City Council says yes to ‘cop academy’ Despite protests, aldermen approve $95M center, gives contract to controversial AECOM By IGOR STUDENKOV Contributing Reporter
Amid protests happening in the gallery and outside of the Chicago City Council chambers on March 13, aldermen voted 38-8 to give an $85 million construction contract related to the development of the police and fire training center in West Garfield Park to a controversial Los Angeles company. During the March 13 council meeting, all of the aldermen in the 24th, 28th, 29th and 37th Wards voted in favor of giving the lucrative contract to Architecture, Engineering, Consulting, Operations and Maintenance (AECOM) corporation. Later during the same meeting, the aldermen approved zoning changes that will allow two black-owned restaurants to open near the training center, in what would otherwise be a strictly industrial area. $10.5 M raised to improve West Side health West Side United plans more investments in jobs and health care access by 2021 By SARAH CONWAY City Bureau
There’s a stark 16-year gap between Garfield Park, where residents have a life expectancy of 69 years, and the Loop where the life expectancy is 85 years. West Side United, a public-private coalition of West Side hospitals, professionals and residents, has raised $10.5 million to fund proj-
ects that it say will help reduce this “death gap” 50 percent by 2030. The group convened on March 5 at Malcolm X College to share progress from 2018 and present a strategic plan for 2019 to supporters, local residents and other stakeholders. So far the group has paid out about $2 million in economic justice and public health projects, grants and loans, which it believes are key to closing the gap.

Additionally, local leaders who spoke at the event urged West Side residents to seize the moment and get involved in leadership positions within the group in 2019. West Side native, Ford model teaches a lesson in grace Robin Harris, who owns Model Atelier, hosted a confidence-building session for young girls on March 16

Robin Harris, a North Lawndale native and former fashion model, stands stately and statuesque at 6’1” tall. Her good looks and long, lithe frame landed her a contract with Ford Models, the internationally known modeling agency. Her height, however, also presented some challenges. “Back then, when I was a model, the clothes were great,” she told a Fox 32 news anchor last year. “But as soon as I stepped off the runway, I couldn’t find that same style or fit for me.” Harris, who has an MBA in international business, took matters into her own hands and created Model Atelier — a “luxury womenswear brand that designs exclusively for tall, strong, and confident women,” according to the company’s website. The Proviso East graduate’s company is now the “premier fashion partner” with the Women’s National Basketball Players Association, which means that Harris dresses WNBA players for a variety of red carpet appearances — from the ESPY Awards to the NBA Awards. On March 16, Confidence Apparel — Model Atelier’s apparel brand — teamed up with the WNBA’s Chicago Sky and Arbonne, the beauty products company, to host a Teen Confidence Chat in Chicago for roughly four dozen young women from Chicago’s suburb. The girls got makeup tutorials and a master class in self-confidence during the twohour session — thanks, in part, to Rajeska Jackson, a Confidence brand ambassador. “I’ve been knowing Robin since she was in grade school,” Jackson said, adding that Harris was influential in helping Jackson’s daughters launch their modelling careers. Elicia Moseby, who lives in suburban Maywood, said that the session “was very inspiring and will help a lot of people with their inner beauty.” Cheyenne Parker, a Chicago Sky power forward, explained for the girls through video feed the importance of inner and outer beauty. “Inner beauty is expressing the importance of how we treat others and the decisions we decide to make,” Parker said. “We exercise inner beauty by our actions. Inner beauty helps our outer beauty come forth.” During an interview on March 16, Harris said that the Saturday session was about “empowering girls and talking about real life issues” like self-esteem and wellness — issues she’s confront during her path from childhood to womanhood. The youngest of six children, Harris grew up in Chicago’s North Lawndale neighborhood. Harris said that she’s the first entrepreneur in her family, so she understands what it feels like to aspire to be something that you can’t see. “I got a lot of inspiration from TV,” she said. “I saw really beautiful women doing amazing things and one day I was like, I want to be that. I also read a lot about the

things I had a passion for.” Her advice to the young women who looked to her on Saturday for inspiration? “Know that everything you’re going through is propelling and preparing you to become the real you — a girl who is beautiful on the inside and out, who is accepted in her community and who is smart,” she said. “Don’t let the negativity around you impact who you’ll become.” CONTACT: michael@austinweeklynews.com

Applications are due April 15. “The West Side has been long overlooked and it is time now for the West Side to rise, and this room is a testimony to that,” said Dr. David Ansell, senior vice president for Community Health Equity at Rush. Over 400 supporters, community members and medical personnel were present at Tuesday’s event. Last year, West Side United invested $1.7 million in loans in six community development projects while expanding its reach to funding West Side businesses through a small business accelerator program worth $85,000 in partnership with Accion and Northern Trust. Seven local small businesses received grants between $1,000 and $15,000. Several of the winning businesses were present at the event including North Lawndale’s Sweet Beginnings, LLC, which employs returning citizens to make honeyinfused skin care products. West Side United also launched the medical assistant pathway program (MAPP) and invested $1.7 million in affordable housing, youth services and capacity building last year. This included employing 400 high school students in summer internships in the past year. Community health workers and mental health services received grants worth $250,000 last year that will provide improved medical care to 1,700 West Side residents. One mental health counselor Daniel Vergara, who works for grantee Esperanza Health, said he is proud to be involved in West Side United. Vergara decided in graduate school to stay in Little Village to serve his community. He told the audience that he never encountered a school counselor throughout his entire Chicago Public Schools education. “Sometimes we have moments and we don’t know how to process them, especially as children,” said Vergara. “I want to be the person that I needed as a child,” he told the audience. Despite progress, speakers at the event say there is much more work to be done. West Side United pledged at the event that by 2021, it will hire 3,500 new West Side staff throughout its medical and social network and spend $100 million in new West Side procurement. The group also promised to triple West Side impact-investing funding to $7.5 million and spend $250,000 in small business grants — all by 2021. The next initiative for the group is “Live Healthy, West Side!” which will focus on hypertension and maternal child health. This includes a food voucher program, which will reach 1,000 families per month by 2021, and a nutrition education program in some West Side schools. The group plans to bring more economic opportunities for young people: 600 high school internships and new career exposure programs will be launched in some
elementary schools. Residents on the West Side experience rates of chronic diseases like diabetes, asthma, hypertension and infant mortality rates far above the national average while shouldering the burden of decades of disinvestment, according to organizers. In early 2017, Rush University Medical Center, Cook County Health and Hospitals System and the University of Illinois Hospital and Health Sciences System joined forces to find ways to reverse the consequences of that disinvestment. The group soon grew to include Presence Health, Ann & Robert Lurie Children’s Hospital of Chicago, Sinai Health System, community organizations, residents, the faith-based community and business and government leaders that coordinate investments in neighborhood health and economic development programs. Ayesha Jaco, senior program director, says that leading the West Side United team has been “healing” and deeply connected to her own family’s migration to the West Side. “My elders and ancestors migrated from the Mississippi Delta to North Lawndale in search of better jobs, housing and educational opportunities for our family,” she said. Jaco shared her family’s memories of the aftermath of the 1968 riots and the hope behind Dr. Martin Luther King’s Poor People’s Campaign, which advocated for proper medical attention, affordable housing, living wages and a restoration of budget cuts to Head Start programming and summer jobs. “Fifty-two years later, elements of this campaign have not been achieved,” said Jaco. “But West Side United is committed to dismantling these historical inequities.” Community engagement and leadership was a stressed priority in 2019 for the group at Tuesday’s event. “My vision for West Side United is to strengthen the blueprints for change and sustainability that have been created in church basements, park districts, small businesses and community board rooms,” Jaco said. Angela Taylor, a West Side United planning committee member and the wellness coordinator at the Garfield Park Community Council, said she sees West Side United as an acknowledgement of the Medical District’s decades of disinvestment in its surrounding neighborhoods. “For many years there have been a level of distrust in large institutions and a collaborative of this nature, [like] they just gonna come in and suck all the life out of us and drop a few dimes and go away,” she said. “To realize that the medical community has come together to have ownership of what this investment means on the West Side, and they have steered a course to correct that, that to me as a community resident means more than anything,” said Taylor to the audience. Austin native Randy Duncan leaves mark on dance world Duncan is a staple at The Chicago Academy for the Arts By NICK FORSYTHE AustinTalks
Ever since Randy Duncan was 5, he’s been infatuated with the art form of dance. He remembers watching West Side Story as a teen and being impressed with the movements; he knew then that dance was what he wanted to do for the rest of his life. Growing up in Austin, Duncan’s passion for his craft is what pushed him to the highest level. He became a professional dancer by the age of 15, and his earliest memories of instruction stem from teaching his fellow Austin High School cheerleaders how to tumble. “I can remember that first time when I took off during the basketball game, and the cheerleaders made a path for me to do a tumbling pass, and the crowd went absolutely crazy,” said Duncan, now 60. “That was the first time I ever thought about becoming a teacher.” His father and brothers were heavily involved in sports, mainly basketball and baseball. “I didn’t have that kind of interest,” Duncan said jokingly. “My interest was more in the pretty things and the fine arts. I was more interested in playing with Barbie’s hair, twirling a baton, fashion shows, more so than playing baseball or basketball.” Much of his inspiration also stems from his manager, Harriet Ross, Chicago dance icon and former general manager of the Joffrey Ballet. He still has daily morning conversations with her.

INSPIRATION: Randy Duncan, an Austin native, has been a teacher at The Chicago Academy for the Arts since 1994. “She was my teacher, my mentor and a major influence in my life,” Duncan said. After graduating from Austin High School, Duncan participated in several renowned dance companies, including the Joffrey; Giordano Dance Chicago; River North Chicago Dance; Bat-Dor Dance Co. of Israel; BalletMet of Columbus, Ohio; and Tennessee Children’s Dance Ensemble. Duncan began teaching at The Chicago Academy for the Arts in 1994 and has been a staple of the dance program ever since. Every day he walks into the classroom he is inspired by his many talented and passionate students.

“They all have a passion for learning and doing what they love,” Duncan said. “It’s inspiring to see these young minds and to see their artistic journey take place.” Jason Patera, head of school at the Chicago Academy for the Arts, said Duncan is not only a world-class teacher but also a choreographer. “Randy is able to create work that really highlights … the strength of individual dancers, the dance ensemble, and he has a unique ability to tell a story through dance that is both technically sophisticated and emotionally compelling,” Patera said. “He’s in a place where he can work with great students who are eager to be mentored by somebody who has the credentials that he has,” Patera said. “He’s in a place that understands his level of expertise, his level of credibility and that gives him the space to be the expert.” Duncan has won several prestigious awards, including the faculty legacy award and Chicago dance masters award. “That award meant a great deal to me because it’s an award that recognized teachers as masters of their craft. That’s when I knew that I had made it,” he said. Duncan said he enjoys seeing students who have gone on to perform in the professional world; a number of his students have performed in The Lion King, Wicked and Hamilton. He has returned to Austin throughout his professional career. “Someone in Austin once asked me, ‘How could someone like you come from a place like this?’ It’s all about giving the message of, ‘You can do this too, it is hard work, and you need to have a passion for following your dream.’” CONTACT: austintalks.org@gmail.com

Driving side streets drives me to rant
feel the need to rant. So please bear with me. I drive for a delivery service part time. As such, I see parts of Chicago that many don’t — such as the side streets, not the major thoroughfares that people use to get from point A to B. One of the things that bothers me is the depressiveness of far too many side streets in the neighborhoods. That depressiveness is directly aligned with the amount of filth that is covering both the streets and alleys. I don’t care what one’s economic status is. There is simply no excuse for the garbage that is permeating certain neighborhoods. That trash for the most part is not brought in by outsiders. It is the direct result of the lazy, trifling, and uncouth people who live there. Even the highly congested North Side of Chicago is filthy because the trifling neighbors did not rake up the leaves. All winter long those leaves were left to decompose on the street. Now the sewers are clogged and water is standing at the curb because the flow has been dammed by the leaves. I often hear community activists and those running for office lament the closing of Chicago’s mental health facilities. But rarely do I hear them proffer that a clean and green neighborhood is an inexpensive way of providing visual therapy. I would like to see Chicago neighborhoods returned to having beautiful green yards accented with flowers. There should be pride in where one lives. And it doesn’t have to be expensive. The majority of time it just takes the manual labor of mowing the grass and planting the flowers. It also involves taking
the time to get out and sweep the curbs in front of your home. Just the other day I got boxes of Zinnia flower seeds at Dollar Tree. My backyard planters will be filled with beautiful flowers and it won’t cost me a fortune. I am not a fan of wrought-iron fences. I am now seeing block after block filled with them. In truth, it makes the neighborhood look more like a prison camps. A wrought-iron fence will not protect you. It is the epitome of generating a false sense of security. The average teenager can climb those fences in two seconds. And the worst part about the fences are those who get tired of having to lock and unlock the gate, so they just leave it hanging open. I noticed on the North Side that the city has allowed developers to build houses with front driveways. That has, in essence, eliminated street parking. It also means no one will be parked in front of one’s house. So what does the alley become in those neighborhoods? I think there should be special tax assessments on those driveways where the previous house did not. No community should be allowed to eliminate street parking for private gain.

Contractor approved from page 1 — Peach’s restaurant, which specializes in southern cuisine, and a Culver franchise — to locate to the site. The March 13 vote cleared the last hurdle in building the joint fire and police training center at 4301 W. Chicago Ave. But it also opened up a brand new battlefront for those opposed to the development. According to a Chicago Reporter article, AECOM has worked on multiple projects in the city in the past and has a history of cost overruns and fraudulently billing clients. The incidents compiled by the publication include a project to design and manage a “2,000-bed jail in Detroit,” which was halted two years into construction “due to allegations of corruption in the contracting process and $100 million in cost overruns.” The Reporter also pointed out that “AECOM’s Australian unit paid the U.S. equivalent of $201 million in 2015 to settle claims that it inflated traffic projections for construction of a large toll road in Brisbane.” David Reynolds, the current Chicago Fleet Management Commissioner, worked as AECOM’s vice president from 2006 until 2009, two years before he got his current job. Reynolds didn’t address his employment during that meeting, but he did try to address aldermen’s concerns about cost overruns. He emphasized several times that the budget was capped at $85 million and that, if AECOM goes beyond that, the company would have to cover the costs out of its own pocket. Ald. Ameya Pawar (47th), who is currently in the running for city treasurer against West Side state Rep. Melissa Conyears-Ervin (10th), questioned whether AECOM was the lowest bidder or the lowest most responsible bidder. “The price was set at $85 million,” Reynolds responded. “[AECOM] was found to be the most responsive and most qualified.” Pawar also asked about cost overruns. Reynolds responded that the company has a “long history” of projects in Chicago and that they checked AECOM’s references and found them “to be satisfactory, with no concerns.”

Burnett said, “but we feel safe, because the young recruits. And we [are] also eating in our restaurant. And all those restaurants in our area would [not be there], if it were not for the police academy being right there in the community.” He also touted the fact that the Peach’s and Culver locations would be opening near the training center, describing them as “a great thing for the community.” Ald. Jason Ervin (28th) reiterated a talking point often used toward the opponents of the training center — that most of them don’t live in the community. “If you talk to people, I guarantee they will tell you that they want people there,” Ald.
Chris Taliaferro (29th) could be heard saying as the gallery quieted down. Mitts said that the community should work with the police, adding that protesters “can’t teach our children the police is bad” and expect them to call for help when it’s needed. Mayor Emanuel described the project as just one component of the city’s renewed investment in the historically neglected West Side. He also cited the Hatchery food business incubator, the conversion of Legler branch library into a West Side regional library and the new Damen/Lake ‘L’ station as other examples. “[The training center] is exactly what the West Side needs,” Emanuel said. Early voting for the April 2 run-off elections in Chicago started Monday, March 18 and runs through April 1, according to officials with the Chicago Board of Elections. The Loop Super Site has been open every day since March 15. “Any ballots that voters cast in Early Voting are final,” city election officials stated. “After casting ballots in Early Voting, voters may not return to amend, change or undo a ballot for any reason. It is a felony to vote more than once — or to attempt to vote more than once — in the same election.” Voters are not required to have a governmentissued photo ID; however, it is helpful if election judges have questions about matters like registration or place of residence. “Any voter who needs to register for the first time or file an address update or a name change must show two forms of ID, one of which shows the voter’s current address,” officials explained.
