Davis rolls out national bail reform bill The congressman introduced a measure requiring states to change their bail laws By IGOR STUDENKOV Contributing Reporter
U.S. Representative Danny Davis (7th) is looking to make Illinois bail reform national. On Jan. 18, he introduced House Bill 4833, which would require state governments to change their laws regarding bail and trial procedures in two significant ways. If a person is arrested for a non-violent misdemeanor crime and hasn’t been arrested in the past, the state can’t require them to post bail in order to get out of jail. In addition, the state must give them an opportunity to have their charges dismissed against them if they complete a mental health treatment program, a drug rehab program or a community service program. The bill also has language requiring the U.S. Attorney General to review studies on bail reform and pretrial release programs to “determine best practices” to reduce the amount of money state spend on federal funds in connection to pre-trial imprisonment. Nothing in the bill would actually require the states to follow those recommendations. During a press conference held on Jan. 25 at Greater St. John Bible Church, 256 North Waller Ave., in Austin, Davis told reporters that he was confident that the bill has a good chance of passing. Most of the bills that pass get bipartisan support, the congressman said, before touting his experience in getting his bills passed even when Republicans control Congress and the Oval Office. Rashad Glover wants to teach West Side youths how to build 3-D arms By MICHAEL ROMAIN Editor
Rashad Glover, an Oak Park and River Forest High School graduate, is an industrial designer by profession. His passion, though, is making arms on a 3-D printer for disabled people who most need them. “We pretty much find people who need arms in the ‘urban’ environment, 3-D scan them, then 3-D print custom prosthetics for recipients at no cost to them,” Glover said in a recent interview.
It costs between $300 and $500 to buy the materials to produce each arm, which can take more than a month to make and features a range of bells and whistles like flashlights and cellphone holders. The cost of labor is incalculable, measured mainly in love. Glover, 35, said his South Side church, New Deliverance, provides him with space and funds to make the prosthetics through a program they’ve been developing for nearly two years. He just delivered the first prosthetic he’s completed through the program to a recipient in Chicago.
Now he wants to bring young people in the western suburbs, and on Chicago’s West and South sides, into the fold. Glover recently partnered with the Oak Park Public Library on a project that will allow him to teach area young people how to make the 3-D prosthetics. “There are a lot of open-source arm projects out there where people just print the arm without making it fit the person,” Glover said. “My kids will learn how to

How a W. Side drug deal led feds to ‘El Chapo’ According to a Chicago Sun-Times report published Jan. 28, the arrest of Joaquín “El Chapo” Guzmán Loera — one of the biggest drug kingpins in modern history and one of the world’s most wanted men — was sparked roughly a decade ago, when a west suburban man sold some drugs to an informant on the West Side. “One of the biggest drug investigations in history began in Chicago with less than two ounces of heroin,” the Sun-Times reports. “On a hot summer day in 2007, a west suburban drug dealer named Christopher Baines sold a plastic baggie containing 50 grams of the brown, powdery stuff to a government informant near Cicero and Chicago avenues on Chicago’s West Side.” Thomas Shakeshaft, the former assistant
U.S. attorney who investigated Baines, described the mid-level drug-dealer to the Sun-Times. “Chris Baines was known to DEA as a Traveling Vice Lord — not necessarily a full-on member of the gang — but he was a significant narcotics trafficker on the West Side and lived in Maywood,” Shakeshaft says. “And, like a lot of these cases, DEA got started looking at somebody that they know about. In the process, I’ll be teaching them STEM, reading and other fundamental skills, as well as mentoring them.” The point of origin for Rashad Glover’s big idea — to help young people, particularly the most vulnerable, learn valuable skills by making free bionic arms for those who have lost limbs — might have been inside a Barnes & Noble in Beaver Creek, Ohio, sometime in the mid-2000s. That’s when Glover, 35, was able to pick the brain of comedian Dave Chappelle, who had formed a bond with the OPRF graduate while inside a Starbucks in the Beaver Creek bookstore. He had caught Chappelle’s eye because the two were among the only black people to regularly frequent the store, said Glover, who had been studying for his master’s in business management at Antioch University in nearby Yellow Springs at the time. “We just struck up a bond,” Glover recalled in a recent interview. “We’d just be sitting there, talking about life and family. One of the last times I saw him before I moved back to Chicago, I told myself I’d have this great question for him.” When the time came, Glover said, he asked the comedian, “What did you do that took you from where you were before, with your early movies, until now? “He paused for a second and said, ‘Let me get some cookies and stuff,’ and I’m thinking he’s going to blow me off and sneak out of the store,” Glover recalled. “But he actually found me and said, ‘Always keep good people around you.’ He said the key was 100 percent the circle he was in.” That moment, for Glover, was both revelatory and prescriptive. It explained a lot of his own success up until then. After all, he said, he had been raised by a village of supporters both within OPRF and the larger Oak Park community. Glover was a senior in high school, living on his own and working three jobs when Dr. Austin Harton — who along with his wife, Michelle Harton, headed Black Organization Student Support (BOSS) — took him to Radio Shack. BOSS was a support system that the Hartons ran for their own children, as well as for dozens of African American children at Oak Park schools who needed the kind of nudge the Hartons would give Glover after the teenager told them he wanted to build something special for his friend, Ben Adelman, who had cerebral palsy. “I showed Dr. Harton what I wanted to do and he said, ‘OK, let’s go get you some supplies,’” Glover recalled. “So he took me to Radio Shack on Madison Street in Oak Park and told me to get whatever I want. I said, ‘What’s my limit?’ He said, ‘There is no limit.’” Glover took that equipment and made a special contraption that fit over one of Adelman’s hands, allowing him to operate an electric car. One day, Glover pulled his friend

out of class to test the finished prototype. “He slides it on and starts touching his fingers and the toy car zips down the hallway,” Glover said. “Ben starts crying, so security comes toward us because they’re thinking I’m hurting him. At this point, I think I’m going to jail and will get kicked out of school. [Former District 200 superintendent] Sue Bridge even comes to see what’s happening.” But Adelman, who Glover said had never played a video game or operated a toy car, was crying tears of joy. “He was like, ‘This is the happiest day of my life,’” Glover recalled, adding that high school officials alerted Wednesday Journal of Glover’s act of kindness. Rev. Sally Iberg, of Oak Park, retires with legacy as mender of bridges

Sunday afternoon was the unofficial sendoff for Sally Iberg, the pastor these past seven years at Pilgrim Congregational. You might know it primarily as the “donut church” from Farmers Market or as home to a wonderful preschool. But this church with a fairly small, diverse and mighty congregation, has long had greater ambition on social justice issues. That explains the genuine thanks offered Sunday by, among others, Michele Zurakowski, head of the Oak Park-River Forest Food Pantry and Lynda Schueler, leader at Housing Forward. The reason I was there, and among the many speakers, was Iberg’s profound efforts to forge alliances with her faith colleagues in Austin. And it was the Sunday testimony of three of the West Side’s most noted black ministers — Rev. Ira Acree, Rev. Cy Fields, Rev. Marshall Hatch — that made plain that true and game-changing connections have been made. All three of those powerful men spoke of the Father’s Day Sunday in 2015 when Rev. Hatch issued an invitation to a unity service in the troubling wake of the murders of the Bible study group meeting in the legendary Mother Emanuel Church in Charleston. Those dozen African American faithful had been gunned down by a young white supremacist. Across America, the calls for forgiveness from the families of the victims were stunningly welcomed. Hatch issued the unity service call and it was heard in Oak Park by among others Iberg, Rabbi Max Weiss of Oak Park Temple and Rev. Alan Taylor of Unity Temple. Together with members of their congregations, that trio of white faith leaders joined with Hatch, Acree, Fields and other West Siders in the welcoming sanctuary of New Mt. Pilgrim Missionary Baptist Church on Washington Boulevard in Garfield Park. I wrote about that afternoon and its profound impact on me in this space two years and seven months ago. And I’ve often thought of that afternoon in the dark and divided days we endure at this moment. But to hear these black men stand in the pulpit of Pilgrim Congregational on Sunday affirmed that something with deep meaning and possibility had taken place. Rev. Hatch remembered “people, neighbors we had not met yet, flooding across Austin Boulevard. We saw the barriers broken down.” And he recalled Iberg, who brought intensity, anguish, and, remarkably, thanks to the black ministers for having the trust to welcome white ministers into their church.

Sally Iberg Iberg “was a spiritual ball of fire, in the African American tradition,” Hatch said Sunday in perhaps the most sincere compliment that might be offered. Rev. Fields was wonderfully candid Sunday, speaking of Iberg: “It was the first time, up close, that I saw a white woman full of spiritual passion. I knew in theory about such people but had never seen it. It gave me hope. I felt that we were not alone.” That afternoon was magical, maybe miraculous if you are inclined to see such things. But it could have ended there. Both the West Side and the Oak Park ministers could have felt the rush but returned to the suspicions and the fears that had kept them apart all these decades. It hasn’t evolved that way. Iberg had recently taken the helm of the driftless Community of Congregations in Oak Park and River Forest. She infused that group with her fire, led a movement to formally widen its reach into the West Side, and helped convene the group’s annual meeting in Rev. Acree’s church last January. For their part, Fields, Hatch and Acree welcomed the Oak Parkers into their West Side Leaders Network, a bold and inclusive welcome. This village of Oak Park has been slowly coming out of its defensive crouch toward Austin the past few years. Thirty years squandered but still good. In this moment, we need to keep this plague of carjackings from reigniting the fears. Only forward. The Community of Congregations will host its annual meeting on Monday, Jan. 29 at Oak Park Temple, 1235 N. Harlem. Dinner at 6:30. $15 suggested donation. Houses for homeless teen get off the ground in N. Lawndale One housing program takes off while another stalls By IGOR STUDENKOV Contributing Reporter
A few years ago, two nonprofit organizations set out turn two abandoned North Lawndale homes into supportive housing for homeless teens. In August 2015, Project Fierce Chicago, an organization that works to help LGBTQ youth, purchased a four-flat building in the community. Around the same time, Empowered to Succeed, a non-profit launched by West Loop-based Old St. Patrick’s Catholic Church, bought a two-flat Greystone at 1922 S. Avers Ave. The former program was geared toward LGBTQ youth, while the latter was geared toward students attending North Lawndale College Prep school. But their basic purpose is similar — to provide a stable environment for the youth while working to help them find permanent housing and connect them with whatever resources they need. The Avers Avenue home, now known as Phoenix Hall, quietly opened in September 2017, and it already houses five students. Meanwhile, Project Fierce’s home has run into delays due to a combination of fundraising issues and the fact that permitting and interior repairs are taking longer than expected. And while they are hopeful that they would be able to open by spring, they readily allowed that it may take longer. As previously reported by Austin Weekly News, Project Fierce was established because founder Cassandra Avenatti was concerned about rising numbers of homeless LGBT youth. Finding shelters geared towards youth is already an issue. As Avenatti explained, her clients face additional challenges. Most shelters, she said, require trans youth to identify by their biological gender, which discourages them from going to them. Phoenix Hall came about for similar reasons. As John Horan, the president of NLCP, explained during the Nov. 18, 2016 Chicago Zoning Board of Appeals meeting, student homelessness has been a recurring issue at his school. Some of those teens were homeless in the sense most people understood, while others spent the nights at friends and relatives but didn’t have a home to call their own. “We figured out early on that between 5 to 8 percent of our students [or 50 to 70 a year], at any given time, were unstably house, in dangerous position or straight-up homeless,” Horan said. “We figured out pretty early on we needed systemic outreach to those kids.” Most of those students are from either Austin or North Lawndale. At first, Horan simply asked teachers to take students in. While it worked at first, it became clear that it wasn’t sustainable. NLCP is part of the North Lawndale
Kingship Initiative, a partnership between Old St. Patrick’s and a number of North Lawndale institutions and community organizations. After Empowered to Succeed bought the building, the two organizations agreed to have the Night Ministry, a Ravenswood-based non-profit that already ran several youth transitional housing and emergency housing facilities on the North and Northwest sides. The Project Fierce home was intended to be able to house up to 12 people. It would have a live-in resident adviser who will talk to each resident on a monthly basis and keep track of their goals. While Project Fierce was to provide some basic services, most of what it does would involve directing residents to resources and referring them to other LGBT social service organizations, such as Broadway Youth Center. The house would have a few admission requirements — the youths must be between ages 18 and 25, they must identify as LGBT, and they must be willing to live in a group home setting. But other than that, so long as there is space, anyone else would be welcome. Meanwhile, the Phoenix Hall can house up to eight students. The youths who have children of their own can bring them in, but the building won’t house more than three young children at a time. There is Night Ministry staff on site to help students will their educational goals, as well as job training and social and emotional support. According to the fact sheet provided by the Night Ministry, NLCP councilors look for students who might need stable housing. The school and the Night Ministry also teamed up with Youth Outreach Services, a Tri-Taylor non-profit that seeks to help “atrisk” youth to reach out to teens who might need help. Each student goes through an assessment interview before they can join. During the Nov. 18 ZBA meeting, one of the nearby residents, Carol Everett, expressed concerns about Phoenix Hall’s impact on the block. Barbara Bolsen, the Night Ministry’s vice president of strategic partnerships and community engagement, said that that Night Ministry did extensive outreach to the community to let them know about the project and address their concerns. “We went door-to-door and worked very diligently on the block with our neighbors,” she said. “My impression is that I know we reached out to our neighbors, asked for advice and responded to any concerns. Since we’ve been open, I’m not aware of any concerns [from the neighbors].” Bolsen also said that the Night Ministry tried to give the community opportunities to get involved. “We are developing a training program for anyone who wants to volunteer with us, to enable people in the neighborhood to become volunteers,” she said. “We planted a garden next to the house, there was a big space along the south side of the house, with volunteers and young people and adults working on it.” Once the spring comes, Bolsen said, the

She also said that a student advisory council to provide feedback on the project and help get the word out about the Phoenix Hall. Meanwhile, the Project Fierce house has been running into delays. Gaylon Alcaraz, the project administrator, said that it was due to the combination of two factors. They had to make a number of repairs to shore up the building structure and bring it up to code, and that involved getting permits and clearing other legal hurdles. Restaurant opening a dream come true for ex-offender By WENDELL HUTSON Contributing Reporter
A recent grand opening for a new restaurant on the West Side is a dream come true for its founder who served time in a federal prison. Family, friends and supporters joined Nichelle Benford, 36, on Jan. 27, as she opened Dream Chef Kitchen & Restaurant, 611 S. California Ave., in the Garfield Park neighborhood. Since she was five years old, Benford, who previously was a model, said she has always cooked. “Cooking just came natural for me,” said Benford, who graduated in 2008 from Washburne Culinary & Hospitality Institute at Kennedy-King College. “It has always been something I enjoyed doing.” But Dream Chef Kitchen is not a soul-food restaurant but an eatery that serves “comfort” food. Dinner meals run between $9 and $14 and desserts are also available. “When I say ‘comfort’ I mean foods like chicken, beef pot roast, salmon, and salads. Foods that make you feel good,” explained Benford. “I want my customers to leave my restaurant happy, satisfied and eager to return.” But the road to entrepreneurship did not come easy for Benford, who was found guilty of perjury and obstruction of justice and in 2010 was sentenced to 37 months in federal prison, but only served 14 months. “I enrolled in a program while in prison that shaved one year off my sentence and instead required me to stay at a halfway house for six months once I was released,” recalled Benford. “Originally, my boyfriend was being investigated for arson, but based off my testimony he was not charged because I said he was with me.”

California Ave. According to Chicago police, cell phone data showed Benford was not with her boyfriend, as she told police, when the alleged incident occurred. Upon being released from a halfway house in December 2012, Benford launched a food truck business with a childhood friend only to dissolve her partnership a year later to start Dream Chef Catering in 2014. “I developed good relationships with customers while we had the food truck, so I had a pretty good client base when I started the catering business,” said Benford. “But I was cooking from home and renting kitchen space at places. That’s when
I decided I needed a brick and mortar place to do business.” And thanks to a loan by the nonprofit Chicago Neighborhood Initiatives (CNI) Benford said she was able to lease space from the West Side Justice Center, whose office is adjacent to the restaurant. David Doig, president of the CNI, said his organization typically makes between $10,000 and $25,000 loans to entrepreneurs and small business owners. “Nichelle came to us with a great business plan. We looked at her plan, determined it was a good investment and we are excited she is now in business,” said Doig, who attended Saturday’s grand opening. “Most of our work has been on the South Side but we hope to do more lending on the West Side.” Benford signed a five-year lease with the justice center and then developed the vacant space. By end of her lease, Benford said her goal is to open a second location possibly on the South or North Side. Dream Chef Kitchen has about a half-dozen employees, including an ex-offender Benford said has been a great employee from day one. The collaboration between the justice center and a startup business like Dream Chef Kitchen is not unusual, said Tanya Woods, executive director for the justice center. “The West Side Justice Center is a wonderful family of so many exciting businesses and nonprofits and the Dream Chef Kitchen & Restaurant is the latest in our family,” said Woods. Support for Dream Chef Kitchen included a small investment from Helen Schiller, a former Chicago alderman in the 46th ward from 1987 to 2011. “I am the co-manager for the West Side Justice Center building and I was delighted to help Nichelle get her dream business off ground,” said Shiller. Smart women will find a solution
I
’ve been following comedian Mo’nique’s allegations against the streaming giant Netflix for the past couple of weeks. If you haven’t heard, it involves a comedy special and the lowball figure ($500,000) they offered her for doing the show. Hollywood has always been unfair in the amount of money it pays women versus men, and black women even more so. With offers on the table of $20 million for Chris Rock and Dave Chappelle and $13 million for Amy Schumer, Mo’nique felt that her brand entitled her to a comparable monetary offer. Now if Netflix went solely on the basis of name recognition and legendary status, Mo’nique’s accusations would be an easy “gotcha” moment against them. However, this is the world of entertainment. For every dollar Hollywood spends on a talent, they expect to get hundreds, or more, in return. Academy Awards and other tributes don’t mean a thing if you don’t have a current hit in your back pocket. Thus Mo’nique has been relying on what she’s done in the past for what she brings to the table now. I agree with her bringing up the pay disparity, but there is something pathetic about her lament against Netflix and especially Amy Schumer. Interesting that the barbs and insults a comedian can toss about to embarrass someone or an entity have been missing from Mo’nique’s diatribes. You know, the ones where what she makes you cover your mouth while shouting out an “ooh” or a “dayums!” Instead, the seriousness of her video posts makes me wonder if this is the last hurrah of a desperate “has been.” Shakedowns are no longer the invogue method to win a contract negotiation. At this point, Mo’nique should be fine tuning her comedy routine and selling out Madison Square Garden (like Amy
Schumer did) as opposed to finger-pointing — especially considering a recent video post in which she and her husband are standing in front of a display case filled with what are probably awards Mo’nique has garnered in the past. My advice: Instead of complaining, Mo’nique, prove them wrong and be a comedian that people want to see, as opposed to a sideshow whom many are just making fun of. Meanwhile, the breakout star of the movie Girls Trip, comedian Tiffany Haddish, has turned her love of moneysaving Groupon purchases into a gig. The company has hired her to be a spokesperson for their offerings. She is now appearing in their commercials, including those that will air during Super Bowl Sunday. Although Mo’nique has more seniority in the comedy market than Tiffany, she sure could learn a thing or two from the younger comedian on how to market herself. Lastly, if you haven’t heard or seen Amara La Negra, you’ve definitely been under a rock. She’s the afro-latina starring in the VH1 series, Love and Hip Hop. Where her African American co-stars are all seen with phony looking weaves glued onto their heads, Amara is rocking a bad 10-inch ’fro. She is also both physically and verbally embracing her dark skin, which bucks the trend that has seen others like rapper Lil Kim and Tempest Bledsoe (Cosby show) become lighter and lighter due to bleaching their skin. Just like Tiffany Haddish, Amara La Negra has found a formula to propel herself to the front of the class for getting attention. She is musically talented and although she has already made a name for herself in the Latin market, she is using her playbook to get media attention. I predict she will be the hottest new rising star and someone to keep an eye on.

The Democratic Primary for the 7th Congressional District seat is shaping up to be a face-off between incumbent U.S. Rep. Danny K. Davis and Anthony Clark, Oak Park and River Forest High School teacher and community activist. On Jan. 22, a hearing officer overruled a series of objections filed by Davis surrogates, Ricky Hendon and Cherita Logan, against Clark’s nomination papers and recommended that Clark’s name appear on the ballot for the March 20 Democratic Primary election. A three-person Cook County electoral board was scheduled to make a final decision on the matter last week. Board members typically take up the hearing officer’s recommendations. A third candidate in the race, Ahmed Salim — a regulatory compliance officer who lives in Chicago — was knocked off of the ballot after a hearing officer sustained objections made by Hendon and Logan that claimed that Salim didn’t have enough valid petition signatures. During an interview on Jan. 22, Clark said he was relieved with the hearing officer’s decision but conceded he’s approaching the last leg of the primary handicapped somewhat after having to stave off what he described as the Davis team’s frivolous and undemocratic objections. Hendon, a well-known Chicago political operative and former state lawmaker, and Logan, Davis’ district director, claimed that Clark’s campaign had obtained fake signatures and that Clark and his mother, Blanche, had engaged in fraud by claiming to have circulated petition sheets that were actually circulated by other people. During the challenge process, which lasted roughly a month, Clark said, he had to round up people who had been subpoenaed to appear at hearings to testify to the validity of their signatures, and on Clark’s and his mother’s behalf. After uncounted hours of labor and roughly $12,000 in legal fees, Clark said, his campaign was able to show that they had enough valid signatures for Clark to appear on the ballot. According to election documents, Clark showed that 1,841 of the 2,750 signatures he filed were valid — 485 greater than the 1,356 signatures needed to stay in the race. “The time I spent fighting this challenge I could have been campaigning, going doorto-door, talking with community members,” Clark said. “The objection process is too often manipulated and used by incumbents

and people in power to maintain that power and to fight back against up-and-comers they feel threatened by.” Clark also claimed that the Davis campaign has engaged in intimidation tactics, such as the time when someone claiming to be the congressman called Clark’s home urging him to drop out of the race. He added that there have also been “fake Facebook accounts created by people posting under my campaign posts. … It’s essentially cyber-bullying. I’m not a victim and I’m not fazed by this, but really?” When reached by phone for comment on Monday evening, a Davis spokesperson said the congressman was in Washington D.C. working to end the shutdown of the federal government. “It’s been disheartening to see how the machine operates, to the point where the public has essentially accepted it, saying this is just the way they operate,” Clark said. “This shouldn’t be how they operate.” CONTACT: michael@austinweeklynews.com
