Bonjour everyone from a very hot France. The temperatures over here have been consistently 30+ which coming from Dunedin is something we are not used to and while we were looking forward to escaping the last month of winter, we are both looking forward to getting some cooler temperatures that hopefully will be arriving at the end of the week. Mark and I have just returned to our hotel after spending 5 hours visiting the Schlumpf museum. This was cars, cars and more cars, with the odd bike and charabanc thrown into the mix. While Felix Schlumpf was a bit eccentric, the museum has a fantastic display of vehicles with some marques that are completely obscure and unique. Mark has 100’s of photos which will take up an album just on its own. Yesterday we visited the train museum which was also very interesting with a lot of history and included some displays showing a cut out of the engine so you could see the inner workings. The National VCC Day and rally for Cancer is coming up and while I can’t be there I’d like to thank Marion for organising this for the branch. She has put a lot of work into it and I’m hoping that it will be well supported both branch members and the public. The start of the rallying season is nearly here which for the branch is the PWV/P60/P80 Rally, Dunvegan and Taieri Tour. Please note these in your diaries as it would be great to have good attendances. As always all branch activities can be found in the Road Runner calendar of events. Safe travels.

Welcome to another month of VCC motoring – By the time you receive this Roadrunner the National Daffodil Rally for Cancer will have been held, and also the delivery of Daffodils for the Cancer Society on the Monday. I would just like to thank all of you who have contributed to these two events. This has put our Club into the Public arena and, we hope that we have left a positive impression on those we have worked with over this time. Your support for the Cancer Society and any other Charities is very gratifying. Nicola – our Chairman has been out of the country so has not forwarded a report this month. We have a good number of events happening over the coming months both locally and around the regions, so make note in your diaries of the dates you are interested in. Branch Rallies – We are still looking for others to help with these. Please let your new Club Captain know if you are able to help. This is a good way to get to know your branch members and have a bit of fun! at the same time. Sparkaholics – Convenor Needed – We have not had anyone come forward to volunteer to co-ordinate this group. The last visit to the Public Library had a small number attend. In the meantime this group will remain in recess.
Autospectacular – 8th September – Those members who put their vehicles forward for Restoration Trophy are asked to make them available for the VCC Branch Display on Saturday 8th September. We are also looking for any items for this – to help with the Summer Holiday Theme. Please contact Bill Partel, or committee member if you are able to help. The Autospectacular committee have also asked for Veteran Vehicles for a separate Display – As it is felt that this class of vehicle deserves to be seen by the public as well. Please contact me if you are willing to display your Veteran Vehicle Club Night – Last Friday of the Month- TECK TALK on FRIDAY 31.8.18 is cancelled. JUST RECEIVED - an E mail from Sgt John Hedges. We will not be able to supply a person on the home security talk on the 31-8-18.. Sorry we are very short of staff, and have no central or south community police officers anymore. Entertainment Book - $60.00 - $11 is donated to the VCC - Contact Branch Secretary if you would like one. Targa Rally – our branch has been asked if we would supply some marshalls at Forsyth Barr on both the Wednesday and Thursday pm time to be advised– bring along your VCC eligible vehicle to include in the Public Display. The nearest defibrillator to the clubrooms is on the outside wall of the 4 Square shop on corner of Bayview Road. Please make a point of familiarising yourself of its location – Never know when it might be needed. 9
SOLD OR SELLING YOUR VIC’D VCC VEHICLE ENSURE YOU SEND VIC CARD ALONG WITH CHANGE OF OWNERSHIP DETAILS TO NATIONAL OFFICE – Remember this paperwork is the property of the National Club – this is their way of keeping records of Vehicle ownership etc. MIDWEEK RUNS - last Thursday of the Month unless otherwise advised. Meet at clubrooms by 1pm for a drive and afternoon tea stop. If the weather looks promising on the day bring your afternoon tea, as we might find a spot where we can have a picnic afternoon tea! Vero Insurance Scheme - Just a reminder, the VCC Vero insurance scheme is set up for those with current VCC membership. It may be a good idea to remind the unfinancial people that you are ringing, that if they have insurance cover under the VCC Scheme with Vero, current membership is a requirement.
NATIONAL AGM AND EXECUTIVE MEETING REPORT – August 2018 I had the pleasure of attending this event over the weekend of the 3-5th August in Napier. The weekend was overcast and miserable – so didn’t feel to bad about being inside most of the time. Was intrigued to see locals out for a swim on the beach on Sunday morning though. A lady I met later said it is actually quite dangerous to swim in some areas along the beach, due to rips. Anyway, down to business: Sadly, we were advised that 50-year recipient Warren Birch’s funeral had happened on the Friday of the Exec Meeting – his 50 year award being presented to his family at his funeral. Warren was a long-time active member of the executive. He will be missed. Our longest surviving Founder and life member – Andy Anderson – gave a thought provoking speech, reminding us all what the Club was set up for. Though things have changed over the years we still strive to provide an atmosphere of fun to the rallies we provide. Election of Officers – As circulated all existing officers were nominated and reelected except for one who stood down. Management are looking to fill this Committee position in the near future. Budget and Subscription Increase -YOU WILL HAVE NOTICED THAT YOUR ANNUAL SUBS ( Account received this week) HAVE INCREASED! After a lot of discussion it was agreed that the Annual Subscriptions for full members would increase by $5 and $1 for joint members. The need for this was mentioned in the National Presidents Annual Report which was circulated in Beaded Wheels. (main reason being for a part time position in the office, as the work load continues to increase) – approx. 3 branches voted against this motion. We were reminded that management committee members do not receive honorariums. Their work is also voluntary. Health and Safety Guideline’s are still in being finalized. 10
Constitution Changes – We submitted the Constitution change that was passed at our AGM in June. Management has asked that this be deferred until they are able to finalise a Template to cover both National and all Branch Constitutions. If any further amendments need to be made these should first be forwarded to National Secretary/Treasurer before putting to the vote at Branch level. This should reduce the need for double checking. Notice of Motion - The ballots were circulated to members for voting on Motion 1 – For 726 against 506 - Failed Motion 2 – For 1187 against 160 – Passed 37 Otago members voted Long term National Calendar of Events Nat Veteran Rally in Nelson 16-18 November 18 - with Prince Henry Tour from Ashburton beginning on the 12th of November. This is celebrating 100 years of Veterans and the Centenary of Armistice Day. Nat Veteran Rally in Gore 16-18th October 2020 (Interesting that these rallies have moved to this time of the year! – used to be held in January /February) Starting next year Easter Rallies will be held on alternate islands starting with: National SI Easter Rally in Ashburton 19-22 April 2019 – Entry forms will be out later in the year. National NI Easter Rally for 2020 – no bids received. 1st National Vintage Rally – Central Hawkes Bay is looking at hosting this, but need a committee first Entry forms for Non members – need to take a bit more advice on this. National Office has obtained Fire and General Insurance for the building. 60 Year Awards – it was agreed that 60 Year recipients should receive a framed certificate plus a badge. International Festival of Historic Motoring 2021 Presented by Chairman – Greg Terril (also past National President) Happening at New Plymouth 17th – 22nd January – Venue - Racecourse Compact event with emphasis put on branches to encourage members to travel to the event as a group, with overnight stays on route. Looking for a 10% target of branch members entering. Relaxed motoring in your own time – with opportunities to explore local attractions along the way. Festival of Lights will be on – Major attraction – walking distance from most accommodation. Director – Tony Haycock Secretary – Mark Masters Treasurer – Sven Slager Route Plotters – Amber Brown and Nick Carter – younger members who have bought a lot of energy and enthusiasm with them. Programme – Sunday – Opening Ceremony, Monday & Tuesday – motoring, Wednesday – optional National Rally day e.g. Veteran, Commercial, Motorcycle. Evening -Public Display, Thurs – motoring, Friday – motoring and Festival finale. Good Hotel and Motel accommodation available – Camping on Racecourse site will not be an option as it is a working course. This is a Festival – Not a Rally – Aim to be slightly cheaper than Dunedin. Aiming for the best event ever. Overseas Guest - This will only happen if the committee can secure sponsorship. Registrars’ Report Zero tolerance of asbestos in Australia e.g. brake shoes, clutchplates, gaskets – (Bakelite products are Asbestos free) Vehicles need to be certified if shipping overseas – This info along with a website will be published in Beaded Wheels. LTNZ – Lighting Rule regard Membership Comparisons over the past 4 years shows that Otago has remained fairly stable at 247 members. Nationally, membership continues to increase. Prospective Remit to the VCC Executive – Code of Conduct -This will be circulated to members for discussion and submissions to be returned to management by 1st October - see elsewhere in Roadrunner. National Archivist -Don Muller – gave an interesting talk about his work in the Archives, having acquired a 16” turntable to play the 13,16” 33 1/3 Ford car and sales promotional records. He is working on converting these to digital. He had a member wanting to know if they had copies of the old magazine called ‘New Zealand Motor and Cycle Journal’ which was the ‘Automobile Association of N.Z magazine prior to ‘The Motor World” Can anyone assist with any information about these magazines? Federation of Motoring - If Historic Vehicle clubs want to protect and maintain a pool of skilled people to service our historic vehicles in specialist areas, the strategies will have to be initiated by our clubs. 12 month WoF have not been achieved. The FOMC is seeking more thoughts on the likelihood of compulsory 3rd Party insurance cover. This is a complex issue. A delegation has arranged a meeting with the Ministers of Transport in the current Government. The intention to raise matters of concern potentially arising out of current Government initiatives and policy proposals around the uptake of Electric Vehicle Technology. The FOMC wishes to convey to the ministers the important role that historic vehicle enthusiasts and their vehicles serve in preserving NZ’s motoring past, and, further, to ensure that the authorities take the historic vehicle movement into consideration, especially if future disincentives to the ownership and use of fossil fueled vehicles are contemplated as a strategy. The attention of those in attendance at the FOMC AGM was drawn to VCC Registrar Rod Brayshaw’s report in the April/May issue of Beaded Wheels, which focused on worldwide ‘environmental measures’ to restrict and even phase out the usage, and in some cases even the existence, of traditional fossil-fueled vehicles. The Federation of Motoring Clubs, the VCC Management Committee and the VCC’S Vehicle Technical Committee share the view that in matters of importance concerning the ongoing consideration of the historic and heritage vehicle movement in NZ, the VCC and the FOMC need to be ‘singing from the same page’. 12
VIC cards – Branch signatories MUST ensure that ALL VIC applications regardless if either a VIC or an Authenticity Statement, (DOMAS) is requested – these must have THREE identical photos included in the application form set. All VIC Application questions must be answered or noted ‘not applicable’, or they will not be processed. The largest category growth is the P60V. The number of P80V VIC’ is only 9. The Club has processed 938 Non-member Applications. Amendments have been made to the first 5 pages of the Vehicle Technical Code. LVVTA – The modification plate cost will increase by $22.50 + GST from the 1 st August 2018. The Modification plate system will soon become a sticker and electronic system. NZTA – All vehicles pre-1st January 1978 that do not have Direction Indicators, Stop lamps and Headlamps should all be applying for Lighting Endorsements. – A report to this was in the April issue of Beaded Wheels. It is an essential requirement to keep intact all the paper trail that is available for essential use for the on-road compliance process. People have difficulty at Compliance time when they have minimal information about their vehicles. FIVA – The world is looking at 3 ways of powering vehicles in the future. EV use is increasing in NZ, Hybrids, and BMW is working on hot-fuel emissions which effectively runs the exhaust systems, so that all pollutants are burnt before emission. A proposed new vehicle group has been suggested to all FIVA members to consider: Group 7: Vehicles of Potential Interest (VOI) 3.4B Vehicles which have come from an original production source which are between 20 and 30 years old and which have been identified and documented as vehicles of potential interest to receive the status of “Historic Vehicle” if they attain the age of 30 year in their current state. Intention is to log low mileage original vehicles, with significant or famous ownership history, sporting history, unique features, limited production vehicles, with historic interest, or interesting design features, and rarety etc. Use of a DOMAS only tor record these vehicles. LED Bulbs must be the same as those used in the production of the vehicle. There has been favorable acceptance of NZTA to accept modified production vehicles classification within the VTNZ -LVV specs. This is been brought about by allowing 60% factory supplies new chassis, cross members, suspension units including brakes and floor pans. This is becoming increasingly popular for overseas factories to produce complete units for Chev, Ford, including MK1 Cortinas, Jaguars etc. These will be registered as Scratch-built. MOTORING FASHION ESSENTIALS In response to the many enquiries I have received from other car club fashionista’s regarding a particular essential motoring fashion accessory - I have good news! I am referring to the “sunkist” shade of sheer pantyhose (not stockings) – with the back seams - worn in the 1930-1940’s era of motoring fashion. One of our local, larger shops is contacting their hosiery supplier to enquire what sizes + cost of these hard-to-get items may be available for us to purchase. They have asked if I can get an idea of how many would be required, so they can place a bulk order. At this point, I have no idea of cost, but as we have all discovered, we can’t buy them locally anyway, so I look upon this as an opportunity to take them up on their kind offer. Contact: Sue Partel

The girder fork run was held on the 15th July - all bikes were welcome.
Since I was lucky enough to have been loaned a 1972 Triumph T120 and the start of the run was only 20 minutes from Mandurah where I am staying, I set off just after 8.30am to arrive at the start in time to register, have a cup of tea and pay the $10.00 entry fee ($3.00 for the Back up and $7.00 for the Lunch after the run). A total of fourteen bikes arrived - about three Veteran and a couple of later girder fork bikes. While I was having a cup of tea my attention was drawn to a 1913 Sunbeam which, the more I looked at it, the more I thought I should know it. I looked around to see if the owner was about and I spotted Harrold Dewed. Harold lived in Brighton before moving to Australia in the seventies. He was living in Brisbane but moved to Perth a year ago to be with his grand-kids but will probably move back to Brisbane at some stage. They handed out some instructions and, once I worked out the meaning of the instructions, it was off on the easy flat back roads south-east of Perth. The first stop was Mundijong where one could top up with fuel, have a cup of tea or just stretch if one was riding a veteran bike! After the stop it was back to the start on some nice country roads with little traffic to worry about. We covered some 60 km. Lunch consisted of a three-course meal. Everyone was off home by two o’clock.

Prospective Remit to the VCC Executive - Code Of Conduct This Code of Conduct shall serve as a guide as to what the clear majority of Members may consider to be the acceptable conduct of others. It is acknowledged that the degree of tolerance of the behaviour of others may vary from Member to Member. Nevertheless, it is reasonable to expect Members to conduct themselves at all times in a manner that means involvement in the Club's activities is engaging and inspirational for the Members and other persons concerned. Many of the Club's Members voluntarily contribute their time and expertise to support a wide range of Club activities. It is expected that their efforts will be valued by the Members who benefit from them. This Code of Conduct sets out some of the guiding principles with regard to organisers and participants of such activities and also the elected and appointed office holders and administrators within the Club and its Branches. Code of Conduct ; Shall be consistent with adherence to the aims and objects of the Club, including the 'fostering of mutual voluntary assistance with the preservation of Club-eligible vehicles'; and Shall be expressed using terminology that garners enthusiasm and participation from Members, prospective members and guests; and Shall aim to encourage conduct that would prompt respect, praise and support from the public and from governmental and nongovernmental bodies alike; and Shall acknowledge that prevailing attitudes of the motoring public and the public at large may change over time, necessitating the Club and its Members to respond appropriately to cultural, economic, environmental and legislative influences. The Club's Disciplinary Procedure may be invoked for a breach of the Code of Conduct, if this is considered warranted, based on the circumstances, nature and implications of the breach. CODE OF CONDUCT Members shall; A) Actively engage in, or support, the restoration, documentation, preservation and appreciation of historic vehicles and vehicles of potential interest for the future, recognising these vehicles as a distinct and valuable facet of New Zealand's cultural, technical and pioneering heritage. B) Display honesty, courtesy, fairness, respect and sensitivity through their interactions with Members and others, in a manner that is mindful of the differences of opinions that may arise. C) Adopt behaviours that are free from harassment, intimidation, exploitation or discrimination. D) Recognise and acknowledge the contributions, experience, skills and endeavours of others, many of whom may, for the time being, be serving in elected or appointed roles or offices. E) If serving the Club or its members in some capacity, do so with due care, diligence and integrity.

F) Be mindful of complying with applicable laws, regulations and reasonable expectations that may relate to the events and activities of the Club, its Branches, its Members and its guests. G) Comply with the constitutional policies and procedures set down by the club and its Branches. H) In any given situation, adopt an appropriate course of action to the best of their ability, or refrain from a particular course of action as the case may be, in the best interests of the Club. I) Conduct themselves in a manner that reflects positively upon the Club and its Branches, and, to that end, demonstrate sound 'driver etiquette' and commonsense when motoring club-eligible vehicles on Club events or at any other time when other motorists are a consideration. [Sound 'road and driver etiquette' are described in Section 20 of the Club's Branch Manual, and may also be found in various other motoring publications. Some aspects of driving may need to be adjusted given the possible variations between the speed, performance, braking capability, lighting, signalling, handling ability and other facets of Clubeligible vehicles in comparison to modern vehicles. The prevailing traffic density at any time is always also a factor.] J) At all times, and as a priority, consider the safety of themselves and others. K) Be made aware that some Members may have elected to have the details of their Club membership and Club-eligible vehicles, perhaps including images, withheld from publication, and shall respect this wish. [Mechanisms may need to be put in place to minimise the chance of breaches of Members' privacy, particularly by Club and Branch Magazine Editors, Branch Beaded Wheels Scribes and Club website and social media administrators.]
—- The Great Fire of Constitution Street —And other bits First the other bits. I need to most sincerely thank you for the best wishes and kind help offered and given to me after my accident. I feel blessed, as not only did I come out of it well, but there were many of you who were there for me. It could have been a lot worse. Special thanks to Stuart Campion for the transport when needed and the Wednesday morning lot for just being the Wednesday morning lot. Now, for the Great Fire of Constitution Street. I have the minute books of the committee from the beginning. Very interesting reading but difficult at times to figure what they were talking about. I am trying to establish the day the fire occurred. The minutes (P86) show an ordinary committee meeting was held on March 22, 1960. Then on April 10, 1960 (P89) a Special Meeting to ‘determine the future of the clubrooms’ was held. This meeting records discussions on money donated, practical assistance from members and ways of using insurance money. There is no mention at all of why these things were being sought or were necessary. So, I am assuming the fire occurred somewhere between March 22 and April 10, 1960. Can anyone give me the date, and photos of the building pre-fire and after. If you give me photos, please in an envelope with your name on it and list of contents. Thanks, David Mills

From Bruce Murray – forwarded from Australia Gold Star Anniversary Run This run was advertised as the Gold star anniversary run held on the 29th July, open to all bikes - but if you had a BSA Gold star bike in your collection you would be polishing up this bike in preparation for the run. The meeting place was the car park at the Mundaring KFC for a 10am start. Mundaring is about 35km east of Perth on the Great Eastern Highway. For me it’s a 100km drive with bike on the trailer. I arrived about 9.45 am, in time to get my instructions, sort them out and wait for the rest of the bikes to arrive. There were 17 bikes in total, including four swing arm Gold Stars all looking much the same. Bikes were away at 10.00 am, heading south to a place called York about 70kms over back country roads. Stopping for about half an hour time to walk the Main Street and have a cup of tea. Then it was off to Toodyay - about another 70kms north on the some country type roads well away from lots of traffic where we had lunch at one of the coffee shops. Then after lunch back to the start. We covered about one hundred and ten miles for the day. Bruce.
