Chicago casino not feasible, study says

The Illinois Gaming Board has determined that, at least as things currently stand, the idea of building Chicago’s first-ever casino is just not feasible. That was the general conclusion of a 50-page feasibility study the gaming board conducted within the last month and that was released on Aug. 13. In the study, the gaming board examined the state legislation that allowed for a casino in Chicago and evaluated the financial prospects of each of the five proposed sites for the casino — only one of which is on the West Side. While the study concluded that a Chicago casino “has the potential to become the highest grossing casino in Illinois,” the cost of operating the casino paired with an anticipated effective tax rate of approximately 72 percent means that expenses could exceed casino revenue. In June, Gov. Pritzker signed a law that paved the way for a Chicago casino. Comcast donates new digital media labs Austin library among eight branches to receive donated funds for the new labs By IGOR STUDENKOV Contributing Reporter

On Aug. 16, Mayor Lori Lightfoot was at Austin Branch Library, 5615 W. Race Ave., for a news conference to announce that Comcast has donated $250,000 to help open new digital media labs at eight branch libraries in Chicago. The Austin branch is the only West Side library slated to receive the new labs.

The labs will include amenities similar to YouMedia youth digital media labs, which offer digital education skills for adults and “cyber-navigators” (staff members who offer technology advice for patrons). Patrick Molloy, a spokesperson for the Chicago Public Library system, said that the Douglass Branch Library, 3353 W. 13th St. in North Lawndale, will also get a digital media lab once it reopens in November, but it won’t be paid for by Comcast. The

branch is currently closed for renovation. During the Aug. 16 press conference, Comcast gave out free laptops and several months’ worth of free Internet access to area young people and also announced that it is expanding eligibility for its Internet Essentials program. The company broadened eligibility to include residents who get any form of government assistance.

Needs work from page 1 and Lake Shore Drive, which is now South Works; Harborside at 111th Street and the Bishop Ford Freeway; and at Pershing Road and State Street in Bronzeville. The law also expanded gambling opportunities across the state, paving the way for casinos in Danville, Rockford, Waukegan, Chicago’s south suburbs and southern Illinois; in addition to slot machines at O’Hare and Midway airports, and at horse racing tracks in the state, among other opportunities. According to the study, the site at Roosevelt Road and Kostner has middling revenue potential compared to the other four sites. Union Gaming Analytics estimates that the total income within 30 minutes of the West Side site is around $83 billion — nearly $10 million more than Pershing Road, the second-closest site. But total income within 15 minutes of the West Side is around $12 billion — less than the Michael Reese site ($16.6 million) and the Pershing Road site ($14 million). Projected adjusted gross receipts from a West Side casino would be around $698 million — lower than the projected AGR for the Michael Reese site ($806 million) and the Pershing Road site ($781 million).

According to the study, “the single largest driver of AGR is total income within a short drive to a casino. As such, it is not surprising that the Michael Reese site is forecast to be the highest earning given that it has a significantly higher total income within a 15-minute drive than the other sites.” The study notes that the West Side site is centrally located “with relatively easy access for residents living in most directions” and a large amount of land that’s “sufficient for development needs,” but adds the drawbacks of the site are the area’s “negative perceptions” that might deter visitors and the area’s “many empty storefronts in immediate vicinity and no meaningful complementary businesses for a casino,” such as hotels and restaurants. The study shows that the West Side location would have the third-highest total taxes of the five proposed sites. The total tax impact of the Roosevelt and Kostner site would


Austin Weekly News, August 21, 2019 be $517 million — significantly less than the $580 million tax impact of the Pershing Road site and the $598 million impact of the Michael Reese site. “All you need to do is look no further than page four of the study, which makes it very clear that the way this deal is structured — it is not financeable,” Mayor Lori Lightfoot said during a press conference on Aug. 13. The Illinois Gaming Board has three months to ask state lawmakers to restructure the law to make a Chicago casino more feasible. “I look forward to working with the governor and legislative leaders to roll up our sleeves and work hard on a bill that gets it right,” Lightfoot said. Lightfoot also addressed one aspect of the study that rules out all five of the proposed sites, which she selected because they’re in areas that are in critical need of economic development. The gaming board study explained that “only a centrally located casino that is in close proximity to high-quality hotels and other notable tourist attractions will be able to meaningfully penetrate the robust tourism trends the City of Chicago already enjoys,” adding that tourists will not “patronize a casino in an area that is inconvenient relative to where they are staying or perceived as unsafe, nor will tourists be eager to book a room at a casino’s hotel if there are no other easily accessed attractions nearby.” Lightfoot said during last Tuesday’s press conference that she doesn’t think “we should get fixated on the sites,” adding that the five sites that were selected were “placeholders in order for the study to be able to move forward.” Lightfoot said that “first and foremost, we gotta get this tax structure right, because otherwise we’re talking about something that can’t be done.” CONTACT: michael@austinweeklynews.com

Austin residents gather to talk civic accountability

Lifelong Austin resident Darlene Morgan and her family have lived in the same house for three generations, but now, for the first time in nearly 60 years, her family worries about public safety in their neighborhood due to dim street lighting. On Morgan’s block, neighbors watch out for each other at night because they cannot see anything, she said. And this issue and others have been a growing problem since Ald. Jason Ervin (28th) was elected in 2011, she said. “We have a good community that helps each other,” Morgan said. “Our streets and our people have never experienced problems like these before.” Morgan, along with her neighbor Venus Finley, voiced their concerns Aug. 15 at Austin College and Career Academy High School where the City Bureau’s Public Newsroom held a workshop on alderperson accountability. Finding fault everywhere else

T

he state of Illinois has a law that allows murder charges to be filed against accomplices when someone is killed during the commission of certain felonies. That law is about 200 years old, which means it was put in place in the early 1800s. Slavery didn’t end until 1865, so no one can profess that the law was designed for black people. In my humble opinion, before political correctness took over and everybody now has a laundry list of excuses for criminal behavior, the mindset was that if you go out and commit a crime and someone gets killed in the process, the criminals are responsible for the action. That law was used quite commonly in the early 1990s to charge everybody in the car when a drive-by shooting occurred even if only one person pulled the trigger. I knew a young man who spent over 20 years in prison for that very reason. The distinction being made regarding that law today is that in the most recent case where the law is being applied, six South Side teenagers, five of whom are cousins, drove all the way up to Lake County in a stolen car. They bypassed several northern suburbs to go to a less populated area to attempt to steal another car. During the commission of their criminal activity, they ran into a 75-year-old homeowner with a concealed carry license and a gun. The homeowner says he feared for his safety and that of his wife, so he fired at the individuals when they approached him with something in their hand. Fourteen-year-old Ja’quan Swoopes was hit. The bullet entered his left temple and exited out the top of his head, according to his mother. She is also quoted as saying, “My nephews, they steal cars sometimes. Yes, they were wrong for

being in a stolen car, but [the homeowner] was wrong for pulling the trigger.” A lot of individuals have professed that it’s unfair for the Lake County prosecutor to charge all five of the teens with the murder seeing that none of them fired the shot that killed Ja’quan. However there is still some accountability that should be placed on them for their actions. Why are such older teens running around with a much younger teenager? What about putting him in the car and driving him away rather than remaining at the scene for an ambulance? Ambulance paramedics would stabilize a gunshot victim before they are moved. Placing someone in a car and driving off with them, more often than not, can cause them to succumb to their injuries as both the victim and the bullet are jostled about. When those six teenagers did find a police officer at the scene of a different incident, Ja’quan and another teen got out of the car for help while the other four drove off. Since the majority of them were related to him, that’s family for you! A lot of people are now calling for the law to be changed. And I agree. That law should be amended to add in wayward parents and make them as culpable for the crime as their wayward minor children. When a parent admits she knows her nephews steal cars, and she doesn’t have a problem with sending her 14-year-old son off to be with them, that is a serious issue. He was still a kid who hadn’t even graduated eighth grade yet. He was in his formative years where adult supervision was an absolute necessity. This case, just like many others that have happened in the past, continue to highlight the biggest problem of them all: irresponsible parents who find fault everywhere except with themselves!

How can we hold our alderperson accountable in between elections? Reimagine the Chicago Machine with City Bureau’s accountability activities By City Bureau August marks the first 100 days of our recently elected alderpeople’s four-year terms. That’s why this month City Bureau, the South Side-based civic journalism lab, has been hosting a workshop series with Chicago United for Equity in wards around the city to tackle two questions: What has your alderperson been up to since taking office? How can we hold City Council accountable in between elections? On August 15, we took these questions to Austin for a workshop with Austin Weekly News and Austin Coming Together. It was part of City Bureau’s Public Newsroom series, which are free weekly workshops aimed at discussing, debating and deconstructing the most pressing issues in our city. Civics 101: Alderperson Ad-lib Did you know an alderperson has three roles? That’s three different ways to make changes that might affect you and your community. In the activity below, name an issue you care about and identify which of your alderperson’s roles can address it.

1. “Mini Mayor”: The alderperson is sometimes called a “mini-mayor” within each

ward in Chicago, because they have a lot of power over what happens in that ward. They have their own budget which they can use to do local infrastructure projects (like street repairs, street lights, even murals). They also have the power to give or deny licenses to local businesses and to change zoning within their ward.

2. Legislator: As members of city council, alderpeople have the power to write and vote on legislation that will impact the entire city. They also approve the city’s annual budget and make decisions about how the city should use TIF money (a pot of money that is supposed to bring development to “blighted” neighborhoods). The city council has committees that review legislation on different subjects like finance, public safety and

transportation. These committees discuss, amend and vote on a piece of legislation before the entire city council gets to vote.

3. Advocate: An alderperson can also act as an advocate for their constituents. They can use their position to try and convince other representatives (like the mayor, fellow alderpeople or even state reps) to support a certain policy. For example, alderpeople don’t have direct power over Chicago Public Schools, but they can put pressure on the mayor to enact a certain policy for public schools. The program also lets customers buy discounted desktop and laptops for around $150. Pritzker signs bill expanding state’s medical cannabis law

Measure now gives students more options for taking drug at school

SPRINGFIELD – Democratic Gov. J.B. Pritzker celebrated a pair of new laws on Aug. 12 that expand the state’s medical marijuana program, including one that gives students more options for taking the drug at school. “As we continue to reform state government so that it better serves its families, we must do so in a way that advances dignity, empathy, opportunity and grace. In each of these things, this legislation moves us forward,” Pritzker said at a bill-signing ceremony in Springfield. One of the bills expands a 2018 law known as “Ashley’s Law,” which authorizes schools to allow parents, guardians or other caregivers to administer cannabis-infused products to a student who is authorized to use medical marijuana. The law is named after Ashley Surin, a Schaumburg student who uses marijuanabased products to manage a seizure disorder she developed at age 3 while undergoing chemotherapy to treat cancer she had had since age 2. She won the right to use marijuana-infused products at school in a federal court battle that was decided in January 2018. “We’re so proud of her, and we’re so happy this program is continuing and expanding because it’s like a miracle that our daughter is doing so well, and I can’t wait to see what she does next,” Ashley’s mother, Maureen Surin, said during the ceremony. Since enactment of the first medical marijuana law in Illinois in 2013, Pritzker noted, more than 80,000 patients across the state have received authority to use marijuana to treat certain medical conditions. Under Senate Bill 455, which takes effect

Jan. 1, 2020, schools will be required to allow a school nurse or administrator to administer cannabis-infused products to a student who is a registered qualifying patient. It also allows students to self-administer the medication, under the direct supervision of a nurse or school administrator, and it expands a student’s access to the drug to include before- and after-school activities. Pritzker also noted the signing of Senate Bill 2023, which he actually signed Friday, expanding and making permanent the medical cannabis pilot program, which was scheduled to sunset next year. Among other things, it adds 11 conditions for which a person may use medical

cannabis, including autism, chronic pain, migraines, osteoarthritis and anorexia nervosa. It also allows qualifying veterans’ access to medical marijuana as part of an Opioid Alternative Pilot Program. It also expands the list of medical professionals who can certify patients to use medical marijuana beyond medical doctors to include advance practice registered nurses and physician assistants. The bill further requires state regulators to award any remaining medical marijuana dispensary licenses under the same competitive application review rules that apply under the new adult recreational marijuana law, meaning additional points

are awarded to “social equity” applicants who come from high-crime or high-poverty neighborhoods, or applicants who have previously been arrested or convicted of minor marijuana offenses that are now eligible for expungement. “This is yet another piece of legislation that expands equity across our state,” Lt. Gov.
