Chairman’s Report
Katy and John Parish organised and ran a great Festival Rally again this year. We had a reasonably good number of entrants, even though we would always like a few more. The day was perfect weather-wise, although those without a hat would perhaps suggest there was too much sun. We had a choice of three routes, two sealed and one with gravel and I was surprised how many picked the route with gravel.
I didn’t hear of any major breakdowns, although Katherine Welsh had the Buick towed around the lunch venue before finding that there was no power to the ignition system due to a faulty ignition switch. Once sorted she was on her way again.
After the motoring was completed, we went back to the clubrooms where we spent a couple of hours catching up with friends. This was followed with the prize-giving then tea. The overall winner this year was Lachlan Young driving a Ford MkIV.
I would like the thank those who helped in any way; Raewyn & Keith Dodds along with their helpers for a first-class meal, Paul in the bar and the crew that look after our grounds and clubrooms.Agreat day was had by all.
It’s with sadness that we hear Joan Pearce has passed. Colin and Joan were enthusiastic members of our branch and they continued to support our Festival Rallies until a couple of years ago.

It is with great sadness that we advise that Joan passed away peacefully on Sunday after a short stay in Mossbrae.
Joan and Colin have been members of the VCC family for many years with Colin joining in 1959 and then Joan as a joint member nearly 25 years ago on the 21st of March 2001.
Joan is a past organiser of the Dunedin - Brighton All Veteran Vehicle Rally and both her and Colin plus family are regular attendees of the rally in all 3 veteran Sunbeams.
Our thoughts are with Colin, George, Caroline & Donald plus their families at this time.

Club Captain’s Report
I would like to start my report with a short comment about what Murray stated in his last month’s report. Please look after new members to the club. Encourage them but please don’t criticise their vehicle. All old cars can be big or small, fast or slow, dirty or polished but all owners need a medal for they have gone to the trouble to get their car mobile and ticking over.Also, they have taken the considerable effort and time to get it to the starting line of our rallies. Please be friendly and considerate when in conversation.
At the Festival Rally I had the pleasure to view Greg Elder’s 1917 Cadillac Type 55. What a beautiful, stately automobile. He informed me that it has had the motor reconditioned (bought from Robin Dickson), which took about 12 months. The Festival Rally was its first time out on a major run so he was hoping for a clean run. (History tells me that he had a terrific run with no trouble.) The motor is still in the settling in period for the first 500 miles.Ashort history (from Google): The United StatesArmy approached Cadillac in 1917, seeking a dependable “staff car”. The choice was the Cadillac Touring Model, which had proven its ability in intensive testing. Cadillac produced 2,350 cars for use by the American Expeditionary Force in WW1. The model was fitted with a 5 litre V8 engine.
GregboughttheCadillacfromCanadain2003.WhenitlandedinRiversdale it showed that it had been poorly restored so Greg “set to”, spending 8 years of “hard yakka” to bring it up to the majestic state it is in today. Greg needs to be congratulated for the standard of craftmanship that he has produced on the Cadillac.
The March Run was held on 8th of March with 14 cars (27 members) attending. The day was not that great with persistent showers spoiling the day. The Run travelled through Waitane, Te Tipua, Morton Mains to finish at the Gorge Road Country Club. Noel Kelly won the prize for the Quiz, which was held after a very good afternoon tea.

From the Editor’s Keyboard
I must start this month’s piece with a big “Thank you”to thememberswho respondedto my pleafor contributions. So far, Alan Ritchie, Greg Elder, Paul Katon and Katherine Welsh have all provided stories and/or photos. These will appear in the next issue or two so that I can do justice to the photos. As I have said before, The Wiper has an insatiable appetite for material and, no matter how much I have, it will always run out if the supply dries up.
My Branch Delegate’s report from the March Executive meeting takes up a fair bit of space this month, but there is also some “light relief” thanks to the Festival Rally results and winners’ photos from Katy & John Parish and some Crank Up photos fromAlan Ritchie.
Don’t forget, the Branch AGM is coming up in June and all the branch positions are open for nomination. A nomination form is included with this issue and theAGMAgenda will be included next month.

March Meeting Night Talk
Brian Horrell (on the right in the photo) kindly arranged a guest speaker, John Peterson, for the March meeting.
John gave us a very interesting talk about the two iconic Australian rail trips that he had taken; the Ghan and the Indian Pacific.
The Ghan runs between Darwin in the north and Adelaide in the south, stopping off at many interesting places on the way. These include Katherine’s Nitmiluk Gorge, the red rock landscapes of Alice Springs, and the opal mines and unique underground town of Coober Pedy.
The Indian Pacific runs between Perth in the east and Sydney in the west, taking in places such as Kalgoorlie, the Nullabor Plain, Adelaide, the Barossa Valley, Broken Hill and the Blue Mountains. The Editor
March 2026 VCC Executive Meeting, Christchurch
The meeting was held over the weekend of 7/8 March at the Canterbury Branch clubrooms. The Executive meeting has now been held there a number of times and, once again, the organisation was very efficient and impressive, from the transport arrangements to and from the airport to the meeting room and the meals. Canterbury Branch are to be congratulated on a job well done. The meeting itself was very productive and collegiate, with good, and respectful, discussion of the more contentious matters.
Minutes of the previous meeting (8/9August 2025)
Corrections were circulated and agreed.
Membership Status
New members, resignations etc. were pre-circulated, an update tabled, and both were acknowledged. Unfinancial members were removed by vote.
Correspondence
There were four items, all of which were covered by otherAgenda items and dealt with later in the meeting.
By-laws
The latest draft (20 February 2026) had been pre-circulated. A number of changes had been made and others were suggested:
• The timings for Notices of Motion and election ballots have been synchronised to avoid the potential need for two voting mailouts.
• Provision has been made to allow outsourcing of ballot counting.
• Delegate Meetings will continue to be held twice a year but can be reviewed in future, perhaps at a suitable point after all the Regional Representatives are in place.
• The weighted voting arrangements at National Committee meetings were discussed and it was agreed that, if four or more Regional Representatives request a weighted vote on any matter, then a weighted vote must take place.
National Committee Positions Vacant
Under the transitional arrangements described in sections 7.7 and 7.8 of the new VCC Constitution, the 13 elected positions are split into four sections to give a rolling replacement of four or five positions each year. The President explained how this would work and announced that three of the existing Management Committee members had been appointed to Regional
Representative positions in their respective areas. This was greeted with consternation from the Branch Delegates and a brisk discussion ensued. Following this, it was announced that ALL the elected positions would be announced as vacant, although some may already have candidates.
Regional Representatives Position Description
• The Position Description will be included in the Club Manual.
• An updated version was tabled and discussed. Regional Representatives willnolongerberequiredtophysicallymeetwiththeirBranchDelegates on a regular basis, virtual meetings will be acceptable.
• Some other minor wording changes were also suggested.
• Branches in one of the new Regions have got together to discuss and agree what they would like from their Regional Representative. It was suggested that other branches/Regions might like to do the same.
Reports
The pre-circulated regular Reports were deferred until later in the meeting.
Notices of Motion – North Shore
The North Shore Delegate, Richard Bampton, spoke to this. The North Otago Branch letter, John Coomber’s assessment of the Notices of Motion and the Notices of Motion themselves were all discussed.
• Item 1, the suggestion to change the formatting of the VCC Constitution on the website will be taken on board.
• Item 2, regarding the number of officers making up the National Committee was withdrawn.
• Item 3, regardingtheImmediatePast President position was, Ithink,also withdrawn.
• Item 8, regarding the Deputy Chairman post: Richard pointed out that in the previous VCC constitution this post was an elected one, not appointed as in the new constitution.
The meeting voted not to give the Notices of Motion formal status and a (NorthShorebranch?)sub-committeewillbesetuptoconsiderthemfurther.
Expenses Claim Form
The President went through the form, explaining how it “worked” and clarified that the comparison for “lowest cost” was between the cost of airfares and the mileage travelled at 75c/Km but if flying was more practicable, this could be claimed even when driving was cheaper. The “fuel cost only” rate was intended for delegates who did not wish to claim the full
allowance. I expanded on the points made in my original submission and the President undertook to have the form re-written to improve clarity. (I have since sent my suggestions for this to the president and they have been passed to the National Office for action, including reimbursement being direct to the claimant rather than via the branch.) There was discussion about increasing the mileage rate to make it the same as the IRD rate and a Motion proposed but this was defeated at the vote. It was suggested that the rate be reviewed at intervals, possibly annually.

2027 National North Island Easter Rally: Manawatu Branch bid accepted.
Addition to theAgenda
North Shore Branch have changed their By-laws to reintroduce an initial membership/joining fee. This has resulted in the Branch no longer being included on theVCC website for membership applications. Following much discussion, during which it was pointed out that the VCC Constitution did not allow for this, and that the Executive had previously voted to abolish such fees when the on-line membership application was introduced, there was a vote. The meeting was not in favour of such fees and the North Shore Branch agreed to review their position.
New Branch Constitutions
• Murray Trounson (acting VCC Secretary/Treasurer and Linda Duffell (National Office) gave an update on progress. At that stage, three branches had not re-registered with the Incorporated Societies, one Delegate informed the meeting that their branch had since done so.
• Branch Officer consents/declarations do not need to be lodged with the Incorporated Societies BUT details of all officers must be entered on the website.This must bedone each yearand anychanges updated promptly.
• The “winding up” clause in each branch’s constitution must be amended to include the word “sporting” to comply with the IRD’s tax-free status requirements. (Linda has since sent an email to all branches about this.)
Marlborough Branch email re. VCC Brand/Operational Name
Andy Fox (Management Committee) summarised the 2025 proposals and discussions about updating the VCC’s image and adopting a new logo. This process ended up with the “wheel” logo, which the members rejected. So, “Where now?” Marlborough pointed out that they were suggesting changing the VCC operating name (to Heritage Motoring NZ), not the logo.
During a lengthy discussion, many points were raised. These included that, as the VCC is currently celebrating 80 years of existence, it is a bad time to make a change and that re-branding is a dangerous process that may do more harm than good. Other points of view were that the Club has been “Vintage” for its whole existence and this has always meant over 30-years-old (not wholly correct) and that the best way to promote the Club and the newer eligible vehicles is for members to be seen using and displaying them. Other suggestions were to promote the VCC as an umbrella organisation for onemake clubs and/or for owners who are not members of other clubs. Following the discussion, by a show of hands, the majority of branches were not in favour of a change, or of the expense this would entail.
Reports
The pre-circulated reports were taken as read and questions taken: Finance
Overall doing well, operating deficit has reduced and Term Deposits increased. The Wellington Branch Delegate asked why $1.3M was being held in the bank account and should this be returned to branches/members. The President pointed out the need to keep a realistic amount as reserves and suggested that Wellington Branch put forward a proposal.
National Office Systems/Privacy/OSH (Murray Trounson)
• The updated version of the Club Manual is available on the website, but not visible to anyone browsing the website, including members. Murray’s report said that a link is available on request from branches or members. I pointed out that the website says to contact your branch for acopy. I also pointed out, as Ihavedonepreviously,thatthis information and the VCC constitution and by-laws are all “hidden” on the website under the heading “Vehicle Information”. The website is in need of replacing or updating but there have been other, more pressing, Club matters (the new building, the constitution, etc.) to attend but this simple update should be done very soon.
• The process to get all members to review and, if necessary, update the membership and vehicle records held by the National Office and to approve the release of the data in membership lists etc. is underway. Testing has been carried out and the emails and physical forms (for members without email addresses) will start being sent out shortly, branch by branch, beginning with the smaller branches so that any finetuning of the system can be carried out early on.
North and South Island Club Captains
Both reports highlighted the fact that entry numbers for rallies are down, perhaps because of clashes with other events, and advised branches to try their best to avoid holding events at about the same time as other branches in the region. There was also a suggestion that branch Club Captains liaise with their opposite numbers in neighbouring branches.
Beaded Wheels
The Editor repeated his plea for more content for the magazine from the members. (I did speak to him about this, with my Bulletin Editor hat on, and sympathised as it is a problem for all editors!)
Speed Steward
Greater numbers of participants during the 2025 season and cooperation between South Island branches leading to new events such as Coronet Peak Hillclimb and the resurrection of other non-circuit events in the region were highlighted. Recent focus has been on amending the regulations to enhance clarity and introduce better safety measures, where appropriate. Tyres continue to be an issue and efforts are continuing to seek solutions.
Archivist
There has been a steady stream of visitors to theArchives since the opening of the new building. Work is still ongoing to fine-tune the layout and complete the emptying of boxes transferred from the old building.
Registrar
VIC applications for the Vero Rally have presented a heavy workload but every effort was being made to get them all completed in time.
NZTA
Discussions are ongoing with NZTA regarding heavy commercial vehicles that are already fully compliant, fully certified and road registered as Heavy Vehicle Class 2 and above. These vehicles have held a current VCC-issued VIC for several years and are able to demonstrate full roadworthiness through their Certificate of Fitness (COF) history.The intent of the proposal is to allow qualifying vehicles to move to a 12-month Warrant of Fitness inspection cycle, as opposed to remaining on the current COF system.
LVVTA
The VCC is seeking continued discussion with the LVVTA regarding member vehicle inspections that are mandatory during the construction process. At present, members do not get a copy of the results of the
inspections and this can cause difficulties further down the line, particularly when the construction process is lengthy or takes place in different regions.
Vero International Festival of Historic Motoring
An update one month out from the Festival. Budgeting and financials are looking good. Plans and arrangements for the Teams Relay Challenge and Public Display Day are developing. Waimea MenzShed are keen to assist with the setup at Richmond Park, Nelson Cancer Society have come on board with offers of sunscreen stations, marquees and volunteers. Vero support has been excellent. All rally routes have been mapped and final checking is underway. Mayor Hon. Dr Nick Smith dropped off a bottle of wine and a card of support and thanks on behalf of the city for the Festival.
General Business
• AGM 2027 –Ashburton Branch reaffirmed their commitment to hosting the AGM but, due to the logistical problems of getting delegates to and from Christchurch airport, the AGM will be based in Christchurch, but not at the Canterbury Branch clubrooms.
• National Motorcycle Rally (early 2027): South Canterbury Branch are hosting this and details will be in the next issue of Beaded Wheels.
• National ModelARally – just before Easter next year, in Blenheim.
• Strategic Plan: not covered.
Guest Speakers
During the Saturday morning session, Charlotte McGillen, Digitisation Advisor, the National Library of New Zealand, gave an update on progress with the digitisation of the Motor and Cycle Journal. This was founded by Arthur Cleave and went on to become the New Zealand Motor Journal and then the New Zealand Motor Journal and Lady Driver, publication being from the early 1900s through to about the late 1930s. The available issues will be on Papers Past (https://paperspast.natlib.govt.nz/) where keyword searches of all text on all pages will be possible. Of the 84 issues originally missing, only 49 are still to be located. The first tranche of issueswillbeavailableonlineinJuneanditishopedthatallwillbeavailable by the end of the year. The VCC will get updates as this progresses.
Afterlunch, Nicola Coom,CEO oftheCancerSociety,gave apresentation about the VCC National Day that was very complimentary about the VCC’s fund-raising for the Cancer Society. She re-iterated that all the money raised stays in the respective regions. The Cancer Society’s focus is on Community
Services (CancerNurses andthefreeaccommodationandtransportprovided for patients), Advocacy and Research and 85c in every $1 collected goes to one of the three. 2029 is the Cancer Society’s centenary year.
Next, Kaaren Smylie, the National Coordinator for the VCC Daffodil Day Rally 2026, gave an update. Last year, 33 branches participated and a total ofover$133Kwas raised.(Not all thefinal figures werein at thattime). The intention is to continue with Ford’s involvement (giving national visibility and greater campaign capability) and with the Cancer Society for the next three years, with an annual review. To strengthen the campaign, Kaaren will be undertaking a national roadshow to selected Ford dealers and VCC branches. The President pointed out that the Day is also all about promoting theVCC and it has been very successful in gaining new members for the Club. It is also useful for public relations, in showing that the VCC is not just a bunch of petrolheads pumping out pollutants on their runs.
Kaaren has sent out a questionnaire to the Branch coordinators to evaluate the success of the day. During the discussion, many branches felt that the Cancer Society hadn’t really pulled their weight and/or the local Ford dealership(s) didn’t know what they were doing. Nicola accepted that the Cancer Society should have done better and pledged that there would be much more involvement this year. As the Ford dealers are all independent businesses, Ford NZ cannot give them orders but, at the upcoming national meeting, they will be told to get involved and they will also get a presentation from the President, Kaaren and Nicola about Daffodil Day.
Following the discussion, the meeting voted to continue with the Cancer Society and Ford for the next three years.
Sunday morning visit
Delegates were able to visit the new VCC building(s), housing the National Office and theArchives before the meeting re-convened. The new premises are very impressive and both the National Office and theArchives now have much more space and provide a much more pleasant working environment.

In New Zealand History This Month
Jack Hinton awarded the Victoria Cross 28 April 1941
Jack Hinton was awarded theVictoriaCross(VC)forhis actions onthenight of 28April 1941 at Kalamata during the evacuation from Greece.
AcolumnofGermantroopshadenteredthe port, prompting Hinton – apparently tired of retreating - to organise a counter-attack. The action is described in the citation for his VC:
Yelling ‘toHell with this,who’ll comewith me?’, Hinton ran to within several yards of the nearest gun; … he hurled two grenades, which completely wiped out the crew. He then came on with the bayonet followed by a crowd of New Zealanders. German troops abandoned the first 6″ gun and retreated into two houses. Serjeant Hinton smashed the window and then the door of the first house and dealt with the garrison with the bayonet. He repeated the performance in the second house and as a result, until overwhelming German forces arrived, the New Zealanders held the guns. Serjeant Hinton then fell with a bullet wound through the lower abdomen and was taken prisoner.
Hinton spent the rest of the war in POW camps in Greece and Germany.The announcement of the award of the Victoria Cross was made on 17 October 1941. In a departure from custom, Hinton was presented with the ribbon of his medal by a German general at a camp parade. Characteristically, Hinton was at the timebeing held in solitaryconfinementafterone ofseveral escape attempts.
When ‘JD’, as he was known to his mates, returned to New Zealand after the war he became a publican, managing hotels around the country. He retired in Christchurch in 1980 and died in 1997.

In Welsh History This Month

Born on this day 1827 in Haroldston Street, Issells, Pembrokeshire, William Gilbert Rees, who was one of the first Europeans to explore and settle the QueenstownLakes District in Otago, New Zealand and is regarded as the founder of the town of Queenstown.
Rees' father was a Royal Navy commander and he was educated at the Royal Naval School in London. In 1852, he emigrated to New South Wales, where he became a sheep farmer. He then began to explore the area around Lake Wakatipu in New Zealand and established a farm in what was to become present-day Queenstown. The area's population grew rapidly when gold was discovered nearby and Rees converted some of his farm buildings into a hotel (now known as Eichardt's). Rees was also a cousin to the famous cricketer, W. G. Grace and as a keen player himself he was an early promoter of the game in New Zealand.
There is a statue of Rees on Rees Street in Otago and the Rees River and Rees Bridge are both named after him. The town's suburb of Frankton was named after his wife Frances and the nearby mountains of Cecil Peak and Walter Peak were named after his son.
