HISTORY

A Legacy of Progress Looking back at the history of North East Lincolnshire gives us a fascinating insight into how the area has grown and changed over the years. Its rich heritage, landmark developments and continued successes have shaped the region we see today and provide plenty of confidence for the years ahead. GREAT GRIMSBY AND CLEETHORPES

Famous landmarks and rich history characterise Grimsby. A Danish fisherman called Grim made these shores his home in the 9th Century AD, beginning centuries of prosperity and growth. Grimsby stood on a natural harbour called the Haven, sheltering ships from the Humber and the tempers of the North Sea. During the 12th century it developed into a major trading port. Ships brought timber from Norway and wine from Spain and France. Wool was exported and coal was brought along the coast from Newcastle. At one point, it ranked 12th in importance to the Crown in terms of tax revenue. The gradual silting of the Haven presented many challenges and eventually brought about serious decline to the port.

to the entrepreneurial spirit of past Grimbarians. Cleethorpes was originally made up of three small communities, Itterby, Oole and Thrunscoe. Cleethorpes was a small fishing village until the 1920s when it began to entice visitors to the sea bathing and the theoretical health benefits of the medicinal waters, transforming into a key holiday resort when the railway arrived in the area in the 1940s. The population of Cleethorpes in 1831 was under 500 residents, this figure has risen dramatically, and it now plays host to around 30,000 people. Purpose built attractions such as Ross Castle and Cleethorpes Pier were funded by Manchester, Sheffield and Lincolnshire Railway Company as tourist attractions which are still popular today. The promenade and town continues to be an attraction with its vibrant seaside lifestyle.

then sailed on the Mayflower to America in search of a new life. With thousands of tonnes being imported and exported throughout Immingham each day the town has a special place in the success of global industries ranging from automation through to energy. The Great Central Railway Company decided to open a neighbouring dock to Grimsby in 1912 as the deep water channel to the river made it accessible for many types of vessels.

Pioneering engineering allowed for the creation of Grimsby’s first dock with the opening of the Haven Dock in 1801. Major developments in marine civil engineering continued to be advanced, culminating in HRH Prince Albert laying the foundation stone of Grimsby’s new dock in 1849. Built for the Royal Navy’s largest ships, the new Royal Dock was officially opened by Queen Victoria in 1854. Grimsby’s landmark Dock Tower, its design inspired by Palazzo Publico in Siena Italy, stands between the entrance locks of the Royal Dock and powered the world’s first hydraulically operated lock gates. Built in 1851, it held 30,000 gallons of water to provide power to the lock gates and cranes on the docks. Advances in hydraulic technology soon made the tower redundant, but it remains as a monument

Immingham is a major business location with the UK’s largest port and a unique history.

The new docks meant that there needed to be an easy link between the towns, therefore the opening of the dock by King George V, known then as the Kings Dock, went alongside the arrival of the electric railway running to Grimsby from Immingham. This train line encouraged workers to move into the area and this led to the further development of the community.

Well known for the industrial sites around the port, the town is a busy logistics hub, a centre for the process industries and a growing focal point for renewable energy companies.

During WW1, the area was used as a submarine base and the war caused Immingham to suffer economically but it began to pick up again when the docks were developed in the 1950s.

The international significance of Immingham can be traced back more than 400 years. It was the last departure point for the Pilgrim Separatists who fled England for Holland in 1608. These families

Local provider GPE provides Immingham Container Terminal with new pinning stations Associated British Ports (ABP) has invested in new pinning stations – important infrastructure for container handling – at its Humber container terminals working with local supplier Grimsby Pipework & Engineering Ltd (GPE).

The UK’s largest port operator has recently installed four new pinning stations at its Port of Immingham, which will be followed by a further four at the Port of Hull. Pinning operations are one of the biggest risks undertaken on the busy container terminals. Pinning involves operatives removing the twist lock pins from the four corners of the container where it sits on trailer. The new stations will be offset from the vessel and sit within a marked area protecting the pinner from overhead dangers and surrounding vehicle movement. They will also have red and green lights signalling when container transfer tugs can safely enter the pinning area. Jamie Pearson, Head of Unitised (Humber) at ABP said: “Our priority at the Humber Container Terminals is safety and having carefully assessed the need to eliminate the risks the pinners faced, the new stations do the job. “By creating a safe working environment and having involved safety and operations teams in the design, we have now created a fit for purpose station thanks to Grimsby Pipework & Engineering Ltd.” The new system also now eliminates twist locks being left on the ground which can cause hazards to the tugs and trip hazards to the operatives. The stations have been specifically fabricated so the pinners can safely reach the pins from inside the station. The improved stations were highlighted as part of ABP’s Continuous Improvement ethos, and the operatives as well as the safety team were involved in the process.

GPE fabricated the bespoke stations after undertaking a site survey of the area and the forklifts required to be used, they then designed and calculated the stations needed so they fitted the quayside perfectly. Mike Hemsworth, Managing Director of Grimsby Pipework & Engineering Ltd said: “Grimsby Pipework and Engineering Ltd is proud to have worked closely with Associated British Ports to design and manufacture these bespoke pinning stations. The project was driven by a shared commitment to improving safety during the installation and removal of container locking pins throughout loading and unloading operations. By combining ABP’s operational knowledge with GPE’s in-house design and manufacturing capabilities, we developed a

practical, purpose-built solution tailored to the demands of a busy port environment. This project demonstrates what can be achieved through strong collaboration, careful engineering and a clear focus on protecting the people carrying out the work.” GPE was relaunched in 2023, after the company name had lain dormant for 20 years. Based in Grimsby they provide engineering services to many clients in the industrial sector. The Ports of Hull and Immingham are the leading northern England gateways for short sea container traffic with Europe and the Baltic, offering flexibility, value added services and excellent road and rail access. The Humber Container Terminals welcome 24 vessels a week and between them handle more than 5,500 units per week. www.abports.co.uk

Minister marks major milestone in port expansion The Immingham Eastern Ro-Ro Terminal (IERRT), a joint investment by Associated British Ports (ABP) and Stena Line at the Port of Immingham, marked a major milestone in its delivery with a steel signing ceremony. Keir Mather, Minister for Maritime, Aviation and Decarbonisation officially signed one of the marine piles alongside other guests, at the start of the marine works to deliver the infrastructure for the £200+ million freight ferry terminal due to open in 2028.

The IERRT project is a key component of ABP’s strategy to strengthen the UK’s supply chains and improve trade connectivity, while also bringing substantial economic benefits regionally and for the UK, including the creation of hundreds of jobs during construction and ongoing operations. Andrew Dawes, Regional Director of the Humber ports, said: “This is a major milestone in the development of the new terminal, which will provide muchneeded additional capacity to meet growing demand from businesses both in the UK and in northern Europe. “IERRT will strengthen the Humber Estuary’s role in supporting an effective, efficient, competitive and resilient UK Ro-Ro freight sector. It will also respond to the trend for larger and more sustainable Ro-Ro vessels, which require larger port infrastructure and additional landside space.” Carl-Johan Hellner, COO of Stena Line Ports & Terminals said: “This new terminal represents a major investment in the future of freight transport through the Humber and demonstrates the confidence we have in the region’s longterm economic potential. “We have seen sustained growth in customer demand across our freight network, and the development of this terminal is a direct response to that demand. It will provide the capacity, efficiency and flexibility needed to support future growth while strengthening vital trade links between the UK and Europe. Keir Mather, Aviation, Maritime and Decarbonisation Minister, said: “This investment will support exactly the kind of ambitious infrastructure project we need to grow the economy, create hundreds of jobs, and strengthen the UK’s maritime sector.

“We’re working with industry to unlock private investment into UK maritime – including through the National Wealth Fund. I look forward to seeing this project deliver for communities across Yorkshire and the Humber ahead of its opening in 2028.” The milestone was celebrated on site with representatives from freight businesses and the main contractor for the project, Dragados. As well as supporting and growing jobs in the businesses using IERRT, the project itself is the source of additional employment. It will create c700 jobs during the construction phase and then c200 permanent jobs once fully operational. Steve Holmes, Managing Director of Dragados UK & Ireland, added: “The commencement of the marine works marks a significant milestone for this strategically important project. Dragados is proud to be working alongside ABP and Stena Line to deliver a state-of-the-art freight terminal that will strengthen the UK’s trade infrastructure for decades to come. “Our team brings extensive experience in delivering complex maritime and civil engineering projects, and we are committed to constructing this facility safely, efficiently and sustainably,

while creating opportunities for local businesses, apprentices and the wider community throughout the construction phase.” ABP and Stena Line are leading players in the maritime sector that is vital for enabling the growth of a maritime nation such as the UK. Both companies have both been playing a crucial trade enabling role for decades and are ambitious to invest and grow their contributions further. Dragados, as one of Europe’s leading infrastructure and marine construction companies, is delivering the marine works package, including the installation of the piled berth structure that will enable the terminal to accommodate the next generation of larger Ro-Ro vessels. IERRT provides a more resilient and sustainable supply chain solution option for UK businesses and is an important inward investment opportunity for UK logistics infrastructure. The ferry terminal is expected to be completed by May 2028. Once operational, the terminal will enhance freight connectivity between the UK and Europe, helping to meet growing demand while supporting more efficient and sustainable freight movements. www.abports.co.uk

METTLE IN THE MAKING Grayton is no stranger to undertaking challenging and complex engineering projects, but when a fault was identified on a critical component controlling the gas supply to Britain’s last virgin steelworks, the team knew it would be a race against time to complete the vital repair. Ahead of the planned summer shutdown at the Scunthorpe steelworks, Grayton was tasked with developing a solution to overhaul a 54-inch goggle valve, located in the plant’s Anchor Gas Booster Station, which had developed a significant leak and was no longer able to provide the secure seal needed to safely isolate the gas supply. During the steelmaking process, when coke is burned, combustible but potentially toxic gases are produced as a by-product. The gases are captured and transported through a pipeline network for use in other parts of the steelworks. Goggle valves provide a vital safety function within the gas pipeline network. Unlike other types of valves, which control or restrict the flow of gas, a goggle valve uses a solid steel plate to create a physical barrier within the pipeline, enabling sections of the gas network to be completely isolated when required. Situated approximately 20ft above floor level, replacing the valve would prove to be far from straightforward. The valve was estimated to have been in service for many years, possibly dating back as far as the 1950s, when the plant was first built, making

sourcing an off-the-shelf replacement part near impossible. Adding to the challenge, the 54-inch valve could not be removed or fully inspected until the two-week shutdown began, leaving little time to identify the extent of the damage and complete the necessary repairs. To overcome this, a spare, smaller valve of a similar design, was identified and transported to Grayton’s Barton-upon-Humber workshop, where its team of skilled engineers calculated that the smaller valve could offer a practical template to develop a suitable replacement. The smaller valve was fully dismantled and each individual component carefully analysed and measured using a combination of laser scanning and point-to-point measurements. The resulting data enabled the Grayton team to reproduce an accurate 3D model of the

valve, which was then scaled to match the dimensions of the 54-inch valve and used to produce detailed engineering drawings for the replacement components. Replacement components were developed and the team faced a nervewracking wait to discover whether their calculated risk has paid off, as Cameron Marshall, Quality and Engineering Manager explained: “When we inspected the smaller valve, it appeared to be almost identical in design, but we wouldn’t know for certain until the faulty valve had been removed and we could examine it properly. “Until that point, there was no way of knowing whether all the preparatory work we had undertaken would give us the solution we needed.”

The only way to know for certain would be to remove the valve and compare it side by side with the newly built components. As the shutdown period began, scaffolding was erected above the valve, enabling Grayton’s engineers to rig and safely remove the equipment before transporting it to the company’s workshop for inspection. The moment of truth had arrived. Once dismantled, Grayton’s mechanical engineering team quickly identified the source of the problem, as Cameron explained: “When we stripped the faulty valve, we found the goggle/spectacle plate to be slightly bent, but more damage was found on the two internal sealing rings. Looking into the valve there was a large amount of corrosion at the 11 o’clock position. A previous attempt had been made to create a temporary external seal, but this didn’t solve the problem of gas leakage. We removed the internal sealing rings and machined them to create an even sealing face and fitted the new goggle plate we had developed. “Once we compared the original to the replacement we’d designed, it was clear that our hard work had paid off. We’d successfully produced an almost exact replacement. Indeed, the only difference between the two was the diameter of the rubber seal – something that was quickly resolved.”

25 years in a flash! Following completion of the overhaul, the new goggle valve was pressuredrop tested by British Steel’s Fuels Team, which confirmed that the refurbished equipment was operating correctly, before the Grayton team successfully reinstalled the critical component. The project was successfully completed within the two-week shutdown window. Sam Gough, General Manager, Grayton said: “This was an incredibly challenging project, not least because we had to develop a solution before our engineers had seen the component we would ultimately be working on. Successful engineering solutions often require a creative approach, and in this case, reverse engineering the smaller valve gave us the head start we needed. “Everything had to come together within a very tight timeframe, and there was no room for error. PREPARING THE GROUND

Site Clearance, Demolition, Plant Hire, Forestry and Landscaping Across North East Lincolnshire, the work that prepares land for its next use is often as important as the construction that follows. CHOOSING THE RIGHT PLANT Plant hire gives contractors access to machinery suited to particular stages of a job without requiring every business to own, transport and store a full fleet. Compact excavators may be useful where space is tight, while larger excavators, dumpers, rollers, breakers and lifting equipment support heavier groundworks and construction activity. Selection matters. Machine size should reflect the task, ground conditions, access and working radius rather than simply maximum capacity. Attachments can also change what one machine can achieve, from breaking and digging to handling materials or managing vegetation. Under UK work-equipment rules, machinery must be suitable for its intended use, maintained safely and operated by people with adequate information, instruction and training. Ground conditions deserve equal attention. Wet soils can reduce bearing capacity, make access harder and increase the risk of rutting or damage beyond the working area. Delivery routes for excavators and other heavy plant should therefore be considered alongside the task itself. Good logistics can prevent congestion, protect verges and surfaces, and keep machinery productive rather than waiting for space onsite.

TREES, VEGETATION AND LANDSCAPE Vegetation clearance can range from removing scrub and stumps to managing woodland, roadside growth or trees around a development. Forestry mulchers, chippers and excavator-mounted attachments can

CCTV can support deterrence, live oversight and investigation, but more cameras do not automatically mean better security. Positioning, lighting, image quality and the areas being recorded matter. Logistics UK: Logistics has the map for delivering growth in every postcode, but budget must address cost pressures As an industry with a reach that covers every inch of the UK, the logistics sector has the footprint and high value jobs to support the government in meeting its target of delivering growth in every postcode.

So says business group Logistics UK in its formal submission to the government ahead of the Autumn Budget, which the Chancellor will deliver on 28 October.

“As a sector, we employ 2.6 million people across the economy and enable more than £1 trillion of trade every year,” says the business group’s Chief Executive Ben Fletcher, “and that means our members are uniquely positioned to unlock regional growth, address the NEETs crisis and drive the government’s reindustrialisation agenda. The government can work with our sector to deliver that growth by helping to shift the focus to investment, in what has been a very tough year dominated by the Middle East conflict and the cost pressures it is driving, which risk pushing up the cost of living.”

Logistics UK’s research shows overall business confidence is improving1 and the trade body has identified the Autumn Budget as an opportunity for the government to nurture this sentiment. To encourage growth and address the cost of living, Logistics UK is urging Chancellor John Healey to maintain the current fuel duty rate, including the 5p cut; reform business rates to encourage investment in warehousing, freight infrastructure and supply chain productivity; and include logistics within the British Industrial Competitiveness Scheme (BICS) to reduce the cost of electricity as battery vehicles become even more prevalent.

“Key to this is maintaining the current rate of fuel duty, including the 5p cut. Fuel accounts for roughly one-third of a HGV fleet’s running costs, so any increases in fuel duty can significantly affect business viability, investment decisions and the cost of living. “Warehouses, distribution hubs and freight terminals are critical national assets but, the current property tax regime can act as a disincentive to investment. Logistics businesses are facing significant pressures from rising costs, yet even before April’s increases in the business rates on warehouses, the industrial sector, of which logistics is a significant proportion, paid more than £7.5 billion in business rates across England and Wales in 2023. Reforms are needed so the tax system supports, rather than discourages, business investment and economic growth. “As operators continue the switch to cleaner battery vehicles, the logistics sector will become an electricity-intensive sector in the coming years, and the sector needs to be included within the British Industrial Competitiveness Scheme. The UK currently has some of the most expensive industrial electricity in the world and removing policy costs from business electricity bills will help the sector decarbonise and keep the UK internationally competitive. >>>

Seven UK companies awarded a share of £1m to accelerate next-generation offshore wind technologies The Offshore Wind Growth Partnership (OWGP) will support 7 UK companies through a £1m pot to developing technologies that will strengthen the UK’s offshore wind supply chain. The funding targets innovation in two areas identified through the Industrial Growth Plan as having significant potential to grow UK capability and capture future offshore wind market opportunities: industrial foundations and substructures, and substations and electrical design. The successful projects, led by Acuity Robotics, Akselos, Crondall Energy, Fathom, Quoceant, Sperra Seaworks and T12 Engineering were selected for their potential to address key technical and commercial challenges by accelerating near-to-market and market-ready solutions that will strengthen UK capability in offshore wind. The funding will help these companies fasttrack their route to commercial deployment and improve competitiveness. Based across Scotland, and North and South England these companies reflect the breadth of innovation, engineering expertise and industrial capability that exists within the offshore wind supply chain. The Innovation Funding programme is a key part of delivering OWGP’s long-term strategy for UK supply chain growth. It is designed to support companies developing near-to-market technologies that address key industry challenges, helping strengthen UK capability and improve competitiveness across the global offshore wind supply chain. Funding is targeted towards priority areas identified through the Industrial Growth Plan, helping accelerate innovative solutions with the potential to unlock future global market opportunities and position the UK as a world leader in offshore wind. Industrial foundations and substructures represent one of the largest value opportunities in the offshore wind supply chain. As the size and depth of turbines increase, the UK has an opportunity to build on its existing expertise through industrialised

production, automation and innovative installation methods. This is identified in the Industrial Growth Plan as a potential £209 billion global market opportunity.

First UK blades produced for Ørsted’s Hornsea 3 offshore wind farm

Blade production for Ørsted’s Hornsea 3, the world’s single largest offshore wind farm, has started at the Siemens Gamesa blade factory in Hull. The facility employs more than 1,400 local people. The blades themselves are huge – with each measuring 115m long – slightly longer than a Premier League Football Pitch.

Luke Bridgman, Managing Director, Hornsea 3 at Ørsted, said: “This is a proud milestone for the Hornsea 3 offshore wind farm and these massive blades reflect how offshore wind energy continues to develop. This impressive feat of engineering is another part of the jigsaw that will help to power the UK.”

Hornsea 3 will be equipped with 197 SG 14236 offshore wind turbines, power boosted to 15 MW – each with three blades. Once operational, the wind farm will produce more than 2.9GW of clean energy, enough to power more than 3.3 million UK homes. It is the third in Ørsted’s Hornsea Zone, following Hornsea 1 and 2, which together are capable of generating enough power for 2.5 million UK homes. Blades produced by Siemens Gamesa in Hull help power both existing wind farms so the Hornsea Zone has supported local manufacturing for almost a decade. The facility is an example of how the offshore wind industry helps support jobs and growth in the UK’s regions. Energy Minister Michael Shanks said: “This is what good growth in every postcode looks like - world-leading offshore wind

New board to drive £20m investment in Immingham, Habrough and Stallingborough A new neighbourhood board has been formed to steer a £20-million Government investment programme that will help shape the future of Immingham, Habrough and Stallingborough over the next 10 years. The Immingham & Habrough Neighbourhood Board brings together representatives from local communities, businesses and public services to lead the delivery of the Government’s Pride in Place Programme, ensuring investment delivers real and lasting benefits for residents. Immingham and Habrough are among just 264 neighbourhoods across the country selected to receive a share of £5 billion in Government funding to regenerate communities, boost local pride and improve quality of life. The Immingham & Habrough Pride in Place programme has now been expanded to include Stallingborough, creating a stronger and more connected approach to regeneration, investment and opportunity across the wider area. The inclusion reflects the close economic, social and community links between the three places and ensures investment can be planned strategically across the full electoral ward. Bringing Stallingborough into the programme will also help strengthen connections between regeneration activity and local skills and employment opportunities. The area benefits from its proximity to key training and industry assets, including HETA and CATCH, which support apprenticeships, engineering skills development and workforce training.

Why North East Lincolnshire is well placed for what comes next Kevin Hopper, Managing Partner at Forrester Boyd, looks at the investment taking place across North East Lincolnshire and what it means for the region’s businesses. It has been a testing period for businesses. Rising costs, pressure on margins and subdued confidence have all shaped the trading environment, both nationally and here in the Humber. Yet look around North East Lincolnshire and there is another story worth telling.

Investment is continuing to take place across the area. The £50 million redevelopment of Freshney Place is under way in Grimsby town centre. More than £20 million is being invested in new homes at Alexandra Dock and at the Port of Immingham, work has begun on the first phase of ABP’s 103,000 sq ft HELM industrial and logistics development. Across the wider Humber, Humber Freeport’s £25 million seed capital fund is supporting seven projects which, once completed, are expected to involve £170 million of private sector investment. Importantly for North East Lincolnshire, these include the expansion of CATCH at Stallingborough and ABP’s HELM industrial and manufacturing development at Immingham. These are not projections of what might happen in ten years’ time. They are examples of investment taking place now. That matters because North East Lincolnshire has long had an economy built around businesses that know how to adapt. From ports and logistics to manufacturing, food, energy and the many businesses that support them, our economy has changed considerably over the years and continues to do so. The question is how established local businesses make the most of what comes next. Investment does not automatically result in more work or greater profitability for businesses in the surrounding area. Those that want to benefit need to be ready. That might mean having the capacity to

tender for a larger contract, understanding whether you can fund the working capital required to deliver it or investing in people and equipment ahead of increased demand. It also means understanding which opportunities are right for your business. More turnover does not always mean more profit and a major new contract can create pressure on cash, people and existing customers if the implications have not been properly considered. This is where good financial information becomes particularly valuable. Knowing your margins, cash requirements and available capacity allows you to make decisions based on what the business can sustain rather than simply pursuing growth for growth’s sake. North East Lincolnshire has weathered plenty of economic change before. The investment we can see taking place today gives us good reason to look ahead with confidence, but the real opportunity lies in ensuring our established businesses are ready to play their part in what comes next. Companies House confirms major accounts filing changes from April 2028 After several delays and a period of uncertainty around the future of company accounts filing, Companies House has now confirmed that a number of significant changes will come into effect from April 2028. These reforms form part of the wider Economic Crime and Corporate Transparency Act and are intended to improve the quality and reliability of information held on the Companies House register. Although 2028 may seem some way off, the changes will affect millions of UK companies and it is worth understanding what they could mean for your business. One of the biggest changes is that small companies and micro entities will be required to file a profit and loss account with Companies House. At present, many smaller businesses are able to keep this information private. The new rules will mean the information must be submitted as part of the accounts filing process. However, following concerns raised by businesses and professional bodies, Companies House has confirmed that small companies and micro entities will be able to choose not to have their profit and loss account published on the public register. Further details on how this

process will work are expected in due course. Another important change is the move to fully digital accounts filing. From April 2028, all company accounts will need to be submitted using commercial software. Companies House will close both its paper filing route and its existing online accounts filing service. Businesses that currently prepare and file accounts themselves using these methods will need to ensure they have suitable software in place before the deadline.

Companies House has confirmed that the changes will not take effect until April 2028, giving businesses around 21 months to understand the new requirements and make any necessary arrangements.

The reforms will also bring an end to abridged accounts. Companies that currently use this option will need to prepare and file accounts under the revised requirements from April 2028 onwards.

As further guidance becomes available, particularly around the opt out process for publication of profit and loss accounts, Forrester Boyd, regional chartered accountants will continue to keep clients informed and post updates on their website.
