Welcome to Spring - I think. Hopefully the weather is starting to settle and we can enjoy some fantastic vintage motoring over the coming months. It was great to see a large turnout of members at the September club night. While we usually expect a good number when we have a guest speaker, Septembers club night had over 20 in attendance for a standard meeting. Now that the club rooms are open again on a weekly basis we’re hoping that those who hibernated over winter will feel more inclined to pop along for a noggin and natter. Now that the weather is better, the committee is moving forward with our plans to repaint the exterior of the club rooms. This is a major expense however one that is required to help maintain the premises and we are in the process of applying for grants to help cover the costs. Another expense we are anticipating will be to re-roof the building. We get the roof checked on an annual basis and while it is okay at present we have been advised that we will need to replace it in a couple of years. We have some funds tagged towards this however need to start looking at fund-raising ideas to help so we do not deplete our reserves. If you know of some fundraiser ideas that have worked in the past either for the VCC or other organisations - please let me know. Speaking of grant applications, we have just submitted the application to the DCC to help cover the costs of closing the Octagon for the Dunedin to Brighton Rally. Up to a couple of years ago, we were able to ring the council and it would happen. However since 2017, each year we need to apply for funding and include with the application, a budget for the event plus previous years balance sheet; the quote for traffic management to close the Octagon which this year includes moving the bus stops for the cruise ships; a Health and Safety plan and evacuation plan for the Octagon and event layout plan for both the Octagon and Brighton Domain. Oh how times have changed. 2019 is the 65th anniversary of the Dunedin to Brighton Rally and Colin is already fielding enquiries from Veteran owners through the South Island plus some from the North Island. He is also going armed with information to the National Veteran Rally so plans are for a good number coming to Dunedin in January. Nicola.

There have been a number of people paying on line, who have not identified themselves sufficiently. This is creating a lot of work for National Office. Spare Parts Shed – Parts shed is usually open every Wednesday morning Friday evenings when the clubrooms are open. Reminder – see if you can effective recycle your parts before scrapping them. NO TYREs by request. The nearest AED defibrillator to the clubrooms is on the outside wall of the 4 Square shop on corner of Bayview Road. Please make a point of familiarising yourself of its location – Never know when it might be needed. This was my first attempt at doing a route for a rally. 9 vehicles with 18 people on board, departed the VCC Clubrooms at 10.30am after a briefing on the rally. We headed towards Dunback Domain, with questions to answer on the way. Sadly we lost one of the cars on the way, as David Mills felt it was going to be a bit much for his wee Austin and returned home to get his other car. Hopefully he got back home safely. We had good views of the city at the top of Pine Hill Road and of the coast while travelling to Karitane. The further we went, the better the weather. We arrived at the Domain to a beautiful sunny lunch break. Questions were well received by all. Winners of the categories were: P60: Tony and Steph Pomfret in their 1974 Triumph 2.5 TC PWV: Kevin and Trish Fowler in their 1920 Jowett Javelin All Comers: Eleanor Harrison and Bruce Murray in her 1936 Chrysler There were no P80 Entrants Once Trophies and certificates were presented, everyone meandered back to Dunedin. Federation of Motoring Newsletter - Oct 2018 WILL ELECTRIC FUTURE OF ROAD TRANSPORT HIT SHORT CIRCUIT? While we all wonder what fuels may still be available to power our precious classics in the more distant future already in the pipeline are various new taxes and levies to add to the overall cost of pursuing our pleasures. The Auckland regional fuel tax is in place, the first 3.5 cents a litre lift in a scheduled series of rises in land transport excise duties was applied in October, and the ACC is proposing further increases in both fuel levies and Rego fees. Meanwhile the Government is pushing ahead with the legislation to allow all regional councils to charge an additional 10 cents per litre for up to 10 years. This tax will be in addition to the largely unnoticed 0.66 cents a litre already received by our local authorities. Every time we fill a tank a few dollars of the pump price finds its way to your city or district council. In effect each time we have to circle several blocks to locate one of the ever diminishing supply of kerbside parks or encounter street furniture, lights or diversions which complicate our direct route from A to B the resulting increases in our fuel consumption provide a revenue benefit to your local body.
And with Environment Minister James Shaw apparently convinced net zero emissions can be achieved by 2050 we can expect an ETS tax to be added to the pricing of fossil fuels, even though the Productivity Commission study predicts such a tax is unlikely to curb total consumption. In imposing extra costs to reduce greenhouse gases the United Kingdom is some years ahead of New Zealand as it has had a Committee on Climate Change since 2008. So far it has achieved dramatic reductions in CO2 emissions but mainly by phasing out coal-fired power stations and replacing them with nuclear generation. 14
Despite significant increases in the cost of road transport in the UK it has remained the fastest growing source of emissions due to population growth, bigger vehicles, and more vehicle miles, just as in New Zealand. The latest report of the UK Committee on Climate Change reveals that in 2016 instead of the targeted 2.3 per cent reduction in transport emissions the result was a 2.3 per cent increase. Even though large numbers of younger people in the UK are giving up car ownership or not obtaining a driver’s licence and 49,000 electric vehicles were added to the fleet in 2016, transport-linked greenhouse gas emissions are still rising. While 49,000 new EVs added in one in one year may appear impressive compared to the total of just 9000 in the New Zealand fleet it actually makes up less than 2 per cent of the total new cars sold in the United Kingdom. In Japan, our main source of fleet replacements, yearly electric vehicle sales have not yet reached 140,000. So how long can we expect it to take to convert our national fleet of 4 million vehicles from petrol to battery power by importing used Japanese EVs. To achieve the Government’s emission targets, all of the vehicles coming into New Zealand would need to be EVs by mid 2030s. But even if a feebate tax is imposed on high emission vehicles to subsidise the purchase of low emission vehicles where will we be able to find enough to buy? In the lifecycle analysis the total costs and emissions involved in battery production and bringing vehicles into New Zealand must also be taken into account. With the CO2 emissions generated during the manufacture of the battery, vehicle and replacement power packs also assessed along with the energy source the emissions of an EV may be closer to 60 per cent of a standard vehicle or perhaps even higher. Perhaps instead of importing Teslas or fitting electric power to our Ford Fairlanes restoring all our Morris Minors may prove to be the more practical means of saving the planet.

Dunvegan Rally No 47 Thirty two-wheeled enthusiasts from many parts of the South Island enjoyed a sunny day riding HW87 on their way to Waikouaiti. Yes, the wrong direction but we had to go “round the block” before arriving at the Sidey Outdoor Centre in Waikouaiti. The timed section from the start finished part way up the George King Road, 30 odd kilometres from the Chinese Garden where the annual rally starts from these days. A short coffee stop at Middlemarch and a top up of petrol at Ranfurly then a short ride to Naseby for the lunch stop. For Trevor Kempton there was no time for lunch, out with the toolkit and much fettling on the Suzuki T500 carburation. We had two choices for the afternoon ride to Waikouaiti. 7 or 8 took the Dansey’s Pass route on the gravel, the rest rode back to Hyde to take the Macraes-Dunback highway. Trotters Gorge Road was used as this is a great little ride on any motorcycle old or new. Over an hour or so the riders drifted into the overnight stop and enjoyed a couple of drinks while Andrew and Ken cranked up the BBQ for the evening meal. It was great to have Lynn and Donna arrive before us to open up and get things underway at the lodge, a venue we would recommend for any similar group. After the meal and prizegiving we enjoyed some discussion on various subjects, it was then bed, including much snoring. After breakfast it was great to see all out members doing the tidy up duties, leaving things just as they were when we arrived, so a big thanks to all.

Maritime Museum, Port Chalmers
Thursday 27th September saw about 14 turn up at the club rooms and it was decided to find our way down to Port Chalmers and visit the Maritime Museum - a place one usually drives past. I think everyone who went there was surprised at the quality of the exhibits and the history that Port Chalmers has. Since it was not an outside picnic we all went to the Careys Bay Historic Hotel for afternoon tea. Bruce Murray
