PRESIDENT’S MESSAGE By Phil Schrock, Board President We all are glad spring is here! Living under the COVID pandemic this past year has been challenging for all of us at Watergate, as well as those throughout our nation and world. A great strength of Watergate is its people – our owners and residents, management and staff employees, and our selfless volunteers. We thank all of you for your patience, resilience and teamwork that helped carry us through. This past year’s pandemic created unique challenges for our Annual election process that has served us swell over the years: challenges for the Elections Committee, Board candidates, League of Women Voters and Watergate owners. Eileen Greenberg and her Elections Committee did a superb job in pulling off our successful election. A total of 558 votes were cast representing almost 40% of the total percentage interest of the Association – more than last year! Thank you, Eileen! We are grateful for the seven qualified candidates who applied for the four open positions on the Board of Directors. As a result of our successful election process, we welcome back Theresa Mulrane and Alex Davila as returning Board members, and Rudnaldo “Butch” Hodges and Joseph Vecchio as our newest members. Congratulations!

We also are grateful for all past and current Board members, officers, and committee chairs and members who have served so unselfishly and continue to do so year after year. All are volunteers and make a profound impact on this community! A special thanks goes to Gary Dahl who has served as your president for the past five years. Thank you, Gary! We wish you and your wife Susan the best as you take a well-deserved breather. Your Board has asked me to be your president for the next year. I’ve agreed and will do my best to carry out the responsibilities the Board has entrusted to me. Many of you have shared your thoughts and concerns. You’ve read campaign statements and heard from Board members – newly elected and current. Campaigning is over and we now focus on governing. So what are some of our common topics, themes and challenges?
Infrastructure Maintenance and Enhancement
Watergate’s buildings and infrastructure are aging and must be maintained to preserve owner investments and improve property values. Prioritizing and scheduling projects, and ensuring they are completed with quality in a cost-effective and efficient manner are necessary to maintaining and enhancing our investments. Our finalized fiveyear reserve study required by law will help our Management, the infrastructure and budget committees, and Board determine our needs and plan for the next five years.

Costs
We are very aware of owners’ financial burden – condo fees. We are required to keep sufficient monies in our reserve account to maintain our infrastructure. Fortunately our finances are healthy. At the same time we also have our daily operating and maintenance costs to keep Watergate operating at its current level, e.g., utilities, supplies, repairs and maintenance, payroll, contracts and services, etc. (Your FY2021 budget book provides details.) Our condo fees are a concern. Therefore, we must be ever conscious of these costs and continually look for ways to streamline our processes, improve efficiency, cut costs, and keep the rate condo fee increases at a minimum.
Transparency, Dignity and Respect
Watergate is a close-knit community. It consists of 1,460 units and thousands of residents of various backgrounds and ages. And that’s one of the things that make us so unique! It’s vital that we maintain a climate of open dialogue and communication. You should always be treated with dignity and mutual respect. Management, staff and the Board serve you. You are our customers.
Committees and Volunteers
Resident participation is vital to our community’s governance and everyday life. We value the many Watergate committees, committee members, and other “silent volunteers.” Whether it’s from committees that deal with infrastructure, projects and contracts, and money or whether

it’s from one of the other numerous committees, your contributions are important to making this a dynamic community. Some of the best ideas bubble up from our residents. Your Board welcomes and appreciates your volunteerism and dedication! We need more volunteers willing to contribute their talent.
Service Excellence
We live in an imperfect world, so perfection is an unachievable standard. Excellence is our goal! We insist on high standards, quality, and outstanding service in everything we do—contractors and staff alike. Continuously make honest assessments, learn lessons from our past, and apply those lessons to ensure future successes. Bring the spotlight on contract specifications and management, and measure outcomes. Recognize and appropriately reward deserving employees. Provide service excellence to residents and homeowners! I envision Watergate continuing to build on the progress, successes and excellence we’ve witnessed during these past few years. You’ve elected the Board as your representatives. The Board and Management look forward to this coming year as we team together to make Watergate an even better community. The best is yet to come!

UTILITY COSTS ARE ON THE RISE By Tom Curry, General Manager
The next step to reduce our electricity demand is for individual owners and residents to do their part. Here are several measures that can reduce our electricity consumption: • Replace light bulbs with energy
Our electricity costs are rising after trending downward, so please help reduce usage.
Most associations have separate electric meters for individual homes and common areas. Watergate at Landmark is unique in that we have only one electric meter for the entire complex. On one hand, as a large consumer of electricity, we save money because we are eligible for special electric rate programs. On the other hand, the Association has no control over most of the electricity used. The Association has taken large measures to reduce electricity costs over the years. We replaced all the

exterior windows and balcony doors with energy efficient double-pane glass. Nearly all common area lighting found indoors and out were replaced with energy efficient LED lights. We installed an energy management system that controls common area temperatures. We included a program in the Balcony Utility Closet HVAC Façade and Vent Replacement Project that gave owners large discounts to replace their HVAC systems with new, energy efficient ones. One-third of the owners took advantage of this offer.

The three primary types of color temperature for light bulbs are: Soft White (2700K – 3000K), Bright White/ Cool White (3500K – 4100K), and Daylight (5000K – 6500K). • Install a programable thermostat for your HVAC system. Set the temperature to match your schedule. • Run the dishwasher, clothes washer, and dryer during off peak hours after 9 p.m. This is when the electricity rates are lower. The electric bill is a large percentage of the yearly budget, so everyone must share in reducing consumption to help reduce this expense.

CAN I DITCH THE MASK? By Rashawnda Daniels-Atkinson Now that restrictions are easing, more people are being vaccinated and the cold, damp days of winter are behind us, are the days of the pandemic behind us? As of the time of printing, one out of four Virginians are partially or fully vaccinated against COVID -19. Also, Governor Northam has eased restrictions with the caveat of the health metrics currently trending “in the right direction” according to the March 23, 2021 press release from the State of Virginia. Although these may be signs pointing towards an end to the pandemic, there’s a key recommendation that’s still encouraged. Unfortunately, it’s the same complaint received by Management because it’s no longer being followed by some residents—wearing a mask.

There was a pickleball tournament held on Valentine’s Day at WAL’s Racquet Club this year. The tournament’s name, “Show No Love,” is a wordplay on the holiday and on the spirit of showing no mercy on the court. But, it was all in good fun: the prizes were plentiful and all in the form of chocolates!

Pickleball has become a favorite sport at WAL. It is easy to learn, terrific exercise, and very social. One of its greatest assets is the friendships that form on the indoor or outdoor pickleball court as we slam balls back and forth. Watch out for the next tournament and for the next opportunity to take pickleball lessons so you can be a part of WAL’s international party of pickleball players!

LEXIE, MY SWEETHEART By Sylvia Linke, Pet Committee Lexie is a spry, affectionate, outgoing 11-year-old female beagle. She came to Watergate on February 19, 2021 from Florida via the Animal Welfare League of Alexandria. Lexie has been mesmerized by all the enticing smells here at Watergate. Lexie loves to snuffle, even to the point where she doesn’t see the ducks and other wildlife less than 30 feet away from her. Prior to owning Lexie, I owned three cats. When the last cat died on Election Day 2020, my sister decided that I needed a dog, and she surfed the pages of the local animal welfare organizations until she found a dog that was suitable for me. Lexie hit a rough patch in her life just before she came to Alexandria. Her prior owner passed away and Lexie was alone in the house with her owner at that time. When people finally came to check on things, they found Lexie sitting by her deceased owner’s body. Lexie was brought to Alexandria through a network of animal welfare organizations.
