as blind spots. One question we might ask is, “Which tribe to you belong to?” Through which lens do you view reality—from the perspective of business owners or residents or folks like our fire fighters who depend on inter-village cooperation to make things work. My concern is that I can’t think of one group, one organization or one arena in which all the stakeholders get together for the purpose of seeing what’s happening in this community from the viewpoint of others who at least initially seem to be on another page.

Looking for a way to feel empowered, she started getting involved, attending every Forest Park District 91 Board of Education meeting she could to learn why Forest Parkers pulled their kids out of public schools. She started attending Proviso Together meetings, learning more about the neighboring communities of Maywood and Melrose Park and the local high school system. She turned her running group into a progressive advocacy organization called Running for Our Rights. But Bonwit still felt discouraged about the

Bonwit’s group joined about 300,000 activists and protestors who descended on the Loop on the anniversary of President Donald Trump’s inauguration, carrying colorful signs that read “Tweet us with respect,” “Who runs the world?” “Resist fear, assist love,” and many, many more.

Pink “pussyhats” dotted the crowd as Oak Parker Michelle Mbekeani-Wiley spoke on behalf of the League of Women Voters. “The power lies at the polls; the power of the polls can change society,” MbekeaniWiley said, reminding participants that marching is just the beginning. Mbekeani-Wiley said this year’s march had the same sense of unity as last year’s, but instead of feeling like a reaction to Trump’s election, this one felt more proactive, offering tangible steps they can take to promote affordable housing in Oak Park, avoid voter fatigue, and address the systemic racism that stifles society. “Stay engaged in every election; every aspect of local and federal politics impacts our livelihood. Mobilize the vote and make sure you’re pushing every population to the polls,” she said. Learning how she can stay involved — and feeling rejuvenated by the power of a progressive crowd — is why Bonwit felt compelled to organize a group to attend this year’s march. Bonwit’s father, James Murphy, died two weeks before Nov. 8, 2017. Then the electoral college declared Donald Trump the 45th president of the U.S., she said, after he ran

way the country was progressing. Sam’s attitude wasn’t helping; the 6-year-old felt angry at Trump over his promise to build a wall separating the United States from Mexico. Combined with Trump’s vulgar comments about which immigrants were OK to stay in the U.S., Bonwit felt like she had to constantly shield Sam from the evening news. Looking for comfort, Bonwit decided to attend Women’s March Chicago, even though some of friends of color had been complaining that they didn’t feel like the movement embraced them or their ideas. “A lot of people just go to these marches and it’s a feel-good moment, but the real work is still to come,” she said, adding, “Forest Park can feel sometimes so separate, like we have our nice Madison Street downtown area and we want to keep it for ourselves. But there’s cool things going on in other areas, too. We need to make sure that we get out of our comfort zone and we represent not just our own privileged place of being, but other perspectives as well.”
