A few hundred people gathered on Dec. 14 to mark the one-year anniversary of implementing Austin’s five-year quality-oflife plan and to celebrate $13 million that has been committed this past year to improving the city’s largest neighborhood. “It’s been a really momentous year. There’s been a lot of success,” said Darnell Shields, executive director of Austin Coming Together. The nonprofit, launched in 2010, is the driving force behind the quality-of-life plan and efforts to improve Austin that recently garnered a record $10 million from BMO Bank. Shields also heralded last week’s announcement that a proposal to develop an area bounded by Madison, Chicago, Central and Laramie avenues was named one of six finalists for the $10 million Chicago Prize, to be awarded to a South or West Side community-led initiative by the Pritzker Traubert Foundation. The Chicago Police Board held a community listening meeting at East Garfield Park’s Community Center, 2622 W. Jackson Blvd., on Dec. 12, in order to get a sense of what Chicagoans want from the next police superintendent. Most of the meeting attendees who spoke, however, weren’t impressed
with the search process. Some speakers questioned the entire process, wondering if anything they said would have any impact. Several argued that, for all of the promises from city and police officials that oversight would be more accountable and that the police would improve the relationship with the community, there seems to be little to show for them. Some people even questioned the legiti-
macy of the police board itself, arguing that an elected body would be more suitable than the current, mayor-appointed police board, for hiring the kind of superintendent Chicagoans want. Those who did address the superintendent qualifications directly said they wanted someone who would make hiring more

SPRINGFIELD – Cook County State’s Attorney Kimberly Foxx filed motions in court Dec. 11 to vacate more than 1,000 low-level marijuana convictions, following through on a recently-passed state law legalizing adult recreational use of the drug. “We are undoing the harm prosecutors have caused,” Foxx posted on Twitter on Dec. 11. “Prosecuting these cases was not in the public interest, or in the interest of public safety.” They were the first of what are expected to be many filings across the state to expunge potentially hundreds of thousands of criminal arrest and conviction records for marijuana-related offenses. “A criminal record carries with it more than stigma. It prevents people from being considered for job opportunities, from getting a loan or a mortgage, from renting an apartment, from applying for financial aid for college, from getting a professional license and more,” Democratic Gov. J.B. Pritzker said during a news conference following the court hearing. “In sum, it can crush a person’s ability to live a full and dignified life.” On June 25, Pritzker signed House Bill 1438, making Illinois the 11th state to fully legalize recreational marijuana, and the first to do so through a legislative process. Supporters have dubbed it “the most equitycentric” legalization law in the country be-
cause it specifically sets aside a portion of the tax revenue generated by legalization to reinvest in low-income and minority communities and other areas that experienced “high rates of arrest, conviction, and incarceration” for marijuana-related crimes. Although recreational use of marijuana doesn’t become legal until Jan. 1, the new law also provides for automatic expungement of criminal records for possessing less than 30 grams, or roughly one ounce, of marijuana. In addition to wiping out records of court records, the law also calls on law enforcement agencies to delete records of arrests, even if those arrests did not result in charges. That turned out to be one of the more controversial elements of the bill, and it was the subject of intense negotiations with Republicans who supported the concept of legalization but were wary of wholesale record expungements. Supporters of expungement often pointed to statistics showing that marijuana usage rates are relatively even across racial and ethnic lines, although people of color are far more likely to be arrested and convicted for it. Others, however, argued that low-level charges are frequently the result of plea bargaining with defendants suspected of being involved in higher-level offenses – plea deals that likely would not have occurred if lowlevel possession had been legal at the time. House Republican Leader Jim Durkin, of Western Springs, is one who still has reservations about the new law. “I think that we moved too quick with recreational marijuana. I don’t support it,” he said in an interview on Dec. 10. “Some people in my caucus did, but we’re moving way too quick. Austin Coming Together partnered with the Westside Health Authority, By The Hand Club for Kids and several other community stakeholders on the proposal. The Emmet School redevelopment, on the northeast corner of Madison and Central, is part of the Aspire Initiative. Last year, the Westside Health Authority acquired the property, which had housed Emmet Elementary before then-Mayor Rahm Emanuel closed it in 2013 along with nearly 50 other schools. Architecture drawings were shared Saturday that show a new building on the site where worker training and business incubation and development will occur; there are plans to attract a bank, and there will be room for 150 parking spaces, among other features. “This project is a longtime coming,” said Westside Health Authority CEO Morris Reed. Gerardo Garcia, a coordinating planner with the Chicago Department of Planning and Development, urged West Siders to attend a meeting next month at which the city’s recently unveiled INVEST South/West program, which targets Austin and nine other
Chicago neighborhoods, will be discussed. The first of four citywide meetings was held Saturday on the South Side, Garcia said, noting that more than 700 people had RSVP’d to attend that event. Austin’s meeting will be held form 11 a.m. to 2 p.m. Jan. 18 at the Kehrein Center for the Arts, 5628 W. Washington Blvd. Garcia also urged local businesses and organizations to attend a Feb. 7 meeting, at Kehrein Center for the Arts from 10 a.m. to noon, to learn about how to apply for grants from the Neighborhood Opportunity Fund. Shields touted the work done by seven task forces since implementation of the quality-oflife plan began in December 2018. “Look at the output of what we’ve done,” he said, noting that 28 of 84 actions are in the works. “This is a blueprint to garner more resources.” Under the community narrative task force, the Austin Garden Collective organized 12 volunteer days in summer 2019 throughout the community, deploying 177 volunteers who worked 324 hours. Another project that will come to fruition in February is an art exhibit to be held at the Austin Library branch that showcases visual artifacts from the community. The economic development task force helped secure a $20,000 grant from Accion to bolster efforts to create a food coop in Austin. The task force also helped 15 Austin businesses become more vibrant and hopes to attract more manufacturing, said co-chair Jerrod Williams. Building on Michele Clark Academic Prep Magnet High School receiving IB status, the education task force will help spread
the word to families whose children attend the four international baccalaureate (IB) elementary schools in Austin. Up until this year, there had not been an IB high school on the West Side, forcing Austin students to leave the community if they wanted to continue or start their IB education, said Michele Clark Principal Charles Anderson, a co-chair of the education task force. With about 60 percent of Austin residents renting, the housing task force is working on building more pipelines for renters to become homeowners. Education about home ownership was provided to about 800 people this past year, 100 of whom live in Austin. The task force will also help share best practices based on what’s learned from a tenant leadership program being developed at Mercy Housing’s Lavergne Courts. In the public safety task force, youth community ambassadors are helping spread the word about restorative justice, said co-chair Bradly Johnson of BUILD Chicago. They also hope a restorative justice court will open in Austin. And the task force has been working to reclaim the parks, especially at night during the summer, with concerts and other activities. Johnson gave a shout out to “Barrelhouse” Bonni McKeown for performing. Work is underway on a youth leadership council under the youth empowerment task force. Helping youth develop leadership skills is critical, especially in Austin where 40 percent of its nearly 100,000 residents is under the age of 25. “Mentorship is very important,” said Carmen Scott, also of BUILD.

She added the task force wants to give young people a pathway to be mentors themselves. Plans also are underway for a job fair in midMay at which Austin youth can find summer jobs in the community. A number of forums, including one that featured the 29th Ward aldermanic candidates – were organized by the civic engagement task force. And the group has worked to provide trauma counseling to residents. Such action was needed because “they’re not coming to our low-income, high-crime neighborhoods, so we created our own Austin response team along with the 15th Police District and Good Neighbor Campaign,” cochair Deborah Williams said. Williams noted only one of the two candidates in the city’s mayoral runoff attended the civic engagement’s forum held at Malcolm X College. “We made sure she understood that Austin was on the map of Chicago and that Austin needed some TLC – some tender love and care.” That candidate – the eventual winner, Mayor Lori Lightfoot – agreed to do some things, and so far, “has been keeping her promises,” Williams said. A big push for the task force in coming months will be getting as many Austin residents as possible to participate in the 2020 Census. “If we aren’t counted, so much money will be lost for Austin. This year’s best Christmas present
’ve owned a number of cellphones since I first got one in 2004. For the most part, each new phone has been an upgrade over the prior one. And because those phones have cameras, and taking photos is as easy as blinking an eye, I’ve saved a plethora of pictures on them. There’s nothing more devastating than losing those pictures. Cellphone companies have options to back those pictures up on “the cloud,” especially if one has an iPhone. But I have an Android. So when I had to replace my phone this past April due to damage for the one I currently have, the cellphone salesman transferred my contacts and some of my pictures from the old phone to the new, but not all of them. He gave me a link to a website that was supposed to help me out, but it didn’t. Then to make matters worse, the old phone was very sensitive. It was on its last leg and I struggled to be able to tap the phone to open icons. That old phone also had a damaged screen. So I put the phone away knowing that I didn’t want to lose those pictures. Especially the ones of my grandchildren. Recently I decided to try to recover the pictures still remaining on the phone. That proved to be a challenge because the old phone had a setting that said whenever I plugged it into a computer it would be for charging. That option had literally been burned into the phone, so it didn’t want to
change from that setting. I played around with the phone and discovered I had to do some maneuvering in order to get the phone to switch settings. I finally developed a strategy of holding the phone in my left hand, while pushing down on the USB cord to get it to acknowledge that connection. Some of the phone pictures were in the gallery area and were easy to recover. But others were basically stored to the phone’s DCIM area. It took an extreme balancing act, but I finally managed to get the phone to recognize that it was connected to the laptop for file sharing. Then I had to hold the phone in a tight grip to keep the connection while at the same time using the laptop to search the phone’s files to find which particular area contained the pictures/videos I knew should have still been on it. Finally I located them. Then once the photos began to transfer from the old cellphone to my laptop, I had to hold still during the entire 20-minute transfer time. Any movement while holding the cellphone’s cord could cause me to lose the connection. That did happen several times causing me to have to start the process over again. It took several successful attempts to finally get all the photos and videos off that old phone. Recovering those photos is the best Christmas present I have gotten this year!

Legal cannabis a threat to immigrants, activists say

PASO West Suburban Action Project, the Melrose Park-based immigrant rights and social justice organization, recently helped organize a press conference in Chicago to sound the alarm about how the pending legalization of recreational marijuana in Illinois will affect documented and undocumented immigrants. Activists who attended the press conference, held Dec. 11 at the National Immigration Justice Center, 224 S. Michigan Ave., said that, despite the state legalizing recreational cannabis, the drug is still considered illegal by federal authorities — so immigrants aren’t in the clear. Immigrants can still face consequences, including deportation, heaped on them by federal authorities who still consider marijuana illegal. Mony Ruiz-Velasco, PASO’s executive di-
rector, said that all non-citizens, including visa holders, refugees, asylum-seekers and permanent resident aliens, could be endangered by working in the cannabis industry, despite legalization. For instance, an immigrant who works at a cannabis dispensary or cultivation center,
or who simply invests in such a business, could have their job or investment counted against them while applying for permanent residency or citizenship. “Working in this industry, profiting or benefitting, could make you a target for deportation,” Ruiz-Velasco said. Kathleen Vannucci, an attorney, said that immigration officials have the right to check phones. Any message or photo that references buying or smoking marijuana, or shows someone attending a party where marijuana was smoked, could negatively affect an immigrant’s status, she said. When asked about the possibility of Border Patrol and Immigration and Customs Enforcement (ICE) officers staking out cannabis dispensaries, and whether anything could be done to address it, Ruiz-Velasco said that PASO has seen “aggressive tactics” in many places, including courthouses. She urged dispensaries to inform immigrants of their rights — something the state can do, as well. New Moms makes Christmas merry and bright
The non-profit’s Christmas parties embody the spirit of giving By STACEY SHERIDAN Staff Reporter
For a lot of families, it may seem unheard of to shop for every single Christmas present at just one place, but at the New Moms Christmas parties, that’s not the case. Non-profit New Moms provides support for mothers in need, ages 16 to 24, and their children in Oak Park and Chicago’s Austin area. At all three parties this year, young mothers chose their children’s Christmas presents in a room full of donated books, toys and clothes, while volunteers babysat the kids. “All of the gifts are supplied by generous donors throughout the city of Chicago and the near suburbs,” said Jenna Hammond, New Moms development and communications director. Volunteers from Huntington Bank helped the mothers carry their haul to an area away from children’s prying eyes. Each mom gets wrapping paper, tape and gift bags, as well. Natarah Grisby, one of the young moms, got her six-month-old son new clothes, pajamas, and some bathtub toys. She also picked out a baby walker toy and a tablet that will teach him his ABCs and numbers. “Oh my gosh, we are going to have a lot of fun with it, little boy,” Grisby told her son. Those won’t be the only things waiting under the tree Christmas morning for Grisby’s child. “I also got him some books, because he likes me to read to him before he goes to sleep,” Grisby said. The selection of available gifts was so vast, Grisby had trouble remembering everything she picked out.
Moms weren’t left out either. Each mother got a bag full of gifts just for them, which Grisby said she is saving to open on Christmas morning. “We have seen an amazing outpouring of support from individuals and groups in the community,” Hammond said. “It’s been such a great mixture of individuals and families in the community, and corporate groups that have come around to make sure this is a really great success.” People’s Gas, Google and Oak Park’s Chicago Family Doulas all collected gifts for the joyful cause. “We hope to do this fundraiser every year,” said Chicago Family Doulas owner Annamarie Rodney. At each party, children and moms decorated sugar cookies and made Christmas decorations together. A certain Christmas hero also came to all three parties. “The kids go nuts when Santa walks into the room,” said Hammond. A professional photographer captured all the special moments, taking family portaits and, of course, pictures of the kids on Santa Claus’ lap. “It’s one of our favorite parts of the year because it’s just such an exciting time to see all the families come together and get to experience a Christmas party and time with their family” said Jenna Hammond, “So much of family time is creating these traditions, and this is a tradition that New Moms gets to support families in creating.” For Grisby, it’s particularly special. It’s her son’s very first Christmas. “Being able to walk in there and pick out things that I had already wanted for him, and them being there, was a really great feeling,” Grisby said. “It makes you feel so humble and appreciative.” New Moms, she said, has been a blessing. “For all the moms out there, I hope they find this program. This program is a big blessing and I appreciate everything they have done for me, honestly and truly,” Grisby said. “I tell them that all the time. It means a lot.”

29th Ward participatory budgeting projects announced

After two weeks of voting, Ald. Chris Taliaferro’s (29th) office tallied 330 votes from this year’s participatory budget election – and six out of the seven projects will be funded.
Here are the winning projects: ■ Street resurfacing (10 streets): $600,000 ■ Community garden improvements: ■ Rutherford Sayre Park: $5,000 ■ Harambe Community Garden: $5,000 ■ Austin Green Team Community Garden: $5,000 ■ Sixteen light pole identifiers (west of Central Avenue and east of Austin Boulevard): $160,000 ■ Twenty-five litter receptacles etched with “Austin Community” (west of Central Avenue and east of Austin Boulevard): $110,000 ■ Two new floodlights for Columbus Park tennis courts: $1,800 ■ A pedestrian crosswalk and safety island across North Avenue (Between Natchez and Nagle Avenue): $160,000
“The top three vote-getters were three projects that the volunteer wanted to have equity across the ward,” said Byron Watson, 29th ward staff assistant and participatory budget director.
Costs of the top three project winners were low enough to allow for several other projects to be funded based on the number of votes they received. The only project to not make the list was the West Corcoran Place improvements along the north exterior wall of the L track and underpasses at Mayfield, Menard and Parkside avenues. Forty more 29th Ward residents voted in this year’s election – held from Nov. 6 to 20 – than the one held in 2017 and 130 more residents than the 29th Ward’s first participatory budget cycle held in 2016. Watson thanked all the voters who participated and the three teams of volunteers who canvassed parts of the ward to garner input for project proposal and raise awareness for the voting cycle. The team leaders and those groups include Tom Drebenstedt (Team North), Maria Sorrel (Team Central) and Tina Augustus (Team South). Watson said an appreciation get together will be held in January, and meetings for the 2020 cycle will happen in March and April, and he encourages anyone interested in volunteering to reach out. West Side homeowners now have easier access to property tax relief. During a press conference held Dec. 5, at the JLM Abundant Life Community Center, 2622 W. Jackson Blvd., in East Garfield Park, a gathering of pastors and elected officials announced that staffers from the Cook County Treasurer’s Office will be at the JLM center on Wednesdays and Thursdays, noon to 7 p.m., in order to help homeowners apply for missing senior citizen property tax exemptions, search for available refunds and learn how to deal with delinquent property taxes. “We have $79 million sitting in my office in double payments and we have $44 million in my office of unclaimed exemptions,” said Cook County Treasurer Maria Pappas. “Since April, we’ve given back $20 million and we’re expanding this to the West Side. For all I know, there’s another $20 million here.” The new property tax relief initiative is the result of a collaboration between Rev. Jesse L. Jackson Sr. and his Rainbow PUSH organization, and the Chicago Aldermanic Black Caucus. Jackson said during the press conference that his family was owed $4,000 in refunds that they didn’t apply for. Many seniors do not realize they’re owed money.” Rev. Johnny Miller, the pastor of the Mt. Vernon Baptist Church and executive director of the JLM center, said that he was also owed refunds that he didn’t know about. “We’re saying, ‘Come and get it, it’s real,’” Miller said. “I’m going to the bank to cash my check when I leave here. This is real. Let’s make it happen.” Ald. Jason Ervin, who chairs the black caucus and has offices in the center, said that he’ll take pleasure “just to see se-
niors come into this building and find out they’re owed money in situations where they were almost crying about potentially losing their home.” “We want to make certain our residents have their fair share,” said Chicago Treasurer Melissa Conyears-Ervin. “This is not pomp and circumstance. This is because we want to help people.” Other West Side alderman, including Ald. Emma Mitts (37th), Ald. Michael Scott Jr. (24th) and Ald. Chris Taliaferro (29th), have also expressed support for the initiative, officials with the Cook County Treasurer’s Office said, adding that the West Side program is a pilot initiative. Cook County Treasurer Maria Pappas announced on Dec. 4 that next year’s first installment property tax bills are now available on her website: cookcountytreasurer.com. The tax bills are due on March 3, 2020. The first installment taxes are 55 percent of last year’s total tax, Pappas said in a statement, before advising property owners to consult with tax professionals about possible tax deductions. “By knowing now what the tax bill is, homeowners can decide whether to pay next year’s taxes before December 31,” Pappas said. Taxpayers can look up their tax bills on cookcountytreasurer.com, with their 14-digit Property Index Number (PIN). To make a payment select the blue box that says “Pay Online for Free” and enter your address or PIN. There is no fee if you make a payment from your bank account, Pappas explained, adding that her office takes partial payments. “However, all taxes must be paid by the due date to avoid the interest charge of 1.5 percent per month mandated by Illinois law,” the treasurer’s office explained.

PCC’s Chemical Dependency Clinic is located at the PCC Walk-In Wellness Center at West Suburban Medical Center. Here, patients have direct access to the first doses of medicine for the recovery of substance use. After treatment is established, patients may continue their treatment and care at another PCC health center. Patients at the Chemical Dependency Clinic will have a peer support specialist with lived experience to help them manage their recovery and appointments.
