2025 ANNUAL REPORT

FOUNDED BY former Federal Reserve Board Chairman Paul A. Volcker, the Volcker Alliance is a nonprofit organization dedicated to empowering the public sector workforce to solve the challenges facing our nation. We promote innovation in public service education, empower leaders to build the democracy of our future, connect talent to city, state, and federal government jobs, and inspire others with the story of Mr. Volcker’s commitment to public service.

Mr. Volcker envisioned a public sector workforce with the experience, preparation, and commitment to ensure that government is accountable and delivers with excellence.

There has never been a more critical and publicly resonant moment to advance Mr. Volcker’s vision. By listening, learning, adapting, and innovating, the Volcker Alliance has developed a strategy for public service renewal in 2026 and beyond:

Drive constructive public service narratives and messaging

Expand the reach and scale of civil dialogue initiatives

Prioritize research that provides the knowledge government needs to deliver

Activate early-career leaders who are ready to serve and connect them to government jobs

How do changes to the size and composition of the federal workforce influence government’s capacity to attract talent, retain expertise, and deliver services?

How do we curate and sustain critical data when traditional and trusted data sources disappear?

What are the impacts of government restructuring on service delivery across the federal, state, and local levels of government and the nonprofit sector?

DIALOGUE

The Volcker Alliance is working with universities to ensure that future leaders engage rather than retreat into their separate camps.

OUR COUNTRY is confronting a crisis of dialogue. Citizens increasingly cannot or will not engage with those who hold different views without demonization, defensiveness, or, in extreme cases, violence. Americans increasingly socialize in ideologically homogeneous communities and consume partisan media that serves to reinforce their beliefs.

The Constructive Dialogue Curriculum Initiative helps schools of public service integrate constructive dialogue into coursework, campus activities, and leadership programs, equipping future leaders with the skills to work collaboratively across differences.

PARTICIPATING SCHOOLS INCLUDE

Preparing Public Leaders for Polarized Times outlines four best practices for embedding constructive dialogue at schools of public service.

In 2026, we are helping to accelerate the adoption of data-driven constructive dialogue programming across universities nationwide.

ACTIVATE & CONNECT

We are activating early-career leaders who are ready to serve and connecting them to government jobs.
