The artwork measures a massive 8 x 4 metres. It was commissioned to provide a visual welcome to visitors for peace and safe travel and was hung in Parliament House during the Sydney Olympic Games in 2000.

My advice is don’t be shy about joining one of the many community or sporting organisations as you will find a friendly welcome and many more introductions as you become ingrained in the community.

Agriculture is the cornerstone of our economy. Whatever the season, you will see our farmers busy growing and harvesting produce for Australia and the world. Jobs are plentiful, with more than 96% of our population in employment, many within the agricultural sector.

Becoming an Australian Citizen We regularly host citizenship ceremonies on behalf of the Australian Government. Once your application has been approved by the Department of Immigration and Border Protection, you will be invited to attend a citizenship ceremony where you will make the Pledge. The ceremonies are heart warming occasions, officiated by the Mayor on behalf of the Australian Government. Your family and friends are welcome to attend.

Rates & Charges One of the ways we fund the diverse range of infrastructure, facilities, services and programs we provide is by charging municipal rates. Your rates notice includes general rates and water and sewer charges. Rates can be in full prior to the first instalment or throughout the year in these instalments: • • • •

Building & Planning Building Works & Renovations If you are looking to develop land, build or renovate, we offer a free Pre-lodgement Advisory Service where you can talk with a development planning officer about your proposed development. Our team can help, whether you are looking for information on development and building works and permits, fencing, or dwelling and property information. To book a meeting or inspection please contact Council. See our website for all associated fees and charges. Forms & Guidelines Development Applications, Construction Certificates and Complying Development Applications are lodged online at the NSW Planning Portal. Each applicant needs to create an account in order to lodge their DA’s, CC’s and CDC’s. The portal also has some great stepby-step guides, including how to set up an account and lodge an application. For, further information or assistance please contact our Planning & Environment Department team or visit planningportal.nsw.gov.au/ applicant-resources Plumbing and Drainage All plumbing and drainage works require approval under Section 68 of the Local Government Act. For more information relating to plumbing approvals, visit Council’s website. Swimming Pools and Spas Swimming pool and spa owners in NSW are required to register their pool/spa on the NSW Government online register. Pool/spa owners that fail to register their pool may face fines of up to $220. To find out more information relating to swimming pools and spas, visit our website. Fire Safety We aim to ensure that every building owner and/or manager is aware of the legal obligations that relate to installing and maintaining fire safety features, particularly in commercial buildings. Businesses must supply us with an annual safety statement certificate verifying the continued operation and maintenance of essential fire safety measures. No fees are associated with this. Environment Weed Management We can help you to identify and control priority weeds. If you come across a priority weed or would like to book a property inspection, please contact Council.

You can find more information on managing priority weeds, as well as a comprehensive list of plants banned for sale, on the NSW Government Department of Primary Industries website. Trees Council manages street and park trees within the Local Government area, however, it is the responsibility of residents to care for trees on their property. Under NSW planning laws, you must obtain Council approval before pruning or removing any tree over 4.5m tall or with branches more than 3m long. In addition, if the tree is protected within the Murrumbidgee Council area, you must seek approval from Council. You can download the ‘Vegetation Clearing Application Form’ from Council’s website. Firewood Collection Permits Firewood may be collected from some public lands for domestic use only, however, a permit is required. Visit www.environment.nsw.gov.au for more information. Bushfire Danger Period The statutory Bush Fire Danger Period runs from 1 October to 31 March, however, it may vary due to local conditions. You need a fire permit if you are planning to light a fire in the open during this time. These are free and can be obtained through the NSW Rural Fire Service. Private Works We may be able to assist with private works for residents. Works include supplying and delivering road materials or slashing and spaying blocks of land. Please refer to Council’s website for associated fees and charges. An application for execution for private works must be completed in person in the Council offices.

Waste We are very proactive in managing the waste in our Council area. We support the NSW Government’s concept of a circular economy, which works on the principle of using our resources more efficiently, extending their life cycle and making them more productive. This, in turn, reduces the amount of waste going to landfill or ending up as litter. It ensures our waste does not become a problem for future generations to deal with and allows us to live sustainably in our beautiful natural environment. Kerbside Collection Urban residents with kerbside waste collection have three types of bins (some properties with rear lane access have their bins emptied at the rear of their property):

Copies of a yearly collection calendar and sorting guidelines are available from our Council offices or on our website. Our FOGO waste goes to the Wormtech Composting Facility near Carrathool. Our recycling goes to Kurrajong Recycling at Wagga Wagga. The Coleambally Bowling Club has containers for bottles and cans at the back of the club. Bowling Club members recycle them and gain much-needed funds. Please contact us if your property does not have one. Here’s some useful tips: • Line with a Council-supplied AS4736 certified compostable liner (store liners in a cool, dry, dark place when not in use) • Place your food scraps in your caddy (keep the lid on) • When your caddy is full, transfer the bag full of scraps to your FOGO bin • Freeze scraps that might get smelly and place in your FOGO bin the night before collection • Wash your caddy regularly in warm soapy water

Dealing with problem waste Bulky waste, green waste and electronic waste collection We hold a kerbside collection in spring each year. This allows residents to ensure all yards are clean in readiness for the summer fire season. Visit our website for more details and dates. Community Recycling Centres Community Recycling Centres (CRC) are free drop-off centres for common household problem wastes that cannot be collected via council kerbside waste and recycling collection services. We have centres at Coleambally and Jerilderie Waste Depots, where householders can drop off problem wastes free of charge. Mini stations are located at the Coleambally, Jerilderie and Darlington Point offices, where you can drop off these items: • • • • •

household batteries smoke alarms light globes mobile phones and accessories toner cartridges

You can drop off the following items at the Community Recycling Centres located at the waste depots: • paint

Only household quantities of these materials will be accepted. As a guide, this is a maximum container of 20 litres or 20 kilograms for each waste type. Battery recycling The Coleambally Men’s Shed (6 Falcon Road) and Jerilderie Men’s Shed (66 Jerilderie Street) both accept car batteries as a means of fundraising. drumMUSTER drumMUSTER is the national program for collecting and recycling empty, cleaned, non-returnable metal and plastic agvet chemical containers. The containers are recycled into everyday items such as street signs, irrigation piping, plant stakes and outdoor furniture. Collection sites Coleambally and Darlington Point Coordinated by the Coleambally Men’s Shed as a means of fundraising. Contact the Men’s Shed to arrange delivery. Contacts are: Kevin Coster on 0427 544 061 or Kevan Boyle on 0428 690 499. Drums can be delivered to the Council Depot at 3 Bencubbin Avenue, Coleambally every Wednesday between 9 am and 12 pm. Jerilderie Bookings are essential and can be made by contacting Murrumbidgee Council on 0427 848 194. Delivery address: Murrumbidgee Council Depot (old MRE Building), 3 Coonong Street, Jerilderie 2716. Asbestos Management There are strict legislative requirements for dealing with asbestos. If you have discovered asbestos in your home, do not disturb or remove it without seeking advice from a licensed asbestos contractor. Once the asbestos is removed, a Certificate of Completion must be forwarded to Council. Contact us at Council for more information.

Water and wastewater Water supply and wastewater management services are provided by Council in each town. Residents are encouraged to limit water use and treat it as a valuable resource. For information on water restrictions in place, refer to our website. Water consumption is billed quarterly.

Septic Tanks If your home is not connected to the sewer, you may have an on-site sewage management system, such as a septic tank, composting toilet or aerated system. Special regulations apply to these systems, and they must be approved by Council. We have an On-site Sewage Management Plan to help assess, regulate and manage the selection, design, installation, operation and maintenance of on-site sewage management systems. The Management Plan and application forms to install or operate a septic tank can be found on the Council website.

Utility Providers A list of electricity and gas retailers that service the region is available at the following website energymadeeasy.gov.au

Animals Microchipping All pets must be microchipped before they are 12 weeks of age. This is a small chip (the size of a grain of rice) implanted just under the skin that identifies your pet if they are lost. • Animals can be microchipped at a local veterinary surgery, or any animal welfare organisation. • A pink Permanent Identification Form will be provided (as part of the NSW Pet Registry). Registration with the NSW Pet Registry • Dogs must be registered by 6 months of age and cats by 4 months of age. • Registration is valid for the lifetime of the pet (it is a once-only payment). If a dog or cat changes owners, there is no need to register the pet again or pay an additional registration fee. You simply complete and submit a Change of Address Form. • There is no registration fee for assistance animals, working dogs, dogs in the service of the State (for example, a police dog) and greyhounds currently registered under the Greyhound Racing Act 2009. • Owners of non-desexed cats, restricted dog breeds, and dogs declared to be dangerous are required to pay an annual fee (ie in addition to the lifetime registration fee). • Pet owners and breeders can create an online profile with the NSW pet registry. You can update your details, notify if your dog or cat is missing, register ownership changes and pay registration fees online. More information on registration fees and eligibility for an exemption can be found on our Council website.

13 Lost Pets Keeping your pet in a secure environment where they can’t escape is essential. If it does happen, call us to see if it has been found. You may also like to place a post on the community “I live in” Facebook pages. If you find a lost or stray animal, contact the owner if it has identification, or contact us if there is none. Off-Leash Areas You will find off-leash areas at: • Coleambally: At the end of Kookaburra Avenue forest area • Darlington Point: The second oval at the Recreation Reserve, King Street • Jerilderie: Around Jerilderie Lake from Bundoora Avenue to the Playground area - as signposted Dog waste bag dispensers are available at: • Coleambally: Curlew Park, Skate Park (along the walking track) and Coleambally Lions Park • Darlington Point: CWA Park, Lions Park, Fig Tree Park and Adrian Douglas Park • Jerilderie: Jerilderie Lake Walking Track, Luke Park and RSL Park Always have a bag with you, just in case there’s none available. Dispose of your dog’s waste properly.

Cemeteries Cemeteries we manage within the Murrumbidgee Council area are: • Coleambally Lawn Cemetery in Lovegrove Road, available for burial and interment of ashes. • Darlington Point Lawn Cemetery in Carrington Street, Darlington Point, available for burials and interment of ashes. The old section of the Darlington Point Cemetery is an historical cemetery with restricted usage. • Jerilderie Cemetery on Conargo Road is divided into two sections. The General Cemetery is the original part of the cemetery and is home to the Presbyterian, Anglican and Catholic denominations. The Jerilderie Lawn Cemetery is a newer area and includes a columbarium. Reservations are not available in the lawn cemetery. A rose garden is also available for the interment of ashes. Library Services We are a member of the Western Riverina Library Service, together with a number of other councils in the region (www.wrl.nsw.gov.au). As part of this partnership, a mobile library service visits Coleambally and Darlington Point weekly. Members can borrow books, magazines, audio books, DVDs, access the internet, ask about our e-Resources and collect items that have been reserved from the library collections. The Mobile Library visits Coleambally each Wednesday and can be found at the front of the Coleambally Community Hall. Books can also be returned to the Council office in Coleambally during opening times.
