While maternal mortality rates decline across other developed nations, the maternal mortality rate in the United States continues to rise — despite outpacing all other countries on health care spending per person. In fact, more women die from pregnancyrelated conditions in the U.S. than in any other developed country, according to the American College of Obstetricians and Gynecologists; about half are preventable. This spring Illinois Congresswoman Robin Kelly and Senator Dick Durbin are proposing the “Mothers and Offspring Mortality and Morbidity Awareness” (MOMMA’s) Act in the House and Senate, respectively, with the goal of improving maternal and postpartum care across the nation, and especially to address the persistent gap between Black and white mothers. “It happens to African-American women three to four times as much across the United See MOMMA ACT on page 6

Lori Lighfoot, 56, was elected mayor of Chicago in a landslide victory on April 4 — beating Cook County Board President Toni Preckwinkle 74 percent to 26 percent.
Lightfoot’s election marks a litany of mayoral firsts: she’s the first African American female and the first openly gay mayor in Chicago’s history. In her victory speech at the Hilton Chicago in the Loop, Lightfoot echoed a familiar campaign theme, vowing to make the city’s streets safer, its schools better and to give “the neighborhoods, all of our neighborhoods, the same time and attention that we give the downtown.” Lightfoot’s crowded election night headquarters reflected the multiracial coalition
that her campaign patched together to buoy her to victory — a coalition that included a strong LGBTQ presence and that seemed to channel the organization that propelled the city’s first African American mayor, Harold Washington, to victory in 1983. During her speech, Lightfoot said that she stands “on the shoulders” of “strong black women,” LGBTQ “trailblazers” and “political giants like the late, great Harold Washington.” Like Washington, Lightfoot ran heavily

West Side residents reflect on historic election
Mayor-elect Lori Lightfoot’s rise to office prompts praise, questions from residents By MAIA McDONALD Free Spirit Media
Days after last week’s historic election, many West Side residents were still processing the fact that Chicago will get its first African American female and first openly gay mayor. Donna Thadison said that she supported Lightfoot over her challenger, Cook County Board President Toni Preckwinkle. “[Preckwinkle’s] a good candidate,” Thadison said. “But she should let somebody else get a chance to get in office. That’s my opinion.” “I was surprised [by the election results],” said Jeff Stiers. “I guess I’ll say I’m pretty proud of our city for electing a black woman as mayor. I think that’s pretty fantastic. I don’t think I followed it too closely enough, because I thought Toni had the advantage as more of a career politician. So I definitely didn’t see the Lori tsunami coming.” Despite having won all 50 wards and 74 percent of the overall vote, the 56-year-old Ohio native and political JERARD JACKSON outsider has never Jay’s Barbershop held public office.

Preckwinkle, in comparison, has had a long career in Chicago politics, serving on the Chicago City Council for 19 years before becoming the Cook County board president and head of the Cook County Democratic Party. For some voters it was this long history in politics that made Preckwinkle seem to be the less appealing candidate. “Lightfoot should have won, because no one wants the normal politician anymore,” said Austin resident Jerard Jackson, owner of Jay’s Barbershop on Austin Boulevard. Jackson said that he believes Preckwinkle’s support for the controversial soda tax and her reputation as a “machine” politician ultimately cost her the election. “People just want something new and fresh,” he said. “I mean, give Lightfoot a try. Everyone else has tried.” Stiers said that Lightfoot will confront some challenges once she gets into office. “I think it’s going to be challenge for her to keep all of the business support the previous

administration had,” he said. “She needs to reach out to parts of the city that have not had the kind of support that they need.” For some West Side residents, the election wasn’t on their radar at all, a reality that translated into 30 percent turnout across the city, which was up slightly from the 24 percent voter turnout for February’s election. Jamar Thorton, a resident of Austin, said he noticed the low numbers when he went out to vote. He said it’s a shame more people didn’t vote. “We’re one of the biggest cities in the country and just to have that small of a turnout …” Thorton said. “You really can’t say anything if you know things don’t get done; you know, there’s no comment for you.” Thadison said that it’s important for members of the black community to exercise their right to vote when they can. “I vote every time,” Thadison said. “I teach my kids to vote. Our ancestors, you know, they fought for us to vote. I always teach my kids that. Give some back and always vote. Because if you don’t vote you can’t say anything.” Many people like West Side resident like Rosie Burg, of West Garfield Park, didn’t vote or know which candidates were run-
ning, despite several campaign posters for Light foot lining West Side streets for miles. “I was doing something else,” Burg said. “I was at work, but that’s good [Lightfoot won], as long as she does what she needs to do for us. If she’s not going to do nothing for us, then there’s no reason for her to even be in office.” Some West Side residents offered a litany of issues that they want the new mayor to address once she gets into office. “Better housing, jobs, daycare for people that need daycare,” Burg said. Austin resident Barbara Staten-Carr had some priorities of her own. “There are so many people who have not had the chance to have a job,” said StatenCarr. “Even though they have their degrees they’re working at McDonald’s and that’s not cool. So we need more jobs and more communication with the young folks, because I’m 73. I’m thinking of the future.” “I think we’re backed up in finances and what we owe,” Thorton said. “We’re behind in pensions and schooling and housing homeless. In the state of Illinois, it’s six times the rate,” said Kelly, who is part of the Congressional Caucus on Black Women and Girls as well as the Congressional Black Caucus Health Braintrust. “This should not be happening in the richest country in the history of the world, that moms die from having babies,” she said. “That is crazy.” The bill intends to standardize data collection on maternal mortality rates nationwide by creating review committees to uniformly track maternal deaths; expand Medicaid coverage for postpartum care to a year instead of the current two months; ensure collaborative best practices between hospital systems and physicians; ensure maternal care is as prioritized as infant care at accredited hospitals; and improve access to culturally competent care. It’s the second time that Kelly and Durbin have worked together on this subject; they proposed the same bills to Congress last year, but did not gain enough traction. Kelly, who represents parts of Chicago’s southern suburbs and central Illinois, said she hopes that election gains for Democrats in the House will help push the bill and gain bipartisan support. She said she and Durbin hope the MOMMA’s Act can pass by Mother’s Day. City Bureau spoke with Kelly about the MOMMA’s Act and its potential impact.
What is the MOMMA’s Act and why is it important?
Unfortunately in the United States 700 women a year die [from pregnancy-related issues]. It would’ve been safer to have a baby 25 years ago than it is now, which is kind of hard to believe. You can be rich, you can be well-educated, you can be in good shape, it’ll still happen. So what we’re trying to figure out is why this happens. There is no complete answer, so we’re trying to figure out through this legislation of data collection, creating review committees—Philadelphia put a review committee in place and [maternal] deaths went down 75 percent—and putting in place culturally competent care.
You introduced the MOMMA Act last May and it didn’t pass. What are its chances this year?
The response in the House was good but of course we were in the minority, but now we’re in the majority and there’s even more of a [positive] response. It’s not a red or blue thing or a Republican or Democrat thing, it’s about women. All women.

Doulas and midwives aren’t often covered by insurance companies, though some say they are keys to helping Black mothers overcome racial biases in the health system. Have any organizations suggested doulas and midwives to support Black women’s maternal health? Doulas are a part of it. That’s something health care organizations we’ve worked with think is important also. It’s something we definitely will push for. The OB-GYNs I was with, they were comfortable with that idea.
Earlier you mentioned the importance of Black women physicians and nurses to care for Black women patients. How does the legislation address this?
It’s hiring practices, and the other thing is we have to start from a young age to get our young people interested in STEM [Science, Technology, Engineering, Math] careers so they do become radiologists or nurses or nurse’s aides. It doesn’t just start from now, because there’s not enough [women physicians of color] to go around, depending on where you are. In the state of Washington a doctor said that Native American women die 8 to 1 times compared to white women in pregnancy-related deaths.

You and Sen. Durbin have called for bipartisan support on this bill. What responses are you receiving across the aisle?
Medicaid expansion will cause some issues or might be a challenge [for Republicans], but we’re hoping that people come around. When Congresswoman Jaime Herrera Beutler (R-Wash.) had her [Preventing Maternal Deaths] bill, which was more of a first-step act in this arena, it was bipartisan. I signed on and did what I could to help pass the bill, so I’m hoping the favor is returned because this [bill] will take it another step further. [Note: Herrera Beutler’s bill pushed for review committees but did not include provisions for expanded Medicaid coverage or culturally competent care.]

We think it’s a good bill, we think it’s very important for the bill to pass. As we say, every mother deserves a chance to be a mom. Three wishes for Mayor-elect Lori Lightfoot
recently asked myself, “If I could have the mayor of Chicago’s ear for just one moment and let her know what I’d like her to do, what would I tell her?” I have shared three ideas from two areas that really interest me as Mayor-elect Lori Lightfoot prepares to take office.
Representation on the City’s Boards and Commissions A cursory review of the makeup of a representative sampling of the city’s and sister agency’s boards and commissions reveal that the overwhelming majority of the members are “the usual suspects” from well-connected corporations, local businesses and nonprofit organizations. Fewer than 5% of the members are African Americans from Chicago’s West Side. This, in spite of the fact that many of these boards have a profound impact on the quality of life for African Americans from the West Side. The Chicago Board of Education is but one of many glaring examples. I would ask Mayor-elect Lightfoot to conduct a thorough analysis of the composition of each of the boards and commissions for Chicago and its sister agencies to ensure that the representation not only includes more African Americans from Chicago’s West Side, but is more reflective of Chicago’s population in terms of racial and socio-economic background and geography. The process for staffing these boards and commissions should be open, with opportunities for rank-and-file citizens to apply.
essentially all of North Lawndale’s land mass is in a TIF. I wrote a report for the Lawndale Alliance in 2010 examining the combined impact of every TIF that had some land mass in the North Lawndale community, with recommendations as to how the program could be improved. In our TIF advocacy we found that although the North Lawndale TIFs are primarily financed by lowmoderate income residents and stakeholders, only about 3% of the contracts and other financial benefits of the TIFs actually went to North Lawndale residents. There were no hard data on the number of jobs created, if any, for North Lawndale residents. I would ask Mayor-elect Lightfoot to conduct a thorough examination of the TIF program to ensure the program returns to its original purpose of jump starting communities that would not recover but for government intervention. I would also ask her to introduce ordinances that would create local TIF advisory councils and community preservation councils to work with elected officials and the Chicago Department of Planning and Development to ensure that TIF funds are used in a manner to optimize opportunities for local residents and to develop comprehensive land use and economic development plans and guide implementation.

TIF Reform Tax-increment financing districts (TIFs) were created to jump start development in areas that but for government intervention through the TIF no development would occur. Mayor Emanuel, like his predecessor, Mayor Richard M. Daley, has a penchant for making TIFs work in areas that don’t need TIFs to attract development. Daley was famous for using TIF funds for LaSalle Street and was preparing to use TIF funds to support development for the 2016 Olympic Games had they been held in Chicago. Not to be outdone, Rahm Emanuel has created TIFs for an athletic field in Douglas Park and is currently pushing through a $1.3 billion TIF in Lincoln Yards. This is about $1 billion more than all of North Lawndale’s TIFs combined. It should be noted that

Melissa Conyears-Ervin elected treasurer
The state rep, first West Sider elected to citywide office, vows to be a ‘fiscal watchdog’ By MICHAEL ROMAIN Editor
The West Side finally got its first citywide elected official after state Rep. Melissa Conyears-Ervin (10th) beat Ameya Pawar, a former alderman, 59 percent to 41 percent, to become city treasurer. Conyears-Ervin, the wife of Ald. Jason Ervin (28th), was buoyed to victory by a raft of endorsements from dozens of elected officials and major unions, including the Chicago Federation of Labor, the Chicago Teachers Union and SEIU Local 73, among many others. She also leveraged the momentum of the 2018 midterm elections, in which Democrats — fueled by a backlash against President Donald Trump and the #MeToo movement — rode a ‘blue wave’ into local, state and federal offices across the country. Many of those new elected officials are women. On the campaign trail, Conyears-Ervin, 42, emphasized her personal biography. She and her two sisters were raised by a single mother who worked on an assembly line and was a proud union member. Conyears-Ervin, who has a degree in finance and an MBA, also touted her credentials and her role as a working mother, arguing that she’ll treat the city’s
finances with the same careful attention to detail that she treats her family’s finances. In addition to union endorsements, she also won the support of Emily’s List, the political action committee that helps elected Democratic female candidates. During her election night speech, Conyears-Ervin said that her campaign started with a push from Westside Black Elected Officials, which is chaired by Ald. Emma Mitts (37th). Congressman Danny K. Davis, the organization’s senior-most member, was among the many powerful politicians who endorsed the Conyears-Ervin. She also had the support of Secretary of State Jesse White, Cook County Treasurer Maria Pappas and U.S. Reps. Bobby Rush (1st) and Robin Kelly (2nd). “Please know that this young lady born in Englewood, raised on the West Side of Chicago by this single mother of three girls knows what it means to struggle,” Conyears-Ervin said to her supporters on April 2. “She knows what it means for working families to have to fight for a livable wage,” she said. “I do not take this role lightly. I plan, as the next city treasurer of Chicago, to be the best treasurer that the city has ever seen. I want you to hold me accountable.” The incoming city treasurer said that she plans to “watch taxpayers’ dollars and be a fiscal watchdog,” adding that she’ll “hold financial institutions who have our money accountable.” CONTACT: michael@austinweeklynews.com

Community policing pilot launches on West Side
New York University’s Policing Project pilot comes to 25th District first By IGOR STUDENKOV Contributing Reporter
The New York University School of Law’s Policing Project is working with the Chicago Police Department to develop a more community-centric approach to policing and it’s being field-tested in the West Side’s 25th District. The Chicago Neighborhood Policing Initiative is designed to give residents a say in how they are policed and get police officers to actually interact with the community more. Although it officially launched toward the end of January, the Policing Project and CPD spent several months laying the groundwork. Barry Friedman, the director of the Policing Project, explained that the original idea was to do pilots in two districts — one on the West Side and one on the South Side — but because of issues with dispatching, they decided to stick to one. Several West Side districts were considered, but the choice of the 25th District came down to CPD’s top brass. Friedman said the pilot is made up of two main components: community engagement and operations. “We’ve been working very hard with community groups and community members to help them get together and talk about policing issues and have begun a series of meetings with the district commander and command staff about policing,” ANTHONY ESCAMILLA 25th Dist. Commander Friedman said. “It will be an ongoing process with district command [communicating] with community members, community leaders and community organizations.” That input is then used to develop the district’s policing strategies. The organizational component is more complex. Whereas before, officers had to respond to a call no matter what they were doing, now they respond to calls only if they are related to crimes and issues within their beats. “They stay in their beats and they’re given some time off from the radio every day,” Friedman said. “They get to know the community, just get to know folks.” The other major change is the establishment of District Coordinating Officers. Each DCO supervises three beats within the district. “DCOs’ jobs is to spend all their time working with community members to find out the needs of community mem-

For example, during the 25th District community policing plan meeting on March 13 – part of a separate city-wide community policing initiative – an Austin resident mentioned that he was member of a block club. The DCO at the table said that he would be happy to attend one of their meetings, adding that one of his responsibilities was to get the ground-level sense of crime-related issues that affect the residents. During the same meeting, 25th District commander Anthony Escamilla said that he appreciated having beat officers and DCOs would bring consistency, which, he felt, would improve police-community relations. “You know they’re always going to be on that beat,” he said. “We want to build trust. We’re going to rely on you and you’re going to rely on you.” According to a Jan. 25 press release, as part of the pilot, the 25th district set up “rapid response units” to “ensure that all emergency calls continue to be addressed.”

Friedman explained that much of the pilot is based on the work the Policing Project has already done in New York City. Authorities are still gathering data to measure the pilot’s effectiveness. “There’s a group at Northwestern University that’s doing an assessment with us, so it’s a little early in the process,” Friedman said. “At some point soon, we would start to collect information about whether CPD is keeping officers in their beats and how many meetings are attended. We’re trying to get a sense of how this is working as we go.” He said that he expects the assessment to be completed sometime later this spring or this summer. If it goes well, the pilot would be expanded to other districts. Friedman said that he couldn’t speak to what those other districts would be, but he said that the ultimate goal is to implement the pilot’s changes city-wide. She broke out of a crowded field of 14 candidates back in February to advance to the April 2 runoff — in no small part due to the fact that she was barely scathed by the scandals surrounding Ald. Ed Burke, the powerful former finance committee chairman who was hit with federal corruption charges earlier this year. Preckwinkle, the powerful head of the Cook County Democratic Party, reportedly hired Burke’s son and was reportedly the beneficiary of an extortion attempt by the alderman. In a race framed by corruption headlines, and with two candidates both claiming the mantle of most progressive, Preckwinkle’s two decades as an alderman and two terms as county board president were considered liabilities that couldn’t offset any public service-related achievements she tried making focal points in her campaign. During the April 2 election party, many of Lightfoot’s West Side supporters reveled in the historic nature of the moment. “Fifteen or 20 years ago, this would not be possible,” said Ald. Michael Scott (24th). “Hopefully, this means that we are going to come together and do what’s right.” Ald. Scott said that he supported Lightfoot because “she’s going to be very intentional about bringing economic investment and bringing down crime, because without low crime there’s not going to be investment.” Rev. Ira Acree, the pastor of Greater St. John Bible Church in Austin and who was among the first African American pastors to endorse Lightfoot, said that her victory indicated that the city was ready for change. Acree described Preckwinkle as an “enabler for Joe Berrios,” the controversial former Cook County assessor. “The voters said no to pay-to-play politics,” Acree said. “They said no to corruption. They said no to someone joined at the hip with Burke. They said no to the machine and machine politics. And they said yes to quality, fairness and to ending the tale of two cities.”

In her speech, she reflected on the legacy of her campaign, and the work she believes Chicago still has to do, including working collaboratively with community stakeholders, addressing the criminal justice system and creating new goals around sustainability. She also demanded more opportunities for the underemployed and the unemployed. “At the end of the day that’s what’s truly historic about this election,” Preckwinkle said to her supporters. “It’s not simply gender or race but about our values. This campaign was about real issues, working class families throughout our neighborhoods.” She finished with one final message to Chicagoans for the future. “Keep fighting. Pritzker signs Tobacco 21 law, calls proponents ‘heroes’ Illinois first of Midwestern states to bump legal age for tobacco buys By REBECCA ANZEL Capitol News Illinois
SPRINGFIELD — Gov. J.B. Pritzker signed legislation making Illinois the first Midwestern state to raise the minimum age to purchase tobacco products Sunday in Chicago. The ceremony marks the end of a four-year effort to change the age from 18 to 21 to buy cigarettes, e-cigarettes, vapes, chewing tobacco and other goods containing nicotine. The law takes effect July 1, 2019. Surrounded by lawmakers and advocates, Pritzker said he was “proud” to endorse such a “common sense” initiative. “All of you are heroes,” the governor said to the assembled supporters, who had worked to bring the legislation to his desk. “On behalf of our young people, thank you.” Nearly 95 percent of adult smokers begin using cigarettes before the age of 21, according to the American Lung Association. “Tobacco 21”’ proponents say keeping nicotine products out of the hands of young people can prevent them from ever using them. The bill’s House sponsor, Chicago Democratic Rep. Camille Lilly, said the real focus is to make sure 18-year-olds are not the suppliers of cigarettes and other tobacco products for kids aged 14 to 17. “The 101st General Assembly is saving lives today,” she said. “It really took all of us to get this passed, and the experience was rewarding.” Historically, the initiative has succeeded in the Senate cham-

Bruce Rauner vetoed Tobacco in the previous session. In his message to lawmakers, he agreed smoking is “detrimental” to Illinoisans’ health, but said that raising the age to purchase cigarettes would cause unintended economic consequences. Because Illinois would become the first Midwestern state with such a law, Rauner wrote, it would “push residents to buy tobacco products from non-licensed vendors or in neighboring states.” At the signing ceremony Sunday, Pritzker seemed to respond to the former governor’s criticism. “This is about the health of our youth and the longevity of our citizens,” he said, “and if there are young people who will travel over state lines to buy tobacco products because they can legally buy them there, then I urge the surrounding states to pass ‘Tobacco 21,’ too.” Senate sponsor Julie Morrison, a Democrat from Deerfield; Senate President John Cullerton, a Democrat from Chicago, and Chicago Mayor Rahm Emanuel also spoke at the event. All are longtime supporters of raising the initiative. Emanuel made reaching a tobacco-free generation in Chicago one of his administration’s priorities. It used to be “aspirational,” he said.
