At the same time we are very mindful of our owners’ financial burden – condo fees.

June is the month our Budget Committee begins its arduous work as the fiscal year 2022 budget formulation process continues through the summer. I have asked Board member Bob Lee to write an article describing Watergate’s budget process and the challenges we are faced with. We must balance funding requirements and at the same time strive to curb costs. Director Lee is Watergate’s longest serving board member and a former vice president. June weather reminds us that our long-awaited summer has arrived. It also is the month we honor all fathers on Father’s Day. We likewise celebrate Flag Day on June 14 although it is not officially a federal holiday and has been celebrated since the Civil War! Last month I highlighted several contracts the Board recently approved. These contracts will total more than $1.9 million. That’s a lot of money! I mention this because you as owners deserve to know where your money is being spent and why. These contracts relate both to ongoing ma-

But I also want to recognize and thank all of our volunteers for the invaluable role they play in making Watergate at Landmark a great community! Of special note, I am proud to announce Virginia Governor Northam’s appointment of Eileen Greenberg to the Common Interest Community Board. Eileen is Watergate’s Vice-President and our Association Counsel said it best: “Congratulations to Eileen and to Watergate – this is valuable representation on that Board by a community leader.”

JUMP INTO THE OUTDOOR POOL SEASON By Jene Lyons, Deputy General Manager Supervision of Non-Swimmers
A responsible person must supervise non-swimming persons at all times while in the pool area. At no time may the responsible person be more than an arm’s length away from a non-swimming person who is in the water.
Food
No food of any kind is permitted in the pool area. Patrons are encouraged to snack or eat meals in the Terrace areas overlooking the pool.
Electronics
Sound-producing devices, including cell phones and iPodtype products, must be used with earphones or turned down so that other patrons are not disturbed.

To make your pool experience enjoyable and safe, please take a moment to review the abbreviated list of pool rules below.
Admission and Guests
Swim Tests
At the lifeguard’s discretion, patrons of any age may be asked to demonstrate swimming ability in order to go into areas deeper than 3 1/2 feet without a responsible person. The test involves swimming the length of the pool lap lanes and treading water for 60 seconds.
Lap Lanes
These are intended for use by persons swimming, walking or running laps only.
Each resident (over the age of one year) must have a valid Watergate at Landmark ID card in order to use the pool. A maximum of two guests per unit using the unit’s amenity passes are allowed in the pool until further notice. One-day passes are currently not for sale.
Hours
The Outdoor Pool at WAL opened on the Saturday before Memorial Day. From now until Wednesday, June 23, The pool will open 1 – 8 p.m. Mondays – Fridays and 9 a.m. – 8 p.m. Saturdays, Sundays, and Holidays. Pool hours beginning on Thursday, June 24 through Labor Day on Monday, September 6 will be from 10 a.m. – 8 p.m. Mondays through Fridays and 9 a.m. – 8 p.m. on Saturdays, Sundays, and Holidays. After September 6, the Outdoor Pool will be closed during the week. But, the pool will open for two weekends from 10 a.m. – 6p.m. before closing for the season. Those dates are September 11, 12, 18 and 19.

FY 2022 BUDGET PREP By Robert Lee, Board of Directors Each June witnesses the beginning of an intensive three-month process of fashioning a new fiscal year budget for the Association. This is a collaborative effort involving multiple players including WAL Management, the Budget Committee, the Board of Directors, WAL committees and Association staff. The first formal step in the process is Management’s preparation of a draft budget which, by contract, must be completed by June 1. That draft document is then presented to the Budget Committee which begins a systematic analysis of each line item in the proposed budget. Typically, the Chair of Budget appoints subcommittees – or, in the parlance of the Committee, “working groups” – to conduct indepth reviews of various categories of anticipated income and expenses such as supplies, repairs and maintenance or utilities. Some of the numbers can be relatively easy to determine, such as pre-negotiated and fixed-price contracts. Others can be devilishly tricky.

A somewhat related set of circumstances impacted work on the Association’s FY-2021 budget. Committee members faced the challenge of anticipating if, or when, schools might reopen, residents might return to their workplaces and WAL-sponsored services and activities might be reactivated. What is most remarkable about the two most recent budget cycles is how well the Budget Committee accurately forecast aggregate income and expenses. Once working groups complete their assignments, their work product is scrutinized by the Budget Committee as a whole. This is a valuable exercise in that the perspectives and insights of all 12 members are added to the mix, usually validating the conclusions of the working groups, but occasionally refining and improving those forecasts.
The FY 2022 Budget process is a collaborative effort involving multiple [groups]. Utilities, for example – a very large and growing component of the Association’s budget – are heavily influenced by factors no one can reasonably predict, including weather, volatile energy markets and unique circumstances such as the Covid pandemic which wasn’t on anyone’s radar when the Association’s 2020 budget was formally adopted in August 2019, but which had a significant impact on costs resulting from school closures, residents working from home and additional demands on Management to enhance health and Page 6
When all the individual components of the budget have been reviewed and a relatively small number of problematic items resolved, the Chair presents the proposed Operational Budget, along with a Five- year Capital Repair and Replacement Plan (CRRP), to the full Committee to review and determine the specific budget plan and proposed unit assessment schedule to be recommended to the Board of Directors. The CRRP is a critical part of the overall process because it identifies and prioritizes all capital projects that are contemplated for the

coming fiscal year and four additional out-years. Many of these projects are based upon the most recent Reserve Study, which, by law, must be performed every five years. Numerous parties contribute to the final CRRP, including the General Manager, Facilities Director, specific WAL committees such as Infrastructure and Project Review, and a working group of the Budget Committee consisting of the Chair, one board appointed member and one non-board member. Near the end of the process, the Budget Committee recommends revisions to the new fiscal year’s Schedule of Fees that is appended to the Operational Budget. These fees govern such facilities and activities as the Racquet Club, party rooms and gazebos, move-in and move-out charges and Handyman services. All the work referenced above is accomplished in less than 2 months, a tribute to the professionalism and hard work of the Budget Committee, which during budget season may meet two or three times a week. At its July meeting, the Board of Directors conducts a First Reading of the budget and may make revisions to the proposed budget. A Town Hall meeting is held in early to midAugust to inform the community of the proposed new budget and elicit comments and suggestions from unit owners. At its August meeting, the Board of Directors formally adopts the Association’s new Operational Budget, Reserve Plan and Fee Schedule which take effect on October 1. The creation of any budget is an arduous and difficult proposition requiring the balancing of different, sometimes conflicting values and priorities. Over the years, I think it can be said that the principal players in this annual ritual have done a conscientious and commendable job in fairly balancing those interests. June 2021

WHAT IS MOLD AND HOW TO CONTROL IT By Tom Curry, General Manager, CMCA, AMS, PCAM Take a look around your home. See if you smell something odd or find spots on the walls, cabinets, and tile grout (to name a few areas). If you do, unfortunately you may have mold.

#VAX TO NORMAL By Jessica Soto, Youth Committee Chair At the March Youth Committee meeting, masks were still everywhere, and the demand for COVID vaccines was still far outpacing supply. Zohreh Khoshnamak, a long-time resident and Youth Committee member, mentioned that some of her elderly neighbors were not able to register for early vaccination due to technology obstacles, even though they were qualified. We talked about the barriers that were becoming evident at every level of public health outreach and what the Youth Committee could do to help our Watergate neighbors. We all knew eligible people—essential workers, senior citizens, individuals with existing medical conditions—who for various reasons (technology, language, schedules) were unable to “get in line.” The Committee voted to request resources for a vaccine registration event as well as reach out to the Senior Committee and others, which is just what we did. While awaiting Board and management approval, we quickly mobilized, collecting the names of volunteers willing to assist. The Board approved our request; Becca at the Activities Office made sure we had all the supplies we needed. Zohreh got the City of Alexandria Department of Health to

send additional assistance which enabled us to successfully get vaccine appointments for dozens of our neighbors in priority categories! On Saturday, April 3, we set up tables in the Town Center, got training on the Virginia Department of Health system and set up a socially distanced system to route those with questions or in need of assistance. We answered questions, entered pre-registration data, and best of all, made appointments for our Watergate neighbors. It was our way of helping to bring the end of the pandemic that much closer to the West End.

Monitor your pet while out on walks as the temperatures rise.
I’m glad that summer’s right around the corner, and soon we’ll be looking for ways to beat the heat. Remember that dogs are also sensitive to heat.
As spring turns to summer, dogs that are hairless, white, or a light color are more sensitive to sun exposure and at risk for sunburn and sun-induced tumors according to the American Kennel Club. Dogs can also suffer from heat stroke. This is more of a danger to brachycephalic breeds, or those that have a short nose and flat face, such as Pugs, Boxers, and Bulldogs, who are not able to cool themselves as efficiently as other breeds due to airway restrictions according to the AKC. Even dogs that are obese as well as dogs with dark coats are at higher risk for heat stroke. If the pavement feels hot when you touch it with your hand, imagine what it is doing to your dog’s paws. If you cannot walk on the ground barefooted, neither should your dog. It takes time to acclimate a dog’s

KC THE “COMEDIAN” By Diane Mullens Last December, not long before Christmas, we adopted a scrawny little kitty named Gauthier. A volunteer at King Street Cats found him in her backyard (on Gauthier St) and rescued him about a month prior to our visit. He had just come out of kitty quarantine that day and we scooped him up and took him home. We lost our sweet kitty, Allie, to cancer in September and the house was so empty and sad without her. Allie had entertained us throughout the pandemic, and without her, we weren’t laughing as much anymore. We decided that the only solution was to get another kitty.
The first thing we did after adopting Gauthier was to change his name-it was much too formal for a rascally kitty cat. So, stumped for a cleverly cute name, we settled on KC (Kitty Cat). The second step was to take him from scrawny to healthy, and he is now spunky and well-fed. Now our days are so much fun as we watch KC chase his tail on the tippy top of his kitty “condo,” fall to the second tier and pop out of the “house” on the second level. Every mundane object lying around the house becomes a toy: rubber bands, paper clips, bottle caps…basically anything. An electronic buff, KC races to the printer when he hears

it turn on so he can watch the paper come out. One of KC’s favorite games is “let’s make the bed with me in it.” Although our bed covers may always be in a mess…we are laughing again…a lot! I never cease to enjoy the many flowers, shrubs, trees— including some unique ones—and spots to sit and admire the view. Wildlife bring me a mockingbird’s glorious song, a robin’s hunt-andpeck, butterflies unaware of their beauty and industrious chipmunks and squirrels.
