Over the last 25 years, Illinois State Police have built a database of more than 90,000 people they deem to be gang members — but won’t say what gangs they’re in or where they live. The Cook County sheriff ’s office has a gang database, too. It includes 25,000 people, including hundreds whose gangs aren’t known and hundreds who are dead. And the Illinois Department of Corrections says the only information it can provide about its gang database is that it can’t provide any information. The Chicago Police Department’s massive gang database has received considerable scrutiny in recent months. But it’s not the only gang tracking system used by area law enforcement. For the past few weeks, 21-year-old Latanya Johnson has been working on a plan that will help her live a healthier lifestyle, and she knew the first step she’d need to make was to change her eating habits. With an interest in starting a plantbased diet – which consists of eating more unrefined foods like fruits, vegetables

and whole grains – Johnson has made small, conscious efforts to shop smarter at the grocery store, but she finds it difficult, especially when her community doesn’t have many supermarkets, only convenience stores. “We don’t have many healthy options. We have more fast food options,” said Johnson, who lives in Austin. After hearing about Forty Acres Fresh Market’s tent on the corner of West

GANG DATABASE Accurate? from page 1 files of alleged gang members for decades now. A Chicago officer recently told me that when he first joined the force in the 1980s, police bought high school yearbooks to help them keep track of names and faces in their districts. Nowadays, the databases maintained by law enforcement are far bigger, more efficient and easier to share. But most still include information that’s subjective, unverified or simply wrong — though officials at hundreds of government agencies, and even some private institutions, can access and use them, with potentially troubling consequences. Some of the mistakes are so obvious as to be absurd. The Chicago Police Department’s gang database included 13 people who were supposedly 118 years old, as I reported in April. Two others were listed as 132. In response, the department promised to limit outside access to the database while allowing people listed in it to challenge the information. A police spokesman told me they’re still working on the changes. But last month four Chicago men filed a federal civil rights lawsuit alleging that false information in the database led to them being harassed by police, losing out on jobs and, in one case, facing deportation proceedings. The databases maintained by the state police, the sheriff ’s office and the Department of Corrections raise another round of questions about the fairness and accuracy of lists kept secret from the public but circulated widely among government officials.

Illinois State Police The state police have refused to release copies of what officials call its “gang file,” denying multiple requests I submitted under the state’s Freedom of Information Act. Police officials said only authorized agencies are allowed to access the information, known as Law Enforcement Agencies Data System, or LEADS, which includes the gang database. The state police eventually provided some figures that offer a glimpse of its gang records, but they raise as many questions as they answer. As of July, more than 90,000 people are in the gang database, the state police said. They were added not just by state troopers — more than 1,500 police departments, correctional facilities and other law enforcement agencies also have access to the database. In fact, two-thirds of the people in the database were entered by officials at county jails and state prisons, according to state police officials and records. The other 31,000 were added by state police and local departments. A file provided by the state police shows that the biggest group was put into the system in the 1990s. Almost half are listed as white — though that also includes Hispanics. The file is missing plenty of other important details. “We do not collect an ‘age’

After the shooting, Chicago police labeled Brown a gang member, but Brown said that he didn’t belong to a gang. data set,” a state police official wrote me. “We are also unable to provide data on ‘gang affiliation’ or ‘where the individual was first entered,’ nor are we able to provide the ‘reason the individual was entered’ because that is not included in our data sets.” All gang information must be “corroborated by specific, documented and reliable information” that’s updated each year, said Lt. Matt Boerwinkle, a state police spokesman. But what qualifies as “evidence” of gang membership is often open to interpretation. As with Chicago’s database, tattoos, emblems or other gang markings may count. In other cases, someone could be named as a gang member by a source who, according to police, has been “reliable” in the past. Police officials said they work to make sure the database isn’t misused. But records show the list of agencies that can access and use the information includes court systems, U.S. Customs and Immigration Enforcement, and investigative offices at the Chicago Housing Authority, the Illinois Tollway and the U.S. Fish and Wildlife Service. Even some private-sector institutions, such as the public safety department at the Moody Bible Institute, can get into the database. In other words, the state police gang data potentially could surface in immigration enforcement, court proceedings, public housing investigations and campus policing — whether it’s accurate or not.

Cook County Sheriff Chicago police officers have told me they’ve found the gang data tracked by the sheriff and the Department of Corrections to be more reliable than what’s in their own system. Their reasoning: When someone is locked up in the county jail or a state prison, he’s more likely to be truthful about his gang ties so he’s not housed in a dangerous situation with gang rivals.

But only some of the information maintained by the sheriff ’s office comes from the jail. Authorities from 371 different agencies in Illinois, Indiana and Wisconsin can obtain or add information to what’s known formally as the Regional Gang Intelligence Database. Jail officials said they ask about gang affiliations when they interview new inmates during intake. The information is then regularly updated. After a fight, for example, gang intelligence officers question inmates to determine what happened. “They’ll take that information and put it into the databases for use out on the streets,” a veteran correctional officer at the jail told me. “Information actually flows both ways, from the streets back into the jail as well.” Sheriff ’s officials said the database follows federal guidelines for determining gang membership, which are similar to the state’s rules. A person must meet two of five qualifying indicators, a supervisor must approve the entry and the information has to be supported by documents. Still, these determinations can be subjective. And even information that’s solid could soon be out of date. As the correctional officer pointed out to me, people often shift gang alliances or factions, making the data difficult to keep current. In late June, the sheriff ’s office provided me with a copy of the database in response to a Freedom of Information Act request. The database includes more than 25,000 individuals. But sheriff ’s officials also indicated that they maintain more data than they shared with me. While entries are updated or “purged” after five years, the old data isn’t deleted altogether. If someone is later arrested or jailed again, authorities can “re-activate” the entry. In some cases, key details appear to be missing from the copy I received. For example, more than 400 gangs and factions are listed in the data. They include large,

well-known organizations such as the Gangster Disciples and Latin Kings but also more than 100 gangs that have only one listed member. But more than 150 others are in the database even though their gangs are listed as “unknown” or “null.” The database also includes more than 400 people who are unlikely to go back to the jail again, since they’re listed as dead. Sheriff ’s officials said such information can still help them prevent conflicts and investigate crimes. They stressed that the database does not provide probable cause to pull someone over or target them, acknowledging broader concerns over how law enforcement databases have been used. This week they even invited me to their offices to discuss them. “We’re sensitive to the debate and concerned about it,” said Cara Smith, chief policy officer in the sheriff ’s office. “We want to make sure the data we have is accurate and follows federal rules. But it also helps to ensure the safety and security of the jail.”

Illinois Department of Corrections Police officers say the gang data maintained by IDOC is even better than what they get out of the jail. But state corrections officials will not answer even basic questions about how the information is collected, verified or used. “IDOC tracks all gangs in the state of Illinois,” spokeswoman Lindsey Hess wrote in an email. “No further information can be released.” The department’s secrecy is encoded in state law. In 2000, the General Assembly passed legislation formally creating a gang intelligence unit within the prison system. Information gathered by the unit “shall be highly confidential” and is not covered by the Freedom of Information Act. However, the data “may be shared with other law enforcement agencies in order to curb gang activities outside of correctional institutions,” the law says. When I asked for a list of how many agencies have access to its gang data, a department official responded: “IDOC does not maintain or possess records responsive to your request.” So the Illinois Department of Corrections doesn’t know who else can see its gang database? The department won’t say. State Sen. Patricia Van Pelt said these kinds of questions show why she has called for more oversight of gang databases. A bill she sponsored would prohibit their use outside law enforcement, but it’s been sitting in a House committee since passing the Senate in May. In the meantime, as the result of a separate measure she pushed, state officials are required to conduct a review of gang databases and issue a report by January. Van Pelt said that was the only way she could ensure the state agencies disclosed how the databases are being used. “It’s so hard to get anything from them,” she said. The store, which is, in fact, a prop built specifically for the hit Showtime drama series “The Chi,” caused a stir about a year ago. Last October, DNAinfo reported that the corner store “threw out a dumpster’s worth of food and household supplies that decorated the make-believe shop,’ according to residents, some of whom picked through the dumpster where the food was tossed “so they could bring home food to their families.” That was last season. This season is different, Block Club Chicago reports. What food remains in the store after filming wraps up will be donated to residents who live in the expansive West Side food desert. “That’s what’s up,” Sanders said of the development during an interview last week. He approves. The guard, who said that his

24-year-old son is contemplating going into politics, noted that the coast is often clear outside of the TV set. “There aren’t any big name actors in this, so you don’t get the crowds,” he said, of “The Chi.” “Now, if you go over on Homan and 21st, it’s different.” That’s where “Shameless,” another Showtime show (this one a comedy) is filming. Sanders said that most people don’t know that two Showtime shows are currently filming on the West Side. Though Johnson shared that Pete’s Fresh Market in Oak Park is within walking distance from her home, it is her only choice, and she wants to see more full-service grocery stores available in Austin and on the greater “People in this neighborhood want to buy fresh food,” said Forty Acre’s founder, Elizabeth Abunaw, 38, during an interview on Saturday. “Either they get what’s little as available [to them] at the corner stores or they travel further to get it,” she said. “My goal for fresh foods is to keep those dollars in the community, so they don’t have to go elsewhere.” Since the beginning of this month, Abunaw has taken over the Boombox Austin, a short-term rental space made for small business owners and startup companies. There, she filled her space with boxes of ginger, bags of grapes, bulks of spinach and more. Next to the Boombox, she has propped up a tent with several tables underneath, displaying apples, oranges and plums to onions and green tomatoes. Throughout July, she invited different restaurants and local chefs to show off quick, easy recipes for her customers to try at home. While the last day for Forty Acres at the Boombox is July 30, Abunaw still has a few things stored for her final days. On July 26, the PCC Community Wellness Center’s team will be there from 10 a.m. to noon to host blood pressure screenings and provide assistance for those enrolling in Affordable Care Act health plans. On July 28, Chicago Style Vegan will make an appearance from 10 a.m. to noon, followed by a cajun cooking demonstration from noon to 4 p.m. Before this, Abunaw hosted popup markets every month since January of this year, with her first at Sankofa Cultural Arts and Business Center, also on West Chicago Avenue. She quickly branched out to suburban Maywood, West Humbolt Park and of course, Austin. In that time, she built relationships

with different community leaders, organizations and consumers to better understand their needs. But, Abunaw’s dream for Forty Acres is to turn it into a store, where she can also sell a variety of meat and prepared food. She wants to have a permanent place for customers like Johnson and many others she has met along the way to go to and shop at. “If I really want to run a store, I have to run a store,” she said, noting because of Boombox, Forty Acres has been open seven days a week this July. “It just so happens that the Boombox is here in the neighborhood where I first started this – right in the neighborhood that gave me the idea for it. So, I was like, ‘OK, let’s rent the Boombox and see if this could actually work.’” Abunaw’s idea for Forty Acres came after she “accidentally wound up” in Austin for the first time a few years ago. Abunaw, a New York native, moved to Chicago in 2012 to attend graduate school at the University of Chicago in Hyde Park. Shortly after graduating, she worked as a secret shopper and was sent to run an errand on the West Side.

“I had no spatial perception of this city,” Abunaw said, noting she and her classmates ventured through only a handful of neighborhoods, including the Loop, Lakeview, Lincoln Park, River North and Wicker Park. By the time Abunaw reached Austin, she found herself lost in a sea of fast food joints and liquor stores. She recalled needing to withdraw cash from an ATM machine, and “when I looked for a bank, I didn’t see a bank. I didn’t see a CVS or a Walgreens. So, I looked for a grocery store, and I couldn’t find one here. I was like, ‘Wait, something’s going on here.’ “It occurred to me that the basic businesses that make up the foundation of a neighborhood – the economic foundation of a neighborhood – were missing,” she said. “That leaves the questions: Where do people eat? Where do people work? Where do people do their banking? If you don’t have a car, how do you get anything if nothing’s accessible?” Abunaw toyed with these thoughts, often “saying that somebody should” put a grocery store on the West Side that sold fresh,

affordable fruits and vegetables, but it wasn’t until last year when she finally decided to make the move and bring Forty Acres into fruition. After losing her job in the fall of 2017, she took that as a sign to explore entrepreneurship and invest in her vision. As for naming her business, Forty Acres, Abunaw said she chose something that “spoke to black Americans,” as well as aligned with her mission of providing natural products and “reminded us that we are one of America’s original farmers.” Forty-six-year-old Trevia Crumiell, a customer who stopped by Forty Acres on Friday, shared Abunaw’s sentiment. Crumiell, a resident of Humbolt Park, said she appreciates Forty Acres’ presence on the West Side. “It’s needed because you have to go so far to find fresh fruits and fresh vegetables, and when you do, you know, [other customers] don’t look like you,” she said. “When they don’t look like you and they’re looking at you, there’s a judgment. … [Forty Acres] is welcoming.” That’s not the first time Abunaw has heard that either. She explained how there are all of these misconceptions “that people in this community don’t know about healthy foods.” What she wants others to know about her work with Forty Acres on the West Side and underserved communities is simple: “We deserve fresh food just as anybody else.” CONTACT: fatugade@gmail.com

I was at work when I got the text, so of course my vivid imagination started seeing a dead animal lying on the concrete as people walked past and wondered why no one attempted to remove the dead carcass. I admit it. When I came home, I peeked down my gangway before I even put my car in the garage. There was nothing there, so I couldn’t imagine where this dead animal was. It was also late at night when I got in and it was kind of hard to see. So I grabbed a male neighbor and asked him if he could help me remove the dead animal. Truthfully, I’m a big chicken. I didn’t want to have to do it and if I could find someone else to do it, that would be perfect. I found an empty box and my trusty snow shovel. Those were the two tools I would need to get the job done. I, my neighbor and the guy all went and looked all throughout the plants on that side of my property. We didn’t see anything nor was there a smell. I teased my neighbor that perhaps she had been having a little bit too much of the 180 proof ! I’ll admit it. I was relieved that there was nothing really dead on my side of her gangway. The next day she was kind enough to send me a text that arrived after work. It gave me explicit details about where the dead animal was. I decided it was too late on Friday night to even try to

go out there and look for the deceased critter. The following morning would have to suffice. Saturday morning came, and I again grabbed the tools I would need. A shovel. A box to be the coffin and mental fortitude to get the job done. I tried to spot the dead animal from off my deck, but couldn’t see it. However, when I opened the window on that side, the putrid odor told me that yes.... there was something dead out there. This time I wouldn’t have any help. So I womaned up and found the furry carcass. I couldn’t tell you what kind of animal it was as I didn’t look close. Nor did I care to know. When I tried to use the shovel to scoop it up, it wasn’t moving. I would need something else to drag it onto the shovel in order to put it in the box. I went and got a second shovel and with my eyes closed and face turned away, I was able to get whatever it was into the box. Then I was able to get the box into a big black plastic bag, which I put in the garbage even as I squealed in fright and jumped in disgust. Sometimes we have to do things we don’t want to do. The North Avenue District, Ald. Chris Taliaferro (29th), the village of Oak Park and the Chicago Metropolitan Agency for Planning have teamed up to develop a unified plan to improve the portion of North Avenue between Harlem Avenue and Austin Boulevard. The plan is being funded by CMAP’s Local Technical Assistance Program, which helps municipalities and nonprofits develop plans designed to improve transportation, land use and quality of life. The plan would also set development priorities for the corridor, delving into what kind of new businesses it should have, what kind of housing should be built nearby and what can be done to improve the corridor’s appearance and branding. According to Judith Alexander, T-NAD’s chair, the plan should be completed sometime in the first half of 2019. The portion of North Avenue in question is one of several streets in Chicago’s western city limits that are split between two municipalities. The north half is part of the Galewood neighborhood in the Austin com-

munity area while the south half is part of Oak Park. Alexander’s group has been working to bridge the dividing line and encourage economic development on both sides of North Avenue. The North Avenue District completed the program application, with Taliaferro and Oak Park Mayor Anan Abu-Taleb writing letters of support. According to the narrative portion of the application, the oncethriving corridor has been slowly declining “for decades.” The narrative cited the 2016 North Avenue Business Corridor Study to explain the reasons why. “There’s been a proliferation of vacancies and negative uses, including currency exchanges, payday/title loan operations and pawn shops,” the application stated. The application also pointed to the supply of office and retail spaces exceeding demand, as well as traffic issues. The increased rush hour traffic made commuters more likely to try to use the nearby side streets to get around the traffic jam. That, in turn, led to the construction of cul-de-sacs, which solved the traffic problem but created other problems. With cul-de-

sacs, residents have a harder time reaching the North Avenue businesses, and the supply of parking spaces became more constricted. The application also argued that because the corridor is split between two municipalities, creating a unified plan becomes that much harder to do. Still, the application argued that the corridor has positive features, such as successful businesses, proximity to thriving middleand upper-middle class neighborhoods and a range of transit options—from Pace and CTA buses to the Green ‘L’ line and two nearby Metra lines. The study, the application stated, would develop a unified vision for what the corridor would look like and what kind of development it should get, in terms of both residences and businesses. It would delve into what kind of landscaping, streetscaping and transportation improvements the corridor needs, as well as whether there will be any street art and banners. The plan would be used to apply for grants and create taxing districts such as Tax Increment Financing districts, Special Service Areas or Business Improvement Districts. Al-

exander said that a unified plan will make it easier for the two municipalities to coordinate their development efforts and apply for grants. Currently, Alexander said, there are three surveys being circulated among North Avenue businesses and nearby churches, including an online survey open to the public: http://www.oak-park.us/northavenuesurvey. Alexander said that the organizations will collect feedback in other ways. “Many business owners are being interviewed individually,” she said. “There may be focus groups of local school councils and [Parent Teacher Organizations] at the five schools within a couple of blocks of North Avenue, as well as congregants of churches on or near North Ave.” Alexander also indicated that they are planning at least two public meetings. “The first will be an open house/initial public introduction to present CMAP’s existing conditions report, [and it will take place] sometime in the fall of 2018,” she said. “The second will be an open house to present a draft North Avenue plan. Petition effort underway to boost mental health supports By MICHAEL ROMAIN Editor

During a press conference held July 21 at Loretto Hospital, 645 S. Central Ave., Congressman Danny K. Davis (7th), former governor Pat Quinn, Ald. Emma Mitts (37th) , state Rep. Camille Y. Lilly (78th) and state Rep. La Shawn K. Ford (8th) joined forces to raise awareness about a petition effort that could result in more mental health services for Austin residents. The Greater Austin Mental Health Services Program and Governing Commission would be empowered to develop a range of services, such as trauma training for teachers, restorative justice practices and mental health diagnoses. In order to pay for the services, each year Cook County would allocate between 0.25 percent and .044 percent of the total taxable value of property in Austin, the congressman’s office said. For instance, a .025 percent allocation translates into about $8 a year from a $2,000 property tax bill, $16 a year from a $4,000 bill and $24 a year from a $6,000 bill, Davis representatives said. A community organization that is located in Austin, qualifies for tax exempt status and has been registered as a nonprofit with the state for at least five years will be eligible to run the commission’s slate of programs. In addition, the organization may recommend up to 10 people to the governor and mayor to serve on the 9-member commission—comprising seven Austin residents and two mental health professionals. But before the commission is created, resi-

dents must first vote in favor of a public and binding referendum that Davis and others are trying to get placed on the ballot for the Nov. 6, 2018 election. The number of signatures they need to retrieve must total 8 percent of the governor’s vote in the last election, or 1,560 signatures in the 28th, 29th and 37th Wards combined. Their target goal, however, is 10 times that —15,600. The petitions are already in circulation and are due by Aug. 6. At Saturday’s press conference, Quinn said that the petition effort is the result of legislation that he signed into law in 2012. Both Lilly and Ford voted in favor of the measure. “The great things in our society don’t come from the top down, they bubble up from the grassroots,” Quinn said Saturday, echoing a point made by Davis. “Nobody has power over the people,” the congressman said. “People can overturn the government, but you’ve got to get a lot of them.” Urging community members to sign the petition, Mitts told the roughly 30 people in attendance to “make this personal for our children, for ourselves and for the least of these who can’t do it on their own.” A similar ballot measure passed in West Garfield Park in 2016, with residents voting 87 percent in favor of establishing the West Side Expanded Mental Health Services Program. “The number one thing you can do in Austin, in the black community, anywhere, is to take away the stigma,” said Ford.Petitions must be signed by Austin residents.
