Chicago Mayor Lori Lightfoot proposed last month an end to the city’s punitive practice of suspending driver’s licenses over unpaid parking tickets and said she would support legislation to change state law, moves that are likely to bring relief to tens of thousands of mostly black, low-income motorists and lead to a reduction in bankruptcy filings here. Lightfoot unveiled an array of significant reforms to the city’s system of ticketing and debt collection, beginning to fulfill a campaign promise to stop balancing the budget on the backs of those least able to bear the burden. “We know this hurts black and brown families the most,” Lightfoot said during a press conference at UCAN, 3605 W. Fillmore St. in North Lawndale on July 23, alongside dozens of advocates and elected officials. “It doesn’t make sense to punish people for not paying for their fines by taking away their ability to pay their fines.” The announcement is significant as it marks See TICKETS on page 8

Amara Enyia sued by campaign workers Twenty-four ex-staffers say activist owes them nearly $57K

Twenty-four staffers who worked for Amara Enyia’s 2019 mayoral campaign have filed a grievance with the Illinois Department of Labor against their former employer and the campaign’s senior staff, alleging unpaid wages, unreimbursed expenses, bounced checks and violations of the state’s minimum wage laws. The ex-staffers allege that Enyia, a prominent West Side activist, owes them $56,825. According to the Illinois State
Board of Elections, as of June 30, her campaign had $5,296 — $4,000 of which came from two donations. The workers allege that, even though Eniya knew she couldn’t pay them, she let the staffers believe that they would be paid. In their complaint, the campaign workers accuse Enyia, campaign manager Joshua Gray, field director Marcus Ferrell, operations director Pilar Audain-Reed and campaign treasurer Deanna Grant of “the failure to disperse wages and overtime to 24 junior level staffers, the failure to reimburse for promised expenses,” giving
them paychecks that were bounced for being “fictitious and insufficient,” and not telling the staff the campaign wouldn’t be able to pay them. They also allege that, while the campaign originally promised to pay them by March 15, after the Feb. 26 municipal election, Enyia and her senior staff instead “continued to engage in a pattern of deflection, minimization and neglect.” In a statement on her campaign Facebook page, Enyia described the allegations

City Council signs off on North Avenue Sears zoning changes

The Chicago City Council signed off on zoning changes that will allow the redevelopment of the former Sears location at the southeast corner of North and Harlem Avenues and the adjacent parking lot. As Austin Weekly News previously reported, Highland Park-based Tucker Development is looking to turn the store into a mixed-use building with an unnamed “national grocery store” chain and “national health club” chain occupying the first floor, apartments on the existing second and third floors, and two more floors of apartments above those. The parking lot would have apartments and townhomes wrap around a resident parking lot. The application cleared the City Council’s Committee on Zoning, Landmarks and Building Standards on July 9. The full City Council approved the application on July 24. Ald. Chris Taliaferro (29th), whose ward includes the development, held multiple community meetings on both the Tucker Development’s initial proposal and several revisions. Supporters have argued that the development would revitalize a currently vacant corner and bring more customers to North Avenue businesses. Opponents,
meanwhile, expressed concerns about density, a potential increase in traffic and the fact that all units would be rentals. Residents who lived along Nordica Avenue, directly east of the parking lot site, complained about having the structure towering over their back yards. The application cleared the Chicago Plan Commission on June 20. On the day of the meeting, Taliaferro announced on his ward Facebook page that Tucker agreed to reduce the number of units on the Nordica side of the lot from 18 to 16 and install 90 feet of green space roughly in the middle of the block. Taliaferro also said that the developer agreed to “contribute $100,000.00 toward improvements to the playlot at Sayre Language Academy.” During the July 9 meeting, Dailha Acevedo was among several Nordica Avenue residents who argued that the concession weren’t enough. “We really don’t want four-story building where I look up and that’s all I see,” she said. “Density is really crazy. We’re asking that 6 percent of those units not be there.” “The grocery is something the community has wanted for a long time and that Alderman Taliaferro has worked hard to bring to Galewood,” said Judith Alexander, chair of the North Avenue District. “We hope and believe that this is only the first new residential project to be developed on the Chicago side of our district. Richard Boykin eyeing run for State’s Attorney
Former commissioner says he’s ‘frustrated’ with Kim Foxx’s tenure in office By MICHAEL ROMAIN Editor
A former 1st District Cook County Commissioner is considering a run for Cook County state’s attorney in 2020. Richard Boykin, who served a term as commissioner from 2014 to 2018, said during an interview on Aug. 2 that he’s strongly considering a run against current Cook County State’s Attorney Kim Foxx. Boykin narrowly lost his bid for reelection in March to current 1st District Cook County Commissioner Brandon Johnson. “We’re talking to people, meeting with folks and seriously considering it,” Boykin said. “I’ve been quite frustrated with the lack of results on gun violence and violent crimes for a while, quite frankly.” Boykin also criticized what he believed to be Foxx’s lackluster approach to prosecuting government corruption. “Public corruption is rampant throughout Cook County and the state’s attorney has been absent when it comes to going after it,”
said Boykin, who is a practicing attorney and was once Congressman Danny K. Davis’s chief of staff. Foxx has been under intense scrutiny for declining to prosecute “Empire” actor Jussie Smollett after Chicago Police found that he had lied about being the victim of a hate crime in January. Foxx recused herself from the case after Smollett’s status went from victim to suspect in an alleged attack that turned out to be a hoax, according to law enforcement authorities. Since then, Foxx has been criticized for her handling of the case by law enforcement entities like the Fraternal Order of Police. She’s also generated criticism for what some people say has been her lax handling of criminal suspects. Foxx has garnered both praise and criticism for her decriminalization measures, such as raising the bar for charging people for felony retail theft — from $300 to $1,000 worth of stolen merchandise. According to a recent report by the Chicago Appleseed Fund for Justice, Reclaim Chicago and the People’s Lobby, the number of felony retail theft charges filed in Foxx’s first two years dropped by 4,500 compared to the previous two years under her predecessor, former state’s attorney Anita Alvarez. The report also showed that the violent crime rate in Chicago dropped by
8 percent. “I have said repeatedly that we have to fix the history in this county related to wrongful convictions,” Foxx said in April. “I have spent the last two-and-a-half years dedicated to a conviction integrity unit that has vacated over 83 convictions.” Boykin, however, pushed back against Foxx’s record of decriminalization and reprised one of the themes of his tenure as commissioner. While in office Boykin advocated for tougher penalties for perpetrators of gun violence, such as charging them as domestic terrorists. “The role of the prosecutor is not about how many people you don’t prosecute or how many people you let out of jail — the role of the prosecutor is to speak up for victims of violence and go after perpetrators,” Boykin said. “Criminal justice reform should not get in the way of making sure our neighborhoods are safer and ensuring that people living in these communities aren’t living in terror.” Boykin also said that Foxx’s office lacks morale and does not have a good relationship with law enforcement authorities. “The rule of law matters and you have to enforce the law,” Boykin said. Legler library to close for its big regional makeover
West Side’s only regional library could close after October By IGOR STUDENKOV Contributing Reporter
This summer, West Garfield Park’s Legler branch library quietly became the only regional library on the West Side. As a result, the library’s hours have been extended and it’s now open on Sunday. But the most significant changes are still ahead and they’ll require that Legler be closed for roughly a year, according to Chicago Public Library spokesperson Patrick Malloy. Once it reopens, the library will have new, expanded children and teen areas, the city library system’s first-ever in-house art studio and more meeting rooms and computers. Once all of that is in place the library will hold a grand reopening, said Malloy, who added that the library would likely close sometime after October. Molloy said that the library system has made some preliminary plans for North Lawndale’s Douglass branch library, 3353 W. 13th St, which is currently going through its own renovation; and Austin branch library, 5615 W. Race Ave., which was renovated last year, to get expanded hours while Legler is being renovated. “Because we just opened regional [library] services on the West Side, we wanted to make sure we have temporary services in place,” Malloy said. “And once we line those up, we are going to get a start date for construction.” While the North and South Sides have their own regional libraries, which boast longer hours and more services than regular branch libraries, the West Side hasn’t had one since Legler — which was once a regional library — became a branch library in 1970s. In the fall of 2018, then-mayor Rahm Emanuel announced that he wanted to return Legler to its regional status and that the city would sell “Knowledge & Wonder” — a painting by world-famous Chicago art-
ist Kerry James Marshall created specifically for Legler — to try to help fund the transformation. The former mayor’s plans prompted swift public backlash, including stinging criticism from Marshall himself, and Emanuel cancelled the plans. In Feb. 6, the library system announced that renovations would proceed thanks to a $4 million grant from the Illinois State Library. The city would pitch in $7.5 million to cover the rest of the costs. Malloy said that CPL hasn’t gotten any extra state funding for Legler from the recently approved capital bill. In a recent interview, Malloy confirmed that the library system’s plans haven’t changed much since then. “It will be a first location with a built-in art studio — that’s going to be a big new feature,” he said. “We’re going to have expanded YouMedia [teen multimedia] space and a children’s library that will be built based on what we learned from renovating the Thomas Hughes Children’s Library at the Harold Washington library.” Echoing an earlier interview, Malloy said that, given how much of Legler’s space is underutilized, the library system has more opportunities to add modern features. “The library is going to have better lighting, more modern, 21st century layouts and flexible spaces,” he said, adding that it would include more computers, more meeting spaces that residents will be able to reserve for free, and generally more books and other materials. Malloy said that “Knowledge & Wonder,” which is currently being stored off-site, will be returned to Legler once the library is renovated and reopened. In a recent interview, longtime West Garfield Park resident Bertha Zagore said that she felt that Legler was a great community asset, but that it had room for improvement. She specifically mentioned an elevator breaking down as an example. “This building has a lot of potential to be a real resource to this community,” Zagore said. “Our community needs a library, but there are some mechanical things that they need to be working on.” CONTACT: igorst3@hotmail.com

August already? Time to get fixing
an you believe it’s already August? It seems that summer took a long time to get here because it didn’t stop raining and it also stayed cold. Now August is here, which is the midway point of summer. Fall is just around the corner and my backyard is filled with all my “brilliant ideas, yet unfinished” outdoor projects. Fortunately, one or two of those outdoor projects must get finished before the weather changes, so I am on a definitive mission to see that happens. But time seems to be going so fast that if I don’t monitor my activities and force myself to get things done, it’ll be Christmas. How many others are like me with a plethora of halffinished and unfinished projects sitting about? Finance is always a contributing factor as to why some things don’t get done. If I had an endless supply of money, I could pay to get everything done and be through. But that’s not how it works in the real world. Also time is an important factor. Many of the unfinished and incomplete projects are ones I want to personally accomplish. But I have to work, I have to rest, and I just can’t seem to find enough hours in the day. I won’t deny that there is an aspect of laziness on my part. All that cold and muggy weather put a damper on my spirit. I’ve always been the kind of person motivated by
hot weather. My neighbor used to tell me I would always wait until the hottest day of the year to go out and start working in the yard. And she’s right. In 2017, I was in a store that had a closeout sale on rain barrels. Unlike the big blue monstrosity so often seen, this was a square-shaped beige one that would fit perfectly on the side of my house near an available gutter. I lugged it home, found all the retaining wall bricks for it to sit on to make it the correct height, yet to date I still haven’t connected it. When my handyman comes over, I’m going to make sure he takes care of that. Such a small project but one I have been putting off. Another is my desire to redo my one-piece slingback barstool chairs. I think I’ve watched every YouTube video on how to do it. I doubt I’ll get to it this summer, so it’ll become another item on my list for 2020. But at least I can attempt to do that indoors in the basement over the winter. The bar set was once a very nice piece of outdoor furniture that I drove all the way to Rockford to purchase. It’s not something I can easily throw away. However I’m going to give myself a timetable to get it done. If I don’t get it done by next year, I’m going to have to consider getting rid of the set. That’s my mental motivation to get things accomplished.

Changes coming from page 1 the first time any proposed reforms have the weight of the mayor’s office and a likely fast-track through the City Council. The proposals went before the City Council on July 24, but aren’t expected to get final approval until September, given they first must pass through a committee and August is a recess month. Some of Lightfoot’s other proposals seek to make city-sponsored payment plans more attractive and affordable than filing for bankruptcy. In addition, she is proposing to reduce late penalties tied to city sticker tickets and provide some debt relief for motorists who come into compliance by purchasing vehicle stickers. The reforms seek to address problems uncovered in reports by ProPublica Illinois last year that showed how the city’s punitive ticketing was sending tens of thousands of low-income, mostly black motorists into bankruptcy as a way to lift license suspensions or recover impounded vehicles. The Driven into Debt investigative series, later continued in collaboration with WBEZ, also showed how a 2011 decision to raise the price of tickets for not buying a vehicle sticker — already one of the costliest in the city — led to significantly more debt for motorists and little additional revenue. A coalition of community groups has led the public call for an overhaul of the city’s ticketing and debt collection system. Among them: Community Organizing and Family Issues, or COFI, which last year issued a series of recommendations to the city on how to make ticket debt less punishing for lowincome families; the Chicago Jobs Council, which has headed advocacy efforts to change state law around license suspensions for non-driving related offenses; and the Woodstock Institute, which last summer published a research report on racial disparities tied to ticketing. Late last year, some aldermen, including Gilbert Villegas, of the Northwest Side’s 36th Ward, introduced proposals to begin fixing the problems. But there was little political traction until December, when City Clerk Anna Valencia, who had already ushered in some minor reforms through her own office, formed a citywide task force to study the issues. During the heated race for mayor this year, all 14 candidates promised reforms. Last month, the task force issued its series of recommendations. Lightfoot’s promise to support a bill to end license suspensions tied to unpaid parking tickets has the potential to change the lives of tens of thousands of families across Illinois. Ten unpaid parking tickets can trigger a driver’s license suspension. Some 55,000 licenses are currently suspended because of parking ticket debt, Illinois secretary of state officials said during last month’s press conference. ProPublica Illi-

PUTTING A STOP TO IT: Chicago Mayor Lori Lightfoot has proposed an end to the city’s punitive practice of suspending driver’s licenses over unpaid parking tickets. Last month on the West Side, she unveiled an array of major reforms to the city’s ticketing and debt collection system. nois has previously reported that the vast majority of these suspensions are in lowincome, black neighborhoods in Chicago and its suburbs. Lightfoot’s support will most likely revive efforts to bring to a vote this fall a bill in the General Assembly to lift suspensions. That bill had previously stalled in the House. In the meantime, Lightfoot’s proposal would immediately stop the city’s practice of seeking suspensions tied to parking ticket debt. “Today marks a turning point in the fight to pass that bill,” said Eric Halvorson, of the Chicago Jobs Council. “When our scrappy coalition first tried to get the License to Work Act passed, we were told that we were asking for too much. Now, for the first time, the mayor of Chicago is joining us in the effort to end license suspensions for parking and compliance tickets.” If passed, the legislation would apply retroactively, meaning some 55,000 motorists’ driving privileges could soon be restored. Lightfoot said she would work with community groups and state officials to simplify the reinstatement process and potentially eliminate the fees motorists pay to lift license suspensions. The legislation, however, would not affect suspensions for unpaid red-light or speedcamera tickets. Officials from the mayor’s
office said they prioritized the parking ticket suspensions but would consider those for camera tickets in the future.
Reforms of Payment Plans and City Sticker Tickets Another one of Lightfoot’s proposals would dramatically lower the down payment requirements for motorists who want to enter a city-sponsored payment plan for their ticket debt. Currently, low-income motorists with significant debt have to pay up to $1,000 to get on a payment plan. ProPublica Illinois has reported that thousands of motorists who can’t afford the down payment turn to Chapter 13 bankruptcy because it’s cheaper; many large bankruptcy firms here will file for no money down. Lightfoot’s proposal would reduce the required down payment to as little as $35 to $100 for low-income motorists, depending on whether their vehicles have been impounded or their licenses suspended. “Nobody should be forced to choose between unaffordable payment plans or bankruptcy,” Lightfoot said. What’s more, low-income motorists on payment plans would have as long as 60 months to pay off their debts. Currently, payment plans are capped at 36 months. In addition, motorists would have the op-
tion of paying off a single ticket within six months before incurring additional late penalties or fees. Tickets that aren’t paid eventually double and go on to accrue an additional 22 percent fee when sent to collections. Several proposed reforms focus on vehicle city sticker citations, which can rise to $488 each with late penalties and collections fees. ProPublica Illinois and WBEZ have reported on how unpaid vehicle sticker citations are the single largest source of outstanding ticket debt and the most likely to be tied to notices of pending license suspensions. Lightfoot is proposing to cap late penalties on these tickets at $50, plus the 22 percent collections fee, and reinstate a 15-day grace period after stickers expire so motorists have more time to come into compliance. Lightfoot had campaigned on reinstating the policy, which was included in Valencia’s task force report. City stickers cost between $88 and $139 per year, depending on the weight of a vehicle. Another proposal would involve wiping out some portion of old debt tied to sticker tickets when motorists come into compliance. The debt relief will be timed to overlap with a month-long amnesty planned for this fall by the clerk’s office to forgive late fees tied to sticker purchases. Details on the ticket debt relief plan are still being worked out, officials from the mayor’s office said, but records obtained by ProPublica Illinois and WBEZ show that there was more than a half-billion dollars in outstanding sticker ticket debt as of last summer. “As government, we must be and have to be reflective about our past practices and be OK with thinking differently and critiquing our previous policies,” Valencia said Tuesday. “We also realized we needed to reframe our thinking. What if people weren’t trying to skirt the law but simply couldn’t comply with it in the first place?” Under Lightfoot’s proposals, the city would also stop issuing multiple tickets for compliance violations to motorists on the same day or consecutive days in order to give them more time to get into compliance. City sticker violations and expired plates are the most common compliance citations. ProPublica and WBEZ previously reported that the city had issued some 20,000 duplicate sticker ticket violations, issuing multiple tickets to the same vehicle on the same day, between 2007 and 2018, a practice that appeared to violate city code. In November, the city agreed to refund drivers for duplicate sticker ticket violations. The proposal to end duplicate ticketing for additional types of violations on the same or consecutive days promises to affect tens of thousands more motorists. Another proposal would give motorists the ability to ask for an additional 24 hours to pay off boot fees or get on a payment plan before their vehicles are impounded over unpaid tickets. Community leaders talk police-involved trauma, racism Rep. Ford among panelists to speak during July 25 event inspired by Central Park 5 Netflix drama

Muhammad, executive director for Ex-Cons for Community and Social Change, served 20 years in the Illinois Department of Corrections. While in prison, he came up with the idea for his organization, which focuses on restoring
rehabilitated ex-offenders. Campanelli, Cook County’s public defender, represented Muhammad, which led to his release from prison in fall 2017. Muhammad joked he was the one who essentially made her career what it is today. “It is going to take us to save us,” Muhammad said, reflecting on his mission to help others who have been through experiences like his. The panel focused on what people can do in Chicago to change the power and role of the police department. Campanelli said that people should know their rights in the case of an arrest. Ja’mal Green, 23-year-old activist and former Chicago mayoral candidate, moderated the discussion while telling his own story of being wrongfully charged for nine felony counts after a peaceful march in 2016 at the Taste of Chicago. Green said to talk about change in the system, politics must be brought up and there needs to be a focus on getting people out of office who should not be there. Rep. Ford said to change society, it’s vital to change laws. He said that, because he is a person of color, he is frequently a target of the police. “The Chicago Police Department is designed for black people,” Ford said. Along with discussion over their personal experiences, the panelists unpacked the issues of trauma, injustice and institutionalized racism seen in the federal justice system. Collectively, the six agreed that educating young people on these issues will push the system in the right direction. “Young people, you are today, you are tomorrow. Darrell Cannon, one of former Chicago Police Department Commander Jon Burge’s torture survivors, held back tears recalling his experiences in prison. Cannon spent 24 years incarcerated after giving a false confession, which led to his conviction for murder in 1983. Cannon, who entered the prison system with a sixth grade education, went on to educate himself and to insure his truth would be heard. At a recent panel discussion, presented by the Alternative Schools Network and held at Northeastern Illinois University in Bronzeville, Cannon said part of the solution to changing the criminal justice system is telling personal stories and educating others. “I get so mad,” Cannon said. “I want people to know I still feel that today … this cannot be tolerated again. When we are tired of being abused, we are going to stand up and say, ‘No more.’” The July 25 panel discussion was inspired by the recent Netflix miniseries “When They See Us,” which tells the true story of the Central Park Five — five young black men wrongfully charged for the assault of a woman in New York City’s Central Park in 1989. Along with Cannon, the event’s panelists — who included state Rep. La Shawn K. Ford (8th), Dr. Elena Quintana, Flint Taylor, Amy Campanelli and Yohance Lacour — answered questions about the federal justice system, as well as Illinois’ criminal justice system and what can be done to make a change. “Take these issues into account in your everyday life,” said Taylor, a human rights and civil rights attorney. “This is not just something that happened in New York; it

Annual fest delivers Gospel and lots of good

On Saturday, Ald. Emma Mitts hosted her annual 37th Ward Gospel & Back-to-School Festival at LaFollette Park, 1333 North Laramie for the 20th consecutive year. This time, however, was different. Hours into the fest, Lori Lightfoot — the first African American female and openly gay mayor — ascended the stage. “When I came here during the campaign, what did I tell you? That I would not forget the West Side,” the mayor said. “And we are working hard every day with Ald. Mitts and other elected officials to make sure we can bring resources to the West Side.” For Catherine Jones, a longtime advocate for Douglass High School, 543 N. Waller Ave., and member of the Austin Community Action Council who has been attending the fest for the last 20 years, Mitts’ annual event is a microcosm of Lightfoot’s purported mission. “I keep returning each year because I want to let the parents know that they have a voice,” said Jones as she sat at a table strewn with literature promoting Douglass and other educational initiatives. “People come here for the resources and for the hope.” Camille Gant, the site director at the YMCA Orr Family Development Center, 730 N. Pulaski Rd., said that she’s been coming to the fest for the last “six or seven years.” “They have tremendous opportunities and resources here and they also provide great meals for the seniors and the community,” Gant said. “We also like to recruit from this location. We’re not far from here.” Liz Abunaw, the owner of Forty Acres Fresh Market, said that the fest provided her with an opportunity to sell her fresh
produce — including collard greens, onions, avocados and lemons, among other items. Dessiaray Hayes, 51, stood near Abunaw’s table eyeing some of the produce, a peach cobbler from MacArthur’s Restaurant in hand. Hayes, who just moved to the West Side from the North Side several months ago, said that she’s brought her children to the fest for years. “I’ve been going to Mitts events for my daughter, she’s 31 years old now,” Hayes said. “I still got school supplies from when she was younger. Now I got grandbabies, so I’m doing the same thing with them.” Hayes said that she comes for the supplies and, of course, the Gospel music. And on Saturday, there was an abundance of it — from Willie Wilson to the White Brothers. As she sat under a tent, Mitts — who described herself as a rabid Gospel fan — reflected on the fest’s two decades. “Our history is Gospel,” she said, adding that there have been no incidents of violence or any major disruptions at the fest over the course of its history. “I grew up on Gospel and I love the Gospel. It does something for your soul. If you’re depressed, you put some Gospel on and it calms your spirit.” Congressman Danny K. Davis, who lives on the West Side, said that he’s been coming to Mitts’ fest each year since it was first held. Davis said that he and Mitts are bonded by their native land — Arkansas. “People from Arkansas gravitate towards each other when they discover that they’re from Arkansas,” Davis said. “This event is nice. It’s laid back. No hustle and bustle. People just enjoy themselves. Gospel is part of Emma’s heritage.” Moments after Lightfoot arrived, Mitts told the crowd of hundreds that the mayor’s birthday was Aug. 4, prompting a Gospel-infused rendition of Stevie Wonder’s “Happy Birthday.” “People are always happy when you have resources and fun,” Mitts said. “This is just time for people to come together.” CONTACT: michael@austinweeklynews.com
