A West Side alderman recently requested that Chicago Inspector General Joe Ferguson look into whether or not a local nonprofit has been trying to influence a program created in the 1980s to compensate homeowners who experienced decreased property values due to the neighborhood’s transition from predominantly white to predominantly African American residents. Stephanie Hart, owner of Brown Sugar Bakery, spent last Saturday in tears. Her third store recently opened at 4800 W. Chicago Ave. with the help of the Neighborhood Opportunity Fund, and there was an outpouring of support from the community. “A 79-year-old woman came into the bakery after receiving a slice of cake [from friends] and said she has been praying for me to open my doors,” Hart said. Hart’s business was one of five Austin
businesses to recently receive a grant from the city in a third round of funding. Businesses can receive up to $250,000. The other four to be awarded grants: Ted’s Place at 5813 W. Madison St.; SkyLight Carpentry Services at 5420 W. Division St..; Coleman’s Bar-B-Que #2 at 5754 W. Chicago Ave.; and Chubby’s Char House at 5963 W. Madison St. Prentiss Harris, owner of Chubby’s Char House, said he’s looking forward to using the funding to open a restaurant that will sell hamburgers, hot dogs and tacos by the end of the year. The grant gives him the op-
portunity to do what the 24-year Austin resident has always wanted: open a business. “We’re still in the beginning process, so we’re getting the documents that they need,” Harris said. The grant “will give us skin in the game as a new business.” In summer 2017, 32 businesses — including 5 in Austin — were awarded grants. The citywide program focuses on South and West Side neighborhoods that have lacked needed investment, said Aarti Kotak, Mayor Rahm Emanuel’s deputy chief

Residents share struggles with trauma at West Side’s only triage center By CONNOR S. CARYNSKI AustinTalks
There’s a longstanding stigma against seeking help when dealing with trauma or other issues related to mental health, especially in the African-American community. Community member Tanya Ford has experienced this stigma firsthand. At a recent forum held at the West Side Community Triage and Wellness Center, at 4133 W. Madison St., Ford recounted the experience she had said about six years ago when a close family member struggled with mental health but was unwilling to take medication because of that stigma. If the stigma did not exist and the family member was able to obtain proper treatment, their eventual death in a shooting may have been prevented, she said. This week’s forum was aimed at breaking that stigma and encouraging residents to seek the help they need. his own experience being raised in a violent household and how two of his sons have been non-fatally shot. Halmon said his childhood left him with trauma but that he is uncomfortable discussing it outside of his church community and that it can be difficult to seek the help of a professional. Longtime West Side resident Bertha Purnell discussed her own struggle handling the trauma from her son being shot and killed in June 2017. Purnell said she dealt with the trauma every day but was unwilling to seek help until she reached a crisis point. Oftentimes, people have to step outside of their comfort zone to get the help they need, she said. “In the black community as whole, there has always been a stigma that you don’t go outside your house and tell your business,” Purnell said. “There’s also a stigma about medication, but we need to get to the point where we are nursed by education.” Barbee said the event would be the first of many to come. She also encouraged attendants to spread word of the center and to make use of the facility for individual and community wide development. “It’s my hope that we and those of us that participated will continue to spread the word,” Barbee said. “Community violence affects us all, and it’s going to take us all to come up with a true solution to this problem in our community.” CONTACT: austintalks.org@gmail.com

West Side music center has evolved into an institution
The Chicago West Community Music Center has been serving kids for 20 years By IGOR STUDENKOV Contributing Reporter
For the past 20 years, a West Side couple has been working to bring music and arts to communities around Garfield Park through the Chicago West Community Music Center. Husband and wife Howard and Darlene Sandifer founded the center because they felt that the West Side didn’t have much in a way of “high quality music education programs” and quality “community-based fine arts instruction.” What started as one class geared toward family grew into several programs where teens can learn how to play various musical instruments, sing, dance and understand what it takes to succeed in the music industry. The couple said that they have been gratified with all the impact they have been able to make and they intend to keep going for as long as they can. Howard is a musician and a songwriter and Darlene’s professional background was mostly in HR and communications. According to her LinkedIn profile, she is the one who helps place the students into programs and connects them to job opportunities. Originally, the couple cobbled together funding from their own savings, as well as from donations from friends, relatives and supporters. As years went on, they were able to get funding from the Chicago Department of Cultural Affairs & Special Events, as well as the Illinois Arts Council and After School Matters. Howard said that funding is still the center’s biggest challenge. “There are so many good organizations doing important work [on the West Side] and these same organizations are going after many of the same foundations to seek assistance with funding,” he said. The center started out with one program, an ‘inter-generational” music class where youth could learn how to play guitar alongside their parents and grandparents. The original class had eight members. The couple’s big break came when they were able to get into the Chicago Park District’s Artists in Residence program, which allowed them to get office and classroom space in one Garfield Park’s most iconic buildings — the Golden Dome fieldhouse, 100 N. Central Park Ave. This allowed them to hold more classes and other programs. Today, the center offers classes teaching students how to play violin, cello, harp and guitar. The classes also teach the ins and
outs of the music business, among other skills. The center also works offers off-site programs. Howard said that, as of 2017, the center has taught around 750 students. He said that the majority of the students came from West and East Garfield Parks, but that the center has also trained students from nearby West Side neighborhoods and beyond. “[We have had] students come from adjoining neighborhoods, including Austin, North Lawndale, Little Village, Humboldt Park and as far away as Elgin, Aurora and Arlington Heights,” Howard said. While the couple hoped the center would go over well, Howard said they were still pleasantly surprised by the overwhelmingly positive response from the community. He said that he and his wife tried to involve residents with every aspect of the center. When asked about the impact the program has had on the students, he forwarded a copy of an essay alumna Erika Wilson, a news producer, wrote on Aug. 15. She recalled that she joined the center in 2008 as a freshman in high school. That year, her family moved to the West Side. After getting into a fight at a CPS school on the North Side, she was expelled, and her parents got her into a Holy Trinity High School, a West Town parochial school. Wilson wrote that the school and the center made her a better artist and a better person. “I remember the singing, the dancing, the resilience, generosity and overall healthy behavior,” she wrote. “I remember meeting Lupe Fiasco and working on his ‘Little Man Project.’ I am a firm believer in the Law of Attraction and because for over three years I was active in CWCMC, what I practiced became my remedy.” The center is currently recruiting members for its symphony orchestra. Sandifer said that the orchestra has performed all over Chicago, and even as far away as Paris and Shanghai. He said that he and his wife are fully committed to serving the community, and they are always looking for opportunities to do more. “We are in the community for the long run,” Sandifer said. “We look forward to continue providing the highest quality fine arts programs possible.” CONTACT: igorst3@hotmail.com

Lenders needed from page 1 of staff for neighborhood economic development. “We have been pushing people to focus on particularly entrepreneurs of color and what they need and the issues of access to capital [to make] an impact on their block and their neighborhoods,” Kotak said. Craig Chico, a member of the Neighborhood Opportunity Fund Advisory Committee and president and CEO of Back of the Yards Neighborhood Council, said the committee looks for new businesses that have traditionally been left out of government funding. They want to give people opportunities to qualify for traditional lending sources, such as banks, that might not otherwise be available, he said. “We’re able to loosen the boundaries a little bit and give people a real opportunity that traditionally don’t get those opportunities,” Chico said. While there have been successes with the program, some businesses have had trouble coming up with the money upfront, he added. Malcolm Crawford, executive director of the Austin African American Business Networking Association, said he’s seen some businesses struggle to get loans from banks
in order to obtain the grant. “The whole objective is to get people who never had the opportunity an opportunity to grow,” Crawford said. “But the banks are coming in to say, ‘Hey I need your firstborn’s DNA type.’” There has been a challenge getting businesses lenders to participate, Kotak said, who added she’s been working with lenders who are thinking creatively about their underwriting and shifting their lending rules to make it easier for businesses. “We really try to wrap our arms around all of our grantees to really help them,” Kotak said. “So that has been everything from permitting to licensing help to trying to get lenders engaged.” Once the grants get to the businesses, it’s reinvigorating, recreating and reenergizing neighborhoods, Chico said. With people being able to work and shop in their own community, it improves the quality of life, he said. “The heart and soul of the entrepreneurs that I’ve met are the core and the fabric of the city of Chicago,” Chico said. “And if we don’t take care of those people in those neighborhoods, then we’re not taking care of our city.” The Austin businesses that have received the funding in the past include the West Austin Development Center, 4920 W. What will the poor get out of Michelle’s intimate evening?
T
he huge billboard where the northbound Dan Ryan merges into the Kennedy near 18th Street got my attention first. The photograph of Michelle Obama was outstanding! I admit it, I took my eyes off the road to read what the sign said. “Becoming Michelle Obama – An Intimate Evening.” Maybe it’s just me, but juxtaposing “intimate” with an event held at the United Center has to be an oxymoron. Admittedly, I have not been to the United Center for a lot of things. The last time was a couple of years ago when I went to see Bette Midler in concert. I’m sure the tickets my future son-in-law bought cost him a pretty penny, but we were still up in the nosebleed section. I went to the United Center website and priced the tickets to be sure what I was hearing was true. The cheapest ticket, as I write this column, was about $123 going up to $2,000 plus. I’m a bit confused. You see, becoming Michelle Obama doesn’t seem like a subject for people who can pay that kind of price range for tickets. They aren’t the ones who need to hear an inspirational message. They will be idol worshippers! As I discussed the event with one of my friends, she had the best advice: Michelle should be charging $5 and speak to those who truly need to hear what she has to say. For to speak the truth, she is not famous for anything she’s done. She has ridden her husband’s coattail to glory. I don’t know how blind Michelle Obama is to what’s going on in Chicago. But I’ve driven the South Side over the last couple of days, and it looks horrible. If nothing else, it is the people who are suffering, those who see no future, those who have no
vision. Those are the ones who need to hear an inspirational message, who need an intimate evening with the woman whose husband was put in office with their vote. Without those people, she never would be the Michelle Obama we know today. Without them, she would still be a dowdy housewife, living in Hyde Park whose “kitchens” needed to be touched up! I’ve read where 10% of the ticket sales are going to charity. When does that 10% get tabulated? You see, accountants can take a hit Hollywood movie that makes millions and claim, when all was said and done, that the movie didn’t make a dime. I’m sure the same pencil pushers will be on this book tour claiming, after subtracting all the expenses, that the charity might get $10,000. And what charity is the money going to? Hopefully it won’t be the Obama Foundation. I know I can’t afford to go hear her speak, so it’s going to be interesting to see what other paraphernalia is being sold to go along with the high-priced tickets. What about the cost to park? Will there be Michelle Obama T-shirts? I’m sure the book will be available for sale, but for those kind of prices, darn it, a copy of the book should come with the seat! Barack Obama once said that a rising tide should raise all ships. It is obvious that his family is benefiting from that rising tide more than the people who voted for him! His campaign promise of “A Change You Can Believe In” has come to fruition! Sadly, those who were the least fortunate but made it possible for him to get there don’t get anything out the deal.

Interrupting trauma’s trajectory in schools A little over two weeks ago, Chicago Public Schools welcomed more than 400,000 students in over 600 schools. As each child filed into their schools, to begin their journey with an expectation to succeed, the sad reality is that a high percentage of these children are facing unimaginable challenges that may have a profound effect on their health. Many CPS students are facing a major public health issue: exposure to violence that has left them traumatized — violence in their homes, communities and schools. It is no secret that the children in Chicago are under siege, particularly children in the Austin community. They are experiencing high levels of traumatic stress that undermine their safety and trust. According to the National Child Traumatic Stress Network, “Child traumatic stress is the physical and emotional responses of a child to events that threaten the life or physical integrity of the child or of someone important to the child (i.e. a parent or a sibling).” Constant exposure to violence can overwhelm a child’s capacity to cope. The stress from the exposure lowers the child’s tolerance for emotional and physical stress, which can result in behaviors such as fighting, defiance, checking out or isolation. Childhood stress also affects a child’s ability to learn. It decreases the ability to focus and concentrate which can cause problems with learning and result in problems at school. The general reactions of the mainstream media and community leaders tends to merely blame the youth perpetrators of the violence in the community, without examining root causes or seeking to intervene with prevention policies or programs. Finally, research has shown that children who experience traumatic stress have poor health outcomes. A landmark study in adverse childhood experiences revealed trauma experienced in childhood has been shown to increase the risks for serious
health conditions like cancer, substance abuse disorder, stroke, mental illness, sexually transmitted diseases, posttraumatic stress disorder and chronic heart conditions. The trajectory of a traumatized child can be interrupted at several different levels. Opportunities to interrupt lie within the child welfare system, education system and juvenile system. The educational system’s most prominent point of interruption to this pervasive issue is to adopt a traumainformed care approach that increases a student’s resiliency. Children who receive trauma-informed services have increased prosocial behavior and improved mental health outcomes. Studies show that effective interventions reduce the rate of recidivism. Other positive outcomes for children enrolled in a trauma-informed program include better coping skills, improved emotional and physical safety for students, and a decrease in discipline referrals, physical aggression incidents and out of school suspensions. A trauma-informed approach suggests that violence or trauma is not symptomatic of “bad people,” rather it is a negative health outcome resulting from exposure to numerous risk factors. These risk factors are not limited to, but include: poverty and socioeconomic disadvantages, young single parents, social isolation of families, family disorganization, parental stress and distress, including depression or other mental health conditions; and parents history of domestic violence. Everyone deserves to live the healthiest life possible. Trauma informed-care is about social justice and healing. Traumainformed care deserves the attention of CPS, because of trauma’s insidious nature and its effects on youth.

it’s governing board and the center has made no secret that it has an active interest in the equity assurance program commission’s composition, the program’s policies and many of the program’s decisions. At one point, the nonprofit even submitted a slate of candidates it wanted to be on the program commission. The nonprofit’s executive director, James Rudyk, has denied the alderman’s allegations, noting that the candidates that the nonprofit slated were not chosen and that there is only one commissioner on the program’s board who has any ties to the nonprofit. The equity assurance program is one of three programs that were established throughout Chicago in the 1980s in what were then majority-white neighborhoods to address concerns that demographic changes would cause decline in property values. All homes within each program’s area paid a special charge on top of their property taxes, creating a pool of money that could be used to compensate property owners for whatever losses they may have incurred when selling their properties. The equity assurance program’s district includes Galewood and most of the neighborhoods further north, between Milwaukee District West Line, Milwaukee District North Line and Union Pacific Northwest Line railroad tracks. The housing center nonprofit serves much of the same area, working to help home owners avoid foreclosure and helping new homeowners buy homes and encourage homeownership. Over the last few years, the nonprofit has been upfront about the fact that it was unhappy with the way the program was run and wanted to make changes. In response to an inquiry by Austin Weekly News, Rudyk forwarded a copy of a letter he sent to Ferguson on July 13. In the letter, Rudyk wrote that since 2008, his organization has been trying to get equity assurance program to start issuing low-interest loans for home repair, something that another program, the Southwest Home Equity Assurance Program, had already started doing. “During that time, we tried to meet with the NWHEAP Director Robin Larson, but found that on more than five occasions, she was not in the office,’ Rudyk wrote. “This raised red flags for us and the community. We wanted to know how the program was operating and using resident tax dollars.” After consulting with the city government, the nonprofit went so far as proposing its own slate of candidates for the commission. The original list didn’t get anywhere, and when it submitted a revise list, the city asked them to run it by aldermen who represent the district. During the first half of this year, several commissioners have left the board, and appointing their replacements has taken several months. Each alderman within the district, including Taliaferro, gets a chance to nominate one commissioner. Rudyk wrote that his organization didn’t

have any relationship with any of the new appointees save for Commissioner Diane Reyes. “Ms. Reyes was both a client and former part-time [sic] contractor employee of NWSHC,” he wrote. “She benefited from our Foreclosure Prevention services and we strongly believe this experience makes her an ideal candidate to administer a community loan program to her fellow residents.” Austin Weekly News first became aware of Taliaferro’s complaint during the commission’s July 16 meeting — the first meeting of the newly appointed commission. At the time, the commissioners and equity assurance program director declined to share the copy of the complaint with this newspaper. “I [sent a letter] to the Inspector General to see if it was his responsibility to look into my concerns as to whether or not the operations of the committee, as well as the operations of that program, were being done with complete transparency,” Taliaferro said in a recent interview. “I was very concerned, based on the actions of some of the new appointees, that there was an effort to have that program’s purpose change, with that program to be overseen by the Northwest Housing Council,” he said. Taliaferro did not elaborate on what those actions were, saying only that he was concerned about NWSHC, a private entity, having control over a taxing body, especially given the millions of dollars the program collected. But during the July 16 meeting, one of the issues that came up during the discussion of the search for the program’s permanent executive director was Reyes submitting resumes of candidates the nonprofit supported. She insisted that she was simply passing along whatever resumes got sent to her. When Commissioner Thomas Simmons, who was nominated by Taliaferro, brought up the possibility that the nonprofit was interested in taking over the program, Reyes denied it. “No, they don’t want to run the program,” she said. “They want to educate people about this program.” Commissioners Andrea Mitchell and Kerry Murphy — who were nominated by Ald. John Arena (45th) and Ald. Nicholas Sposato (38th), respectively — both denied that the nonprofit had any influence over the program. “I did talk to James [Rudyk] and [Director of Community Development] Julio [Rodriguez] from the Northwest Side Housing Center, and I never got the impression that they wanted to run this,” Murphy said. “Not once did anyone say, ‘You get on there, you give me a job.’” Mitchell said that she was “shocked” by the letter. Ultimately, the commissioners decided not to respond to the letter, with Commissioner Michael Saladino describing it as “nonsense.” “Just leave it,” he said. “There’s nothing to defend, it’s nothing.” In his letter to Ferguson, Rudyk denied Taliaferro’s allegations as well. “We find the alderman’s baseless and nonfactual claims to be very concerning,” he wrote. “This sets a very dangerous precedent that a government official can accuse a local nonprofit of a conflict of interest whenever they do not like the work that the non-profit is doing.” CONTACT: igorst3@hotmail.com
