West Side clergy highlight legacy of 1919 race riot
Riot’s root causes haven’t been addressed, community leaders say By MICHAEL ROMAIN Editor
On July 27, several hundred people gathered at Christ the King Jesuit College Preparatory High School, 5088 Jackson Blvd., for the bi-annual West Side Peace Tournament and Resource Fair sponsored by various community organizations, including the Leaders Network, the Westside Branch NAACP and the Chicago All Stars Project. During a press conference held inside Christ the King’s gymnasium at noon, a group of West Side ministers and community leaders emphasized the day’s historical significance. One hundred years earlier — on Sunday, July 27, 1919 — Eugene Williams, 17, drowned in Lake Michigan after a white mob hurled stones at the Black teenager, because he was swimming on the “white side” of a segregated beach near 29th Street. Williams’ death touched off a week-long riot on the South Side that resulted in 38 fatalities — 23 Blacks and 15 whites — and more than 500 people injured. See RIOT’S LEGACY on page 4

A plan to keep East Garfield Park affordable? Metropolitan Planning Council, other organizations confront gentrification By IGOR STUDENKOV Contributing Reporter
During a housing affordability workshop held July 23 at 345 Art Gallery, 345 N. Kedzie Ave., officials with the Metropolitan Planning Council brainstormed with East Garfield Park residents about ways to manage the gentrification happening in the West Side community. The organization’s representatives also
announced intentions to develop a plan for avoiding the displacement that often comes after gentrification. Several of the roughly 40 people who attended last week’s meeting pointed out that, while residents want more businesses, more job opportunities, more amenities and more investment in their community — they’re leery of the rising property taxes and rents that tend to accompany those positive forces.
The Metropolitan Planning Council is a nonprofit based in the Loop and founded in 1934 in order shape “a more equitable, sustainable and prosperous greater Chicago region,” according to its website. “Our hope is to convene a communitydriven process to make sure that new development that comes to East Garfield Park also benefits current residents and See EAST GARFIELD PARK on page 10

Davis endorses Kamala Harris for president

Congressman Danny K. Davis (7th) has officially endorsed a candidate in the crowded race for the 2020 Democratic presidential nomination. During a press conference held July 28 at MacArthur’s Restaurant, 5412 W. Madison St., Davis announced his support for California Sen. Kamala Harris. “I think it’s important that she be the candidate, because she’s top flight and understands the issues,” Davis said, referencing Harris’ experience as California’s former attorney general for California and some of her campaign positions. Harris was California’s first female, Jamaican-American and Indian-American attorney general and is its first U.S. senator of that Jamaican and Indian ancestry. “She’s demonstrated through her work that she agrees with eliminating the cash bail bond system that we’ve been talking about,” Davis said. “Why should a person sit in jail for a minor crime or misdemeanor because they ain’t got no money? Why should a guy behind in his child support have to sit in jail when you can’t possibly make any money to pay the child support? That’s kind of an oxymoron.” Davis was accompanied by 2nd District Cook County Commissioner Dennis Deer, who also announced his support for Harris. “I believe in believing in people who are fighting for us,” Deer said. “Not only was Kamala Harris one of the first black elected
Kamala Harris officials to hold a particular office in California, she is fighting for what I consider to be Black issues. She’s passionate about criminal justice reform.” Davis said that the 7th Congressional District will have eight delegates to the Democratic National Convention in 2020 — four men and four women. During his remarks, Deer said that he wants to be one of those delegates. Harris is one of 25 candidates who have announced their candidacy for the Democratic nomination. As of July 26, Harris ranked fourth in the national polling average, according to the New York Times. The California senator was polling at 13 percent — behind Sen. Elizabeth Warren (14 percent), Sen. Bernie Sanders (15 percent) and former vice president Joseph R. Biden Jr. (28 percent). CONTACT: michael@austinweeklynews.com

RIOTS’ LEGACY Racism persists from page 1 But the riot was only the symptom of much deeper racial strife in a city characterized by extreme residential segregation and prejudice. During Saturday’s press conference, one speaker after another pointed out that the conditions that created the context for the 1919 riot still exist on the West and South sides today. “African-American communities are still marginalized, segregated from opportunity and disinvested,” said Rev. Marshall Hatch, pastor of New Mt. Pilgrim Missionary Baptist Church in Garfield Park and cochair of the Leaders Network. “We say today, 100 years later: Now is the time to end the tale of two cities and invest on the South and the West sides just the way we invest on the North Side.” “We believe all God’s children have the right to dignity and the right to equal protection of the law,” said Rev. Ira Acree, pastor of Greater St. John Bible Church in Austin and co-chair of the Leaders Network. “We renew our commitment to fight for parity and equitable schools, so that the ones on the West and South sides have the same amenities as the schools on the North Side and Downtown.” Acree said that, while he and other West Side ministers support Mayor Lori Lightfoot — who stopped by the event that day (she was on Christ the King’s founding board) — they’ll “still hold her accountable” to ensure that she maintains the commitments to racial equity that she upheld during her mayoral campaign. Rev. C.J. Hawking, a pastor at Euclid Avenue United Methodist Church in Oak Park and executive director of Arise Chicago, an organization that fights against workplace injustices, blasted what she called Chicago’s “apartheid system” of racial segregation. “Before there are more Mr. Williamses and Laquan McDonalds and Emmet Tills and Bettie Joneses, we must end this system that strips communities of their resources and privileges other communities,” Hawking said. “We must stop privileging a few and keeping others in airtight cages of poverty.” Making a ghetto In the decade between 1910 and 1920, “Chicago’s Black population grew from about 44,000 to nearly 110,000 — still just 4 percent of the city’s 2.7 million residents — as Southern Blacks moved north to flee Jim Crow laws,” according to a recent Chicago Magazine article marking the 100th anniversary of the riot. As Blacks flowed into the city, however, they were confined to an area “from 22nd Street (now Cermak Road) south to 39th Street (now Pershing Road) and from Wentworth Avenue east to State Street” —
the so-called Black Belt. By 1920, according to historian Arnold Hirsch — the late author of the seminal 1983 book Making the Second Ghetto: Race and Housing in Chicago: 19401960 — “the Black Belt extended roughly to 55th Street, between Wentworth and Cottage Grove avenues. Approximately 85% of the city’s nearly 110,000 Blacks lived in this area. A second colony existed on the West Side between Austin, Washington Boulevard, California Avenue, and Morgan Street.” As the boundaries of this racially manufactured area frayed and Blacks started moving beyond the ghetto created for them, the white-onBlack violence increased. “In the two years leading up to the riot, bombs were thrown at two dozen homes of Black Chicagoans,” according to Chicago Magazine. “The police solved none of these crimes. A 6-year-old girl named Garnetta Ellis died in one explosion. And early in the summer of 1919, several attacks on Blacks by white mobs were reported on the South Side.” After World War II, according to Hirsch, a “second ghetto” — one much larger than the Black Belt — was created “with government sanction and support.” After the 1919 riot, national leaders, including President Woodrow Wilson, called for racial harmony. Racism, nonetheless, persisted. Even progressive solutions to housing segregation were governed by the very racism that had effectively segregated the 29th Street beach. For instance, the federal government supplied funds to build more housing in the city, but it also maintained a so-called neighborhood composition rule, “which prevented government projects from altering the racial composition of their host neighborhoods,” Hirsch explains. During the 1940s and 1950s, Hirsch writes, “the Black Belt’s boundaries, drawn during the Great Migration, were shattered” — and an even larger Black ghetto rose up in its wake. “To the east, the Cottage Grove Avenue barrier — which had been buttressed by the activity of local improvement associations after the 1919 riot — fell as Blacks entered the communities of Oakland, Kenwood, Hyde Park, and Woodlawn in large numbers. “To the south and southwest, Park Manor and Englewood also witnessed the crumbling of what were, by 1945, traditional borders. On the West Side, the exodus of Jews from North Lawndale created a vacuum that was quickly filled by a housing-starved Black population.” David Cherry, a program director with the All Stars Project of Chicago — an organization that provides resources to
young people in low-income areas of the city — said during Saturday’s press conference that the city’s segregated past was prologue to its present. He was nonetheless optimistic about the city’s future. “What happened in 1919 set the tone of the next 100 years of racism, segregation, isolation, poverty and disinvestment,” said Cherry, who is also a member of the Leaders Network. “The next 100 years is going to be different — starting today.”

Disdain for the profane
drive for a living. So I see a lot of things that catch my attention. I often have my cell phone available, so I’m quick to snap a picture of whatever interesting sights I see. I’ve captured photos of both the Apple map car and the Google car navigating the streets. Then there was the car that had three huge six-feet or longer bananas on top of it that advertised some grocery delivery app. I’ve seen semi-trailers hauling hearses. I’ve seen semis hauling vintage farm equipment. But it’s the photo attached to this column that has generated a lot of conversation on social media from the moment I posted it. Let me make it perfectly clear that I am not a proponent of placing such a sign on a car. For the life of me, I cannot understand why a mother would even consider such barbaric vulgarity. To reference an innocent baby, new to this world, in association with such a terrible, foul word is incredulous to me. A word whose original meaning referred to a female dog. And anybody who has ever seen a female dog go through heat knows that the dog’s sexual behavior — designed by mother nature to procreate for the continuation of the species — is not how human beings are biologically designed to behave (and when human beings do behave this way it’s by choice). As the top-of-theline species of all the animals on this Earth, human sexuality is a lot different than that of the lesser animals. So for
someone to proudly and voluntarily associate with such behavior is a testament to just how mindless of a society we’ve become. Whatever happened to class? At the same time, I wonder if the woman driving the car would take kindly to a stranger asking if they can see what she has up in that b***? Or as I remarked to some individuals who told me that they wanted the sign or that they once had the sign on their car at one time, would they be offended if I asked them if it meant that they were pregnant? Many didn’t take kindly to that suggestion. But since they proudly like to profess to being one, it could be seen as the same thing. I know it’s a generational divide that is at the foundation of how differently we see the sign. Those that didn’t have a problem with it, or liked it, tended to be in the 30 and under crowd. Those that understood the offensiveness of the sign, were 30 and older. What bothers me is the continuation of associating the worst of behaviors and language with innocent children. I’m one who cannot stand the memes that feature young children that have been captioned with suggestive sayings or provocative sayings. Those type of images are designed to attribute adult behavior to children. Children are the future and as adults living in a responsible society, we should do all we can to protect the last vestiges of innocence that exist in this world. As a society and as a community we should try to do better.

The Green Team, bustling with programs, seeks volunteers
Austin Green Team offers slate of initiatives this summer By BONNI McKEOWN Contributor
Despite 100-degree weather on Saturday, June 20, the Austin Green Team was out weeding, mowing, planting and sprucing up Unity Garden, 5102 W. Fulton. The shade of the trees, a graceful arching arbor and the fresh growing flowers made the spot feel much cooler than the street and sidewalk. The Fulton garden sits in a long, narrow lot that had been filled with trash for years, recalled Green Team member Cora Williams. Some 10 years ago, Vera Watson, a neighbor active in block clubs, local crime fighting and children’s activities declared she’d had enough of the lot’s misuse and contacted Mary Peery, another community activist who lived on Latrobe Avenue. Peery helped many residents start community gardens and stayed active in gardening until her death two years ago. Long spring rains this year swamped many of the vegetables, but some plants were catching up in the hot weather, said Green Team president Dan Gibbs, who was mowing the garden paths. For 30 years, the Green Team has managed
two greenhouses inside Austin Career & Educational Academy High School at 231 N. Pine Street, propagating and growing plants used in community gardens and sold to area gardeners. According to communicator Tina Augustus, the Green Team aims to enhance the quality of life on the West Side by working with other community stakeholders. The organization meets every third Thursday at the 15th District Chicago Police community room, 5701 W. Madison. Their summer events are designed to promote safe and peaceful communities through gardening. Green Team volunteers come from all over the Austin area. They hold workdays at different gardens each week. Volunteer sessions are scheduled 9 a.m. to 11 a.m. on Aug. 1, at Vision on Menard Garden, Division and Menard and Aug. 8, at Unity Garden, 5102 W. Fulton. New volunteers are invited. The Green Team will also meet for Austin Coming Together’s Quality of Life project on Aug. 10, at Leland Elementary School, 512 S. Laverne; Aug .17, at LeClaire Garden, 415 N. LeClaire; Aug. 24, at Memorial Garden, Washington and Laramie; and Sept. 14, at HarambeeRoot Riot garden, Waller and Midway Park. And as with the volunteer sessions, new volunteers are invited to attend these meetings. “Our family lived in Avondale and Oak Park before moving to Austin,” said Gar-

For West Side teens, it’s lights, camera, action Young people get valuable experience by working with Illinois production company By KENDALL POLIDORI AustinTalks
A group of 18 teens from the South and West sides of the city recently crammed together in a small, air condition-less room with Tim Kazurinsky for their last day on set. On the fifth floor of an apartment building in Lakeview, cameras, lights, props and more filled the hallways where Austin resident Angel Saldivar, an incoming senior at ITW David Speer Academy, and other teens got the chance to work with professional filmmakers. Saldivar said he jumped at the opportunity to work on set after his school’s counselor mentioned it to him because of his interest in film and television. This summer was Saldivar’s third production with Fresh Films, an Illinoisbased production company. This time around, Saldivar and about 10 other West Side teens spent five days in late June and early July working for Fresh Films on the pilot episode for a new show, “Just Jo.” “It is important to me to have a sense of professionalism,” Saldivar said. “To be on set and working, you have to be very efficient.” Saldivar said after interning with the program three times now, he has gained experience with a number of tasks, including cinematography, audio and craft services. “These resources and this type of work is not very easy or accessible for people on the West Side … anyone who gets this opportunity needs to take advantage of it because you never know when another like it will come along,” said Saldivar, who plans to study journalism after high school. Kazurinsky, an actor and screenwriter best known for his work on Saturday Night Live and the Police Academy films, said when he heard about the program he wanted to audition right away. “I jump at the chance to work and do things that are educational and enable young kids to further their experience,” he said. During the first read-through for the pilot, Kazurinsky was amazed with how interested the teens were to work on set and get a taste
of what it is like to work in film. He said he was glad to see the diversity of the group. Austin Smith, a North Lawndale resident, joined the program as an 18-year-old intern who was training to receive his union card, which certifies membership in a labor union. Smith is part of IATSE Local 476, the largest union representing workers in the entertainment industry, which is how he learned about the opportunity to work with Fresh Films. Smith said his goal is to work for Cinespace Chicago Film Studios and knew Fresh films would get him there through hands-on

GAINING EXPERIENCE: West Side students were able to get valuable work experience on a movie set recently thanks to Fresh Films, a production company in Illinois. experience with grip and camera work. “To be honest, there are not many chances for people on the West Side,” Smith said. “The public schools … they do not offer the arts.” Estlin Feigley, director for Fresh Films, said he started the program in 2002 after working with kids in Little Village, where he would give lectures about film. He said he did not receive the response he hoped with the lectures so he created a more interactive experience to teach kids and young adults about film and TV. “This is a chance for teens to make the professional content they want to … they grow, learn and get in contact with professionals in their field,” Feigley said. Feigley said he is fortunate to help teens produce content and see them go on to work in the real world with the skills they learned. “I get to do what I love and share it,” Feigley said. EAST GARFIELD PARK Devising a plan from page 1 current businesses,” said Juan Arias, the Metropolitan Planning Council’s manager of housing and development, during a presentation he gave to the workshop’s roughly 40 attendees. Arias said that he wants to help East Garfield Park avoid the fate of places like Humboldt Park and Logan Square — communities that were transformed by the conversation of the abandoned Bloomingdale freight line into the 606 bike and walking trail. While there were concerns among community leaders that the trail would lead to rising property values and increased housing prices, Arias said, nothing was really done to address the matter beforehand. DePaul’s Institute of Housing Studies found “a 22 percent premium, about $100,000, for houses within two-tenths of a mile of the 606 on the trail’s west end,” Chicago Magazine reported in 2017. Arias said that the Metropolitan Planning Council has already worked with the Garfield Park Community Council and other organizations as part of the Elevated Chicago coalition, which advocates for equitable transit-orientated development on the South and West Sides. Leaders within the coalition are aware of concerns among residents that East Garfield Park developments like the Hatchery food incubator could have their own 606 effect. Arias said that his organization will partner with DePaul University’s Institute for Housing Studies to study East Garfield Park’s demographics and real estate market. According to a survey taken at the start of last week’s workshop, the number of attendees who lived in East Garfield Park for more than 10 years was only two percent higher than the number of residents who lived in the community for 10 years or less. Fifty-eight percent of the workshop attendees identified as Black while 44 percent identified as white. Geoffrey Smith, the institute’s executive director, said that, while East Garfield Park’s white population has increased, AfricanAmericans still make up 88 percent of its population. The majority of the residents are renters and earn no more than $25,000 a year. But there are several warning signs, Smith said. For instance, 64 percent of renters and 45 percent of homeowners in East Garfield Park are “cost-burdened,” meaning they spend more than 30 percent of their income on rent or mortgage payments. Both numbers are higher than the city average. And in recent years, people who live outside of East Garfield Park have been buying properties and sitting on them, presumably in the hopes of selling the properties later and making a profit. This sort of speculation, Smith explained, is what has been driving up home prices in the area.

MEETING OF THE MINDS: East Garfield Park residents, Metropolitan Planning Council officials and representatives from other community organizations met on July 23 at 345 Art Gallery to brainstorm ways of confronting gentrification in the community. According to a recent analysis conducted by the institute, the prices of one-to-fourunit buildings in East Garfield Park rose by nearly 22 percent between 2012 and 2017, the Chicago Tribune pointed out in a 2018 article. Smith said that the institute hopes to mitigate the risk of economic displacement caused by rising housing costs by focusing working with “mission-orientated” developers who would be willing to keep rents affordable and by helping renters purchase homes. The latter, Smith conceded, might be easier said than done considering that the average East Garfield Park renter doesn’t earn enough money to make mortgage payments. Geraldine Blair, a real estate broker and president of the Garfield Park Community Corporation, said that she grew up in Lincoln Park, where African-Americans couldn’t get mortgages — her own family among them. Blair said that her past experience has made her wary about East Garfield Park’s transformation. “I love my white neighbors and I don’t want to be pushed out of my neighborhood,” Blair said. “They got money and they have different cultural values than I do.” Other residents who attended the July 23
workshop said that they want some kind of program that helps homeowners repair their houses. They also argued that affordability should be based on what’s affordable for people in the neighborhood rather than the city as a whole and that there should be more opportunities for renters to own homes. Among the residents’ biggest concerns? Rising property taxes, especially for people on fixed incomes, and the lack of community input about the kind of development that takes place in the area. The community discussion will continue, Arias said, adding that the next meeting is on Sept. 10. He hasn’t yet finalized a time and venue for the meeting.
When asked if the Metropolitan Planning Council’s plan will make any difference — something that residents who attended the workshop wondered aloud — Arias said that getting local buy-in from community organizations and the support of the city would give the plan some teeth. “We started talking to the City of Chicago about our plans,” he explained. “We had a few people [from the Chicago Department of Planning and Development] come to this meeting. We’re very interested in making sure that we back everything in the plan and we want to figure out how we can make sure this all turns into action.” CONTACT: igorst3@hotmail.com
