When the Chicago Department of Transportation originally released the Vision Zero Chicago traffic safety plan on June 2017, activist Oboi Reed and others argued that the city didn’t do enough to reach out to residents on the South and West sides and take their perspectives into account. The plan’s West Side recommendations, which were released on Sept. 12, tackle that criticism. CDOT did extensive outreach, working with residents and community organizations such as BUILD Chicago and the North Lawndale Community Coordinating Council to make sure it not only fits community priorities, but complements existing quality of life plans. The end result places emphasis on education over ticketing, as well as improving safety around transit stations and schools, and making streets safer for pedestrians and bicyclists. Regenay Bridges lives within walking distance of Garfield Park, on the corner of Homan Avenue and Madison Street in East Garfield Park, but the 14-year-old admitted she rarely frequents the green

space. That’s because the park is hardly a place for teenagers, even during a sunlit early summer evening. “People be up here — crackheads and stuff,” Bridges said. “There are no kids here. Not really.” On Sept. 13, however, Bridges made an exception. She and a small group of friends gathered within the park and made small talk while Marvin Gaye blasted through loudspeakers and smoke wafted from a nearby grill. Since 2017, the nine organizations that are members of Communities Partnering 4 Peace (CP4P) have conducted Light in the Night — an anti-violence outreach

strategy that involves lots of people swarming areas similar to Garfield Park in low-income communities across the South and West Sides. “This is part of an effort to reclaim safe spaces for the community,” said Yolanda Fields, the chief program officer for Breakthrough — a nonprofit based in East Garfield Park that offers a plethora of programs and resources designed to enhance the quality of life for residents in low-income areas of the city. “We’re out here every Thursday, Friday and Saturday across nine neighborhoods

The building at 5044 W. Harrison St. in Austin would be nondescript but for an exterior paint job that turned beige walls into a multicolored façade that’s more indicative of the exploration that happens inside of the building—in one room, a seemingly infinite supply of Legos; in another, a six-foot rocket that’s been shot several hundred feet into the air before parachuting back down to earth. Project Exploration, an organization founded in 1999 on the premise that access to highquality science, technology, engineering and mathematics (STEM) education is a social justice issue, has operated its West Side STEM Learning Center inside of the building on Harrison since 2017. The organization’s administrative offices are located in Bronzeville. “We use science as a vehicle to create the ability to think critically,” said Natasha Smith-Walker, Project Exploration’s executive director, in a recent interview. The organization has come a long way since 1999, Smith-Walker said. Back then, she said, very few women or minorities were involved in the sciences. Over two decades, Project Exploration has broadened its focus “We really want to help develop a culture

and the circumstances necessary for Austin or the West Side to gain access to the support and resources other communities naturally get,” Smith-Walker said. “The goal is to expose kids in this community to as many types of STEM fields and access opportunities, so they continue an interest in the field.” Since the organization’s been in Austin, Project Exploration has conducted summer camps and after-school programs for hundreds of Chicago Public School students in areas such as rocket science, computer coding, paleontology and biology, among others. The organization’s funding has come from numerous corporate and academic philanthropic entities like Apple Education, LEGO Education and Northwestern University. Project Exploration will celebrate its 20th anniversary with a program on Thursday, Sept. 26, 6 p.m. to 9 p.m., at the Columbus Park Refectory, 5701 W. Jackson Blvd. CONTACT: michael@oakpark.com

Great America is great again

T

he Chicago Fire Department rented Great America for a private evening event. When my daughter first mentioned it to me, I instantly recalled how many years ago, my sister’s job used to do the same thing. It was fun to go on the rides without having to wait in line for a figurative 20 years for something that lasted barely a minute or two. But that was probably over 20 years ago when I was 20 years younger. Now that I’m 65, amusement parks are an actual thought process. I quickly volunteered to, at the least, watch the kids while everyone went on the rides. My daughter’s boyfriend had surgery on his shoulder, so he was incapacitated and couldn’t ride. And anything involving lifting the baby was completely out for him. We were a nice-sized group consisting of eight adults, one teenager and four young children. The weather forecast varied between possible clouds and rain, but this past Friday ended up being a perfect night. We gathered as a group and I suggested the first ride be The Whizzer. It is nice and easy, what I consider a “baby” roller coaster. If my body could tolerate that, then all the others were definitely on the agenda. I think we had to wait for at least four cars to be filled before we could all get on as a group. As I stood in line, I recalled a conversation where I told someone that roller coasters were now a thing of the past for me. I don’t know if the root of the conversation had to do with my creaking knees, my equilibrium, or just my age. But I professed that my roller-coaster days were presumably over. Not! I rode The Whizzer and it was great. I was now ready to take on any other roller

coaster. We ended up on something called X-Flight, one of those roller coasters where you stick out from the side of the rail, and the coaster is flipping you upside down forwards and backwards. I rode that ride, and my teen years were back. From that point on there was no stopping me. Next we went on The Demon. Again, my body took it with the greatest of ease. I was so relaxed, that when we got on The Joker, I insisted that the ride was going to be a piece of cake. Because I had never really watched it, the first backward dip and flip did cause me an expletivefilled outburst. But it was fun. I thought the Superman ride was excellent. I could imagine being on a date with him and having him zooming through the air holding me in his arms. The Dark Knight was a complete waste of time. If I had waited two hours to ride it on a busy day, I would have been pissed. As the evening came to a close, our choice of what to ride last was limited: the American Eagle (which kept closing down), Batman, or Goliath. Because I had ridden the other two in the past, I wanted to try Goliath. It was one of the few rides that actually had a 20-minute wait time. Goliath replaced the stand-up roller coaster Iron Wolf. All I’ll say about that ride is, had I known what it was going to do, I might not have gone. But I got on with a blind mindset and admittedly closed my eyes on that first major dip. I can’t wait to go back in 2020.

Austin fresh produce provider lands $185K grant

A program designed to bring fresh fruits and vegetables to Austin through weekend popup shops recently received a federal grant that could help it become a more permanent presence in the community. The Austin Grocery Initiative, which is a collaboration between Forty Acres Fresh Market and the Westside Health Authority, received $185,000 in financial assistance from Healthy Food Financing Initiative, a new grants program through the United States Department of Agriculture. The Austin Grocery Initiative was one of 23 grantees awarded financial and technical assistance grants. “Ten projects received a total of $1.4 million in financial assistance and another 13 projects received a total of $400,000 in technical assistance awards,” according to a statement released by the Health Foods Financing Initiative in August. More than 240 applicants from across the country applied for the funding through a competitive process that “was open to eligible fresh food retail projects seeking financial and technical assistance to overcome the higher costs and initial barriers to entry in underserved areas,” the statement reads. Reinvestment Fund, a financial institution that specializes in investing in low-income communities, administered the Health Food Financing Initiative’s inaugural funding round. Since May, Forty Acres Fresh Market and the Westside Health Authority have jointly operated a popup market on the second weekend of each month at 5051 W. Chicago Avenue while also attempting to develop a 3,000-square-foot brick-and-mortar location in Austin. The mar-

Abunaw, who wrote the grant, said that she plans to run the monthly popup markets for a year while developing the physical store. Forty Acres also got an additional $150,000 from American Heart Association in August. “This is the most cost-effective way for Forty Acres to build a customer base before a store opens while immediately increasing the avail-

ability of fresh food in the neighborhood,” Abunaw said, adding that the market is a critical resource in an area that has very few places where residents can purchase fresh produce. “This area needs healthy food,” Abunaw said. “On Chicago Avenue, in particular, there’s nothing food-wise — from the beginning of Oak Park all the way to West Humboldt Park. Food for Less is a mile north, Save A Lot is a mile north, Leamington is a mile south on Madison. If you don’t have a car, there’s just nothing. And even if you do have a car, there’s nothing convenient right there and Austin is way too large a neighborhood to

have such a long stretch of a major commercial artery with virtually no fresh produce.” Abunaw said that the Westside Health Authority has worked with Austin Village Chicago – Special Service Area 72 (also known as SSA 72) to help her get her business off the ground. A Special Service Area, referred to as Business Improvement Districts in other cities, is a way for city communities to leverage tax revenue in order to boost local economic growth. In each SSA, property owners pay additional taxes to help fund for things like streetscape improvements, among other enhancements and resources. Westside Health Authority is the service provider for SSA 72— the only Special Service Area in Austin. Westside Health Authority has provided shuttle service to the monthly popup market from several senior residences in Austin through its Good Neighbor Campaign, an initiative launched by the nonprofit in 2016 in order to strengthen community bonds among residents on the West Side. “For several decades, Austin residents have expressed an interest in a local option for fresh fruits and vegetables,” said Morris Reed, the CEO of Westside Health Authority. “This project not only addresses the community desire to have healthy choices, but also provides investment into a growing retail environment along the Austin cultural corridor stretching west of Chicago on Chicago Avenue.” “Access to healthy food is about more than making sure all Americans have easy access to nutritious, affordable food—it is also about strengthening local economies and community infrastructure,” said Don Hinkle-Brown, the president and CEO of Reinvestment Fund. United Way of Metro Chicago has received a $1 million charitable commitment from Rick and Cate Waddell to support economic development in Austin through the Neighborhood Network Initiative. Austin Coming Together, United Way of Metro Chicago’s Austin Neighborhood Network is partnering with individuals and organizations across sectors to maximize impact in Chicago’s most-populated commu-

nity area. The donation from the Waddell family will be invested over the course of five years, supporting key initiatives that will advance the goals outlined in Austin’s Quality of Life Plan. The gift will help to accelerate progress and increase opportunities for families in Austin, revitalizing the historic neighborhood. The funding will accelerate Austin’s current two-generation early learning and workforce development strategies, enable communications needed to reach a broad audience with news of the positive changes taking place in Austin, and aid in Austin Coming Together’s establishment of the Workforce Innovation Center, in partnership with their member organization, Westside Health Authority. It will also help bring to life a plan to align and expand gardens and farms in Austin through Farm on Ogden, a project of the

Chicago Botanic Garden and Lawndale Christian Health Center. “We are incredibly grateful for committed partners like the Waddell family who support the work of our community partners in the neighborhoods we serve,” Sean Garrett, president and CEO of United Way of Metro Chicago, said in a statement. “It is when we join forces at the neighborhood level that we see lasting change across the entire Chicago region. This gift will help expand the reach of programs designed to meet the needs of the entire family, creating thriving households and increased economic development in Austin.” “Our family is excited to support the combined efforts of United Way and Austin Coming Together,” Rick Waddell said in a statement. He stepped down in 2018 as CEO of Northern Trust. “Through innovative collaboration with partners such as the

Chicago Botanic Garden, we look forward to the transformation of this historic Chicago neighborhood.” With nearly 100,000 residents, Austin is the most-populated community area in the city, making its health vital to the region. “This is another fine example of how United Way of Metro Chicago has increased ACT’s social capital to attract more resources to amplify and accelerate the progress of our community revitalization efforts in Austin,” Darnell Shields, executive director of Austin Coming Together, said in a statement. “We appreciate and value United Way’s commitment to supporting our collective impact and the Waddell Family for recognizing the opportunity their investment will afford us as we all continue to move Austin Forward Together.” CONTACT: austintalks.org@gmail.com

hree young men were killed and one seriously wounded in broad daylight on Chicago’s West Side. That would be the news headline, if in fact this story had been the top news story on Thursday, Sept. 19. It was not. Another woman on her lunch break on the city’s north side had been wounded inexplicably by a gunman riding a bicycle that same afternoon. That was the lead news story in mainstream media. We were sure that the young men killed and wounded a block from our church would fit some standard narrative about documented gang members. The motive for shooting the north side women would be much more mysterious. And so it goes in Chicago as the summer ends. More violence, different circumstances on different sides of town, and different values put on the human lives. West Garfield is a tough neighborhood. It tends to be near the top of the city statistics in all the bad categories. We are at the top for crime and violence, joblessness and poverty, returnees from prisons, and infant mortality. And closed public schools. Illegal drug cartels operate in public open air and provide one of the community’s most dynamic economic engines. It’s a difficult place to come of age. Our church developed a program called the MAAFA Redemption Project for at-risk young men ages 18 to 30. We offer small cohorts of 12 to 20 young men employment at $11 an hour, dormitory residential housing on our campus, life coaching, counseling, career guidance, and cultural and spiritual enrichment in a nine-month cycle. In three years, with three cohorts, we have learned much from our participants, and had successes and many challenges. But all of our young men, alumni and those who did not complete the project, are alive

and yet benefit from access to the ongoing life of our holistic community. All souls are yet alive. Thank God. On the day of the mass shooting, our church volunteers visited the site of the Madison Street drive-through store that would be shortly transformed into the scene of a bloody massacre. They took some refreshments to distribute to help them mix and mingle with people and talk a little about faith. One of the church’s newest volunteers, an older man of about 50, had been released only three weeks from a years’ long incarceration. Older and wiser, he engaged a young man in his early 20s about the better paths of life. When the young man heard the name of the church mentioned in the conversation, he perked up, and said he had heard of “MAAFA”. He said to be sure to thank the people at the church “for what they are doing for the brothers in the community.” That was around noon. Two-and-a-half hours later, he was dead on that corner. Our church member showed me a picture of the young man later that afternoon laying in a pool of blood. “That’s the one who told me to tell you thanks,” the church member said. It’s a tough neighborhood. We never got to say, ‘You’re welcome.’ Pastor Marshall Hatch,Sr. of New Mount Pilgrim Church and Minister Marshall Hatch, Jr. co-founded the MAAFA Redemption Project in West Garfield Park with support from Chicago CRED and the Emerson Collective. The term “MAAFA” is Kiswahili for “The Great Calamity”. It describes the transatlantic slave trade in human terms from the African American perspective. Gaming Board urges changes in law authorizing Chicago casino Consultant says ‘onerous’ taxes and fees make project not feasible By PETER HANCOCK Capitol News Illinois

SPRINGFIELD – The Illinois Gaming Board said earlier this month that state lawmakers need to change a law they enacted earlier this year if they ever hope to see a casino developed in the city of Chicago. That vote came in response to a feasibility study released in August that said such a casino would not be feasible given the “onerous tax and fee structure” that lawmakers imposed. At its regular monthly meeting in Chicago, the board voted unanimously to adopt a resolution stating that, “based on results of the study as required by the Illinois Gambling Act, the board recommends that the General Assembly consider making modifications to the terms of the Chicago casino license authorized under the Illinois Gambling Act.”

Before lawmakers passed a massive gambling expansion bill this year, Illinois allowed up to only 10 “riverboat” casinos. Those casinos pay taxes to the state ranging from 15 percent to 50 percent of their “adjusted gross receipts.” Under the gambling expansion bill enacted this year, lawmakers authorized six more land-based casinos, including one in Chicago. However, according to the bill, in addition to the taxes and fees that all casinos pay, the Chicago casino would be required to pay an additional 33.3 percent “privilege tax.” That would bring the effective tax rate on a Chicago casino to roughly 72 percent, the report stated. “To the extent a casino operator could pare down expenses and realize modest revenue and profits from non-gaming amenities … total enterprise profit margin would, in a best-case scenario, likely equate to a few pennies on the dollar – and that would require the casino to be developed without incurring any debt as we believe no traditional financing would be available for such a development as debt servicing would likely well exceed any modest profits gener-

ated,” the report stated. The report was written by the consulting firm Union Gaming Analytics and it was delivered to the Gaming Board Aug. 12. The board then forwarded copies to Gov. J.B. Pritzker and legislative leaders. Fields said that Breakthrough has been doing similar outreach activities, such as sponsoring basketball tournaments, on its own for at least a decade. The Sept. 13 Light in the Night event in Garfield Park was the last one that involved all nine CP4P member groups and that took place in all nine communities that those groups represent. Among the eight other Light in the Night events happening simultaneously with the one in East Garfield Park were ones at Columbus Park, 500 S. Central in Austin and Tilton Park, 305 N. Kostner in West Garfield Park. Along with Breakthrough, the nine members also include the Institute for Nonviolence Chicago in West Garfield Park, UCAN in North Lawndale, the Institute for Nonviolence Chicago in Austin and Precious Blood Ministry of Reconciliation in Back of the Yards. “Across the entire city, we’ve had over 160,000 people participate in these events and so that’s pretty significant,” Fields said. Alex Cesario, Breakthrough’s director of development and communications, said that the reclaimed spaces are particularly unique because they’re so intergenerational. “You can bring your whole family,” said Cesario, cradling her infant daughter. “People of all different backgrounds can come out and share a meal. This is reclaiming space in a very productive way.” Feet away from Fields and Cesario, Natedine Williams, 24, sat in the shade while watching her young daughter played in a nearby bounce house. “This is helping the kids, because they can run around and play,” said Williams, who lives on the West Side, when asked what brought her out in the park on a Friday night. “I usually don’t really see nobody in the park like this.” CP4P was founded in 2016, when more than 2,300 shootings and more than 400 homicides hit the city by the Labor Day week-
