From the beginning, West Side United was meant to do more than address healthcare disparities. The hospitals that founded it understood that in order to help West Siders get healthier, they must also address economic, social, educational and public safety issues. That is why, for the second year in a row, they are giving out grants to West Side businesses and nonprofits. And this year, they are offering more money and split what used to be a single grant for both businesses and nonprofits into two separate grants, so that those entities wouldn’t be competing for the same pool of money. Although the amount of money the grantees can get varies, West Side United is giving $500,000 to around 20 to 30 new and existing businesses, and $225,000 to nonprofits. The grant applications went up on the organization’s website on Sept. 9, and the deadline is Oct. 31. West Side United is expected to announce the grant recipients on Dec. 15. West Side United was launched in 2018 by six hospitals and health systems, most of which have hospitals on the West Side. They include AMITA Health, See WEST SIDE UNITED on page 6

State Rep. La Shawn K. Ford announced at a press conference on Aug. 31 the awarding of a $350,000 state grant that he secured. The award will go to the West Side Heroin Task Force, and the lead

agency for this award will be Prevention Partnership Inc., a 35- year-old agency located in the Austin neighborhood. Local organizations on Chicago’s West Side and around the world come together on Aug. 31st – International Overdose Awareness Day – to remember those who have died or suffered permanent injury

due to drug overdose. The aim is to focus on activities that will create better understanding of overdose, reduce the stigma of drug-related deaths and create change that reduces the harms associated with drug use.

Cook County commissioner endorses Warren for president Brandon Johnson lauds senator’s outreach to Black community

First District Cook County Commissioner Brandon Johnson has formally thrown his support behind Sen. Elizabeth Warren in the Democratic presidential primary race. Johnson announced his decision in a statement released on Aug. 28. During an interview on Aug. 29, Johnson — an outspoken progressive who narrowly defeated former commissioner Richard Boykin — said he was persuaded to support the Massachusetts senator because of her genuine outreach to the black community. “She was very much interested in not just listening to black families in Chicago and Cook County, but also listening to black leaders and essentially checking her math,” Johnson said. “She checked how her plans line up with the real conditions that people endure.” Johnson said he met with other candidates in what is turning out to be a five-person race (along with Warren, former vice president Joe Biden and Vermont Sen. Bernie Sanders are the only candidates polling above single digits while California Sen. Kamala Harris and South Bend Mayor Pete Buttigieg round out the second tier of candidates in terms of polling and fundraising, according to Politico). Johnson said he also had conversations with Sanders, “but the only candidate who took special interest in black progressive voices was Sen. Warren,” he said. “She actually took the time to engage with us, listen to us and make some commitments to us.”

The commissioner, a Chicago Teachers Union organizer who is an outspoken proponent of Medicare for All and the expansion of mental health services, said that Warren is aligned with those positions. Warren co-sponsored a Medicare for All bill introduced by Sanders, but has been less outspoken than Sanders in her support for a full-blown transition from Obamacare, which includes privatized insurance, and Medicare for All, which would essentially get rid of privatized insurance. And in May, Warren reintroduced legislation that would “increase oversight and enforcement to ensure that insurance companies cover behavioral health benefits and services on par with physical health benefits and services,” according to Warren’s senate website. “Having federal intervention around services for individuals who need treatment for their mental health is very strong and I appreciate that from her,” Johnson said. Johnson added that he’ll be campaigning throughout the Midwest and other parts of the country for Warren. Before he officially endorsed her, Johnson introduced Warren at a town hall she held in Chicago in June. During the Aug. 29 interview, Johnson said that, as much as he’s committed to getting Warren elected president, he’s also committed to holding her accountable. “She’s said out loud and repeatedly that we have to continue to organize after we elect her and that’s a message that not enough elected officials will communicate,” Johnson said. Illinois Lottery expands online, mobile app ticket offerings

Single-draw tickets for Pick 3, Pick 4 and Lucky Day Lotto expected to drive sales growth By JERRY NOWICKI Capitol News Illinois

SPRINGFIELD – The Illinois Lottery is expanding the options players have to buy certain tickets without leaving the house after the General Assembly passed a law allowing them to do so earlier this year. House Bill 3661, which became law on June 28, allowed the Lottery to sell single-draw tickets for the Pick 3, Pick 4 and Lucky Day draw games on Illinoislottery.com and their Illinois Lottery Official Mobile App. Previously, these games were available only through a subscription of a minimum of one week’s worth of tickets. These games join Mega Millions, Powerball and Lotto as available for single-draw sales. Jason Schaumburg, communications director for the Illinois Lottery, said the Lottery expects the new features to contribute almost 12 percent of the department’s sales growth target for the year. “The ability to purchase singledraw tickets for Pick 3, Pick 4 and Lucky Day Lotto was introduced earlier this month (Aug.12),” he said in an email. “Average daily

sales across the three games is up 20 percent compared to the three weeks before single draw of Pick 3, Pick 4 and Lucky Day Lotto was introduced online.” Schaumburg said total sales for the Lottery were $2.93 billion in fiscal year 2018 and $2.84 billion in fiscal year 2017, the last two audited fiscal years. In those fiscal years, the Lottery transferred $722.5 million and $732.7 million to state coffers respectively, with the rest of the money going to pay prizes to players, commissions to retailers and operational expenses. Schaumburg said the profit margin is slightly higher for online sales as opposed to retail sales because the bank fees the state pays for online sales are cheaper than the commissions paid to retailers, but he did not expect retailers to be negatively affected by the expansion of the online platform. Retailers receive a 5 percent commission on all tickets sold and a 1 percent winning-ticket selling bonus for all winning tickets sold with a value of $1,000 or greater. They also receive a 1 percent bonus for any prizes they pay to a player in-store up to $600. Schaumburg said those commissions and bonuses do not apply if

The Lottery’s digital program is meant to compliment the retail program,” he said. “Efforts to grow the business online are rooted in the desire to offer players (new and old) an additional way to engage with us, not in converting existing players from retail players to digital players.” While instant game tickets will still be available only at participating retailers, players can use their mobile app to scan an instant ticket to see if it’s a winner. According to information on West Side United’s website, businesses have to be based in West Side community areas, including Austin, Belmont Cragin, East Garfield Park, Humboldt Park, Pilsen, the Near West Side, North Lawndale, Little Village, West Garfield Park and West Town. The organization will consider the applicants’ 2018 profit and revenue, how important it is to the surrounding community and what the applicants intend to do with the grants. Five Austin elementary schools are expanding their half-day prekindergarten programs to full day starting this week. Four Austin schools – Oscar DePriest Elementary, Edward K. Duke Ellington Elementary, Howe School of Excellence and Sayre Language Academy – are receiving $150,000 each in funding to serve more children, while a fifth school – Lewis School of Excellence – is receiving $100,000. The five Austin schools now offer a total of 140 full-day seats; in total, all of Austin’s elementary schools have 660 full-day seats and 120 halfday seats, according to CPS. Citywide, Chicago Public Schools will have more than 100 new fullday pre-K classrooms this year, with plans to add more schools the following school year. In all, CPS will spend about $20 million for the 2019-20 year and another $100 million to support further expansion for the 2020-21 year. “In 2016-2017 when I became principal (at Sayre), I had one pre-K classroom, and it was half-day with 20 kids attending for about three and a half hours in the morning and then a different set of 20 kids attending in the afternoon,” Fola-

They do, however, have to serve at least one neighborhood on the list. Oscar DePriest also will have three newly renovated pre-K classrooms and opportunities for parent and community involvement. “We have a parent mentoring program where parents [work] a couple of hours a day in a classroom, and they receive a stipend,” said Oscar DePriest Principal Latasha Geverola. “We also use it as an opportunity to model for parents how to engage their students in conversations around teaching and learning so that when they’re at home, it (isn’t) foreign.” Tuesday was the first day of school for approximately 350,000 CPS students, but a possible teachers strike looms. The district’s approximately 25,000 teachers, who’ve been working without a contract since July 1, could go on strike as early as Sept. 1, according to the Tribune. West Side United is optimistic that they would be able to have more impact this time around, she explained. “I think it’s really exciting to be part of this work, because it’s taking a step toward addressing structural racism and social inequality by investing in communities that have been historically facing disinvestment.” Wilson said. A boom and boon for Chicago: Bungalows

ike most people, I have become overwhelmed by the onslaught of negative news. Day after day, tragedy after tragedy, heinous crime after heinous crime. Together they have combined to fill my mind with negative knowledge that pollutes my conscious mind and permeates my subconscious mind. And just when I think nothing worse could ever happen, it does. What I, and a lot of other Chicagoans like me, need right now is a distraction. Something to focus on that momentarily takes our mind off the weight of the negativity that is our reality. Previously I had hoped the Chi-gator (the alligator enjoying life in the Humboldt Park lagoon) would be the catalyst to bring the city together for a joyous occasion. Sadly, Mayor Lightfoot and her team didn’t know how to milk a positive situation to the max. I would have put that alligator on display, charged people an admission fee, and raised at least a million dollars for the park! The gator who was bringing Chicagoans together to laugh and enjoy a neighborhood park was unfortunately quickly caught. Then the poor fella was not even kept here, but shipped off to Florida. The Lightfoot administration blew a golden opportunity right under their noses! So what distraction could the mayor and her team come up with to unite this city? I have a suggestion: The 100-year anniversary of the Chicago bungalow is approaching in 2025. I don’t know if that is really the actual 100th year. But most bungalows when the realtors list them have 1925 as the year

the house was built. So it’s time for the city to start focusing and highlighting the housing stock that made and defined this city. It would also be a motivational force to get people that own a bungalow — to show their pride in them. It has been almost 20 years since I had the roof cut off my bungalow and a second-story addition added. I took a house that was growing too small for my family and made it into a comfortable and roomy environment that should last another 100 years. Yes I know the Chicago Historical Bungalow Association is a major naysayer of what I did. But traveling all over the north side of the city, I am seeing bungalows replaced by ugly modern buildings that don’t have any character to them. So whatever we can do to save the bungalow, I’m all for it. Let’s start planning the centennial birthday celebration for the bungalow. With almost every ethnic group in the city living in one, let’s showcase that sturdy little square building that at one time defined the city. I’d like to see the city begin an initiative so that by 2025, tour buses will be passing through our neighborhood looking at these houses. And with each tour bus that comes, the potential for the neighborhood to make money off of tourists is limitless — from offering paid admission to see the inside of a bungalow, to offering tourists the opportunity to have dinner in one, cooked by the local residents, the city needs to be proactive in thinking of initiatives to put forward that unite this city and give everyone in it opportunities beyond the downtown corridor.

Fighting opioids from page 1 On Chicago’s West Side, groups collaborating under the banner of the West Side Heroin and Opioid Task Force are marking the day by holding trainings in overdose reversal, as well as awareness presentations that promote treatment and recovery. “In recent years, communities on Chicago’s West Side have experienced the most opioid overdoses and deaths due to overdose in the city and indeed, the state,” Dora Dant-

zler-Wright, executive director of the Chicago Recovering Communities Coalition, said in a statement. “Our focus is on training as many residents as possible on how to administer naloxone [also known as Narcan], the overdose reversal drug. We desperately need more naloxone to meet the demand posed by this crisis, especially in the nasal spray format. Overdose can affect anybody, and one of the messages of this day is that the people who overdose are our sons, daughters, mothers, fathers, brothers and sisters – they are loved and they are missed.” At Saturday’s press conference, Rep. Ford also announced he’s introducing legislation that would extend Good Samaritan protections to someone who’s on parole or manda-

tory supervised release. Under House Bill 3879, a good samaritan would be exempt from arrest and criminal prosecution if acting in good faith, they seek or obtain emergency medical assistance for someone experiencing an overdose. According to the Drug Policy Alliance, overdose witnesses are more likely to seek medical help if they’re exempted from arrest and criminal prosecution through the adoption of 911 Good Samaritan immunity laws. “Our main goal is to save lives,” Ford said. “People who witness someone else having an overdose should feel that they can call 911 and help that person without fear. This legislation aims to address this issue.” Ford also noted that the new grant will

help save lives by bringing together community-based organizations, government agencies, people with lived experience of addiction and overdoses, and their families and loved ones in a sustained, collaborative effort. Training and the availability of naloxone nasal spray will be a crucial component of this effort. “No family should ever have to go through the pain of losing a loved one because of overdose. We encourage members of the community with lived experience to come to our event to stand in solidarity in our work to prevent and treat overdoses.” Rep.
