Senate debating corporate board diversity bill Bill now includes Latinos, but Senate committee chair says more changes needed By PETER HANCOCK Capitol News Illinois
SPRINGFIELD – A bill that would require Illinois-headquartered corporations to include women and minorities on their boards of directors is now being considered in the Senate, where a committee chairwoman recently suggested changes could be applied. House Bill 3394 stirred heated debate when it passed out of the House last month. In its original form, it would have required every publicly traded corporation that has its main executive headquarters in Illinois to have at least one African-American and one woman on its board of directors, and it would impose financial penalties on corporations that fail to comply. So far in the Senate, it has been expanded to include Latino representation as well, and it now provides that one person can serve to fill two or more categories. Speaking to the Senate Commerce and Economic Development Committee, Sen. Christopher Belt (D-Cahokia), a sponsor of the bill in the Senate, said it is not intended to be punitive. “The intent of it is to look at the disparities on these boards,” he said. “Women, who make up 50 percent of the population nationally, and See DIVERSITY TOUR on page 2

Could larger affordable housing be headed to West Side? West Side aldermen back ordinance they hope will lead to family housing

A new measure recently approved by the Chicago City Council could bring more affordable housing units to the West Side. The City Council voted on an ordinance on April 10 that amends the afford-
able housing regulations for an affordable housing pilot program designed for the Near North and Near West Sides. The ordinance — sponsored by Aldermen Michael Scott (24th), Walter Burnett (27th) and Jason Ervin (28th) — gives developers more flexibility to build a smaller number of larger units, said Er-

DIVERSITY BILL Vigorous debate from page 1 I think 32 percent on corporate boards; African-Americans, who make up 13.4 percent nationally and only make up 6.3 percent on boards; and Latinos, who are 18.1 percent of the population nationally but they only make up 2.0 (percent) on boards.” Belt cited studies showing that corporations with diverse boards of directors tend to outperform those that don’t. “The studies that I’ve read, that I’ve been reading, it really underscores the fact that diversity does well for businesses. The corporations that have diversity do well, they do better profit-wise,” he said. Also testifying Thursday was Larry Ivory, president and CEO of the Illinois Black Chamber of Commerce, who said the bill would strengthen black communities, which in turn would help strengthen the entire state. “For our members, we have a saying. If you’re not at the table, then guess what. You’re on the menu,” Ivory said. “If we’re not sitting at corporate boards and having input, we’re on the menu.” The bill is modeled after a law California enacted last year that requires all corporations headquartered there to have at least one woman on their boards. The bill’s House sponsor, Rep. Emmanuel “Chris” Welch (DHillside), said in a separate interview that he expanded on that concept by including eth-
nic minorities. If enacted into law, it would apply to any publicly traded corporation that is headquartered in Illinois, regardless of the state in which the original articles of incorporation were filed. It would also apply to any entity incorporated in Illinois, even if the business is headquartered elsewhere. But some legal scholars have said that raises a number of legal issues, including a principle known as the “internal affairs doctrine,” which generally holds that only one state can have authority to regulate the internal affairs of a corporation. Sen. John Mulroe (D-Chicago) raised the latter issue when he asked the question about corporations that might be organized in one state but have their corporate headquarters in another. “That subject has come up and we’ve tried to address it in this bill,” Belt said. “If they file in Illinois, we would consider them also subject to the legislation that we’re pushing.” Several members of the committee, including Chairwoman Laura Murphy (D-Des Plaines) said she agreed with the principle and the intent of the bill. “But we have a lot of people that have expressed some concerns here that this bill really is not as inclusive as some would like it to be,” Murphy said, “because there are various groups that are left out of the discussion.” Murphy suggested the bill might need further revision before it could gain enough support to pass the full Senate. In April, a group of West Side students braved a snow storm to embark on a tour of several Historically Black Colleges and
Universities — courtesy of Introspect Youth Services, Inc., a West Side organization that provides young people with college prep resources, and to various educational and cultural experiences. The students’ first stop was the campus of Lincoln University in Jefferson, Mo. The next day, they traveled to the campus of the University of Arkansas at Pine Bluff in
Arkansas. That was visit was followed by a visit to Dillard University in New Orleans, La. After touring the Big Easy, the students stopped in Memphis, Tenn. “The students on the tour had an opportunity to visit several Historically Black Colleges and Universities,” Introspect officials said. “The tour participants got an opportunity to see firsthand collegiate life on some
of our nation’s most notable black colleges and universities. The five night, six day tour journey through the South included a number of historic sites. AFFORDABLE HOUSING New measure from page 1 she no longer has to build five studios offsite (to fulfill the affordable housing equivalent threshold); instead, they could build five two-bedroom units, two three-bedroom units and a studio, or two four-bedroom units offsite. The Near North/Near West Affordable Housing pilot program includes all or parts of East Garfield Park, West Garfield Park, West Humboldt Park and North Lawndale. Developers who apply for a zoning change and/or use any city financing in the pilot area must make between 15 and 20 percent of their units affordable. If developers don’t use any Tax Increment Financing district funds, they can build up to 10 percent of those affordable units offsite — either within two miles of their development or in one of the more well-off neighborhoods outside the pilot area. “Most of the new units that are being built in the [affordable pilot area] do not fit with what we need, particularly in the near west portion of the ARO pilot area.” Ervin said. “A unit-for-unit count is generally not what is needed for East and West Garfield Park and North Lawndale.” Ervin said that what’s needed are units
with at least two bedrooms that are more suitable for families. Melvin Cox, an East Garfield Park activist, echoed that sentiment. “What the West Side needs is housing in that $900 to $1500 a month range — whether it’s [rent or a monthly mortgage payment],” he said at the time. “We need the ability to purchase two-bedroom or three-bedroom homes with modern, updated attributes, including walk-in units, in-home washers and dryers, central heat and air.” Cox said that this kind of affordable housing would attract working-class families who would, in turn, send their kids to local schools and shop at local businesses. According to statistics compiled by the Chicago Metropolitan Agency for Planning, a major housing-related issue on the West Side isn’t so much the size of the apartment as the age of housing. The majority of housing on the West Side was built before 1940 and the amount of housing built since 2000 accounts for the smallest percentage of the overall housing stock in all West Side communities except for North Lawndale. Burnett said that the upside to this reality is that real estate costs less on much of the West Side west of Western Avenue than it does further east, so developers should be able to build larger units without spending more money. Bridging the inter-generational gaps, to promote a safe and drug-free community
On a Tuesday in April a few weeks back, at least 17 people experienced overdoses near the corner of Chicago and Homan avenues; four of them died. The rash of overdoses prompted state Rep. La Shawn Ford and Congressman Danny Davis to hold a meeting on May 6 at The Salvation Army Freedom Center, just blocks from where emergency workers rushed last month to help save more than a dozen people who had OD’d. “We know there are no simple solutions,” Congressman Davis said. The reality is despite of all that is being done, “there is an absolute crisis … unless we have a comprehensive approach to dealing with it, the problem continues.” “There is an epidemic,” Rep. Ford said. But there are simple steps that everyone can take to save lives. He’d like there to be a national public awareness campaign to encourage people to carry naloxone or narcan, medication that if injected or inhaled can rapidly reverse the effects of an opioid overdose. Over the years, there have been effective campaigns to publicize the importance of every home having a working smoke alarm and every one in a vehicle wearing a seat belt, Ford said. Now the public needs to understand the importance of being equipped with naloxone, he said. “Narcan has helped save lives in my own family,” he said. “People overdose, but they don’t have to die.” Dr. Thomas Huggett, director of mobile health at Lawndale Christian Health Center, said he carries naloxone with him wherever he goes. While driving near Pulaski Road and 13th Street one day, he saw someone lying unconscious on the ground; a man standing nearby said the two had been using drugs, so Huggett administered naloxone, saving the man’s life. “This is the epidemic of our time,” he said, noting that more people die in the U.S. from overdoses than in car accidents or shootings. The problem is especially pronounced on
the West Side, which has overdose rates that are seven times higher than the citywide rate – and 14 times the rate of Lincoln Park, Huggett said. There were 226 overdoses in just one Chicago police district – the 11th – during the first three months of 2019, Huggett said. A representative from The Chicago Recovery Alliance held up a naloxone kit at Monday’s meeting, explaining how to use its contents: a syringe with three doses of the medicine. It can take up to two minutes to work once injected, and if someone isn’t suffering an opioid overdose, the naloxone won’t harm them. From there, people can move into a half-way house or to another Salvation Army facility after that. “People don’t become addicted to substances in 30 days, and they’re not going to have full recovery in 30 days,” Powers said. “We believe there is hope that they can change their lives. Enjoying life by living well
rom those who profess “Live your best life” to those whose motto is “Living well is the best revenge,” the end goal, no matter which saying one pledges allegiance to, is to enjoy this life. The enjoyment does not necessarily have to have a financial component to it. It might be sitting out on the lakefront and watching the sun rise. Or the simple pleasure of dining with friends. It might involve a hobby that takes all your concentration and thus you enter your own special world. Whatever it is, it is an individual’s choice and obligation to find the things that make them happy. For me, it’s working on my house. The endless struggle to keep an almost 100-yearold home relevant is no easy feat. I’ve replaced windows. I’ve added storm windows. I’ve stripped woodwork. I’ve removed plaster walls and put in drywall. I’ve insulated walls where there had never been any ever before. The list goes on and on and it’s nonstop. But the joy of living in a home that is as nice as anything in Lincoln Park is my goal. Our bungalows are gems and they constantly need to be polished. But compared to the shoddy construction I’ve seen in some newer buildings, what we have in these old brick homes is to be cherished. I have a summer kitchen in my basement. When I purchased my home in 1989, there was a vintage stove down there. That stove eventually gave out and a neighbor gave me one from their basement that they no longer used. That old stove eventually had to be replaced as well. The stove I ended up getting was used but basically still brand-new, having only been used to maybe make coffee and heat pizza. So imagine my dismay when I went one day to use it and the broiler no longer worked. Also the interior window of the
oven was busted. With only me and my son in the house — and I didn’t do it — the obvious culprit had to be him. Of course, he denied any knowledge. When I went to price a replacement piece of glass, it turns out that the inside window is an entire component. The cost was over $400. I’m sorry, but that’s just more money than I could ever spend on a stove that cost me $100 to begin with. I found a similar used version of the stove for sale. The $75 price tag was acceptable. With the help of my handyman, we began taking parts off the replacement stove to use on my existing stove. The reason I just didn’t just install the replacement is because I was familiar with my original stove. We replaced every component on the existing stove with ones from the replacement stove, including putting a third rack in the oven. I even replaced the flexible gas line along with the shut-off valve. I also took off parts to keep in case there were any problems in the future — like the thermostat and the other igniter. The total repair cost came to around $125, a far cry from the $400 plus just for the glass. Living well does not mean having to spend a lot of money. It’s being smart in how you spend the dollars you have.

North Avenue traffic plan proposal released
The Chicago Department of Transportation is looking at improving safety for pedestrians, motorists and transit users By IGOR STUDENKOV Contributing Reporter
The Chicago Department of Transportation recently unveiled a corridor study containing a series of preliminary recommendations about how to improve traffic safety along the portion of North Avenue between Harlem and Central Avenues. The traffic study was one of two North Avenue corridor studies that the transportation department released during a May 9 public hearing at Galewood Trinity Church, 1701 N. Narragansett Ave. The department has been working with the village of Oak Park and Chicago-based Kinley-Horn & Associates to study the conditions and come up with the best way to address the issues. The plan calls for adding more medians, more greenery, more curb cuts and crosswalks, as well as making it easier for passengers to board buses serving the corridor. The idea for the meeting was to give public a chance to comment on the initial draft and bring it back to the steering committee. Brenda Rancher-McGruder, CDOT’s coordi-
nating planner, said that the plan could be finalized “in the next couple of months.” Peter Lemmon, Kinley-Horn’s senior transportation engineer, said that the goal is to improve public safety and mobility for pedestrians, drivers and public transit users. Lemmon said that his department has heard a lot of comments about unsafe pedestrian crossings and street parking, as well as traffic congestion and the general appearance of the corridor. Lemmon explained that they aim to take cues from Irving Park Avenue, which, like North Avenue, is a state highway with high traffic levels and on-street parking. He noted that Irving Park Avenue has landscaped medians, which make it look “more attractive, more comfortable” and can “slow down traffic a little bit.” The medians also provide refuge for pedestrians crossing the street. Many of the proposed improvements are relatively small. The transportation department would add curb bump-outs at certain intersections that would make on-street parking safer and provide opportunities to add pedestrian-friendly spaces. The department may also adjust the street-
lights’ timing to better fit pedestrians’ needs, and relocate or consolidate bus stops that it believes are too close together. At several major intersections, the proposals are more ambitious. At the Oak Park Avenue intersection, workers may add clear left turn lanes. At the Narragansett Avenue intersection, the department is looking to prepare for several potential redevelopment scenarios at the intersection’s northeastern corner, which includes a shuttered Walgreens, a Dunkin Donuts and a bus turnaround. Lemmon said that if a developer wants to redevelop the entire block, them workers would move the turnaround to the alley further north and turn Mobile Street into a one-way street. They would also consider moving the turnaround closer to Milwaukee District West Metra Line’s Galewood station, which is located a few blocks north, to allow for easier connections. At the Austin Boulevard intersection, CDOT could change the northeastern corner, which currently features a pedestrian island between the boulevard and a small northbound slip lane. The department would remove the lane to create a “people space” that
could be used as a sitting area for a nearby cafe or restaurant, or a public plaza. Over by the North Austin branch library, the department is looking to put the bus stop in front of the library entrance. There is already a crosswalk nearby. The department may add a median to make it easier for pedestrians to cross. Lemmon emphasized that CDOT has no interest in acquiring property or doing anything that would hurt local businesses. “We’re not looking to close people’s driveways and close businesses by realigning roads,” he said. “If opportunities become available, great. If they don’t [become available], they don’t.” Lemmon explained that many details, such as who would maintain the greenery, will be refined in the future if the plan is approved. Illinois State Comptroller Susana Mendoza was at Loretto Hospital, 645 S. Central Ave., on May 10 to talk about the challenges that safety-net hospitals are confronting because of slow Medicaid payments by managed care organizations. Leaders of safety-net hospitals across the state have met with lawmakers in Springfield and called for reforming the system. Last week, Mendoza said that Loretto’s leaders made her office “aware of the problems being caused by delays and unpredictability in the payment of state Medicaid funds by the managed care organizations (MCOs).” The comptroller said that she was visiting the West Side hospital, which is a hospital of last resort for many uninsured and underinsured patients in the area, in order to “see first-hand” the work that the staff is doing “and to hear from the hospital leaders about those funding challenges.” According to a statement the hospital released on May 8, the MCO program is designed to provide health care services and Medicaid health benefits through an arrangement between state Medicaid agencies

George N. Miller, Loretto’s president and CEO, said that it takes MCOs an average of 154 days to pay the hospital. “When they decide to pay us, they deny 26 percent of our claims,” he said. “This is poor business, unfair, and unacceptable.” Loretto officials said that the 26 percent denial rate is standard among safety net hos-
pitals in Illinois. They said that state Sen. Kimberly Lighford (4th), who is also the Senate Majority Leader, and state Rep. Camille Lilly (78th), who is also Loretto’s chief external affairs officer, have introduced two bills to mitigate the problem. Lightford’s Senate Bill 1807 and Lilly’s House Bill 2814 would require MCOs to “expedite payments to hospitals, and discharge patients much faster once they have been released from the physician’s care, or they must pay for any additional time the patient remains in the hospital,” Loretto officials explained. “MCOs would also be required to update the provider directory/physician rosters each week and reimburse physicians contracted with the MCOs for medically necessary service regardless if the physician is included in the updated directory,” they added. “In addition, managed care organizations must give hospitals enough time to correct errors health care claims.” “We have been suffering for a long time, and have made many visits down to Springfield to tell our story,” Miller said. “We are truly honored that the Illinois State Comptroller is stepping in to help safety nets across Illinois.” CONTACT: michael@austinweeklynews.com

Police, activists comfort shooting victims’ families By IGOR STUDENKOV Contributing Reporter
Five days after 22-year-old Austin resident Keon Davis was shot dead near his house, officers from Chicago Police Department’s 25th District, Chicago Institute for Nonviolence staff, and other local community activists gathered on that block to not only comfort Davis’ family but offer resources to the family and the other residents. They brought out a grill and played music. Neighbors and police officers collected a care package for the family. They canvassed the neighborhood, handing out “put the guns down” signs, as well as fliers with information on community events and services, such as help with expungement of criminal records. And Davis’ sister, Tansha Davis was able to smile, at least for a bit. According to a Chicago Sun-Times report, Davis was walking with an unidentified 18-year-old man on the west sidewalk on the 1600 block of North Mason Avenue early in the morning of May 5. Someone approached them on foot and fired. The younger man was shot in the shoulder, and Davis was struck in the head. He was taken to Stroger Hospital, where he died five hours later. Richard Davis (no relation), who serves as the president of the Galewood Park Advisory Council and the beat co-facilitator for the CAPS (Chicago Alternative Policing Strategy) program, lives one house over from where the shooting happened. He said he was watching TV, so he didn’t realize right away what happened. By the time he looked out the window, Keon Davis was shot. And while Richard Davis hesitated to speculate what might have been a motive, he wondered if it was connected to a shooting that happened on the 1800 block of Mason Avenue two days earlier. “There was no arguing, there was no screaming,” he said. “There were just three shots, no car speeding away.” Officers from 25th District, which includes this block, lined up along the sidewalk where Davis was shot. District commander Anthony Escamilla offered his condolences. “I know we can’t give you what you lost,

The Austin-based Institute for Nonviolence was on hand to offer support as part of its strategy of reducing violence by providing resources for those who were affected by it as well as the perpetrators. Zerlina Smith, former 29th Ward aldermanic candidate who works as the organization’s case manager, said Davis’ family asked her two days earlier to do a “pop-up.” The group set up a table with information about the available resources, and they later canvassed the block to share them with residents who didn’t come out. As previously reported by Austin Weekly News, the New York University School of Law’s Policing Project and the Chicago Police Department recently launched a new community policing pilot. Among other things, it created district coordinating officers, whose job it is to work with community
members to find out what they need. DCO Anthonette Alcazar said that, in the wake of the shooting, she was there to do just that, as well as to work with Smith on getting the word out about the resources. Tansha Davis said she and her family appreciated the support. “We just want to get to the bottom of what happened and get some answers, or at least get something, so we can get closure” she said. “It wasn’t right. He got into trouble [sometimes], but he was special to a lot of people.” Later, she told Austin Weekly News that her brother was someone who loved his family and stood up for her. “[If] someone was bothering me, he’d be like ‘leave my sister alone’ — and he’s my baby brother,” Davis recalled. “He take care of you. He was just very lovely and a lot of people cared about [him].”
His fiance, Crystal Lassiter, struggled to find words to describe exactly how much Davis meant to her. “He was sweet, funny; he was good hearted,” she said. “He wasn’t a bad person. All he wanted to do was have fun all the time. He made everybody happy. Kids loved him. [We] have gone through so much. He was always there when I needed him.” James Jones lived on the block for 18 years. He said he had known Davis since he was a little kid and said that, while Davis wasn’t perfect, he didn’t do anything that would have gotten him shot. “I used to chase him off my lawn [when he was little],” Jones recalled. “He wasn’t disrespectful. He was very, very respectful.” Jones appreciated that, in spite of the chilly evening weather, people still came out to support Davis’ family and offer condolences.
