Sadly the country has gone into a lockdown process due to the Corona Virus and this has affected our club enormously. Prior to the lockdown a committee meeting for the Easter 2020 Rally was organised and held on Sunday 22 March and followed by the club's committee bringing their usual meeting forward to the same date. At these meetings firstly it was decided to cancel the 2020 rally, which was endorsed by the National Executive. This decision was a great disappointment taking into account the many hours, days, weeks, months that had been spent by so many people in organising an event of this magnitude. What does this mean to our members? Possibly the largest event that the Horowhenua branch had ever been involved with, this is heartbreaking to us all. After that, the committee unanimously agreed that the branch should cancel all further meetings and events until the Corona Virus was cleared. These decisions were not taken lightly but have been proven to be the right thing to do, as only 3 days later the NZ Prime Minster raising the alert level to 4 and entering the whole country into lockdown. In my nearly 80 years of life, I can remember vaguely the epidemic in 1948 where schools, etc were closed and here we are again in the same predicament. But we will survive it and all come back stronger. While the HVCC appears to be incumbent, I would take this opportunity to assure you that we are still here and stronger than ever. While our contact can only be made by phone or email we will endeavor to stay in touch with you all. If you are not receiving our emails or can supply another means of contact let us know. Do your best to stay in isolation. I recognise that the majority of the club's membership is elderly so please step forward, put your hand up if you need any help, we have a great club and can turn this unfortunate situation around by helping each other. On a brighter note what a wonderful success the Swap Meet was! A beautiful day, an absolutely enormous crowd and another showing of how a club pulls together. Our thanks to all those who helped on the gates,
parking, hot dog stand, kitchen and catering, Spares Department, Library, counting the money and cleaning up afterwards. Not to forget Pete and Rex with their organising of the signs, cones, etc and laying out the grounds. Then returning the cones and signs etc, far too much to mention. Everyone’s help is what made the event such a success. On behalf of the club I thank you all. We are still looking for an Editor for Spark. This is a very rewarding position. Mark has done a great job, but now wants a well-deserved rest. He has generously offered to help anyone interested in the position, so please if this might be you, give us a call. For a lot of members, Spark is a lifeline and we must keep it going. Well that's about all my burbling for now and I hope that you are all well and keeping busy during this lockdown period. Regards

In a first for the Horowhenua Branch newsletter, Spark will not be printed in its usual style for the foreseeable future. This is obviously to protect all involved in the production and distribution of the printed copy and the members who receive it. The April edition of Spark will be distributed via email and hopefully on the website. This of course defeats the purpose of the printed copy, which is to reach those members who do not use electronic media for their news. Please bring the content of this edition to the attention of those members, over the phone and update them where possible. This issue of Spark contains many documents/letters forwarded by VCC Head Office and there is some repetition, however demonstrates the chain of events and the process undertaken by our President. It should also be noted this publication is a means of recording the branch history.

Hi All At a committee meeting of the Vintage Car Club of New Zealand Horowhenua Branch this morning the following changes have been decided on to ensure the health and safety of our members, plus we want to comply with the latest updates from the Ministry of Health regard the Corona virus. Until Further Notice The Following Are Suspended:
1. Club Nights – normally held the first Wednesday of the month. 2. Saturday Working Bees – held on the Saturday immediately following the club night. 3. Spares – Only open by appointment for emergencies. Note that a replacement bulb or bolt is not an emergency. 4. The Ted Green Rally. 5. Committee Meetings. AGM – It is highly unlikely that we will be able to hold this in June. The current committee will stay in place until this can happen. These are obviously unprecedented times, and whilst virtually all our activities are on hold it is important that we support all our club members. We would ask the following of you all:
1. Please keep contact up with other members by phone or e-mail (wave across the street). 2. Spark will become more important than ever as a means of communication. Gibbo will need articles / photos from you all to ensure this is kept relevant. Let’s hear what projects / repairs are underway, articles from other sources may be interest, even ElPresidente may give us an update on his latest interest, tele conferencing. 3. Suggestions on how to keep the club active whilst practising selfisolation. (let’s think outside the square) 4. National Office, myself and members of the Management Committee have been fielding questions about what we are going to do in relation to the VCC and events such as the NI Easter Rally, Executive Meeting, Highland Fling, 2021 International Rally and branch events such as Club nights. As you will all be aware, the situation is changing daily (or even hourly). It is important that we take our time to evaluate options and make the right decisions for our members rather than knee jerk reactions. I have been discussing options with the organisers of the NI Easter Rally, Highland Fling and 2021 Rally plus several Branch Chairman. I propose that we will wait until the end of the week before making any decisions (unless the situation drastically changes). The Government has advised that more guidance on smaller gatherings will be delivered later in the week. I am anticipating that the minimum number of people allowed in a group will probably be reduced from what it is currently. One of the issues is that there isn’t any definitive timeline of when this crisis will abate and so it makes it very difficult when thinking ahead, for instance regarding the 2021 Rally. We are monitoring the situation and more information will follow on the weekend. I am fully aware that a lot of our members fall into the high risk category in terms of this virus and if we have to make the hard decisions regarding postponement or cancellation of our events, then that is what we will do with a heavy heart but knowing that it is the right thing to do. Message to Branch Committees from National President in relation to COVID-19 You will be aware that the Government has now issued a ban around groups exceeding 100 in number but that may be reduced further going forward. Expert advice is saying that the peak of the pandemic could possibly be as late as August. An email is in the process of being sent to every member of the Club who has an email address advising them of the situation as it stands at the moment. The Management Committee of the Vintage Car Club held an emergency meeting last night to discuss the crisis and the effects on upcoming National and Branch events. In relation to the Vero International Festival of Historic Motoring, in conjunction with the Festival Director Greg Terrill, we have made the difficult decision to postpone the Festival until early 2022. This decision was not taken lightly. Due to the uncertainty around how long it will take for the pandemic to run its course and the potential of facing a financial loss if, due to lack of entries the event had to be cancelled, it is the right decision to make. The Executive Meeting which was due to be held in Wellington on Saturday 28 March is also cancelled and we have also decided that our National Day Daffodil Rally will also not go ahead for 2020. I also had no option yesterday but to cancel the National North Island Easter Rally and by now all entrants should have been directly contacted by the event organisers. During the next week or so, we will be contacting the organisers of national events that are being held later this year and early next year to discuss what options we have in relation to those events. We will keep you posted on that. Because the International Rally will now not be held in 2021, it does give us room to move national events into next year. Some Branches have already made the hard decision to cancel meetings, club nights, branch runs and events and even to postpone annual general meetings. The Management Committee strongly recommends that, if it hasn’t already done so, that your Branch do the same, at least until the end of
June or until the situation improves. National Office will shortly be sending around advice about postponement of AGM’s. Good morning Colin Following our discussion this morning, I have made the decision that unfortunately we have no option but to cancel the North Island Easter Rally. Could you please pass this message on to all entrants. I know that this will be a disappointment for many but the health of our members is our top priority. At this stage, we have no way of looking into the future and knowing how long this crisis will impact on events. However I understand that your organising committee is looking at the possibility of maybe holding a similar event later in the year. Vintage Car Club of New Zealand Incorporated Dear Member 3 April 2020 It has become very apparent during the COVID-19 crisis, that communication by email is the quickest and most cost effective way we have of keeping you informed. The purpose of my letter is to keep you upto-date with various news in relation to the Club overall. Unfortunately Beaded Wheels is not able to be printed at this time as the printers have closed down due to the COVID-19 Alert 4 lockdown. It will however be available in an online version and you will shortly receive an email from Beaded Wheels with advice on how it will be made available. The events page on our national website now includes an event status column which is being updated as information comes to hand along with our Facebook page. And in the latest version of Beaded Wheels coming out soon, there is up-to-date information on events as of the date of going to print. In other non-COVID19 news, I am pleased to advise that Murray Trounson has been co-opted onto the Management Committee to fill the vacancy left by the death of Ed Boyd. Murray is a Canterbury Branch member and is a Chartered accountant specialising in computer based accounting and business information systems. Murray will be undertaking a specific project on behalf of the Management Committee to fully review National Office systems (in conjunction with our Office Manager). There has also been a change at National Office which has been organised mainly seamlessly and to such effect that most members would not have noticed. Our Office Manager Julie has moved to Clyde to look after her mother and is working remotely from her home office with reduced hours. Jo’s hours (our other staff member) have been extended to handle some of the less critical tasks previously undertaken by Julie and so that the National Office is fully manned during office hours. This is being trialled for a year. However, under the current COVID-19 Level 4 restrictions, the National Office is now closed and run remotely. The usual
phone number and email addresses will remain in place. I ask that you do not communicate with National Office unless it is completely necessary while the Level 4 restrictions are in place. Rosalie Brown, who is the Beaded Wheels co-ordinator and Club web-site administrator, has taken over the administration of the Club’s Facebook page. We have now added a facebook group to our page. This group will become an online community for members to interact with each other. It is a place for anyone who is interested in old vehicles to come together and share stories of our common interest and learn more about our club. It is a private group - so people need to answer questions to be able to join which will add a level of security. This is an easy way of communicating with members who are active on Facebook and in light of the continually changing pandemic situation, is a very good tool to get up-to-date information out to members quickly. As we ‘hunker down’ due to the COVID-19 crisis, please spare a thought for our oldest Club members, most of whom do not have email or cellphones. They are told they should not go to the supermarket during the pandemic and yet internet shopping is not something they can sort out, they can’t go to the bank to get out cash, maybe their home help who would normally shop for them is now not coming, and for a variety of reasons they don’t have any family support. To many of our older members, the VCC is part of their “family”. Some of our ‘family’ now need our help. I have recently had some distressing news of elderly members being without food for several days, having nothing in their fridge or cupboards. I know that a lot of our older members are very private and independent and will not ask for help, but a friendly voice of someone they know over the phone will go a long way to brighten their day and hopefully, if they are struggling, they will feel comfortable about saying so. I am asking those of you who personally know older members in your area to give them a ring, have a chat, check that they are alright and whether they need any help. If they do need help, there are various organisations in your local community who can help and you could contact them on your friends behalf.
One option is a group called “Friends in Need NZ�. They have volunteers registered across the country wanting to help people in isolation with shopping etc and I have been in discussions with them and they are ready and able to help. With our members consent, you can sign them up for help through the Friends in Need website friendsinneednz.com. If you are able, you might also like to sign yourself up as a volunteer so that you can do the grocery shopping and deliver it, as Friends in Need volunteers are permitted by the Government to deliver essential items for their assigned person. The issues of trust, safety and payment are important and quite tricky to navigate, but Friends in Need have systems in place to manage this. MINUTES OF A MEETING OF THE HOROWHENUA BRANCH OF THE VINTAGE CAR CLUB OF NZ EXPECTED TO BE HELD AT 14 TIRO TIRO ROAD, LEVIN ON WEDNESDAY 1 APRIL 2020 AT 7.30 PM. The unanimous decision made by the Horowhenua Branch Committee, on Sunday 22 March 2020 at a Committee Meeting was to cancel all further meetings of the branch and club activities until further notice in light of the current Corona Virus Covid-19 pandemic. This decision was endorsed by VCC Head Office.
The Almost North Island Easter Rally 2020 I’m sure that most of you are aware by now that the North Island Easter Rally which was to have been hosted by our Branch from 10 – 13 April has been cancelled. We had no choice but to do this in the interests of the health and safety of all the entrants due to the Corona Virus scare. It was a directive from our National President Diane Quarrie that we do so. It would have been impossible to carry on with it anyway, with the country now in total lock-down. This is an unprecedented situation for the Vintage Car Club of New Zealand, and definitely for our Branch. As you will all appreciate most of the work had already been done and everything was in place for us to hold a most successful Rally. It is more than disappointing for our Committee to have put in all of the hard work and now have to turn around and “undo” all of the preparations. The people of Levin have been extremely supportive and forthcoming with sponsorships and goods to help us to make it a success. The Council had given us a grant as well to help us, and were looking forward to welcoming the many entrants to our part of the country. We were up to 90 entrants, which was a fantastic achievement. It is a huge task now to refund all of the fees to the entrants, refund sponsorship monies and donated goods, cancel venues and accommodation bookings, etc. etc. That is part of what has had to be done. We had to disappoint Tokomaru School as well, who were so excited about hosting all of the cars and providing lunch to the entrants on Easter Saturday. It was to be a fundraiser for them to help them with new playground equipment, which the children have designed themselves. Hopefully we will be able to do something for them in this vein later in the year. I can tell you that many, many people on the organising committee have done so much work for this Rally, that it has been a huge part of their lives for many months. It is soul-destroying to think that now it was all for nothing. However, we have to move on, and put it down to one of life’s experiences. Our Treasurer, Jackie Job, has been a tower of strength, setting up spreadsheets, collating entries, and communicating with entrants all in conjunction with Michael Gaffaney and my wife Cheryl. Jackie now has the mammoth task
of returning all of the monies to the entrants and sponsors. This is a huge, time-consuming task! Mike Khull and Mark Gibson have spent many hours setting up the runs for Saturday, both competitive and non-competitive. Tom Hayes, Rex Williams and and Pete Collins spent hours on the Historical Tour for Sunday morning. Rex and Pete also on the program for the Gymkhana. We have had many complimentary comments from entrants, thanking us for the opportunity to enter and telling us how sorry they are that it has had to be cancelled. I would like to thank all of the willing helpers in our Branch who came forward to help with marshalling, parking, kitchen and cleaning duties, checkpoint duties, taking a turn on the help-desk, setting up and running the Gymkhana, all number of tasks that would have needed manpower. We are lucky to have such willing helpers in our Branch. I am especially sorry for the people who own the Model T Raceabouts. Four of them performing together at the Gymkhana would have been a real sight to see, and I know they have all been working hard to get them into tip-top order for the occasion. The one we chose to be on the Poster for the Rally certainly did the trick in attracting a large number of entrants! I have to single out Mark Gibson who put so much work into the making up of the Promotional Poster and all of the entry forms and information sheets. He also designed the Rally Plaque itself. These have been made, and are being offered to all entrants if they would like one. Shame it is a plaque of the “Almost North Island Easter Rally, 2020.� Cheryl and I are proud to have been a part of what would have been a fabulous event. There is nobody more upset than us that it has had to be cancelled.

National North Island Easter Rally Plaque The rally plaques have been received from the manufacturer. Cancellation of production was attempted. However the company, Tribe Design were well within the agreed supply date and had completed all 90 plaques ordered. All entrants have been offered their plaque for $30. The design, agreed upon by the rally committee is the Horowhenua logo designed by Norm Cook in 1988 with the addition of a vintage wooden steering wheel from a ’29 Chevrolet and the VCC wings.

Covid-19 It is official the Chairman and Committee of the Bay of Plenty Branch the hosts of the 'Highland Fling Rally', along, with us the organizers, and in consultation with the National President and the Management Committee, have made the tough call to cancel/postpone the Inaugural Highland Fling Rally until a later date. I do appreciate many of you will be very disappointed, however, the current crisis we are facing is very fluid, as the situation is significantly shifting daily. The Government announcement last evening to cancel all gatherings of 100 people, with the number of Covid-19 cases increasing, has compelled us the organizers to make this decision somewhat sooner than later. “Highland Fling 2020” Dear Entrants and Crews, Although the official notification of cancellation has been sent out I want to do this bit myself. Just 10 days ago we checked all the route instructions, finalised details with caterers and confirmed farm access and a million and one other details. Then the emails and phone calls offering support and encouragement started coming in and my response to them was that it was being held in the most isolated part of the North Island. and we were way under the 500 person thresh-hold. Of course we would be continuing as planned and would beat that Virus. Or so we silently hoped. Since then the unthinkable has happened. I’m devastated but determined as ever and want to reassure you all that we will be trying to fit the “HF” into the VCC motoring calendar to take advantage of appropriate weather conditions when all this has gone away. We look forward to meeting you all in the not too distant future and hope you can make good use of enforced down time. Stick with us. Alastair Jones

Considerable hilarity was made of our Editor by the illustrious Librarians, Don and Pauline! Full of mirth they were keen to announce at the last committee meeting that seeing the AGM was now being cancelled, it was impossible to accept his resignation! Brendon Fox is making good use of his lockdown time getting stuck into neglected projects! Ex Horowhenua member Les Adlam is restoring a ‘Bergerac’ Triumph Sports car. He has contacted Brendon who is assisting with the wooden dash. Considerable progress has been made, a stunning result will be achieved!
No need for a work bench when the ute will do! A picture of a similar dash which it is anticipated Brendon will improve on.

Work continues on the 1911 Krit which has been in the Fox family for many years. Brendon has made the mudguards by himself, however with the assistance of Richard Barnes with some of the ‘tricky’ bits, the pair now have the mudguards fitting on the car. He hopes to spend a lot more time in lockdown advancing things. He does add that he needs the lockdown to last quite some time!

Mike Khull has been tending to smaller items with his larger skills! Peter Nightingale bought this Tiger Moth many years ago and it hung in his workshop, until it accidentally fell from the sky and
flew to pieces on the floor. Peter asked Mike to fix it. Some parts were beyond repair and required replacement. These have been remade and others refurbished. The pilot has been added. This is a beautiful timber model. As Spark prepares to be published, ownership has not yet been determined. Has it returned to the former owner or does it now fly in Mike’s workshop?

The world as we know it will be very different after the China Virus and challenging times ahead. Unfortunately a call for tough measures. Over the next two or three months Spares will only be open by appointment in emergency cases. Our Health and Safety is just as important as yours. Please respect this decision. Especially as the first 4 weeks from 26 March will be a straight ‘No’. Now for some good news, we got away with the Swap Meet, and the Wolseley Car Club day. The Swap Meet had a near record number of sites with 167 on the paddock. Spares was its normal self with lots of small items selling, along with the last of the Wolseley 1100 panels. These were left behind two Swap Meets ago. Twenty two vintage Wolseley cars visited the Horowhenua Branch the Tuesday before the Swap Meet. This was a fantastic sight to see, lined up in front of the Clubrooms, with the two concours judges, Basil and Mike checking the cars carefully. Stay safe everyone.
