Mayoral candidates promise free college tuition, free transit, and more By MICHAEL ROMAIN Editor

The local community organizers of a Jan. 16 Chicago mayoral forum, held at New Mount Pilgrim MB Church, 4301 W. Washington Blvd., forced the five candidates who showed up into what may have been the tightest corner any have been backed into so far this election cycle. The organizers gave the candidates virtually no room for rhetorical maneuvering. Before a standing-room-only audience of nearly 1,000 people, candidates were each asked if they would sign a pledge that would tether them to “Reimagine Chicago,” the platform created by the forum’s host, the Grassroots Collaborative — which comprises more than two dozen local, progressive community organizations across the city, including West Side organizations like the Leaders Network and Westside Rising. Lori Lightfoot, state Rep. La Shawn Ford, Amara Enyia, Cook County Board President Toni Preckwinkle and businessman Willie Wilson attended the forum. All of them, except for Wilson, signed the pledge. A tournament fit for a King

Dorothy Gaters’ MLK Dream Classic features racial, socioeconomic diversity By IGOR STUDENKOV Contributing Reporter

For the past 18 years, girls and boys basketball teams from public and private high schools all across Illinois have trekked to Marshall High School, 3250 W Adams St., for the MLK Dream Classic tournament. The tournament is the brain-child of Marshall High School’s award-winning coach Dorothy Gaters, who said that she wanted to create something that would honor Dr. King’s legacy, provide a platform on which her players and players from other schools might catch the eye of college recruiters, and bring together communities that might otherwise never cross paths. The three-day, which takes place from Jan. 19 through Jan. 21, tournament overlaps each year with Martin Luther King Day. The tournament’s 2019 sponsors included Nike. Last spring, Gaters starred in one of their ads. This year’s lineup included teams from the West Side, other parts of Chicago, Chicagoland suburbs, parts of downstate Illinois and even neighboring states. Players came DOROTHY GATERS from as far east as Michigan City, Gators Marshall coach Ind. and as far north as Milwaukee. Aside from Marshall’s own basketball teams, the West Side was represented by teams from North Lawndale and Austin. During an interview a day before the tournament kicked off, Gaters avoided singling out any team in particular, saying that many teams had great players. “We just have a lot of really good teams, both on the boys and girls side,” she said. “We have girls’ top teams from Indiana.” Gaters said that she appreciated the sheer diversity of the tournament, which, she felt, was a fitting way to honor King’s legacy. “This is a very diverse tournament,” she said. “We have a private school, we have suburban schools, we have public schools. It’s truly diverse.” While many teams already had players signed to top schools like Notre Dame and Harvard, none of Gaters’ players have been signed yet. “We hope that, as the byproduct of this tournament, coaches will come out and see the tremendous amount of talent that’s going to be displayed and hopefully our kids will get the attention and scholarships,” she said. Gaters added that she hopes the tournament will have a positive impact on area young people, in general. “We want them to have sense of direction,” Gaters said. “[King and other civil rights activists] gave their lives so that young people can live a better lives. Hopefully, we can get some of the kids to redirect their energy into more positive goals.” The coach said that the tournament featured more activities than the games themselves. The tournament’s health initiative offered blood pressure tests, information regarding teen diabetes, as well as financial aid advice.

On West Side, Gov. Pritzker signs gun dealer bill

The legislation aims to curb illegal gun sales By TIM INKLEBARGER Wednesday Journal

A bill previously vetoed by Republican Gov. Bruce Rauner to more tightly regulate gun dealers in the state of Illinois was signed Jan. 17 by newly inaugurated Gov. J.B. Pritzker at Ella Flagg Young Elementary School, 1434 N Parkside Ave. The bill, sponsored by Oak Park state Sen. Don Harmon, imposes a number of new regulations that Harmon said is a “big victory” for gun control advocates. State Rep. The new law requires gun dealers to safely store firearms, make copies of firearm owner identification card or other identification and attach them to each gun sale, make employees undergo annual training for gun sales and open their businesses for inspection by state, federal and local law enforcement officials. Harmon said in a telephone interview that he first proposed the legislation 16 years ago. “I wonder how many lives could have been saved if it had been signed earlier,” he said. Harmon said that 40 percent of guns recovered from crime scenes in Chicago are

traced to Illinois gun dealers, and almost half of those are traced to a handful of dealers in suburban Cook County. “This bill will give local law enforcement officials the tools to better assess where those guns are coming from and interact with dealers selling so many guns being used in crimes,” Harmon told Wednesday Journal. Pritzker said in a press release that the new law is “a long-overdue step” in preventing gun violence and making sure “we license gun shops just like restaurant and other businesses, and deter straw purchases, so that we can prevent someone from buying a gun for someone who is not legally allowed to own a gun.” “But our work is not over,” Pritzker added. “Now is the time to ban weapons of war from our streets. And like bump stocks, trigger cranks need to be outlawed once and for all.” A similar measure was vetoed in March of 2018 by Rauner. Harmon said the Illinois General Assembly used a parliamentary motion to hold the more recently passed iteration of the bill until Pritzker was sworn into office. “If Rauner said, ‘The election is over, I’ll sign,’ then we would have sent it, but I don’t think that would have happened,” Harmon said.

Coming back? from page 1 way to better use the city’s diminishing resources in the face of a sharp drop in state funding, with the city arguing that private and non-profit providers would be able to pick up the slack. During the course of the meeting, officials from the Chicago Department of Public Health argued that reopening the clinics was unnecessary, and that the city funds should be better spent helping residents connect to the resources that are already there. But aldermen, mental health professionals and mental health activists argued that the possibility of reopening some clinics should at least be considered. The resolution was originally introduced during the Dec. 12, 2018 City Council meeting by South Side Ald. Sophia King (4th). Since then, the majority of aldermen, including all West Side aldermen, have signed on as co-sponsors. The resolution called for Ald. George Cardenas (12th), who chairs the Committee on Health and Environmental Protection to appoint an 8-member committee that will include two aldermen from the wards where the mental health clinics were closed, two members chosen by the Department of Public Health, two members appointed by the American Federation of State, County and Municipal Employees Council 31 (AFSCME Council 31) labor union, and two members appointed by the Chicago Community Mental Health Board. The task force will contract with a thirdparty research firm to study which community areas the city will prioritize for reopening mental health clinics and locating funds for expanding and improving services at facilities that are open. As part of the study, the firm will need to hold a public hearing within 45 days after the resolution is approved. Once the study is complete, the task force will make recommendations to the Committee on Health and Environmental Protection and the Commit-

Mitts, who sits on the committee, said that she has witnessed how mental health services affect residents in her ward. “I think we need to put this taskforce together and research [the situation],” she said. “In Austin, [because of] the effect of gun violence, there are a lot of people who are traumatized. Families in our communities, older folks. We can no longer just talk and look at it, we need to respond to it.” “I think this taskforce is a perfect opportunity to see where resources are needed, whether it be providing additional funding to existing non-profits or reopening some of the mental health clinics,” Taliaferro said. During the Jan. 16 meeting, Arturo Carillo, program manager at Saint Anthony Hospital’s Community Wellness Program and head of the Collaborative for Community Wellness, testified that his organization studied the effectiveness of mental health services in North Lawndale and Southwest Side neighborhoods. Carillo said that, when it comes to access to mental health care, “in both cases, cost was the prohibitive factor.”

Most recently, he said, the collaborative looked at the list of 250 providers and found that 11 of them could not be reached, 20 were “duplicate listings” and 10 simply didn’t exist. In a letter to Cardenas, Chicago Public Health Commissioner Julie Morita wrote that she had concerns that the task force’s recommendations would be tainted by politics. “The taskforce analysis and recommendations must be driven by data and evidencebased solutions,” she wrote. “The taskforce should not presuppose the reopening of mental health clinics is the answer. Instead, we must analyze existing data and [identity] existing [service] gaps.” Allison Arwardy, chief medical officer at the Chicago Department of Public Health, built on Morita’s argument, saying that, while the mental health services could be improved, she and Morita didn’t believe reopening the clinics was a way to do it. “They were on a path to failure, largely because we lost 90 percent of state funding,” she said. “We were operating well below capacity.” Arwardy argued that the Affordable Care Act helped expand the number of mental

health care providers and made it easier for residents who previously didn’t have insurance to afford it. “We know there are gaps, particularly in psychiatric services,” she said. “We do not support reopening the clinics, because of some of the data, which I’d be happy to hear, on what residents actually need.” Arwardy said that their own studies suggest that private service providers and the remaining four city-run clinics have the capacity to meet the city’s mental health needs. The trick is getting that information out there. “We [should] work on making it clear that there are services available completely free of cost,” Arwardy said. “And we want to work on [reducing] the stigma.” King forcefully pushed back, telling Arwardy and Morita that, just as they asked the aldermen to avoid preconceived notions, they should avoid the preconceived notion that assumes “there is no need for clinics.” “I think we should go into it with open eyes,” King said. BIG WEEK I

Turning 65, entering uncharted waters

turned 65 a couple of days ago. It was a momentous occasion because in my mind it seems like high school graduation was only yesterday. The birth of my children was merely a few hours prior. Somehow time has passed so swiftly that the once teenager, then young adult, then middle-aged woman has finally reached the official age of senior citizenship status. Yay! Years ago when my job at a major insurance company talked about retirement, that event seemed like something so distant in the future that it would never happen. But lo and behold, time has had a way of passing so swiftly and with such decisiveness that I have now reached what is seen as the norm for retirement age. I don’t have the money to retire, nor do I have the desire to so do. What I do want to do is change the course and direction that I’ve been sailing my ship. The seas have been choppy and at times the passage has been rough, yet as the captain of my destiny, I am entering uncharted waters with only one destination in mind. Death for all of us is the final destination. However the path we journey until we arrive there is one that we can control. No matter what I may do to earn a living, writing will always be my passion. The joy

of formulating words onto paper to create a scenario, to express a feeling, or to share an idea is what I enjoy the most. The challenge of taking individual words and putting them together to create a column or compose a novel, is always an undertaking that I take on with glee. My mission is only accomplished when someone can read those words, enjoy them and get my meaning. I rarely ever struggle to find words. When I do, it is because I want to present the words in a unique way so as to capture the reader’s attention. Or the words are a double entendre, with the word saying one thing while the meaning says another. I’ve been writing this column for about 15 years now. I’ve always tried to call things like I see them. My viewpoint is now further tinged with the bluntness of old age. I would like to write this column for 15 more years. But if I become irrelevant, I need you, the reader, to speak up and say so. There’s nothing wrong with fresh perspectives and new voices. That is how I got here to begin with. Especially when those viewpoints take us as a community in the direction we need to go. In the meantime, I’m going to keep writing.

Earlier in the forum, after the candidates were each given one minute to respond to questions posed in each of five issue areas — affordable housing, education, sanctuary and reimaging safety, economy and jobs, and revenue — they participated in a lightning round of seven questions and were required to limit their answers to simple yes or no responses. As mayor, each was asked, will you “reopen the mental health clinics that Mayor Rahm Emanuel closed in 2011 and invest an additional $25 million of city funds in mental health care?” Will you “move away from student-based budgeting at Chicago Public Schools and toward an equitable funding formula that takes into account factors like bilingual education, special education, poverty trauma and teacher experience?” Will you “support free college tuition for all Chicago residents, including undocumented students, at Chicago City Colleges?” Will you “abolish the gang database that racially profiles our communities,” activists asked, adding that the database is a list of 195,000 city residents (97 percent of whom are black and Latinx), “tagged” as gang members, who “suffer harsh consequences, including loss of job opportunities, harsher sentencing, and, for immigrants, detention and deportation?” Will you “publicly call for the delay of any action” on two new “mega-TIFs” that Emanuel is proposing that will “cost Chicagoans $1.6 billion?” Will you “reinstate free transit on CTA for seniors and cre-

Activists plan on making them keep their word. ate free transit for youth up to age 24?” And finally, will you “publicly call on City Council to halt any votes” related to the proposed $95 million police and fire training academy the city is planning to build on the West Side? All of the candidates, including Wilson, answered “Yes,” with many adding their own flourishes (“Yes, and more,” Lightfoot said in response to whether she would reopen mental health clinics and invest an additional $25 million of public funds into mental health care). The West Side forum was yet another exercise for the candidates in jockeying for influence and competitive advantage

among the city’s most progressive, leftist constituencies. With so little policy disagreement, some candidates sought to distinguish themselves among the crowd by emphasizing their progressive bona fides and track record of legislative accomplishment. But the forum facilitators made sure the lives of the candidates would not take precedence over the lives of the many marginalized residents who were in attendance. Before the candidates were asked to respond to each issue area, a member of one of the organizations affiliated with the Grassroots Collaborative gave testimony that reduced the abstract issue topics to human scale. Anthony Stewart, a co-founder of Black Workers Matter and a member of Westside Rising, spoke about his experience as a cook on a cruise ship owned by new Illinois Gov. J.B. Pritzker. “Sometimes, when I get off work in the middle of the night, it takes two hours for me to get home,” he said. “First by el, then by bus and then I have to walk. I would love to see jobs in our community, but instead of investing in our community to create those jobs, we see our property taxes diverted by the mayor to politically connected developers for property outside our community and in some of the richest neighborhoods.” Many of the candidates offered solutions from the Reimagine Chicago platform (see the opposing page). Organizers said they’ll hold the candidates who signed the pledges to their word. For those who did not sign the pledge, organizers said, they’ll keep the pressure on. “For us, this is not fun and games, but this is a matter of life and death,” said Rev. Marshall Hatch, the pastor of Mount Pilgrim. “We want a next mayor who will tear down the tale of two cities in Chicago and make sure all of God’s children have a right to the tree of life.” CONTACT: michael@austinweeklynews.com

No new investments in policing, including the proposed new Cop Academy. These funds should instead be spent on mental health services and school-based violence prevention programs. Community control of the police. Establish an accountability system made up of an elected council that has the power to hold police accountable, hire the superintendent, and that is wholly independent of City Hall and the Chicago Police Department. Erase the gang database and cease the practice of profiling people as gang members, stop the police surveillance of black and brown communities, allow people who are in the gang database to challenge their designations, and stop the sharing the information with third parties, such as Immigration and Customs Enforcement. Strengthen Chicago’s Welcoming City Ordinance by eliminating the loopholes which permit the Chicago Police Department to cooperate with ICE in the terrorizing and deportation of Chicago residents. Fund restorative justice efforts in neighborhoods and schools, preserve communitybased violence interruption and prevention programs. Increase the funding for schoolbased restorative justice programs. Create diversion programs, eliminate incentives for police officers to arrest, ticket, and escalate encounters with community members. Create a prearrest diversion program that will allow officers to address incidents without arrest. Create a Behavioral Health Unit, establish civilian crisis-intervention teams to support people with behavioral health issues or who are in crisis. Make expungement accessible so that people with arrests/convictions on their records should receive funds and support to clear their records. Provide re-entry support services to returning citizens upon their release - including housing, job training, expungement services, and mental health support. Reinvest money generated from the legalization of marijuana in the communities that were most impacted by the War on Drugs. Provide job training to Chicago residents with previous marijuana convictions in the full range of cannabis industry positions, including retail, cultivation, infusion, and distribution.

Stop the privatization of our schools and any other schemes that put the interests of private corporations over the needs of our children. Establish an Elected Representative School Board for CPS and Chicago City Colleges. Expand the Parent Mentor Program, until all neighborhood schools open their doors for parents to close equity gaps in the classroom. Provide full language access in all CPS schools, providing interpretation and translation services and multi-lingual materials for students and family members. Reopen the public mental health clinics closed in 2011 and invest $25 million more in mental health services. End racial redlining in health facilities - build hospitals and community health centers on the south and west sides, and work toward a universal system of care the covers all people regardless of their ability to pay. Expand affordable housing, healthcare and supportive services for seniors and people with disabilities that allow them to live in the community, with dignity and respect. Expand CTA bus and train service in the city’s transit deserts, including extending the Red Line to 130th street on the far South Side and converting the Metra Electric Line to create the “Gold Line” in the Southeast. Provide free transportation for youth and seniors on all CTA services. Establish discounted CTA, Metra and Pace transit fare for low-income residents.

Healthy Communities Pass rent control in Chicago and require landlords to provide a “just cause” for evictions.

Make our public housing system work. Preserve all public housing units in any future CHA redevelopment and produce family-sized housing in all CHA rebuilding efforts. Place at least 20% of all new public housing units in high-wealth and high-opportunity neighborhoods. Require developers to build affordable housing in all developments that receive city assistance or approval (upzoning). Cap affordable housing rents at $250-970 for a 3-bedroom apartment. Require that family-sized affordable units are built. Spend $150 million/year to prevent homelessness and help doubled-up families by raising the tax on luxury and commercial real estate deals. Invest in affordable housing in communities experiencing acute gentrification caused by new green space amenities, including the 606 and El Paseo. Require developers to pay an equitable demolition fee when they tear down affordable units within blocks of these trails and replace them with luxury units. Invest $25 million/year for 20 years to fund the preservation of Single Room Occupancy Hotels as affordable housing. Enter into and enforce community benefit agreements (CBAs) for all large-scale developments that require city resources (land, money, tax breaks) or actions (zoning changes). Lead-free water for all. Create and implement a plan to aggressively replace or repair the infrastructure that is adding lead to the drinking water in our homes and our schools. Require the Department of Planning and Development to include community representatives in the decision-making process about all new developments to ensure that developers employ sustainable practices, upgrade and maximize green open space, preserve and restore the natural environment and support healthy communities by keeping our air, water, and land clean. Require developers receiving zoning changes, city funds, city land, or permits to offer transparency regarding environmental impacts. Stop the practice of locating polluting industries and waste disposal sites in Chicago’s communities of color and low-income communities.

Revenue Pass the TIF Surplus Ordinance which requires that all dollars that remain uncommitted in TIF funds will be returned to our schools, parks, and libraries, in years when CPS is financially distressed. Redistribute $1 billion from downtown (and nearby) TIF funds to the South and West sides. Allow TIF funds to be used for supportive services in our schools - like counselors, social workers, nurses, and librarians.

Fix the broken property tax system and raise revenue from previously under-taxed downtown commercial and luxury real estate. Establish a public bank that is owned by taxpayers and can deliver a range of services (including pension management) and provide capital for local economic development and affordable housing. Divert funds from the City of Chicago’s $4 million/day policing budget. Invest in efforts that increase the levels of safety in our communities, like mental health services, youth jobs and recreation, fully-funded schools with counselors. Divert Funds from high stakes school testing, police in schools and charter school expansion to pay for the transformation of CPS to Sustainable Community Schools District. Establish an Employer’s Expense Tax which requires companies with more than 50 employees to pay a monthly tax, to be invested in Chicago Public Schools. Increase the Real Estate Transfer Tax on property sales over $1 million, and earmark these funds to fund Homelessness prevention and the creation of affordable housing. End tax breaks and subsidies for wealthy corporations like Amazon, and private development projects like Lincoln Yards. Enact a Financial Transaction Tax on all high-speed trades made through Chicago’s Exchanges the Chicago Mercantile Exchange and the Chicago Board of Trade. Establish a Millionaire’s Tax within the City of Chicago, creating an income tax for Chicago residents with incomes over $1 million/year.

Chicago’s Economy Create at least 40,000 youth jobs (summer and year-round). Require all development projects using city resources to create living-wage jobs and hire residents of the local community or from Chicago’s highest poverty neighborhoods. Create Green jobs for Black and Brown communities by building sustainable infrastructure, including the immediate remediation of lead contamination in Chicago’s water supply, with investment across the south and west sides. Prioritize jobs creation and placement for returning citizens and those who live in the highest-poverty neighborhoods in our city. Use the city’s power to raise wages by increasing the minimum wage to $15/hr, for all workers (including tipped workers), immediately, and index to keep up with inflation.
