On Jan. 3, Ald. Ed Burke (14th) — the Chicago City Council’s longest-serving alderman and former chair of the powerful Committee on Finance — was charged with attempting to extort a Burger King franchisee, delaying the permits to renovate a location in Archer Heights in order to pressure them to hire his law firm for handling their property tax appeals. While Burke has since stepped down as the finance committee chair, he continues to serve as alderman, and he is still running for re-election. But the city’s political landscape is not as placidly business-as-usual, with some West Side political figures wading into the sea of reactions and critiques that has been created in the wake of the bombshell indictment. A number of elected officials and mayoral candidates called for ethics reforms designed to avoid abuses of power, but the proposal presented by Amara Enyia, the executive director of the Austin Chamber of Commerce, is so far the most sweeping yet. She called for banning aldermen from working other jobs while in office, giving the mayor and the Office of Inspector General power to investigate aldermen without restrictions, audit and review no-bid contracts to see if they violate any laws, and move some “executive and administrative functions” to city departments. Lightford named senate majority leader State senator becomes first black woman in the role

A longtime African American lawmaker is making her own history just as Democrats are set to begin a historic era of dominance in Springfield. State Sen. Kimberly Lightford (D-4th) was recently named Senate Majority Leader, making her the first African American female to hold the

position and among the highest-ranking elected officials in state governance. The Jan. 9 appointment also solidifies what may have already been the case — Lightford, whose district includes parts of the West Side, including Austin, is arguably the most powerful black elected official in Illinois not named Preckwinkle. During an interview on Jan. 13, Lightford, 50, described how her new position

fits into the larger Senate hierarchy. “It’s like the Illinois Senate’s equivalent of president and vice-president,” she said. “You have the senate president [Sen. John Cullerton] and he has his majority leader. VIEW points ‘Surviving R. Kelly’ reveals dark reality By SHARHONDA DAWSON

s the black mother of two black girls, I am always acutely aware of how black girls are harmed in this society. However, there are some moments in America when it is amplified that me and my girls are truly at the bottom of the totem pole of those deemed in need of protecting. This weekend, the Lifetime docu-series, Surviving R. Kelly dug deep into R. Kelly’s alleged predatory behavior and abuse of mostly black high school girls, some of whom he met inside Chicago’s Kenwood High School, where he attended. I went to high school in Chicago in the 1990s — peak R. Kelly — and remember his predatory behavior being normalised. I have to believe that if so many students were aware of R. Kelly’s hitting on high school girls, surely at least some school adults would have been aware, as well. Yet, nothing was done to protect us. Just to be clear, the abuse and neglect of black women and girls isn’t new, and it isn’t unique to schools. Since the founding of America, black women and girls have

been taught that our bodies don’t belong to us — that we are not human. While enslaved, black women and girls were raped in massive, and uncounted, numbers by their slave owners and any white male who desired access. The proof of this history can be found in the DNA of black people today. The New York Times reported on a recent study that showed the average black American’s ancestry is 82 percent African, 1 percent Native American and 17 percent European. Researchers estimate the European DNA was introduced in the decades before the Civil War, as a result of white male slave owners raping black women slaves. There is a cultural component to the sexual abuse of black girls. Black girls aren’t considered children. They are made into little adults and hypersexualized. They are considered “fast,” assumed older than their real age and thought to be lessinnocent than their white peers. They asked for it, by wearing the wrong clothes. But children are not adults. Children cannot consent to adult relationships. Black girls do not ask to be abused. I can’t help but wonder, if a popular white artist was preying on high school girls at New Trier or Naperville, would he

have been allowed to get away with it for so long? If R. Kelly had targeted middle-class white high school girls instead of mostly poor, black high school girls, would he have gotten away with it? As a member of that generation, I can say Chicago Public Schools failed us. I wonder what is being done to protect the girls in our Proviso schools, because, there is no doubt in my mind there are still predators targeting black girls at Proviso East, Proviso West and PMSA, knowing that they are easy prey. Yet, as a parent, I continue to hope that my black daughters will have a different experience. Here are a few things that we can do to protect black girls in our school and our community. Seeing black girls as children starts with the basics, like ending misogynist name-calling. North West, Blue Ivy, and Quvenzhané Wallis have been constantly attacked for what they look like. Even to the point of being called a “cunt.” They are children. They deserve to have their innocence protected. Seeing black girls as children also relates to school discipline. Children are allowed to make mistakes. Children are allowed to have “attitudes” without extreme

punishment. Unfortunately, for many black girls, they are not allowed to make mistakes. Black women celebrate black girls with the hashtag, #BlackGirlMagic. The hashtag has become popular in our circles, but not in the mainstream. Why is it only black women who are celebrating black girls? Let’s highlight more black women in schools, in science, in literature and in life. Celebrate black hair. Celebrate black girl names. Celebrate black girls’ strength and resilience. Black girls who survived R. Kelly’s victimization were failed by all adults, including the adults in their community. As a parent of black girls, I beg us all, especially adults in our community, to do better for black girls now and start protecting, valuing and loving them now. West Sider educates residents about genetic cancer testing

Last year, the U.S. government announced that it will start paying for hereditary cancer screenings through its Medicare program. Now, one West Side entrepreneur is on a mission to make sure that senior citizens in communities like Austin know about the screenings and start taking advantage of them. Marseil “Action” Jackson, the founder of the Jackson Action Coalition — a nonprofit community organizing group based on the West Side — was on hand on Jan. 13, at MacArthur’s Restaurant, 5412 W. Madison St., to provide area seniors with free breakfast and information on the screenings. Saturday’s breakfast was the first in an ongoing series of free breakfast events that Jackson will hold in order to get the word out about the opportunity for Medicare-eligible patients to undergo tests to find out if they have a genetic mutation that could put

them at greater risk of developing certain cancers. “Cancer-causing genetic changes can also be acquired during one’s lifetime, as the result of errors that occur as cells divide or from exposure to carcinogenic substances that damage DNA, such as certain chemicals in tobacco smoke, and radiation, such as ultraviolet rays from the sun. Genetic changes that occur after conception are called somatic (or acquired) changes,” according to information on the website of the National Cancer Institute. According to the Institute, genetic mutations play a role in anywhere from 5 and 10 percent of all cancers. “With genetic testing for cancer, we can test markers earlier and do preventive care like proper dieting and exercise, along with prescribing a variety of medications, to reduce that risk,” said Larry Wilkes, the owner of Wilkes Wellness Center, a primary care service provider that covers the north suburbs. Wilkes is also affiliated with Dream Team Enterprises — a West Side marketing firm that was one of the main sponsors that funded the breakfast along with the Jackson Action Coalition. Wilkes said that genetic testing is as sample as a patient sitting for a cheek swab and

Mayoral candidates spar over neighborhood improvement One Chicago for All’s Jan. 12 mayoral forum put West and South Side issues front and center By IGOR STUDENKOV Contributing Reporter

During a mayoral forum on Jan. 12 at the UIC Forum, Chicago mayoral forums addressed issues that are most pertinent to communities on the West and South Sides. For the most part, the 12 candidates who attended agreed that increasing job opportunities and providing more vocational training was key. Many candidates argued that the city has to make a conscious effort to encourage equity of opportunity and access to resources. Many candidates argued that community should have more input in how economic incentives are handed out, and that the city should support quality of life plans, such as the ones recently adopted in Austin and North Lawndale. The forum was hosted by One Chicago for All Alliance, a coalition of community organizations and workforce development agencies from all across Chicago. On the West Side, that includes Austin Coming Together, Garfield Park Community Council,

Collateral damage from page 1 She also said that, in her capacity as the head of Austin Chamber of Commerce, she heard many business owners complain that they felt pressure to contribute to aldermen in order to get licenses and permits — something that, she argued, is especially damaging to small businesses. Much of what the aldermen can do is a matter of conventions rather than anything legally binding. When a City Council votes on an issue that affects one ward in particular, the approval of local aldermen isn’t, strictly speaking, required. With few exceptions, however, the council tends to follow the alderman’s wishes. Most of the city service requests tend to be handled through ward offices, as do resident complaints. Aldermen have been known to intervene to either speed up or delay permit applications. The aldermen also control aldermanic menu funds— just over a $1 million in revenue given to each aldermen each year to cover the cost of some local infrastructure projects. Out of West Side alderman, only Ald. Chris Taliaferro (29th) gives residents any say in how that money is spent.

Lawndale Christian Development Corporation, North Lawndale Employment Network, Northwest Side Housing Center and Safer Foundation. Together, they are pushing to put more resources and investment in communities that haven’t seen much of either. Among West Side candidates still in the race, only Austin Chamber of Commerce head Amara Enyia attended, although campaign literature for state Rep. La Shawn K. Ford (8th) was scattered all across the building’s window ledges. The forum coincided with the Chicago Board of Elections hearing where, among other things, the commissioners ruled that Ford would stay on the ballot. When asked what the city could do to facilitate equity, Enyia said that it requires the city to make equity a priority, as opposed to relying on “failed trickle-down economics.” And she argued it requires input from community groups on how Tax Increment Financing district funds, among other city funds, are allocated. “The same intentionality that went into building downtown must be channeled to build our neighborhoods,” she said. Lori Lightfoot, the former head of the Chicago Police Board, was among several candidates who argued that ensuring that encouraging economic development and “having pathways to jobs that have real affordable wage” was key. Gary McCarthy, the former head of the

Chicago Police Department, said that, first and foremost, the city must recognize the nature of the problem — inequity is the direct result of past racist practices. He also called for bringing back vocational schools and providing tax incentives to businesses. Paul Vallas, former CEO of Chicago Public Schools district, called for TIF Funds to be put in an “equity fund.” Former Ald. Bob Fioretti (2nd), whose ward included portions of East Garfield Park before the 2012 ward remap, called for “tax-free zones so businesses can thrive in those economically depressed areas.” When asked how the city can achieve a more inclusive economic climate, Illinois state comptroller and former Chicago City Clerk Susana Mendoza called for expansion of the Neighborhood Opportunity Fund. That way, she argued, the downtown development would bring in money for the development elsewhere in the city. And she called for streamlining the permitting and licensing process. McCarthy called for the creation of a municipal bank to offer affordable loans to residents, as well as for the city to establish training centers for technology jobs. Bill Daley, the former U.S. Secretary of Commerce and brother of former mayor Richard M. Daley, argued that the city couldn’t force businesses to invest in certain areas, but that it can do the next best thing. “The most important thing that we do for

inclusion is to have people ready for jobs wherever they are in city,” he said. Cook County Circuit Court Clerk Dorothy Brown argued that ward-level approach to community development was ineffective. Instead, she called for splitting the city into eight “planning districts,” headed by committees that will determine development policies within each one. Vallas said that he would set higher goals for contracts with minority-owned/womenowned companies. Lightfoot called for creating small business incubators. Gery Chico specifically cited the Ogden Commons mixed-use affordable housing development north of Mt. Sinai hospital as an example of the kind of development he wanted to encourage on the South and West Sides. Enyia argued that the key to inclusivity was economic justice, citing traffic tickets as an example of policies that disproportionally hurt low-income people of color. She also dinged McCarthy, claiming that she proposed a public bank before McCarthy incorporated it into his platform. The majority candidates agreed that the city should put more resources into helping ex-felons find jobs. When asked what the city could do to reduce violence and improve trust between police and the community, Enyia said that she supports greater civilian oversight over CPD. She held the Jan. 8 press conference in the parking lot of the Burger King at the heart of allegation against Burke—the same Burger King outside of which teenager Laquan McDonald was shot 16 times by Chicago Police Officer Jason Van Dyke in 2014. I must confess I viewed it with a jaded eye as modern-day society has redefined the meaning of “survivor.” Anything and everything one does in this life now makes one a survivor. Something as simple as walking across the street has people claiming to have survived North Avenue. If you have a relationship with another person, you can profess how you survived it. Take a ride on the CTA Red Line, and you survived that as well. The term is now so trivialized that the true meaning has been lost and diluted. I do not consider myself a hardcore fan of R. Kelly although I have enjoyed some of his music. Because his name has been bandied about so much, I even went out to listen to some of his biggest hit songs to see what I had been missing. The talent and absolute genius of the man can be heard in his mesmerizing 19-minute song titled, “I admit.” As I listened to it, I could see how it could easily be turned into an opera production. I have never seen his infamous sex tape. Then and now, I was not curious. I think my reaction to the series has been influenced by not having seen that tape. I don’t have the images from that sex tape to juxtapose against the testimony of his accusers/victims/survivors. The moral outrage of a lot of black people on social media since the broadcasting of the series has been fascinating to see and hear. Will this now start an outrage over the number of young teen girls whose baby daddies are well over the age of 18? Will mothers start warning their sons and taking actions about grown men looking at girls who are too young for them to date? Maybe in part because of the R. Kelly

case, Illinois has recently changed the law regarding sexual assault. There was a time when a child victim of sexual assault had 20 years from the moment they turn 18 to report the incident. The law has now been changed to remove the statute of limitations. With no limitations, I don’t know if it’s going to make things better or worse. Being able to go after a sexual predator forever is a good thing. Being able to falsely accuse someone of sexual misbehavior for eternity needs to be tempered with proof before accusations can be made public. Victims deserve justice, but as with the R. Kelly case, all the accusations against him have not come with any physical evidence. So how do we balance 20/20 hindsight with what truly happened? All the women on the tape were “alleged” victims. A lot of accusations were made without proof to back it up. We also don’t know if their testimony could withstand scrutiny at a trial. As I write this column, a story has come across the wire that R. Kelly has been denied a permit to have a concert in Springfield at the fairgrounds. While some may rejoice that he is getting his comeuppance, we must also realize that the black community is filled with a plethora of ex-felons. One cannot work for the right of those who have served their time and come back to be discriminated and castigated. R. Kelly survived his trial because the jury was unable to determine who the person on the tape was. Until convicted, R. Kelly has a right to earn a living while those who are still filled with anger at him have a right not to support him. The fallout has started and all the pieces have yet to land.

The Chicago Board of Elections voted to keep state Rep. La Shawn K. Ford (8th) on the ballot, overruling objections against his nominating petitions. The ruling came during a Jan. 12 meeting, which was held at 69 W. Washington Blvd. The commissioners agreed with hearing Officer Mary Celeste, finding that objections were made in bad faith. La Shawn Ford As noted in the Board of Elections’ ruling on objections to Ford’s nominating petitions, under state law, the board and its hearing officers can require objectors to prove that their objections are “based on knowledge, information and/or belief formed after a reasonable inquiry.” The ruling also notes that it can throw out objections “not well grounded in fact and/or law.”

Karisha Carriel, Melvin Gunn and Ronisha Dobine presented a litany of objections against Ford’s nominating petitions, alleging virtually every single irregularity that usually gets alleged in cases like this. In her report, Celeste indicated that there is plenty of evidence to suggest that objections were made in “bad faith,” without really looking at the signatures. Among other things, she found that “at least 330” sheets were marked with objections in exactly the same way, “containing exact nuances in the markings of checks and x’s which exactly lined up in columns A and B” In 60 cases, the objectors objected to more signatures than the number of signatures actually on the page. Austin school gets funding for performing arts center City approves $1M grant to fund auditorium at Catalyst Circle Rock By AustinTalks Partner

The Chicago City Council recently approved a grant to help pay for an Austin performing arts center as part of the Neighborhood Opportunity Fund program. Catalyst Circle Rock Elementary School, 5608 W. Washington Blvd., will receive $1 million to turn a vacant auditorium into the Glen & Lonni Kehrein Center for the Arts. The project includes a 1,000-seat theater that will serve as a performance venue for the school and other organizations. The total project costs are estimated at $2.5 million. The school broke ground in April 2018 on the auditorium project, which will feature a proscenium, main floor, mezzanine and balcony, the Austin Weekly News reported. The performing arts center will be a community gathering place and home to Catalyst’s system’s orchestra; school officials have said the ensemble is the country’s largest African-American elementary school

orchestra, according to the Austin Weekly News. The vacant space has not been used since the early 1970s, Fox 32 reported last year. As the centerpiece of Mayor Rahm Emanuel’s equitable development initiatives, the Neighborhood OpRAHM EMANUEL portunity Fund uses Mayor voluntary payments from downtown development projects to support neighborhood commercial corridors in low- to moderate-income communities on the South, Southwest and West sides. To date, the city has awarded $20 million in grants to nearly 100 local businesses and neighborhood organizations across the city through the program. Making history from page 1 Before stepping into her new role, Lightford, who was first elected to the senate in 1998 as a Maywood village trustee, was a longtime assistant majority leader. Earlier this month, she was recently re-elected to head the powerful Illinois Legislative Black Caucus With Democrats holding supermajorities in both the Illinois House and Senate, along with the governor’s office, Lightford is poised to wield significant influence in a time of perhaps unprecedented Democratic power in Springfield. Much of the party’s focus right out of the gate, she said, will be attempting to undo damage caused by former Republican Gov. Bruce Rauner, who didn’t sign a full state budget in the three fiscal years of his fouryear term. “We have to figure out how to generate revenue,” Lightford said. “We’re discussing a capital bill, minimum wage legislation that I introduced, fixing the pension system and paying down a lot of old debt.” Lightford said that the Democrats will also focus on rectifying what had become a crisis of mass proportions in the state that hit lower-income communities the hardest — that of absurdly late payments to childcare providers. The state has historically been late paying out money owed to childcare providers, but the problem only worsened under Rauner, Lightford said. Before Rauner, she said, the state took between 90 and 100 days to pay childcare providers. When Rauner came into office, “that number grew to over 365 days.” The new senate majority leader said that the state is already making headway into speeding up those deferred payments. She said that Comptroller Susana Mendoza had already started to make payments that the former comptroller, Leslie Munger, had been withholding. The fundamental issue, however, is that the state must start generating revenue in

order to pay down its debts, Lightford said, adding that Gov. J.B. Pritzker’s approach to revenue growth includes taxing a range of previously untaxed or even non-existent revenue streams like legalized medical and recreational marijuana. Lightford recently drafted a bill that would allow residents to remove low-level marijuana convictions from their record, if they get a judge’s permission. “Lawmakers decriminalized possession of small amounts of marijuana in 2016,” according to the Illinois News Network. “When the law changed, possession of up to 10 grams of marijuana in Illinois became a civil matter rather than a criminal one. The 2016 change didn’t address those who had already been convicted of the crime.” Lightford said that the Senate was unable to address the bill during its short lame duck session. “Hopefully, we’ll have more support and understanding as it moves through the chamber,” she said. Lightford said that her promotion in the Senate will allow her more leverage to keep fighting the fight she’s been waging since she was first elected more than 20 years ago — even though the job doesn’t generate many headlines. For instance, she said, the Illinois Legislative Black Caucus was responsible for releasing more than $35 million in funds for summer youth employment, after school and supplemental programs even as the state’s coffers contracted under Rauner. That money, Lightford said, translated into real opportunities for young people in communities like Maywood. Despite her new position, Lightford said that she doesn’t necessarily feel that she’s reached her pinnacle. “I don’t know that I’ve reached a pinnacle that would cause me to stop grinding for communities in need,” she said. “To be present at the table, where decisions are being made, is so important. Westside NAACP returns to roots as organization turns 110 The branch convened a meeting of pastors on Jan. 12 to rekindle a dying relationship with churches

Next month, the National Association for the Advancement of Colored People, the country’s oldest civil rights organization, will mark its 110th year in existence. But Austin resident Karl Brinson, the president of the NAACP’s Westside Branch, wasn’t in a celebratory mood Saturday, when he convened roughly a dozen religious leaders inside of Catholic Charities’ Father Augustus Tolton Peace Center, 5645 W. Corcoran. Far from resting on laurels, Brinson said that he’s hoping the venerable organization can rekindle its once intimate relationship with the faith-based community. “The NAACP needs help,” Brinson said. “So, we’re calling on the pastors and churches to join us in this fight against inequality that we’ve been suffering since we’ve been here.” Brinson said that the NAACP’s more than century-long struggle started in the church, but that the relationship between the organization and area religious institutions has since eroded. “Our whole fight was started in the church,” he said. “Churches kept us relevant, so we’re trying to come back and break bread with pastors and say, ‘We need help. Help us put some teeth into an old dog

Nakia Green, a volunteer with the NAACP who helped facilitate the Jan. 12 meeting, said that the organization wants to extend

an opportunity to religious leaders for collaborative work. “Many of the ailments that these pastors’ congregations have are similar to those the community has,” Green said. “We’re giving them the opportunity to discuss those ailments and imagine what Austin, Garfield Park and Lawndale might look like at their best.” The concerns among the clerics gathered ranged the gamut, but many centered on ways to help area young people. “Food deserts are a major concern, as well as mental health, since some institutions have been shut down due to financial issues with the state,” said Rev. James Bailey, the senior pastor of St. Stephen African Methodist Episcopal Church, 3042 W. Washington Blvd. Other pastors wanted to know how they might increase their capacity for helping young black men, many of whom are ex-convicts who need resources for reentry. Green said that she hopes the dialogue would drive clergy to start thinking about strengthening an old bond. “We hope this drives people to start thinking about the things they can do and different ways they can partner with the NAACP on the work they’re doing and the work that they want to do,” she said. Last week, City Bureau, the South Sidebased civic journalism lab, announced that its new website, Documenters.org, is operational. “For the first time ever, thousands of public meetings held by Chicago government bodies are now listed in one easy-to-use database — thanks to City Bureau, a Chicago-based civic journalism lab,” according to a statement released by Darryl Holiday, a City Bureau cofounder and director of its News Lab. The new website, he said, complements the organization’s Documenters program, “which has been training and paying members of the public to document public governance meetings in Chicago since 2016.” Community members don’t need to be Documenters to use the site, which also has government meeting information for residents who live in Detroit.

In the statement, Holliday explained that the new website will help everyday residents obtain the information about government affairs that they “need to get civically involved and have their voices heard.

“As local news media shrinks around the country, coverage of meetings for things like police beats, local schools or even city council has dwindled. Not only does this affect daily news, it threatens the hard-hitting

investigations that are rooted in that reporting. Most importantly, it has direct bearing on how people hold their officials accountable at the local level,” he said. The Documenters.org site features “locations, times, dates, official records and original reporting from more than 300 boards, committees and commissions in Illinois and Michigan,” according to the organization’s statement. “To date, it features more than 7,200 meeting minutes, agendas and summaries in addition to content created by City Bureau Documenters. More than 500 Chicagoans from 55 Community Areas have signed up for Documenters and 225 have been trained to document public meetings.” Holliday said that the website was created by “a community of volunteer coders, convened by City Bureau and ProPublica Illinois, as an open-source project called City Scrapers.” Anyone interested in learning more about the code and the systems based on the program can visit CityScrapers.org.
