First, the bad news: we’re about to turn the calendar to Nov. 1 and the clocks back to standard time, and look winter and 2016 straight in the eye. Now, the good news: the Ottawa housing market, while not recording the huge price growth seen in other markets, remains stable and affordable. The median price of a two-storey home was unchanged in September, year-over-year, at $404,153, according to the latest House Price Survey from Royal LePage. Bungalows

price saw a moderate increase of 1.7 per cent to $386,244, while condos fell 6.8 per cent to $289,396. These are not the spectacular results other Canadian cities are enjoying, perhaps, but in some cases, the joy can be short-lived. If you really want to spook yourself, check out the corresponding figures in Toronto and Vancouver, for example. In those markets, there are real questions about affordability which aren’t going to be answered soon or easily.

Interest rates could remain low for a while By Alyssa Richard

THE BANK OF CANADA (BOC) made its latest interest rate

announcement on Oct. 21, and the key interest rate – the overnight lending rate – will stay where it is for now. The BoC has been in the news in the last few weeks, reiterating its focus is on inflation, and until the inflation rate moves too far from the two-per-cent target, there’s little chance of an increase in interest rates. The overnight rate has been at 0.50 per cent since July. July was the second rate cut in 2015, and the results have led to worry that the low interest rate environment is hurting Canadians more than it’s helping. Specifically, house prices have run up in Vancouver and Toronto, and household debt is at an all-time high. BoC Governor Stephen Poloz hasn’t been afraid to give people his opinion on these matters. “It is not the role of monetary policy to protect individuals from making bad choices,” he said in a speech in Washington earlier in October. In other words, it’s the bank’s job to keep inflation to target, and if people use the low rate incentive to borrow money they shouldn’t, that’s not something that can be helped. If you’re one of the people who has borrowed money you should have, you got another break with this latest rate announcement. The BoC rate is now locked at 0.50 per cent until at least December, and the Bank suggests it could be staying there for a long time. “Global economic growth has been a little weaker than expected this year,” BoC says, but, “the Canadian economy can be expected to return to

full capacity, and inflation sustainably to target, around mid-2017.” This means it’s business as usual if you have a variable rate mortgage. The number to keep an eye on in the coming months is fixed mortgage rates. The spread between fixed and variable rates has been closing recently, making fixed rates a more appealing choice. Currently, the premium for a five-year fixed mortgage over a five-year variable mortgage is only about a half a percentage point. If fixed rates continue their slide lower, and variable rates hold steady, we could get to a point where fixed rates become the better option – even though variable rates have been the less expensive choice throughout most of history. The next Bank of Canada rate announcement will be on Dec. 2.

in the third quarter of 2015, according to the latest Royal LePage House Price Survey. While the effects of the crude oil shock are still filtering through the economy, the country’s non-energy sectors are beginning to regain momentum as a lower Canadian dollar stimulates sharply higher exports, particularly to the U.S., supporting overall consumer confidence and the strength of Canada’s real estate markets. On a national basis, the average price of a home increased eight per cent year-over-year to $502,643 in the third quarter. Two-storey homes rose 9.9 per cent yearover-year to $615,304, bungalows 6.8 per cent to $421,757, and condominiums increased 2.7 per cent to $338,945. “Economic slowdowns in energy-dependent markets, most notably in western Canada, have in part been offset by both renewed industrial activity in other parts of the country and the Bank of Canada’s recent interest rate cuts,” says Phil Soper, chief executive officer, Royal LePage. As was the case in recent quarters, the strong national home price increases are largely being driven by continued double-digit percentage increases in the Greater Toronto Area and Greater Vancouver.

Such price increases may be good news for those who already own a home, but present growing affordability challenges for prospective homebuyers. “Access to affordable housing in our largest cities has been and will continue to be a challenge for policy makers and for prospective homeowners,” Soper told New Home & Condo Guide. “There are similar housingaccess challenges in major urban centres worldwide, from New York to Mumbai. “Despite the high cost of large city homeownership, thousands of first-time buyers find a solution every year.” Soper says prospective buyers can consider the following compromises: Geography: moving farther from the most expensive regions and neighbourhoods of a city, or away from the city core and commute Property type: Choose a smaller property or a property with less expensive features (a smaller condo versus a detached home, for example) Financial: Take more time to save in advance before purchasing or seek more attractive financing options

possession of their new home. It’s the culmination of months of planning and waiting, and your excitement will be practically at a fever pitch. Considering this is the day you’re handed the key to your front door, “opening” seems a more appropriate word for it. Of course, the term actually refers to “closing the deal.” Technically, it’s the process whereby the title of the property will be transferred to your name, and the mortgage will be transferred from your lender to the builder. These are among the duties of your real estate lawyer, with whom you’ll meet on closing day. These meetings often take place in the afternoon, and it’s more than likely you have spent the morning doing lastminute packing. While your head is buzzing with all there is to do, you’ll be asked to sign on the dotted line – many times. You’ll be signing mortgage and title documents, each of which will be carefully explained by your lawyer. Come prepared with personal ID and your cheque book, as well as bank drafts or certified cheques to cover various closing costs. (Your lawyer will have given you specific instructions.) I’ve talked about additional fees in detail before, but here, briefly, are some fees you may be expected to pay upon closing: legal fees, school levies, utility connections, Land Transfer Tax (part or all of which may be rebated) and the Tarion Warranty Corp. fee (which is often included in your home’s price, but sometimes paid upon closing). You may have already given funds to your lawyer in trust, in which case you’ll receive an itemized list of the fees paid. The closing process is slightly more complicated for buyers of new condos, in that there are actually two different closing dates: the occupancy closing date, or “interim closing,” which marks the day that you may move in; and the final closing date, which is the day that the title is officially transferred to you – typically several months after interim closing. This delay occurs because the condo building must be inspected and registered by the municipality before titles can be transferred. The last piece of official business is the best: opening your palm to receive your keys from your lawyer or builder’s representative. Jingling never sounded so good. Get real with your organizing goals By Hellen Buttigieg

YOU WANT EVERYTHING TO FIT AWAY

neatly, display perfectly and know exactly where everything is when you need it. That’s what being organized is all about. But is that realistic? Being organized doesn’t happen overnight and it doesn’t have a finish line. Getting organized is a process; learn what works for you. Keep it real. You’ll never get organized. Read that again. Yes, that’s what I said. You’ll never get organized because being perfectly organized is not a realistic expectation. Organization is not a destination. You don’t just wake up one day and find that you’ve arrived. It’s a process – a work in progress. So, if you are judging yourself against unrealistic expectations, or holding back on pursuing a goal because you are waiting until you “get organized,” it’s time to look at things differently. Instead of trying to get organized, strive to become more and more organized every day. Doesn’t that feel more attainable? Use your instincts. Are you surrounded by piles of papers on your desk, your floor and any other flat surface in your office? Don’t fight your instincts, work with them. Rather than trying to adapt to traditional ways of filing, like using a lateral filing cabinet, use horizontal methods instead. Use stacking trays or literature sorters, which can be placed on your desk or installed on the wall. Now label them with the categories you use most. It will be easier to adapt to filing papers when you don’t have to change your piling habit.

“Let go of what you don’t need to make room for new things to come into your life.” Out with the old, in with the new. Are you holding on to things that you’ll never use again? Very often people unconsciously jam their homes full of stuff because the sheer volume gives them a feeling of comfort and security. If you are operating from a need for abundance, remember that your success as a person has nothing to do with all the outdated or rarely used stuff overflowing from your closets. In fact, it’s probably blocking your prosperity. Let go of what you don’t need to make room for new things to come into your life.

Plan before de-cluttering. Before beginning any de-cluttering project, determine in advance how you will dispose of the items you no longer want. If you have valuable pieces and would like to sell them, decide whether you will do this yourself or hire someone to do it for you. If you would like them to go to charity, which one and where are they located? Some charities will pick up, so call them to find out when they will be in your area. It’s not until those boxes and bags leave your home that you will reap the full rewards of de-cluttering. Feeling stuck? If you find yourself backsliding when it comes to maintaining your organizing systems, don’t berate yourself. Rather than dwelling on what went wrong, focus instead on what needs to be done.

– son Carter – into her life and into her home. Here’s her experience. New Home & Condo Guide: This is your first child and your first home. What changes did you make to your home to welcome Carter? Mardini: My husband Jairo and I bought our first home in March 2014. It has three bedrooms, so we knew eventually one of the rooms would become the baby’s once we were ready. Other than a bedroom for our new bundle of joy, we made some space in one of our living rooms to fit his playpen, which also serves as a bassinet and change table. 36 YPNEXTHOME.CA

NH&CG: Did you know you were having a boy, and how did you plan, design and decorate the baby room accordingly? Mardini: Yes, we knew we were having a boy – I couldn’t not know the sex of my first child. I’m a planner; I need to be organized. Carter’s room was our extra “closet” before he was born, so we had to move everything out once we started working on his room. When we first moved in, we painted the entire house – all the bedrooms were painted gray. So I knew I wanted to use grey as the starting point, with lots of white. I also wanted to add an accent chevron wall and then add blue and green accents.

NH&CG: What is the theme of Carter’s room — neutral or more boyish with sports, cars and trucks? Mardini: It’s very modern and contemporary – lots of grey and white, accented with navy and some light blues and greens here and there. Lots of patterns, too – I’m not the colourful, safari jungle type. NH&CG: Describe the little guy’s room — space, layout and furnishings. Mardini: Carter’s room is about 100 sq. ft. and is furnished with a white bedroom set, including a crib that converts into a double bed, a sixdrawer dresser and a change table. It also has a full closet, a navy and white area rug, grey chevron curtains and a gray and white glider chair for me. NH&CG: Now that Carter’s with you, anything you wish you had done differently in preparing his room? Mardini: Carter’s only a couple months old, so outside of eating, sleeping and pooping, there’s not a whole lot that he needs other than our attention. We don’t use his room too much right now because he sleeps in the master with mommy.

NH&CG: What other adjustments did you make in your home for Carter’s comfort and safety? NH&CG: Nothing really. We did receive a baby video monitor as a shower gift – we use it when he’s napping. Once he starts crawling around, we’ll definitely have to reorganize and remove some things. NH&CG: What advice would you have for other first-time parents when it comes to preparing their home for baby? Mardini: De-clutter! From the garage to the basement, bathrooms and bedrooms. We de-cluttered the entire house of things we didn’t need or use anymore. It’s amazing how quickly junk adds up. And start early – even if it’s a slow start. There’s always something to do, so for me, the earlier the better. Start with the basics and go from there. Try to do something every day so it doesn’t feel like you’re cramming everything in at once. NH&CG: How is he settling in? Mardini: Quite nicely – I think it’s mom and dad who have had to do the settling in. NH&CG: How is mom doing? Mardini: I’m doing great overall! Tired, but we all knew that. Adjusting, of course, and getting used to a whole new routine. I love being a mom – Carter’s mom!

This expansive neighbourhood is best known for its proximity to the University of Ottawa as well as its many steep hills – which make walking around this neighbourhood a workout.
