Comedian hosts tech pop-up event on West Side

Comedian Hannibal Buress is trying to redevelop a vacant Galewood office building into a community arts center. But before actual construction starts, he wants to engage with residents about his proposal, offer activities for them to get interested in technology and get their ideas for the community space. On March 30, at the Bethel New Life complex, 4950 W. Thomas Street, Buress held a popup event designed to accomplish those goals. During the event, local young people and their families got an opportunity to experience virtual reality and augmented reality technology. The next event is scheduled to take place sometime this summer, but exact times, dates and locations weren’t finalized by press time. Two years ago, Buress purchased the Monumental Office building, 6120-6114 W. North Ave., in order to turn it into the Melvina Masterminds Community Arts Center. Buress See BURESS on page 9

Cops, residents brainstorm community policing Districts are devising their own community policing strategies

Chicago police districts throughout the city held public meetings in March to gather resident input on their various community policing plans. Each district will hold two meetings — one to get the initial input from residents and one, scheduled some time in April, to get resident feedback on the proposed

plans. During the first meeting, residents were asked what they wanted the police to focus on and how the relationship between the police and the community can be improved. The plans are part of a series of reforms outlined in the 2017 Chicago Police Superintendent’s Community Policing Advisory Panel. Among other things, it recommended that each police district develop its own local community policing strategies.

Those strategies should work to achieve six overarching goals: Getting the police to engage with the community in ways that residents see as “constructive and beneficial” to them; building “relationships of trust” between police and the minority communities; encouraging community members to work with the police and the city to address quality of life and crime isSee COMMUNITY POLICING on page 11

Recent conference puts gardening, climate front and center

West Siders talk climate change

How do you garden with climate change and unpredictable weather? And can gardens grow communities in addition to growing plants? About 200 cheerful gardeners of all ages and Chicagoland neighborhoods gathered on Saturday, March 30 at the seventh annual Chicago Community Garden Association (CCGA) conference at Breakthrough FamilyPlex, located at Carroll and Kedzie. They learned new green thumb tricks, studied climate change, networked with new friends, and went home with garden door prizes and free seeds and advice. Garfield Community Council and Garden Network, NeighborSpace, and Openlands co-sponsored the event. Gina Jamison chaired this year’s conference. “The idea of CCGA is to get community gardeners to share ideas, network and cooperate,” Jamison said. “Julie Samuels organized the association when Mayor Rahm Emanuel eliminated grants for community gardens. We intend to hold our new mayor accountable. We must address food deserts and teach our kids to eat healthy so we will have healthy minds and make healthy decisions.” She’s encouraged by her own experience with Kuumba-Tre-Amb Garden at Warren and Francisco, on a lot she acquired from her uncle. She said her grandfather once had a mansion on the 5000-square-foot property which he used as a boarding house for relatives visiting from North Carolina. She named the garden for the Kwanzaa principle of “Kumba” — creatively uplifting the community — and two of her grandsons. After several years of gardening and inviting neighborhood kids to plant and eat vegetables, she began hosting block parties. In 2018, the third year, her neighbors joined in, bringing grills and chipping in for a DJ and a water slide. They told her, “You shouldn’t have to do this by yourself.” “It just takes time. You’ve got to be diligent and know it’s going to happen,” she said. Lila Hodges, U.S. Army veteran, said her grandson got into gardening as a preschooler at the Rainbow Beach Victory garden. The whole family joined other veterans and families in a veterans’ section of the Hermitage Street Community Garden in Englewood, founded by Cordia Pugh, who is now starting a nonprofit gardening program for boys and another for girls. “The garden is a chance for veterans to get out of their housing and come take a breath. We can sit and contemplate and rest ourselves between being veterans and civilians, Ms. Hodges said. “We’re all family now.” “Three or four decades ago we had Scouts

and afterschool programs,” Ms. Pugh said. We need that support for kids now in our marginalized communities. We are what we eat and our kids are eating too much processed food.” Christopher Shuttlesworth leads a class for youth on nature and gardening, Saturdays from 9 a.m. to 1 p.m. at the Garfield Conservatory, open to all, usually meeting in the Fern Room. On the South Side, he leads Children’s Earth Foundation in projects cleaning up vacant lots and starting community gardens in South Shore, Auburn-Gresham and Morgan Park. He returned to Chicago after college and work in Takoma Park, Maryland, where he joined community efforts to clean up the Anacostia River. “Young people learn about community and nature when they pick up litter, learn to recycle, grow and eat their own food. And we need seniors’ expertise to help teach them,” Shuttlesworth said. Natchura Hapi of Oak Park said cleanup and gardens are often a first step to re-creating a community. When she and her husband Dr. Asar Hapi lived in Austin in the 1990s, they confronted young people who were smashing their garden tomatoes and demanded their respect. They asked the youth to paint over neighborhood graffiti, teaching them to use rollers and brushes, and held a party for them afterwards, she said. Mrs. Hapi said, “How can we have a community if we don’t commune? It’s like they took out the word ‘neighbor’ and left the word “hood.” Wilhelmina “Mina” Wade, a retired police officer, said gardening with the Hermitage group helped her recover from brain tumor surgery 13 years ago. “It helped me get my fine motor and cognitive thinking skills back together. Associating the plants with color coordination helped me. I’m more visual and vocal now; I’ve tapped into my artistic side.” She brought colorful hats for conferees to pose for pictures. Emilia Areliano and Mattie Wilson, who both teach gardening and nature workshops with Garfield Conservatory Alliance, gave a workshop showing how to draw up garden plans. They demonstrated by placing patches the size of tomato, carrot and cucumber plants on a 4x8-foot screen, the size of a typical community garden raised bed. Think about the plants’ width and height in the peak season, they advised. Make sure the taller ones are on the north side of your bed so they don’t shade shorter plants from the southern sun — unless they are shade-tolerant plants like lettuce. How do you defend against climate change — extreme heat and cold, and heavy rains that pound your plants? Areliano and Wilson suggest mulch — straw, leaves, cardboard, shredded newspapers. It will absorb the force of the water and hold moisture in the soil to help plants through dry times. Water the soil directly, not the leaves of the plants, they said. Ayres Fisher advised gardeners to add organic matter which encourages natural bacteria, fungi and worms to build nutrition and tilth in the soil. Ms. Fisher, sustainability coordinator at Triton College, said gardeners are part of a powerful solution for climate change — carbon sequestration. Too much carbon in the air causes an imbalance which has been raising temperatures around the globe, wreaking havoc in the weather. Large-scale agriculture, baring the ground, planting a single crop year after year, and using fossil fuels for heavy tractors and fertilizers, puts

more carbon into the air and depletes the soil But the antidote may be right at hand. Trees and prairie grasses hold carbon, and their roots send it deep into the soil, sequestering it and keeping it out of the atmosphere, she said, Farmers and gardeners can help revive Illinois’ rich prairie soil, by alternating crop areas with strips or borders of trees and bushes. This encourages birds, bees and butterflies which pollinate crops and contribute to natural cycles. In gardens, use mulch, cover crops, and low-lying ground covers to hold down soil. Eliminate pesticides, use patience, and get a natural cycle going in the soil, and you can curb commercial fertilizers, using less petroleum and avoiding water pollution. Fisher’s motto, “Gardening is a political act of necessary beauty,” seemed to fit the conference. Community members are mourning a pioneering community activist who had her imprint on a range of social justice and development initiatives across the West Side. Mildred Wiley, who worked for years at the nonprofit Bethel New Life, died on March 26. Wiley was the founding chairperson of the board of directors for Austin Coming Together, an alliance of many different community organizations dedicated to bettering Austin’s overall quality of life. Darnell Shields, ACT’s executive director, explained in a statement that Wiley helped establish ACT nearly 10 years ago. “Mildred was always involved in every aspect of improving the quality of life here in Austin,” Shields said. “Whether it was during her time at Bethel New Life or while serving as the chair for Austin’s Community Action Council (CAC), Mildred took great pride in being present and stepping up to

make the case for those who she believed deserved better.” In a statement released last week, ACT officials said that Wiley “is the embodiment of our community: pragmatic, wise, resilient, loving, and courageous.” Wiley grew up in Austin, where she raised her family. She first moved to the community in the 1960s. Not long after coming to Austin, she began fighting for others families to move here. “Throughout her professional career she continued to lead the way for others,” the ACT statement explained. “Mildred has created opportunities for others all around the West Side, including the YWCA and most recently the Institute for Nonviolence Chicago. Mildred’s greatest public achievements would include establishing Al Raby High School, helping to save the Green Line from discontinuation, and leading the creation of Austin Coming Together as its founding chairperson.” A memorial service is planned for Wiley on April 6, 11 a.m. to noon, at Bethel New Life, Amburg Hall, 1140 N. Moving ahead from page 1 said that the arts center would provide opportunities for local young people. Buress said that he named the center after the West Side street he grew up on. In a speech during the pop-up event, Buress said that he wanted to do something that he was sure would help the community. “It happened because I was giving money to these charities, but I don’t know what they even do with that money,” Buress said. “You just write a check and you feel good and you get it written off on your taxes.” He added that he hoped that the community center would become a neighborhood asset that would have a snowball effect. During the pop-up, residents got a chance to see renderings of the renovated building and the proposed floor plans. Organizers did not allow reporters to take photos of the renderings. The renderings show that much of the original building’s basic structure will be preserved,

but interiors will be renovated and the side facing North Avenue will be spruced up. A small, more modern addition with a lobby will be added to the structure’s east side. According to the floor plans, the first floor will include an 850-square-foot gallery space, nearly 1,200-square-foot performance space at the southwest corner, a kitchen, a café, a 370-square-foot “hangout lounge,” a conference room, and several classroom spaces, among other features. The second floor would feature a Maker Space, a digital photo studio and sound studios. “I’d like to start construction within three months and then open up a year from now,” he said, adding that, while he knew that there might be possible construction delays, he liked to be optimistic. Buress said that he hadn’t narrowed down exactly what kind of classes and activities he’d have at the center, which was a big reason why he was doing pop-up events. “The main thing is to bring something different and exciting to the neighborhood,” Buress said. The Lincoln Park theater company performed ‘We Are Proud to Present’ at Austin Town Hall on March 22 By IGOR STUDENKOV Contributing Reporter

On March 22, Lincoln Park-based Steppenwolf Theater put on two shows at Austin Town Hall fieldhouse, 5610 W. Lake St. “We Are Proud to Present…” is already an emotionally charged play that tackles race, colonial oppression and the whitewashing of history. When performed in communities like Austin, where those issues have most immediacy, the play resonates even more intensely. The two shows performed in Austin — one in the morning for youth from local schools and one in the evening for the general public — were part of a seven-stop tour across the city and the only stop on the West Side. Before the evening performance, Steppenwolf instructors held a workshop to encourage the youth watching the play to think about its themes. “We Are Proud to Present…” is a 2012 play about a group of six nameless actors, three black and three white, trying to put on a play about the genocide of the Herero people in what is now Nambia. Slowly but surely, tensions boil as performers try to figure out how to depict events for which first-hand written accounts come from the point of view of German colonists. While the white actors originally want to stick to those written recollections, the black actors push them to focus on the Herero perspectives and acknowledge the parts of history the recollections brush over. As tempers flare and tensions grow, the play grapples with the themes of who gets to write history and what it means to depict cultures none of the actors belong to. Steppenwolf comes to Austin of education, explained that her employer works with a number of community organizations, including Austin’s BUILD Inc., to give teens from all over Chicago opportunities to take theater workshops. For the past three years, they have also been working with those groups, as well as the Chicago Public Library system and Chicago Park District, to bring free and affordable performances to other parts of Chicago. For “We are Proud of Present,” Shuchman said that they knew they couldn’t possibly visit every corner of the city, but they wanted to hit at least one West Side location. And since they have been working with BUILD for the past few years, Austin was a natural choice. “It’s important that we represent as much of the city as possible,” Shuchman said. On the morning of March 23, Steppenwolf held a private performance for students from local schools. Shuchman said that about 150 students from Austin High School, Michelle Clark High School, Aspiria High School and Bridgescape Alternative High School. In the afternoon, Steppenwolf instructors invited youth who already take part in park district programs throughout Austin, as well as kids and teens who just happened to be at Austin Town Hall at the time, to take part in an hour-long workshop held before the evening performance. While a total of 15 kids and teens and two adults took part in the workshop, around 5060 people attended the performance itself. The workshop dealt with one of the play’s major themes – how history gets interpreted – by having participants describe and draw an object that’s important to them and explain why that object is important to them. A student named Naomi, for example, described a necklace that was important to her because it made her feel connected to her sister, who no longer lives with her. The workshop also had two secondary purposes: To encourage youth to express themselves and to give those who’ve never seen a play before the basics of theater etiquette. The instructors said from the get-go that the

play would feature upsetting, racist imagery. If any of them wanted to leave the theater because it got too much, they were free to do so and Steppenwolf had a counselor on standby for those who needed one.

Rahm’s wrong response and the criminal justice system By RHONDA SHERROD Contributor

Rahm Emanuel’s final round of theatrics prior to the election of a new Chicago mayor (thank God) was emblematic of what is wrong with Chicago as it relates to the justice system and black life. Here is a man who is positively outraged, or so he pretends, because one black, successful young man with no prior felony record (that I am aware of) just walked away from a situation where no one was physically violated more than the young man himself. As we stumble, flounder and lurch toward more equitable ways of treating black men and women in a criminal justice system that has, from the very beginning, meted out staggeringly severe and savage consequences to black people for even the slightest infractions, Emanuel’s rage, in this particular case, is nothing short of frightening. At a time in Chicago, when we are, perhaps for the first time, able to have an earnest conversation about the uncaring, cavalier ways in which black people are conducted through the criminal justice system, from who gets arrested in the first place, all the way to who gets the harshest sentences — and from who gets compassionate mental health treatment and rehabilitative options to who is simply stripped of their dignity and led to a prison cell — it is striking that Mayor Emanuel considers this an opportune time to chastise the work of Chicago’s first black female top prosecutor’s office by wading into the Jussie Smollett matter. We are, and rightly so, spending all this time holding mayoral candidates, Lori Lightfoot and Toni Preckwinkle, to the fire on these critically important issues of

criminal justice equity and policing in the black community, and here is the current mayor of Chicago going berserk because Jussie Smollett will not face harsh criminal sanctions. Whatever you think of Smollett, he is not Jason Van Dyke, who ruthlessly and needlessly, under color of law and authority, spilled the blood of a 17-year-old kid in the streets of Chicago. There was police officer Van Dyke performing the jobs of judge, jury and executioner, because a black kid with a small knife was walking away from other officers who, apparently, had at least enough judgment to recognize there was no need for gunfire. Laquan McDonald was not, and Jussie Smollett is not, Al Capone, or any of the other infamous, brutal killer/ gangster/criminals who have sullied Chicago’s reputation and made it infamous. The kind of public rage Emanuel is demonstrating in the Smollett case is the kind that he should have engaged in upon learning about the brutal manner in which Laquan’s life force was drained from his body. I suppose most of us are aware that Emanuel is trying to burnish a “good” legacy in his final months as mayor, but it is particularly appalling that, after eight years of governing this city, Emanuel does not appear to be committed to eradicating the unique unfairness that black people face, and have always faced, in the justice system, not just in Chicago, but all over the country. For decades now, both black and white lawyers, criminologists, and social scientists have been churning out empirical research about the fact that black people are treated in brute, raw, and unjust ways at every point in the criminal justice process — from who even gets arrested, ticketed or fined to who

The report recommended that any plans that departments develop should have community input. During a March 15 meeting held for the 25th District at Grace and Peace Church, 1856 N. LeClaire Ave., residents were split into groups around tables and invited to respond to three questions. The idea was to have a discussion, with note takers jotting

down ideas that emerged in the process. For each question, participants were asked to switch tables. Participants were encouraged to speak about their own experiences rather than something they heard from others. Twenty-fifth District Commander Anthony Escamilla encouraged all attendees to speak their mind. “During the first round, we talked about what you think are issues in your community and how we can come together to solve those problems individually, block-by-block and city-wide,” Escamilla said. “It’s really important that we put together a good plan.” Most attendees were people who are already involved in community policing in some capacity or another. Ed Stanford, a CAPS community organizer who served as a meeting facilitator, made a reference to attendees being “hand-chosen by the officers

It does not appear that Emanuel has chosen to turn his attention to those matters on the way out the door; no, he prefers to continue making a monumental issue out of the Smollett disposition. This is true even though we are aware of case after case after case of white people receiving grace and leniency, or having charges completely dismissed, for far worse behavior than that of which Smollett was accused. I love this city, for it is a city where black people have accomplished incredible things despite the myriad and difficult obstacles and unfairness placed before us. But Chicago cannot go on much longer

with these two separate systems of justice — an inhumane, punitive and often uncompromising one for black people who have committed the slightest offense, and a sensitive, rehabilitative one that bends over backwards trying to find ways to support a lenient disposition or outright exoneration, for white people who have committed acts that have caused real and serious harm. Chicago’s police, politicians, and jurists simply cannot continue down this damaging path. We have to do better for the wellbeing of this entire city. And with that as a crucial mandate and an ethical guideline for equality in the justice system, I am ready to say goodbye to this mayor and hello to the new one. They argued that body cameras would address the accountability concerns. The third question asked what community institutions they wanted the police officers to be involved in. The overall consensus from

the table was that they should have a bigger presence in schools, especially elementary schools. They also wanted officers to hold more regular events and make regular visits in parks and businesses. “The common theme is that officers should be interacting more with people instead of [just] chasing down perps,” said Mark McNear, a CAPS facilitator “Going to block clubs, coming to our schools, spending time in the community.” Deondre Rutues, who ran for 37th Ward alderman in the Feb. 26 election, serves as a community ambassador for the 25th District neighborhood policing pilot. “The West Side Calls for a Seat at the Table Mayoral Forum” was held on the evening of Thursday, March 28, at the beautiful and newly renovated, Kehrein Center for the Arts, at Catalyst Circle Rock School in Austin. The audience of over 300 engaged citizens were greeted with a host of speakers from the Kehrein Center, Austin Coming Together, Westside NAACP along with a very special performance from the Sistema Ravinia Circle Rockets Orchestra. CBS 2 News reporter, Dorothy Tucker, served as the moderator for the forum. While both mayoral candidates were invited to participate in the forum, Toni Preckwinkle was unable to attend the event due to a scheduling conflict. Lori Lightfoot answered questions posed from a panel of seven area neighborhood leaders, media organizations and written audience questions.
