Brandon Johnson, the Austin resident and former Chicago Public Schools teacher, pulled off a narrow, seemingly unlikely, victory against incumbent Richard Boykin to win the 1st District Cook County Commissioner seat by running well to the left of his opponent. Now that he’s been sworn-in, the veteran organizer is poised to be the most vocally progressive member of the Cook County Board of Commissioners. “There’s opportunity for real, bold progressive ideas to come from the county level of government,” Johnson said in his first interview with Austin Weekly News since taking office. The former Chicago Teachers Union organizer said that he’s still committed to many of the most ambitious proposals he called for while on the campaign trail — proposals, he said, that he’s advocated for years as an organizer and activist. Top of the list are ways of redistributing revenue that has been hoarded by wealthy individuals and corporations, so that it equitably flows to its highest and best use, he indicated. “There’s a whole host of things the district can benefit from with a progressive revenue See JOHNSON on page 9

West Siders more likely to be ticketed, investigation finds
Ten of Chicago’s 77 community areas – Austin being one of them – have duplicate ticket rates that are more than 4.5 times the median for the city, according to a recent investigation by ProPublica Illinois and WBEZ/Chicago Public Radio. The investigation found that on nearly 20,000 occasions since 2007, motorists had been cited more than once on the same day, in apparent violation of the Chicago municipal code. After the series was published, city officials in late November said they had dismissed some 23,000 outstanding duplicate vehicle sticker tickets and will refund motorists who have already paid for an additional 12,000 duplicates dating to the early 1990s. As part of the series, ProPublica Illinois and WBEZ created an interactive database that contains more than 54 million parking, standing and vehicle compliance tickets
issued since 1996. You can search for your address and compare your ward with others, and you can see how Chicago’s reliance on ticketing for revenue affects motorists in all 50 wards. The ward with the most outstanding debt, based on where tickets were issued, was the city’s 42nd Ward, which includes some of the busiest parts of downtown and has the highest volume of tickets. The next eight wards with the largest outstanding debts for parking tickets are majority black; the 28th Ward ranked 2nd, the 37th Ward ranked 5th, and the 29th Ward ranked 9th. Note: There’s no statute of limitations governing how far back Chicago can go to collect on ticket debt. The records made public by ProPublica and WBEZ date to 1996.

He grew up in the Black Metropolis of Bronzeville — his “sacred ground.” During an interview his speech, Black said that the historic difference between African American culture on the South and West Sides originated in the Great Migrations. “The first migration came from the urban South. The second was rural people who were pushed off the land and deprived of education,” he said. “After Lorraine Hansberry’s father’s second court case, Black people were freed up to move around the city from the crowded South Side ghetto. People found they could buy houses more cheaply on the West Side and moved there. They became the foundation of the West Side, and brought the community together.” Blues music, he pointed out, has a similar cultural difference. The “father of the blues,” W.C. Handy, migrated from Florence Ala., the hometown of Black’s own mother, and set up a publishing business in New York City. His blues had city sophistication. John Lee Hooker and others who worked in the cotton fields sang a rawer, country form of blues, based on rural life in the Jim Crow South. “It’s sort of the same thing with shanty Irish versus silk-stocking Irish,” he said. Early in life, Black said, he had great role models. His father brought community leaders like TIMUEL BLACK Oscar Stanton De Historian Priest, who served on the City Council and U.S. Congress, and touring jazz band leader Duke Ellington, to visit their home. “The idea of ‘we shall overcome’ is a legacy my parents left me. Growing up on the South Side, with friends of various cultures on the North and West Side and suburbs, I decided to work to bring people together peacefully,” Black said. “Whatever religion you may embrace, we are part of one world and we have a responsibility to share what we have materially with others.” Black said he is a member of the Unitarian Universalist church, which recognizes principles of all world religions and has backed many progressive social movements.

Black organized the Freedom Trains that took thousands of Chicagoans to the March on Washington. He also helped get Harold Washington Jr. elected as the first African American mayor of Chicago. Most recently, he has helped lead the move to bring Barack Obama’s presidential library to the South Side. “It’s my responsibility to share our history with optimism,” Black said in his talk. Quoting Dr. Martin Luther King’s “Mountaintop”
speech, he added, “I may not get there with you, but we as a people will get to the Promised Land. The door is going to open. Be prepared to walk in.” Responding to audience questions, Black said he was upset at the short prison sentence of six years given to police officer Jason Van Dyke. The CPS officer was convicted of second-degree murder after shooting LaQuan McDonald 16 times. Black urged cit-
izens to hold city, county, state and national officials accountable. “During the Civil Rights movement, there would have been marches to the mayor’s office,” he said. Public officials were there to hear him, including Congressman Danny K. Davis and Cook County Commissioner Brandon Johnson. People lined up to buy autographed books. Black’s two volumes of oral histories, Bridges of Memory: Chicago’s First Wave of Black Migration and Bridges of Memory: Chicago’s Second Generation of Black Migration, along with his new book, were published by Northwestern University Press. Susan Klonsky, an educator, writer and fellow community activist, assisted Black in writing Sacred Ground. “I can’t say I know all the answers, but I’m still around to participate as people keep trying to bring justice out of injustice,” Black said, concluding his talk. “We shall overcome.” CONTACT: michael@austinweeklynews.com

It took almost a month and a half, but the question of just which West Side aldermanic candidates will be on the ballot this aldermanic election has finally been settled. On Jan. 25, the Chicago Board of Elections made the final rulings on the few challenges that remained up to that point. While the field has narrowed as candidates either got removed from the ballot or withdrew their candidacies, this year won’t be a repeat of 2015, when all candidates challenging incumbent Ald. Jason Ervin (28th) were removed from the ballot. Ervin is facing with three official challengers — Miguel Bautista, Jasmine Jackson and Beverly Miles. Justina Winfrey, who withdrew earlier in the race, is mounting a write-in campaign. The three incumbents in the 24th, 29th and 37th Wards will each face two challengers. Ithe 29th, Ald. Chris Taliaferro will face challengers Dwayne Truss and Zerlina Smith. In the 37th Ward, Ald. Emma Mitts will face challengers Deondre Rutues and Tara Stamps. And in the 24th Ward, Ald. Michael Scott will face challengers Toriana Sanzone and Creative Scott.

The importance of those street signs When will the new street signs go up honoring one of Chicago’s most historic and significant citizens, Ida B. Wells? Although I would have preferred that the city council select a much longer street to bear Wells’ iconic name, perhaps it is fitting that the name of this great woman is on a street entering into downtown from the Westside of the city where Black neighborhoods have been so disgracefully disinvested in, underserved, maligned, and, even removed. The signs should go up right away to inspire the next person who leads this city by reminding her or him that Ida B. Wells spent her entire adult life working tirelessly and courageously on behalf of the disempowered and unprotected, and that Black Chicago deserves much better than it is getting. The genius of Ida B. Wells is that, through her relentless inquiry, intrepid investigative reporting, and the trenchant analysis of her findings, she discovered lynchings were really acts of terror being committed for the purpose of intimidation and control; and that “leading citizens” in different towns were involved in these atrocities that were meant to “keep [Black people] down.” Her friend, Thomas Moss, had been a prime example, for he had been an American success story. He was the first Black federal worker in Memphis, and had worked hard to save his money and become one of the owners of the People’s Grocery before he and his business partners were lynched. He had done nothing wrong; his “crime” was that he was a Black man who had been on the rise economically. Wells also discovered that, although it had been believed that lynchings were a response to the rape of White women, in most cases rape was not even alleged, and, where it was, most often the relationships between the Black men and White women involved
were consensual—in many cases initiated by the White woman. Finally, Wells found that Black women and children were being lynched, too. Not only do we need a street named for this “crusader for justice” (as well as a prominently displayed downtown statue), we need a mayor who can lead this city equitably with the same intellect, energy, innovative thought, and seriousness of purpose that were hallmarks of Ida B. Wells’ extraordinary life. A brilliant theoretician, activist, and journalist, Wells never ran away from a tough fight, and she was unfazed by the struggle inherent in standing up against a rigid power structure. All Wells ever demanded was fairness and equality in all systems, and that is what West Siders and other marginalized people in this city want, too. At the beginning of her journalism career, while she was still a very young educator, Wells had written an expose about the poor conditions of the schools that Black students attended. As a result of those articles, her teaching contract was not renewed. Undaunted, and for the rest of her life, Wells was uncompromising in her pursuit of justice and did not hesitate to challenge anyone, Black or White, about societal ills she observed, solutions she found insufficient, or tactics she found languid or lacking. Wells’ body of work included protesting the planned exclusion of African Americans at the 1893 Columbian Exposition here in Chicago (alongside such luminaries as Fannie Barrier Williams, another leading educator, writer, and activist who would become the first woman and African American on the Chicago Library Board, and the eminent statesman Frederick Douglass.) Wells was a founding member of the NAACP, she organized the Alpha Suffrage Club, the first Black women’s suffrage group in Illinois, and, at one time, she served as a probation officer— wrestling with the criminal justice system in Chicago. sought intelligent, effective responses when she perceived a need. In 1910, as more and more Black migrants arrived in Chicago, fleeing Southern racism, she organized the Negro Fellowship League which operated a settlement home where lodging and recreational facilities were provided, as well as leads on jobs. She also helped found the first kindergarten for Black children, the first Black orchestra, and the Black Women’s Club Movement which was designed to uplift Black people through education and community development activities. Along with Richard T. Greener, a retired Black diplomat who had served in Russia and who had, in 1870, been the first Black to graduate from Harvard, she started a club for the preservation of Black history. Who will be the Ida B. Wells of our time and stop the social and economic lynching of today; and where are those street signs?

Treating Alzheimer’s So much of the conversation about Washington today centers around dollars and cents. Often people are taken out of the equation and their needs are disregarded. Focusing only on costs has led to a constant standoff in Congress, with a government shutdown constantly looming overhead. The problem with this is that, all too often, cutting now costs us more later on. The lack of foresight from so many of our leaders is disturbing. I am proud that my congressman, Danny Davis, recognizes that funding social services, education and research into diseases like Alzheimer’s are an investment in our future. Through my position in an assisted living community, I see the terrible effects of Alzheimer’s disease firsthand. I see the daily struggles of the family, caregivers, and residents with this disease and the toll it takes on all. I simply cannot understand any elected official who opposes increasing
funding for the National Institutes of Health’s research. Not only is it the right thing to do morally, it makes fiscal sense. Treating people with Alzheimer’s cost the federal government more than $150 billion dollars last year, the most of any disease, and it is the only major cause of death in our country that does not have a cure or treatment that slows its progression. If ever we needed to get an issue under control, this is it, and I appreciate that Congressman Davis understands this and fights so hard for what is right.

But there are other city jobs open at the same time, including the city treasurer and the city clerk. At one point, the upcoming election for city clerk had three potential candidates. But because of the political process, two were knocked off the ballot. That left the current city clerk without an opponent. Do you even know her name? That office was formerly held by Suzanne Mendoza who has since moved on to fill the state comptroller job. Mendoza had barely occupied that office when she decided to run for mayor of Chicago. The current city clerk, Anna Valencia was put in place by Rahm Emanuel to fill the unexpired term of Mendoza, who had moved on to the comptroller’s office. With no one challenging her on the ballot, Valencia is seen as an easy win. She doesn’t have to explain any of her ideas or controversial initiatives. Nor is she being held accountable. Because of Chicago’s winner-takes-all election rules, as long as she gets over 50% of the vote, she’s won. What should be a cinch, now has a little glitch. William Dock Walls has filed with the Board of Elections to be a candidate for the city clerk’s job, albeit as a write-in. A write-in candidacy is an uphill battle. First, people have to know that you are a candidate for the job. Then they have to take the time to choose to write in that person’s name. It can be done, as recently proven by Cam Davis who last year won a seat on the Metropolitan Water Reclamation District of Greater Chicago. Bill Dock Walls would make an excellent City Clerk. His innovative ideas have
forever been stifled by the media because he was running for mayor. However in the role of city clerk, he can still implement those ideas. One of the ideas I have been pushing is that the city stickers glow in the dark. Thus, if you don’t have a city sticker on your car, you can’t be parked on Chicago city streets from 2 a.m. until 6 am. Temporary stickers could be bought at the local currency exchange. The goal would be to get all of those people who have cars registered in the suburbs — while actually living in the city — to buy a sticker. Chicago needs all its revenue. Vater Fite, granddaughter of slave, dies at 104
Fite taught herself violin, was state Rep. Lilly’s grandmother By MICHAEL ROMAIN Editor
Vater Fite — an intrepid renaissance woman who was the matriarch of an immediate family that includes a state representative and an NBA player — died in Aurora on Jan. 17 at 104. Fite was funeralized at Neighborhood United Methodist Church in Maywood, on Friday, according to an obituary published by the Chicago Sun-Times. According to the Sun-Times, Fite grew up in East Texas as the granddaughter of a slave. In the 1930s, she moved to California and trained as a welder, working on battleships during World War II. After moving to the Chicago area at 65, she took art classes at the School of the Art Institute of Chicago, cultivating her talent enough that local governments exhibited her paintings, relatives told the Sun-Times. She also taught herself to play violin and became a world traveler. Fite was the sole living sibling of longtime
Maywood resident Leon Conner, who died in 2014 at 96. Conner was among the country’s last surviving veterans of World War II. His son, Ralph Conner, served as mayor of Maywood from 2001 to 2005. Conner-Heise Memorial Park, located on 10th and Washington, is named in honor of Thomas Heise and Leon’s son, also named Thomas, who died in the Vietnam War. Among Fite’s many grandchildren and great-grandchildren are West Side state Rep. Camille Y. Lilly (78th) and Evan Turner, a basketball star at St. Joseph High School in Westchester who currently plays for the NBA’s Portland Trail Blazers.

Pritzker could happen quickly and lead to an influx of tax revenue, is “well-positioned to become a reality,” Johnson said, before adding that he believes the additional revenue has to lead to more opportunities for 1st District residents, particularly those in marginalized communities, to own businesses and have decent jobs. A more distant possibility is the implementation of a county-wide corporate head tax, something the new commissioner said that he’s still exploring. A head tax would require large corporations to pay a tax on each of their employees. “The corporate head tax is important,” Johnson said. “Corporations continue to get tax breaks, over and over again. Donald Trump continues to release any of these folks from any real responsibility to invest in our communities.” Johnson said that he has some ideas about how the tax can be structured and what the revenue can go toward, adding that he’s willing to explore ways to provide companies some relief of the corporate tax if they’re willing to hire locally. One particularly ambitious plan that the county might be able to fund from the additional revenue is Medicare for All, which Johnson adamantly supports. “It’s one thing to offer a decent salary, but that benefit packet is what many families look to now,” he said. “The county needs to lead the way in Medicare for All. I believe there are ways we can phase it in, maybe looking at folks who are 55 and older. Access to healthcare is a human right.” Johnson said that implementing Medicare for All — which means that health care for people who qualify for the program would be funded by the government, as opposed to a patchwork of private insurance providers

His mother smiled and said, “You have to want to change your life … and it’s hard. But it’s good when you can fight back and say no.” One place where West Siders can get help for their drug addiction is Loretto, which has a 16-bed rehab program as well as a 28bed stabilization/detox unit. The PCC Wellness Center also offers substance abuse treatment at its chemical dependency clinic in Oak Park. Austin is at the epicenter of opiate addiction, some of last Monday’s speakers noted. Dr. Thomas Hugget, director of mobile health at Lawndale Christian Health Center, showed a map detailing overdose deaths in Chicago, with the most dots on the West and South sides of the city. The death rate on the West Side is three times the Chicago rate and seven times the Illinois rate, Hugget said. He’s been involved in the West Side Heroin Task Force, which has worked to get the word out about naloxone and medicationassisted treatment (MAT). “There’s lots of evidence that MAT treat-

Still another speaker mentioned her father, who chose heroin over his young children and “totally changed the trajectory of our lives.” The purpose of Jan. 21 event held at The Loretto Hospital, 645 S. Central Ave., was to commemorate Dr. Martin Luther King Jr. It was the 12th annual event organized by state Rep. La Shawn Ford (8th) but the first that focused on fighting drug addiction. “This year we changed it up” from healthy living to substance abuse, said Ford, who’s running for mayor. Everyone has someone in their family who struggles with substance abuse, he said, but “it’s something we defeat. People can live

Iliana Espinosa-Ravi, an outreach specialist with Chicago Recovery Alliance, held up a package containing naloxone, or Narcan as some know it. The drug is injected into a person’s arm, leg or behind if they’ve lost consciousness from an overdose. Anyone can administer the drug, and it has saved many lives, Espinosa-Ravi said. “Naloxone is about life and death,” she said. “This is a very loving act, a loving intervention.” Espinosa-Ravi said Illinois law allows her to carry hundreds of doses of the medicine without a prescription, and her organization distribute it at gatherings like Monday’s event. Hugget said naloxone also comes in a nasal spray, which is generally covered by insurance; it’s more expensive than the injection. Someone does not have to be diagnosed with an addiction to get the drug, and most pharmacies will give naloxone to someone without a prescription, he added. The most vulnerable groups for opioid overdose are people experiencing homelessness, those who have been in prison, anyone entering or exiting treatment, and those liv-

Rep. Davis gets tech support from competition winner Ronil Awalegaonkar, winner of an app-creation contest, offers to help spread tech knowledge throughout 7th District By MICHAEL ROMAIN Editor
During a brief ceremony on Jan. 26, at his district office, 2815 W. 5th Ave., U.S. Rep. Danny K. Davis (7th), along with state Rep. La Shawn K. Ford, greeted sophomore Ronil Awalegaonkar with a certificate of recognition. Awalegaonkar was the 7th Congressional District winner of the 2018 Congressional APP Challenge, a nationwide competition for middle and high school students that encourages them to create new technologies. The competition, representatives with Davis’ office explained in a statement, was created “because Congress recognized that STEM [Science, Technology, Engineering and Math] and computer-based skills are essential for economic growth and innovation, and that the U.S. has been falling behind on these fronts. By some estimates, the U.S. may be short by as many as a million programmers by 2020.”
Awalegaonkar’s app, “Drive Care.fully,” was among a few hundred chosen out of some 1,715 apps submitted by 5,229 students in 44 states. “The purpose of my app is to help create responsible drives, who will learn to adopt safe driving habits through awareness, practice and repetition, and strives to create a secure driving experience,” the teenager said. Davis said that he was “delighted to see young people have the opportunities available and to be able to make use not only of the technological stuff around, but how do we create, quite frankly, another world.” Awalegaonkar’s parents, Ketan and Shivani, both senior technology executives, said that they’re willing to extend their resources beyond the city’s tech hub of the West Loop, so that young people in places like Austin can get excited about technology, too. After referencing the divide between Chicago’s haves and have-nots, Ketan said that “technology is one of the best ways to bridge

If people learn it, technology can provide a ton of access and bridge those gaps.” Ketan told Davis that he and his wife “would love to bring kids from your district”
into some of the technology and innovation labs within their company on weekends “and just show them the art of the possible, show them how to code.” In keeping with his parents’ largesse Ronil offered to lend his technology capability to helping Davis’s office develop a podcast. “I was drawn to this challenge to help inspire young citizens to take part in the technological revolution,” Ronil said. “I eventually want to go into law and I’m using technology as a stepping stone to get there, because technology is in our everyday lives — people use it for medicine, for policy, for everything.” Winners of the App Challenge are invited to Capitol Hill in Washington, D.C., to demonstrate their apps to their respective representatives at a celebration called #Houseofcode, representatives with Davis’ office said. Two well-traveled Austin bus lines are getting more attention from the city. The Madison Avenue (#20) bus is one of eight city routes piloting new digital information screens, and the Chicago Avenue (#66) bus is part of the city’s transit development policy targeting certain parts of Chicago. The Chicago Transit Authority last month began piloting new digital information screens on the buses. The digital displays offer passengers realtime travel information, including estimated arrival times for multiple upcoming stops, transfer information for other CTA services, service alerts about reroutes and more. This new technology supplements the existing visual and audio service information already available on all CTA buses — large text announcing the next stop and audio announcements to assist those with hearing or visual impairments will remain. The new digital screens, which the CTA president previewed at the City Club of Chicago in the fall, have been installed in the front and middle section of two #20 Madison route buses. This placement allows for better readability of the screen by all bus passengers, regardless of where they are seated. CTA will continue testing the screens on

Customers who’ve ridden one of the test buses and wish to share their thoughts about the new digital screens can fill out an online survey at transitchicago.com/busdisplay Modeled after digital screens used by transit systems abroad, CTA is testing the new technology to see whether customers will find the real-time updates and other service information useful when managing their commute and navigating the CTA system. The final design of these display screens may change based on feedback and suggestions received from bus customers. The new screens mark the latest expansion of CTA’s digital customer information offerings, which include the CTA’s Bus
Tracker and Train Tracker signs at bus stops and rail stations. “These new digital screens will make it easy for customers to make real-time decisions about their commute while on board the bus and without having to open up an app on their mobile device,” CTA President Dorval Carter said in a statement. In other transit news, the city wants to expand its transit-oriented development policy to more than 20 high-ridership bus routes along eight major corridors, including the Chicago Avenue (#66) bus. The policy was created in 2013 to foster pedestrian-friendly neighborhoods by enabling new construction projects near rapid transit stations to have higher densities and less parking than is typically allowed by the city’s zoning code.
Under the proposal recently introduced in the Chicago City Council, the eight transit corridors would be given the same TOD eligibility as rapid transit stations for projects that are within a quarter-mile or within a half mile if the development site is located on a pedestrian-designated street. The eight corridors represent some of the highest ridership and highest frequency services offered by the CTA, with many of them meeting or exceeding ridership on parts of the Blue, Orange, Green and Pink train lines. “Expanding the Transit Oriented Development policy incentives to include areas served by some of our highest ridership, highest frequency bus routes, makes sense for CTA, makes sense for the communities we serve and makes sense for the real estate market,” CTA President Carter said in a statement. Mayor Emanuel’s 2019 city budget also allocated additional funds for the Chicago Department of Transportation to implement targeted intersection improvements along these corridors to eliminate bus “slow zones” at bottle-neck intersections, starting with the #66 Chicago Avenue line. Beginning this spring, these investments will also include improvements that support pedestrian safety and overall traffic flow for all vehicles. On the South and West Sides, the highfrequency corridors also overlap with multiple city-led initiatives to promote development, including Retail Thrive Zones, the Neighborhood Opportunity Fund and the Opportunity Zones program.
