Cleveland County Government Appoints Assistant County Manager for New Consolidated Human Services Agency

At the inaugural meeting of the newly established Consolidated Human Services Agency (CHSA) Board, Cleveland County Manager David B. Cotton announced the appointment of Ms. Tiffany Hansen as the Assistant County Manager for Consolidated Human Services. The creation of the CHSA brings the Department of Social Services and the Health Department together under one Tiffany Hansen coordinated agency. In her new role, Hansen will oversee the day-to-day operations of both departments, ensuring a seamless, collaborative approach to serving residents. “I have the utmost confidence in Tiffany’s leadership, skills and abilities to advance the vision and mission of the newly formed Consolidated Human Services Agency,” said Cotton. Hansen has served as Health Director for the Cleveland County Health Department since 2020. She will continue in that capacity on an interim basis until a new Health Director is appointed. “I have had the distinct privilege of working alongside Tiffany for two and a half years,” Cotton added. “During that time, I have witnessed her strong engagement with staff and the community, her commitment to Cleveland County’s vision, and her dedication to a team-centered approach. Tiffany was the clear and obvious choice for this appointment.” Hansen holds a Master’s in Public Administration and brings more than a decade of experience in healthcare administration. “I am honored to step into this new role and look forward to working with our exceptional teams across health and human services. Together, we will strengthen our integrated system, pursue new opportunities, and advance a shared vision that supports the health, well-being, and resilience of our community,” said Hansen. Cleveland Community College Celebrates 60 Years
On Wednesday, December 10, 2025, Cleveland Community College marked a major milestone, hosting a luncheon to celebrate its 60th anniversary. Employees were joined by local and state elected officials, members of the College’s Board of Trustees and Foundation Board of Directors, and special guests to highlight six decades of progress, partnerships, and purpose. Current CCC President Dr. Jason Hurst welcomed attendees and reflected on the College’s remarkable journey. “Today, we aren’t just marking the passage of time; we are celebrating a story of people, progress and purpose.” He also honored the two presidents who served before him, noting how rare it is for an institution to have just three presidents across 60 years. Founding President Dr. James Petty led the College through its formative years, serving 25 years and laying the foundation for growth and stability. He was succeeded by Dr. Steve Thornburg, who served 27 years and guided the College through transformative expansion. During Dr. Thornburg’s tenure, significant facilities such as the Paksoy Technology Center and the Bailey Allied Health Center were constructed, buildings that continue to symbolize CCC’s commitment to innovation and excellence. “As we look toward the future, we do so with gratitude for the presidents who guided us here,” Hurst continued. “Their dedication, wisdom, and steady leadership have shaped the legacy that we are privileged to continue. Their work is not just part of our history—it is woven into the very identity of Cleveland Community College.” The College’s roots trace back to a bold vision shared by the Shelby Chamber of Commerce and the Cleveland County Board of Commissioners to provide educational opportunities for local residents. That vision became reality in 1965 with the creation of the Cleveland Unit of Gaston College. Under Dr.
Petty’s leadership, a small team of employees and fewer than 40 students began classes in two rented buildings in uptown Shelby. Just two years later, the Unit became a standalone institution with its own Board of Trustees and a new name, Cleveland County Technical Institute. By 1969, the growing College moved to its current location on South Post Road. From that point forward, the College expanded its footprint, programs and impact. New programs were added, from university transfer to cutting-edge technology and emergency services training. Constructed under Dr. Thornburg’s leadership, landmark facilities the Paksoy Technology Center, the Brown Emergency Training Center, and the Bailey Allied Health Center were constructed, showcasing the College’s continued growth. Under the current President, Dr. Jason Hurst, the campus has undergone significant transformations through renovations and the construction of the Speaker Tim Moore Advanced Technology Center and the Yetis Athletic Complex. The addition of athletics has attracted students from near and far, energizin the campus culture. Dr. Hurst emphasized that the College’s growth is far from over, stating, “We’re not done yet.” Partnerships with Cleveland County have played a crucial role in expanding the College’s campus footprint. In 2021, the County provided funding for land adjacent to the main campus, and a year later, County leaders gifted the College 25 acres on North Post Road. That location is now home to short-term training academies in truck driving and heavy equipment operation, as well as a renovated barn that is part of the College’s animal science program. These gifts, along with additional acquisitions, have allowed the College’s footprint to grow to more than 100 acres. “The future of Cleveland Community College is bright, not because of any single building or program, but because of the people who believe in what we do,” Hurst said. “Together, we are transforming lives, strengthening families, and fueling the economic engine of our community.”

Register of Deeds Office to Begin Issuing KM National Military Park Adoptive Birth Certificates in 2026

Cleveland County Register of Deeds Betsy Harnage announced that beginning January 1, 2026, Registers of Deeds across North Carolina will be authorized to issue certified copies of adoptive birth certificates.
Cleveland County Register of Deeds Betsy Harnage announced that beginning January 1, 2026, Registers of Deeds across North Carolina will be authorized to issue certified copies of adoptive birth certificates under provisions of Senate Bill 248, Birth Certificates for Persons Adopted. Senate Bill 248 (SB 248) was enacted by the North Carolina General Assembly in June and signed into law by Governor Josh Stein on June 26, becoming Session Law 2025-9. Under this legislation, Registers of Deeds statewide, including the Cleveland County Register of Deeds Office, will be able to issue certified copies of adoptees’ birth certificates at the local level. Who may obtain a Certified Copy under the new law, certified copies of adoptive birth certificates may be issued only to the following individuals: • The adoptee • The adoptee’s children • The adoptive parents • The adoptee’s spouse, brothers, or sisters Original birth certificates issued prior to adoption, as well as all associated adoption records, will remain sealed and are not subject to inspection or release. Prior to the passage of SB 248, adoptees were required to obtain certified copies of their adoptive birth certifi-
cates exclusively through the North Carolina Office of Vital Records (NCOVR) in Raleigh. State lawmakers and agencies have cited the new law as a customer-service improvement, allowing individuals to access certified records more conveniently through their local Register of Deeds office. To support the implementation of this change, the NC Office of Vital Records will provide Adoption Security training to Registers of Deeds and their staff statewide. Training will focus on proper issuance procedures, privacy protections, secure record handling, confidentiality requirements, and updated electronic access and digitization standards. “This change allows our office to better meet the needs of Cleveland County’s adoption families by providing timely, convenient access to certified records close to home, while continuing to protect sensitive information,” said Hon. Betsy S. Kings Mountain National Military Park will be offering their next lantern tour on Saturday January 3. The program topic is “Our Favorite Stories" and the ongoing 250th Anniversary of the Revolutionary War. They will be following the 1.5-mile battlefield trail, which though paved is steep in several places, so dress for the weather and wear good walking shoes. Lanterns will be available for those who wish to carry one. The program is free, but space is limited so registration is required. Registration opened on December 30, 2025. New Year’s Eve celebration ideas for families The New Year’s Eve countdown is on, with people eagerly awaiting the opportunity to say goodbye to this year and welcome the possibilities of the year ahead. Billions enjoy celebrating the arrival of a new year. While New Year’s Eve may be known for its raucous nature, complete with overflowing cocktails and packed dance floors, parents looking to celebrate with their young children have plenty of options to turn NYE into a more family-friendly affair. Explore these ideas for family-friendly NYE fun. • Noon Year’s Eve: Staying up until midnight might be a stretch for young children, who tend to get wired and cranky the later into the evening they go beyond typical bedtime. Instead of waiting until 12 a.m. for the countdown, move it back (or ahead) 12 hours to 12 noon. Young children won’t mind if it’s the sun out instead of the moon, as long as they get to make noise and throw confetti. • Homemade noisemakers: Making noise is part of the fun of welcoming the new year. Kids can get in on the act of crafting their own noisemakers from items that already may be around the house. Collect empty toilet paper or paper towel cardboard tubes for this purpose. Cover one end of the tube with masking tape or a round piece of plastic. Fill the tube with beads, small seashells, rice, or dried beans, leaving enough room for the materials to move around inside

Women Republicans of Cleveland County Holiday Home Tour a success for ministry
On Saturday, December 6, the Women Republicans of Cleveland County had a Christmas Holiday Home Tour. This fundraiser was for our Caring for America project and the recipient for the money raised was Justice Ministries. They are a non profit group that rescues women and children from human trafficking. With the help of five homeowners and over 200 people who participated in this fundraiser we Susan Whetstine presented $5000 to Mark Blackwell were able to raise $5,000.00. of Justice Ministries. The group is very thankful for all those who helped them to raise money for such a worthy cause. Aiming Outdoorsmen Toward Christ By Gary Miller I was back in my barn during rifle season, and just before daylight several does began feeding just in front of my window. The late rut was still happening so I was hoping a buck would show up to check out the ladies. As more sun began to illuminate the area, I noticed a buck up the hill at the edge of my field. It was a respectable 8 pointer. He just stood there looking down the hill at the females in front of me. This gave me GARY MILLER plenty of time to size him up for a shot. He was only about 125 yards away. I grabbed my old Remington, laid it on my shooting pillow, and steadied my aim. I pulled the trigger and nothing happened. The shot went off, but somehow I completely missed. I mean completely. I still don’t know how I missed so badly. I mean I missed so terribly, the buck never moved. He just stood there staring down the hill at the does that had remained immovable as well. I thought to myself, “Well, let’s try this again.” So, I proceeded to chamber another shell, only to realize I only had one bullet in my gun, and I just shot it. I looked around to find my box of shells and realized they were in my SUV just below my perch at the back of the barn. Once again I thought, “Surely there’s no way I can walk to the back of the barn, go down the ladder, open the door to my vehicle, grab my bullets, climb back up the ladder, walk back to my shooting chair, load my gun, and that deer still be there for a shot.” I can remember grinning as I proceeded to give it a try. When I got back to my shooting window, the buck was still there. I loaded my gun, concentrated on one spot on the deer, and made a perfect shot. What I remember most about this hunt and the story itself was my grin. My grin gave away how I had matured over the years when it came to hunting. It revealed that I had learned that what used to be unexpected obstacles were not really unexpected and we’re not actually obstacles. They were just how hunting really is. When I considered them unexpected obstacles, my response was anxiety and anger. When they became a real part of the hunt, they became a reason to grin and enjoy the challenge. You and I are about to begin a new year. If we take a deep dive into our past years, we see that things never went as we had hoped or how we imagined. So, why do we think the coming year will be any different. It won’t. So, my advice is to expect the unexpected and to see obstacles as opportunities. A highlight of the County’s wellness efforts is the Medical Weight Management Program. The program offers personalized guidance, FDA-approved medications, one-on-one and virtual group sessions, and weekly check-
ins. Employees also benefit from an on-site wellness center, low-cost pharmacy, and expanded primary care services. Mental and emotional health remain a priority as well. Through the Employee Support Program, a certified counselor with a doctorate in pastoral care and counseling provides confidential onsite counseling, training, and support sessions, delivering more than 1,200 counseling sessions each year. Cleveland County Government also has a strong track record in regional rankings, placing 8th in 2021, 2nd in 2022, and 1st in both 2023 and 2024 in the Greater Charlotte Area Healthiest Employers® awards.
