Alleging that three businesses along the same strip of Madison Street in Austin allow an environment of loitering, drugdealing, gambling and public indecency, local residents met with city officials and business owners last week to create a plan to resolve the issues. Hosted at City Hall by Vera Elue, senior attorney for the Chicago Department of Business Affairs and Consumer Protection, the community hearing was set after local residents wrote to the city about the problems they have experienced with the businesses throughout the years. Hahn’s family has also been affected by the opioid crisis. “My cousin sounds like your nephew,” Hahn says. But her cousin’s story turned out very differently: It ended 25 years ago on the streets of Flor-
ida with his death from a heroin overdose, says Hahn, who works for Aetna Better Health and serves on the leadership council of The Kennedy Forum Illinois, a mental health organization. Hahn and Urso shared their stories earlier this month at the PCC Austin Family Health Center, where health providers and others gathered to discuss how the opioid crisis is affecting

‘Gang Book’ documents organized crime’s evolution
Social media, ‘Drill rap’ are focus of 2018 edition By MICHAEL ROMAIN Editor
Earlier this month, the Chicago Crime Commission released the 2018 Gang Book, the first one that the anti-crime body has published since 2012. Since that last version of the book was released, commission members reported, “super gangs” have formed into myriad “splinter groups” and the internet plays a much larger role in gang-related conflict. The book, which is roughly 400 pages, profiles 59 active gangs and more than 2,400 gang factions. It also outlines gang territorial boundaries based on maps of police districts. The book is currently available for purchase on Amazon for $50 in paperback form. The commission’s report shows that various factions of the Vice Lord Nation dominates the West Side communities of Austin, North Lawndale and West Garfield Park. According to the commission, the 11th and 15th police districts had 1,640 and 2,110 known gang members, respectively. “The Vice Lord Nation actually includes many gangs in addition to the original Conservative Vice Lords faction, and they all use the title ‘Vice Lord’ to describe themselves,” the commission writes. “Some examples: Cicero Insane Vice Lords, Imperial Insane Vice Lords, Mafia Insane Vice Lords, Renegade Vice Lords, Traveling Vice Lords, Undertake Vice Lords, and the Unknown Vice Lords.” In the 1970s, “the main African-Americans, Latin, and Caucasian gangs were divided into two main groups: People and Folks,” the book states. That organized and structured gang configuration, which was held up by leaders such as Jeff Fort, David Barksdale and Larry Hoover, broke down after the most of city’s public housing high-rises were razed, and neighborhoods across the city gentrified and longstanding boundary lines dissolved. The commission notes that the gangs’ online presence is the most “noticeable difference” between the large gangs and less organized factions. “Gangs ‘cyber-bang’ on various social media platforms by insulting their opposition, praising their gang and fallen members, and selling illicit drugs,” according to the book. “The use of social media and the instant accessibility for gangs to insult their rivals is believed by law enforcement to be a main catalyst for the violence plaguing Chicago’s south and west sides.” The commission explains that the Vice Lord Nation “has been involved in the sale of narcotics (with a street tax applied to in-
dependent dealers), robbery, auto theft, theft and arson.” The gang also delves in more sophisticated crimes, including “mortgage fraud, credit card fraud, and money laundering.” Police Sgt. Dennis Diaz, a detective with the police department in Maywood, where the Vice Lords have a growing presence, said that gangs “are adjusting their methods to law enforcement and we have to adjust our methods to them.” Just as crime has evolved for gangs, he said, so too has the way they express their hostility for their rivals. Digital taunting has, to an extent, replaced tagging buildings in rival gang territory with gang signs. “It’s becoming more and more common for gang members to go into another gang’s neighborhood or the area they hang out and Snapchat photographs of them hanging out in their rivals’ hoods,” Diaz said. “That’s how these rivals escalate in real time.” Diaz said that, although evidence gleaned from Snapchat, Facebook, Twitter and other social media can be hard to use in court, law enforcement officials nonetheless monitor those platforms for during intelligence gath-
ering. Another major difference between the old super gangs and the newer factions is the influence of “drill rap,” a form of hip-hop that originated in Chicago that emphasizes criminal culture, law enforcement officials say. The musical form often merges with social media to create a cauldron of conflict, in which derogatory lyrics get posted to platforms like Facebook. “Drill rap glorifies the Chicago gangster life,” the book reads, “with lyrics about guns, drugs, and murder. Many drill rappers are affiliated with Chicago gangs. Residents complain from page 1 bers, many of whom belong to the South Austin Neighborhood Association and Central Austin Neighborhood Association, testified about their ongoing concerns. Multiple community members, some of whom live immediately adjacent to the laundromat, said they have consistently seen people openly drinking, urinating and conducting drug transactions in the building’s parking lot. Complaints were also made about the laundromat’s parking lot gate, which has fallen into disrepair and allows people to come in the evening to drink and party. CANA president Serethea Reid said she has conveyed the community’s issues to the laundromat’s manager in the past but has not seen any improvement. “The crowds out there all day and night are not doing laundry you don’t see them carrying bags of clothes in and out of that place,” Reid said. Reid’s husband, Ron, said the environment the laundromat creates causes people to avoid the area and has even forced the nearby daycare to tint their windows to keep children from viewing inappropriate conduct. He said despite making multiple calls to the police, little has been done to improve the environment around the store. Laundromat owner Moore blamed unruly groups around her store on low police presence in the area and slow response times for calls. She said she has contacted the police many times to deal with illegal activity around her store, but little is done. Complaints of loitering, gambling, drug sales and public intoxication were also expressed about the Prestige liquor store and Winners bar. SANA member Lee Redmond said the strip of Madison Street between the 5400 and 5900 blocks is full of people gambling as well as selling drugs and loose cigarettes. “We feel that the businesses are not stepping forward to help us benefit our community,” Redmond said. Zerlina Smith, a caseworker at the Insti-
tute for Nonviolence in Chicago, said despite the complaints, Prestige Food and Liquor has already taken steps toward reducing crime around the building. Smith said Prestige has been helpful in her work with the institute and has prevented people from gathering outside of its store since receiving a notice from the city. “It’s not just one business that is responsible for this people are loitering and gambling on every block,” Smith said. “It’s sad that we are focusing on just one business.” Toward the end of the meeting, after hearing testimony from business owners and community members, Elue listed steps the businesses must take before returning for another meeting on July 31. If the businesses do not abide by the steps before the next meeting, they run the risk of having their licenses suspended. One of the steps called for the businesses to limit their operating hours. The city says Prestige’s hours are now 10 a.m. to 9 p.m. instead of 8:30 a.m. to 10 p.m. Winners now closes an hour earlier at 9 p.m., and the laundromat closes at 9 p.m. sharp while in the past it has remained open past its set close time. The businesses were also asked to install cameras around their property, hire security guards and keep log books of when they call the police. Community members were encouraged to take pictures of the stores if the steps are not followed for evidence to be considered at the next hearing. Ald. Chris Taliaferro (29th), who was asked by the city to attend the meeting, said if the businesses were in fact allowing illegal activities on their property, they should face consequences. But if they are doing everything in their power to prevent crime, he hopes to work with them to resolve their

issues. “I would like to lean toward a solution for this issue, not closures,” Taliaferro said. “If we can solve some of these community prob-

Here’s a tip: Watch ‘Black Lightning’
’m not a big TV watcher. But what I will do is watch movies that I stream over the internet. I was browsing Netflix (sorry, Mo’Nique, but I’m not boycotting) and saw a series called Black Lightning. I read the little blurb that explained what the series was about. It sounded interesting so I clicked on it to watch. And I fell in love! The series premiered in January of this year. It came out about six weeks before the movie Black Panther premiered. I think the movie generated so much interest, that this television show got overlooked in the process. However, it shouldn’t. Black Lightning tells the story of Jefferson Pierce, a retired superhero who now spends his time working as the principal of a local high school. Circumstances cause him to come out of retirement and resume his role as Black Lightning. As his name implies, he has the ability to generate electrical energy. Whereas Black Panther was set in Africa and did little to address the issues going on in urban America, Black Lightning is set in the inner city. In the fictitious city of Freeland, the ’hood is being overrun by a gang of young thugs. They’re dealing drugs, and wreaking havoc. I have to admit I found it refreshing and truly enjoyable to see the superhero beat the crap out of the smartmouth young thugs. Many of us long for the villains to get their comeuppance and Black Lightning doesn’t disappoint. I actually felt some stress being released as I watched the series and so thoroughly enjoyed the bad guys getting
what they got! Like all superheroes, Black Lightning has his alter ego. He’s a father, husband, and thought of as Black Jesus by his community. Black Lightning’s arch-enemy is an albino villain, Tobias Whale, who should be getting accolades for the actor playing that role. Even more so, the writing is so authentic that it helped make the characters seem more real. I’ve only watched four episodes and still have nine to go. But if the remaining ones are anything like the first few, I know this is going to be a helluva ride. Best news of all, season 2 has already been confirmed. So if you have access to Netflix, please support this show. It is timely, well written, and, most importantly, well-acted!

Austin residents who attended two recent business openings along Chicago Avenue would be forgiven for feeling a certain sense of déjà vu. For the second time in the past two months, Westside Health Authority invited West Side politicians and local residents to celebrate an opening of a bakery operated by a couple with West Side connections. Both businesses even operate out of spaces inside two different WHA-owned buildings. But there are several important differences between Schweet Foods, 5051 W Chicago Ave., which opened in May 12, and Brown Sugar Bakery, 4800 W. Chicago Ave., which had a soft opening in June 19. While Schweet Foods is relative newcomer that only recently got any kind of physical space to call its own, Brown Sugar has been a South Side institution for the past 14 years. Area groups look to cover West Side with positivity
Build, LISC planning fun fest in Austin on Aug. 24 By MICHAEL ROMAIN Editor
A local nonprofit is looking to blanket a portion of the West Side with positivity next month when it hosts its Summer of Opportunity on Aug. 24. The nonprofit Build Chicago (short for Broad Urban Involvement & Leadership Development), which focuses on gang intervention, youth development and violence prevention, recently partnered with LISC Chicago’s Hoops in the Hood summer initiative on the event, which was rescheduled from June 22 due to weather. Summer of Opportunity will include a mile-long parade, a barbecue, bounce houses, a climbing wall, art installations and the popular Hoops in the Hood basketball tournament, among other activities. Build Chicago officials said they expect around 5,000 people to attend. “We’re going to be on Harrison Street, between Laramie and Lavergne Avenues,” said Adam Alonso, Build’s executive director. “We’re going to shut down Harrison Street and have a festival that day.”

Alonso said that the organization worked with the 15th District police department to identify areas that law enforcement officials would like them to focus on. “The biggest thing is that this brings folks together,” Alonso said in a statement. “We want to provide these types of opportunities for our communities and young people. Austin native’s book explores ‘soul force’

Soul Force: Seven Pivots toward Courage, Community and Change, the book released this year by nonprofit advocates Shawn Casselberry and Reesheda Graham-Washington, opens in sunlit Robben Island, the South African prison where Nelson Mandela was detained for 18 years for battling apartheid. The co-authors surveyed the bathroomsized cell where Mandela lived when he was imprisoned and “heard stories of abuse by guards and how the apartheid system was
maintained even without a prison.” Strangely, they said, during a visit to the prison compound, “We found our inspiration.” That scene anchors the rest of the roughly 200-page book, which is on sale at Live Café in Oak Park, the coffee shop Graham-Washington, an Austin native, opened with her husband, Darrel Washington, in 2017. “Soul force,” GrahamWashington and Casselberry explain, is a concept derived from the Hindi word satyagraha, which is combination of two Sanskrit words — satya, which means truth or love, “both of
which are often attributed to the soul,” and agraha, or “polite insistence, holding firmly to, or force.” It took soul force for Mandela to stand up to, and ultimately defeat, apartheid, and then to resist allowing the pain and injustice of that system to dictate how he governed as his country’s first democratically-elected president. “Soul force is a way of life for courageous and compassionate people,” the co-authors write, but it’s not something exclusive. It “lives within each of us,” they argue. To harness that force, they write, everyday people looking to

Marta Alvarado, director of community wellness programs at Westlake Hospital in Melrose Park, says she and her colleagues have grown used to seeing patients they call “frequent fliers.” Kauffmann says hospitals aren’t necessarily checking with each other to catch these “frequent fliers.” And some medical staff feel bad for these patients because they seem to be in so much pain that it’s hard to refuse a prescription. Another major challenge health providers face is recognizing senior citizens with opioid addictions, Alvarado says. A typical case: A doctor gives an elderly patient medication for back pain or arthritis, then they become addicted. They present differently than younger addicts, and they often don’t think they’re addicted because a physician gave them the drugs. “But it’s still addiction,” she says. This week, Cook County Sheriff Tom Dart announced the launch of the sheriff ’s opioid addiction recovery (SOAR) program, which will provide community-based treatment for detainees returning home from jail. Opioid-related overdoses kill more people in Cook County than car crashes or gun violence, according to the sheriff ’s office. In 2017, there were 999 opioid overdose deaths, up 83 percent from 2015, according to state public health department data. At the Cook County Jail, roughly one in five detainees admits to opioid abuse, and hundreds receive treatment every day. Michael Rudolph, business development manager at Riveredge Hospital in Forest Park, says the years-long problem of I-290 being a “heroin highway” has not abated. An
act in extraordinary ways just need to pivot. The rest of the book is divided into seven “pivots” — from fear to freedom, from hurt to hope, from charity to change, for instance — that comprise the main chapters in the book. Each chapter accompanies a “Soul Force Story” from people who themselves pivoted into something greater — such as a Navajo man abandoned by his mother as a child who now aspires to help indigenous communities across the country achieve the kind of health and stability he didn’t have growing up. Soul Force reads like a manual for people eager to act on a higher purpose, but struggling to take the first step. Elmhurst resident, Rudolph says kids from his local high school continue to travel to Austin to buy drugs in Austin. But now the pattern has reversed: people from Austin are going to the suburbs, “taking the product to the consumer.” Rudolph knows firsthand the easy access many have to legally prescribed opioids. About a year ago he broke three ribs, and within a week he had four narcotics prescriptions, including one he was given at the hospital when X-rays were taken and another later given by his primary doctor. Not long after that, Rudolph’s wife had her own medical issue, but she was given a prescription that limited how many pain killers she could receive; that’s because her insurance company was managing it, not
the medical community, he says. Urso’s wife had a similar experience. When she broke her foot she was prescribed opioids, but not once did someone tell her what the side effects would be or offer her alternatives, Urso says. His wife, a nurse, ended up taking two of the 30 pills she was prescribed. Were the health providers on auto pilot? Was it the drug companies? Urso wonders. One solution is better training of medical staff to detect patients with an opioid addiction, especially those who may not on the surface appear to have a problem, Alvarado says. Medical staff need to be aware of their own bias that allows them to overlook some addicts, like a well-dressed white woman, she says.
There’s also great need for people with addictions to be treated on an out-patient basis, not just as in-patients, Alvarado says. And there continues to be a shortage of psychiatrists, especially those who specialize in treating young children and adolescents, Rudolph points out. And everyone – whether they’re a health provider or not – needs to understand the power of addiction. Rudolph remembers a patient who came to Riveredge and flat lined, but the medical staff was able to revive her. The woman returned the next day and flat lined again. On the third day she was out using drugs – despite nearly dying twice. “That’s how powerful addiction is.” CONTACT: austintalks.org@gmail.com
