Samenvatting van het onderzoek
Dit onderzoeksproject heeft tot doel een gedragen meetinstrument te ontwikkelen dat de organisatorische performantie van sociale ondernemingen in kaart kan brengen. Deze onderzoeksdoelstelling benaderen we in 3 stappen. In eerste instantie onderzoeken we de vakliteratuur inzake organisatorische performantie van sociale ondernemingen. Vanuit de onderzoeksresultaten van dit literatuuronderzoek kunnen we besluiten dat er gemeenschappelijke kenmerken bestaan in het meetbaar maken van de organisatorische performantie van (sociale) ondernemingen. We stellen echter wel vast dat er weinig aangrijpingspunten zijn tot het maken van weloverwogen keuzes uit de veelheid aan mogelijke dimensies en indicatoren die de organisatorische performantie van sociale ondernemingen meetbaar kunnen maken. Daarom hebben we in een tweede stap binnen het onderzoeksproces twee focusgroepen opgericht die een praktijkgerichte aanvulling op de literatuur moeten vormen. De focusgroepen hebben tot doel de lijst met dimensies en indicatoren vanuit de literatuur van kwalitatieve feedback te voorzien, alsook zienswijzen en perspectieven met betrekking tot het meten van organisatorische performantie in sociale ondernemingen te inventariseren. We aggregeren vijf centrale domeinen (economic, human, governance, community en environmental performance) vanuit internationaal gevalideerde instrumenten: Dow Jones Sustainability Index (DJSI), Kinder, Lydenberg, Domini and Co, Inc. (KLD), Global Reporting Initiative (GRI) en International Organization for Standardization, richtlijn voor maatschappelijke verantwoordelijkheid (ISO 26000). De focusgroepen die we in een tweede stap binnen het onderzoeksproces organiseren, zorgen voor een eerste consolidatie van de literatuur maar zijn eerder verkennend te noemen. Daarom had dit onderzoek nood aan een derde stap waarin we een specifieke onderzoekstechniek inrichten: de Delphi methode. Deze methode moet ons vanuit de praktische expertise van de deelnemers handvatten bieden zodat het maken van weloverwogen keuzes binnen de hoeveelheid aan mogelijke indicatoren van organisatorische performantie mogelijk wordt. Vanuit de analyse van de antwoorden van de respondenten van het Delphi panel komen we na twee antwoordrondes tot de vooropgestelde mate van consensus. De methodiek resulteert in de selectie van 45 indicatoren, verdeeld over vijf domeinen: economic performance, human performance, community performance, governance performance en environmental performance. Het beschreven onderzoeksproces leidt tot de samenstelling van een draftversie van een vragenlijst die de organisatorische performantie van sociale ondernemingen in Vlaanderen in kaart brengt.

Doelen van het onderzoek
Het onderzoeksproject heeft tot doel een gedragen meetinstrument te ontwikkelen dat de organisatorische performantie van sociale ondernemingen in kaart kan brengen. Organisatorische performantie wordt opgesplitst in 5 domeinen: - Economic performance bevat indicatoren die peilen naar de economische prestaties en de financiĂŤle leefbaarheid van de organisatie; - Governance performance bevat indicatoren die nagaan hoe de organisatie wordt bestuurd en overlegt met haar stakeholders; - Community performance bevat extern gerichte indicatoren die nagaan hoe de organisatie haar maatschappelijke verantwoordelijkheid opneemt; - Environmental performance bevat indicatoren die de inspanningen van de organisatie voor het milieu beoordelen; - Human performance bevat intern gerichte indicatoren die nagaan hoe de organisatie omgaat met haar personeel.

Methoden en data
Om het beoogde doel te behalen, zet het onderzoeksteam een systematisch onderzoeksproces op dat zich laat samenvatten in drie chronologische stappen. 1. Een eerste stap om de ‘multiple meerwaarden’/ organisatorische performantie in kaart te brengen, focust op literatuur inzake organisatorische performantie in sociale ondernemingen. We stellen ons de vraag welke maatstaven in de literatuur worden gehanteerd en/of aanbevolen om multiple organisatorische meerwaarden/ organisatorische performantie in kaart te brengen. 2. Vervolgens worden twee focusgroepen ingericht die een praktijkgerichte aanvulling op de literatuur vormen. 3. Ten slotte wenst de onderzoeksgroep een consensus over de maatstaven vanuit de literatuur te bekomen en gebruikt daartoe een Delphi methodiek. Deze methodiek wordt uitgelegd bij de methodologische toelichting.
Methodische toelichting
Delphi panel Het Delphi panel heeft tot doel tot consensus te komen over de lijst met indicatoren van organisatorische performantie binnen sociale ondernemingen die we vanuit literatuuronderzoek en de focusgroep bijeenkomsten genereerden. Vanuit de lijst met indicatoren ontwikkelen we een online vragenlijst voor de deelnemers aan het Delphi panel. De respondenten beoordelen zowel het belang van elke individuele indicator als het relatieve belang van de indicatoren per domein. Vanuit de analyse van de antwoorden van de respondenten komen we na twee antwoordrondes tot de vooropgestelde mate van consensus. De methodiek resulteert in de selectie van 45 indicatoren die, verdeeld over de vijf domeinen, de organisatorische performantie van sociale ondernemingen in kaart kunnen brengen. Bevindingen
Vanuit de analyse van de antwoorden uit de Delphi rondes nemen we 45 indicatoren op in de uiteindelijke vragenlijst. De economische indicatoren hebben vooral betrekking op solvabiliteit, ROA, ROI en cashflow. Deze indicatoren zijn beschikbaar via Belfirst. Anderzijds gaan we ook de mate van innovatie binnen het producten- en dienstenaanbod na door middel van een meetinstrument van Helm & Andersson (2010). De indicatoren binnen het governance luik worden voornamelijk gemeten aan de hand van meetinstrumenten van Jackson & Holland (1998), Minichilli et al. (2009) en Li & Hambrick (2005). Dit gaat vooral over de werking van de Raad van Bestuur, meer bepaald conflict, communicatie, participatieve beslissingen, strategische doorvertaling van de missie en visie, de mogelijkheid tot flexibele aanpassing, … Het luik omtrent human performance spitst zich vooral toe op thema’s zoals opleiding en training (Calantone, Cavusgil and Zhao (2002)), gelijke kansen (O’Connor et al. (2008)), work-life balance (Milkie & Peltola (1999)), jobtevredenheid (Cammann, Fichman, Jenkins & Klesh (1979)), begeleiding op de werkvloer (Heslin, Vandewalle, Latham (2006)), … Wat de laatste 2 luiken betreft (environmental performance en community performance) is er vooral gebruik gemaakt van meetinstrumenten uit de literatuurstudie (KLD, DJSI, GRI, ISO26000) en de focusgroepen. Zaken zoals hernieuwbare energie, transport, kwetsbare doelgroepen bereiken, onbeantwoorde noden uit de samenleving vervullen, … komen hier aan bod.

Conclusies en beleidsimplicaties
Het volledige onderzoeksproces resulteert in een draftversie van een vragenlijst die de organisatorische performantie van sociale ondernemingen in Vlaanderen in kaart moet brengen. De vragenlijst volgt de structuur van de verschillende dimensies die we hanteerden in ons onderzoeksproces: economic performance, human performance, community performance, governance performance en environmental performance. Deze vragenlijst werd gevalideerd door ze voor te leggen aan de stuurgroep en te testen bij verschillende bevoorrechte getuigen. De vragenlijst werd als volgt opgebouwd: e
1 luik: Economic performance Deze vragen polsen vooral naar financiĂŤle indicatoren en de acties die de organisaties ondernemen wat betreft economische leefbaarheid en innovatie. e
2 luik: Governance performance De vragen binnen dit luik gaan na hoe de werking van de Raad van Bestuur verloopt op vlak van samenwerking, eensgezindheid, besluitvorming en taakverdeling. e
3 luik: Human performance Met deze vragen toetsen we het personeelsbeleid van de sociale ondernemingen en gaan we na hoe de medewerkers begeleid worden op de werkvloer. Ook feitelijke gegevens zoals VTE, het aantal erkende plaatsen, ziekteverzuim en verloop worden bevraagd. e
4 luik: Community performance Deze vragen gaan na in welke mate de sociale ondernemingen kansengroepen rekruteren, welke samenwerkingsverband ze aangaan en wat hun activiteiten zijn in relatie met de samenleving. e
5 luik: Environmental performance Dit luik focust zich vooral op de inspanningen van de organisaties voor het milieu door na te gaan welke acties en doelen met betrekking tot het milieu vooropgesteld worden.
De implementatie van de vragenlijst zal gebeuren tijdens het voorjaar van 2014. Onze vragenlijst is gericht op alle Vlaamse sociale ondernemingen: beschutte werkplaatsen, sociale werkplaatsen, lokale diensteconomie, arbeidszorg, invoegbedrijven, ‌
