Kia ora koutou
Mid-winter! Personally, I think winter gets an unnecessarily bad rap. With the shorter days, it's an opportunity to catch up on a bit of rest, by the fire or just on the couch with a good book. I also think that the stunning frosts, snowcapped mountains and special light that comes with the winter sun is rather lovely.
For many of us, though, the colder, shorter days aren't great for the physical or mental health, so it's important to be a bit more intentional about self care. A good time to get a bit fitter, take up a new hobby, learn something or give back to the community through volunteering. There are plenty of offerings in this month's edition.
In June we celebrated the signing of a document that signals our District's commitment to officially becoming a Welcoming Community. Of course, most of us will agree that generally, this community is most welcoming. There's usually a smile in the street or a chat to be had in the queue at the local supermarket. However, the planned approach applied to the Welcoming Communities model is about more than that.
Greetings from the Editor
It is about ensuring that our ethnic migrants and new residents, whether they be from another part of New Zealand or further afield, are welcomed, supported, and empowered with the skills, knowledge and connections that enable them to make the most of the opportunities in our District.
This enhances the social and economic strength and resilience of our District. Well supported and empowered newcomers are more likely to acquire sustainable employment, keep good physical and mental health and contribute to their community.
The Welcoming Communities model also ensures that we intentionally celebrate the cultural diversity that makes our District more vibrant. For example, through culturallycentred events that not only enhance the life of the District, but also bring in consumers to boost the local economy. - It’s a win for all of us, really!
Tangata ako ana I te kāenga, te tūranga ki te marae, tau ana.
A person nurtured in the community contributes strongly to society. Tessa
Welcoming Communities statement of Commitment signing and Plan launch
On the 11 June the Chief Executive Jeff Millward and Mayor Dan Gordon signed the Welcoming Communities Statement of Commitment on behalf of the Waimakariri District Council. This is the final step to achieve Welcoming Communities Accreditation Stage 1 – Committed Welcoming Community. Welcoming Communities is a national initiative lead by Immigration New Zealand (INZ) in partnership with the Ministry of Ethnic Communities and the Human Rights Commission.
Waimakariri is one of the fastest growing districts in New Zealand. With growth comes increased diversity, bringing richness, vibrancy, and new perspectives to our communities. Growth also brings responsibility; to ensure people feel welcomed, connected, and supported as they settle here.
It can take quite a while for migrant newcomers to feel a real sense of belonging, particularly where language difficulties or cultural differences can lead to social isolation and disempowerment.
The Waimakariri District Council joined Welcoming Communities in 2023 and in March 2026 adopted the Welcoming Waimakariri Plan 2026-2029.
This plan is a roadmap to bridge the gap between newcomers and long-term residents, celebrate diversity, and support our new migrants and reflects strong collaboration between Council and community.
Signing the Statement of Commitment means continuing to build inclusive, connected communities that support newcomers to feel at home. Ultimately it is about ensuring Waimakariri continues to be a place where people don’t just live, they belong.
Waimakariri Community Networking Forum
The monthly meetings provide an opportunity for networking and information sharing amongst members of organisations and agencies with a health and wellbeing or community purpose. They also help to enhance the support and collaboration between all providers who deliver services to the people living in the Waimakariri and North Canterbury communities.
The next Waimakariri Community Networking Forum will be held on Thursday 9 July 12pm-1pm at the Woodend Community Centre, 6 School Road, Woodend.

New 24/7 publicly accessible Automated External Defibrillators (AEDs)
Five local organisations have joined forces to deliver at least three new 24/7 publicly accessible Automated External Defibrillators (AEDs) for Waimakariri, improving emergency response and community safety for residents and visitors. The collaboration involves The Putarmeen Trust, Canterbury Masonic Charitable Trust, Waimakariri District Council, Rangiora Freemasons (The Ashley Lodge), and St John Rangiora. The first installations are planned for Southbrook, Rangiora, and Maria Andrews Park, with a third unit expected at Kuku-itti-Homestead in Waikuku Village in the near future.
Funding, at $2,500 for each installation, has been provided through charitable donations from Kuku-itti-homestead, Rangiora Freemasons, and the Canterbury Masonic Charitable Trust. The initiative, headed by Peter Fitt (of Kuku-itti-homestead and the Freemasons of Canterbury groups) David Madeley (of St. John Rangiora) and Dan Gordon (of WDC) reflects a shared vision and commitment, to community wellbeing, resilience, and better outcomes for individuals & communities in their times of adversity. All units will be registered by St John on the AED Location App, to help the public quickly find them in an emergency, and potentially save lives.

Fundraising:
Daffodil Day – Friday 28 August
1 in 3 Kiwis will receive a cancer diagnosis in their lifetime.
Each day 81 Kiwis hear the words, “you have cancer.” Daffodil Day is a chance to show your friends and family affected by cancer they’re not alone. Daffodil Day is Cancer Society’s most iconic and much-loved fundraising campaign.
It’s the generosity of New Zealanders on Daffodil Day that help cancer patients and their families (whānau) get the care and practical support they need; from crucial help getting to treatment via our free driving service, navigating the health system, emotional and practical support, through to providing accommodation for those needing life-saving treatment far from home.
How you can help:
Purchase a bunch of fresh daffodils and have them delivered, arrange a community fundraiser with your work, organisation, school, friends or family, have a counter box on your shop counter, Paint the Town Yellow and dress up your shop window, volunteer – collect at the street appeal or help to organise Daffodil Day in your local area
Daffodil Day is also about donating in order to protect future generations of New Zealanders by helping to fund world-leading cancer research and vital prevention programmes. We can’t thank you enough for your support of Daffodil Day.
Tragically, we will all be touched by this heartbreaking disease. That’s why we’re encouraging you to give by registering to fundraise for Daffodil Day, or by donating www.daffodilday.org.nz

grant from the Lion Foundation. These are a big improvement on our existing lathes which were purchased through another grant, Þfteen years ago.
Members have enjoyed the extra features which makes turning so much easier.
It is just as well the club has been able to install these new lathes as the clubroom has been rather full with lots of new members joining the club and enjoying the wonders of turning blocks of raw timber into carefully crafted turned pieces under the tutelage of our experienced members and great tutors. There has been a great mix of young people right through the age range with quite a few female members joining which is fantastic to see. Watch out for our ‘Women’s for Women’s Day coming in the next few months where, one weekend, females can come and have a go under the tutelage of female tutors. Thanks to a recent newspaper article, the Club has received offers of timber to stock up our wood store. We are always looking for suitable wood for turning, so if you are looking at felling some trees, please get in touch.
Next month, we have groups coming for an introductory two hour ‘have a go’ session. So if you would like your club or group to have some fun turning, contact Howard at 021 353886 or howardpettigrew56@gmail.com

2026 Volunteer Recognition Awards
Each year, Volunteering Canterbury extends an invitation to community organisations across Waitaha to nominate a volunteer who has made an ‘outstanding volunteer contribution’ to their organisation with successful nominees celebrated at an event held during National Volunteer (14-20 June 2026). The diversity of volunteering was truly showcased at this year’s event, held on Monday 15 June, with 78 awards being presented. Amongst those nominated were volunteers from the Hurunui Community Driver Mentor Programme, Kaiapoi Toy Library, the North Canterbury Mini Bus Trust and the Oxford Gallery.
The Committee, Kaiapoi Toy Library
The three members of the Committee of the Kaiapoi Toy Library have for the past three years provided consistent leadership, dedication and hands-on support during a critical period for the organisation, ensuring that the toy library not only remained operational but continued to serve the local community in a meaningful and sustainable way. Beyond measurable outcomes, they have fostered a strong sense of community around the toy library and created an inclusive and supportive environment where families feel welcome and connected.
Michael Neason, North Canterbury Mini Bus Trust
A service for older and disabled people without transport in North Canterbury was initially instigated and then expanded due to the skill and dedication of Mike Neason.
Now with two wheelchair hoist-equipped vehicles at its disposal, it is an essential part of the Cust community with Mike leading a team of volunteer drivers and managing all facets of the service, while still finding time to undertake a fair percentage of each month’s driving.
Kathy Anderson, Oxford Gallery
Kathy Anderson has been involved with the Oxford Gallery on a regular basis for around eight years, providing a specialist service ensuring artwork is taken down and installed with the required expertise and experience. Her time and commitment have been invaluable to Oxford Gallery and she is very much treasured by those who are fortunate enough to work alongside her.
The Silverstream Reserve Volunteer Group has, over the past 20 years, played a vital role in the growth and restoration of Silverstream Reserve. The dedication and ongoing commitment of these volunteers has transformed the reserve into a thriving natural space that supports both biodiversity and community connection while ensuring a valued ecological and community asset for the future.
Big Brothers Big Sisters is delighted to introduce one of our newest mentoring matchesmechanically-minded duo, Nigel (Big) and Ezra (Little)!
Ezra has a real passion for cars and motorbikes and loves tinkering to figure out how things work. So when he heard about Nigel - especially his love of repairing motorcars - he couldn’t wait to meet his new mentor.
Now, for one hour each week, Nigel and Ezra spend time together talking engines and their mentoring journey is already off to a fantastic start.
A huge thank you to the New Zealand Lottery Grants Board and the Canterbury/Kaikōura Community, who have championed Big Brothers Big Sisters of North Canterbury for many years. Their ongoing support helps make meaningful mentoring matches like Nigel and Ezra’s possible.
Right now, we urgently need more volunteer mentors - especially men - to support local young people who would benefit from having a trusted adult in their corner. Just one hour a week can make a life-changing difference.
If you’ve ever thought about mentoring, we’d love to hear from you.
Total Mobility Scheme Changes
Unfortunately, a Government review of the Total Mobility Scheme has resulted in the Government making changes to the scheme and these take effect from 1st July 2026. The changes include:
• A Reduction in the subsidy from 75% of the fare down to 65% of the fare.
(Note - this subsidy has always been limited by the maximum fare cap as prescribed by your regional council).
• The maximum fare subject to the subsidy is being reduced from $70.00 down to $63.00 This means that the maximum subsidy equates to 65% of that amount i.e. $ 40.95
This means that the non-subsidised amount that you will be required to pay directly to Driving Miss Daisy will be more than you have been accustomed to. We will be happy to talk through with you what these changes mean for you specifically.

End of an Era
Budget Service North Canterbury Concludes 46 Years of Service, Announces Transition of Budgeting Support Waimakariri/Hurunui, New Zealand.
With deep respect for the founders and all who have contributed over the decades, the Board of Trustees announces the closure of BSNC, marking the end of an era after 46 years of dedicated service to the community.
Established as a registered charitable trust, BSNC was founded to meet a clear local need for free, confidential financial mentoring. Over the years, it has supported individuals and whānau across the Waimakariri and Hurunui districts, working toward a vision where all New Zealanders experience financial safety, strength, and independence.
Through the commitment of its staff, mentors and volunteers, BSNC has empowered clients to build financial capability using strengths-based, client-centred approaches. Its work has included education, ongoing support, and connection to wraparound services, helping countless families improve their financial wellbeing. Central to this has been a strong commitment to upholding the principles of Te Tiriti o Waitangi.
Following the 2023 funding round and the conclusion of its long-standing partnership with the Ministry of Social Development, the Board has focused on ensuring continuity of service.
With the support of multiple funders, BSNC has maintained operations while planning a careful transition to protect ongoing access to financial mentoring for the community.
From 1st July 2026, The Salvation Army North Canterbury will assume responsibility for delivering budgeting and financial mentoring services across the Waimakariri and Hurunui regions. Our Financial Mentors will be employed by The Salvation Army North Canterbury and continue to offer the same level of support and confidentiality that has always been our cornerstone and commitment to the communities.
Barry Kirby, Rangiora Corps Officer, says: “The Salvation Army is committed to ensuring continued, compassionate support for individuals and whānau across North Canterbury. We’re honoured to build on BSNC’s legacy and local relationships. We believe that for North Canterbury whānau to provide the best support future MSD funding needs to be aligned with a local provider, so services remain closely connected to the community.”
This transition ensures vital services remain accessible while honouring BSNC’s legacy and decades of impact.
The Board extends its heartfelt thanks to all staff, volunteers, partners, the Waimakariri District Council, funders and supporters who have contributed to BSNC’s journey and the positive difference it has made in the lives of so many.

PGF Services are hosting an interactive gambling harm education group in August
Please find below the details to share with your kaimahi who may have tangata whaiora interested in this programme.
Te Aka Matua
PGF Services will be delivering a three-session gambling harm prevention programme. Each session is designed to provide tools and strategies typically covered within counselling sessions to support gambling harm prevention and awareness.
The sessions are structured around a hypothetical case study, allowing tangata whaiora to apply the tools and strategies in a practical way and explore how these can translate into everyday life.
The programme is purposefully designed so that participants are not required to share their personal experiences with gambling harm. Rather, they are encouraged to attend with a willingness to learn and to show compassion for the journey others may have experienced within the gambling harm space. Affected others are also welcome to attend.
Programme dates:
• Tuesday 4 August
• Tuesday 11 August
• Tuesday 18 August
Time: 6pm–7pm
Location: The Loft, Eastgate Mall
Spaces are limited to 6–8 tangata whaiora to ensure a supportive group environment.
