A new front in homelessness just across the border Sojourner House, pioneering bridge housing on Austin Blvd., is first of its kind in suburban Cook County By LACEY SIKORA Wednesday Journal

Oak Park will soon make housing history with the opening of Sojourner House, the first dedicated bridge housing in suburban Cook County. Located on Austin Boulevard, Sojourner House contains five separate apartments as well as a detached coach house unit and will bridge the gap between homeless shelters and permanent housing for vulnerable men, women, and families facing homelessness. A combined effort of Maywood-based Housing Forward, Oak Park Housing Authority, MacNeal Hospital and Oak Park Residence Corporation, the house is designed to keep families together with short-term stable housing until they can find permanent housing; to serve as an alternative to PADS shelters for people requiring accessible accommodation and to provide temporary residence for people recovering from medical treatment. Lynda Schueler, executive director of Housing Forward, says that the need for such bridge housing is great and growing. She points out that 11 percent of PADS shelter clients are families and says that there has been an influx of families in shelters lately. Aleatra Jackson, 59, described with reverence the moment her grandson, Zion, 14, came into her home permanently. “He and his siblings were all sleeping on the floor,” Jackson recalled. “One of them woke him up and said, ‘Zion, your

grandmother’s here.’ He jumped off the floor. He was rubbing his eyes, because he was still half-sleep, and he said, ‘Can I live with you?’ “He stayed with me for the Christmas holiday and four days later, I get a call from the Rock Island police telling me his mother was incarcerated and they had taken the rest of the children. They asked if Zion could stay with me.”

Jackson said that her son, Zion’s father, was already incarcerated. She didn’t anticipate that her grandson’s mother would also end up in prison. “I just thought that maybe she would be in jail for a couple of days,” Jackson said. “I thought Zion would stay a couple of weeks. He’s been with me for almost 10

Public corporations with headquarters in Illinois will soon have to file public disclosures about the racial, ethnic and gender diversity of their boards of directors. Democratic Gov. J.B. Pritzker on Tuesday signed House Bill 3394 into law, saying it will eventually lead to better business performance in the state. “Better diversity among leadership leads to reduced turnover, increased growth and improved market share,” Pritzker said at a bill-signing ceremony in Chicago. “That’s good business, and it advances my vision of an Illinois where both businesses and working families thrive.” The bill was sponsored by Rep. Emanuel “Chris” Welch, (7th), and it originally contained much stronger language, requiring every corporation headquartered in the state to have at least one African-American and one woman on its board of directors. The bill was based on a 2018 California law that requires corporations headquartered in that state to have at least one woman on its board of directors. In a Capitol News Illinois podcast in May, Welch said the state has a significant interest in promoting diversity on corporate boards. “Historically, states have gotten involved in

several things when they needed a nudge,” he said. “Would we have civil rights if people didn’t organize and push for laws that promoted civil rights? I don’t see this any different. “Having us represented in rooms of publicly held corporations that have declared this is their principal executive offices where they’re doing business, they’re making money off of these communities – millions of dollars off of these communities – why wouldn’t we want them represented? This is exactly where a state should be nudging.” The bill sparked heated debate in March on the House floor, where it passed by a 61-27 vote. Then the Senate made significant changes, removing the requirement for minority and female representation on boards and replacing it with a requirement to file reports on board diversity with the secretary of state’s office. The revised bill also calls on the University of Illinois System to analyze the data and publish reports providing aggregate data as well as individualized ratings for each corporation. That bill passed the Senate 38-16 and the House later concurred with the changes 105-0. Speaking at the bill signing Tuesday, Welch defended the changes, saying he believes it will still have an impact on corporate culture in Illinois. “I do believe by shining a light on this, corporations are going to change, and change willingly, because they want to be seen in a positive light,” he said. “But I do think down the road the data is going to help us make decisions on whether future legislation is needed.” CONTACT: phancock@capitolnewsillinois.com

Serving the poor is getting to be a habit

hen Sister Marie Valerie was growing up in the French countryside, she didn’t see poverty and homelessness. Now, as a member of the order Fraternite Notre Dame, she supervises a ministry at 502 N. Central Ave. in the Austin neighborhood of Chicago, where she is surrounded by the poor and displaced. For 19 years, these nuns from France have worked tirelessly to help the downtrodden. They have received a great deal of help from the near west suburbs. Local grocers give them food and local churches make donations. More importantly, people from this area have volunteered to help distribute food, make sandwiches and provide other necessities. The nuns are known for the delicious pastries they prepare and sell at farmers markets, but I met Sister Valerie at the Forest Park fireworks. She heard we had the best in the area and was not disappointed. She invited me to visit their ministry. She belongs to an order that was founded in France by Bishop Jean-Marie in 1977. They follow his teachings on serving the poor. Her mother was a very devout Catholic, who read to her from an illustrated Lives of

the Saints. Sister’s favorite was “The Little Flower,” a Carmelite nun, who died of tuberculosis at the age of 24. She once said, “I only love simplicity. I have a horror of pretense.” She shares these sentiments, joining the order in 1986, partly because they wear a traditional habit. She did not want to be a “modern” nun in skirt and blouse. She deflects personal attention. Her order has targeted the poor in major American cities. They started in New York and spread to Chicago in 1997. They moved to their present location in 2000. They received a donation to purchase the former Gammon United Methodist Church. It was built in 1899 and is considered an architectural treasure. It was not a treasure when they bought it. The church was a mess. They filled multiple dumpsters with garbage. They replaced floors, walls and ceilings. The result is a clean well-kept building in a struggling community. They not only serve the people who come to the church, they take to the streets to feed the homeless. Their ministries include a daily soup kitchen and weekly food pantry. They visit hospitals and Cook County Jail. They

also operate an after-school program for children ages 4-14. Their food pantry stayed open during the polar vortex, when even schools shut down. “We open the door no matter what,” Sister said. She works with a small team of nuns and volunteers. They serve soup for about 150. They distribute boxes of food to the people who wait in line on Wednesdays. She said they have the same people standing in line week after week, but if someone finds a job, they come back to thank the sisters. The nuns are especially busy during the holidays. They host a Christmas party outdoors for the homeless. They give them hats, scarves, gloves and sleeping bags. They also have a party for seniors, distributing soap, towels and other basics. At their Christmas party for students, they give out 1,500 toys to kids in the neighborhood. All of these services are supported by donations. They also need financial donations because operating an aging church is very expensive. Finally, they need volunteers from neighboring communities to step up. One Forest Park woman I know made sandwiches there every Monday with her church group. I encourage others to volunteer at Fraternite Notre Dame. Just call Sister Valerie at 773-261-0101. people have posted obituaries of those who died in the commission of a crime, their families put angel wings where devil’s horns might have been more appropriate. The notion that everyone who dies goes to heaven is being perpetrated as a given within the black community as if a person’s life decisions/choices have no consequences. God gave 10 simple commandments. They are not hard to understand. They are even easier to follow. So when a person dies in the process of violating one of them, it seems rather ludicrous to promote the notion that the person is on the stairway to heaven when they’re more likely to be on the escalator to hell! I acknowledge that funerals are for the living. Thus we promote the deceased in the best light we possibly can. But if the message we send to the living is that, no matter what you do in this life, heaven awaits, that is a disservice. There is also the tendency to utter sympathetic phrases like, “They are in a better place,” while ignoring the main reason the deceased is dead to begin with. Every last one of us will one day have a funeral. When the end comes after a long life, I can see the joyous celebrations. But when one’s life is cut short because of senseless behaviors, the messages sent regarding that behavior can resonate. The question is, will that resonation involve a change for the better or a continuation of the negative?

They see eighty to one hundred homeless patients a month.” Dr. Charles Bareis, chief medical officer of MacNeal Hospital, says that the hospital’s interest stemmed from two coinciding points. “We were looking at frequent utilizers of our emergency rooms,” Bareis said. “Often, they have behavioral health issues, substance abuse disorders, homelessness or, very commonly, all three. At the same time, we became aware of work they’re doing at [University of Illinois] in this area, and we started asking, how many of these patients do we have?” The hospital’s records revealed that over an 18-month period, the emergency room saw 1,400 of these frequent utilizers, a number that Bareis says was galvanizing. “We were shocked at the number and by the realization that there was a group in our community who we may not be serving,” he said. Bareis noted that there are only 60 beds in all of Chicago for hospitals who are discharging homeless people and that doesn’t begin to meet the need, so most patients return to the street after discharge. “How do you recuperate on the street?” Bareis said. “Some medications like insulin need to be kept cold. Wounds need dressing. What if you need chemotherapy? Even if you can get into a shelter, where do you go during the day?” Armed with the health care side of the equation, Loyola sought a partner who could handle the housing side of the equation turned to Housing Forward. At the same time, Loyola Medicine was looking for a solution, the house now known as Sojourner House was no longer being used by the Heartland Alliance to house patients with HIV or AIDS. David Pope, executive director of the Oak Park Residence Corporation, said that as treatment of these populations shifted from

He says that his relationship with the Oak Park Homelessness Coalition pointed out the need for interim housing for certain homeless populations. “This is a place that people can call home for 24 hours a day,” Pope said. “If you have kids or medical supplies, there’s a real value in this.” Pope anticipates that the lengths of stay will vary anywhere from 60 to 120 days. “The goal is for it to be a pipeline to more permanent housing,” Pope said. “It fills the gap that has not been filled in Oak Park or western Cook County. The hope it is that it can be a model for others.” Pope and Schueler say that Sojourner House became a reality due to the combined contributions of many.

Individuals contributed to the effort: Housing Forward board member Bob Hahn donated appliances and local Eagle Scout Nathan Gallagher built the fence around the property. Funding and larger projects such as lead abatement, electrical re-wiring, painting and continued medical services are being provided by community partners including Oak Park Township, the village of Oak Park, Loyola Medicine, Community Mental Health Board, Cook County Public Health, Access, Elevate Energy, ComEd Energy Pro-gram, McAdam Landscaping, Kapetaneas Painting Inc. and the DC14 Apprenticeship Program. With much community support, Sojourner House has been made over to become a real home. Original elements such as the home’s woodwork and stained-glass windows have been retained, but bathrooms and kitchens have been updated, along with mechanicals. “The design element is important,”

Schueler said. “We want people, as they transition from homelessness, to feel a level of hominess. We want the building itself to be as stable as the supports we offer.” Schueler and Pope anticipate an August opening for the home, which should house between thirty and forty individual households a year. For Schueler, it is a step in the right direction. “We don’t want to manage homelessness as is,” Schueler said. “We need to think about how do we resolve the unique needs of the population? This is a unique solution.” As for the name of the house? She says that sojourner by definition means a temporary place. “It’s the right word at the right time,” Schueler said. Austin student gets $20K Cubs scholarship De’Andre Wilborn named Cubs Scholar, considering Harvard, Yale or Wesleyan

De’Andre Wilborn, a George Westinghouse College Prep senior, was speechless when he got the call informing him he had been selected for the Cubs Charities Cubs Scholars program. Based on a nomination from Northwestern Medicine Scholars Program, a partner organization with Cubs Charities, Wilborn was one of eight students chosen to receive a $20,000 scholarship to a four-year college or university.
