After being notified that her 17-year-old son was wanted for questioning by police, Carolina Gaete, a community organizer and activist on the West Side, brought the teen to the 10th District for what she thought would be a quick interview. Gaete said her son, who had no criminal record and no warrant for his arrest, was held for a week in June 2016 on charges of dispatching a weapon and aggravated felony assault. “I felt like my son was kidnapped,” Gaete said. “My son has been a restorative justice practitioner, and at 16 started reiki … My son is very peaceful.” After proving her son’s innocence, Gaete said she submitted a Freedom of Information Act (FOIA) request to discover why a photo pulled from her son’s Facebook profile was used in a line-up presented to the witness who asserted his guilt. That’s when Gaete discovered her son was listed in the Chicago Police Department’s so-called gang database as a member of the Two-Six gang. Gaete’s son wound up in the database after being reported tardy at his school, which was in Two-Six territory, by CPD officers at the school, she said. See GANG DATABASE on page 8

Local school council candidates still needed A rash of LSC vacancies in Austin still need to be filled

Openings on 12 of Austin’s 17 Local School Councils remain after last month’s elections. Official results from the elections, held April 17 and 18 at each school, aren’t expected until next month. It’s not too late for local residents or parents of CPS students to be appointed to the vacancies, says CPS spokesman Patrick Mullane.

LSCs with vacant community and/or parents seats can be filled by current council members making appointments, Mullane said in an email statement. The current LSC members will serve until June 30, when their terms end; those who won last month’s election will take office in July. Jennie Biggs, communications director for the education advocacy group Raise Your Hand, said it’s important to have the remaining seats filled because Local School Coun-

cils are the only democracy available in CPS. “LSCs empower parents, community members, educators and, at the high school level, students by bringing their voice to the table,” Biggs said. State Rep. La Shawn Ford also stressed the importance of Local School Councils in a previous AustinTalks story, saying they play a major role in shaping the future of

Volunteers of Austin’s Good Neighbor Campaign did not let the cold, rainy weather put a damper on their effort on April 27 to stop gun violence in their community. The campaign hosted the second of several planned pop-up barbeques that will be held this summer in partnership with the Westside Health Authority and the Institute for Nonviolence Chicago. Community members and volunteers stood on the corner of Laramie Avenue and Ohio Street serving free food and beverages to neighbors to promote friendly conversation. Among the volunteers was gun violence victim advocate Bertha Purnell. Purnell, 58, lost her son to gun violence last year. She serves as chair of Cook County Commissioner Richard Boykin’s task force against violence and works on the outreach team for the Institute of Nonviolence Chicago. “I believe in being the change you want to see. This barbeque is for everyone to connect and just be friendly towards one another and enjoy a meal together,” Purnell said as she cooked hamburgers and hotdogs for the crowd that gathered Friday evening. Alongside Purnell was Zerlina Smith, a volunteer of the Westside Health Authority’s Good Neighbor Campaign. She stood on Laramie Avenue, megaphone in hand, pleading with drivers passing by to stop and share a meal. Smith works at the Institute for Nonviolence Chicago as a case manager assisting young men who were victims of, or participated in, gun violence. She seeks out employment opportunities, helps put together resumes, and assists the men in creating new lives for themselves that don’t involve violence. “Our community is what you make it. We need our neighbors to come out and talk to one another. That’s the first step,” Smith said. Members of Westside Health Authority

Pastor Dorin McIntyre (“Pastor Mac”) of Mount Olivet Missionary Baptist Church, 5642 W. North Ave., volunteers with both the Good Neighbor Campaign and Westside Health Authority. He has been involved in what he refers to as the “street ministry” for about 20 years. “This is to get people to understand how they can give back to their communities,” McIntyre said. Also in attendance was 49-year-old Oak Park resident Jay Miller. Miller began volunteering with the good neighbor campaign in January because he wanted to get involved in Austin. “We are all one community here. I don’t like the hard line at Austin Avenue,” Miller said. The pop-up barbeques will continue throughout the summer every other week at various locations. Speaking at a meeting of the Austin African American Business Networking Association last month, Brandon Johnson wanted to make clear that he understands the importance of helping small businesses in Austin. “The fight for public accommodations is the fight for our existence,” said Johnson, who recently won the Democratic nomination for the 1st District Cook County Board seat. “We all know that the life and vitality of a community is really based on the small businesses that function there. You can go anywhere in this city. You know how a community is thriving based upon the small businesses that are there.” Johnson narrowly defeated incumbent Richard Boykin in the March 20 primary. Before running for office, Johnson worked as a teacher and an organizer for the Chicago Teachers Union. He lives with his family in Austin. Lydia B. Jones, who owns Living Modern Luxury Real Estate in Oak Park, was attending her first AAABNA meeting when Johnson spoke. “It’s important that we help one another, so we can empower, and not just become this isolated land,” Jones said of the other members of AAABNA. “People don’t look at the Austin neighborhood as a booming district, but it can be.” Malcolm Crawford, who co-founded AAABNA in 2003, hoped to accomplish exactly that by creating an organization where

THRIVING: Brandon Johnson, the Democratic nominee for 1st District Cook County Commissioner (holding photo), with AAABNA founder Malcolm Crawford, left, and other local business and political leaders at Sankofa in April. small business owners could aid one another. “We saw a need, and there was an opportunity to pull businesses together,” Crawford said. “A lot of us had the same problems and some of the same successes, so we decided to work together.” The West Side “has not changed a great deal” over the last 20 years, said new AAABNA member Eric Strickland. “One of the reasons I became a part of the Austin African American Business [Networking] Association is that I saw folks actually involved and doing things – doing positive things, taking advantage of the different programs that are available.”

Strickland, who used to run a state-funded small business development center in North Lawndale, is optimistic about the West Side’s future. That’s because of new programs that fund small businesses in Austin, and groups like AAABNA making sure that alocal businesses take advantage of them. One such program is the Retail Thrive Zones, which aims to develop small strips of commerce in struggling neighborhoods. In Austin, seven small businesses operating in the 5200 to 6000 blocks of Chicago Avenue have been awarded grants totaling several hundred thousand dollars. More grants are supposed to be awarded over the next two years, but Crawford urged the attendees to ensure that everything possible is being done to maintain the grants. “I think they think that we forgot it’s a three-year program,” said Crawford. “That is not what we agreed to. That’s not what everyone else agreed to. We need that next million to be on the street and moving on Chicago Avenue. There’s a lot of other stuff that needs to be done.” Like Crawford, Johnson acknowledged that businesses in Austin, and elsewhere on the West Side, often have to fight harder for resources than other neighborhoods. “What we have is a political structure that is paying attention to those at the very top,” Johnson said “Big corporations get bailed out, big banks get bailed out, while black women beg for jobs and black folks are looking for just a little bit of help.” “I know what Austin has,” Johnson added. “Blue Line, Green Line, Chicago Avenue, parks … This is the place to come.” Other attendees at Friday’s monthly meeting included Ald. The Will Group is not only an electrical supply company working with ComEd to restore light fixtures in Austin, but is also working with youth interested in aviation careers. The Will Group is contracted by ComEd to restore 150,000 light fixtures on street poles in Austin, according to its Chairman Stephen Davis, who was among the speakers at the 6th Annual ComEd Multicultural Media Roundtable on April 30. The black-owned company currently has 40 employees working at its manufacturing facility, 5261 W. Harrison St., and also has an office in Knoxville, Tenn., Downtown Chicago, Wheaton and downstate Chatham. After founding the company, which he named after his late father, William Davis, in 1986, Stephen opened an office in Austin 10 years ago as a way to be closer to individuals struggling to find employment. “We intentionally moved to Austin because we wanted to be impactful and be near people we could hire who are looking for employment opportunities,” said Davis. “I believe there’s a greater emphasis on companies to come back to urban America and create jobs,” he added. “[Besides] why should we [Americans] buy LED light fixtures manufactured in China or Mexico when we can manufacture them right here on the West Side of Chicago?” He added that he wants to provide job training and

The company gets to develop local talent while also contributing to the local economy, and employees learn a new skill to start a career that allows them to provide for their families,” explained Davis. And one thing Davis said he does like to see are companies seeking to be part of the city’s Minority and Women-Owned Business Certification Program, also known as the M/WBE, but that lack a physical presence in minority neighborhoods like Austin. “You can’t sit in Naperville or Schaumburg [two Chicago suburbs whose residents are majority white, according to

census data] and expect diversity to happen naturally,” said Davis. “You have to move to places like Austin and have a real presence to really be effective.” And companies like The Will Group, which works to build relationships within the community, are community partners ComEd looks to work with to help its customers save money, said ComEd CEO and president Anne Pramaggiore. “We work hard and creatively to empower families, individuals, businesses, and nonprofits to take control of their energy use,” she said. “[And] when customers save energy, they also save money and have a positive impact on the environment.” But besides job creation in Austin, Davis has a passion to help youths find meaningful career options, such as aviation. So as chairman of the DuPage Airport Authority, Davis founded the Tuskegee Next Program and said he did so as a way to honor the legacy of the historic Tuskegee Airmen, who were the first black military aviators in the U.S. Army Air Corps. “We raise about $300,000 a year to train these young pilots. But raising money or getting instructors is not a problem. The problem is getting kids who are interested in aviation careers,” said Davis. “The program starts in June and I don’t have any kids from Austin. Our kids don’t think about being pilots probably because that’s not what they see in their neighborhoods.” The program goal, said Davis, is to eventually create 100 pilots of color. “The strategy for Tuskegee Next is to provide role models and a clear path towards aviation careers through flight training, life skills and educational assistance,” added Davis. The fallacy of choice

anye West is a fool. I have some other unkind as well as choice words that I’d like to call him, but fool fits him most appropriately right now. The College Dropout has permanently cemented his ignorance by claiming that 400 years of slavery suffered by black people on this side of the world was a choice! I watched the entire 30-minute segment where Kanye babbled and offered certain other opinions. It was only when he asked for others’ opinions that Van Lathan, a reporter at TMZ, responded. It was a brilliant response because Van didn’t have to use any profanity to slice and dice Kanye to shreds. What Kanye failed to acknowledge is that slavery was an institution, supported by laws and Supreme Court cases, including one of the most famous: The Dred Scott decision. What is most egregious about Kanye’s spewing of stupidity is that he is using modern-day knowledge versus pre-1865 ignorance. In order for those who were enslaved to have a choice as to their enslavement, they would have to have knowledge that there was a choice. Their grandparents were slaves, their parents were slaves, and they were slaves. Keeping enslaved people ignorant of any kind of choice was at the foundation of slavery. They knew only where they lived. The world beyond their immediate surroundings was a complete mystery. It was all by design. If a slave made any conscientious choice, it was the choice to survive. One of the main reasons the original Native Americans didn’t make good slaves is because they knew the land, and they also died. The testament to their choice is their

low population numbers today. The testament to enslaved Africans’ choices are our numbers today! I, like many others, know what chilling effects will come from Kanye having spewed that nonsense. It buys right into the nonsense of the slaveholders and the current day Alt-Right Movement. Since spewing that thought process on TMZ, Kanye has back-stepped and tried to clean it up. But it isn’t working well. A lot of people are coming down on him hard. As well they should! I hope in the year 2018, people who are offended by Kanye’s choice of words also make a choice. A choice not to listen to him. A choice not to financially support him. A choice to turn their backs on him whenever he tries to communicate.

Gaete shared her testimonial earlier this month with members of the Illinois Senate Committee on Public Health, which held a hearing April 19 at Malcom X College. It was hosted by state Sen. Patricia Van Pelt (5th). Van Pelt and state Sen. Mattie Hunter (3rd) heard testimonials from legal experts and activists, and have plans to introduce legislation within the year to reform the way police collect data. The database is “very discriminatory,” Van Pelt said. “This is tearing at the fabric of the community.” The gang database began as a way for CPD to keep track of individuals with suspected gang affiliation, but questionable record keeping and perceived racial discrimination has put the database in the spotlight, prompting an ongoing investigation by the Chicago Inspector General’s Office. A recent UIC study found that 95 percent of the 128,000-plus people on the list were either black or Hispanic, and a recent ProPublica story revealed that many in the database haven’t been in a gang for years but have no way of getting off the list. It’s believed that as many as 42 percent of black men in their 20s in Chicago are included in the database.

Data from the database, which is supposed to be for CPD use only, is shared with over 500 other agencies, including the FBI and the Department of Homeland Security, and has led to at least one wrongful arrest of an

immigrant by ICE. Placement on the list can affect DACA designation and can be used to deny someone an I-bond. It’s unclear how third-party law enforcement agencies have access to the database, but it is believed that criminal background checks, which are often conducted by potential employers, landlords and college admissions boards, can discover alleged gang affiliation as well. “The people who are already marginalized, that are in this database, if they’re further locked out from employment and housing opportunities, that is going to disrupt public safety,” said Janaé Bonsu, a UIC grad

Police Superintendent Eddie Johnson has acknowledged that wrongful placement on the list can happen, but he told WTTW’s Chicago Tonight that “it’s important for us to know who the people are in this city … that are affiliated with gangs, but we also have a responsibility to get it right.” Johnson was invited to the Senate hearing; Van Pelt said he declined the invitation and refused to send a representative. We’ll give free civic leadership training to young, emerging leaders on the South Side.

We’re building a place to come together – for after school programming, lectures, arts, sports, community partnerships, and more.
