Police oversight ordinance in limbo

When Ald. Chris Taliaferro (29th) was appointed chair of the Chicago City Council’s Committee on Public Safety, he announced he would hold a public hearing on the two ordinances that would give residents a greater say in police accountability. For the past few years, the Grassroots Alliance for Police Accountability (GAPA) and the Chicago Alliance Against Racism and Political Repression (CAARPR) have been pushing for ordinances to create an elected civilian council that would have some degree of oversight over CPD practices, discipline issues and hiring and firing of the police superintendent. The key difference is that, while the former gives the aldermen, the mayor and some of the existing agencies some role in the process, the later puts superintendent hiring, investigation of police misconduct, and budget and policy approval entirely in the civilian council’s hands. A hearing was originally supposed to be held on July 31. But it was delayed several times. On Nov. 19, GAPA held a press conference in front of the Mayor’s Office, at 121 N. City Colleges to offer free training for in-demand jobs

A new career training program at four City Colleges of Chicago will give West Siders the opportunity to earn a professional certificate

from at no cost to them, thanks to Workforce Equity Initiative grants the colleges received a few months ago. The grants are designed to boost the number of minorities who are represented in high-demand fields. The free short-term certificate programs

College, Olive-Harvey College and Malcom X College each got $1.5 million while Wright College got $1 million. Wright College’s funds “will support the school’s JobHire initiative, a tuition-free, short-term job training program, which leads participants to meaningful certifications in advanced manufacturing, information technology and public safety,” the statement explained. “The program aims to serve students in the Austin community.” The program at Olive-Harvey will use the funds to support students in basic certificate programs in areas like auto-diesel repair, general warehousing and custom computer programming services. The training will take place at the college’s newly opened Illinois Transportation, Distribution and Logistics Center. Kennedy-King will use the funding to offer training in automotive technology, collision, construction, hVAC and cyber-technology, the statement explains. Malcolm X will use its money to “increase the number of African American students from communities on the West Side of Chicago who enroll in and complete six basic certificate programs — community health worker, cybersecurity, emergency medical technician, personal fitness, phlebotomy and sterile processing.” Chicago Mayor Lori Lightfoot said that the city is dedicated to expanding “meaningful work experiences” for young people while they’re still in school. “Career-relevant learning and post-secondary credentials play a vital role in creating new pathways to economic opportunity for Chicagoans and helping our communities thrive.” City Colleges Chancellor Juan Salgado thanked the state of Illinois for the funding, which is designed to enhance equity across the city. “These funds will help ensure we can serve students who most need the opportunity to quickly secure in-demand jobs and move up

the income ladder.” The Workforce Equity Initiative Grant was made possible through the Illinois Community College Board and legislation sponsored by the Illinois Legislative Black Caucus. The caucus was responsible for appropriating a total of $18.7 million in fiscal year 2020 for the equity grants. All 48 community colleges in Illinois were encouraged to apply. The grant is designed to increase the numbers of minorities, particularly African Americans, in “in-demand, well-paying jobs in a variety of fields,” Jonas said. According to the Illinois Community College Underrepresented Report, which evaluates the degree of access to educational opportunities and diversity among community colleges in the state, African Americans accounted for only 12 percent of Career and Technical Education (CTE) program graduates in the state in fiscal year 2017. Minorities, in general, accounted for 34 percent of CTE program graduates that fiscal year. The Black Caucus does have one major requirement for community colleges that take the equity grant money — at least 60 percent of the program participants have to be African American. No funerals for those killed committing a crime

L

ike many, I watched the recent kidnapping of a UPS driver by two armed robbers as it played out on live television. The ending was not the one many of us expected to see. Those two killers were intent on not being captured and with the guarantee that they would be returning to prison as their only option, they weren’t exactly candidates to be negotiated with. Many people have become armchair quarterbacks regarding the eventual shootout that happened. The barrage of gunfire in the midst of rush hour traffic left not only those two dead, but the UPS driver, Frank Ordenez, who was being held hostage, along with another innocent civilian, Richard Cutshaw, were killed as well. As I write this column, the information regarding whose bullets killed the hostage and the other person has not been revealed. I can see both sides of the arguments that has since ensued. I cannot honestly say whether the police action was right or whether it was wrong. The criminals were firing wildly and indiscriminately putting everyone who was trapped around them in danger. Some of the police stood firing without cover, risking their life. Other police officers took cover using the cars and their drivers as cover. One image that will stay with me permanently, is that of the police officer who was shoving a civilian out the way so that he could stand and fire toward that truck. The police let loose over 200 rounds at that UPS truck. In following the aftermath of the story, I read a report about how a loved of one

of the killers gave an interview and offered some pathetic excuse for his actions, including using the term, “he was a good boy.” I juxtaposed that person’s comment next to how parents (and that usually is just mama) of those who have been killed committing other crimes have put angel wings on the deceased picture at the funeral and portrayed them as being on the stairway to heaven, when in reality they should have devil’s horns and be shown burning in

hell. As a society, there’s little we can do when certain families choose to honor those who died during the commission of a crime by changing the narrative as they bury that person. So I ask myself why do we even allow them to perpetrate such a lie? I feel there should be a federal law that says when someone is killed during the commission of a crime, their families lose their right to the body. The body would become a possession of the state to be disposed of in any manner the state sees fit. The body can be given to science. Or it can be dumped in an unmarked grave. In my humble opinion, the one thing that cannot and should not happen, is to allow the body to go back to the family so they can bury it using a false narrative. It is the penalty that the person pays after death for having died committing a crime.

Austin Town Hall advisory body elects co-presidents

Vanessa Stokes, Maggie Nash-Anderson call for ambitious improvements to venerable Austin park By IGOR STUDENKOV Contributor Reporter

If you live in Austin, chances are you don’t know that Austin Town Hall Cultural Center, at 5610 W. Lake St., has a Park Advisory Council, let alone who is on it. That is one of the things that one of the council’s two newly minted co-presidents, artist and activist Vanessa Stokes, is looking to change. In her candidate speech during the Dec. 5 meeting, which was held at the building’s basement, she laid out an ambitious vision for renovating the Town Hall and collaborating with other institutions and community organizations in Austin and the greater West Side. Meanwhile, fellow co-president Maggie Nash-Anderson emphasized building on what was already there and carrying on the council’s legacy. One thing both definitely agreed on was

that the council should fix something that became starkly apparent during the election — gaping holes in the council’s bylaws. They didn’t account for the possibility of having an election end in a tie, and the membership MAGGIE NASH– requirements were ANDERSON so loose that candidates could theoretically pack the council with supporters who would vote in their favor. The PAC agreed to put together a committee to review existing bylaws and recommend changes. The advisory council is charged with advocating for residents who use the park, promoting the park and its activities to the community, organizing special events and raising funds for improvements. This summer, Stokes and Kelli Stewart, who was elected vice-president of the PAC, formed the Austin Arts and Culture Advisory Committee to bring together local artists and work to expand the cultural programming at Austin Town Hall. The Dec. 5 election wound up being a study of contrasts. Stokes has only been on

a council for a few months and moved to Austin seven years ago. NashAnderson, a life-long Austin resident, has been a council member since the 1970s. “As the president of the Town Hall [PAC], my vision is VANESSA STOKES to expand its reach in the community,” Stokes said. “And I see it by continuing to build the community around artists, and creating a capital plan for the park to renovate the space into a state-of-the-art facility.” Nash-Anderson emphasized her Austin roots and her decades of community involvement. She said that her main goal is to continue the legacy of her husband, a former PAC president, and the legacy of PAC members before her. “There’s a lot of love and I don’t mind sharing, continuing on,” Nash-Anderson said. “I want to continue the legacy. Since we’ve been here for years, why not keep it flowing?” Maria Stone, the Chicago Park District’s community relations manager, explained

that, in order to vote, PAC members had to be Chicago residents and they couldn’t be park district employees. She added, however, that general membership requirements are broad. “There’s nothing in this bylaw that says what constitutes a PAC member in good standing,” she said. “So you should be more specific.” PAC member Veronica Correll said the loose membership requirements were ripe for abuse by candidates who want to sway the vote in their favor. “Perhaps you can amend you laws to say, if somebody is coming and there’s an election, you have a deadline to sign up,” she said. The eligible voting members wound up casting three votes for Stokes and three votes for Nash-Anderson. Stone explained that, unlike other PACs, Town Hall PAC bylaws don’t say anything about how to break ties, so the council had to decide whether to have both winners be co-presidents or to try to vote again. “I understand that it hasn’t been done before, but I think we need to do it,” said Julie Samuels, a council member for the past seven years, referencing the co-president option that won the day. from page 1 approve their ordinance. And while the alliance’s leadership remains optimistic, so far that hasn’t moved the needle. Both ordinances have been on the docket for years, but they never made it past committee stage. Ald. Ariel Reboyras (30th), who served as the Committee on Public Safety chair before Taliaferro, held three hearings in May 2018 to get public input on four potential oversight ordinances, including these two. Both the GAPA ordinance and CAARPR ordinance (also known as “CPAC ordinance”) were reintroduced in mid-June and late May, respectively. The GAPA ordinance currently has 29 sponsors, including West Side aldermen Michael Scott (24th), Walter Burnett (27th), Jason Ervin (28th) and Emma Mitts (37th). Taliaferro, who sponsored it in 2018, isn’t on the list. The CPAC ordinance currently has 13 sponsors, with Mitts its only West Side sponsor. The GAPA ordinance would create threemember district councils in each police district to work with the officers on crime prevention, community policing and restorative justice policies. Each member would be elected by district residents for a two-year term. The ordinance would also established the nine-member Community Commission for Public Safety and Accountability. While the 2018 version of the ordinance had them directly elected by Chicago voters, the latest version calls for them to be appointed by the Commission Nominating Committee. Each district council would choose one member to be part of the committee. Together, they would look at applicants and submit their recommendations to the mayor, who can accept or reject them. The city council would have final approval of whoever the mayor picks. As before, the commission would select candidates for police superintendent and recommend a superintendent removal, with the city council getting the final say in both cases. The commission would play a similar role in hiring and firing the head of the Civilian Office of Police Accountability, the

appointment of Chicago Police Board members, as well as annual performance reviews for all three. It would also be able to review, approve and propose CPD and COPA policies, unless a consent decree doesn’t allow it. In a recent interview with this newspaper, Desmon Yancy, GAPA’s community coordinator, said having civilian councils made up of local residents would go a long way toward making police officers more accountable and improving police/community relations. “We talk about rebuilding trust when, in communities like Austin, people would say they never trusted the police,” he said. “[We need] to make sure people’s voices are heard to transform the CPD, which has been left to their own devices for generations.” One of the big reasons why they wanted the GAPA ordinance passed this year, Yancy said, is that LCS elections are coming up on April 22. The candidate-filing deadline is on March 5, and GAPA wanted to give council candidates, many of whom probably never ran for office before, time to establish themselves and give voters a chance to get to know them. In October, Taliaferro told this newspaper that he planned to hold a hearing on the GAPA ordinance in November. But neither of the two meetings held last month touched on the issue. While the public safety committee was scheduled to meet on Dec. 10, the meeting was canceled, and the meeting agenda wasn’t posted beforehand. Given that the final city council meeting of the year is scheduled for Dec. 18, even if Taliaferro schedules another meeting later this month, there may not be time to get the GAPA ordinance before the full council until next year. Yancy acknowledged that GAPA likely wouldn’t pass this year but remained optimistic about its long-term future. “We’ve been in contact with the Mayor’s Office,” he said. “We don’t have the clarity we’d like in terms of the timeline, but we’re fighting for the timeline that will allow for important steps in this ordnance to happen in order for the commission to be effective.” Yancy also mentioned that Taliaferro has been neutral on the ordinance since becoming chair of the Committee on Public Safety, but, given the alderman’s past record, he felt he would ultimately support the ordinance’s passage. Proviso East students pay homage to Fred Hampton

Students competed in art, oratory and essay contests held on 50th anniversary of Black Panther leader’s death By MICHAEL ROMAIN Editor

In the days and weeks after the assassination of Illinois Black Panther Party Chairman Fred Hampton, the racial tumult between black and white students at Proviso East High School, where Hampton graduated just three years earlier in 1966, grew to such a fever pitch that administrators canceled classes until after Christmas. This year, which marks the 50th anniversary of Hampton’s assassination, a multiracial coalition of students at Proviso East tapped their various talents to pay homage to the civil rights leader, who wasn’t much older than they are when he was murdered in an unlawful police raid inside of his West Side apartment on Dec. 4, 1969. The students competed in three different categories: oratory, essay writing and art. Each category was sponsored by The Need to Know NFP, a local nonprofit dedicated to spreading awareness about African American history in Proviso Township. Wintrust Bank, which recently opened a new branch in Maywood, sponsored cash prizes for each of the winners. “The students had to search and study former Black Panther Party Illinois Deputy Chairman Fred Hampton’s life and work with the NAACP, the Panther Party and the Rainbow Coalition,” said Proviso East English teacher Jennifer Moore, describing the oratory competition. She said the contest took place in October and was judged by members of the Maywood Toastmasters club. “The competition was so steeped in excellence that when senior Marseilles Burton emerged as the winner, there was a one-point difference between her and the second- and third-place contestants,” Moore said, adding that Burton will receive a $500 cash prize. “Prior to the contest, students were given a Fred Hampton quote and asked to interpret the quote, within the context of Hampton’s life, and express their thoughts on what it will take to end racism in the United States in a three- to five-minute speech.” “Do you fight hate with hate?” Burton asked the audience. “No, you fight hate with love. Hate confines and separates us while love liberates and unites us. Solidarity helps bind people together as one and that is what we need right now.” Don’tae Buford won the essay contest. Rhonda Sherrod, the president of The Need to Know NFP, said that 17 students at the school submitted essays in October that were judged by

Pritzker talks next phases of marijuana legalization

SPRINGFIELD – One month before the scheduled rollout of legalized marijuana in Illinois, Gov. J.B. Pritzker signed a follow-up bill to the initial reform on Dec. 4 and took questions about the next phases of the implementation. “It’s new territory, we’re seeing that in some of the cleanup that we’re doing in this bill,” said Sen. Heather Steans, D-Chicago, who sponsored the initial marijuana legalization measure. Steans said the bill clarifies that public consumption of marijuana can be done in only a licensed dispensary or a retail tobacco shop. This will be allowed only if a local government authorizes it on the premises. “They can only be in those two kinds of locations,” she said. It also requires that individuals who have their records automatically expunged are notified when the process takes place. Medical cannabis patients aged 18 to 21 will now have full access to cannabis products, including combustible marijuana. The bill also clarifies a “revolving door” provision of the initial law by prohibiting future members of the General Assembly and their families from having a direct financial ownership interest in a cannabis business until two years after that lawmaker leaves public office. She said the bill moves up to July, from September, the earliest date municipalities and county governments can begin collecting taxes resulting from marijuana sales. Steans said while the follow-up measure, referred to as a trailer bill, was mainly about technical changes, more substantial changes could happen in the future. “We did not want to go back and revisit policy at this point in time,” she said. “We know we may do that going forward but we want to first get this up and running and see how it actually works.” The lawmakers and stakeholders at the event emphasized that legalization is centered on racial equity and righting the wrongs of a decades-long war on drugs. “Illinois’ historic cannabis law puts social equity above all else, and the result will be a market unlike that in any state in the nation – one that rights the wrongs of the past by offering new opportunity to communities that have been torn apart,” said Esther Franco-Payne, executive director of Cabrini Green Legal Aid, where Pritzker signed the

bill in Chicago. “From ownership to jobs to expungement, disproportionally impacted communities will be revitalized when this law takes effect on January 1 and as the industry flourishes in the years to come.” Pritzker said the state will start accepting applications for new cannabis licenses, including from social equity applicants, on Tuesday, Dec. 10, through Thursday, Jan. 2. Information about licensing is available via the Illinois Department of Commerce and Economic Opportunity. Pritzker said the phased rollout of cannabis legalization will provide for 75 new dispensary licenses in May, at which point more social equity applicants will have the opportunity to be part of the marijuana industry. He said the initial 30 licenses go to those already in the medical marijuana business that had been licensed in the previous administration. Pritzker said the bill was written this way to protect the medical marijuana industry, but it also limits minority participation in the first phase. “We want the industry to be diverse,” he said. “We want black and brown people. We want people who’ve been left out and left behind to have a real opportunity to not only benefit from this new industry, but to create new millionaires in the black community, in the Latino community. … That’s the purpose of the phased rollout.” Toi Hutchinson, a former state senator who helped craft the initial bill and has since been named senior advisor to the governor for cannabis control, said the phasein is also designed to “protect future market opportunities for those equity applicants to come on board.” “We’ve gotta get this thing moving…” she said. “We’ve gotta get the fees from the licensure to fund a revolving loan program so that we can cede equity to those applicants that we care so much about. And we’ve gotta make sure that we reinvest. This is the first state to take specific dollars from the point of sale and reinvest in exactly those same communities.” The original bill creates the Restore, Reinvest and Renew program, which aims to “address the impact of economic disinvestment, violence, and the historical overuse of the criminal justice system,” according to the governor’s office. Hutchinson also noted the bill requires future disparity and demand studies to inform future phases of the rollout and “inform specific course corrections” as legalization moves forward. “The focus was never to get as much money as you possibly can as fast as you can,” she said. “The focus has always been to create an equitable industry that looks different than anywhere else in the country.” CONTACT: Jnowicki@capitolnewsillinois.com

New rules could cost 140,000 Illinoisans SNAP benefits Trump administration announces tighter work requirements for many adults

SPRINGFIELD — The Trump administration is about to impose new regulations that would tighten eligibility rules for the Supplemental Nutrition Assistance Program, also known as food stamps, in a way state officials say could cut off benefits for an estimated 140,000 Illinoisans. The new rules apply to a category of SNAP recipients ages 18 to 59 known as “able-bodied adults without dependents,” or ABAWDs. Currently, who meet the program’s income eligibility limits are limited to three months of benefits during any 36-month period unless they work at least 20 hours a week or are enrolled in a job training program. Those conditions were part of a 1996 welfare reform law passed during the Clinton administration. But the law also allows states to waive the work requirements if the applicant lives in an area marked by high unemployment or where there is a lack of sufficient jobs. The new rules, which will take effect in April, will tighten the regulations governing

those waivers by limiting them to counties with unemployment rates above 6 percent. It is one of several changes to SNAP eligibility being implemented or considered by the Trump administration. The U.S. Department of Agriculture, which administers the program, said in a document on Dec. 4 that about half of all able-bodied adults receiving SNAP live in areas that have received waivers “despite low unemployment levels across the majority of the country.” “The strong economy is creating opportunities for all,” U.S. Agriculture Secretary Sonny Perdue said during a telephone news conference on Dec. 4. “Now is the time for us to engage with this subset of SNAP participants so that they can know the dignity of work and the lasting transformation that it provides.” But Democratic Gov. J.B. Meghan Powers, spokeswoman for the Illinois Department of Human Services, said about 140,000 people in this state would lose eligibility, although she added the agency has been working to find other ways to extend eligibility to those individuals. “Many SNAP participants face serious barriers to employment, such as mental illnesses, substance use disorders, justice

involvement and significant physical limitations, and would not be able to immediately meet the work requirements,” she said in an email statement. “IDHS has been working for months to appropriately exempt any individuals with these barriers so they do not need to meet the work requirements. However, we also recognize that some of our customers can and want to work.
