The Panther was ridden up and down the Great North Road between London and Leeds covering 10,000 miles in ten days. This impressive test included all stops for refuelling, oil changes and necessary adjustments, all of which were recorded by the ACU observers. The weather varied between bad and very bad with only one spell of fine during the first 7,000 miles. Rain and snow prevailed for several days and one rider wore a mask made of rubber tyre lined with wool to protect his face from the intense cold ( no full face helmets in 1939). To average 50 mph as has frequently been done, the machine had to be cruising at 65 mph and more on occasions. At the end of the test the engine was stripped for examination, the general condition was magnificent. British Reliability. Bill Veitch 6
In the Driving Seat As I write it’s only a month from the shortest day so soon the days will start to lengthen again allowing for longer rallying days. The restoration rally was held on the 20th May – thank you to David Mills for arranging an interesting route and congratulations to those who entered vehicles for the restoration of the year award. It will be interesting to find out at the AGM which vehicle the judges selected as the winner. The branch AGM is coming up next month and will include the committee being elected under the new structure as approved at the last AGM and ratified by the National Executive in March. Some of the current committee have indicated that they will not be standing for re-election so I encourage you to put your name forward if you are interested in being involved in the management of the branch. We will also be looking for volunteers to organise some of the branch activities and runs during the year with guidance and mentoring from the committee. I am putting forward a notice of motion to be voted on at the AGM next year and I wanted to give you some context around this. When our constitution was first set up nearly 65 years ago, there was a clause that any changes needed to be approved by the National Executive Committee. Given that Otago was the first branch to be formed, the National Executive would have been a lot smaller than it is now which includes the National Management committee along with a delegate from each branch. The National Executive meet twice a year – March and August. My notice of motion is to change the approval of any changes from the National Executive to the National Management Committee who meet more regularly and look after the day to day running of the club and also have an in depth knowledge of the clubs rules and regulations. While some may disagree with the need to have any changes to our branch constitution ratified by the National Management Committee it is to ensure that the branch continues to be operated in accordance with the main clubs constitution. Branch AGM is coming up in June – Yes time seems to be flying by very quickly. Nomination form for committee is in this Roadrunner. The Agenda and 2017 minutes will be in this Roadrunner. There will be several members of the committee standing down this year. This is a time when we ask all of you to seriously consider putting your name forward to come on board and help with the general running of the club. It is not an enormous job. As the old adage goes – many hands make light work. The committee would welcome some new people to its group.
Otago Rally
We have received a thank you note from Norman Oakley (Rally Chairman) thanking our members for their help with the recent Rally of Otago. A donation was received to help cover our costs. Thanks again to those members who helped with this event.

If you want to leave entry forms at the branch clubrooms – please take them along on a Friday night or Wednesday morning, and ensure that the appropriate person receives it. The committee will not take responsibility for any that potentially may go missing. The other alternative if you are opposed to posting them is to email the organizer with a copy of the entry form.

VIC APPLICATIONS --- DO YOU NEED TO ORGANISE ONE?
Save your time and our branch registrars time by completing the appropriate paperwork first Do you have access to the internet ? Go to the VCC of NZ Website – Homepage – and open the VIC Applications site. Please read all the information on this site, download all the paperwork that you need to complete the application. Including appropriate lighting endorsements. Organise the 3 photos to the correct angle of the vehicle and printed size of the photo. Once you have sorted all that out - then you contact either Bill Partel or Bruce Murray our branch vehicle registrars, to arrange a time that suits them to view your vehicle for which the application is being made. Once the application paperwork is signed off by our branch registrar and everything is correct it will be forwarded to National Office for processing. If you do not have access to the internet then contact either your branch secretary or vehicle registrar to arrange for the appropriate paperwork.
VIC APPLICATION — PHOTOS!!!!!
Please make sure that the correct size photos are forwarded with all ID Card applications. They need to be the stated size on the application form so that they can fit in the appropriate space on the ID Card as well as the filing cabinet where individual photos are kept. Please also remember that it is a requirement that you send three identical photos – please refer page 6 of the VIC application form for further details. Please note: It is the applicants responsibility to provide these three original photographs of the correct size as the VCC National Office will not produce images.
Vero Insurance Scheme - Just a reminder, the VCC Vero insurance scheme is
set up for those with current VCC membership. It may be a good idea to remind the unfinancial people that you are ringing, that if they have insurance cover under the VCC Scheme with Vero, current membership is a requirement.
Seeking any keen Power Cyclists
Paul Furkert, a Wairarapa VCC member, has recently recommissioned a power cycle (Paul’s is a 1936 BSA bicycle driven by a 1951 Trojan Mini Motor (via a friction drive onto the rear wheel)). This machine has a top speed of around 20mph, so isn’t really suitable for going on standard VCC rallies. Paul is looking to get in touch with other owners of power cycles who might be interested in a Power Cycle rally. The idea is to all meet up at a county pub / campground somewhere in the North Island one weekend next summer, and do some short (and slow) explorations of the local area on our machines. Owners of other slow bikes (e.g. mopeds or veteran/vintage motorbikes with top speeds of less than 30mph) would also be most welcome. If you have a suitable machine, and would be interested in such a weekend away, please get in touch with Paul (email paul.furkert@xtra.co.nz or phone (06) 3795355 or text 02040273746). If there is sufficient interest from cycle / bike owners, the finer details of the rally will be worked out in consultation with all potential participants. 9

Notice of motion of all proposed amendments must be given in writing under the signature of the proposer and seconder who must be members of the Branch, fourteen clear days before any such meeting. Any amendments to these rules shall be subject to the approval of the National Executive of the Vintage Car Club of New Zealand (Incorporated). Change to: These rules may only be amended by a decision of a 2/3rd majority of financial members of the Branch present personally and voting at any Annual or Special General Meeting of the Branch. Reason for the change: This clause dates back to when the Branch was first formed in 1954 and at which stage the National Executive would have been the equivalent of what is now known as the National Management Committee. The current National Executive encompasses all branches of the Vintage Car Club of New Zealand Inc. and only meets twice a year. By changing the wording to the National Management Committee keeps the same intent as the original wording however allows any changes to be discussed by the committee on a more regular basis and ensuring that the Otago Branch constitution is in keeping with the National Club’s rules and regulations. Changes to Branch Committee Structure as of 2018 :As ratified at our 2017 AGM the branch committee structure has changed and is currently being filed with the Incorporated Societies. The structure will take effect at this year’s AGM. Please note the new committee positions for which nominations are being called. The positions as per the changes will all be nominated this year then only half those positions will be up for re-election next year. 8. Management of the Branch

Targa-VCC South Island Time Trial 2018 InfoNews #8. (16 May 2018) Since my last group email “Entries Now Open” (Mon 30th April) we’ve been very active with event organization. There’s plenty of info in this latest newsletter, including updates re. entries, all new Targa website with VCC tab https://targa.nz/vcc/, Canterbury briefing, event dates/accommodation & VCC branch involvement. 1. Entries: We’re off to a great start with several entries already received since entries opened last week. Keep them coming! Especially don’t miss the reduced “Early Bird Entry Fee” by 30th June 2018, after which Standard Entry Fee applies. 2. New Targa Website: The Targa website https://targa.nz/ has been significantly refreshed to include “Targa Time Trial” on the front page and a “VCC” tab in the menu bar, (top right, front page, or use this link https://targa.nz/vcc/ for direct access). The “VCC” tab holds all necessary Targa Time Trial information including Entry/Indemnity forms, Supplementary Regulations, VCC & VIC Application Forms and Newsletters. 3. Canterbury Briefing – Sunday 10th June 2018 11am to 4pm, Canterbury VCC Clubrooms/Barn: Canterbury Branch VCC have generously offered use of their Clubrooms/ Barn at Cutler Park, McLeans Island Road, Christchurch for our next event briefing. This is a great opportunity to learn more about our Time Trial and we’d encourage as many as possible to attend. Targa road book samples will also be available for practise in the local area. Tea & coffee will be provided, but please bring pen & paper and your lunch, as there are no shops handy. (During the lunch break you’ll also have chance to check out the Canterbury branch VCC “Restoration of the Year” vehicles which are also being judged here this day, and there’ll certainly be some impressive handiwork on display!). Peter Martin and Victoria Main from Targa NZ along with Anne and Rod Corbett will be hosting this briefing. Event Dates and Accommodation: Advertised dates for our Targa-VCC South Island Time Trial are Monday 22nd to Saturday 27th October 2018, starting from Invercargill and finishing in Queenstown. However we’d encourage you to be in Invercargill by Sunday 21st October in preparation for scrutineering and documentation Monday morning, followed by competitor briefing Monday afternoon and Legends of Targa dinner Monday evening. 16
Recommended accommodation dates-: Invercargill - Sunday 21st, Monday 22nd, Tuesday 23rd October; Dunedin - Wednesday 24th, Thursday 25th October; Queenstown – Friday 26th, Saturday 27th October; (Prize-giving breakfast is Sunday 28th October before heading home). Accommodation booking is the responsibility of each competitor and we’d encourage early bookings for best value. (I understand that Targa Admin/ HQ is to be based at the Ascot Park Hotel in Invercargill, Distinction Hotel in Dunedin (yet to be confirmed), and the Novatel in Queenstown, so you may wish to book motels etc handy to each of these).

VCC Club Involvement: Along with Banks Peninsular & Canterbury branch support, all lower South Island VCC branches have been contacted regarding our Time Trial event and we’re delighted with their enthusiastic support & offers to assist with car displays and marshalling at lunch and evening service stops. Golden Times Rally – Central Otago April – Report On Saturday the 21st of April 70 cars lined up in Buckingham Street for the Annual Arrowtown Autumn Festival. After morning tea on the village green, we headed off around the district crossing the new bridge and driving up the tortuous former Deerpark Heights road to admire the amazing views. At least two cars suffered overheating issues. Then it was down to the waterfront at the end of the Kelvin Heights road for lunch. A limited 20 cars took part in the procession along the main street of Arrowtown. Later in the afternoon, those who elected to participate, enjoyed a sumptuous afternoon tea at the local bowling clubrooms. Otago Branch members who attended were: Alistair Graham -MGB, Gil and Ruth Edmunds – Mini Clubman Nevin Gough – Studebaker and Keith Heineman – Model A Ford. The day was very successful with none of the threatening rain and recording an increase from last year in the number of participants. A. Graham 17
Not a great deal of activity in the two wheeled brigade lately, just the Brass Monkey Rally in a couple of weeks, rally no.38. Where did all those years go ! Recently a Famous Vincent Black Lightning sold for a record breaking $929,000 US at the Bonhams Las Vegas sale, that's 652,414 UKPounds. This is the most expensive motorcycle ever sold at auction although I recall a recent sale of an SS 100 Brough Superior not far behind this figure. The five owner machine spent forty seven years of its life with one Australian owner, maybe the second most important Vincent twin in the world after the Bonneville effort when Rollie Free (a good friend of Burt Munro) road the salt flats dressed in just his bathing trunks,a photo that most of our bike minded folk have seen in many mags over the years. The Vincent has gone back to Australia, the previous owner, also Australian, had the bike sent to France where it enjoyed a 53, 000 euro recommissioning before going to the Las Vegas sale. Just 33 of this model were produced, estimations are that just 19 matching number models exist. This same bike won countless races and also set a land speed in Australia of 141.509 mph, just when this was, I don't know. Bill Veitch
