Nonprofits told to leave Austin high school Lease disputes with CPS cause exit By MICHAEL ROMAIN Editor

Three nonprofits that had been operating inside Austin College & Career Academy, 231 N. Pine, have received notices from Chicago Public Schools that they should vacate the premises in a move that could impact hundreds of low-income West Side residents who depend on their services. Representatives with Manufacturing Renaissance, the Jane Addams Resource Corporation (JARC for short) and Friends of the Children all confirmed their organizations are no longer operating at the high school after receiving notification from CPS in the last several months. Austin Weekly News reached out to CPS last week for comment, but the district has yet to respond. In 2017, JARC partnered with Austin Coming Together, Manufacturing Renaissance and CPS to launch a replica of its flagship Careers in Manufacturing Programs initiative at the Austin high school. Through the program, JARC provides “manufacturing job training and support services for low-income adults from the Austin neighborhood and surrounding communities,” according to its website. “This expansion to the Austin neighborhood will improve access to high quality skills training to community residents with barriers to employment in an underserved community,” Guy Loudon, JARC’s president, See NONPROFITS on page 2

After working under an expired contract for more than three months and with negotiations between the Chicago Teachers Union and Chicago Public Schools still mired in stalemate, families across the city are bracing for the strong possibility of

empty classrooms come Thursday — the day CTU will go on strike if no contract agreement is reached. As the strike deadline loomed, community leaders across Austin expressed concern over the possibility of students being out of school. “I’m very hopeful that CPS and CTU will come to an agreement very soon, so that children won’t have any interruption in

their education process,” said Ald. Chris Taliaferro (29th). “As talks continue, I hope they’re able to resolve any concerns and differences they have.” The two sides have spent the last few months going back-and-forth with various proposals and counterproposals.

stated at the time. During the program, eligible participants can earn free training leading to industry credentials in areas like computerized machining and welding, in addition to financial coaching, transportation assistance and tutors in fundamentals like math and reading. The organization also places participants who complete the program into full-time manufacturing jobs. During an interview earlier this month, David Robinson, the communications head for Manufacturing Renaissance, said the organization has operated its flagship program, Manufacturing Connect, at the Austin high school since 2007. It also has locations at Bowen High School on the South Side and Prosser High School in Belmont-Cragin. The Manufacturing Connect program allows participants to earn nationally-recognized industry credentials in metalworking and teaches them the hard and soft skills necessary for landing manufacturing jobs. The organization also places participants in jobs with manufacturing companies. Robinson said the organization helps train and place skilled employees for roughly 130 manufacturing companies. He said around 150 young people were served by the program this year while the Manufacturing Connect initiative has served more than 600 young people in 12 years. “One-hundred and twenty of those young people are working and making a living as we speak,” Robinson said. Friends of the Children had been using office space at Austin High School. A spokesperson for the organization declined to comment. Robinson declined to go into specifics about why CPS is requiring Manufacturing Renaissance to leave the school. Both Johnson and Robinson said their organizations have been trying to reach out to Mayor Lori Lightfoot’s administration for answers. Robinson said Manufacturing Renaissance has largely moved its programming out of the school. The move has left up to 80 young people who were participants in Manufacturing Connect wondering what they’ll do now that the program is gone, he said. Johnson said her organization received a letter from CPS on Aug. 23 detailing a variety of issues, including the fact that JARC may have been training their Careers in Manufacturing participants on machines that were paid with federal funding that stipulates the use of the machines are restricted to CPS high school students. Johnson said CPS alerted JARC that the participants utilizing the machines would be in violation with JARC’s contract with the Illinois State Board of Education. She said JARC offered to inventory the machines and identify potential waivers that can be requested to ensure that they would be in compliance with the law, among other possible

resolutions. “There’s no willingness on the part of CPS to do [any of that],” Johnson said. She said CPS also told JARC that the district would not enter into a lease with the organization until it complied with new background check requirements that would have disqualified many of the people JARC serves, such as individuals with marijuanarelated offenses and Class X felonies. On Oct. 2, CPS CEO Janice Jackson sent out an email to parents indicating that the district was in the process of overhauling its policies related to background checks in the wake of a series of reports about sexual misconduct by CPS employees. “In spring 2018, after reporters from the Chicago Tribune identified serious concerns regarding over a decade’s worth of sexual misconduct cases in our schools, we began an unprecedented effort to overhaul the policies, procedures, and resources in place to prevent abuse and help students heal,” Jackson stated. “Central to this effort was an independent, comprehensive assessment conducted by former Illinois Executive Inspector General and Assistant U.S. Attorney Maggie Hickey, who was contracted to help us fully understand the changes that needed to be made and hold us accountable for acting on those goals.” Hickey recommended that CPS improve its “centralized background check process to ensure all adults who come in contact with our students have completed a detailed background check and committing to re-checking backgrounds on a rolling basis.” Johnson said her organization does not allow individuals with sexual offenses into the program but works with individuals with criminal histories who would not pass CPS background checks. She added that the school district’s reaction to the reports of sexual misconduct has “hurt people who have blemishes on their background unrelated to any kind of sexual offense.” Johnson also said there “are best practices out there for people with criminal backgrounds that CPS is not open to reviewing. We’d like to enter into a lease with them, but we can’t say no to roughly half the number of people who apply to our programs.” CONTACT: michael@austinweeklynews.com

North Lawndale nonprofit to move into new building The North Lawndale Employment Network will move into 1111 S. Homan Ave.

The North Lawndale Employment Network, a nonprofit that helps people facing barriers to employment find and keep jobs, is moving all of its programming and operations to the former Liberty Bank building at 1111 S. Homan Ave. Lauren Wesley, the nonprofit’s director of development, said that the building will feature a coffee shop, an event space, administrative offices, classrooms, program training rooms and a walled peace garden. The coffee shop, called Worker Bee Cafe, will employ the organization’s clients and serve food prepared by Inspiration Kitchens, an East Garfield Park culinary jobs training program, and sell coffee produced by Andersonville-based Metropolis Coffee. Wesley said that the space will allow residents the opportunity to relax and chat. Wesley said that the community space will be named after Michael Scott Sr., the late father of Ald. Michael Scott Jr. (24th). “Our resource room will be open to anyone in the community, so if you want to print something out, fill out a job application or use the computer, you can use our resource room,” Wesley said. Wintrust Bank also opened a branch in a leased space in the northern portion of the building, which would be an asset for a community that doesn’t have many bank branches at all. According to a press release, the Employment Network opened more than 100 bank accounts for its clients.

NEW DIGS: The former Liberty Bank building at 1111 S. Homan Ave., which will soon be home to the North Lawndale Employment Network. The Employment Network purchased the building last spring and they currently plan to open it by next May. To help fund the purchase and renovation of the building, the Employment Network raised around $5.5 million. IFF, a Chicago-based nonprofit financial lender, helped the Employment Network in several ways. According to its press release, it provided a $1.2 million loan to help the

organization purchase the Liberty Bank building and a $5 million loan to help cover the renovation costs. IFF also provided real estate consulting and construction oversight. In a statement, Gordon Hellwig, IFF’s managing director of Lending for Northern Illinois and Northwest Indiana, expressed his organization’s support for the project and for Brenda Palms-Barber, the Employment Network’s executive director. “It’s a privilege to be part of the tremendous synergy that Brenda creates with partners, funders, staff and clients, the North Lawndale community, and city representatives,” Hellwig stated. On Sept. 26, Scott held a community meeting at the Douglas Park Field House, 1401 S. Sacramento Dr., to inform residents about the Employment Network’s plans. Austin Weekly News previously reported that the building has hosted a bank since the 1970s. The New Orleans-based Liberty Bank acquired it in 2013 and closed the branch in September 2018. It was the last black-owned bank on the city’s West Side. Wesley explained that the Employment Network has five locations, which has made it harder for the staff to coordinate and for its clients to take advantage of programs. In the meantime, the nonprofit is trying to raise another $4.5 million for the “reserves and innovation fund.” So far, the nonprofit has raised around $3 million in commitments from private corporations and foundations, but they are still waiting to actually receive those funds. Cars, and car buying, have changed

’ve owned three cars in my entire lifetime. Each purchase is an unforgettable memory. Not that anything spectacular happened. It’s just they were the major purchases in my 20s, 30s and 50s. My first car was a 1979 Cutlass Supreme, two-tone green with the newest innovation of the time: 60-40 front seat. For you younger people and those who have forgotten, the front seat for the driver and the passenger was normally one seat. So if the driver was short, and they pulled the car seat all the way forward, taller passengers had to suffer their knees against the dashboard. Three people could also sit in the front. The person in the middle would have to put their legs off to the side because of the hump in the floor that ran down the middle. With that car, the driver got 40 percent of the seat and passengers got 60 percent. I could still fit three people in the front, although the middle person was normally a smaller person. That car lasted me until 1990 when it finally gave out. In 1990, I bought my second car: a Toyota Camry. It was silvery-gray with a black fabric top. The car mimicked the way a convertible would look with the top up. That car came with the newest amenities of the time. Front bucket seats and a cassette player! It had four doors and the back seats could fold down so that it could hold additional stuff. I used that feature a number of times to haul things to my house. My favorite memory is purchasing a marble double sink top for the bathroom from the Habitat Restore in Waukegan. The worker help me load the 6-foot-long top into

the back of my car. I started down the Edens toward Chicago. I had successfully completed two prior stops. When the light went green, I slowly pulled forward and the momentum caused the sink to slide out the back. I still remember the embarrassment of having to pull my car over and pick up the broken pieces and place them on the side of the road. In retrospect, it was probably a good thing. That sink top was a deep navy blue. I had planned on a blue and white bathroom. Now that I look back on it, I don’t think I would have liked that bathroom today. In 2003, I bought a Montero Sport SUV. It had the power of a truck, roomy cargo space in the back, and rear seats that also leaned down to create more room. It had the popular amenity of a CD player and luggage racks on top. I have hauled so much stuff using that vehicle that I can’t even begin to count the number of times. Over 230,000 miles later, that SUV has served me well. She is also on her last legs. As I search for a new car, the method of doing so has changed completely. From the comfort of my home and using a smartphone, I have been able to find vehicles, see the Carfax report, and do everything but test-drive them. As I view all the new amenities that are available since I last bought a car, there are things I am not even familiar with. From the fob with the push button start to cars that literally talk to you on the screen, the upgrades are astounding and it is an overwhelming decision to make.

Clock’s ticking from page 1 As of Oct. 13, the latest counteroffer included a much-touted pay raise of 16 percent over 5 years, as well as pay raises for clerks, teacher assistants, special education classroom assistants, nurses and other paraprofessional employees. The deal also includes “an ironclad promise not to privatize a wide range of support staff,” “far-reaching sanctuary schools protections for immigrant and refugee teachers and families,” and a guarantee “to provide additional support to overcrowded classrooms,” according to a joint statement from Mayor Lori Lightfoot and CPS CEO Janice Jackson issued Oct. 12. Lightfoot’s bargaining team called the deal the city’s “final offer.” In a statement issued Oct. 11, CTU officials said that the offer made by CPS only allocated “a paltry $1 million to ‘alleviate’ overcrowding in grades 4-12 — barely enough to hire two dozen teacher assistants and teachers. CPS has also refused to provide enforcement language for its own proposed class size limits for children above 3rd grade.” CTU officials added that CPS’ “wage offer would still leave the majority of teaching assistants and school clerks mired in poverty in year five of the contract, and has refused to restore prep time for elementary school teachers that the previous mayor unilaterally eliminated. Those are both not just bargainable, but strikeable issues.” Several West Side community leaders interviewed by Austin Weekly News expressed concern about how students would be accommodated if teachers were to strike. “I don’t know who is going to be watching our kids,” said Ald. Emma Mitts (37th). “And I also wonder how long the strike will be, if it comes to that. My spirit says we’re headed for a strike.” Rev. Ira Acree, the pastor of Greater St. John Bible Church in Austin and co-chairman of the Leaders Network, a faith-based social justice organization based on the West Side, said that although his organization has not formally endorsed any side, he’s worried of the burden that may be on area churches

if a strike occurs. “We’ve done that in the past. I don’t see why we wouldn’t do that now,” said Acree, referencing the steps churches took during the roughly week-long strike that took place in 2012. Back then, area churches transformed into ad hoc community centers for young people to congregate in lieu of school. “But doing that is more than a notion. You’re taking on the liability of those children,” he said. “You don’t have teachers there, so you’re effectively just a babysitting organization. When we open our doors, we have to pay people to be there. We don’t have lucrative budgets like CPS or CTU.” Acree said that the Leaders Network invited both Supt. Jackson, as well as CTU’s leadership team, to its regular meeting on Oct. 8, but only CTU President Jesse Sharkey and CTU Vice President Stacy Davis showed up. “The Leaders’ Network’s position is this — get a contract,” said Acree, who endorsed Mayor Lightfoot in her runoff campaign against Cook County Board President Toni Preckwinkle. “That’s our position. Get back to the bargaining table. There’s no room for arrogance and cockiness. Our children’s future is at stake.” Nicole Montella, the chair of the Local School Council at Galewood’s Sayer Language Academy, said that while she supports the teachers, she also doesn’t want a strike. “As parents, we’re praying for no strike, but we support our teachers,” she said. Zerlina Smith, a West Side community activist, said that while she supports the teachers, she’s worried about the impact of the strike, particularly with the Chicago Park District employees poised to strike on Oct. 17, if their demands aren’t met. The strike would be the first in the history of the Chicago Park District. If that happens, parents would be unable to send their kids to park district facilities — unlike during the 2012 CTU strike. “This strike will be heartbreaking for the West Side, because we have so many children who already have so many barriers they have to endure just to get to school,” Smith said. “We need to have real contingency plans, so that kids in Austin get quality services they deserve, not just hangout spots.” CONTACT: michael@austinweeklynews.com

Area nonprofit expands its Laramie footprint

By The Hand Club For Kids recently broke ground on a new $8 million, 30,000-squarefoot addition that will allow both the nonprofit and Moving Everest Charter School to serve more students. “Anytime we’re able to build something new and safe for our children and families, it provides a functional benefit, but also hope for the whole neighborhood,” said Donnita Travis, founder and executive director of By The Hand. The nonprofit is adding onto the 50,000-square-foot facility it opened in 2015 at 416 N. Laramie Ave. By The Hand leases the building to the charter school during the day while providing activities in the afternoon after classes end. Now at capacity with 540 students in kindergarten through fifth grade, Moving Everest will be able to serve another 270 students in sixth through eighth grades starting in August 2020. “The new building is going to give my scholars … an opportunity to have a holistic education,” Moving Everest Principal LaRita Henry said. Across the street at 415 N. Laramie Ave., the faith-based nonprofit also offers after-school programs and activities to 250 students in kindergarten through 12th grade who attend

partnering Chicago Public Schools. Families attending the Oct. 5 groundbreaking saw designs of the new project, took classroom tours and had the opportunity to sign a beam that will later be used in the construction of the addition. “I love the staff; they all do an amazing job with the kids,” said Shakina McNeil, 27, whose daughter, Casey, attends first grade. She was “disappointed that the school only went to a certain grade level,” but is excited to hear it will be expanding. The expansion will allow 5th graders like Tanila Williams continue their education at

Danny K. Davis and Ald. Emma Mitts (37th Ward). “This school and program have transformed this block,” said Davis, a 35-year member of the New Galilee Missionary Baptist Church, at 431 N. Laramie. Davis mentioned his own experience teaching Sunday school at the age of 14 and the importance of education. “Our children are the future, teach them well and let them lead the way. Show them all the beauty they possess inside and give them a sense of pride,” the congressman said. “Everything we do should be for the kids,” said Ald. Mitts, who added she’s proud to see faith and education work hand in hand. With the new addition, By The Hand will have invested more than $30 million in capital in the last six years and contributes another $5.2 million in annual operating expenditures to Austin, the group said. The addition was designed by the architectural firm Team A and will include special education and administration spaces, a maker lab, a large multi-purpose room and outdoor play space. “Every year, we take a step forward with the addition of more scholars, more technology and more staff,” said Brad Ritchie, director of technology at Moving Everest. West Side aldermen press police on homicide clearance Ald. Chris Taliaferro, public safety committee chair, held a meeting on low clearance rates on Oct. 11

During a recent hearing, Chicago Police strongly denied that race has anything to do with the fact that murders are less likely to be solved if the victim is black and denied that the city’s overall murder clearance rate has been declining in recent years. The hearing was held Oct. 11 at City Hall and organized by Ald. Chris Taliaferro (29th), who was recently appointed chair of the Chicago City Council’s Committee on Public Safety. The hearing was the first of three that the alderman, a former Chicago Police officer, plans to hold on public safety. The next one is scheduled to take place on Nov. 12. According to data obtained by WBEZ, 849 murders were committed between the beginning of 2018 and July 2019. “When the victim was white, 47 percent of the cases were solved during those same 19 months,” the article stated. “For Hispanics, the rate was about 33 percent. When the victim was African American, it was less than 22 percent.” Taliaferro directly referenced the article during the hearing, saying that he “was very alarmed by that report.” He also pointed to the fact that, when an unknown spree killer murdered two men in Rogers Park last fall, CPD devoted considerable resources to try to solve the case. The alderman wondered why CPD, in his opinion, doesn’t put as many resources into murders in majority-black communities. “We do that type of investigation on every homicide that we work on,” said Melissa Staples, chief of the Chicago Police Department’s Detectives Bureau, in response to Taliaferro’s musing. She added that, because the Rogers Park murders got more media attention, the number of officers involved was widely reported, she said. That, however, doesn’t mean that number isn’t typical, she said. Brendan Deenihan, CPD’s deputy chief,

denied that race had anything to do with how the police handle murder investigations. “The majority of all detective work is done on the South and West sides,” he said. “When we get a call in, we don’t make decisions based on someone’s race.” Deenihan said that the disparities that do show up are due to other factors. He said that around 80 percent of all murders are gang-related. Even in cases where they aren’t, witnesses in communities of color are less likely to come forward and victims are less likely to press charges than in other communities. ‘Those aren’t excuses, those are just the most difficult cases to solve,” Deenihan said. Taliaferro also took issue with the low number of detectives. As Staples noted, the number of detectives has historically ranged between 1,300 and 1,350. That number dropped to 850 when Staples became chief of detectives three years ago and has since gone up to 1,139. Deenihan said that 140 of the detectives investigate murders. Taliaferro wondered how those numbers compared to Los Angeles and New York City. Although the police officials acknowledged that the two cities’ numbers are higher, Deenihan argued that it wasn’t a fair comparison. “It appears, when talking to experts, Chicago is probably more similar to Baltimore, Detroit, and New Orleans,” he said. “I’d just be cautious to compare the city of Chicago just to L.A. and New York, because the systems are different and the culture is different.”’ Taliaferro was dubious, saying that Los Angeles and New York are closer to Chicago in terms of population. And, given that both cities had large murder rates that went down significantly, he argued that CPD would be smart to follow their lead. Ald. Emma Mitts (37th) said that she wished she could provide her community with numbers showing that the murder

clearance rates are going up, but her constituents feel that the opposite is true. “In our community, murders don’t get solved,” Mitts said. “I’ve just been hearing that for a long time. I have to have information in the 11th District. Show me [how many murders in the] 11th District have been solved, just give me a picture. I want to make sure that we’re getting the same care.” Staples said that she would be willing to provide the numbers to her. When asked what CPD has done to improve clearance rates, the chief said that the department benefited from advances in technology, particularly the ability to comb through video footage and cell phone data. She also mentioned an intelligence unit in the Cook County Jail. Deenihan touted the ShotSpotter, which tracks the location of gunshots. Both officials said that, in many cases, it’s not that they don’t know who the murderer is, it’s that they can’t get the testimony to prove it. Taliaferro said that he wondered if the detectives are overburdened, given how many murder cases are open. “I think we have a decent number of detectives [to handle the caseload],” Staples replied. Ald. Jason Ervin (28th) noted that, in 2012, the city reduced the number of detective bureaus from three to five. A large part of the West Side, which used to be part of Area West, was incorporated into Area North. As the result, Ervin said, West Side residents who wanted to meet with detectives had to travel to the intersection of Belmont and Western avenues. He argued that this made it hard for residents to reach the detectives and it takes longer for the detectives to travel to areas where a lot of their work happens. Ervin argued that he could live with only three bureaus, but he argued that it would make sense to move the North Bureau to where the West Bureau used to be. A few hours later, Mayor Lori Lightfoot an-

nounced that her 2020 budget proposal would call for restoring the shuttered bureaus. She billed it as a way to increase collaboration between detectives and police officers. Ervin also addressed the issue of residents being reluctant to collaborate with police, arguing that it wouldn’t change without more community outreach. “I firmly believe that if the department doesn’t take affirmative steps for community involvement, that code of silence will remain,’ he said. “[Kids’] first interaction with police should be in the classroom, with Officer Friendly and police explorers, and not on the hood of the car.” CONTACT: igorst3@hotmail.com

What the heck is the Wabi Sabi Film Festival?

t the Lake Theater in downtown Oak Park! Friday morning, Oct. 25, 10 a.m. On Golden Pond. Tickets are $2 each. Yep, $2.00.

This is a film festival about aging, a film festival for older people, though everyone is welcome to attend. Following the film, stay in your seats; we’ll have an interactive discussion about topics from each film. Every three months we’ll show a different film connected to the theme of aging, with a guest celebrity, followed by interactive discussion (we reached out to Jane). And the Lake Theatre popcorn is mouth-wateringly delicious! The first film to be shown in the Wabi Sabi Film Festival is On Golden Pond, starring Katharine Hepburn and Henry Fonda (with Jane).

By the way, wabi sabi isn’t the green spicy stuff at the sushi restaurant. It is the Japanese world view that appreciates the beauty of impermanence. As I write in my current blog on the IONS website (noetic.org/blog/aging-is-inherently- noetic/): The Japanese aesthetic of wabi sabi is an appreciation of the beauty of impermanence — like the wooden banister in an aging house, stroked by thousands of hands over the years, wobbly, chipped, out of alignment, yet oh so beautiful. Teenagers strive for instant Wabi Sabi by buying already torn and ripped blue jeans, but they fall short. Wabi Sabi takes time, as does reaching our noetic phase of life. And like that aged wooden bannister, older people can be wrinkled and wobbly and still be beautiful people.

Host and moderator, Elizabeth White, author of 55, Underemployed and Faking Normal. Ms. White will introduce the film and facilitate the in-theater interactive discussion following the movie.
