That

the I.W.A, held its very

fint National Rally of Boats.

was in Leicestershire at Market Harborough. At that time, with the Association only a few yean old and the caral network for the first time in is history almost under unified ownership the future seemed full ofhope and promise. Sixty boats attended the Rally, a staggering number for the time. Still carrying mtion bools, they navigated from Yorlohire and London, the Severn and the Me$ey: armed with the statutory right ofpasage through the canal slstem. They left the Rally buoyant: thespeeches had said the I.W.A's casewas right, its logic unarguable; surely the dilapidations brought about by hostile management would soon be rectified, a srnall but progr€ssive investment ensure a worthwhile

volume of commercigl trading, and aa imaginative administration lead to the fruitful multifunction4l use of the canals to the benefit of the whole community? The idealism ofthe postwar yea$ is gone. The dead hand ofnationalization has stultified what might have been. The hundreds of trading boats of 1950 are reduced to a handful. In 1967 thc civil service is writing the legislation which u,ill govem the running of the canals for the next twelty yean. If this legistation is based on the unimaginative, lack lusbe 1966 Transport White Paper, itselfmainly concerned with "refuting" the auguments of the enthusiasts and idcalists, then the waterways system will succumb to slow ereeping parallsis. As for so long, steady neglect ofmaintenance will lead to progressive disuse and th€n to eventual
